Every automatic citizen is an automatic recipient of a miner's right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group's land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner's right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.

A study was initiated to examine the ways in which a number of foreign countries classify and regulate metal/non-metal mines which experience problems due to naturally-occurring flammable gases. Twenty countries were selected for study, and useful information was obtained from sixteen of these. Nine countries were visited (five of them twice) to hold meetings with representatives of government mine regulatory agencies and mine operators, and to visit mines encountering methane and other gases (carbon dioxide, nitrogen). In the later stages of the study seven gassy metal/non-metal mines in the United States were visited so as to provide a basis for comparison, and hence the evaluation of both the U.S. and foreign gassy mine regulations. In addition to obtaining copies of the mining laws and regulations of a number of foreign countries, nine foreign gassy mines, and the seven in the United States were documented in as much detail as possible. All this information is presented, along with appropriate conclusions and appendices. The study took two years and three months to complete.

Ball Clay -- Four companies - H.C. Spinks Clay Co. Inc. (owned by Lhoist Group), Imerys Group (formerly Kentucky-Tennessee Clay Co.), Old Hickory Clay Co. and Unimin Corp. - mined ball clay in four states during 2010. Production, based on preliminary data, was 910 kt (1.11 million st) with an estimated value of $42.9 million. That was a 10-percent increase in tonnage from 831 kt (916 million st) with a value of $37.7 million that was produced in 2009. Tennessee was the leading producer state with 61 percent of domestic production. It was followed by Texas, Mississippi and Kentucky. About 70 percent of production was airfloat, 20 percent was crude and 10 percent was water-slurried.

"AbstractThe Söderströmstunneln is part of the Citybanan project that is currently under construction in the centre of Stockholm. Main part of the lot Söderströmstunneln is a 300m long immersed tunnel connecting the inner-city islands Södermalm and Riddarholmen. It consists of three tunnel elements that have been immersed in summer 2013. Since the solid bedrock is descending in that area to more then 40m depth, the tunnel elements have been placed and are permanently supported on four pile groups that have been constructed in advance. The common Swedish system of steel core piles has been used to built the pile groups. Drilling and installation of the steel cores piles in free water depth of up to 20m had to be done from a pontoon. The steel core piles are connected with underwater concrete pile caps.IntroductionCitybanan is a new 6km long double track railway tunnel running beneath central Stockholm including two new underground stations Odenplan and Stockholm City. When completed in 2017 commuter trains will have their own tracks through Stockholm, whereas the remaining railway traffic will continue to use the exisiting two tracks (see Fig. 1). This will double the capacity of the railway traffic through Stockholm. The Swedish transport administration Trafikverket is the client for this project. The design and built contract is carried out by the German contractor Züblin Spezialtiefbau GmbH together with their Swedish subsidiary Züblin Scandinavia AS.As the new Citybanan tunnel is in large parts situated below the bedrock level, it can be executed as rocktunnel in the common drill and blast method. Between the two inner-city islands Södermalm and Riddarholmen the tunnel is crossing the Söderström, an arm of the lake Mälaren. Here the bedrock is descending to a deep valley with more then 40m depth. To connect the rock tunnels between these islands a 300m long immersed concrete tunnel supported on pile foundations is currently under construction."

ABSTRACT We report the results of a model-testing program to evaluate the strength characteristics of non-persistent joints. We describe the conditions under which new tensile cracks generate and propagate to connect existing joints so that the rock mass becomes fractured into several blocks, leading to a low strength. The strength of some models was equal to that along a single joint through the full sample length. In models with two joint sets, failure took place along a composite plane, partly sliding along a discontinuous joint and shearing through the intervening intact block of rock, or else by rotation and sliding of the blocks. This last failure mode could also lead to very low model strength. ZUSAMMENFASSUNG Dieser Bericht beschreibt die Ergebnisse von Versuchen mit Modellfelsmassen um den Einfluâ von unterbrochenen Rissen in ihrer Widerstandsfähigkeit zu untersuchen. Es werden die Umstände beschrieben unter denen neue Zugrisse entstehen, sich verbreiten, sich mit bestehenden Rissen verbinden und die Felsmasse in mehrere Felsblöcke zerlegen und zu einer kleinen Widerstandsfestigkeit führen. Der Widerstand einiger Versuchskörper entsprach der Festigkeit eines Risses der die ganze Länge des Versuchskörpers überquert.Versuchkörper mit zwei Rißfamilien versagten unter einer zusammegesetzten Ebene, zum Teil mit Verschiebungen nach unterbrochenen Rißebenen die sich durch Schnittversagen intakter Felsblöcke verbinden, und zum Teil durch Drehungen und Verschiebungen einzelner Felsblöcke. Nous décrivons les conditions sous lesquelles des nouvelles fissures de traction peuvent s’engendrer et se propager pour faire la connection avec des fractures existantes, de façon que le rocher se fracture en plusieurs blocs, menant à une résistance réduite. La résistance de quelques modèles fut égale a celle d’une fracture traversant toute la longueur du modèle. Pour les modèles ayant deux ensembles de fractures, la rupture a eu lieu sur une surface mixte, causée d’une part, par le glissement sur une fracture discontinue et d’autre part, par la rupture à travers le pont de matériel intact; ou bien par rotation et glissement des blocs. An experimental 1.75 meter Shaft Boring Machine was designed and manufactured by The Robbins Company. The drill was used by contractor Drillcon Raise AB to drill test shafts at an SKB underground test facility. SKB is the Swedish authority responsible for safe management of nuclear waste materials. This “SBM1.8” Shaft Boring Machine was used to drill shallow test shafts ingranitic rock at SKB’s Aspo underground laboratory. The drill used a unique vacuum mucking system. The bored shafts were held to very strict tolerances for bore diameter, straightness, and verticality. This drill was launched and operated from a mobile launcher. Headroom and working space were limited. The SBM1.8 drill produced acceptable test holes. SKB will carry out several studies to determine the suitability of this geology, and of this technique, for safe nuclear disposal. In addition to future use at SKB, many applications are foreseen, particularly in the civil construction industry.

Ventilation monitoring and control in mines are becoming an integral part of day-to-day activity for maintaining health and safety of miners. The authors evaluate potential real-time monitoring solutions for detecting and reducing diesel particulatematter, mine fires, and dust in situ, and examined the state-of-the-art use of ventilation monitoring and control in underground mines for detecting and reducing air contaminants to acceptable regulatory limit. Authors review relevant documents, including research papers, trade publications, and manufacturers’ website-based information, to identify research gaps. The authors also evaluate contemporary sensors (airflow, gas, dust, silica), control system and software technologies, data transport systems, Industrial Internet of Things, ventilation network simulators, and control devices to identify potential health and safety research gaps. In this study, examples of some mines from Canada, Australia, and the USA are included where ventilation monitoring and controls have been applied. Overall, this review identifies multiple challenges and research gaps in applying mine monitoring and control systems that could be the focus of future research, offering potential improvements to miner safety and health and financial benefits.

ABSTRACT: One alternative to close a radioactive waste repository in rock salt is the construction of a “Cross Section Closure (CSC)“ sealing barrier. The proposed material for the CSC is highly compacted bentonite. To investigate the swelling behaviour of a highly compacted bentonite a large number of laboratory tests were performed. In addition, large scale model test were carried out to demonstrate the development of a nearly homogeneous and isotropic swelling pressure. The results of the large scale model tests were interpreted numerically based on the models for stress-strain behaviour and water uptake which are implemented in the finite element codes FEST03 and HYDOPO. The investigations show a good agreement of the results of the model tests and the corresponding analyses and show, that the theoretical models are capable of describing the behaviour of sealing structures based on highly compacted bentonite. ZUSAMMENFASSUNG: Eine Möglichkeit für den Verschluß eines Endlagers für radioaktive Abfälle im Steinsalz ist die Konstruktion einer Querschnittsabdichtung aus hochverdichtetem Bentonit. Zur Untersuchung des Quellverhaltens von hochverdichtetem Bentonit wurden eine große Anzahl von Laborversuchen durchgeführt. Um die Entwicklung eines nahezu homogenen und isotropen Quelldrucks nachzuweisen, wurden darüber hinaus auch Modellversuche in größerem Maßstab durchgeführt. Die Ergebnisse dieser Modellversuche wurden im Hinblick auf die Wasseraufnahme und das Spannungs-Verformungsverhalten mit Hilfe numerischer Berechnungen mit den finite Element Programmen FEST 03 und HYDOPO interpretiert. Die Untersuchungen zeigen gute Übereinstimmungen zwischen Versuchs- und Berechnungsergebnissen. Die numerischen Modelle sind somit geeignet, das Verhalten von Abdichtungsbauwerken aus hochverdichtetem Bentonit zutreffend zu beschreiben. RÉSUMÉ: Une possibilité pour fermer un dépôt final de déchets radioactifs dans sel gemme est la construction d'un étanchement de coupe transversale, fabriqué de bentonite fortement compacté. Pour étudier le comportement de gonflement de bentonite fortement compacté, de nombreux essais en laboratoire ont été exécutés. En outre, des essais sur modèle sur une plus grande échelle ont aussi été exécutes afin de prouver le développement d'une pression de gonflement à peu près homogène et isotrope. Les résultats de ces essais sur modèle étaient interprétés en vue de l'absorption d'eau et du comportement contraintes-déformations par le moyen de calculs numériques avec les programmes d'éléments finis FEST03 et HYDOPO. Les études montrent de bonnes conformités entre des résultats d'essai et de calcul. Les modèles numériques sont ainsi capables de décrire justement le comportement d'ouvrages d'étanchement fabriqués de bentonite fortement compacté.

Conventional methods designate a factor of safety, a deterministic number, to indicate the stability of a mine excavation. However, this deterministic description of excavation stability is frequently insufficient or inaccurate and, sometimes, misleading. Employing the probabilistic analysis to determine the likelihood of mine excavation failures will lead to a better understanding of ground control problems and result in more rigorous designs of the excavations. Based on the theory of probability, two approaches are taken in this study for the probabilistic analysis of excavation stability. The first one utilizes direct integrations for the estimation of failure probabilities of mine excavations. Due to the complexity of the integration, this approach can only be applied to solve relatively simple problems. In order to overcome the limitation of the direct integration method, the second approach employs the first-order second-moment approximation of the failure probabilities for more complex ground control problems. The probabilistic analysis offers a deeper insight into the uncertainty associated with the stability of mine excavations. The study indicates that the distributions of parameter values play a significant role in the mine excavation stability, which can not be disclosed by the conventional methods of stability analysis. Greater dispersiveness of the parameter values will lead to a different probability of failure, although the factor of safety estimated by conventional methods stays the same if the mean values of the parameters are constant. By taking consideration of the probabilistic distributions of the parameters, the probability model can provide more reliable designs of mine excavations.

Anomalous geologic or stress-induced conditions can create a hazardous working environment for underground miners. Seismic attenuation tomography provides a valuable tool for understanding static and dynamic conditions induced by mining. As a longwall shearer cuts coal, it generates seismic energy. As this energy travels through the rock mass it is attenuated in a manner proportional to the degree of fracturing of the rock mass. By calculating this attenuation at specific locations underground, the degree of fracturing of the rock mass, and hence the relative stress state or material properties can be inferred. The goal of this work has been to create a tool which can be easily used by the mining industry to obtain information about the distribution of stress concentrations or material properties across a broad area in advance of mining.

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

This bibliography contains 3,062 different citations to technical and scientific literature about helium and alpha-particles abstracted by 13 abstract service publications during 1963. Multiple subject classification has increased the total number of entries to almost 5,000. Helium citations are listed by 23 major classifications. The number of subclassifications has been greatly increased to minimize the time required for literature search. The use of automatic data processing has been extended in compiling the bibliography.

The National Institute for Occupational Safety and Health and the Stillwater Mining Company worked cooperatively with the Montana Bureau of Mines and Geology to develop a system that would collect seismic data at the Stillwater and East Boulder mines. The purpose was to obtain baseline information on the magnitude and location of mining-induced seismicity to determine if the mines needed multi-channel in-mine monitoring systems. Seismic data recorded at field sites near the mines are being telemetered via FM radio through a series of repeaters to a central recording site where the seismic signals are digitized using an Earthworm data acquisition system. The Earthworm system performs several data analysis tasks in near-real time and places raw seismic data, preliminary hypocenter locations, and magnitudes on a Website within 5 min of a seismic event. Such rapid access to seismic data allows personnel at the Stillwater Mine, Spokane Research Laboratory, and Earthquake Studies Office to evaluate seismic events quickly and respond in ways that may improve the safety of mine personnel underground. Installation of the system also broadened earthquake coverage to south-central Montana, a region previously not covered by the seismograph network.

In coal mining, longwall mining is a preferred method to maximize production by extracting large blocks of coal that have been outlined with a set of development entries. In U.S. mines, longwall panels are typically 305 m (1,000ft) wide (with a continual trend towards even wider panels), and usually over 3,050 m (10,000ft) in length. The increasing size of longwall panels, while helping to increase coal production, may also increase methane emissions due to the exposure of the mining environment to a larger area of fractured, gas-bearing strata. Thus, understanding the impact of increased panel widths on methane emissions, and designing gob gas ventholes and bleeder systems accordingly, can enhance the safety of the underground workforce by reducing their exposure to potentially explosive accumulations of methane/air mixtures. As part of its mine safety research program, NIOSH’s Pittsburgh Research Laboratory has initiated a reservoir modeling effort to better understand the interaction of the various geotechnical factors influencing gas flow within and to the underground longwall mining environment. A focus of this modeling effort has been 1) the prediction of the incremental amount of methane emissions to be expected due to increasing longwall panel widths, and 2) optimizing gob gas venthole completion practices to capture more of the gas in the subsided strata above longwall panels before it can enter the ventilation system of the underground workplace. The history matching phase of the study has been carried out on a 381-m (1,250ft) wide panel in the Pittsburgh Coalbed. Simulations have also been completed for a 442 m (1,450ft) wide panel to estimate the incremental increase in methane emissions and the performance of current gob gas venthole placement configurations. Additional venthole placement configurations were simulated to investigate options for optimizing methane capture from the subsided strata above the wider longwall panel.

In this paper it is argued that we are entering a new mining era, based on considerably more challenging orebodies as we rapidly expand minerals production by exploiting previously uneconomic deposits. Rapidly increasing production costs cannot be sustained by continually increasing commodity prices, as illustrated by the recent downturn in the industry.Driven by reduction in grade, requiring the processing of 50 to 100 per cent more ore to recover the same amount of metal, often accompanied by finer grain structure - necessitating a finer product size and more challenging recovery - the productivity of the mining industry is dropping in real terms. The author suggests that tweaking current technologies and relying on economies of scale will not turn the industry around, but rather a switch to considerably more efficient processing is required.It is imperative to utilise the properties of the orebody, especially in terms of variability, in revolutionising our processing techniques. Our new mantra may be æselective mass mining with flexible processingÆ. This paper explores how this may be implemented using current technology and equipment in order to change the cost profile of the new mining industry. Orebody knowledge, based on the underlying process drivers, rather than proxies, is required. These properties and their variability will need to be propagated into the orebody through utilising the geological data rather than smoothing block averages, which destroys information on variability.Novel flexible circuit designs are presented that can respond to a wide variability in ore properties and throughput requirements in order to slash processing costs and energy utilisation, while enhancing overall recovery. The success of these circuits will be based on an ability to predict at both design stage and in everyday processing the variable ore properties, which is dependent upon reliable orebody knowledge that caries variability and underlying processing properties.CITATION:Powell, M S, 2013. Open cut mining of the Black Rock chalcocite ore started in 1963. A ground movement monitoring programme was commencing in the early stages of mining when signs of instabilityof the western wall became apparent. Eventually 100.000 cu vd, of overburden Were removed beyond the rim of the western wall in an attempt to stabilize the slope. Subsequent decpenlug and mining till the final batter angle of 45 resulted in deterioration and mining was stopped 38 ft short in the ulltimte design deplh of 520 ft.Investigations showed that the geology of the western wall , was a major factor in the instability of this wall. A block jointed model was made 10 illustrate some of the pehomena observed. Quallatative agreement was found between the model deformation and the field measurements obtained.The results of the monitoring programme clearly show the value of this work In respect to the conlrol of the mining operatIon...

The objective of the US Geological Survey’s mineral deposit database project (USMIN) is to develop a comprehensive twentyfirst century geospatial database that is the authoritative source of the most important mines, mineral deposits, and mineral districts of the US. Since May 2017, the project has focused on critical minerals. Data for critical minerals that are produced as products are relatively robust, whereas data for critical minerals that may be recovered as byproducts are commonly of much poorer quality. Similarly, more is known about critical minerals that occur in conventional deposits than where those critical minerals occur in unconventional deposits. For example, rare earth elements occur principally in deposits hosted by alkaline igneous rocks, but there is potential for their production from phosphate rock mining, which is less documented. Lithium (Li) has been recovered from pegmatites and brines, but other Li-bearing deposit types have been delineated that may go into production. Cobalt may be produced as a byproduct or coproduct from a wide range ofmineral deposit types, whereas rheniumis a byproduct of copper ore. Significant opportunities for research exist that could help identify new sources of critical minerals, and may also help increase production and recovery from existing sources.

In order to overcome our reliance upon foreign energy sources for both crude supply and finished products, we must realize the goals proposed by Project Independence. In general this involves expanding production of existing and new oil, gas, and coal resources, utilizing and improving nuclear technology and the developing of new energy sources such as solar, geothermal, oil shale, tidal, wind and stimulation techniques. There is a continuing debate, both in the scientific community and the consuming public as to the potentiality of nuclear power generation being cost effective and environmentally and safety conscious. The development of new sources of energy does not occur overnight; it is rather a continuing effort in time and money to achieve the goal of providing energy to an ever increasing demand. The public has been accustomed to the availability of energy whenever and wherever it was needed. The era of "energy gluttony" has begun to fade into the realm of "energy awareness". Unfortunately, it required the action of another country to bring the picture that has been discussed many times in the past by energy suppliers into correct focus. Nevertheless, the public responded by conservation efforts to reduce energy wastefulness. Still, the demand for foreign importation of energy supplies is on the rise. What is our recourse? The largest known unexploited energy resource available in the United States is our coal resources. Moreover, the Department of the Interior has noted that 63 counties in Montana, Wyoming, and the Dakotas hold 60% of the nation's least expensive strip minable coal. This western coal is the most abundant and least costly Fossil Fuel in the United States. It is acknowledged that western coal is an important input in meeting the energy needs of our nation.
