In spite of our deep conviction that it would be wrong for the United States to enter World War II, when, after Pearl Harbor, we were actually in it, I felt that I must do all I could to help. The country had been so good to me that I could not decently stay on the sidelines. My first thought was that I might help with supply and administration in the Air Force, as in World War I. So on the evening of Pearl Harbor I wired the chief of our Air Force in Washington saying that I had been on Gen. William Mitchell's staff in World War I and was offering my services again. I received a noncommital answer, but after a couple of weeks was told to take my physical examination. I passed it, but nothing further happened. After helping to make plans for the wartime operations of Summit King and Desert Silver, Dorothy and I went to New York to spend Christmas with Molly and Peter, both of whom were in college in the East. I had to complete a report on the Argonaut mine in California first, though the war made my recommendations of dubious validity. Before Christmas I received wires from Temple Bridgeman, Phil Wilson, and other friends who had taken positions with government agencies responsible for securing mineral products needed for war use. They urged me to join them. It was evidently a case of not whether but how I could be most useful. After six uncertain days with the family in New York I took the night train to Washington on the 28th of December. I had a hectic day there. First I saw Arthur Bunker and Phil Wilson at what became the Aluminum and Magnesium Division of the War Production Board. Their office was in an old converted barracks. At the 2017 ICGCM-conference in Morgantown, WV, a case study was presented with measurements of the upward surface movements or uplift after the closure of two neighboring coal mines (Winterslag and Zwartberg, Belgium). One was closed in the sixties, and the other closed in 1988. The study was based on satellite data (Radar-interferometry or InSAR). The analyses showed both a significant variation of uplift values above the mined area and the surrounding zones, and a variation of the uplift rate as a function of time. In other words, the phenomenon of uplift is complex. At that time, it also was clear that more research was needed to better understand this phenomenon, e.g., an identification of the various mechanisms that are relevant for the process of uplift and the quantification of the various impacts. A systematic analysis of all relevant parameters resulted in a framework that forms the basis for the analytical calculations of uplift values. These calculations show that the main impact is due to changes in the hydrostatic pressure. However, the expansion of the softest parts, i.e., the collapsed or goaf material, is not only important, but the expansion of the (stiffer) non-collapsed strata layers due to a change in pore pressure also must be integrated into the model. For the case study, the partial flooding of the underground after closure of the mine that was abandoned in the sixties is integrated into the model. Larger stiffness values also are applied for this mine, in comparison to the values of the more recently closed mine. Overall, a very good correlation is observed between the InSAR-measurements and the calculated values along a north-south transect.

Mineable material is defined using cut-off grade either as geological or economic cut-off grade. Both geological and economic cut-off grade affects the output generated in an open-pit mining operation. It distinguishes the amount of ore sent to the mill for processing and waste to the dump. This consequently affects the overall profits generated from the operation hence the need for cut-off grade optimization. There are several mining parameters that are considered in a typical cut-off grade model. They include economic, geological, and operational parameters. They have a significant effect to influence the cut-off grade selected in mining operations at any given period. Some of the parameters are stochastic in nature by having a random probability distribution that may not be predicted precisely. When selecting cut-off grades in a mine operation, the mining engineers must consider the dynamic nature of the operational parameters in order to maximize the net present value of the project. Modifying Lane’s cut-off grade model which was developed in 1964 to incorporate the stochastic parameters in the approach helps improve the net present value as shown in the paper. The modified Lane’s approach is developed into a stochastic computer-aided application code-named NPVMining. Using NPVMining, selected stochastic parameters are considered in this exercise to show the effect on the output (net present value). The selected parameters (price and grade-tonnage) are varied by ± 10%. NPVMining has a graphical user interface that makes it easy to use and displays results in a user-friendly way. It gives the user the choice to manipulate the data depending on the study being undertaken or any other factor affecting the specific mine. This paper analyses the effect of each of the selected mining parameters on cut-off grade using NPVMining to show the significance of monitoring their variance.

In the May, 1969 issue of Mining Engineering the Editorial Director, John V. Beall, described the Japanese Onahama Copper Smelter and Refinery as follows: "On the shore of the Pacific, 120 miles north of Tokyo, is the world's most modern copper smelter and refinery.? One of the improvements that has been made at the Onahama Refinery is the quality of the electrolyte in the copper refinery electrolytic cells. This has been accomplished by reducing the concentration of slimes in the cells between the electrodes. In a December 19, 1966 review in Chemical Engineering magazine reference was made to some tests in Sweden as follows: ?However, at 1,000 amps/sq.M., satisfactory cathodes could be prepared, provided electrolyte flow past the anode and cathode was at least 3 to 4 meters per minute, and the slime content was not allowed to exceed 20 to 30 mg. per liter. By dropping the current to 500 amps with the same electrolyte velocity, the slime content could grow to 50 mg. per liter (50 ppm) without causing occlusion at the cathode." From this data it appears that the production capacity of copper refining electrolytic cells can be significantly increased. In order to do this the concentration of suspended contaminating slimes in the electrolyte solution is reduced by filtration. The electrolyte in-between the active electrodes must be purged with higher velocities to maintain a high concentration of the desirable copper ion in the liquid film adjacent to the cathode and the sulfate ion in the liquid film at the anode. This higher velocity also carries away from the cathode the undesirable impurities released from the anode as they are released into the electrolyte as filterable solids.

Recent investigations conducted by Federal, State, and industry organizations suggest that significant coalbed gas resources may exist in the Cretaceous and Paleocene-Eocene coal beds of the Gulf of Mexico Coastal Plain. Exploration efforts have focused on three areas which are in south Texas, north-central Louisiana, and south-central Mississippi (Figure 1). Coal-bed gas production is currently underway in south Texas and in north-central Louisiana. In Mississippi, several test wells have been drilled but no data are available on their production potential.

This paper focuses on the -1/2 mm cleaning at Elk Run Coal. The original circuitry incorporated desliming cyclones. Problems with slimes entrainment in the cyclone underflow (froth cell feed) resulted in poor froth cell selectivity. Laboratory test work led to the installation of high frequency desliming screens. Consequently, great improvement in cell performance was brought about by enhanced desliming with the ability to use split flotation. The modifications resulted in significant improvement in total plant performance and overall yield while maintaining clean coal quality.

The Howe Coal Company located in Leflore County, Oklahoma is mining the Oklahoma Lower Hartshorne Coal bed which ranges in thickness from 38" to 42" and dips approximately 7 degrees to the Northeast. The Lower Hartshorne bed lies within the Hartshorne sandstone in Oklahoma but is as much as 60 feet above this sandstone formation in Arkansas. This coal bed extends throughout the Arkansas Oklahoma coal basin, which is about 50 miles wide and 180 miles long and progresses from a semi anthracite in Arkansas to a low-volatile coal in the eastern part of the Oklahoma to a high-volatile coal in the western area. The Howe Mine #1 in the eastern area is mining a low-volatile bituminous coal which has been used as metallurgical coal since the early 1900's as evidence of Bee-hive coke ovens still remain near the town Howe, a few miles northwest of the mine site. The Howe Mine is the first mine in the area to use modern mining equipment, however, numerous punch mines have been worked along the outcrop south of the mine site dating from 1900 with the last closing in 1965. The coal characteristics of the Lower Hartshorne rival the Pocahontas seam in chemistry and coking qualities. This paper will be concerned with the preparation of the coal for the Japanese steel market. The three man crew necessary to operate the plant are the operator, the helper, and the equipment operator needed to feed the raw coal hopper. An additional equipment operator is available on the day shift for coal loading and moving the clean coal to the storage pile as the area under the clean coal belt is only large enough for 1 shifts production. We are at present running the plant on a 2 shift per day basis.

Introduction I will address two important alternative energy resources, solar and geothermal, with emphasis on their potential application in electric power generation. As a result of this presentation, I hope to leave you with a realistic view of the principal technology options that are being developed or that are available. Solar Types of Collection In terrestrial solar applications, the biggest challenge is to find ways of collecting the sun’s relatively low intensity energy so it can be converted economically to useful thermal or electric energy. Fig. 1 shows that there are both natural and technological ways of collecting solar energy. In nature we find that solar energy aids in the production of biological growth, rainfall, and wind, all of which can, in one form or another, be put to use in the production of heat or electric power. The sun’s rays also are collected and stored naturally in the form of heat in the upper layers of the ocean which can be put to use in the production of electric energy by means of ocean thermal energy conversion (OTEC) approaches. On the technological side, the sun’s rays can be intercepted by materials that directly absorb and convert its energy to low-grade heat, or by mirrors or lenses that focus the rays onto a material to produce high-temperature heat. The higher temperature systems can be used to drive efficient heat engines in the production of electricityy. The sun’s rays also can be collected on photosensitive materials, in either a direct or concentrated form to generate DC electricity directly. INTRODUCTION Semiautogenous (SAG) grinding technology first started to be seriously considered for comminution circuit design in the mid-1960s as an alternative to the three-stage crushing circuits and rod-ball mill circuits in vogue at the time. Since this time the application of SAG mill technology has become widespread with over 250 mills larger than 20 feet in diameter sold (Jones 2002). The vast majority of concentrators constructed over the past quarter century have utilized SAG mill technology, and a SAG-based comminution-based circuit is generally the first choice considered for new projects. Since the first generation of SAG milling technology was applied, many lessons have been learned, and new supporting technologies have emerged which make the design, installation and operation of SAG &-based grinding circuits more robust and efficient. This paper will discuss the current status of SAG and associated technologies. MILL MECHANICAL DESIGN ISSUES Table 1 summarizes the manner in which SAG design capability has evolved over the past 30 years. Increases in mill diameter came slowly as the industry took a wait-and-see attitude as the technology of larger mill diameters was advanced. The first 32-foot- diameter mill was ordered in 1969. It was not until 1979 that the technology jumped to the 34-foot-diameter mill and 1988 for the first 36-foot-diameter mill. The first 38- and 40-foot-diameter mills were both ordered in 1996. At least five 38-foot-diameter and two 40-foot-diameter mills will be in operation by mid-2004. Advances in structural analytical techniques and increased computational power, coupled with field measurements of large operating mills, have increased the confidence of the mill suppliers in their designs and the operating companies in the viability of larger diameter mills. INTRODUCTION Rock bolts are one of the most common mine support systems in use today with approximately 90 to 95 million used annually in the nation's coal, metal and non-metal mines. By far the largest majority of these are steel bolts with mechanical expansion shell anchors. Many theories have been advanced to explain the ground control achieved through the use of rock bolts. Most of the theories are applicable to a specific set of circumstances, geology, geometry, rock properties and in-situ stresses. Examples are those which relate the beam building or strata-hanging theories of ground support used in the rectangular openings of a coal mine(l). In tunneling and most metal mining, either circular or horseshoe shaped openings are normally used. Here, bolts may be used to develop a radial stress around the opening, which adds stability to that opening, or merely pin blocks of rock back into more stable ground so that they cannot slip. In most cases, the bolts are torqued to a specified value to seat the anchor and to achieve the pre-load or tension that is desired. To be effective, however, this tension cannot be lost through bolt slippage or creep frequently caused by blasting, moisture attack or raveling of the rock surrounding the drill hole, etc. Furthermore, in soft rock or in oversized holes, sufficient anchorage cannot be achieved with the mechanical anchor, and in very brittle rock the concentration of forces produced by the expanding anchor might cause a crack to propagate from one drill hole to the next. This paper discusses the Helical Drag Bit (HDB) and its rock drilling applications with an emphasis on use in mining operations. The HDB is a drilling tool that employs cutting members arranged in a pattern to form a helical groove or thread within a borehole. This pattern of cutters can be used for several purposes including roof bolting in mining, interpretation of the lithology of the strata being drilled and low energy consumption drilling. Laboratory and field experiments have consistently shown increase of roof bolt-anchoring capacities in weak rock of more than 100% using the short encapsulation pull test method when boreholes are conditioned using the HDB. In 2004 a series of tests conducted in mines with weak roofs demonstrated the benefits of HDB technology for roof bolting applications in mining. HDB technology offers opportunities for new and beneficial approaches to interpret the geology of roof strata. During conventional drilling, traditional approaches to determine rock properties require simultaneous measurement of several parameters such as thrust, rotational velocity, torque and penetration rate. The unique geometry of the HDB possesses a characteristic that allows determination of the mechanical properties of the rock being drilled by measuring torque as a single drilling parameter. This capability greatly simplifies the process of determining rock properties and provides reliable results. Additionally, HDB technology has been demonstrated to offer significant advantages for rock drilling. A substantial portion of the rock is removed by the fracturing of the internal thread created in the rock bore by the tool taking advantage of the weakness of the rock in tension. Because the rock chips obtained in this process are relatively large, savings in energy are realized when compared to traditional drilling technologies.

On October 27, 1972, ground was broken for the first section of the Second Avenue Subway, a two track underground rail system that was to extend from the south end of Manhattan at Broad Street, north to the Harlem River at 126th Street, a distance of eight miles. This ground breaking was the culmination of 67 years of planning for an east side subway in Manhattan. Following the successful opening of New York City's first subway on October 1904 there was a mass planning for additional subways throughout the City. In 1905 approval was requested of the Board of Estimate for a First Avenue route and Third Avenue route. The Third Avenue route was approved but when action was not taken to start construction, the approval in accordance with the conditions under which it was given was withdrawn. Further reports and plans for an east side subway, usually to be constructed on Third Avenue, were issued in 1920, in 1922, in 1924, etc. Those of us who had worked on the Sixth and Eighth Avenue subways in the thirites and early forties left to join the armed services of World War II in the expectation that we would return and start work on designing and constructing that east side subway. The reason that much of the thrust in those years was to construct on Third Avenue was that there was a Third Avenue "EL" and business interests of the City were in favor of its demolition. This demolition was accomplished in 1955 so one of the incentives to construct on Third Avenue was removed; but an east side subway was always part of the master plan of the City.

Mooranbah North is a new greenfield project in Australia's Bowen Basin that is projected to produce 4 mtpa of hard coking coal from a single longwall. Located in Central Queensland in Australia's northeast, this is one of Australia's main coal producing regions. From the outset, Mooranbah North's approach to equipment selection has differed markedly from that usually taken in the mining industry, and the conveyor industry in particular. Until recently, no performance requirements have been placed on conveyor equipment suppliers. This arose from a practice of purchasing components in an ad-hoc manner from a variety of sources, and the mine then configuring the system. More recently, single source supply has been adopted as a means of obtaining some performance guarantee, usually expressed in terms of system availability. Unfortunately, the term "availability" has a multitude of definitions, particularly in the underground coal sector. A conveyor availability of 98% is a common goal but this rarely means the conveyor must operate 165 hours/week, 52 weeks/year. There are mines that have one maintenance shift for each production shift and claim availability of 100%. What is meant is that no down time is logged to the conveyor during the hours that it is wanted. This "generous" definition of availability would not be tolerated in many industries and nor should it. Unfortunately, a true definition of availability, such as is applied to steam turbines in the power generation industry, is not particularly helpful. Five day/ week operations would immediately face a 28% penalty against 7 day rosters, and there would be no sensible manner in which weekend maintenance could be incorporated into the availability formula. The approach adopted by Mooranbah North was to specify a period of "Failure Free Operation," which would be followed by a maintenance period. This

The need for ground support research in underground excavation has been well identified in recent years by many studies in the subject area (1, 2, 3, 4, 5). A typical conclusion from these reports (1, 2) is that the drill-and-blast (D & B) mining or the mechanical tunnel boring machine (TBM) methods are expected to be continued in use for the needs of tunneling in the immediate future. The Organization for Economic Co-operation and Development (OECD) sponsored in June, 1970 advisory conferences on Hardrock and Soft Ground Tunneling (3,4). These two reports were based on the combined response received from approximately six hundred inquiries from 17 nations in the summer of 1969 and which concerned all aspects of present-day inadequacies of, and the needed improvements in the technology of tunneling. Some specific problem areas in ground support and tunnel linings were: 1) the ability to successfully predict rock loads that must be carried by the support system; and 2) inadequate methods for determining the load-carrying capacity of the various support systems. Therefore, the problem area is clearly defined by these two objectives: 1) To find means of predicting rock loads; and 2) To develop methodology for determining safe, efficient, and economical ground support design practices. Noting these research needs from a great number of sources, the United States Bureau of Mines, Spokane Mining Research Center (SMRC), acting as agent for the Advanced Research Projects Agency (ARPA), undertook contract research effort in these problem areas. Work by Jacobs Associates has studied a methodology for specification of temporary artificial support based on the dependent sequence of mining operations and prediction of various rock conditions in the pre-excavation stage. Problems of how to use artificial intelligence (AI) methods and expert systems (ES) to control complex industrial projects have lately become significant in practical terms. Mining ventilation systems undoubtedly belong to complex multi dimensional objects of control with stochastic nonstationary and nonlinear processes. Formal models based on automated ventilation control, do require awkward algorithmic solutions, moreover, a number of tasks become the operator's headache, and the quality of their solution depends on his experience and intuition. These tasks include: - identifying pre-accidental situations and determining their causes; - making well-grounded decisions with regard to changing ventilation regimes, forecast of mining operations taken account of; - controlling ventilation systems in emergency situations, e.g. when in accident, etc. It is in this context that we have for a number of years been investigating how to practically use AI methods for operative control in dynamic aero-and-gas mining processes, one of our research directions being devoted to working out a consulting programme for the ventilation system operator. Our researching and modeling problem was identification of aero-and-gas situation in different parts of ventilation network and its interpretation in order to determine possible causes for gas regime changing and unexpected consequences. We would single out the following stages in this task: I. Operative information procession coming to the data base from the sensors and analysis of hypothetical versions (using the associative rules base) with regard to factors which have caused significant parameter fluctuations (e.g. C%(t), H(t), Q(t) etc.)., 2. Selection of hypotheses in the knowledge base and forming conclusions in accordance with reliability scale. 3. Clarifying the obtained conclusions in dialogue with the operator. 4. Correcting the associative rules base.

Drilling of small diameter blast holes in the conventional tunnel driving system or mining operation still consumes a significant part of the time and money required to extend an opening in rock. The use of pneumatic drills for most small hole applications has been the dominant tool used by miners and tunnel men alike throughout the world. But now, a, trend has been started that is showing major inroads into the traditional areas of pneumatics drilling for all types of rocks. Operators dealing in very soft materials, such as coal, salt or potash, traditionally had the option to use hydraulic power for their drilling tools. Twelve to fifteen years ago, drillers in medium hard, but nonabrasive rock extended their drill machine option by helping to develop a drill that still used air to power the hammers, but relied on hydraulic power for the rotational torque and feed thrust. (1) This was a significant step forward, particularly for those who drilled in rocks that were compatible to rotary-percussion bits. However, this application was in fact somewhat limited to the limestone and dolomite formation of mid-United States and the softer sediments in Europe. Now high performance rock drills have been developed, using all-hydraulics for both the hammer and rotation, that have many advantages over the conventional pneumatic systems. In two previous papers on this subject, (2)(3) this author reviewed in detail: 1) the characteristics of each of the manufacturer's products that were on the market; 2) The specific advantages of the all-hydraulic drilling systems; 3) Data from the applications of these drilling systems that was in use; 4) What was needed to further develop this drilling system and utilize its potential in the mining or tunnelling cycle. INTRODUCTION This paper traces the application of High Pressure Grinding Rolls (HPGR) at industrial and pilot scale in Australia. The Argyle Diamond Mine installed the first of two smooth segmented HPGRs during 1990 in an open-circuit secondary-tertiary crushing application to increase throughput. In 2002 a third HPGR was added to improve liberation and so increase the recovery of smaller diamonds. The latest improvements in wear technology (tyre with tungsten carbide studs) were incorporated in the design of this machine. Extensive HPGR pilot-plant trials were undertaken during the 1990s at both the Kalgoorlie Consolidate Gold Mine and the Boddington Gold Mine. The purpose of these trials was to evaluate HPGR as a method to increase throughput, as an alternative to SAG milling, and also to ascertain if downstream benefits existed. One of the challenges for HPGR circuit designers is to translate what occurs at small laboratory and pilot scale into what is likely to happen in a full-scale circuit. Scale-up from pilot machine results is normally recommended by manufacturers. However, such tests need relatively large quantities of material, particularly if meaningful data on wear are to be obtained. Laboratory tests are preferable, as they need relatively small quantities of ore, but may be questioned in terms of how they relate to full-scale operation. Modelling and simulation have played a particularly important role in this respect in Australia. Models are available which have proven to be very accurate at being able to scale throughput and specific energy response from laboratory to industrial machines. More recently, work in Australia has also been done in developing a model which has the potential to scale laboratory wear data as well.

The outlook for coal continued to improve in 1980, fueling expectations that a long-awaited boom is at hand. The surprising surge in coal exports contributed to the latest wave of optimism. Overseas exports hit 66 Mt in 1980, buoyed by a significant increase in demand for steam coal, up from 1979's 2.3 Mt to 15 Mt in 1980. US coal production rose 6.9% to 750 Mt in 1980 and total coal consumption increased 8.1% to about 725 Mt, due primarily to higher world oil prices and setbacks in the US nuclear power industry. Yet the industry is beset with problems-both internal and external. Although demand for US coal is growing, the industry's excess productive capacity is estimated at over 90 Mt/a. Public utilities, where real increases in coal consumption must come, are still moving slowly, blaming delays on antipollution equipment costs. Coal supplies are uncertain, subject to the vagaries of the UMW. For the sixth time since 1964, the coal industry and UMW failed to renew their labor contract without a national strike, reinforcing the perception held overseas that the US is not a reliable supplier. The expected boom in coal exports will, in part, depend on our ability to assure foreign buyers that US sources are dependable. The US industry is also plagued by inadequate facilities linking mines and consumers: inadequate rail systems, coal ports, and barges, For US producers to be competitive, ports must be expanded, rail lines improved, and harbors dredged to allow 136-kt ships to load coal. The im¬provements will require an enormous commitment and investment. Despite these major problems and unresolved issues, two factors continue to favor an increased reliance on coal as an energy source: abundant US reserves and coal's comparative price advantage. Coal's performance in the 1980s may at last exceed its promise.

"INTRODUCTION The need for a new road crossing at Silvertown is the result of three key drivers:- •,Severe congestion and delay at the Blackwall Tunnel and surrounding road network; •,A lack of network resilience and reliability resulting from a lack of alternative road crossings in east London and the impacts of unplanned closures; and •,The need to support substantial economic development in east and south-east London (jobs and homes) These drivers directly informed the main objectives for a road-based river-crossing solution. The traffic-related problems at Blackwall Tunnel are long-standing and before Transport for London (TfL) assumed control for the strategic road network in London in 2000 the Department for Transport (formerly Dept of Transport) had investigated various relief options including a third tunnel bore and new bridge. This resulted in a new crossing alignment being safeguarded (by direction of the Secretary of State for Transport) and this was refreshed in 2001 in favor of TfL. In recent years (since 2009) TfL as part of the East London River Crossings Programme has undertaken detailed optioneering and feasibility work to address the above ‘need’. This led to the conclusion that a new road tunnel would offer the best solution in preference to bridge, ferry or demand management options. In 2012, in response to a formal request by the Mayor of London, the Secretary of State for Transport confirmed a new road crossing at Silvertown as a Nationally Significant Infrastructure Project (NSIP) by Section 35 direction under the Planning Act 2008. This NSIP designation meant that TfL as scheme promoter must comply with the National Rail and Road Networks National Policy Statement (NNNPS) and must seek the necessary powers to build and operate the crossing by means of a Development Consent Order (DCO) under the Planning Act 2008."
