Longwall mining is certainly not new in the United States, having first been used in the late 1800's in Illinois, but the surging acceptance of the method is relatively new. The number of longwall installations in this country are nearly doubling annually as this method continues to prove itself as a coal producer's delight terms of operating cost, performance and safety. Since 1951, several longwall installations have been tried in Barnes and Tucker Company operations. Although all efforts actually proved that the system itself could be used in prevailing conditions, it was not until 1967 that a unit was put in use that proved competitive with regular mining equipment, both conventional and Continuous.

As the mining industry is enjoying a much needed and long awaited increase in demand for natural resources, consolidations in both the mining and mining service industries and a generational departure of experienced industry professionals is challenging today’s mining companies, not only in maintaining their existing operations, but also in securing qualified resources for developing new projects. These challenges are compounded for junior mining companies, oftentimes lacking in operating properties to draw from for experienced professionals and having to compete with the majors’ “mega-projects” for experienced project personnel from the reduced ranks of engineering companies. This paper discusses some strategies developed by Anatolia Minerals Development Limited in developing its Çöpler Gold Project in central Turkey.

The last twenty years of development in Process Mineralogy are reviewed. Since the milestone review by Henley in 1983, which projected the concept and suggested closer working relations between mineral processing and mineral science, the second generation (1983-2003) has made significant progress. Examples are to be found in improved sampling and high-confidence flotation testing, and in automated quantitative mineral measurement. The recent addition of end-member studies has provided a clearer view of the overall ore mixture milled from its constituent geological components. In all, better predictive abilities have resulted from these improvements to Process Mineralogy. These improvements have led to more significant business impacts in mineral resource characterization, and in optimization of existing concentrator operations.

The general manner in which the liberation function must change during size reduction is described. Data from float-sink (washability) analysis of a coal is used as an illustration, and a Locking Index is defined and calculated. Ash is not distributed equally with respect to sieve size but is concentrated more in the finest sizes. On the other hand, the ash is less locked with coal in the finer sizes than in the larger sizes. Further crushing showed decreased locking in intermediate sizes, but the material in the fine sizes (produced from breakage of highly locked larger sizes) was more locked than material of the same size in the feed. Future work is also discussed.

The origin of the titanium pigment and metal? industries began with the discovery of the element titanium in 1791 by an Anglican clergyman named William Gregor. The titanium was discovered in magnetic black sands found in the beaches near Cornwall. England. The name titanium was established by the German chemist who discovered the mineral rutile in Hungary. Rutile is the oxide of the element titanium, which he called titan alluding to the mythological titans, giants of ancient Greece. The commercialization of titanium minerals began probably in 1916 with the production of titanium tetrachloride which was to be used in tracer bullets, flares and smoke screens during World War 1. In the 1920's composite pigments based on TiO2 barium sulfate and calcium sulfate were produced, followed by the introduction of the sulfate process anatase TiO2 crystal in the 1930s. The U.S. Bureau of Mines in 1938 began investigating titanium metal technology and promoted the development of the Kroll process. which is the magnesium metal reduction of titanium tetrachloride to produce titanium metal sponge.

The application of briquetting in various chemical, mineral, mining and metallurgical processes has been rapidly increasing in the past two decades. This is, in part, due to the development of new, more economical and higher performance briquetting equipment. Some of these developments, which have reduced the operating and maintenance costs,, include anti-friction bearings, hydraulically applied pressure enclosed and sealed gearing and bearings, tapered predensification feed screws, water cooling and materials of construction capable of operating at temperatures up to 18000F, and control systems capable of maintaining optimum briquette quality control. The briquets can be formed into almost any desired size and shape, To date, with present rotary briquetting presses in the 25 to 500 ton force range, briquets from 1/4" to 6" length are presently being used, some of which are illustrated in Figure No. 1. In force fed rotary briquet machines, these shapes are produced by feeding the material in between a pair of counter rotating rolls, as illustrated in Figure No. 2. The rolls have forming dies indented into their circumferential surface, as illustrated in Figure No. 3.

In 1969 Holosonics designed and developed a portable system for conducting acoustical surveys in metal mines, with lead-silver veins as the principal targets. Recently this system has been proven useful in describing rock structures for advance geologic information in civil engineering application and underground construction applications. This paper discusses a case history of acoustical surveying from a series of pilot drill holes in an advancing tunnel. In acoustical surveying a pulsed acoustic signal is used to generate reflected signals from the rock formation. Arrival time, amplitude and phase of the returned signals can be determined. These data became the basis for a signal correlation program designed to relate the signals to their respected pseudo-planar reflecting interfaces. An application of acoustical surveying has recently been conducted in a portion of the excavation for the Washington Metro Area Transit Subway. The data results and conclusions of the program are discussed in the paper. Acoustical surveying was successful in predicting the occurrence of major jointing and foliation plane shearing ahead of the tunnel advancement.

The first cement plant of TITAN Cement Co was founded in Elefsis in 1902. It was the first cement industrial facility to operate in the Balkans and in the Eastern Mediterranean region. Currently have four cement plants in Greece producing 5.4 million tons per annum, and 25 ready-mixed concrete sites producing 1.4 million m3 annually. It has a total of 20 quarries, 14 of which are producing materials used in the making of cement while the remaining six produce aggregates used in the production of ready-mixed concrete. All plants in Greece are accredited for ISO 14001. The restoration of quarries began in 1976 at the company?s limestone quarry of the Patras plant, and was soon extended to all quarries. At that time, a department responsible for all environmental issues was established. To date, over 700.000 shrubs and trees have been planted and maintained at quarries, plants and ready-mixed concrete facilities, while over 100,000 trees have been donated to municipalities, communities, customers and to the Greek state.

The coal mining industry has experienced a general trend toward longwall operations. An increasing percentage of underground coal is being mined by longwalls. And productivity in longwalls is likewise increasing. Operators of longwalls, however, have not yet reached a state of mining euphoria. Competitiveness within the industry and from alternate fuel sources is forcing continued pursuit of higher productivities and lower costs. [Figures 1, 2 and 3] present trends in the industry. Longwall mines, as defined here, are those reportedly having longwall installations in each of the respective years. Production from both the continuous miner and longwall units is included in the longwall mines. Nonlongwall mines are all other underground mines. Productivity calculations are based on total employee-hours associated with the operation. Annual percent increases in productivity appear to have peaked in the 1985-1987 time frame. This was due, in part, to implementation of technological advancements and improvements in management-labor relations. The results shown in [Fig. 3] aroused the author's curiosity. The first question was "Have technological advancements to increase productivity peaked?" It does not appear so.

Loading shovels are at the heart of most surface mine production. As truck sizes have increased, shovel manufacturers have matched them with larger shovels (see table, page 343). Further increases in shovel size may be in order if trucks in the 270-t (300-st) range find acceptance at the largest surface mines. However, larger shovels are not currently the primary focus of shovel design engineers. Competition and user pressure are combining to keep their work directed toward improved shovel productivity and efficiency. Computer design technology and advanced electronics play an increasingly prominent role in this work. "Improved diagnostic capability, system monitoring, vibration analysis and above all increased user friendliness in machine control systems are being pursued by most manufacturers working in our industry today," observes Stuart R. Cotterill, director of marketing for Harnischfeger Corp. The use of computer-aided design (CAD) systems in shovel design has been in place for many years. However, recent advances in computer capability and improved software programs and graphics are making computers even more useful.

In recent years, metal-producing companies have increased their investment in automation and technological innovation, embracing new opportunities to enable transformational change. Transformation to a digital plant can fundamentally revolutionize how industrial complexes operate. The abundant and growing quantity of real-time data and events collected in the grinding and flotation circuits in a mineral processing plant can be used to solve operational issues and optimize plant performance. A grade recovery model is used to identify the best operating conditions in real time. A strategy for increasing the value of instrumentation in current plants is reviewed. An optimal Gaudin size distribution model provides augmented information from traditional sensors to find the optimal grind cut size to reduce metal losses in the flotation circuits. Sensors in flotation circuits enable an estimate of the recovery and determination of the optimal froth depth and aeration using an air hold up flotation model. A strategy of classifying data for online generation of insights to using operational intelligence tools is described. The implementation of a recovery/grind strategy with industrial examples in nonferrous mineral processing is presented.

"In this study, multiple methods that include geological surveying, laboratory studies, and numerical modeling have been used to study the deformation characteristics of a “deep inclined rock roadway with weak planes” (DIRRWP). Failure of the DIRRWP was found to be triggered initially by the shearing of the rock near the weak plane. The movement of the failed rock resulted in reduced confinement of the deeper rocks, and causing the failure of the supporting units and the severe deformation of the surrounding rocks. Hence, it is concluded that DIRRWP stability is affected predominantly by rocks near the weak plane. Corresponding control strategies for DIRRWP deformation were proposed: (1) greater support intensity is necessary to maintain the stability of the whole DIRRWP; (2) additional support is needed for rocks near the weak plane to reduce the potential of failure; (3) to increase the bearing capacity of the floor strata, as the floor needs to be supported; and (4) a supplementary support technique should be considered for cases of large deformation. The case study presented here indicates that the proposed control strategies can significantly reduce the potential of failure in rocks near the weak plane, thus preventing severe deformation of the DIRRWP.INTRODUCTIONAs shallow seams are mined out, the cover depths in most Chinese coalmines have become increasingly greater. Deep cover in a coalmine is considered to occur when the cover depth exceeds 800 m (Sun, Chen, and Miao, 2018). The loading and failure behavior of rocks in a deep cover setting are quite different from those in a shallow cover setting owing to the increase in in-situ stress, temperature, and hyperosmosis (Lobanova, 2008; Zhang et al., 2013). For instance, experience shows that bulking and dilating deformation in deep roadways is much greater than that which occurs in shallow roadways (Hou and Yang, 2018; Zhang et al., 2016). In addition, anisotropic behavior and thickness deviation of coal measure rocks, combined with the appearance of weak planes (e.g., faults, joints, and coal cleats) in coal and/or rocks, can significantly affect the stability of an underground roadway (Ghazvinian et al., 2013; Sun, Chen, and Miao, 2018). The presence of weak planes can significantly complicate displacement and stress transmission in nearby rocks. Additionally, tensile, compressive, and/or shearing failure in rocks near weak planes can be easily caused by high in-situ stresses in deep roadways; such failures may lead to further severe deformation of the surrounding rocks, resulting in roof falls and rib spalling (Kamata and Mashimo 2001; Wu, Ohnishi, and Nishiyama, 2004). A typical failure of the so-called “deep inclined rock roadway with weak planes” (DIRRWP) is shown in Figure 1. Severe deformation can be found near the weak plane. In this study, a plane or thin layer of rock/coal parting that can significantly reduce the strength of the surrounding rocks—and thus affect roadway stability—is defined as the weak plane."

"Modeling and Simulation of SAG Mill has been widely used in design and optimization of mill performance in terms of its power draw, processing capacity and product size distribution. However, these models are solved under steady approximation and do not provide any information on mill charge distribution in real time. This paper attempts to characterize mill contents by solving Whiten’s first order contents based model in Matlab/Simulink environment. The parameters in the model such as breakage rate (S), discharge rate (D) and appearance function (A) were estimated utilizing process and design data collected from a gold mine operating in Alaska coupled with nonlinear parameter estimation scheme. This model is then utilized to predict dynamic response of other key operational variables such as mill power, bearing pressure, charge level and product size distribution. The transient response of mill behavior with respect to changes in feed size distribution, tonnage and mill feed water is also presented. This dynamic simulation approach can be used for practicing different control strategy and training purposes. The observed response of mentioned variables was validated utilizing dynamic response data from the plant to encompass operational characteristics of SAG Mill behavior. INTRODUCTION Grinding in mineral industry is one the most important steps in the process of size reduction and plays a crucial role in determining the overall economics of the milling plant. Much of the efforts focused on improving the process efficiency using modeling and simulation have been practiced by researcher and engineers. However, up till now these models were simulated under steady state approximation because of their complex nature and difficulty in programming them in a dynamic framework. Steady state simulations have been successfully utilized in circuit designing, capacity planning and pre-flowsheet optimization. The maturity in steady state models is because of its applicability and regular use in steady state simulation packages such as JKSimMet, Limn, ModSim, etc. With the advent of equipment such as SAG and AG mill has been a recent shift in the simulating these models using dynamic approach. Because of the economic benefits of these devices and ability to act both as a primary grinding device and as secondary or tertiary crushing device they have gained a large popularity and are now universal to any milling plant. However, these device poses a real challenge to engineers and researchers in terms of operation and control. The major reason attributed to problems faced is because the ore constitutes the major portion of the charge in these devices when compared to ball and rod mill. This rock charge is subjected to disturbance such as changes in feed size distribution and ore hardness which results in unstable operation and frequent mill stoppages. One way to prevent this is to measure and control these external variables, however, lack of available instrumentation and unavailability of sensors to measure these variables has foiled the understanding of complete process occurring inside the mill thereby, inhibiting development of proper control system."

Shale gas wells drilled in longwall chain pillars are influenced by longwall mining. Longwall mining on each side of the chain pillars can create overburden movements and induce deformations in gas well casings. If the deformations result in a casing breach, intrusive shale gas could leak into the longwall mine with serious safety consequences. This study concerns five shale gas wells in the chain pillars between two adjacent longwall panels in the Pittsburgh coal seam under a cover depth of 670 ft and a mining height of 7 ft. The gas wells were constructed with typical casing design, but a casing cementing alternative with uncemented production casings was practiced. Four production casings were uncemented, and one production casing was unintentionally cemented with good quality cement to a 535-ft depth and low-quality cement stringers from a 444- to 535-ft depth. The longwall faces passed by the shale gas wells as each adjacent longwall panel retreated. Production casings were surveyed by a multi-finger caliper after each panel was mined. No deformation was detected in the four uncemented production casings, but small deformations were detected in the partially cemented production casing. The maximum measured deformation in the cemented production casing was 0.05 in. after first panel mining and 0.06 in. after second panel mining. The casing deformations were also predicted by the FLAC3D model set up on site-specific overburden geology. The predicted deformations were in good agreement with the measurements in terms of deformation locations and magnitudes. All five shale gas wells resumed normal production after being temporarily plugged during the period of mine-by. This study provides a successful demonstration of the effectiveness of a casing cementing alternative for decoupling production and intermediate casing, and thus minimizing the influence of longwall mining in the shale gas wells drilled through longwall chain pillars.

Copper and gold were discovered in the Copper Canyon area of the Battle Mountain district of Lander County, Nevada, in August of 1866. By 1876 a gravity plant was con¬centrating oxidized Copper Canyon copper-gold ores. The history of mining in the district to 1967 has been summarized by John E. Frost (in press) as a case history of the discovery of the Battle Mountain porphyry copper deposits. His summary is not repeated here; rather, the present case history covers exploration since 1967, primarily for gold ores. Subsequent to the construction by Duval of facilities to mine the porphyry copper deposits in 1967, Duval established a geologic staff at the mine to continue district exploration. The staff was guided by David W. Blake, who acted as chief geologist for Duval's exploration in this part of Nevada. Blake's activities led to the publication of numerous technical articles, including his contribution to the US Geological Survey Professional Paper 798-B. A part of that volume is attached as a reprint (pages 23 through 66) as an explanation of the geological setting of mineralization in the district. The work by Blake and his staff recognized metal zonation in the skarn environment at Copper Canyon, and their studies were incorporated in the development of the Tomboy-Minnie gold deposits that are peripheral to the porphyry. Exploration continued beyond the immediate vicinity of the porphyry and the Fortitude ore zones were discovered. These skarn deposits are described in the attached article by Wotruba, Benson, and Schmidt, published in the July 1986, MINING ENGINEERING. The continued exploration successes at Battle Mountain reflect on the well organized and effective exploration team developed at the mine. The team has provided successive discoveries in a district known mostly for ore bodies that are exhausted in a few years' time.

The nonferrous industry has for many years maintained monitoring stations in agricultural areas in the vicinity of smelters to collect data concerning impact of smelter emission on agricultural crop production (Thomas and Cross, 1928). However, in 1967, the United States Congress passed the Clean Air Act which was amended in 1970 (Marchant, et al., 1977). The interpretation of this act by the Environmental Protection Agency (EPA) made it necessary for the industry to install extensive real-time ambient sulfur dioxide (SO,) monitoring systems. This was only the tip of the iceberg. Since that time as a result of additional laws and agency directives, it is now necessary to monitor concentrations of a number of substances -in both air and water. And unless there is a major change in government thinking, this trend will continue during the decade of the eighties. It is difficult to estimate the full impact of these laws. Nevertheless, the impact is large and affects every person in the United States today (Anon., 1972; Rockefeller, 1971; Nelson, Yeager, and Guptill, 1973; and Anon., 1975). It prohibits the burning of trash and paper in most areas of the country. It increases the cost of transportation and the price of motor vehicles. It increases the, cost of nearly everything that is manufactured. In industries which compete in the international market, it reduces their competitive position. In some industries the environmental impact is felt on costs of goods sold in the vicinity of 25% of the total production costs. The major portion of these costs is not due to the monitoring systems but instead is due to the increased cost of production facilities, equipment, and raw materials in industries that are required to comply with environmental regulations.

Maintaining intake escapeways clear of contaminants from mine fires has been an issue for many years. Removing fire sources from these entries reduces the risk of contamination greatly. In recent years, concerns have been raised related to contamination of the intake escapeways by leakage when fires occur in adjacent airways. This paper discusses measured leakage rates for multiple stoppings at various pressure drops across stopping lines in a number of actual coal mines. Also addressed are methods for reducing the contamination risks for the intake escapeways, considering the ventilation system employed. The Effects of Air Leakage The effects of air leakage through ventilation controls has been well documented. While normal leakage is expected through stoppings, overcasts and other structures, abnormally high leakage results in an inefficient ventilation system and can increase operational costs for a mine. In addition, excessive leakage results in less control over mine ventilation airsplits. This may compromise the isolation of mine escapeways, and allow adjacent entries to be rapidly contaminated by products of combustion in the event of a mine fire. A study was conducted at ten mines in which air pressure and quantity measurements were taken near the active sections. The method used to construct the ventilation controls to separate airways was also noted. Stopping Construction Table 1 shows the type of stopping construction commonly used in the 10 mines included in this study. Main entry stoppings were normally built with mortared joints (wet stacked) with sealant applied to the high pressure side of the stopping. In most cases the entire face of the stoppings were sealed. In one case only the joints between blocks were sealed but the perimeters were sealed in all cases. Some mines also sealed the low pressure side of the stopping. Solid blocks were normally used for main entry construction and hollow blocks were sometimes used for longwall panel development. [ ]

INTRODUCTION Social awareness of the detrimental impact of man-made wastes on our environment has grown considerably during the last two decades. Increased public and institutional concerns have resulted in the implementation of a wide variety of regulatory controls of disposal of wastes. These regulations have often reflected significant conservatism in expecting guaranteed elimination of pollution risks. This sort of expectation assumed a state of knowledge which was not readily available to the major producers of wastes. The mining industry, in particular, has been affected by such regulations in terms of excessive costs and loss of benefit. As a result, investigations are in progress (1) to generate newer methods for satisfactory stabilization of mine and mill wastes and (2) to apply the available technology to achieve the standards set by the regulatory agencies at reasonable costs. This paper presents a conceptual scheme for stabilization of mill wastes by suitable management of operations and accelerated consolidation of tailings slurries. The main discussion in this paper is aimed at the ability of the proposed scheme to address the major considerations in effective disposal. Comparison in both cost and effectiveness are also made between the proposed scheme and various other currently used disposal concepts. MAJOR CONSIDERATIONS IN EFFECTIVE DISPOSAL The primary objective of an effective tailings disposal scheme is to provide containment of the contaminants in such a manner that the undesirable impact of the wastes on the three basic elements of our environment--land, air, and water-would be minimal. Bearing the above objective in mind, one may justifiably list the major considerations in the choice of the disposal scheme in terms of its effects on land, air, and water (Bromwell, 1976) as follows: Effects on Land (1) whether the scheme makes optimal use of land.

Despite the severe drought conditions that reduced farm requirements for industrial mineral products, most industrial minerals markets in 1988 continued their growth or, at worst, remained flat. Earlier projections of output declines did not materialize in most segments. Preliminary estimates of demand in Europe and Asia show strong growth for most industrial minerals. Profitability in industrial minerals in North America was best in those minerals that had a significant export market or were not strongly regional. Growth and price trends in the more regional industrial minerals markets in the US such as sand and gravel, crushed stone, and cement, more closely followed the broadly disparate regional economic conditions. For example, sand and gravel and crushed stone grew strongly in the Pacific Coast and northeastern markets but not as much as in the Southeast. Total growth for sand and gravel in 1988 is projected at about 3% above 1987 levels. Combined production is up about 27 Mt (30 million st) to 2 Gt (2.2 billion st). Following the relentless trend of foreign acquisition of US cement companies (currently about two-thirds are owned by foreign interests), several aggregate operations have been purchased by foreign companies. Notable among these in 1988 was the acquisition of Rinker Materials Corp. by CSR of Australia. The acquisition of this Florida-based aggregate and concrete operation will expand the current holdings of CSR in the southeastern US, with operations consolidated under the Rinker logo. In addition, Pike Industries of New England and J.L. Shiely Co. of Minnesota were significant aggregate producers that were acquired by foreign firms. New England's only cement manufacturer, Dragon Products, was acquired by a subsidiary of Cementes del Norte of Spain. Dravo continued to expand its influence in the lime and limestone markets. It became the major supplier of construction aggregates on the inland river system with its purchase of Cyprus Minerals' limestone aggregate operations in Kentucky, Louisiana, and Texas. Although lime production continued to grow from 14 to 15 Mt (15.7 to 16.7 million st) in 1988, lime imports decreased for the fifth consecutive year to 145 kt (160,000 st). In the more export-oriented industrial minerals markets, performance was generally very good for 1988. Soda ash enjoyed an excellent year, with its price up to $102.50/t ($93 per st). This reflected the tight market situation for soda ash, particularly in late 1988. Soda ash production in 1988 was 8.6 Mt (9.5 million st), reflecting the industry's improved efficiency. Particularly significant was the increase in caustic soda prices that led to increased substitution by soda ash. The export market remained at 2.1 Mt (2.3 million st). Phosphate production recovered to the 42 Mt (46 million st) level, a 12% increase despite a soft export market. The price, however, remained soft throughout the year. W.R. Grace sold its interest in its Florida phosphate mine and its phosphoric acid complex as part of its divestiture of the agrichemicals business. The strengthening of the major producers has continued as lower cost capacity has been idled. Future permitting of phosphoric acid facilities and development of reserves will be necessary to maintain current production levels beyond the mid- to late 1990s. Despite new developments worldwide in the titanium minerals market, strong demand has continued to apply pressure to price, with concentrate and slag prices going up. The demand for high quality slag as feedstock for pigment production has resulted in process improvements in South Africa (Richard's Bay) and in plans by Canada to import high quality ilmenite by 1991 to produce a 90% TiO2 slag. Although growth in industrial silica sand applications was small in 1988, concentration in the industry continued. Unimin continued to acquire silica operations. Unimin is now the nation's leading producer of granular silica. The end users of silica have consolidated further. Owens-Illinois purchased Brockway Inc., a leading container glass producer. Three companies now control 75% of the container glass industry. ECC continued to be an aggressive purchaser of industrial minerals operations throughout the world. It acquired Cyprus Minerals' calcium carbonate business as well as two operations in Italy. In addition, ECC continued its aggressive acquisition of kaolin (Australia) and aggregate producers. 1988 was a good year for industrial minerals markets worldwide. More importantly, though, it was a year that showed continuing consolidations of reserve ownership in the industry around the world. Barite AN. Castelli, Baroid Drilling Fluids Inc. US mine production of barite decreased 9.4% during 1988. Consumption (sold or used by grinding plants) increased by 37.9%. Imports are estimated to have increased by 21.2%. World mine production decreased by 9.8%, according to the US Bureau of Mines. The value of domestically produced barite, fob mine, decreased 4.6%, according to the Bureau. The declared value cif US port of all imported ground barite during the first 10 months of 1988 increased from $37.16/t ($33.71 per st) in 1987 to $37.92/t ($34.40 per st), according to Bureau figures. Nevada continued to be the leading producer of barite with 72% of the total, followed by Georgia and Missouri. The Bureau of Mines estimates 69% of US mine production was used as a weighting agent in drilling fluids. The other 31% was used in barium chemicals, glass, or as a filler. I have been asked to give you the National Coal Association's (NCA) view of the future of the coal industry. However, before discussing the outlook for the future I would like to set the stage by taking a brief look at how the industry has changed over the last decade. In 1977 the coal industry was in the midst of a period of steady growth. Although most of the gains in the early and mid 1970's occurred in the west, the industry was still predominately eastern, with eastern production accounting for 76 percent of the 697 million total tons produced in 1977. The labor force was nearing a high - at over 220,000 workers, and the number of active mines was also at a decade high of over 6,000. Productivity on the other hand was at a low. The average miner produced 1.80 tons per hour, and labor relations were also at a low point. Projections for coal's future were very optimistic, mainly because of the unprecedented growth in coal use by the utility industry. In 1977 the 477 million tons of utility coal accounted for 68 percent of U.S. coal production, and the utility industry planned on 129,000 MW of new coal-fired capacity over the next decade. Consumption of metallurgical coal at coke plants was the second largest market at 78 million tons; the industrial and residential market consumed 70 million tons and exports were at 54 million tons. But in retrospect, a lot was happening in 1977 that signalled many changes in the coal industry: - Amendments to the Clean Air Act were passed, which required that utilities take an entirely different approach to meeting New Source Performance Standards at new plants, and required that standards be set for industrial boilers as well; - the Surface Mining and Reclamation Act became law; -electrical generation, despite the optimistic forecasts, was nearing the end of a period of close to five percent annual growth; -1977 ended and 1978 began with the longest coal strike in U.S. history. -crude oil imports in the U.S. reached an all time high as did both total consumption of petroleum products in the U.S. and oil consumption at utilities. The high level of oil imports set the stage for the oil price increases of 1979 and 1980 which resulted in an immediate increase in demand for coal, not only in the United States, but world wide. Labor strikes in Australia and Poland sent foreign buyers to the U.S. literally in droves, and quickly made the U.S. a force in the world steam coal market. The U.S. coal and transportation industries responded to this overwhelming potential demand for coal. In a very short time, the capability had been developed to mine and transport the 1.2 billion tons of coal that forecasters said would be needed by the mid 1980's. What was not anticipated was that the economic effects of sharply higher oil prices would dampen demand for energy, especially for electricity, as quickly as we have seen; that coal industries in other countries would respond as rapidly as the U.S. coal industry, and at a rate
