The 21st Annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Sheraton Tucson Hotel in Tucson, AZ on Saturday, Dec. 6, 2003. This year’s inductee, guest of honor and featured speaker at the banquet will be Thomas J. O’Neil, recently retired president and chief operating officer of Cleveland Cliffs Mining. Prior to Cliffs, O’Neil spent 10 years with Cyprus Minerals. He was also professor and head of the Department of Mining and Geological Engineering at the University of Arizona. As representatives of mining heritage, the Hall of Fame will induct James Boyd and Thomas F. Walsh. Walsh discovered a rich gold telluride vein in Ouray, CO, which became the Camp Bird gold mine. Boyd was a former director of the U.S. Bureau of Mines, vice president of Kennecott Copper and later president of Copper Range.

Technical problems associated with the cleanup of historic mines are not new. Nor are they unique to the mining industry or the governmental agencies addressing them. Both face the same issues and challenges of defining the problems, evaluating remediation options and finding the most economic and effective solutions.

F. C. Bond: This is an outstanding paper on comminution theory and represents a considerable advance in mathematical formulation. It clears the way for a discussion that should ultimately decide whether the work index should be considered as a parameter according to the Third Theory or as a constant. In the empirical differential equation dE = —Cdx/x [1] either Corn must be treated as a variable to satisfy known crushing and grinding conditions. The author has chosen the exponent n as the variable, with C as a constant. According to the Third Theory, in the general case n is a constant equal to 3/2, and C is a variable related to the work index Wi. If x is placed equal to P (the size in microns which 80 pct of the product passes) and F is the size 80 pct of the feed passes, then C equals 5 W1, and dE = 5 -5 Widx/x = 10 Wi 10 Wi w = vP vF which is the basic equation of the Third Theory. It is apparent that this integration involves the error of treating the parameter Wi as a constant, just as the author's treatment involves the error of integrating his variable n as a constant. These errors are probably relatively unimportant, considering the small range of the variables. When more is known about the factors contained in the work index, Eq. 1 can be revised as a partial differential equation. The Third Theory exponent of 1/2, or n = 3/2 in the Charles' differential equation (Eq. l), was not chosen primarily because it is the average between the Kick and Rittinger exponents; this may be merely fortuitous, since it is illogical to define truth as the average between two errors. It was first discovered from the study of a large mass of crushing and grinding data and confirmed by laboratory testing. The general correspondence of the Third Theory equation to actual crushing and grinding results over the entire size reduction range argues strongly that a fundamental phenomenon is involved. The a posteriori theoretical explanation of the constant Third Theory exponent is that the work done in breaking rock is proportional to the length of the crack tips formed. Compressive force applied to the rock results in deformation and strain energy. When this locally exceeds the breaking strength a crack tip forms, the surrounding strain energy flows to the crack tip and extends it to split the rock, with release of the energy as heat. Under rapid impact the crack tip may form before the strain has reached equilibrium, resulting in less energy expenditure and probably a coarser product. In any case, the elastic limit of a brittle material is practically the same as its breaking strength, and the work necessary to form the crack tip is the work required to break. The crack length of a ton of broken rock cannot be measured directly. However, the particle shapes of feed and product are similar, and the crack length is considered equal to the square root of one half of the new surface area formed. It is, therefore, proportional to 1/vD, where D is the equivalent product particle diameter. This is the basis of the Third Theory equation. Many secondary factors can be imposed upon the crack length breakage. These may cause the Third Theory work index to increase or decrease somewhat as the product size becomes finer. The work index is properly a parameter rather than a constant, making it an increasingly valuable practical criterion of the work input required in crushing and grinding.

The Bureau of Mines has recently collected two samples of crude oil from wells in the Greasewood Flat area of northeastern Colorado. Sample 31310 was taken from the Continental Oil Co.'s well Briggs No. 1 which care in or September 27, 1931, with a maximum production of 940 barrels per day. Sample 31311 was taken from tie Reiter-Foster Oil Co. Is well Ida Johnson No. 1 which came in on August 24, 1931 with a maximum production of approximately 1000 barrels per day.

FREQUENTLY the Survey Department is caIled upon to estimate the quantity of material in various dumps, dams piles, etc... and in the carrying out of this work various methods may be employed.The method used will vary according to the particular case in hand, and factors such as accessibility of the top of the dump, steepness of its sides, height, and the condition of the material to be estimated. A certain amount of "give and take" must be adopted in the treatment of small local cavities and mounds.In all cases it is desirable that the surveys made should be tied on to the lease surveys for the purpose of location, and that all levels should be reduced to the mine datum. The grade of ore at Marvel Loch mine is directly related to the presence or absence of shear zones and quartz-sulfide-rich hornblende (¦ diopside) veining within areas of plagioclase alteration. An experienced geologist can identify these features in hand specimen. Practical rules have been developed to assist this visual identification. The structural sites and styles of alteration and veining most conducive to gold mineralisation have also been determined. The work has enabled a better understanding of the geological controls on mineralisation at Marvel Loch, and has clarified geological understanding for optimisation of grade control modeling, ore block mark-ups, and minimisation of ore loss and dilution during excavation. In addition to this, it has enabled a detailed understanding of mine scale structural controls, geometry and relative grade relationships.

"Whenever a manometer has been used for recording explosion pressures it has been calibrated under a series of static pressures. Whether the readings taken during the rapidly changing pressures of an explosion (dynamic pressures) truly represent the actual pressures therefore is an open question. The authors had hoped to solve this problem by conducting the calibration with the aid of known pressures, applied at about the ammo rate as in an explosion, for example, by means of a cylinder and piston, the piston being driven in by an eccentric cam at a rate which would be determined accurately by the shape and rate of revolution of the cam. If the rate of compression were great enough, then the pressure in the cylinder (to which the manometer is attached) could be calculated from the laws of adiabatic changes of pressure and volume. It seems highly probably, however, from H. T. Tizard's observations on pressure changes in a cylinder during rapid compression (55) 4/ that there is much heat loss, therefore pressure loss, in the very small interval of time during compression; although Tizard was able to estimate the amount thereof, he did so only by relying on his nanometer, which is exactly the procedure that the authors challenge on the grounds that the manometer was not standardized under the conditions of its use. Hence the authors were driven from this scheme of calibration to another, namely, comparing records of ono and the same explosion taken simultaneously on several instruments of as varied a type as possible. If 2 of a number of instruments agree, perhaps both are accurate; if 3 agree, probably each of the 3 is accurate; if 4 agree, it is almost certain each of the 4 is accurate.There was a second objective in the present work. If the Bureau of Mines and the B.C.D. (British Coal Dust) manometers differ in their records, then from a sufficiently comprehensive series of experiments it may be possible to coordinate the extensive results already obtained at the American and British stations.Thirdly, it was hoped to learn which is the best available instrument for observing the pressures of coal-dust and as explosions and, if possible, to indicate means for improvement in manometry."

Economic conditions after WorId War II made the recovery of Australian sources of sulphur one of considerable national importance. From 1947 to 1949 an investigation was made of recirculation techniques to produce acid plant grade gas from the Dwight-Lloyd down-draught sintering plant.During 1949 it appeared feasible to produce a gas of suitable 802 concentration and a decision was made to construct a gas purification train and a 150 tons/day contact acid plant. However, a number of difficulties remained in the production of the gases for sulphuric acid manufacture and as a result of research conducted to overcome these troubles the continuous up-draught sintering process was developed.The principal difficulties were:(a:) The down-draught sintering practice, as developed, produced an unusually high metallic lead precipitation in the windboxes. The disposal of this lead interrupted sintering operations and the delivery of gas to the acid plant.(b) The production capacity of the existing sintering plant was fully extended and the adoption of recirculation of gases, in an endeavour to satisfy acid plant requirements, would probably reduce the plant production capacity.(c) The prevailing high temperature of water available for purification train cooling required a higher than...

During the past two years, a large number of creep tests has been carried out on electrolytic lead, special assay lead and ordinary refined (Port Pirie) lead. Some of these tests have already been reported.1§ In addition, an attempt has been made to estimate the influence of the individual elements present in small traces in Port Pirie lead. The present paper gives the results obtained when small additions are made to "U" lead of the composition shown in Table 1.(which has been used throughout these investigations during the past few years). The additions were silver, antimony, bismuth and zinc. The results of the addition of tellurium have already been communicated. This investigation was intended to run parallel with a similar one using electrolytic lead as a basis and adding one element at a time.Actually, the experiments using "U" lead have got rather ahead of the others. The important point has emerged, however, that the effect of a .given addition may be appreciably influenced by the presence of traces of other elements.In most of these tests, an initial stress of 500lb. per sq. in. has been used. "Rare earth elements (REE) are essential and unique components of many high-technology products without which functioning of modern society would be greatly impaired. Commercial deposits of REE are limited to a few geographical locations. Largely untapped sources of REE are available in endof- life (EOL) magnets, rechargeable batteries, and electronics. Presently, < 1% of REE in EOL wastes is recycled. Conversion of EOL wastes to liquid streams allows use of IBC’s Molecular Recognition Technology (MRT) process to selectively recover, separate, and purify target REE and associated metals at g/L to mg/L or lower concentration levels. The MRT process together with its applications to separations of REE and associated metals in recycling as well as in mining are described. Economic and environmental advantages of MRT are presented. INTRODUCTIONRare earth elements (REE) include the lanthanide series (La-Lu), Y, and Sc. These elements are not rare, but concentrated minable deposits are scarce (Cordier 2012; Haxel, Hedrick, & Orris, 2002). Over 95 % of the world’s supply of REE is controlled by China (Hanson, 2011a) where they are mined, processed, and the pure elements incorporated into a growing number of consumer and military products. The consumer products are marketed worldwide. Since REE are vitally important in consumer and military products, this situation has caused other nations to scramble to develop the capability to produce their own supply (Cordier, 2012).In the U. S., Molycorp has reopened the Mountain Pass REE mine in California and production has begun (Goldenberg, 2010). Development of a reliable internal source of REE is of high national priority in the U.S. (Hanson, 2011b; Hess, 2012: “Obama Announces”, 2012). These elements have in recent decades been incorporated into new consumer and military products that are essential to our economy and defense. These products range from wind turbines, high performance magnets, hybrid car rechargeable batteries, energy efficient lighting electronics, flat screen televisions, and smart phones to advanced weapons systems (Haxel et al., 2002; Levkowitz & Beauchamp-Mustafaga, 2010)."

It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. On behalf of the members and leaders of the IPMI, we hope you will find value in this new publication.

"Dust control is an increasingly important consideration for all mining operations from a health, safety, environmental and maintenance perspective. Modern mining operations incorporate a variety of mechanical dust control techniques into design however in many cases these engineered systems are unable to meet desired fugitive dust level targets. In these cases a variety of chemical dust suppression options are available to operators to assist in meeting their targets. This paper provides an overview of available chemistries, discussion of application techniques and equipment requirements and available performance monitoring technologies. This paper will also include a number of case histories discussing the treatment approach chosen, challenges encountered, chemical feed, storage and application equipment, monitoring techniques employed and results achieved.INTRODUCTIONDust FundamentalsFugitive dust by definition is an aerosol consisting of particulate matter suspended in a gaseous medium. Aerosols can include suspensions of particulate (solids) or sprays (liquids) or a mixture of both. Of particular concern from an occupational health and safety perspective are aerosols of particulate matter due to their involvement in classical occupations lung diseases such as silicosis, poisoning through chronic exposure to compounds such as lead and beryllium and expected involvement in more modern identified conditions such as cancer, asthma, and a host of other respiratory and non-respiratory conditions which may be caused or influenced through exposure to dust.According to the ""Glossary of Atmospheric Chemistry Terms"" (IUPAC, 1990), ""Dust: Small, dry, solid particles projected into the air by natural forces, such as wind, volcanic eruption, and by mechanical or man-made processes such as crushing, grinding, milling, drilling, demolition, shoveling, conveying, screening, bagging, and sweeping. Dust particles are usually in the size range from about 1 to 100 µm in diameter, and they settle slowly under the influence of gravity."" It should be noted that the behavior of particulates with respect to settling rate in air is a function of particle mass and shape and therefore the geometric size of the particle can be misleading. Occupational hygienists utilize the concept of particle aerodynamic diameter as a more representative reflection of particle size. Particle aerodynamic diameter, is defined as ""the diameter of a hypothetical sphere of density 1 g/cm3 having the same terminal settling velocity in calm air as the particle in question, regardless of its geometric size, shape and true density."" The expression of particle size as aerodynamic diameter allows for a more consistent understanding of particle behavior both from a settling perspective as well as from the perspective of how dust particles will behave in the respiratory tract. Figure 1 illustrates settling rates for particles of various aerodynamic diameters. The relationship between particle size and settling rate is important for understanding what size of particles must be addressed by dust control strategies as well as what particle sizes represent the most danger from an exposure and occupational health perspective."

The reduction of geological risk for planning of high production longwall faces is essential. Geological and geophysical techniques applied at Huntly West Mine before 1989 were unable to reduce the geological risk to an acceptable level. The success of a trial long-hole directional drilling programme at Huntly West Mine (Fowke et al, 1989) has encouraged the Coal Corporation of New Zealand to use the technology long-term, for seam definition. Initial drilling in 1989 completed a total of 3543 metres, with the longest borehole length being 369 metres (limited by number of rods available). A major re-interpretation of seam structure resulted from the drilling, which was able to fill in seam details between surface exploration boreholes. The undulating thick seam conditions at the mine require a refinement of drilling strategies used overseas. Long-hole directional drilling also displays potential for inseam gas drainage. Gas flows of the order of 1000 L/min were initially indicated in individual boreholes. Other gas parameters of the seam have been studied by Beamish et al (1991), and highlight the significance of the natural gas resource in the Huntly Coalfield. &nbsp; The continued development of drilling technology will be of major benefit sustainable development, particularly in policy.

At least one US senator believes that the events of Sept. 11, 2001 made many citizens see the need for the country to become more self-reliant on its growing energy needs. "The emission of hydrocarbon gases from coal beds and contiguous strata causes many accidents in coal—mine workings, the number of fatalities so caused being second only to those due to falls of roof. Gases tend to increase in amount with depth of coal mining, hence the danger of explosion is increased with depth. The pressure of the gas in virgin—coal areas at a distance from mine workings likewise tends to increase with depth from the surface, probably due to corresponding increase in hydraulic head and possibly, when the gas is held in nonporous formations, to greater ground pressure. The rise in gas pressure with depth under usual conditions is shown in wells drilled from the surface and in some coal fields in drill holes into the face of workings; however, under normal conditions of coal formation gas does not issue into workings under high pressure because the coal and adjacent strata have many bedding and joint planes which allow the gas to escape freely at the face of the workings. The rare occurrence of instantaneous outbursts of gas, with violent effects referred to later, constitute the exception.Variations of volume and pressure of fire-damp or methane found in different coal beds by wells at a distance from mine workings, are analogous to variations in volume and pressure of natural gas found in different gas and oil sands, although in general the pressure tends to increase with the depth. Sometimes, however, in tight sands higher in the formation the pressure of gas therein is abnormally high, and on drilling the well deeper gas in the lower strata may be found at lower pressure."

The use of uranium metal in non-ferrous metallurgical practice is dis-cussed with reference to its alloying behaviour and chemical activity. It is suggested that the more promising applications are in the treatment of molten metals to combine with impurities. Mines Branch work along these lines is described for copper, zinc, magnesium, aluminum and nickel alloys. It is shown that a cop-per-uranium master alloy (25 per cent U) successfully deoxidizes molten copper without detriment to the electrical or mechanical properties of the product at residual uranium levels of up to 0.8 wt. per cent. Additions of uranium to alpha brass in amounts greater than the lead impurity content were found to remove the deleterious effect of lead on hot-workability. Similar deoxidizing and malleableizing effects were found with uranium additions to nickel. It is thought that uranium forms stable intermetallic compounds with many impurity elements. A significant malleableizing effect can therefore be expected in the presence of other elements besides lead.

A system of steel sheeting and multiple levels of high capacity double corrosion protected soil anchors were used to restrain a major slope failure that occurred at the base of the Watchung Mountains mid-way through construction of a 650,000 SF retail center along Route 22 in Watchung, New Jersey. The implementation of a design-build earth retaining structure was necessary to stabilize and repair the disturbed mountainside in a timely fashion to permit completion of the retail center on a fast track schedule. The tied back steel sheetpile wall was approximately 2,000 feet long and varied in height from 12 to 25 feet. The hillside extended approximately 350 feet above and 600 feet beyond the wall with the main failure scarp extending 50 feet above and 90 feet beyond. The wall was constructed in a top-down manner and required the installation of 475 anchors to resist loads of up to 70 kips/ft produced by the creeping hillside and groundwater flows from both a series of springs and steady state seepage through an inclined zone of fine sand. Incorporation of a unique tie point connection eliminated the need for a waler, facilitating and simplifying modifications to anchor locations based on anchor load test results and conditions encountered during construction. Post grouting also proved to be an essential element in the successful construction. This paper presents the design and the construction methods used to restrain the significant earth lateral loads produced by a slope failure using steel sheeting tied back with high capacity soil anchors with anchor loads distributed to the sheeting through a unique tie point connection on a fast track schedule. Installation techniques, testing programs, and construction quality control are also discussed.
