"Since 1994 the Bureau of Reclamation has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has applied risk analysis methods to inactive and abandoned mines to evaluate tailings dams and flooded underground mines. Case histories of potential failure mode analysis as applied to mine impounded water illustrates what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first. INTRODUCTION Impounded water, and high water content wastes, at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (5.4 million yd3 released), the Mt Poly Tailings Dam failure in British Columbia in 2014 (5.8 million yd3 released), and the Smarco Fundao Tailings Dam failure in Brazil in 2015 (78 million yd3 released) has renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originates not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes, and flooded underground mine workings. Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984 the agency developed and began using risk analysis methods. Reclamation operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of one hundred years. Many of these facilities were constructed using engineering design and construction methods which would not be considered good practice according to present day standards. Diligent observational monitoring, detailed site investigations, and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high risk sites, significant improvements to dam safety have been achieved. BOR has also applied risk analysis to evaluate and reclaim inactive and abandoned mining and industrial sites. The application of risk analysis methods in the mining industry is not new, the methodology was transferred to the mining industry more than 15 years ago as discussed in ICOLD Bulleting 121 (ICOLD, 2001), yet failures persist. This paper is meant to convey the lessons learned from BOR’s use of risk analyses in its work on mine sites."

"A wind tunnel was designed to examine air flow, heat transfer and layering near an active fire at a working face. This tunnel simulates an active entry in an underground coal mine including an attached cross-cut of similar dimensions. A steel rectangular duct 1 ft. (0.305 m) tall, 3 ft. (0.914 m) wide and 10 ft. (3.05 m) long composes the main body of the tunnel and represents a mine entry. Air flow is generated by an exhausting centrifugal fan attached to one end of the crosscut. This fan was sized to supply air velocities based on Froude scaling. A 6 in. (15.25 cm) propane burner is used to simulate fires of various heat release rates at the working face. Thermocouples are used to map heat layering in the tunnel. Ports are installed for the introduction of tracer gases into and from sampling the system. Barometric, differential pressure, and temperature sensors are also included to monitor environmental conditions. Details about the design and testing of the system are presented including an overview of how the tunnel was scaled to accurately represent fire and flow phenomena. Finally, the proposed use of the tunnel for better understanding of mine fire phenomena and prevention is given. INTRODUCTION Fires in underground mines have been a concern since the dawn of mining. While technological advancements, regulations and best practices have improved both fire detection and firefighting techniques, mine fires continue to represent high risk events. From 2006 through 2015, fires accounted for 1.06% of fatalities in underground coal mines and 0.85 percent of fatalities in all underground mines in the United States (U.S. Department of Labor, 2006 to 2015). In addition to the risk of loss of life, mine fires can cause millions of dollars in equipment damages and lost production revenue. Extensive research has been conducted on how fires occur and spread in underground mines. In addition to testing conducted by government agencies such as the Mine Safety and Health Administration (MSHA) and the National Institute for Safety and Health (NIOSH) (e.g.(Liming, 2006), researchers like Verakis and Dalzell (Verakis, 1988) and Lowndes, et. al. (Lowndes, 2004) have furthered this field by studying ignitions and propagation of conveyor belt fires. While the studies of belt fires in mines are extensive, studies focused on fires at the working face are few in number. The particularly confined space and limited access to a working face, coupled with less robust, temporary ventilation controls create a unique environment that warrants special attention. Separate from studies on mine fires, the use of tracer gases to characterize flow patterns in normal mining ventilation is well established. In 1982, Timko and Thimons (Timko, 1982) outlined current and future applications of sulfur hexafluoride (SF6). However, little experimentation has been conducted to study specifically how tracer gases might be used to evaluate active mine fires and the fires’ effect on the surrounding mine environment (e.g.(Lindsay, 2014). In order to better understand the dynamics of smoke layering from a fire in an enclosed space, a small-scale apparatus was designed to map smoke layering and to examine other aspects of fire behavior at a working face. In addition to studying smoke flow around an active fire, experiments will be conducted using tracer gases in order to determine how they might be used to evaluate an underground fire."

There are many reasons why the US mineral and primary metals industry is in its present state. Undoubtedly, a flood of imported goods in all sectors is playing a major role in the plight of our raw materials industry. Domestic industry is becoming increasingly aware of the importance of its international competitiveness. And we are beginning to wonder what is happening to our technological edge. A number of factors affect the international competitiveness. Engineers cannot do much about some of these factors - labor costs, tax policy, government relations, interest rates, dollar strength, and labor-management relations. Something can be done about technology, however. Some say technology is so easily transferable today. But I would like to believe that we have the ability to apply it better than others. Not too many years ago, "made in Japan" meant cheap and shoddy products. Today, Japan has completely changed its image. The US is beginning to feel the threat from Japan's low-cost, defect-free products with dependable delivery. With worldwide recession and the strength of the dollar, we were shocked at the sudden weakness that developed in America's industries, not only in the international market, but domestically as well. What went wrong and what can we do about it? Senior executives from 300 large American manufacturing companies were surveyed. These executives believe US companies must: • invest in more efficient plants and equipment (27%); • invest in more research and development (23%); • improve the quality of service to customers (23%); and • adopt more aggressive marketing tactics and strategies (14%). Are we not doing enough research? The US has nearly four times as many people engaged in research and spends four times as much for research as Japan (Fig. 1). There is little doubt about the excellence of the US performance in basic science as indicated by the number of Nobel prize recipients. Japan has produced only four winners since World War II. Look at technology trade of five countries (Fig. 2). Again, US performance has been remarkable. An interesting observation here, is that the United Kingdom, another country with economic woes, is also in the black, West Germany and Japan, both with trade surpluses, are net technology importers. It is apparent that the US' performance in the commercialization of new knowledge is much more in question. Japan had $50 billion of trade surpluses with the US last year, which led to some friction between Washington, DC and Tokyo. Comparing the technology trade of Japan and the US in more detail, Japan imports disproportionately large amounts of technology from the US and Europe. This data is rather old, 1978, but the general trend is not too different even today. It is generally believed that scientific research leads to innovative technology, then to economic payoff. But, after seeing the current technological challenge by Japan, we are forced to change this traditional view. Investment in research may eventually lead to economic payoff, but not directly. There is a middle ground between new knowledge and its commercialization. This is an area where the Japanese have been successful. Until the 1970s, many western companies licensed patents to Japan for quick profits. But, in recent years, these companies have become more discrete about the terms of technological transfer. As a result, a number of scientists and engineers are expressing deep concern over the future of technological developments in Japan. Introduction Many bulk solids such as coal, limestone, and fine moist ores often flow unpredictably out of bins, hoppers, and boreholes. Vast amounts of time and money are spent-with or without success-on flow promoting devices. In addition, many solids segregate in storage, feed erratically, flood, arch, rathole, and stick to bin walls reducing the live capacity. This article discusses bulk solids flow properties and provides guidelines for designing storage bins, hoppers, and feeders to provide reliable flow. Bulk Solids A bulk solid is a granular material consisting of discrete solid particles-submicron to several inches in size-that is handled in bulk form (for example, in a bin or silo). The gas filling the voids is generally insufficient to fluidize the material and the liquid (usually water) content is assumed to be less than saturation. Types of Flow Problems To design an efficient storage system, an engineer must be aware of problems that can arise during storage and flow of bulk solids: • No flow. A stable arch or pipe (rathole) develops within the solid, stopping flow. • Erratic flow. Momentary arches form within the solid, (ratholes), partly or completely empty out, and then collapse. • Flushing. Powders become fluidized, aerate, and flush uncontrollably through the bin outlet. • Lack of design capacity. A large part of the stored material remains stable around a rathole. Manual prodding, severe vibration, and even explosives may be used to restore flow. • Segregation. Smaller particles tend to sift through the voids between larger particles causing accumulations of fines and coarse in various areas of the bin. • Product degradation. Some materials spoil, cake, or oxidize if they remain in a bin too long. This is usually caused by a first-in-last-out flow sequence. • Level control. Measuring the volume of material left in a bin is difficult if a rathole develops. In one portion of the bin the level control device may indicate the bin is full; in another portion it may indicate it is empty. Eliminating Flow Problems All flow problems can be minimized or prevented by suitable design of the bin/feeder unit. This involves knowing the flow properties of the solid, then choosing the appropriate type of bin and feeder to establish the desired flow pattern. There are three types of flow patterns that may occur in a bin: funnel flow, mass flow, and expanded flow. Funnel flow occurs when some of the material in the bin is stationary while the rest is in motion. Funnel flow bins, shown in Fig. 1, are characterized by: • Low head room. A flat bottom or shallow hopper bin has large storage capacity with minimum height. Unfortunately, all this storage capacity may not be usable ("live"). • First-in-last-out flow sequence. The first material put into a funnel flow bin is the last material withdrawn because the flowing material is concentrated in the region directly above the outlet. • Ratholes. Because of the flow channel that forms, a stable rathole develops if the material has sufficient cohesive strength. • Erratic flow. Once a rathole becomes partially or completely empty, it may collapse creating a stable arch and erratic flow. • Flushing. Collapsing ratholes cause flushing and flooding of fine material. • Segregation. If a bulk solid has a tendency to segregate, this tendency will be accentuated as the material is discharged from a funnel flow bin. Funnel flow bins are suitable for coarse, free flowing, nondegrading solids, when segregation is not important. Mass flow occurs when all the material in a bin is in motion whenever any is withdrawn. Introduction Metals exploration activity is moderately intense in the US despite the 1981-82 recession in the mining industry. Although exploration expenditures are significantly less than the 1981 peak, quality and goal orientation of current exploration are high. Major foreign and domestic mining companies as well as nonmetal companies had been attracted to invest in minerals in the US. Its capital markets, political stability, and open-door policy are attractive for hard mineral explo¬ration, particularly in the West. The approach was to either acquire fully or partially developed ore bodies through merger and acquisition, or to fund large scale exploration programs in search of bulk-tonnage deposits. The acquisition avenue has not proved the panacea envisioned for overcoming lack of substantive mineral development. Nor has the decentralized approach to exploration that was adopted proven cost-effective. The emphasis on gold, to the exclusion of all other commodities, raises questions regarding the direction of exploration in the US for the rest of the 1980s. Overview More than 300 companies are active in metals exploration in the US. These range from established, well-known domestic and foreign corporations to hurriedly incorporated, unknown companies financed by having promoted mineral prospects or occurrences of questionable quality. Junior companies tend to be oriented toward property entrepreneurship, rather than the development of minerals resources. These companies have helped maintain mineral lands from prospect to production by holding blocks of property intact during periods of exploration inactivity. This was done through promotional efforts, even though few properties that attracted major venturers proved to have real merit. Exploration objectives of senior and junior exploration companies currently embrace only a few commodities. Arranged in approximate descending order of priority, these are: precious metals; base metals in monometallic or polymetallic deposits; strategic metals, such as tungsten, tantalum, and tin; unconventional commodities, such as diamonds; ferrous metals; and commodities such as beryl, zeolites, and barite. Prospectors are important in searching for these targets. In the US, where they have been financed by major and junior companies, prospectors have proven a useful and low-cost means of locating gold prospects (e.g. the Alligator Ridge property in Nevada). The tenacity and persistence of independent prospectors have been factors in discovering properties rejected or overlooked by professional geologists (e.g. Lornex mine in British Columbia). This has been realized by the provincial government that grubstakes bona fide prospectors. Exploration interest in commodities has always been cyclic with price. Gold is one of the few metals that has experienced a price increase of such magnitude to warrant attention. The potential for realizing adequate operating margins for the Nevada open-pit "no-see-um" gold deposits is great. The present declining gold price, however, may indicate that this emphasis on gold, to the exclusion of other commodities, is shortsighted. Mining companies have been the last to react to price increases, opening new mines based on unrealistic market expectations. A scenario could develop where plummeting gold prices bring recession to the gold industry, as lately occurred in uranium, molybdenum, and copper. Zimbabwe The Republic of Zimbabwe is situated in south central Africa and north of the Tropic of Capricorn. The country is land-locked, bounded on the north by Zambia, on the south by the Republic of South Africa, on the east by Mozambique and on the southwest by Botswana. Nearly 400,000 sq km in area, Zimbabwe is bigger than both France and Spain and nearly three times the size of England. The outstanding physical feature is the central plateau, known as the highveld, which is about 650 km long and 80 km wide at an elevation of +1,200 m, and on which the Jena Mines is located. Because of its elevation and inland position, Zimbabwe's climate is temperate, generally drier and cooler than is normally expected in the tropics. Zimbabwe's population is in excess of 10 million. English is the official language, with Ndebele and Shona being the main ethnic languages. About one million people live in Greater Harare, the capital city. The basic unit of currency is the Zimbabwe dollar, which has depreciated substantially over the past few years. Currently (November, 1995), the exchange rate is $US 1.00 = $Zim 9.00, compared with $US 1 .OO = $Zim 2.50 in 1991. Project Area The Jena Mines Complex is situated in central Zimbabwe (Figure 1), in the Silobela area of the lower Gweru River valley. The mine site is 270 km from Harare by paved and gravel road. The Jena Mines property consists of a single rectangular (8 km by 5 km) shaped mining lease with an area of approximately 40 sq km (Figure 2). Annual average precipitation is 720 mm falling in the summer months between October and April. Mean daily maximum temperature is 24°C in October and mean minimum is 14°C in July. The southern parts of Zimbabwe have experienced drought conditions over the past four years which has affected water and power supplies. The countryside in the Jena area is generally low relief with a gentle slope to the northwest. The mine site topography is flat with an average elevation of 1,210 m. Zimbabwe Mining Industry Zimbabwe has a long mining tradition, particularly for gold. In the 1,200 years preceding European colonization, it is estimated that about 4,000 ancient mines produced between 600 and 800 tonnes of gold. Since the turn of the century more than 1,700 tonnes of gold have been produced. An excellent infrastructure has developed to support the mining industry. This includes a well- maintained system of paved roads, railway links to major mining areas, an electricity grid covering most of the country, and numerous industries manufacturing a wide range of mining supplies. Jena History The claims in the Jena Mines area are among the earliest registered in Zimbabwe. The gold potential was easily recognized because of extensive ancient (pre-European) workings. European trading beads from the 14th Century have been recovered from anthills in the mine area. Development of the Jena Mines commenced in 1898 and several mines have operated intermittently over the past 90 years. INTRODUCTION In most uranium mines the concentration of uranium in the ore is low enough that inhalation of dust does not present a radiological problem. Conversely in the mills there is a potential inhalation hazard from inhaled uranium in concentrated form, namely "yellowcake" and other compounds intermediate between the ore and the final product of the mill. It was generally assumed that the solubility of yellowcake placed it in the category of Class D materials. This plus the fact that the uranium is non-enriched led health physicists to assume that the potential health hazards were a result of the uranium's chemical properties rather than its radiological properties. Bioassay programs have thus been limited to routine urine sampling at a weekly or monthly frequency. In most cases when a high reading was obtained, subsequent sampling within one or two days showed a rapid return to low levels, therefore tending to confirm the class D nature of the material. Two developments over the last few years have however suggested that modifications to this simple bioassay program may be necessary and practical. Firstly, a number of studies on the solubility of uranium mill products, from ore to yellow cake, in simulated lung fluid (Eidson A.F., Mewhinney J.A., 1980) have shown that some of the material is not class D, but class W or even Y. This raised the possibility that, while the urine levels rapidly decreased, indicating rapid excretion of the class D component, the W and Y components remained in the lung. Thus an unsuspected lung burden could have been accumulated. The second development, the ready availability of [in vivo] counting facilities with which to make direct measurements of uranium lung burdens, offered a means of confirming the hypothesis of unsuspected lung burdens. A study was therefore initiated to correlate lung burdens with urinary excretion. METHOD A total of 79 subjects from 3 uranium mills participated in the study. They were brought to the Ottawa laboratories of the Radiation Protection Bureau in groups of 4 or 6, over a period of several months. In Ottawa, [in vivo] thorax measurements were performed, and a urine sample collected. Each subject also brought with him a urine sample that had been collected the previous day. All samples were split, for analysis by both R.P.B. and the mill laboratory. [Concentrations of Uranium Dust] Results obtained by mills A, B and C for concentrations of uranium in air at various locations are given in table 1. Samples taken at mill B were obtained using continuous sampling with a midget impinger over a six hour period. Samples taken at mills A and C were 5-minute gravimetric samples. [Subject Selection] The subjects were selected to represent a wide range of work history in terms of both length of employment and type and location of job, as shown in table 2.

The use of graphite in industrial applications is one of the oldest in the world. Yet, it is one of the fastest-changing technologies today. Graphite was first used centuries ago in developing writing instruments and as a raw material in crucibles used in melting metal. Today, graphite is used in some of our most demanding industries. These include aerospace, electronics and automotive applications. Graphite usage has historically been split between the natural and synthetic forms. Figure 1 shows the breakdown of natural graphites and synthetic graphites used. The usage of natural graphites and synthetic graphites is split fairly evenly, although the applications are quite different. Figure 2 shows the breakdown of applications using natural graphite. The largest application is the refractory industry. This includes refractory brick and plastics, crucibles, shrouds and other refractory parts. This main application uses roughly 50% of all natural graphite. The refractory industry is an important application for natural graphite. However, the refractory markets have been struggling for several years. As demonstrated in Fig. 3 (Semler, 1996), the production of refractories in tons per year has declined by more than 32% during the last 25 years. Refractory prices have actually risen on a dollar per ton basis during that same period as the product mix has shifted to the value-added side. Raw material and production cost increases, inflation and other related costs have kept profitability at low levels for the industry. Furnace linings that once lasted 1,000-2,000 heats now last 8,000-12,000 heats. This means that tonnage requirements have gone down and quality requirements have gone up for graphite suppliers. Therefore, new opportunities and applications must be developed if the graphite industry is to grow. Synthetics are the other major forms of graphite. There are two forms of synthetic material currently used. One is the traditional type. It is made from the turnings of graphite electrode production. The second was developed in the mid-1970s in response to a shortage of conventional synthetic graphite. This occurred by a breakthrough in thermal technology. This new technology purifies, desulfurizes and graphitizes petroleum coke on a continuous basis at temperatures of more than 2,500° C (4,532° F). This product is called desulfurized petroleum coke (Desulco). It now accounts for about half of the synthetic type material used in the United States. Figure 4 shows the breakdown in the use of synthetic types of material by application. The largest requirement is for use as a carbon addition in iron and steel. This is followed by alkaline batteries and friction materials. Current technological opportunities New opportunities for graphite products are now being developed. These new areas are made possible due to the advances in graphite thermal technology. The ability to purify and modify graphite and carbon products is the key to future growth in the graphite industry. New, higher-purity, more consistent graphite products are leading to enhanced performance in current applications. They are also opening the door to new applications.

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. A DCF value is no more accurate than the least accurate of the assumptions incorporated into the calculation - and assumptions

Glamorous, burgeoning biotechnology and mundane industrial minerals would at first glance seem to share little in common, but in truth, modern biotechnology depends on many minerals. Biotechnical processes also can be used in industrial mineral extraction and processing. Biotechnology is broadly defined as the application of biological organisms, systems, or processes to manufacturing and service industries. Genetic engineering has reinvigorated one of mankind's oldest sciences, biotechnology, into a booming business. Many modern processes depend on microorganisms cultivated under very stringent conditions in bioreactors. Minerals from carbonate, sulfate, chloride, nitrate, phosphate, and silicate families are used to provide essential nutrients and to regulate growth conditions (such as pH) in order to assure optimal growth of organisms. Certain cells or enzymes perform better when immobilized upon or within solids, and minerals are often used to immobilize cells, especially in continuous process. Minerals are also used extensively in separating and purifying products of biotechnology. Diatomite, zeolites, and silica are especially useful in purification processes. Industrial minerals also are commonly used to clean up large volumes of process water that must be treated. Biotechnology can be employed in exploration, extraction, and processing of geologic materials and in reducing mining or other environmental problems through bioremediation. Microbes have been shown to solubilize certain elements and so promote extraction of heavy metals, phosphate, aluminum, potassium, and even rare earth elements. In a related technique, unwanted materials such as pyrite impurities can be leached microbially to produce cleaner products in sand and clay industries. Microbial actions can modify surface characteristics and so enhance certain ceramic properties. Certain organisms can accumulate useful elements from dilute sources; others can transform unusable chemical species to more useful forms. Deterioration of stone, concrete, and even glass or brick, can be accelerated by microorganisms. Control of such biodeterioration could improve long-term performance of industrial mineral products. Microbial processes have shown promise in improving several mine-related problems. Certain bacteria help remove clays from phosphate slimes and other suspensions. Others are used to degrade cyanide or other organic chemicals such as floatation aids. Cells immobilized on clays have been especially efficacious in bioremediation. Biotechnology industries, like the industrial minerals industries, encompass huge ranges of materials and processes. Costs of products from these industries range from pennies to thousands of dollars per unit, and their products are vital for maintaining modern life styles. Many biotechnical processes depend upon industrial minerals and certain biological processes can be harnessed to do useful tasks in the minerals field. The interplay of industrial minerals and biotechnology is important today, and as biotechnology advances, its interaction with the industrial minerals industry can only increase.

Since the inception of the Ashton (formerly Kalumburu) Joint Venture in 1972 the parties have expended $24 million in exploration for diamonds in the Kimberley region. This has resulted in the discovery of the currently subeconomic Ellendale deposits in 1976/77 and the economic Argyle - Smoke Creek Deposits in 1979/80. In addition to Argyle and Ellendale, some 90 kimberlitic and lamproitic bodies have been discovered grouped broadly into three provinces, on the west, east and north margins of the Kimberley block. These bodies range in size from dyke-like features less than 1. m (3 ft) in width to pipes with a surface area of 128 ha (316 acres). The bodies with larger surface area are volcanic crater deposits, infilled with air-fall and water deposited tuffs and epiclastic sediments. Diamond content ranges from trace to economic concentrations. The exploration discoveries were facilitated by early recognition that the petrography, mineralogy and chemistry of the diatremes varied from the classical kimberlites of Kimberley, South Africa, to unusual more highly fractionated, alkaline, silicic varieties having affinities with leucitelamproite. Indirect methods of exploration were used, primary reconnaissance work being stream gravel sampling for kimberlitic indicator minerals. Evaluation showed Ellendale diamonds are 90% gem and near gem, but the low grades and tonnage render the deposits unpayable at today's diamond prices. After discovery in late 1979 and completion of a feasibility study by the end of 1982, evaluation studies proved Argyle to be economic. Alluvial diamond mining commenced in 1983 producing 6.2 million carats (Mct) that year, 60% being of industrial quality. Open-pit mining of the AK1 lamproite should start in 1985/1986 at a rate of 3 million t/a (33 million stpy) and produce 25 Mct/a, making this mine, and Australia, the world's largest producer of diamonds by weight. The revenue from diamond deposits is a function of the grade and the value of the diamonds. The grade is the product of the frequency of occurrence of the diamonds (stone density) and the mean stone size; the value of the stones is strongly related to their size distribution. During evaluation of the West Australian deposits, the diamond distribution was found to vary markedly in stone density and stone size. These variations corresponded with changes in the rock type hosting the mineralization. As a consequence, geological mapping of individual lamproites within the multiple vents and careful monitoring of the diamond distribution became an important part of the evaluation work. Similar variations in stone size and frequency were found to accord with separate alluvial terraces and fan gravels derived by erosion from the Argyle AM lamproite.

At the 1971 Annual Meeting we presented a paper on the results s obtained by wet magnetic separation on very fine, slightly magnetic material . Considerable interest was shown in a corollary subject, namely; on the type of magnetic con¬struction of the Magnetic Engineering Associates (MEA) high-intensity magnetic separator (HIMS). it is the purpose of this paper to describe the principles of this separator and to give answers to many of the questions directed at us both in session and privately since the March 1971 meeting of the AIME. It is well-known that passage of a direct electric current through a wire shaped in the form of a loop results in a magnetic field being created in the volume enclosed within the loop. The magnetic field is proportional to the amperes of electric current passing through the wire. If the wire is in the form of a solenoid consisting of 11 turns, the magnetic field is n times larger. Hence the expression ampere-turns commonly associated with magnetic separators. If a particle, free to rotate and of higher magnetic susceptibility than the medium, is placed in a magnetic field, it will orient itself within that field, and it will move within the field in such a way as to go into a more intense part of the field. The traction on the particle is proportional to its inherent magnetic property which depends on its magnetic susceptibility and its volume, to the mag¬nitude of the field at the spot where the particle is situated, and to the magnitude of the field gradient at that spot. Of the three factors that control traction on a particle in a magnetic field, the magnet designer can effectively control two, the magnetic field and the field gradient. In a wet magnetic separator such as the HIMS magnetic separator, there is another force exerting traction on the particle, and that is the force of the fluid (liquid) on the particle. It is, therefore, essential to examine the relationship of the fluid to the magnetic field. First, assume the water in which magnetic and non-magnetic particles are suspended to be stagnant. In the absence of magnetic field, the only forces acting on the particles are those due to gravitation on the particles and on the fluid displaced. This is the subject, so important in gravity concentration, discussed in elementary texts of mineral engineering'.

Introduction Uranium mining has been actively carried on in Canada for over twenty-five years mainly in Ontario at Elliot Lake in Bancroft, and in Northern Saskatchewan at the operations of Eldorado Nuclear Ltd. During this period, approximately one hundred million tons of mill tailings have been created and lie mainly on the surface close to the mining and milling installations. If all of the present reserves of uranium ores in Canada are mined, a further eight hundred million tons of mine tailings could be created in Ontario, Saskatchewan, the Northwest Territories, Labrador and British Columbia. The present control of effluents from existing tailings is managed by the operating mines under the regulations of both federal and provincial control agencies. It is the long-term effect of these tailings on the environment that has not been clearly defined or measured. Several years ago, the Canada Centre for Mineral and Energy Technology of the Department of Energy, Mines and Resources, embarked upon a program of research directed at the long-term effects of uranium mine tailings. Much of the research to date has been on tailings in the Elliot Lake, Ontario area where some tailings piles have existed for over twenty years. The program consists of two projects, one to address the problem of existing tailings and the other to examine alternatives in the management of current and future tailings. TAILINGS CHARACTERISTICS Uranium tailings are generally the result of sulphuric acid leaching in which the uranium and alkaline minerals such as carbonates and chlorites are leached out. If the ore contains sulphides, these minerals potentially present an additional hazard of acid generation over time and could increase the mobility of heavy metals and some radionuclides such as thorium-230. Except for the extracted uranium, most of the radionuclides from the ore remain in the tailings pile. Uranium ores in Canada span a wide variety of mineralization and associated gangue composition. Uranium minerals include pitchblende, uraninite, uranothorite, brannerite and the phosphate uranium minerals autunite and saleeite. Gangue minerals vary from acid consuming carbonates, and chlorites to acid producing sulphides and inert silicates. With such a wide variety in ore composition, the characteristics of the resultant tailings in Canada are in many cases site specific and the solutions to the long-term effects of these tailings may also be site specific.

I wish to submit this discussion item on an article published in the August issue of MINING ENGINEERING by Wala and Altman on the use of canonical diagrams for mine ventilation networks. The advent of computer graphics and plotting has enabled complex underground mine layouts to be displayed and plotted in a variety of three-dimensional formats that very closely represent the actual mine layout. This enables the ventilation engineer, who is familiar with the mine, to display the network pressures, quantities, resistances, and fan locations in a way that can be understood by everyone working at the mine. This is important if the ventilation engineer needs to discuss changes in ventilation with production personnel, or escapeway procedures with union personnel. While I can see some of the potential advantages in the canonical ventilation network diagram described by Dr. Wala, it appears to me that the fact that the diagram has no visual equivalence with the actual mine layout means that most mine personnel will find such a diagram almost incomprehensible. The authors have alluded to certain advantages with the canonical diagram. However, I find it difficult to see that these outweigh the fact that almost everything listed can be duplicated in isometric diagrams, and in a manner that is easily understandable to everyone in the mine from the miner to the mine manager. Perhaps the authors could show a clear example comparing an isometric with a canonical portrayal of a mine network showing the information that is immediately available from the canonical network that is not obvious in the isometric diagram. There is in this country a severe problem with the need for ventilation engineering and expertise to be used and accepted by mine management as a necessary part of mine planning. It seems to me that to introduce the requirement for further explanation so that management can understand a canonical network display will hinder more than help the recognition that ventilation engineering needs at so many mines in this country. However, I can see that the canonical approach does have its place in assisting the practicing mine ventilation engineer, wherever he or she exists in the organization chart for a typical mine. In this case, could the authors please indicate the availability of the computer program to compute and plot the canonical diagram for a mine ventilation network.

Most of those involved in the mining industry are aware of the negative feelings that the well-informed citizens of this country, also known as the American public, have for the industry. As noted in an issue of Mining World News, “The general public perceives mining as dirty, noisy, destructive and belonging somewhere else.” The same theme was raised at a conference in Scotland in July 1991. It was noted there that mining has an unattractive public image around the world “as dirty, dangerous work that pollutes and degrades the environment.” Why is this? Why does mining have such a bad rap? I’m afraid that some of the blame rests with the mining industry itself - both in the past and in the present. Hopefully, we can do something about this in the future. And hopefully, the information here will help the reader to spread the word to offset the negative messages being issued almost daily by industry foes. I hope this will become more than just the words of another miner talking to miners and their friends. In the past, belching smokestacks and polluted streams and waterways were common sights. Today, the negative results of mining operations can also be seen in the form of waste dumps, leaked acid mine waste water and dust blowing from tailings piles. Some will argue that mining did nothing illegal in the past, and that all the regulations in force at that time were carried out to the letter. That may be so. The fact remains, however, that mining did these things, and the evidence is very clear in many parts of the country. It is visible to the well-informed citizens, in spite of the fact that many mine sites have been cleaned up and new technologies, such as flash smelting, dump leaching, pressure leaching and bioleaching, have greatly overcome many of the pollution problems. What is not so visible is the importance of the mining industry in our daily lives. Not long ago, knowledge about our non-renewable mineral resources ranked low on the list of qualifications for being a well-informed citizen. Events during the past two decades have changed this scenario. Politicians, writers, newscasters, economists and administrators, as well as the ‘public,’ are expressing opinions and forming judgments on oil company profits, desecration of landscapes, waste disposal sites and pollution by the extractive industries.

HISTORIACAL INTRODUCTION Mineral processing has three principle branches, to quote Taggart, "Ore Dressing, which comprises the methods of separation of solids in inorganic crude by means which do not affect substantial chemical change; Extractive Metallurgy, which utilizes chemical reactions for separations of constituents from solids in inorganic crude; and, Fuel Technology, which employs both physical and chemical methods for separating and rearrangement of liquid gaseous and solid components in crude oil and natural gas, tar sands, shale oil, or coal." The scope of this handbook covers the first two classifications, that is, "ore dressing" and "extractive metallurgy," which have been combined in one term: "mineral processing." For a brief history of the development of mineral processing, one could well refer to the Introduction, Sec. I of the Handbook of Mineral Dressing by Taggart, Froth Flotation, Principles of Mineral Dressing by Gaudin, and the original Richard's Ore Dressing, volume No. 1, first published in 1903-1905. In these references and the references given in them a coverage of the history of "ore dressing" can be found and studied at the reader's leisure. For the history of extractive metallurgy as well as ore dressing, the bibliography in General References, taken from a History of Ex¬tractive Metallurgy by F. Habashi, will give a good background for those who are interested in more detail on the history of metallurgy in general. Mineral processing covers a very wide field as is illustrated by the topics discussed in Part II of this handbook and dates back to the early history of man which started with the production and use of native minerals such as gold, silver, copper, mercury, and meteoric iron which were washed or picked from deposits on the surface of the earth and worked because of their malleability. Later, melting was discovered and then it was possible to cast objects of these metals, excluding mercury. The discovery of a method for reducing the metal¬lic oxide probably was developed from melting fragments of oxides or roasted sulfides with charcoal, so that the native metal could be produced in simple blast furnaces such as are used today in rural parts of Spain, China, and elsewhere. Eventually, it was learned that iron could be readily worked when hot, which resulted in its replacing bronze for tools, weapons, and cutlery. SCOTT COULTER: Thanks, Eric. Thank you all for coming. Our first speaker today is Claude Bazin. Claude received a degree in metallurgical engineering in 1980 from Laval University in Quebec. He worked for a short time in a mineral processing plant and then returned to Laval to complete graduate studies in the field of process modeling and control. He obtained his master's degree in 1983 and his Ph.D. in 1990. In 1987 he joined Brunswick Mining, New Brunswick, as research metallurgist and subsequently process control engineer. In 1990 he joined Helzfield Mines, New Brunswick, as senior metallurgist. In 1991 he accepted a position of professor at the department of mining and metallurgy at Laval University, a position he is still holding. He's a member of the CIM, TMS, and the Society for Mining, Metallurgy, and Exploration. Claude's topic today is "On-Line Material Balance for Flotation Plants." INTRODUCTION CLAUDE BAZIN: During the last two decades, the on-stream analyzer (OSA) has gained the stat& of key instrument for the control of flotation plants. The OSA is currently used in almost every sulphide flotation plant (Leroux and Franklin 1994), and its application to oxide mineral flotation plants is increasing. The OSA assays are sent to the flotation operators via an operator console or to control loops of various degrees of complexity (McKee 1991) implemented in a distributed control system (DCS). Operators and/or controllers take control actions based on these assays to ensure an adequate operation of the plant. Although this application pays off very rapidly for the purchase of the OSA, one could ask, "Could we get more from the OSA?" Some plants reported the use of OSA measurements for process optimization (McKee 1991). The optimization strategy is based upon economic indices calculated from metal recovery using the 2-product formula (Wills 1992, p. 124). The 2-product formula is sensitive to measurement errors in the assays and can lead to considerable scatter in the calculated indices (Hodouin et al. 1993). Least squares algorithms provide a robust alternative to filter out measurement errors (Spring 1992). This paper presents some applications of a recursive least squares algorithm that provides real-time estimates of the mass flow rates within a flotation plant using OSA and mass flow rate measurements.

The mineral processing engineer must have some knowledge of mineral identification, and the greater his knowledge in this field, the greater will be his potential to do his own specialty well. Most metal-bearing ores and industrial minerals require processing of some kind to produce a salable product or a material suitable for further processing. The types of treatment are many, but each one is aimed at separating a mineral or family of minerals from others. Obviously, then, it is basic to all mineral processing to identify the minerals present in the raw material and in intermediate and final products resulting from processing. Very often the mineral processing engineer will enter planning while exploration of a mineral prospect is going on. He will examine hand specimens, drill cores and cuttings, bulk samples, and materials in place. He must identify the valuable minerals, their occurrence and associations with other minerals, and the identity of diluents or host rock. An exact and detailed knowledge of the raw material will usually suggest the treatment processes that should be investigated in the development of the most suitable scheme for that particular raw material in that particular location. Physical properties of a mineral often lead directly to a process for separating that mineral from others. Some well-known examples of these are: magnetic separations for such minerals as magnetite, rutile, ilmenite; gravity separations for gold, silver, galena. cassiterite; flotation separation for most sulfides; distillation of mercury from cinnabar; and selective dissolution in specific solvents such as halite or sylvite in water, gold and silver in cyanide solutions, copper oxides, carbonates, sulfates and silicates in dilute sulfuric acid. These processes and many others are described in detail elsewhere in the Hand¬book and so it is not appropriate to give details here, except to emphasize that processing is aided greatly by complete mineral identi¬fication. Developing a treatment scheme for a new mineral discovery is an exciting assignment fag the mineral processing engineer, but much more of the usual work relates to quality control in existing plants. Here too, mineral identification is important. Some processing is aimed toward producing an end product which will meet exacting specifica¬tions regarding purity or allowable diluents. INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.
