The Homestake Gold Mine in Lead, South Dakota, commenced operations in 1876. As is the case with old, deep, continuously developing mines, a ventilation improvement is periodically required to maintain acceptable underground environmental conditions. Recent historical improvements at Homestake include a 5.2m diameter air shaft driven in the 1960's and a 2.1 MWR (580 ton) chilled water plant installed in 1978. By 1983, it became apparent that yet another ventilation upgrade would be needed to keep pace with accelerated development in the deepest mining sections. A study was therefore undertaken to project ventilation requirements for the next ten years and to select the method(s) most suitable to meet those requirements. The study called for a two-phase approach in which air flow and air conditioning were carefully balanced. Phase I, the installation of a new 2240 kW surface fan and several underground circuit changes, was completed in 1986. This paper describes Phase 11: the planning, design, installation and initial performance of the air-conditioning portion of the upgrade.

A drill system configuration capable of working in the arctic offshore environment was developed to evaluate the placer gold resources contained in the glacio-fluvial sediments offshore Nome, Alaska. This system is capable of working on the shore fast ice during the winter months and is deployed on a drill ship during the summer. Transfer of the drill between its summer and winter configurations is accomplished with a minimum of modification to the design. The system is designed around the Becker drill. This percussive, reverse circulation drill is capable of penetrating the indurated glacial sediments present in the offshore Nome environment. This drill has operated effectively to depths in excess of 50 m (164 ft) below sea level. Since early 1987, in excess of 2000 holes have been drilled using the system. The drill system often operates in extreme weather conditions. It has averaged approximately 10 holes a day of drill production. The ore reserves defined during these drilling programs have resulted in the recovery of more than 70,000 oz (2.18 t) of gold to date, by the mining vessel Bima.

A new coarse cleaning device, the Stripa, has been developed for processing of coal in the size range of -100+10 mm. The Stripa is an auotogenous heavy medium separator originally developed for processing of iron ores. Although it has been employed in concentrating ores such as chromite, it has not been applied in coal cleaning. In this study, a pilot plant scale modified Stripa and its counterpart alternative, a diaphragm jig, are compared using subbituminous and lignitic coals. The separation performance of the Stripa and the diaphragm jig has been established in the light of washability properties of the coal samples. Comparison of the performance of the Stripa with that of the jig indicates that the Stripa can be used in coal preparation circuits as an alternative to jigs in the size range of -100+10 mm. Simplicity, low initial investment, and low operating and maintenance costs make the Stripa a plausible candidate for coarse coal cleaning. More importantly, Stripa due to its short residence time, has a superior capacity over jig.

Computerized, real -time monitoring had its beginning in the U.S. coal industry in the early 1970's. Over the last 10 years, developments in technology have made systems available that are capable of monitoring and controlling many mine parameters that can increase safety and production. However, situations currently exist where computerized monitoring systems are not being utilized to their fullest capability. They produce reams of printed output that are not sorted in a useful format, and human operators are not able to react fast enough in emergency situations tn tile large amount of information that the systems generate. A solution is the application of an expert system as the interface with real-time monitoring. An expert system would use an extensive knowledge base and human-type reasoning ability to make decisions on optimum strategies. Expert systems have been applied successfully to problems in other industries, and could provide significant benefits to mine information management systems. The use of an expert system with real-time mine monitoring is discussed in this paper.

Foreword In loose ground and soft rock formations, mechanical tunnel boring is necessarily dependent on the adoption of shield machines and the application of adequate support or lining structures. These structures are erected either within or immediately behind the rear portion of the shield and provide the required reaction to the forward thrust. In competent rock formations where systematic support is not a requirement, hard rock tunnel boring machines generally advance by thrusting from a structure gripped against the tunnel walls. These machines may feature a more or less extended cutterhead shield or roof support, but when in weathered, fractured or otherwise weakened ground, or in fault zones filled with soft gouge, the gripper mechanism often cannot provide enough thrust reaction to advance the cutterhead. Under these conditions, early support of the arch and walls is generally required in the form of rock bolts, steel rings and laggings and some times of a primary concrete lining placed in the short section between cutterhead and grippers. The processors of Florida phosphate rock face constraints similar to those of other mineral operations--leaner ore, more complex treatment schemes and a product which sells for a penny a pound. IMC Fertilizer is a dominant producer in this market with its current operation of five processing plants. An emphasis by their management in maintaining and improving plant performance has continued unabated for some 15 years. This has resulted in a commitment to the importance of routine automatic sampling of product and in process streams, the generation of reliable assay and size distribution data, the accurate measurement of process flows, and the computerized "rendering" of this information into weekly and monthly material balances which provide consistent measures of process performance. In addition, there has been a parallel program to monitor and improve the performance of flotation reagents and to evaluate process modifications or changes in equipment. This paper will describe the evaluation techniques that have evolved over this period and indicate how the historical data base is used to identify plant problems early and help in their solution.

A dynamic model that predicts the variation of carbon content with time in the argon-oxygen decarburization (AOD) process has been developed. The model recognizes three distinct zones in the AOD vessel: the tuyere region in which the blown oxygen reacts very rapidly with the metal components in the molten alloy; a region in which bubbles of inert gas and oxide drop lets rise through the molten alloy; and a zone in which the slag layer can interact with the molten alloy. The process is dynamically controlled by the rate at which dissolved oxygen, produced on the surface of rising oxide droplets, and dissolved carbon diffuse through the molten alloy to react at the surface of the rising bubbles. The rate at which carbon and oxygen react on the bubble surface is assumed to be intrinsically very fast. Predicted decarburization rates compare reasonably well with rates measured in the AOD vessel at Middleburg Steel and Alloys. The model has been developed primarily to allow development of a time-optimal blowing stategy for the AOD vessel.

Arafertil's oxidized ore presents barite grades that oscillate between 5 and 12%. The barite separation plays a major role in the production of apatite concentrates for the manufacturing of phosphate fertilizers. The selectivity, via flotation, in the system barite-apatite is inherently difficult due to the similarity of the physical/chemical characteristics of these minerals. The evaluation of the relevant aspects of this separation was performed based on the determinations of the electrical surface charge of barite and apatite, the abstraction isotherms of cetyl-stearyl sodium sulfate and fatty acids soaps for barite and apatite, microflotation in a modified Hallimond tube, and flotation tests in a batch column. The results showed that the adsorption of cetyl- stearyl sodium sulfate occurs preferentially onto barite, in comparison with apatite. On the other hand, the rice bran oil soap presents similar adsorption levels onto both barite and apatite. The cetyl-stearyl sodium sulfate was selective as a barite collector in the presence of apatite, a fact that was not observed in the case of rice bran oil soap.

There is considerable variation in the types of coal flotation circuits in use in various parts of the world. For example, Russian plants frequently use scavenger flotation, while this is almost unheard of in the United States. The numerous circuit designs are intended to address specific problems in coal flotation, or to take advantage of the peculiarities of certain coal deposits. As a result, it can be difficult to decide which circuit is best for a given application. For this paper, coal flotation circuits were collected worldwide from many operating plants. These circuits include varying degrees of conditioning, and complexity ranging from simple rougher flotation to multi-stage split- stream processing. The design goals of each circuit are described, and the advantages and disadvantages of each are discussed. Extensive sampling campaigns were carried out in two plants with the most common types of coal flotation circuit (simple rougher, and rougher with deslimed feed). The performance of each plant was evaluated, and the benefits of more sophisticated processing in each case are described.

Studies carried out over the last 10 years reveal that precipitating particles which may appear in alkaline solutions of long-chain amines and in acidic solutions of fatty acids exhibit clear isoelectric points around pH 10.6-1 1 for dodecylamine and around pH 2.5-3 for fatty acids. These colloidal species can accumulate at solid/liquid and liquid/gas interfaces and affect flotation. While the precipitate in solutions of fatty acids apparently can chemically interact with the mineral surfaces and is flotation-active if sufficiently long conditioning time is available, the cationic flotation of quartz in alkaline solutions is depressed by the colloidal precipitate. The experimental data available in literature on the adsorption, electrokinetic, contact angle and surface forces measurements in the solutions of the weak electrolyte collectors are analyzed and the role played by the precipitate is discussed. It is shown that these concepts allow for an explanation of the selective flotation of sylvite from halite with long-chain amines in potash ore flotation.

The use of high-resolution seismic surveys in coal exploration and mine development is becoming established as a standard technique in the industry. Their most significant contribution is in the effectiveness of reducing the number of core holes needed to understand the complex geological nature of coal by identifying geologic faults and mapping coal seam continuity and relative coal thickness. With these goals in mind, a high-resolution seismic survey was conducted in 1980 in the Wasatch Plateau coalfield of Utah. As a result of the success of this initial survey, numerous additional surveys have been performed over the past six years.. The interpretations of these subsequent surveys have led to the location of faults, fluvial channel sandstones, and coal thickness trends. This paper presents a review of high-resolution seismic technology as applied to coal exploration followed by three case histories, two of which illustrate the utility of the technique related to coal thickness determination and faulting and one that serves as an example of pitfalls in interpretation.

Someone once said, "The safest mine is one in which no one goes into." We all recognize this as being perhaps wishful thinking. We also recognize in it a certain amount of truth and an ultimate goal if we are optimistic. All of us are aware of the many things that have been done, are being done and will be done to reduce manpower in mining. For those of us; who are optimistic about this ultimate goal it would appear from the records-we are more than well on our way to the so called safest mine. Let us see what has been done in the past 20 years. T e period from 1935 to 1956. For example in the coal mining industry: In 1935 there were employed 462,903 men who produced an average of 805 tons per man per year or 4.50 tons per man per day. In 1955 there were employed 225,093 men who produced an average of 2,064 tons per man per year or 9.84 tons per man per day. There are no comparable figures compiled for the metal mining industry as a whole that can be broken down in this manner. However, from examination of figures available for different groups in metal mining there is a trend similar to that in coal mining. No-dbout the above figures reflect the intense development and perfection of machines and mining systems to tear out, transport and process our mineral wealth. The figures also show the mining industry has been able to double its production and at the same time reduce its manpower by half. When you compare the number of men employed today with the number which would have been employed 20 years ago to gain todays production at that time it become apparent that greater safety has been accomplished. For example the years 1935 to 1956 for all mining show. In 1935 there were approximately 649,226 men employed in mining and reports show 1,399 fatalities and 74,913 non-fatal injuries. In 1955 when there were 313,883 men employed in mining 496 fatalities and 25,365 non-fatal injuries were reported. To have produced the same tonnage of material in 1935 that was produced in 1955 it would have required the employment of approximately 1,298,452 men. 2,798 could have been fatalities and 149,826 could have had non-fatal injuries. You can now measure the full impact of what has been accomplished in the past 2o years by the aggressiveness of mine management, the wizardry of our engineering personnel and the thoughtfulness and devotion of our safety people and their programs. Therefore, there is a trend towards the goal of our opening statement. We whoare toptimistic believe this trend will accelerate at a-faster pace. Why? Because anyone engaged in the mining industry today can well afford to invest a minimum of $30,000.00 in capital equipment todisplace the labor of one man. This fact alone is a terrific incentive for mine management to apply and manufacturers to develop equipment of a type to get the men out of the mine. Now you can determine this problem not only becomes one of safety but also one of economics, When productivity is stepped up and manpower reduced management is learning the hard way what it means to them; in the profit and los s column when a few minutes of delay or downtime of costly machines and processes occur. They have learned that fast and efficient communication systems are the best means of combating breakdown, delays, bottlenecks, supply problems, the saving of lives and property and increasing production. One large western metal mine was able to increase Its tonnage by 4000 tons a day by using modernup to date electronic type communication system. The National Coal Board of Great Britain recently allocated 45,000,000.00 to study and develop faster and more efficient communications when a survey indicated what a serious bottleneck poor communication in their present systems of mining turned' out Lobe.

Introduction Since the beginning of operations at the pellet plant at Ponta Ubu ES, Samarco Mineração SA has produced pellets for direct reduction and blast furnace processes. Of the total amount of pellets produced from 1977 through 1993, 55 % are used in the blast furnace, about 45 Mt (49.6 million st). The principal components of pellet gangue are calcium oxide, magnesium oxide, silica and alumina. They should be added in adequate quantities to guarantee the mechanical resistance of the fired pellets under blast furnace conditions. Over the years, the pellets produced by Samarco had a silica content between 2.5% and 2.8% and varying binary basicity preferably between 0.8 and 0.85. On the other hand, the increasing amount of industrial waste in siderurgical plants caused by the increase of steel production has caused some countries to put into practice methods to reduce the volume of slag produced in the blast furnace. This paper's goal is to find an alternative for decreasing the amount of slag produced in the blast furnace. It is possible to decrease pellet gangue by decreasing the silica content to about 2%, leaving the metallurgical properties and quality of pellets unaltered. For this work, Samarco pellets were used with Si02 between 2.5% and 2.8%, pellets with high silica and pellets with Si02 between 2.0% and 2.3% low silica. Both were partially fluxed by the range of varying basicity CaO/SiO2 from 0.8 to 0.95 during production. Experimental tests on pilot scale Thhis work began in January 1986 in the pilot plant (pot grate, Fig. 1) at Samarco. Its goal was to obtain preliminary data that would indicate the bybility of the project. It also formed a solid base to extend the studies in tests on an industrial scale of production for blast-furnace pellets. The pot grate is a test furnace composed of a gas burner, a combustion chamber and a grate, connected by hot air ducts. The burner is fed by a mixture of LPG and air. It reaches high temperatures through oxygen injection. The combustion chamber heats the air that comes from the turbocompressor. This hot air flows through the ducts to the grate on which the pellet samples are fired. During updraft drying, downdraft drying, preheating, firing and afterfiring, the upward and downward direction of the air flow can be controlled by valves driven by pneumatic cylinders. The pot grate indurator was fully automated in August 1989. Positive and negative pressures measurements resulting from gas passing through the pellet layer, as well as temperature readings, are recorded in graphs in relation to time for all tests. The tests depend on the various steps carried out in sequence that can influence the results of the tests. Therefore, some criteria were adopted to restrict the number of variables in the process. This was done to facilitate the results of the analysis. The pellets were composed of concentrate, bentonite, hydrated calcitic lime and metallurgical coal, all regularly used in the pellet plant. The material balance of the pellets mix was determined from the chemical analysis of the components. Table 1 shows the chemical characteristics of the concentrate and the additives used in the pilot plant and industrial tests. The basicity has a marked influence on the metallurgical properties of the pellets produced by Samarco with a silica content between 2.5% and 2.8%. However, for pellets with low silica (about 2%), it was necessary to study the variation in the parameters of quality in a wide range of basicities to deliniate with precision a scope of work. A large variety of low-silica blast-furnace pellets were produced at the pilot plant with binary basicity varying between 0.8 and 0.95. After chemical analysis, those pellets were separated into five groups of different binary basicity (0.8, 0.84, 0.87, 0.90 and 0.95). Each was then split, one part for metallurgical tests in the laboratory at Samarco and another to be evaluated in a laboratory for metallurgical tests in Germany. INTRODUCTION Anticipated increase of nuclear fuel production in the future coincides with growing concern about the occupational health risk of miners from inhaled radon decay products. As a consequence it has been suggested to even lower presently permitted exposure levels (NIOSH, 1980) and implement more stringent control on measurement programmes. Compliance with these regulations requires large investments in new or modified ventilation systems as well as in increased expenditure for staff and instrumentation for health physics operational monitoring. Since both costs are directly related to the overall ore production costs, this can have far reaching implications with regards to the economic feasibility of certain mining operations and consequently reduce estimates of low-cost minable ore reserves. In addition there is increasing evidence that the radon problem is not limited to the nuclear fuel cycle only, but can also represent a significant hazard to non-uranium miners. A key component in the cost-effective implementation of legislative control measures is the monitoring system employed. The choice of system is decisive for the total costs of installation and maintenance, manpower requirements and accuracy of nuclide determination. In the following operational specifications are defined for monitors in mining and milling environments. Different types of available instrumentation are discussed with regard to their suitability for practical radiation protection in underground mines, open cut mines and mills. ATMOSPHERIC CHARACTERISTICS Underground mines Radon in the air of underground mining operations is exhaled from surrounding rock surfaces, crushed material and, to a lesser extent, from water seepage. Whilst in uranium mines radon releasing ore bodies are generally localized in distinct areas, radon sources in non-uranium mines can be very dispersed throughout the system of mine tunnels. The ventilation scheme used influences the absolute atmospheric level of radon as well as the equilibrium conditions between radon and its decay products (factor F). In uranium mines mechanical forced-air ventilation is normally the only way to achieve and maintain legally required nuclide levels. This causes the F-factor to be rather low, e.g. in French CFA-mines F is of the order of 0.2 (Francois, Pradel, Zettwoog, 1975). At the same time the fraction of unattached radon decay products (fp) can increase due to the high air velocities employed. However, it is possible to find non-uranium mines with either natural draught ventilation only or assisted on demand by forced air ventilation during special operations or climatic conditions. Thereby the F-factor is more dependent on seasonal changes of temperature differences between outdoors and mine atmosphere and work routines. As a result F can cover a wide range from 0.02 to 0.95 (Steinhäusler, 1976). The use of filters or electro-precipitators in mine ventilation systems can modify the atmospheric characteristics twofold as it generally decreases the content of radon decay products, but at the same time increases the content of the unattached fraction fp . Average concentration levels of radon decay products are mostly lower in mechanically ventilated non-uranium mines than in equally ventilated uranium mines and are below 0.3 Working Level (UNSCEAR, 1977). However, some working places in non-uranium mines, specially with only natural draught ventilation can occassionally approach maximum permissible levels as defined for uranium mines (Strong, Laidlaw, O&apos;Riordan, 1975; Snihs, 1976; Sciocchetti, Scacco, Clemente, 1981). Open pit- and surface mines Radionuclide levels of radon decay products in the atmosphere of these mines are mostly too low to represent a significant inhalation hazard for miners, ranging typically from 0.03 to 0.1 Working Level (Steinhäusler, 1976). However, personnel using airpurifying respirators or working in cabins ventilated with filtered air can be exposed to a radon atmosphere with low value for the F-factor (F [<] 0.1) and high fp-value up to 80 % (Leach and Lokan, 1979). Mills Atmospheric radon concentration in crushing, grinding, drying and packing sections depends on the radium 226 content of the ore, ore storage methods and ventilation system employed. Providing adequate ventilation ([>] 2 air changes per hour) and control of dust production radon and its decay products represent only a minor problem (Saconney, 1979). Tripoli and the related mineral commodities such as micro- crystalline silica have been mined for more than 100 years for their abrasive properties. Although abrasive and buffing compound markets are still very important, within the last 15 years the filler and extender markets in paint, plastics, rubber, adhesives, and sealants have increased substantially. Tripoli or microcrystalline silica consists almost entirely of very small quartz crystals, many less than one micrometer in length. Material mined from different districts differs in crystal shape, grain size, and texture of the rock, all of which influence markets. Most US deposits are now mined by surface methods, and both air floated and micronized products are marketed. Deposits of tripoli now mined in the United States occur in chert-bearing Paleozoic limestone in the central part of the country with producing districts in southern Illinois, central Arkansas, and eastern Oklahoma. Although deposits within each district are confined to specific formations and extend laterally within those formations, individual bodies form minable deposits that are typically several hectares in areal extent. Tripoli is white to cream to rose and characterized by high porosity and ease of disaggregation. DEFINITIONS Tripoli In the United States, tripoli was first used to describe the fine-grained, easily disaggregated material from Seneca, MO, be- cause of its similarity to a rock from the Tripoli region of North Africa (Hovey, 1894). The North African rock is actually diatomaceous earth, a material that is similar in appearance to the rock from Seneca, but is of entirely different origin having formed by the accumulation of siliceous remains of microscopic marine or fresh- water animals. Tripoli is best defined as a very fine-grained, generally porous rock that consists of microcrystalline quartz, typically formed by the alteration of a chert-bearing limestone. Tripolite A term used to describe a rock from the vicinity of Tripoli in North Africa which is diatomaceous earth (Quirk and Bates, 1978) Microcrystalline Silica Microcrystalline silica is the same material as tripoli, but the distinction between the use of these two names is dictated largely by convention and markets. Material produced from southern I1linois deposits and used in white pigment and filler applications is generally referred to as microcrystalline silica, whereas that used in abrasive applications, both from the Illinois district and from other states, is commonly called tripoli. Amorphous Silica Amorphous silica, a term formerly used to describe the material produced from the deposits in southern Illinois, is now replaced by the term microcrystalline silica. Amorphous silica came into use when even optical methods for the identification of very fine- grained quartz were not widely available and the Illinois product, composed of quartz grains too small to be seen with the unaided eye, was thought to consist of amorphous silica. The Illinois material is clearly crystalline quartz, as shown by X-ray diffraction analysis and scanning electron microscopy (Fig. 1). Novaculite Although originally used to describe a rock suitable for the manufacture of whetstones, novaculite is now defined more generally " - as a homogeneous, mostly white or light colored rock, translucent on thin edges, with a waxy or dull luster, and almost entirely composed of microcrystalline quartz" (Steuart et al., 1983). The more compact rock mined in central Arkansas from the Arkansas Novaculite is referred to as novaculite, whereas the more porous rock is referred to as tripoli. Rottenstone The commodity rottenstone is sometimes included within the general mineral commodity category of tripoli. Rottenstone is mined in Northumberland County in eastern Pennsvlvania and formed by the weathering of a siliceous shale of Devonian age (Faill, 1979, Berkheiser, private communication, 1991). This material is used as a filler and extender, but is apparently unlike tripoli both in origin and physical properties. Spiculite Spiculite is a rock consisting of siliceous sponge spicules having formed by the removal by solution of the carbonate matrix of a spicule-bearing limestone. Spiculite has been mined in Texas and, because it resembles tripoli in several aspects, is included in the discussion of deposits.

In Roman and earlier civilizations the term cement was applied only to mixtures of lime, pozzolana, sand, water, etc., used as a mortar to bind larger stones. Today, portland cement, the subject of this section, can be briefly defined as follows: The product obtained by finely grinding clinker produced by calcining to incipient fusion (i.e., sintering) an intimate and properly proportioned mixture of argillaceous and calcareous materials. History The Egyptians were probably the first to join building stones with a mixture of sand and a cementitious material (i.e., having the property of or acting like cement). It is generally accepted that the cement used by the Egyptians on such structures as the Great Pyramid was calcined gypsum, Later the Greeks began to calcine limestone for use as a mortar with sand and water. Still later, broken brick and tile were added to the mortar to make the first concrete. The Greeks and Romans found that some sands produced mortars that were especially resistant to the action of water. Hydraulic (i.e., underwater-hardening) cements formed by combining slaked lime, water, and finely divided siliceous materials (e.g., pozzolana) possess superior strength and are capable of resisting the destructive action of water. They were used on the Pantheon, Colosseum, and other structures, some of which are still standing. In 1756 an English engineer, John Smeaton, found that an argillaceous limestone (i.e., containing an appreciable amount of clay as an impurity) produced a cement with greater resistance to the action of water. Despite Smeaton&apos;s findings, the use of the old mixture of lime and pozzolana long retained its popularity. Significant contributions in cement technology from England, Swe¬den, France, and Holland were made in the next 68 years. However, the invention of portland cement is generally credited to Joseph Aspdin, an Englishman, who in 1824 patented "portland cement." The name was selected because, on hardening, it resembled the natural building stone from the Isle of Portland, England. The patent features mixing ground limestone and argillaceous materials in appropriate proportions and calcining (i.e., expelling CO2 by roasting) the mixture. This superseded the existing practice of calcining naturally occurring argillaceous limestone. In about 1845 Isaac Johnson, also English, conducted experiments on proportioning the components and calcining them at higher tem¬peratures. His accomplishments are accepted as the beginning of the present-day portland cement industry. The U.S. cement industry originated with the demand for good hydraulic cement for building structures such as the Erie Canal, which was started in 1817. The first discovery of cement rock (i.e., naturally occurring argillaceous limestone with near-optimum ratios of calcium carbonate, alumina, and silica) near Fayetteville, N.Y., was made by C. White. In 1818, White secured a patent for the manufacture of natural cement from that deposit. Subsequently, several natural cement plants were built in 1830-1840 at Rosendale, N.Y., and in the Lehigh Valley of Pennsylvania. David Saylor, who participated in establishing a natural cement plant at Coplay, Pa., in 1850 discovered that a superior cement could be produced by calcining the rock at higher temperatures than hith¬erto. In 1871, Saylor obtained a patent and commenced the manufac¬ture of portland cement. By 1890, there were 17 portland cement plants in the United States with a combined annual output of 62,300 tons. At the end of 1970, the number of plants producing portland cement in the United States (including Puerto Rico) was 169, down from a maximum of 185 in 1967, with total annual shipments of 73.4 million tons valued at $1,298 million. (Fig. 1). In 1970, annual world production of hydraulic cement (which includes pozzolanic materials, hydraulic limes, natural cement, alumina cement, and portland cement, all of which are in current use in various parts of the world) reached 630 million tons (Table 1). The increasing magnitude of our nation&apos;s pollution problems seems to stem from two main factors: urbanization and technical advance. In 1920, less than half the country&apos;s 106 million people lived in cities. Forty years later, the urban population accounted for 70 percent of the nation&apos;s 179 million. It is predicted that by the end of the century, 95 percent of the U. S. population, estimated at 280 million, will live in urban areas. As these people live increasingly in city concentrations, their residues also concentrate. With technological advances to support the increasing population, the variety and quantity of goods that we use also increases. New materials and processes result in increases in pollutants, some of them new. The harmfulness of these pollutants is sometimes known, but sometimes only suspected. One pollutant of concern at the present time is sulfur dioxide, the product of combustion of sulfur-containing fuels. Research on processes to remove sulfur oxides from flue gas has been in progress for many years. Pioneers in this field were the British who, in the early 1930&apos;s, installed a full-scale flue gas scrubbing unit on a 120 MW boiler using alkaline water from a Thames estuary plus chalk. Since that time, various methods have been studied by many investigators. Federal laws covering air pollution started with the 1955 Air Pollution Control Act. With the advent of the Air Quality Act of 1967, and subsequent publishing of criteria and available technology for control of sulfur oxides in January 1969, the clamor for information on commercially available control techniques to remove sulfur from fossil fuels has rapidly increased. Although many state-of-the-art papers have deluged the literature during the past several years, the research going on in the area of sulfur oxides control is of such importance that periodic reviews are justified. It is the purpose of this paper, therefore, to again review the state-of-the-art, but this time from the stand-point of what is immediately commercially available

The La Perla Mine, owned by Altos Hornos de Mexico, S.A., is located approximately 100 miles east of the City of Chihuahua in the State of Chihuahua, Mexico. The mine began operations in 1958. Existing ore beneficiating facilities, consisting of heavy media and jig plants, upgrade the ore prior to shipment by rail to the Altos Hornos steelmaking complex in Monclova. Sizable reserves of two distinct ore types, which were not amenable to treatment in the existing beneficiating plant, or usable in the blast furnaces, have been mined and stockpiled in order to uncover the treatable ores. One of these ore types has been labeled "Diseminado" ore, and is low grade containing approximately 42% Fe with sulphurs ranging from 1 to 2%. The other ore type has been labeled "Pulverulento" ore, and is high grade containing approximately 65% Fe and 0.1% S, but at 80% minus 325 mesh, is too fine grained for efficient sintering. Late in 1968, Arthur G. McKee & Company became involved with the problem of improving the above ores for their efficient and economical use in Altos Hornos&apos; blast furnaces. Early in 1969 representative samples of Diseminado ore were obtained for laboratory bench-scale testing at the University of Minnesota, Mineral Resources Research Center. Concentration tests incorporating magnetic roasting, wet magnetic separation, high intensity separation, high tension magnetic separation, anionic flotation of apatite, cationic flotation of silica and oleic acid flotation of iron were performed. Laboratory testing was concurrently carried on at La Perla Laboratory, which resulted in plans to construct a 10 TPD pilot plant. The pilot plant was operational in September, 1969. Analyzing laboratory results as well as pilot plant results, Altos Hornos and Arthur G. McKee & Company metallurgists agreed that the most promising flowsheet for the low grade Diseminado ores entailed wet magnetic cobbing, desliming, and oleic acid flotation of the non-magnetic fraction. In 1965, Monsanto started planning of a new dike (No. 15) for use in disposing of ore tailings at its Columbia, Tennessee phosphorus plant. Generally, in the phosphorus industry only clay tailings are produced making it necessary to borrow fill for construction of a retaining dike. Borrow area investigations indicated that weathered shales and limestones adjacent to the dam site would provide adequate construction materials. It was proposed that the more clayey weathered shales would be used for the impervious core and the more granular weathered limestones would be placed in the outer shell of the dike. A dike section is shown in Figure 1 with gradation curves for core and shell materials in Figure 2. Figure 3 shows an aerial view of the tailings pond and dike during first-stage construction. Although the borrow area explorations indicated that the weathering of the sedimen-tary deposits was highly irregular, it was not considered necessary, at the time, to specify special excavation techniques that would ensure a thorough blending of the materials in the borrow pit. Instead, because of the short haul distance, a scraper operation for both clay core and granular shell materials was adopted as the most economical construction method. Using this materials-handling technique, variations in permeability could be expected in the compacted layers inthe embankment. Where continuous layers of less clayey limestones were placed in the core of the dam, extending from the upstream to downstream shells, seepage losses would be expected to increase substantially. Upon completion of the damn 1966, and shortly after reservoir filling, it was apparent that the construction technique used had resulted in the formation of pervious layers through the clay core. Excessive seepage on the downstream face of the dike was noticeable within a very short time. A monitoring program was established, using piezometric observations and flow measurements. These data indicated that seepage should be reduced and the application of an asphaltic emulsion
