"Mining began, in the Colstrip area in the 1920's by the Northern Pacific Railroad. The coal was used for steam locomotives until 1957, when the advent of diesel power made them obsolete. In 1959, Montana Power Company purchased the Northern Pacific properties including the mining equipment, coal leases and the town of Colstrip. Western Energy Company, a wholly owned subsidiary of Montana Power Company was formed in 1966 to manage the mining operations in Colstrip. The Rosebud Mine officially re-opened in 1968 to supply coal for Montana Power Company's J. E. Corette Plant In Billings. Since 1970, Long Construction has operated the mine equipment for Western Energy Company". The Rosebud Mine is located in Southeast Montana and supplies coal to two 350 megawatt power plants located in Colstrip and one 180 megawatt plant located in Billings. Approximately 30 percent of Western's annual production is consumed by these plants. The remaining production is shipped to the mid-west and burned by utility companies and municipalities.

The Powder River Basin (PRB) refers to the coal deposits located in southeastern Montana and the northeastern Wyoming counties of Campbell, Converse, Hot Springs and Sheridian (Wyoming PRB). In 1993, there were 20 active surface mines with 3109 employees in the Wyoming PRB (Annual Report, The State Inspector Of Mines Of Wyoming, 1993). Early PRB production growth was primarily in response to the passage of the Clean Air Act of 1970. The disproportionate growth in Wyoming as compared to Montana can be attributed to the differing coal taxation policies of the two states. The state severance and production taxes were significantly lower in Wyoming. However, Montana passed legislation in 1987 reducing the severance tax rate, substantially narrowing the severance tax gap. Campbell and Converse counties in Wyoming have benefited the most from the production growth in the region. Cyprus Amax's Belle Ayr Mine, south of Gillette, in Campbell County, was the first modern commercial coal mine to be developed.

The stability of pillars in old mined-out districts is greatly dependent on the weathering action caused by moisture penetration into the pillar structure. Field observations in old mining districts indicated that this weathering action becomes critical in terms of the stability of the pillar if the coal seam contains parting or binder (layers of claystone or mudstone). The weathering action caused by moisture penetration over a long period of time degrades both parting and coal. However, it has been observed that the structural deterioration is more severe in parting. Moisture-penetration rates in parting and coal are different. The extent of the weathered zone in various layers of the pillar is primarily time dependent. This paper investigates, both in the laboratory and in the field, the effects of weathering action on coal and parting. In the laboratory, slake durability indices and uniaxial compressive strength tests for dry and saturated specimens are compared for coal. In the field, the in situ strength profiles for coal and parting layers are obtained, and the effect of time (in terms of the pillar age) on the strength profiles is studied An attempt was also made to establish formulae for time-dependent strengths of coal and parting.

The Japanese iron and steel industry has been developed remarkably, supported by the increase of steel demand. In particular, progress in various technical aspects of the ironmaking process, including burden materials, equipment, and operation has greatly contributed to the increase in productivity and the reduction of the fuel rate in blast furnaces. With the recent rise in the price of petroleum, the conversion of the energy source from oil to coke has resulted in a temporary increase in the fuel rate of blast furnaces.

The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal's dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. Duval's (now Battle Mountain Gold Co.) copper and gold deposits in the Battle Mountain District in Nevada are in two subdistricts - Copper Basin and Copper Canyon - about 18 km (11miles) apart. Location of the two subdistricts is shown in Fig. 1. The two centers of mineralization have distinctive geologic and ore characteristics that required different innovative approaches to exploration and development. Nearly all of the copper from Copper Basin has been recovered by heap leaching. Because of relatively high gold and silver values in the Copper Canyon ores, a significant part of the sulfide copper ores has been recovered by a conventional flotation mill at Copper Canyon. Recently, this mill has been converted to the recovery of gold that is mined from zones peripheral to the copper deposits. Prior to Duval's entry, small amounts of copper, gold, silver, lead, zinc, and antimony had been mined in the district over a nearly 100 year period, beginning in 1866. The bulk of the $13 million total production to 1962 was derived from copper and gold lode ores and gold placers. Duval's interest in Battle Mountain-arose directly from a submittal by Asarco, which controlled key claims in both the Copper Basin and Copper Canyon subdistricts. Asarco acquired its holdings in the district in 1959 and undertook limited exploration until mid-1961. At that time, the company decided to dispose of its interests. Duval was invited to evaluate Asarco's properties and accepted. On Dec. 6 and 7, 1961, J.E. Frost, R.C. James, R.W. Sayers, and H.A. Schmitt, representing Duval, and K. Richard and E.W. New- man, representing Asarco, visited Copper Basin and Copper Canyon. Frost concluded that the properties were of considerable interest and prepared, by Jan. 12, 1962, a voluminous report recommending that Duval acquire and explore Asarco's properties. Furthermore, he recommended a large initial exploration program that included not only geologic mapping, geochemistry, and geophysics, but also the extensive drilling that was to involve, as the first phase of exploration, 49 drill holes in Copper Basin and 21 drill holes in Copper Canyon. Following property agreements between Duval and Asarco, and Duval and several other claim owners, geologic mapping, geochemical surveys, and drilling began in August 1962. Exploration drilling was completed in July 1964 and engineering studies in April 1965. Development of the Battle Mountain properties was authorized in July 1965, and production commenced in the first quarter of 1967. Because of the unusually high oxide copper content of the ore bodies, particularly in Copper Basin, a much larger than typical proportion of the copper in the deposits has been recovered by heap leaching. The generalized geology and ore zones of the Copper Basin are as shown in Fig. 2 and of Copper Canyon in Fig. 3.

Several factors contributed to continued declines in mineral-exploration activity in the US in 1985. Low metal prices and, what appears to be worldwide chronic excess capacity in copper, molybdenum, lead, and uranium, have resulted in mineral-exploration expenditures remaining anemic. Economic recovery could result in a healthier mining industry and more cash flow to fund exploration. This is because general economic activity and US mining industry activity have historically been closely linked. However, as the worldwide economic recovery has expanded, the mining sector has continued its downward slide. New cuts in industry exploration budgets in 1985 shocked those who thought the exploration situation could not become worse. Some personnel and equipment had been redirected from base metals exploration to precious metals in the past few years. Last year, continued reductions in exploration sent many professionals out of the mining industry. Recent staff reductions or consolidations of operations were made by Noranda, Chevron, Molycorp, and other exploration companies. The latest data from the Society of Economic Geologists (SEG) summary of exploration statistics show that professional staff at year end in major US exploration companies (domestic and foreign operations) fell from 2355 in 1981 to 1868 in 1983 and 1277 in 1984. By the end of 1985, two economic trends were established that could improve the future profitability of mining and hence exploration. First, the price of crude oil began a decline. If sharply reduced energy prices increase worldwide economic expansion, the substantial excess capacity in some of the base metals industries could disappear, and prices could improve. Furthermore, if energy price declines reduce mining and processing costs significantly, metals may recapture some lost markets. The decline in oil revenues has already encouraged some oil-producing countries, such as Venezuela, to look toward development of mineral resources to earn foreign exchange for debt repayment. Second, the decline of the dollar by 21% during 1985 could also help US producers meet foreign competition. During 1985, industry restructuring continued as many oil companies sold off mining subsidiaries and minerals properties. Gold, silver in new discoveries Precious metals continued to dominate the announcement of new discoveries and exploration projects in 1985. A review of domestic exploration and development activities reported in several industry journals shows that 60% to 80% of these projects were directed primarily at precious metals, particularly gold. Base metals exploration activities frequently involved polymetallic deposits with gold or silver values. Because much of this exploration was done on identified targets (on-property exploration), the decrease in wildcat or grassroots (off-property) exploration may be more substantial than indicated by reductions in total exploration activity. Significant gold discoveries in 1985 included several in Nevada, among them the Genesis property of Newmont (near the Carlin mine), Goldfields' discovery of the Chimney deposit in Humboldt Co., and Freeport's discovery of two mineralized sites near Jerritt Canyon. Gold exploration continued to be focused in the western US and Alaska, but gold production starts at the Haile mine in South Carolina, and the Ropes mine in Michigan as well as Amselco's feasibility studies on deposits near Ridgeway, SC, are evidence that gold exploration is not limited to the West. The dominance of gold projects in exploration is not limited to the US, as demonstrated by gold dis¬coveries and exploration projects in Australia, Brazil, Canada, the Caribbean region, China, Guinea, Ivory Coast, South Africa, the South Pacific islands, and Thailand. From the standpoint of US metal miners, it is perplexing that worldwide exploration and development is also taking place in copper, zinc, tungsten, and other metals with depressed prices. During 1985, the US Geological Survey's efforts to map the sea floor of the Exclusive Economic Zone shifted from the Pacific Coast to the deep water areas of the Gulf of Mexico and to areas off the coast of Puerto Rico and the Virgin Islands. An atlas containing sea-floor maps of the west coast area was published as US Geological Survey Miscellaneous Investigations Series Map 1-1792. Results of the 1985 surveys are expected to be published by January 1987. Exploration trends - Statistical evidence Data from the SEG showed continued decline in the US mining industry's exploration expenditures through 1984. The share of US companies' domestic exploration expenditures directed toward base and precious metals has increased from 51% to 84% from 1980 to 1983 and to 86% in 1984. US mining companies spent about $0.67 of each exploration dollar in 1984 in the US. However, this represents an increase from earlier years. The 1983 data also show that firms spending more than $5 million on exploration accounted for 77% of exploration expenditures. Current world requirements are met from both granitic pegmatites and non-pegmatitic sources and although the emphasis in this short paper is on the pegmatitic minerals, and, in particular, on their "direct usage" applications, a short summary of other sources and requirements for chemical production is included for the sake of completeness.

Minerals Engineering Company (MECO) is a relatively small, promotionally oriented mineral exploration company founded in Colorado in 1948 during the height of the uranium boom. The company has been: 1. in uranium exploration and production 2. a drilling company 3. a manufacturer of Geiger counters 4. a major tungsten producer 5. then dormat for several years and 6. now we are back into exploration on a broad scale. We have been in underground lead and zinc production in the 1970's but we are now involved primarily in "wheeling and dealing" in mineral exploration. The company has had diverse interests in the past and we are presently diversifying to some extent into oil and gas ventures.

The weathering action degrades both the partings and coal in terms of their load bearing capacity as the mine moisture penetrates into them. This paper investigates the effect of weathering action on coal and partings in the laboratory. In the field, the strength profile in the coal and the partings and the effect of time (in terms of the pillar age) on them have been studied by using borehole penetrometer. In this paper, an attempt has also been made to establish formulae for time dependent strength of coal and partings.

The Saskatchewan industry has the advantages of an ore body of a size and consistency unmatched anywhere else in the world, and large, efficient mines with production costs that compare favourably with those in other countries. On the minus side, Saskatchewan is remote from most major markets, and producers face a distribution challenge to reach the offshore markets which is the main focus of this presentation. One of the characteristics of the world potash business is that all of the major sources of production are located in the developed areas of the world, while there is no significant production in any of the highly populated developing countries. The major potash producers are located in Canada and the United States, in West Germany, France, Spain and the U.K., in Russia and East Germany, and in Israel and Jordan. There is currently no significant production in any of the countries in Asia (with the exception of Jordan where a plant is currently in the start-up phase), Africa, Latin America or Oceania, and all of these areas must, therefore, import a11 of their potash requirements from the producing countries.

I appreciate the opportunity to tell you something about Kerr-McGee's Galatia Mine in Southern Illinois. This new underground mine was a departure for us since our previous experience had been gained in large surface mines in Wyoming. Although we were new, we did have the corporate experience in the operation of deep uranium and potash mines in New Mexico and Wyoming, and an earlier underground coal mine in Southeast Oklahoma. In arriving at our final design, we evaluated numerous concepts and finally settled on a two seam mine sharing a single shaft and slope. The mine, in turn, would be supported by a heavy media processing plant designed to optimize the yield from either seam. Further, we wished to be able to keep the two seams separate so that we could sell either seam separately or in a blend. Due to the thickness of the coal, the practical area dedicated to the mine provided forty to fifty years operations at the selected mine capacities. It was important, therefore, that our design and selection of hardware and systems provide for long life and low maintenance in order to compete in today's competitive markets.

Estimated world production of natural and synthetic industrial diamond was about 630 million carats in 2004. Natural industrial diamond deposits have been found in more than 35 countries, and synthetic industrial diamond is produced in at least 10 countries. About 80 percent of the global output was produced in Ireland, Japan, Russia, South Africa and the United States. Russia and the United States are the world’s leading producers of synthetic industrial diamond. In 2004, the two U.S. synthetic producers, one in Pennsylvania and the other in Ohio, had an estimated output of 250million carats. Also in 2004, nine U.S. firms manufactured polycrystalline diamond (PCD) from synthetic diamond grit and powder.

Radiation protection in uranium mines and nuclear reactors is compared, with the objective of determining if any radiation protection practices which have worked well in one area can be adapted to the other area, especially from reactors to mines since radiation protection is more highly developed in reactors. Several areas are identified where improvements can be made in radiation protection in mines, the most important being improvement in ventilation at the workplace, greater attention to special monitoring during upset conditions, and a need for a substantial increase in radiation protection staff. It is concluded that, although considerable room exists for improvement, the general approach to radiation protection presently being followed seems appropriate for the circumstances encountered in mining.

The growth of networks of shear fractures is explored in a series of experiments with samples of wet clay. The samples are subjected to plane strain deformation in a rigid apparatus. The individual fractures observed on the upper surface of the clay samples grow longer by three mechanisms: in-plane propagation, off-plane propagation and coalescence. New, active fractures cut and displace older, less active ones. The lengths of individual fractures display lognormal distribution in most cases and power distribution in fewer. The calculated length parameters in the experiments, as well as in three field cases discussed here, suggest that the fundamental parameters in fracture analysis are the normalized cumulative length and the length of the shortest fracture measured.

The four papers in this session illustrate two different directions in which computer graphics seem to be developing. The first of these is in the handling and storage of geological information. The increasing use of micro-computers with limited storage facilities has seen a concomitant increase in the need to store geological data in as efficient a form as possible. It has also seen a recognition of the particular types of data which are used in a geological or mining analysis. Unlike many other fields, observations of drill cores, geological interpretations, structure and many other variables require storage in a readily accessible form. The authors of two papers in this session deal directly with Geological Information Systems. They discuss the setup, the specification of such systems, and the practical uses of the systems once in operation.

The boron review arrived too late to appear in the June issue. The US was the world's second largest producer and the largest consumer of boron compounds during 1990. Boron mineral concentrate and chemical production in the US totaled 1.13 Mt (1.2 million st), including 565 kt (662,800 st) of boric oxide (B2O3) in 1990, according to US Bureau of Mines estimates. Total value amounted to $404 million. This was slightly higher in production than 1989 but down in value, reflecting a softening in boron product prices. Total world production of boron mineral concentrate and chemical tonnage in 1990 was estimated at 3 Mt (3.3 million st), which corresponds to about 1.3 Mt (1.3 million st) of BO,. World production in 1990 was about the same as in 1989.

Potash was first discovered in Saskatchewan in 1943 but its continuous extraction did not begin until 1962. In the years since then, potash has played an important role in the economic and political life of the province. And, as is well-known, the most eventful time in the life of the industry occurred in 1975 when the Government of Saskatchewan decided to become a major participant in potash production. To understand that decision, however, requires an understanding of the economic development of Saskatchewan and of relations between the industry and the government prior to 1975. This year, Saskatchewan celebrates its 75th year as a province. For most of those years, we have been an agrarian economy and society, dependent on exports of cereal grains, mostly wheat, for a livelihood. Even today, agriculture accounts for about 25% of the province's Gross Domestic Product (Economic Review, 1979, p. 7) and difficulties in agriculture spread rapidly to the rest of the provincial economy. The difficulties and risks that go hand in hand with being a "one crop" economy were known as long ago as 1920 but were not fully appreciated until the combination of depression and drought in the 1930's turned the prairie grain- belt into a dustbowl. Some idea of the severity of the depression is revealed by the following data: in 1928, Saskatchewan produced 321 million bushels of wheat. By 1931, the total fell to 132 million bushels and, in 1937, to a mere 37 million bushels. The value of agricultural products sold off farms fell from $273,000,000 in 1928 to a meagre $51,000,000 in 1937. The impact of such a fall of agricultural incomes was catastrophic since about 70% of the population of some 921,000 persons lived in rural, agriculture-dependent areas (Britnel.1, 1939, p. 14).

In early 1988, Chino Mines Co. began using a system of economic splits for all materials encountered in mining. All mined material is evaluated as mill ore, solvent extraction electrowinning plant feed, and non-ore material, to determine its disposition. Results thus far indicate a significant increase in financial returns on material mined compared with the copper cutoff grade previously in use. Chino Mines is a partnership between Phelps Dodge Corp. (two-thirds ownership) and Mitsubishi Corp. (one-third ownership). The company produces copper and byproduct metals from the historic Santa Rita del Cobre mining district in southwestern New Mexico. The history of copper production in the district began with the use of surface native copper by native Americans before 1800. Spanish soldiers from Mexico later became aware of this district and mining began in 1801. The district was worked intermittently until 1909 when the Chino Copper Co. was formed, with Daniel C. Jackling as vice president and managing director. Concentrator operations were started in 1911. Kennecott purchased the company in 1933 and built a smelter in 1939. Chino Mines Co. was formed in 1980 when Mitsubishi purchased one-third of Kennecott's holding at the property.

PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950's, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects.
