The Ipueira III chrome mine is located in the northeastern part of the state of Bahia, Brazil. Extraction is actually at depths less than 300 m, but below level 200 serious environmental problems have been encountered with respect to control of air quality, toxic gas, dust and thermal comfort. At the request of the mining company the University of São Paulo started a research program to investigate the origin and occurrence of the critical problems and to propose solutions. A ventilation survey was carried out first which revealed the existence of several air leakages and short circuits that contributed to substantial reductions in the air supply to some of the main producing levels. Computer simulation of the ventilation network showed that extending the intake air shaft to deeper levels was the most convenient and economic solution to improve the air quality. The ventilation survey was followed by a mapping of the toxic gas emissions and thermal comfort levels in several parts of the mine. The air quality conditions were evaluated as a function of gas emission and heat generation associated with production and development activities. The results show that environmental conditions are already critical in most of the working levels and neither an increase in production nor deepening of the mine can be taken up without substantial changes in the ventilation system. INTRODUCTION Environmental concern is growing in Brazil and several underground mines are starting environmental engineering programs. The LACASEMIN - Laboratory of Environmental Control and Mine Safety of the Mining Engineering Department of the University of São Paulo - was contacted by Mineração Vale do Jacurici to start a research program for investigating the origin and occurrence of environmental problems that existed in the Ipueira III chrome mine. This research program involved field measurements of air quantities with gas levels monitoring, evaluation of heat stress parameters, determination of adequate flow patterns through computer simulations and training of mine technical staff. This paper presents the results of the first 4 months of this research program. The Ipueira III mine is located in the northeastern part of the state of Bahia, near the city of Senhor do Bonfim at about 400 km inland from the state capital city of Salvador. Chromite mineralization is quite widespread in this area and often associated with mafic and ultramafic rocks which cut across regional gneisses and migmatites. ROM production in 1992 varied between 25,000 to 40,000 tons per month, 25% being of lump type (38% of Cr2O3) and 75% being of fines. Lump is manually separated and fines are concentrated in a nearby plant. All the production goes directly to the group processing steel plants near Salvador. The Ipueira III mine is currently under some adverse economic situation because of imports from South Africa and Russia, which have better grades and sometimes a lower content of phosphorous. Consequently there has been little progress in the development of new mines and even in those currently under operation the extraction is becoming more difficult due to the lack of investment in improving mining methods and ventilation systems. In spite of such difficulties the company has backed up studies for initiating an environmental engineering investigation of the Ipueira III mine. MINING METHODS AND VENTILATION SCHEMES The mining methods adopted have changed as a function of extraction depth, rock mass strength and ore body geometry. Introduction Our society is currently experiencing a change in civil philosophy toward US industrialization. We have become increasingly bent on the pursuit of a nirvanic state of zero risk. The money supply has become inversely proportional to its sources. And most mining companies, traditionally conservative, have become increasingly risk conscious. Rising taxes, high inflation, and decades of a steadily decreasing gross national product (GNP) - coincident with moral decay and disarmament - have eroded America's economic health. Psychology of US metal markets has shifted across the economic spectrum to disillusionment and discouragement. The sagging national economy, expanding governmental debt, and a backward mineral policy in concert with worldwide unrest and turmoil have caused great volatility in the metal markets. Congressional inaccessibility of US resources has contributed to its loss in strategic leadership and dependency on foreign suppliers and the common market. Large scale mining activities are now on the decline. And there is an overall slump in mineral exploration in this country. America now faces the sobering reality of almost total importation of 13 key mineral commodities and total dependence on foreign sources for five of them. There is a growing dependency on 21 of the 34 minerals vital to the US economy. And virtually everything needed can be imported directly from third world countries. Almost 85% of the free world's supply or production of vanadium, chromium, platinoids, manganese, and titanium - an essential to the aerospace industry - comes from South Africa. That country now plays a forefront position in supplying the West with minerals. The Soviets have become increasingly aware of this situation. They have made key moves in procuring for their own purposes major raw materials markets, particularly in South Africa. This is obviously threatening to the US' direction and brings about vulnerability to shortages and cutoffs. In spite of these developments and the overall change in the mining industry, there is good opportunity for growth ahead. The way has been paved for the smaller mining companies, particularly the more bullish of these. Smaller mining organizations possess a tight management and strong sense of direction. They can easily adapt to and cope with change. "Windows" that exist in the industry directly depend on a number of factors. These include the busi¬ness climate, market research and planning, management and human resources, applied appropriate technology, favorable hunting ground, and entrepreneurship. Mining as business Mining (and exploration) as a business is by its very nature highly speculative. It involves greater risk for a longer period of time than most other businesses. The entire mineral estate in the US continues to shrink. This is primarily because of various legislated wilderness measures. Consequently, the probability of finding an economic ore deposit in the US has decayed to less than 1%. Although the risk is high, the stakes far outweigh the gamble and are larger than most other businesses can offer. Mining properties, as investments or business opportunities, can provide effective hedges against long-term inflation because the real price for selected commodities, such as gold, may sometimes rise faster than inflation. Recessionary periods seem to provide the best climate for entering the mineral business or for a particular mining organization to expand its activities. Looking ahead and seizing opportunities during a depressed market will pay off. Property payments and royalties are likely to be lower. And the potential for an upward shift in prices for a given commodity is very positive. The decision to invest in a prom-

Mineral processing activities in general reflected the economic ills of 1981 and early 1982, but in some areas the depressed state of the industry resulted in increased activity. As were all aspects of the minerals industry, processing plant operations were severely affected by the recession-prone economy, by sagging prices for primary metal products-copper, molybdenum, nickel, iron, manganese, and especially uranium-and numerous shutdowns and layoffs. Copper production by major producers in Arizona and Utah was severely curtailed; Amax, the major US molybdenum, producer did considerable belt-tightening; and the uranium industry was in a state of disaster. Even the precious metal superstars-gold and silver-were affected, with a steady decline throughout the year in world market prices. Perhaps hardest hit have been newly developed properties, particularly in the uranium industry, and old-line properties where historical development impacts today. No longer can such properties afford the luxuries, for example, of a long haul distance between mine and plant or continued use of antiquated facilities. Surprisingly enough, the very state of the economy has caused increased activity in some sectors of the mineral processing industry. In mill design, although large projects have been tabled, smaller projects have gone on, with innovations in design, often for cost-saving reasons, that will affect future designing approaches. Economic restrictions are impacting on mill flowsheets as researchers look for improvements and better, less expensive techniques. Other unit processes-hydrometallurgy, pyrometallurgy, concentration, materials handling-are impacted by the need for a better, less costly product. Although at the end of the first quarter of 1982, no major environmental legislation had been enacted, rumors persist that there will be a loosening of some of the stricter standards, both in the requirements themselves and in the time allowance for implementation. The year had seen some relaxation in how current legislation and standards are administered. For example, in OSHA (Occupational Safety and Health Administration) operations, there has been a shift toward voluntary checking of industry compliance with work rules, rather than emphasis on agency inspections. However, the industry continues to view environmental factors as having major influence on future operations and efforts to design for environmental safety are becoming almost as important as the processes themselves. Throughout the industry there has been a further focussing on project management, recognizing the necessity for tight control of budgets and schedules-and the systems used to effect them. Many modern export terminals are now in construction while others have either been held up or cancelled. Economics and environmental permits have been some of the major problems. Currently under construction are terminals in Newport News, VA; Charleston, SC; and Baltimore, MD. Expansion of existing facilities at Mobile, AL, and New Orleans, LA, is also well under way. A wide variety of systems and components are being used. They include traveling shiploaders, tunnel and bucket wheel reclaim¬ers, stackers and high line trippers, and bottom and side dump-type car dumpers. Feldspar is the earth's most abundant mineral group. The feldspars are aluminum silicate minerals belonging to the tectosilicate class. Feldspars are the most widespread of any mineral group and are estimated to constitute 60% of the earth's crust. They make up a large percentage of the exposed rocks as well as soils, clays, and other unconsolidated sediments. Feldspars are widely used in the glass and ceramic industry and are principal components in rock classification schemes. Feldspar minerals and their production are important contributors to the domestic and world economies and standard of living. In 1990, the United States produced 630 kt of feldspar minerals, and world production was estimated to be more than 5 Mt. Feldspar mineral production in the United States has a long and interesting history (Feitler, 1967, Rogers Jr. et al., 1983). The first commercial production in the United States occurred in about 1825 and came from pegmatite bodies located in Connecticut, where feldspar was mined, hand sorted, and shipped to England. Feldspar production grew during the 19th and 20th centuries with important developments in production location, integrated mine and processing facilities, and the development of the flotation process for feldspar by the US Bureau of Mines and the feldspar industry. The first commercial feldspar flotation plant began operations-in Kona, NC, in 1946, some six years after this process had been developed. In 1990, the domestic feldspar industry consisted of 12 operating companies with mines and processing plants located throughout the United States (see Table 1). During the last 25 years, the domestic feldspar industry has been dynamic, marked by new plant construction and capacity expansion at older plants. The industry has also seen plant closures, changes in ownership of existing operations, the consolidation of the Canadian nepheline syenite industry, and the increase of imported feldspar products. The industry has been affected by contractions in its major end-use markets brought about by economic cycles, product substitution, and environmental effects, such as recycling, land-use controversy, and air and water pollution. Despite problems, the industry remains mature and highly competitive. GEOLOGY Mineralogy The common feldspar group of minerals form a single crystalline phase or solid solution series of minerals. Fig. 1 is a ternary phase diagram that shows the feldspar mineralogy-KAlSi,O8, NaAlSi3O8, and CaAl2Si2O8. The end-member compositions are also referred to as potassium, sodium, and calcium feldspar. The feldspars whose chemistry ranges between the potassium and sodium end-members are known as alkali feldspars, while those between the sodium and calcium end-members are plagioclase feldspars. These feldspar groups can be further subdivided based on structural and compositional features within the alkali or plagioclase feldspar series. The distinction between and the proportion of members of the two feldspar groups are important to the classification of igneous rocks (Deer et al., 1966). Perthites are the exsolution product of an initially homogeneous potassium-sodium feldspar solid solution which forms (in an environment of decreasing temperature) a heterogeneous intergrowth of sodium-rich feldspar lamellae in a host crystal of potassium feldspar. Antiperthites are exsolution products in which the host mineral is sodium-rich plagioclase feldspar and the intergrowths are potassium-rich feldspar.

Joplin, one of the most famous zinc mining camps of a bygone era, is today experiencing a healthy growth in manufacturing enterprises. Manufacturing requires water, and knowledge of its availability and quality often is the main factor in location of industry. For this reason in January 1964, on the suggestion of the former State Geologist, Dr. Thomas R. Beveridge, a study of the water resources of the Joplin District was undertaken as a cooperative effort of the Missouri Geological Survey and Water Resources now under the direction of Dr. William C. Hayes and the U. S. Geological Survey. The project area is in southwestern Missouri on the Springfield Plateau and is bordered on the west and north by the Osage Plains of Kansas and Western Missouri, (fig. l). Upland altitudes rise from 900 feet above sea level in the west to 1400 feet in the east. The countryside is rolling to moderately hilly and much is excellent farmland.

The Fence Lake Project is located in the Salt Lake coal field, an extension of the San Juan Basin. Geologic formations exposed in the Project area range in age from late Cretaceous to Quaternary. Coal is encountered in the Moreno Hill Formation (upper Cretaceous). Salt River Project (SRP) followed the basic textbook approach for the exploration, regional appraisal, detailed reconnaissance, detailed surface appraisal and three dimensional sampling (physical exploration). SRP is exploring this property as a potential fuel source for the Coronado Generating Station. Therefore, for the physical exploration stage, the quality sampling program was designed from a utility company viewpoint to determine possible impacts to the Station. Exploration drilling was completed in spring, 1982; September, 1982, and summer, 1984. Engineering, environmental, and land acquisition studies were added in the Summer, 1984 Program to more closely evaluate the potential Fence Lake Project coal supply option for the Coronado Generating Station. Studies, including drilling, are ongoing-at this time.

According to Darcy?s law, the rate of filtration should increase with increasing pressure drop across a filter cake. In centrifugal filtration, the driving pressure is created by the centrifugal forces applied in the free water on the surface of a filter cake. However, the pressure drop can become negative when the free water surface disappears, which makes it difficult to achieve low cake moistures. In hyperbaric centrifugal filtration, this problem is overcome using air pressure to restore the pressure differential. In the present work, various mineral and coal fines have been subjected to hyperbaric centrifugal filtration tests. The laboratory tests show that the moistures of various mineral fines, such as copper and zinc concentrates, phosphate, talc, kaolin clay, and precipitated calcium carbonate, can be reduced substantially below that achieved by conventional centrifuges. Similar promising results have also been obtained with various coal fines in laboratory and pilot-scale test programs and in full-scale plant demonstrations.

Igneous rock exposures occupy only a minor portion of surface area (<18 mi2) in Arkansas, and are divided into two major groups: nepheline syenite (7 mi2) and syenite complexes (8 mi2), with various dikes and sills representing the remaining surface exposures. The syenite complexes have been the sites of major vanadium and minor titanium production during the past 50 years. Nepheline syenite exposures were important in the early production of locally used building stone; however, aggregate and roofing granules have now become the principal market for the production of nepheline syenite in Arkansas. Nepheline syenite intruded into a sequence of Paleozoic sedimentary rocks in Arkansas and is exposed in two areas: in Saline County near the town of Bauxite, and in Pulaski County at Granite Mountain, just southeast of Little Rock. Although the central Arkansas region had been investigated thoroughly for bauxite by the early 1950s, the nepheline syenite resources of the region have yet to be evaluated systematically by the state. Arkansas nepheline syenite was evaluated for its ceramic uses in 1952. Some recent industry interest has revolved around its potential use as a sand-blast abrasive. The largest exposed areas of nepheline syenite, located at Granite Mountain, currently are being mined by the Minnesota Mining & Manufacturing Company (3M) and McGeorge Contracting (Granite Mountain Quarry). 3M has been in operation since 1947 and mainly produces roofing granules. A fine powder produced by 3M during crushing that is marketed under the name Donnafill? recently has seen use as filler in self-compacting confined construction and as an additive (frit) in common brick. Since the early 1960s, Granite Mountain Quarries has produced a variety of aggregates, ranging from riprap to industrial sand, and recently constructed a computerized hot-mix-asphalt production facility. Approximately 4.5 million tons and 1.2 million tons of syenite were produced from Granite Mountain and 3M, respectively, during 1979. No production values are available after this date; however, combined production from both quarries is estimated to be at least 6 million tons annually.

Water only cyclones, sometimes referred to as hydrocyclones, are one of the newest types of coal processing equipment. These devices have achieved wide acceptance as fine coal cleaners in the past decade. Many metallurgical coal plants employ water only cyclones to process 0.5 mm x 0 size coal. Some of these plants have as many as 40 to 50 305-mm-diam units with each unit receiving as much as 9 t/h of raw feed. The growth in the utilization of hydrocyclones is due partly to the energy shortage, partly to the general increase in over-all coal preparation, and also because of a need for a simplified fine coal (0.5 mm x 0 size) gravimetric separator. Large diameter water only cyclones are also available and in use to process feed sizes up to 32 mm in size. However, the size normally employed for cleaning 0.5 mm x 0 coal are 356 mm or 305-mm-diam for single-stage circuits. In two-stage circuits, the secondary units are normally the same diameter as the primary units or smaller, such as 203-mm-diam. By using the small diameter cyclones and treating a closely sized feed, 0.5 mm x 0 only, it has been found that the probable error or imperfection of the water only cyclones is comparable to that obtained on the same size fraction treated in a large 610-mm-diam heavy media cyclone washing 38 mm x 0. The water only cyclone can approach the efficiency of a heavy media cyclone when cleaning fine solids because it creates its own dense media by accumulating high specific gravity particles in the wide angle conical section of the cyclone. A cut-away cross sectional view of a water only cyclone is shown in Fig. 1. It is also true that when treating a wide range of sizes (38 mm x 0) in heavy media cyclones, the smaller size particles (0.5 mm x 0) separate in proportion to the split of the media through the cyclone rather than by particle density.

No1ihwest Alloys produces magnesium from dolomite by reduction with ferrosilicon and aluminum. This process produces alkaline by-products in quantities that allow their consideration for use as commercial products. Two such products are dicalci­um silicate, termed as Di-Cal, and magnesium oxide, termed simply MgO. The alkaline properties of these materials offer acid neutralizing power, comparable to traditionally used lime. Thus, the materials warrant study for their use in various appli­cations where neutralization of acidic waters or process solutions are required. One such application is the treatment of acid mine waters with the objective of removing heavy metals. The chem­ical stabilities of the produced metal precipitates are critically important, from an environmental point of view, for their safe disposal in tailing ponds. The EPA regulates waste material dis­posal according to the results from TCLP testing. In this ongoing study, three mine waters were selected for treatment with Di-Cal and MgO. Lime was used as the control for these experiments. The waters were collected from the Bunker Hill mine, Berkeley Pit, and the Blackbird Mine. In addi­tion to testing the chemical stability of produced metal precipi­tates by the TCLP procedure, two other parameters were studied as well. They are: 1. the effect of water pH on stability, and 2. the effect of pH on the stability of resulting precipitates. In the first three months of study, it was found that neutral­ization with Di-Cal results in precipitates that range from equiv­alent to superior in performance as compared to those produced using lime for the waters from all three mines. An additional beneficial characteristic of precipitation with Di-Cal is the fast filtering characteristics of produced precipitates, when compared to the precipitates produced by lime. This property may be of significance when considering the improvement in drainage of tailing ponds and the volume of solids produced. This paper will discuss in detail the stability of metal precipitates with respect to various pe1iinent metals found in mine waters of Berkeley Pit (Cu, Zn, Mn, etc.), Bunker Hill (Zn, Mn, Ni and Co), and Blackbird Mine (Cu, Co).

Should an arbitrary reduction factor be applied to laboratory compressive strengths when designing pillars? The answer is, as is the main contention of Peng&apos;s article, probably not. Many factors affect the strength of the material remaining in the pillar. On the other hand, outside influences will influence the strength testing results from the lab. This is not the first article, nor the last, to discuss the discrepancy between the two strengths. As was discussed in the article, actual pillar strength is affected by several factors. The two mentioned were: • The scale effect of discontinuities. How large must the pillar be so that the increase in discontinuity count with size will not decrease the strength. • Non-uniform strengths and lithologic units within the pillar. The scale effect of discontinuities is important. What size block must be tested so that the rock mass strength is actually measured? For a highly fractured rock mass, or coal with a high cleat density, this sample may be quite small. Conversely, if an unaltered, moderately jointed, quartz monzonite was examined, the sample block would likely be very large. This is the subject of ongo¬ing research. More to the point, if the tested sample is sufficiently large to model the rock mass strength, then no reductions should be made in the lab strength based on this factor alone. Non-uniform strengths and variations in lithologic units will also affect the pillar strength. I am not an expert in coal mines, having gained my experience in hard rock metal mining. These problems, though, are commonplace. However, strength sampling for pillar strength determination involves sampling material from within the lithologic unit that will form the pillar, not from pieces of material found on the floor. In addition, this sampling should cover the entire range of strengths of the material in the pillar-hard units (such as the partings described by Peng), as well as soft units. Testing results should then be included in the pillar design. Contrary to statements in Peng&apos;s article, at least one rock mass rating system (Laubscher, 1990) allows for the compositing of strong and weak units into a design rock mass strength that can be used for pillar design.

This paper is motivated by the belief that increasing drilling and blasting costs will not necessarily bring about better digging or crushing productivity. As a matter of fact it can be counter productive as the ensuing discussion will show. In the two case studies presented herein when powder factor increased, productivity at a rope shovel and at a primary crusher decreased. Experience has shown that equipment (shovel and primary crusher) productivity increases as the powder factor increases and concurrently operating costs decrease. This is illustrated by Figure 1where the graph shows (assuming drilling costs constant) that for increases in powder factor initially operating costs might fall till a certain point and then they start to go up again. By the same token we need to understand what is the behavior of the operation’s productivity. It seems intuitive productivity goes up for increases in powder factor but when an operation reaches the point of minimum operating cost one could say that productivity reached its maximum. For continuing increases in powder factor can productivity still go up or does it go down? This paper presents two examples where the productivities of a surface coal mine and of a quarry are reduced for increases in powder factor. This indicates that these two operations could be operating to the right of their minimum operating costs and maximum productivity and therefore wasting precious drilling and blasting dollars and resources. Moreover, their productivity is following the red dotted line in Figure 1 and the question becomes can they follow the blue dotted line for increased drilling and blasting costs? The industry owes to itself to determine this minimum operating cost point and what can be done in case that the productivity goes down afterwards despite an increase in drilling and blasting costs. In other words, utilize your drilling and blasting resources correctly. In the two examples that follow single explosive loading strategies make powder factor a valid means of comparing the results of productivity as a function of powder factor. Also, external factors such as equipment operator influence are eliminated due to the long time span considered in the analysis

Gold, like no other metal, has a fascinating and special place in the world. It is used in a range of every day applications essential to modern life. Gold has long been considered the most precious metal in the world. Gold is used mainly for making jewellery as well as for dentistry, adornments on building and artistic expression. For thousands of years it has been used as an ornament of kings, a currency and standard for global currencies, and more recently, in a wide range of electronic devices and medical applications. Gold?s many unique properties have secured in a central role in history and human development. Today, more often than not, gold is extracted from ores. It occurs in vein and alluvial deposits and is often separated from rocks and other minerals by mining and processing operations. Some of these processes cause environmental concern (cyanidation, amalgamation, roasting). Besides primary gold ore resources, a series of secondary resources can be taken into account and processed for gold and silver recovery. There are two main types of waste produced. The first type is process waste, which includes tailing consisting of processing residues and waste rock. The other type is refuse from other different processes and recyclable materials. Among other secondary resources and/or by-products containing precious metals, which have been studied some processes and technologies with low ecological impact are presented in this paper. Heaps and tailing ponds resulted from gold-bearing ore exploitation and processing, refractory gold-bearing pyrite concentrates, slag resulted from electrolytic slime melting, gold-bearing chlorous slime are taken into account. In order to establish environmental friendly technologies for precious metals recovery from these secondary resources, laboratory experiments have been carried out on a pilot scale and in some cases on semi-industrial scale by applying specific technological processes, namely hydro-gravitational concentration, bio-oxidation, non-ionizing electromagnetic radiation (microwaves), solubilization without utilizing cyanide and gold recovery by ion-exchange resin. This paper presents the research results, technological principles as well as the possibilities of applying combined processes in order to treat different secondary gold-bearing resources.

Tg Soda Ash has operated a shortwall mining system in the Green River, WY trona district since August 1982. The system has proven to be highly productive. In an effort to reduce the amount of relatively expensive development mining and improve mine planning flexibility, a method to mine the return air tailgate during the shortwall retreat was tested beginning in April 1987. As of June 1988, four shortwall panels had been completed using the advancing tailgate, producing more than 739 kt (815,000 st). This paper discusses the effects of the advancing tailgate on shortwall production, development mining requirements, costs, strata mechanics, and ventilation. Shortwall mining is a hybrid extraction method combining the self-advancing hydraulic roof supports from longwall mining and continuous mining machines (Fig. 1). The technique has been only marginally successful at the majority of the nearly 20 installations worldwide. At present, the face at Tg Soda Ash Inc. is the only shortwall operating in the United States and the only noncoal shortwall in existence. Despite the method&apos;s record of limited success, the staff at Tg Soda Ash determined that the conditions in its trona mine were well suited for shortwall mining. The commitment to install a shortwall was made in late 1981 and the first panel commenced in August 1982. Between that time and June 1988, about 3.33 Mt (3.67 million st) of trona have been mined with the system from 15 panels. Annual average productivities have ranged from 818 t/shift (902 st per shift) in 1982 to 1.4 kt/t shift (1591 st per shift) in 1987. Overall, the system has produced an average of 1.3 kt/ shift (1450 st per shift). In April 1987, a method of mining the return air tailgate during shortwall retreat was tested (Fig. 2). The objective was to determine if a return airway could be established and maintained by mining a series of rooms and pillars about 7.6 m (25 ft) past the face support line. The method would allow a barrier pillar to be left between shortwall panels without requiring the mining of a separate return air tailgate.

In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich&apos;s renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan&apos;s recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan&apos;s min¬ing sector as to the personal charms of the nation&apos;s president. Led by a half-billion-dollar investment by Canada&apos;s uranium giant Cameco, the mining sector is leading Kyrgyzstan&apos;s economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek&apos;s major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan&apos;s new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation&apos;s key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation&apos;s water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. The concept of "water is water&apos; was generally accepted without too much concern for what was in the water since low-cost products and services, rather than clean water, were the public demand.

Safety and health are fundamental values at Barrick Goldstrike. An effective safety and health program protects employees, controls costs and increases productivity. Barrick Goldstrike believes that all occupational injuries and illnesses can be prevented and that safety must be the responsibility of every employee on the property. Safety and health must be thoroughly integrated with the company&apos;s efforts to maximize production at the lowest reasonable cost. The goals of safety and production are not mutually exclusive. They must work together to achieve safe production. Barrick Goldstrike began to mine the Betze deposit in 1987. From 1987 to 1992, Barrick employed a traditional safety system using safety specialists on each crew. These specialists were responsible for ensuring that the work areas were safe and that employees were properly protected and trained in safe work procedures. As the work force increased, it became apparent that this system was not the most effective method of ensuring safe production. In 1992, Barrick Goldstrike implemented a loss control program. It was modeled after the International Loss Control Institutes&apos;s (ILCI) International Mine Safety Rating System. This program was based on the philosophy that safety is a management responsibility. It can be managed in the same manner that production and cost issues are managed. Under the loss control system, safety needs are identified and evaluated. Programs with performance standards are developed and implemented and the activities and results are regularly monitored. Between 1992 and 1996, Barrick Goldstrike worked at developing and improving its safety management systems. These efforts had a positive return. The incident rates began to decline as these improved systems were implemented. Studies were undertaken in early 1996 to evaluate the effectiveness of the safety and loss control programs in reducing accidents. The studies showed a strong correlation between the implementation of the loss control programs and the resulting reduction in all accidents. Studies in the process division revealed that Barrick had experienced reductions in personal injury accidents from the projected number that could have been expected had no changes been instituted. These reductions ranged from 39% in 1993 to 59% in 1995. These reductions from the projected rates held true for all types of accidents; personal injury, property damage and Mine Safety and Health Administration (MSHA) reportable.

I reached New York at the start of my second South American adventure on Jan. 9, 1916. In the Anaconda office I found that we were not to take the steamer for two weeks which gave me time to study reports on Potrerillos and Corocoro. Reno Sales, whom I had met in Butte only casually, was to go with us to South America. Though he was only a little older than I, he was already an unquestioned leader of our profession, and we became and remained good friends. William Braden was in New York and would return to Santiago with us. Tom Hamilton would also be returning from a vacation. Leighton Stewart, a young engineer who was to work for Braden, was going on the steamer with us, taking along his wife. And of course Dr. Ricketts would go along. He had just become engaged to John Greenway&apos;s half sister, Kate Greenway, and in order not to be away from her longer than was necessary, he did not reach New York until a day before we sailed. This made eight of us who would be in the party. We were to go to Corocoro first, as Braden had taken an option on the Chilean company there. Development was already under way. As reports came in by mail we tried to get as good an idea of the property as we could before the actual examination. Mr. Thayer "put us up" at India House, one of the best lunch clubs in New York, and Reno and I ate our lunches there almost every day. Thayer, Braden, and Cornelius Kelley, who was to succeed Mr. Ryan as president of Anaconda, joined us when they could. At the lunches they told us about the under- ground war in Butte a few years earlier. When I wrote my chapter on the Butte wars in Romantic Copper more than 15 years later I could not help being biased a bit by my friends, all of whom were on the Anaconda side. But their opponents in the Clark and Heinze camp were just as biased in their comments on my book.

The new Track Etch* technique for uranium exploration has been utilized in several survey programs conducted during the last few years. The results from these programs have been very encouraging, and new uranium ore bodies have been discovered by using this new technique. The Track Etch method is being used in several exploration programs in various locations around the world. The Track Etch exploration technique utilizes small pieces of special radiation-sensitive plastic film to detect the presence of radon gas which is released by uranium ore bodies. Because of the selectivity and sensitivity of the technique, ore bodies not normally detected with other surface or airborne monitoring methods are found. Since no large equipment or special training of personnel is needed, the Track Etch technique is easily used in field operations. The basis for the Track Etch method, its application in field exploration programs, and the results obtained to date in locating uranium ore bodies is discussed.

According to Darcy&apos;s law, the rate of filtration should increase with increasing pressure drop across a filter cake. In centrifugal filtration, the driving pressure is created by the centrifugal forces applied in the free water on the surface of a filter cake. However, the pressure drop can become negative when the free water surface disappears, which makes it difficult to achieve low cake moistures. In hyperbaric centrifugal filtration, this problem is overcome using air pressure to restore the pressure differential. In the present work, various mineral and coal fines have been subjected to hyperbaric centrifugal filtration tests. The laboratory tests show that the moistures of various mineral fines, such as copper and zinc concentrates, phosphate, talc, kaolin clay, and precipitated calcium carbonate, can be reduced substantially below that achieved by conventional centrifuges. Similar promising results have also been obtained with various coal fines in laboratory and pilot-scale test programs and in full-scale plant demonstrations.
