The purpose of this paper is to evaluate overall prospects of the export market in the Pacific Rim for Illinois steam coal in terms of recent changes in global socioeconomic factors. To pursue this objective, three factors affecting the prospects of Illinois coal in the Asian market were selected for detailed analysis: quality requirements of imported coal, particularly those of the Japanese market; import controls and regulatory factors; and transportation factors affecting the export of Illinois coal. Based on these analyses, alternative long-term strategies are suggested for promoting Illinois coal export in the Asian market.

For achieving bulk economic excavation, large dump trucks are being used in majority of the earth moving operations resulting in high impact shovel loading operations (HISLO) which exposes the operators to high levels of whole body vibrations (WBV). As the truck ages, hydro-pneumatic suspension struts loses their capability to effectively attenuate the vibration. A system is required to monitor and predict the performance of the suspension struts in real time. Machine learning and artificial intelligence (AI) has been applied for modeling and predicting the suspension system performance for lighter/smaller vehicles. However, no work has been done to implement machine learning or AI for modelling and predicting the performance of hydro-pneumatic struts in large dump trucks. Therefore, current work is going to be a pioneering effort towards developing machine learning and AI models for solving this problem. Support vector machine (SVM) and regularized dual non-linear regression has been implemented in order to achieve the goal. 3D virtual simulator for CAT793D was used to conduct experiments in MSC.ADMAS environment. The two main recorded outputs were the RMS accelerations in the vertical and horizontal directions at the operator seat for characterizing the performance of the suspension system. During the development and the training of the models, eighty percent (80%) of the total experimental data was used and the remaining 20% was used during the testing and validation of the developed models. SVM model showed the desired accuracy in terms of hydro-pneumatic suspension system performance prediction for large dump trucks. These models can be implemented in the dump truck controller which can then be used to monitor the performance of the suspension system in real-time, and with that proper maintenance and/or replacement can be scheduled by the maintenance personnel. Workplace safety, operator’s health and the overall system efficiency can be greatly improved with an implementation of such an intelligent system. INTRODUCTION Large capacity dump trucks are being employed in any earth moving operation throughout the world for achieving bulk economic excavation [1, 2]. A large dynamic impact force is produced with large capacity shovels dumping material weighing 100 tons or more in to the dump truck under gravity. This dynamic impact force generates high frequency shockwaves which travels throug0068 the truck body, chassis and reaches the operator’s cabin and thus exposes the operator to severe levels of whole body vibrations (WBV). Recommended safe limits have been listed by the International Standards Organization (ISO) in sections 1, 2, 4 and 5 of ISO 2631 (1997, 2003, 2001 and 2004). An operator can got through a long term back, shoulders, arms and neck disability and disorders if exposed to the WBV levels beyond those limits. The dynamic impact force generated as a result of the high impact shovel loading operations (HISLO) was modelled by Ali and Frimpong [2]. Furthermore, the complete methodology for optimizing the dumping process and reducing the impact force has been provided by Ali and Frimpong [1]. The vibration attenuation system present in the dump truck requires improvement in addition to the dumping process optimization. The vibration attenuation system in the dump truck commonly consists of hydro-pneumatic suspension struts. As the dump truck ages, its suspension system deteriorates and therefore loses its capability to effectively attenuate the shockwaves and the resulting vibrations produced by the dumping process. The deterioration tales place due to the contamination of the hydraulic oil or oil and nitrogen mixing or due to the gas accumulator diaphragm rupturing. The monitoring of the output vibration levels can be used to evaluate the effectiveness of any suspension system. "The adoption of tunneled combined sewerage interceptors and outfalls leads to design linings which are often subject to internal pressures that are larger than the external pressures, resulting in significant tension loads. The need to meet stringent durability conditions for the normal design life of 100 years often drives client specifications to require a double pass solution with a cast in situ secondary concrete lining. However, improvements in concrete technology and the need to seek efficiency in terms of time and costs, have driven designers to consider single pass segmental linings. The Riachuelo Sanitation project in Buenos Aires is subject to these constraints both upstream and downstream of a sewage treatment plant. This paper describes how the challenges of up to 2 bar pressure differential have been addressed by careful analysis of soil structure interaction to ensure that the full benefit of external ground pressure is realized, resulting in a more optimal design for the constructor both in terms of cost and time. INTRODUCTION The construction of long sewerage interceptors and outfalls is becoming an increasingly common piece of infrastructure for modern urban cities facing a large water front and estuarine conditions, which are under a significant environmental burden imposed by decades of sustained growth. Such works intercept most of the distributed sewage discharges to then divert them to a central treatment point from which it will be finally diffused via an outfall into a water body capable to accept these discharges under acceptable environmental conditions. Depending on the magnitude of the sewage load to be handled, the configuration of the urban environment and the conditions of the receiving water body, both in terms of oceanography forces and seabed conditions, these schemes will vary in length, conveyance capacity and design and construction requirements. When conditions permit, the current trend is the execution of long outfalls using flexible solutions (such as the use of HDPE pipes) which usually require some form of concrete ballasted weights to resist off shore dynamic forces when directly laid over the sea bed. However, this concept faces limitations when the conveyance requirements indicate the need for large diameters (typically above 3000 m) and also when the outfall needs to avoid deep features off shore such as navigation channels. When this occurs, tunneling, particularly segmentally lined tunnel constructed by TBM emerges as the most feasible approach for large diameter, long deep outfalls. The operating conditions often result in internal pressures that are larger than the external pressures, resulting in significant tension loads in the lining. Most of the mines in Sweden are metal ore mines in hard rock and none of these mines are classed gassy because there is no methane emission. The risk of methane explosions in Swedish mines is therefore very small. Since the 1960?s, in Swedish mines, there has been a change from electric and pneumatic loaders and transport machines to diesel. Today in almost all Swedish underground mines diesels are used. One of the most common complaint from the underground mine- workers is the exhaust gases from the diesel-vehicles. This is a strong motive for attempts to assure a more comfortable environment. Another motive for a better efficiency of ventilation under ground is the increasing cost of energy for fans and for heating the air during winter. For the largest mine in Sweden, the Kiirunavaara Mine, 36% of the energy for ventilation is used for preheating the air during the seven months when the temperature is below zero. The air quantities used for ventilation are large. In table 1 a comparison of the ratio between yearly produced ore and waste rock and installed fresh 'air capacity is shown. [ ]

M. Gershon The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize"or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

Introduction There continues to be a large economic opportunity associated with improving process performance through advanced process control systems within the minerals industry. The basis for this opportunity lies in the inherently low efficiencies of many of the unit operations found in mineral processing plants as well as the continual variation that is present in the ores being processed. The ageless target of such control systems is improved recoveries and concentrate grades, higher processing rates and lower unit costs. Many plants are enjoying the benefits of modem, well functioning process control systems but few if any have achieved plant-wide optimization in an economical sense. As new process modeling and control technologies, such as neural networks, continue to evolve and develop, the potential for plant- wide optimization is becoming a closer reality. Neural network technology appears to have a significant potential in the general field of process control and control of mineral processing operations. Neural networks are an emerging technology that have been evolving out of the study of biological systems since the early 1940's. The first software simulation of neural computing networks was reported in 1956 by Nathanial Rochester of IBM Research during the first conference on artificial intelligence which was sponsored by the Rockefeller Foundation. Neural Networks Neural networks can be considered to be a class of computer program that perform their problem solving functions based on a rudimentary model of the human brain and how it solves problems. Traditional computer programs and even computers themselves solve problems or process data sequentially and in a deterministic manner. The human brain, on the other hand, processes data and solves problems in a massively parallel fashion. We think of computers normally in terms of having a single processing unit, sometimes a co-processor to assist in certain activities such as mathematical functions or communications, bytes of memory, processing speed and program/data storage size.

Mill tailings from skarn-type base metal deposits were studied in order to ascertain potential element mobility in response to weathering. Hypogene ore minerals are sphalerite, galena, and chalcopyrite, showing minor supergene oxidation to smithsonite, cerussite, and covellite. Gangue minerals are pyrite, pyrrhotite, magnetite, hematite, andradite and grossular gamet, hedenbergite, calcite, ankerite, and quartz. Foremost of the eleven tailing piles studied, the hypogene sulfide minerals show no or only incipient post-mining oxidation. Iron oxides and hydroxides form the main oxidation products in the tailings and are enriched in heavy metals. A distinction between pre-and post-mining oxide phases may be obtained based on petrographic observations which distinguish whole-grain versus partial grain replacement. Zn and Cd do not appear to be enriched in the weathering derived oxidation minerals and will be more easily leached from the tailings than other metals.

"There are many multi-layer coal reserves in China which account for nearly 20 to 25% of the existing proven reserves. When the coals are mined in a descending order using the fully mechanized long wall mining method, they usually have roof collapse with cavity and air leak in roadways and long wall stopes; this is especially relevant when the thickness of the rock between two coals is less than 5.0 m, as the roof stability of lower seam would be greatly reduced. At the Wuhushan Mine, such abnormal strata behavior occurs, including abnormal support stress, irregular period roof pressure, and roof falls in the face. The main reasons for these behaviors include smaller roof thickness, lower rock strength, and mining influence of upper coal; these reasons were determined by analyzing the in situ conditions. A mechanics-based model of the mine geometry was set up to study the sources of stress, the stress evolution of coal, and the discriminant method of roof stability; to obtain the smallest safe thickness of roof between two coal layers, numerical modeling was applied to analyze the relations between the roof thickness and its displacement distribution. Based on the above research, the No.1001 face was divided into easy roof caving zone (ERCZ), roof caving transition zone (RCTZ), and unlikely to roof caving zone (URCZ). In the ERCZ, comprehensive grouting to reinforce the roof was implemented; in the RCTZ, local grouting to reinforce the roof was implemented. Furthermore, a face stability control index and its range were developed in a fully mechanized face combined with mine pressure observation. After implementing this strategy, there have been no unexpected roof caving or other serious strata behaviors.INTRODUCTIONChina is the country with the largest coal production in the world, and the conditions for its coal seams are particularly complicated. For example, in China’s Datong, Wuda, Pingdingshan, and Qinshui mining areas, there are a large number of multi-layer coal seams. The thickness of these coal seams ranges from 1.3 m to more than 10 m, and the spacing between layers is from under 1.0 m to over 30 m. A common problem with these coal seams is that one layer of mining has a large impact on other coal seams, which are customarily referred to as close-distance coal seams. According to statistics, close-distance coal seams account for about 20–25% and 15–18% of China’s coal reserves and production, respectively.From the reference research of Huang (1999, 2002, 2018) and Tu (2010, 2011) we can learn that in the mining process of close-distance coal seams, downward mining is mainly used. When the upper-layer coal is mined, it has a huge mining disturbance effect on the floor (that is, the roof of the lower coal). The mining disturbance increases the mining fissure in the rockmass and weakens the strata strength. The mining problem formed by this issue is that when the lower coal is mined, problems such as difficulty in roadway support, collapse of stope roof, and difficulty in ventilation are often encountered. Especially for the mining of medium-thick coal seam groups with a layer spacing of less than 5.0 m, there has been a large-scale roof collapse accident with a fall height of more than 10.0 m. In response to such problems, domestic and foreign scholars and engineers such as Tan, Zhao, and Xiao (2010), Xie et al. (2017), and others have also carried out targeted theoretical and practical research."

Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition, and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.

Various processing strategies have been implemented in an effort to limit the loss of gold, during leaching, to the naturally-occurring carbonaceous 'preg-robbing' constituents present within certain gold bearing ore sources. Certain processing routes include complex and costly pre­treatment steps to reduce the negative effects of the preg­robber prior to dissolution, while others adopt a simpler direct leach/recovery approach. Process selection is largely dependent upon the gold deportment and the nature of the preg-robbing constituents within the particular ore. In the case of carbonaceous ores in which the bulk of the contained gold is available to direct cyanidation, carbon-in­leach (CIL) technology is generally applied with varying degrees of success. The effectiveness of the CIL route is governed by the competitiveness of the preg-robbing constituents in relation to activated carbon for the preferential adsorption of the solubilized gold. Trials have shown that the DOWEX MINIX strong-base gold-selective ion exchange resin has gold loading characteristics superior to those of activated carbon. The faster gold loading kinetics, together with the higher capacity of this resin, favour its use in an in-leach application as a more effective adsorbent for complex ores. This paper introduces the alternative resin-in-leach (RIL) technology, compares the metallurgical responses to RIL processing of different problematic ore sources, and discusses the interaction between various process conditions. Selected results from laboratory and pilot-scale testwork are presented to highlight the discussion.

Investigation of the occurrence and significance of acid drainage from mine sites in Australia has received a degree of attention in recent years. For contemporary and future projects, particularly those in hi1;1her rainfall areas, the focus on prediction and resolution of acid drainage issues is. likely to increase. This paper describes the preventative and remedial measures adopted at three metalliferous mines in northern Australia at which acid drainage was identified as a key issue with respect to project environmental management and rehabilitation. The thre case studies respectively comprise an active, ·1 recently decommissioned and an abandoned operatiou which was rehabilitated in the mid '80s.

"INTRODUCTION Conventional steel bar reinforcement is used in many tunnel linings to provide high flexural and tensile load resistance. These Reinforced Concrete (RC) tunnel linings may suffer flexural cracking during service or, in the case of precast concrete segments, during production, handling, or installation. Cracks can lead to corrosion of steel reinforcement, so limits are placed on maximum acceptable crack widths to reduce the likelihood of corrosion during the intended design life (AFTES, 2013; MC2010, 2012). However, the relatively light level of reinforcement used in many applications can result in quite wide in-service crack widths, so either additional steel bar reinforcement is required to limit maximum crack widths, or fibers can be included to control crack widths. Numerous investigations have been undertaken into the efficacy of including steel fibers to reduce crack widths in conventionally reinforced members (Stang and Aarre, 1992; Abrishami and Mitchell, 1997; Bischoff, 2003; Dupont and Vandevalle, 2003; and Jansson et al, 2010), but steel fibers suffer the problem that they are at least as sensitive to corrosion at cracks as steel bars and therefore have similarly tight limits placed on acceptable crack widths (AFTES, 2013). An alternative means of maintaining narrow crack limits in RC members has therefore been sought. The current investigation was instigated following an observation that theories promoted as an explanation for the ability of steel fibers to reduce crack widths in reinforced concrete flexural members (Deluce et al, 2014) do not depend on the material composition of the fibers used but instead depend primarily on the tensile stress generated by the fibers across cracks. Since it is known that macro-synthetic fibers are capable of equaling the post-crack tensile capacity of steel fibers, it has been hypothesized that macro-synthetic fibers are also capable of reducing crack widths in reinforced concrete flexural members but with the added advantage that macro-synthetic fibers are completely immune to the effects of corrosion. Use of macro-synthetic fibers to reduce maximum crack widths in reinforced concrete flexural members subject to aggressive environmental exposure is more rational than use of steel fibers because steel fibers are very sensitive to the corrosive effects of environmental exposure at cracks. The current investigation was therefore undertaken to explore the potential use of macro-synthetic fibers to reduce maximum crack widths in reinforced concrete members subject to flexure. Barchip BC54 fibers were selected as they are one of the most widely used and competitive high performance macro-synthetic fibers currently available."

Unsaturated permeability and flow capacity exist where copper mineralization is disseminated in segmented, very-low-permeability ore blocks. The US Bureau of Mines (USBM) investigated this condition for application to in situ, copper-leach mining at the Cyprus Casa Grande mine site. Moisture retention properties are derived and combined with scanning-electron-microprobe data to characterize the host rock's mineralogy, texture, pore size, distribution and permeability. Finite element modeling is used to estimate saturated permeability and the ambient degree of saturation and to gain insight into appropriate in situ leach design. Recommended design modifications for optimized solution distribution and maximum recovery from the Casa Grande ore require: • well pressure injection exceeding 1500 psi and recovery wells operating in a suction mode, or • secondary, permeability enhancement by explosive rubblization. In the former, the lack of conditioning and the use of lesser pressures will result in leach solutions confined to the macrofractures. With the latter requirement, pressures can be reduced to 500 psi, with improved recovery and solutions containment.

Traditionally, only the large mining companies have maintained specialist departments in such areas as Rock Mechanics, Ventilation and Safety. To the small companies this has been a luxury that they could ill afford. Any work required by such companies in these areas, more complex than could be handled by the existing staff, was done by consultants. This situation is changing though and there is a need arising for many specialist departments. These changes are partly being brought about by the effects of inflation as the ever increasing costs are causing more and more operators to increase the size of their operations in search of economies of scale. In addition though the plethora of new laws and regulations are creating a need for many more specialists in all areas of mining in order to ensure compliance. The abovementioned factors, added to the existing Pattern of mines endeavoring to improve the working environment for their labor force, both for reasons of practical labor relations and also due to further legislative pressures, have thus created a climate where, in the near future, departments such as Rock Mechanics, Safety, Ventilation, Environmental Engineering and Subsidence Control will be commonplace in mining companies. It will no longer be practical to function without such services. Many mining companies already maintain such departments and this has particularly been true of the big mining groups of South Africa. From the experience gained by many of these large companies with specialist departments, it is clear that the maintenance of a cadre of experienced, competent professionals in such a department has not always been easy. It would seem from the experience gained that one can generalise and state that graduate mining engineers tend not to view specilisation as an optimum direction for their career development. It is of course true that many professionals, especially those with higher than a bachelors degree, do view these areas as valid career options, but even here experience shows that wastage is high. The time therefore seems to be ripe to take a look at this area in some detail to see whether reasons for the problems can be isolated. Working from that some suggestions can be made as to directions in which improvements might be made. If the challenge of the demands of the new regulations are to be met then such improvements must be made.

INTRODUCTION Lesotho is a mountainous area of southern Africa from which water is to be exported in an extensive tunnel system, to industrial regions inland. The related tunnelling project has involved a num- ber of drives using tunnel boring machines [TBMs] to excavate about 100 km of 5 m diameter water tunnels [von Glehn and Bluhm, 1995). This paper describes the ventilation and cooling of some of the tunnel drives from both the operational and design points-of-view with a particular focus on heat generation. There were many common features in all of the drives but this paper is focused mainly on the Hlotse drive which was 18,4 km long. The drives were ventilated using forced ventilation systems to provide appropriate air flow throughout the tunnels and face zones. In addition, the Hlotse drive required refrigeration equip- ment which provided chilled water to the tunnel. While the sec- ondary ventilation systems play an important role in gas and dust handling, the paper concentrates on the primary ventilation and cooling issues. The ventilation of these tunnels was an exacting exercise be- cause: • Rock temperatures and geothermal heat flow were high. • TBMs with relatively high power ratings were used. • Diesel locomotives were used. • Drives were relatively long. • High altitude meant a low air density. An important feature was the simulation and monitoring of the ventilation and heat flow components and the project was characterised by analysis, monitoring and ongoing tactical decision-making throughout the progress. The thermodynamics of the systems were complex because there were many interactive effects and analyses were carried out using special computer pro- grams. The monitoring confirmed the accuracy of the models, and in this manner it was possible to confidently ensure healthy and safe working conditions and still minimise costs. Local ambient climate conditions range from temperatures higher than 35 "C in summer to below -10 OC in winter. Based on available statistical data and the thermal storage/damping effects in the system, design summer ambient conditions were taken as 15 OC/25 "C wet-bulb/dry-bulb. The barometric pressure was 80 kPa and due to the altitude, the ambient air density was only 0,9 kg/m3. The local Authority specified a maximum in-tunnel wet- bulb temperature [at any point] of 32,O OC and a mean wet-bulb temperature [from all locations] of 27,5 OC maximum. The maxi- mum height of ground cover above the tunnel was 1 200 m and the maximum virgin rock temperature was 41 OC; see Figure 1. Diesel dilution criteria specified by the local Authority was a minimum of 0.1 m3/s per rated kW of diesel engine. Other requirements related to gases such as CO, CO2, NOx and CH4 [and the need for intrinsically safe equipment] but these are not of direct relevance to this paper. The actual average face advance was about 30 m/d with good days achieving 60 m/d and good months achieving 1 000 m [23 working days]. The original design tunnelling rate was 50 m/d. DESCRIPTION OF HLOTSE DRIVE VENTILATION AND COOLING SYSTEM The ventilation requirements in the tunnels were dictated by heat and diesel dilution needs. The best ventilation and cooling policy is generally a balance between using increased quantities of fresh air or refrigeration [or both]. In this particular scenario it turned out that, since the diesel emission criteria required large quantities of air, the refrigeration needs were modest. The drive was ventilated using a ducted, forced ventilation system from fans located at the portal. The maximum ventilation requirement was 51 m3/s when the drive was at 18.4 km. From a heat flow point of view, the worst scenario was a heat load of 3.5 MW when the drive was at 7 km. This was cooled by the ventilation air and a supply of chilled water to the tunnel. Refrigeration and chilled water system In the design phase, a detailed comparison was carried out between two general alternatives for providing refrigeration. First, was a system in which refrigeration sets and air coolers are installed on the TBM train; the refrigeration sets are cooled by condenser water piped to and from cooling towers at the portal. Second, was a system in which refrigeration water chillers are in- stalled at the portal and chilled water is piped into the tunnel. The detailed comparison indicated that the capital and running costs of the second system were at least 60 % lower than the in-tunnel plant. There were also many obvious practical benefits for favouring the portal system. The refrigeration plant supplied 23 11s of cold water at a temperature of 10 OC. After providing the cooling effect in the drive, the water returned to the portal where it was initially cooled in open-circuit evaporative pre-cooling towers, chilled in the refrigeration plant and then returned to the tunnel. The cold water flowed into the tunnel in an insulated supply pipe and returned in an uninsulated pipe; the water was simply circulated to the end of the pipe and returned. The cooling effect in the tunnel was achieved entirely through heat transfer from the pipe [long linear heat exchanger] and no air coils or other heat exchangers were required. The cooling requirements were satisfied by the heat transfer to the returns chilled water steel pipe [200 mm]. The pipes were eventually installed to a maximum distance of 10,8 km in what was considered a very practical and cost effective solution.

With the increasing importance being placed upon modernizing the coal industry as a result of recent developments in the international energy balance, computer control has been and is being instituted in many coal cleaning plants. Control techniques that are well established in many base metal industries have been adapted to coal washing. Essential to any control scheme is an accurate measure of the parameter which is to be controlled. A sensor is required that will provide information both quickly and precisely. In fine coal circuits, the critical parameter that must be measured and controlled is the per- cent ash contained in the clean coal product and tailings. Measuring the ash content of these slurry lines on a continuous basis enables the operating conditions in the circuit to be adjusted so as to obtain optimum separation efficiencies at all times. An on-line ash monitor has been developed and tested at Michigan Technological University which is capable of making percent ash and percent solids determinations instantaneously. Two radioisotopes are employed in this system to generate signals that can be related to the density and the ash content of the slurry. Such data provide a means to execute a short term control strategy.

INTRODUCTION Underground siting of nuclear power stations is drawing increasing attention in various parts of the world. Scandinavian countries took the early lead in this field because of their experience in the design and construction of underground hydroelectric stations and industrial plants, and because they have near-surface rock formations which are ideally suited for hosting large underground caverns. The world's first underground nuclear facilities were built in Norway (Halden) and Sweden (Agesta) and were commissioned in 1959 and 1963 respectively. Figure 1 summarizes the main features of these and two other small-scale European facilities. (1-4) American utilities and regulators are also for a variety of reasons assessing the benefits and penalties of underground siting. A recent study by Sandia Laboratories (contracted by the Nuclear Regulatory Commission (NRC) focussed on identifying potential safety benefits of underground siting. (5) Although the study concluded that underground plants would have improved containment for some accidents, as well as better external protection, NRC, in assessing the overall benefits and penalties, decided not to impose mandatory underground siting for nuclear stations. In June 1976, the California Legislature enacted a law which directed the California Energy Commission (CEC) to examine the issues concerned with underground siting of

This study is devoted to the improvement of the decision-making process in occupational protection of uranium miners in France. Its purpose is to apply the principles which are recommended by the I.C.R.P. in the field of radiation hazards. These principles, which have introduced the notion of "optimization" in standard setting, suggest the importance of applying cost-benefit and cost-effectiveness analysis to this sector. The objectives here are twofold : to evaluate the present organization of radiation protection on the basis of a simulation model of polluted air flow in the mine (due to the decay of a radioactive gas, radon) and to develop cost-effectiveness analysis of the various radiation protection policies.

The New York City Transit System is celebrating its Diamond Jubilee this year. In 1904, 9.3 route miles of New York's first subway was placed in operation in lower Manhattan. Since that date the system has grown to 230 route miles and 458 stations (See Exhibit #1). The age of the system immediately provides a clue to the nature of our construction activity. While we must always plan for the future and expand the system in the direction of the future needs in New York, a substantial amount of time and money must be channeled towards the modernization and maintenance of the existing system which provides vital transportation for 3-1/2 million passengers a day. This paper however will be directed to our New Route's Construction and, specifically, to three rock tunnel and cut and cover sections presently under construction. Currently, New York is engaged in the construction of about 9 New Route miles of structure. Briefly, the 3 Sections we will discuss are as follows: Route 131-A Section 5A is a 4 track structure in Manhattan and includes the new Lexington Avenue Station. This 1240 foot long section is located between Park Avenue and 3rd Avenue and is a combined cut and cover and rock tunnel section under 63rd Street. Route 131-A Section 5B is an intricate 2423 foot long 4 track rock tunnel section extending from 3rd Avenue to the FDR Drive under 63rd Street in Manhattan.
