Introduction As the world economies continue to face an increased demand for natural resources to support growth in the established and developing world, the western mining industry has expanded its operations and funding of mineral developments into new and relatively unexplored regions of the world. Mining companies worldwide, in order to grow in a global economy, are now actively exploring and developing mineral resources in the emerging markets of South and Central America and most recently have expanded activities throughout Asia. South East Asia Resources (S.E.A. Resources) has recognized the vast resource potential offered by countries such as China, India and Indonesia, Asia's main driving forces of economic growth and has made a commitment to be actively involved in the area. These countries rich in mineral resources, represent some of the highly prospective and underexplored regions on earth. Their vast potential has been underestimated because of political reasons and overlooked as Central and South America still continue to be the focus of exploration for many mining companies. Most of these Asian countries have faced a prolonged period of political unrest and it has not been until recently that they have begun to enjoy a relatively stable political climate which has encouraged foreign investment, growth and economic development. These countries are in need of capital to develop their infrastructure and market economies. Their wealth in resources is one of the best methods to achieve their goals. Gold is usually one of the first targets to be extracted from developing economies. Equivalent-sized gold projects tend to cost less to develop and require less supporting infrastructure than base metals. These projects are easier to finance and, most important of all, tend to give a quicker return on investment than that offered by base metals. They also provide the economy with precious foreign exchange, international investment and the technology required to build the country. Following is a graph representing the global re-allocation of the total capital investment on the twenty largest gold projects now under construction with the total for those under construction in 1990.

INTRODUCTION The support of openings in weak sandstones can be achieved by spraying on a liquid grout which will soak in and harden to form a shell. In the St. Peter sandstone of the Minneapolis-St. Paul area of Minnesota compressive strength is increased from about 0.7 MPa (100 psi) to over 7 MPa (1000 psi) to depths of 152 mm (6 in.). A shell of this strength and thickness can pro¬vide support much as shotcrete does but at lower cost. If the spray-grouted shell is inadequate for the support needed, it provides a good base for shotcrete application, which is often difficult in weak or friable sand¬stones because the fresh shotcrete peels off along with a thin layer of sandstone. The spray-grouted technique was initially developed at the Civil and Mineral Engineering Dept. of the University of Minnesota using funds provided by RANN Div. of the National Science Foundation. It was used as temporary support in a 3-m (10-ft) wide, 3700-m (12,000-ft) long storm water drain tunnel by the Minneapolis Sewer Construction Dept. Much of the field development at this construction project was carried out with the cooperation of the personnel of the city of Minneapolis. It also was used for temporary support in a 3.3-m (11-ft) wide, 1800-m (6000-ft) long storm water tunnel built in 1978-1980 for the Minnesota Dept. of Transportation in Minneapolis. In 1975, 2000 m (6500 ft) of 1.5-m (5-ft) wide utility tunnels were spray-grouted for final lining. A 50-m (150-ft) long, 1.2-m (4-ft) wide test tunnel built at the university in 1974 was sprayed for half its length and is being observed for long-term behavior which to date (1981) is good. GROUT MATERIALS The requirements for the liquid grout are more severe than those for injection grouting. Besides being able to penetrate the rock and develop sufficient strength, it must have the following properties: (1) be nontoxic, noncombustible, and have a low odor for spraying under¬ground; (2) have controllable viscosity and setting time for adjusting to the permeability of the sandstone and the required depth of penetration; and (3) must "wet" the sandstone and develop capillary "draw" to penetrate to the required depth. A sodium silicate-based grout with the proper setting agent meets these requirements in the local St. Peter sandstone which has a uniform grain size dis¬tribution curve with D,,, = 0.1 mm, permeability of about 10 to 20 darcys, a porosity of about 25%, and less than 5% of silt size or smaller. It is 97 to 99% pure SiO2. The grout mix consists of Philadelphia Quartz Co. Type N sodium silicate and Celtite 55 Terraset Spray Grade (SG) distributed by Celtite Inc., Cleveland, OH. A volume mix ratio of 100:9:125 for sodium silicate to setting agent to water produces a grout with two to four centipoise viscosity, and initial set at 20°C of 20 min. Setting time is temperature dependent, being longer at lower temperatures, but can be adjusted by varying the setting agent concentration a few percentage points. APPLICATION The application is simple. Spray the grout on the surface until the desired penetration is achieved. Penetration rates of about 5 mm (0.2 in.) per min. are realized in the St. Peter sandstone for up to 152 mm (6 in.) of penetration (30 min. of spraying). The set time must be longer than the spraying time. The spray nozzle should be moved back and forth at a rate that minimizes runoff due to surface buildup. Both a single large hand-propelled nozzle and multiple small machine propelled nozzles have been used successfully. The pumping and mixing equipment used consisted of: (1) a hand-held, hand-pumped, 11-L (3-gal) gar¬den sprayer for test patches (mix by shaking); (2) 76-L (20 gal) batch mixing in barrels with small electric pumps for spraying and mixing; (3) two component pumps consisting of Hypro Model 5300 piston pumps (Hypro Pump Co., St. Paul, MN) on a common shaft driven by an electric motor. The sodium silicate is premixed with a portion of the water and the setting agent is mixed with the rest of the water. The two components are combined and mixed just before the nozzle; and (4) a proportioner metering the setting agent just before the nozzle with the water and sodium silicate premixed and pumped from the surface. The proportioner permits the bulk of the grout to be pumped through a single pipe or hose with only the setting agent stored underground. This is efficient and low in cost. COST The grout mix costs about $0.20/L ($0.75 per gal) in 1978 dollars. Filling all the voids 100 mm (4 in.) deep (25% initial porosity) would have a materials cost of about $5.40/m2 ($0.50 per sq ft). The labor cost of application is usually less than the material cost for normal tunnel jobs. A pump and proportioner cost less than $1000. Sodium silicate storage tanks and pip¬ing costs would depend on the particular site conditions. REFERENCES AND BIBLIOGRAPHY Nelson, C. The Eufaula bauxite-kaolin district in southeastern Alabama is an important source of raw material for the refractory industries in the United States. At the present time, five companies are mining and processing bauxite and kaolin from this district and a sixth company is holding substantial reserves. Mining operations are expanding, but finding new ore reserves is a major problem. The Geological Survey of Alabama sponsored geologic research in the Eufaula district to: 1) investigate the utilization of sandy kaolinS and other clays associated with bauxite-kaolin deposits; 2) find limits of the bauxite district, looking for possible extensions; and 3) study the geology of the district, looking for patterns or trends that may aid in finding new ore reserves. This work was done with the full cooperation of mining companies operating in the district and property owners. Research was aided by the U.S. Bureau of Mines and the University of Alabama. The investigation included detailed geologic mapping of mines, drilling in selected areas, and making mineral analyses of bauxite and clays. The mapping was performed primarily by pace and compass because of the complexity of the deposits studied, but aerial photographs were used to a limited extent. Drilling included both auger and core drilling. The auger drilling was limited to 100 feet, but core holes were drilled as deep as 200 feet. The term 'bauxite,' as used here, indicates a mixture of minerals containing more than 50 percent gibbsite. Bauxitic clay is a mixture of gibbsite and kaolinite that contains more kaolinite than gibbsite. The term "kaolin" indicates a clay composed of predominantly kaolinite. Other clays in the Eufaula district are composed of kaolinite, illite, quartz, mica, and goethite or hematite.

Many minerals float best with fatty acids in the intermediate pH range. For example, fluorite, a semi soluble salt mineral, exhibits a maximum contact angle and a maximum flotation recovery in the pH range of 6-8 after conditioning in a palmitate solution (fig. 1). The maximum in flotation coincides roughly, as many researchers have observed, with the boundary of bulk precipitation of the fatty acid. According to fig. Z this boundary is in the above case of 5xl0-7 M palmitate approximately at pH 6.3. For assessing the phenomena occurring at the bulk precipitation boundary of fatty acids, the surface tensions of carboxylate solutions have been measured under various conditions. Fig. 3 shows the surface tension development of palmitate and myristate solutions of increasing concentration at pH 12. Also shown are the bulk precipitation edges (BPE) of the respective solid species that is stable under these conditions, that is the potassium acid soap, HKAZ. Both curves display a similar behavior. As the concentration of carboxylat,e increases, the surface tension decreases, until a minimum is reached at which the curves level off. The decrease of surface tension with increasing carboxylate concentration is generally taken to indicate the surface excess of the carboxylate ion. The point where the curve suddenly levels off has not yet been explained. While it is well known that the onset of micellization (CMC) may cause such an inflexion of the surface tension curve, this cannot be the case here because the position of this point depends, as shown in fig. 4 for palmitate, on pH (the CMC is generally independent of pH). We believe that this point indicates the precipitation of a colloidal acid soap (colloidal precipitation edge, CPE) before the bulk precipitation of this species sets in (BPE).

Deep well disposal is a much used and abused term which is the panacea for wastewater disposal in some minds and creates near hysteria in others. It can be the answer to a difficult waste disposal problem, or if improperly employed, can create more problems than it solves. My purpose in this presentation is to focus on the value and limitations of deep well disposal as expressed by New York State's experience and policies. To he sure, I feel a place for such practices docs exist if adequate safeguards are utilized. I shall give a broad brush approach to New York's legislative, geologic and operational concerns and speak briefly on some case histories. I shall not delve deeply into the technological details since I am not an expert in mining exploration or well drilling.

At the present time there are over 5,000 Kms of railway tunnels in existence throughout the world. In many cases these tunnels were built over a century ago using techniques obsolete today. Supervision and maintenance of these tunnels is essential to the economy of each country involved. For this purpose an electro-optical measuring system has been designed incorporating highly complex soft and hardware (15 mW laser, high resolution TV camera and processing computer), mounted on a vehicle. Its job is to scan, record and compare sectional gauge values (profiles) and strains inside tunnels both momentarily in situ and on permanent record, as an aid to the supervision work. From the state of the strains observed, in conjunction with an infrared spectrum of the tunnel lining and soil involved, the mechanical stresses in the tunnel can be deduced by applying the boundary elements method.

In a major hydropower project in the Himalayas, during excavation of tunnel, hydrothermal gradient line appeared and caused extremely unfavorable conditions with rock and water temperature varying between 55°–66°C and nearly 100% humidity. Major changes in method of excavation, schedule of works, deployment of additional equipments and acclimatization of personnel were made to complete this unfavorable stretch of world’s longest Head Race Tunnel. The case study covers the various aspects of tunneling in geothermal rocks, inhuman working conditions, loss of production, cost overrun, contractual claims and strategy to manage such unfavorable working conditions.

INTRODUCTION Certain activities, such as emergency work and rescue operations, often have to be undertaken in environments where heat loads often exceed limits prescribed for routine work. This is particularly relevant to the South African mining industry where heat stress-induced fatalities are not uncommon during rescue operations. In this regard an excessively hot environment is defined as one where either the dry-bulb temperature exceeds 37,0°C or the wet-bulb temperature exceeds 32,5"C, and it is therefore not surprising that heat stroke mortality escalates rapidly when these limits are exceeded. A review of both local and international standards indicated that the available information on safe exposure times under abnormal heat stress conditions is very limited. Where available, such standards are aimed at the general population, including both sexes, irrespective of age and also the least heat tolerant worker, and not at a medically-screened, all-male population free of grossly heat intolerant individuals, as is the case in the South African mining industry. It is suggested that available norms and limits are too conservative for local application and, therefore, unrealistic. In view of the definite need to protect workers when exposed to abnormally high environmental temperatures, the present study was undertaken to establish a scientifically derived data base. applicable to local conditions, to determine safe exposure times: Any exposure limit, especially in an emergency situation, should be easy to administer, valid and reliable. These aspects, there- fore, form an integral part of this paper. FORMULATION OF HEAT STRESS LIMITS The formulation of heat stress limits was based on the criterion that a heat exposed individual should experience a negligible risk of developing dangerously elevated body temperatures. In order to provide a database for risk assessment, certain physiological responses of heat tolerant men were determined at various combinations of thermal conditions and work rate in a climatic chamber. These physiological responses were analysed statistically in order to predict safe survival and tolerance times as a function of thermal conditions and work rate. EXPERIMENTAL DESIGN A total of 202 randomly selected, medically fit mine workers volunteered for the study on the basis of informed consent. These men were considered to be inherently heat tolerant in as far as they had successfully completed a heat tolerance test (Anon., 1991) or the standard climatic room acclimatisation procedure used on many South African gold mines (Anon., 1989). This paper presents two aspects of gold leaching research and development. The first section of the paper covers the development of innovative gold leaching processes. The research in this area has concentrated on the development of new thiosulfate leaching systems which use Fe(III) stabilized by ligands as the oxidant in place of copper(II)+ammonia. The second section will cover the development of innovative techniques such as surface enhanced Raman scattering (SERS) to study the leaching of gold in cyanide solutions. It will be shown that the use of in-situ SERS yields information which cannot be obtained using other methodologies.

The requirements for water inflow control for the Chicago Intercepting Sewer System are stringent. This posed special problems in grouting the bored and conventionally mined tunnels, shafts and chambers of the system. In adapting conventional grouting techniques to the specific problems encountered in the system's pilot project, numerous field procedures were developed. Careful preand post-grout testing and evaluation identified the most efficient and economical of these procedures. As an example of some of the conclusions reached during the project it was found that the mineralized groundwater in the Chicago area tended to reduce the efficiency of the grout holes, thus limiting their useful life. Pressure washing to remove natural fillings was a critical factor in achieving a permanent grout seal. The value of relatively thin lubricating grout mixes was definitely established. Although not an ideal situation, satisfactory results could be obtained by manifold grouting several grout holes simultaneously if done within specific limits of hole groutability, location and numbers. Caulking proved to be a primary controlling factor in achieving acceptable results. To achieve such a high degree of water inflow control requires close supervision by experienced personnel. "Temporary grouting as a construction expedient" produces seepage conditions which are extremely difficult to treat.

J. Dasher Having an interest in coal slurry pipelines from a decade of arguments with Ed Wasp and crew at Bechtel about pumping thicker slurries slower, I immediately read this article and found nothing in it pertinant to the title. Ayat and Scott pumped five unidentified coals at 9% solids (50%-60% is the area of interest) in a 25-mm (1-in.) pipe around two square elbows through a 76-mm (3-in.) cyclone for up to 60 minutes and sized a large number of samples of unstated size on an unidentified wet screening device. They did not measure power consumption, discharge pressure, flow rate, or give pump tip speed or impeller diameter. They siad the cyclone had a "high" pressure drop (unmeasured) and did much of the degradation (measured) but more or less per unit of energy expended? Hargrove was not measured, so there are no data as to whether it would correlate with degradation. The authors conclude, with no attempt, correlation is "hard to establish." Please experiment before concluding. I am at a loss to know what "increasingly smaller size" means, much less what theory says such particles take "exponentially larger quantities of energy," which the authors neglected to measure. If such experiments without pertinent data or justified conclusions must be published, please attach a pertinant title. reply by M. G. Ayat The first and the last criticism of this paper is that the work is not pertinent to the title. Anybody who reads this article will immediately realize that the work describes the breakage of coal particles to finer sizes in coal slurry pipes and pumps. If this is so, why not title the work "Degradation process in coal slurry pipelines"? What could be more pertinent to this title than the investigation concerning the degradation phenomenon of coal particles in a pipe carrying a coal slurry? Mr. Dasher complains that he does not understand the meaning of the term "increasingly smaller size." The first sentence of this article defines the degradation process as "the breakage of coal particles to increasingly finer sizes." The term "increasingly finer sizes" here means successive breakage of a fine particle to finer and finer sizes. According to Hukki (Hukki, 1975), the probability of breakage is high for large particles and rapidly diminished for fine sizes. We apologize for being brief about some of these definitions. The degradation process, breakage of particles to increasingly finer sizes, is so widespread in the mineral industry that we did not feel it necessary to bore the reader with lengthy definitions of some simple terms. Mr. Dasher states that the coals examined and their original size consist are unidentified. Please look at Table I and Table 2 in the paper again where you will find the original size consist of the coals examined and their full specifications. We only named the coals A, B, C, D, and E to avoid identifying the coal seams that were more susceptible to degradation. Not identifying the name of the wet screening device used in this work has also been criticized. In our opinion, wet screening operation is such a routine and standard procedure that naming the device by which the screening is performed would serve no purpose but to promote a sales approach. This was not our intention. We did not conclude that the correlation between the degradation process and Hardgrove Grindability Index is hard to establish as Mr. Dasher writes in his letter. We stated, not concluded, that "It is reasonable to assume that some relationship between the extent of degradation and its physical properties, such as Hardgrove Grindability Index, does exist. However, any definite correlation is difficult to establish." This statement is based on other researchers work, which are clearly referenced in the article. The conclusions of this paper were based solely on the findings of the experimental work. As for the theory of comminution that Mr. Dasher asks, we would like to refer him to some basic comminution books and articles where various theories are clearly described. For example, Hukki (Hukki, R.T.,"The Principles of Comminution; An Analytical Summary," Eng. Min. 176, 106, 1975) suggests that the relationship between energy and particle size is a composite form of three laws (Bond's law, Kick's law, and Rittinger's law). A comprehensive analysis of coal breakage processes is also performed by Broadbent and Callcott (S.R. Broadbent, and T.G. Callcott, "Coal Breakage Processes, I. - A New Analysis of Coal Breakage Processes;" and "Coal Breakage Processes, II. - A Matrix Representation of Breakage," Journal of the Institute of Fuel, pp. 524-539, December 1956). These and many other relevant publications explain the relationship between the particle size and energy much better that what can be said in this short reply. We will, however, agree with Mr. Dasher on one particular point. We, too, believe that if the investigation concerning the degradation process in coal slurry pipeline were to be pursued further, one could choose to determine one or more of the variables available in the process, such as discharge pressure, power consumption, percent solid, pipe diameter, etc.

Experimental apparatus for the determination of powder wettability is described. The principle of the technique is based on the measurement of the equilibrium capillary pressure in a packed bed of particles. Both the macroscopic solid-solution-vapour contact angle, e, and the specific surface area, A(m2g-1), of the powder, can be obtained. Experiments on angular quartz particles have been performed. A wide range of situations have been covered: hydrophobic and hydrophobic particles wetted with water, a variety of organic liquids and solutions of surfactants. The results show that reliable and reproducible values for 0 and A for angular and relatively coarse powders can be obtained with the proposed equipment for advancing liquid fronts in the absence of soluble surfactants. In the latter case and for receding liquid fronts in general, only qualitative trends have been obtained.

Fwe 3 m (10 ft) diameter Microcel™ flotation columns were installed at Clinchfield Coal Company's Middle Fork preparation facility in order to reduce product ash and increase recovery and plant capacity. The Middle Fork facility is utilized for the recovery of fine coal from a feed stream that consists primarily of 1 .5 mm x 0 material. The columns replaced conventional flotation cells for the treatment of the minus 150 pm fraction while spirals are used to upgrade the plus 150 pm material in the plant feed. The addition of the column flotation circuit resulted in an increase in plant capacity in excess of 20 percent while reducing the flotation product ash content by approximately 7 percentage points. Flotation circuit combustible recovery was increased by 17 percentage points. This paper discusses circuit design, commissioning, and sparging system design. Circuit instrumentation, level control, reagent system control, performance comparisons with conventional flotation, and general operating procedures are also discussed.

"Increasing demand and market economics have pushed the mining industry to adopt improved mining practices and minimize losses. Simulation, in this regard, has proved to be an efficient tool to help in decision making purposes. We present the development of a discrete event simulation model for a large-scale open pit mine to run experimental scenarios for near optimal decision making. A mixed integer linear goal programming (MILGP) optimization model is also presented for shovel allocation optimization. The mathematical model will be coupled with the simulation model at the dispatching stage for shovel allocation optimization and thus it will act as the link to optimal short-term schedule to assist in achieving better mine plan compliance across short-term and operational planning time horizons. The main contribution of this work so far is the development of the MILGP model and development, implementation and verification of the simulation model on a large scale oil sands open pit mine case study. The results obtained so far are promising and have been validated against the historical data of the mine, proving the applicability of the model for experimental scenario analysis. INTRODUCTION It is essential for mining operations to adopt efficient operational methods and technologies to cope with market demand and economics. Mining operations, on the other hand, being capital intensive, find it risky to bring in any changes. Simulation is a tool that can help in this regard for better decision making purposes with an improved and quantitative measure of confidence. A true representative model that satisfies the objectives set for the simulation is essential to achieve its applicability for decision making purposes. A similar simulation model is presented in this paper for analyzing the operational KPIs of a large scale oil sand open pit mine with truck-shovel operations. This paper is aimed at providing an overview of the development of the model and the statistical outcomes validating its applicability for experimental scenario runs and thus for better decision making purposes. A mixed integer linear goal programming (MILGP) optimization model is also presented in this paper that acts as an upper stage in a multi-stage dispatching system. The optimization model is proposed to be linked with the dispatching logic in the simulation for optimal shovel assignments and target productions by reading available mining faces directly from the short-term extraction schedule. This model is aimed at bridging the gap between operations and short term extraction schedule; and may help achieve better compliance between the two."

The flow in a hydrocyclone is divided into a boundary layer around the walls, an exterior inviscid flow and an air core in the center of the equipment. The boundary layer flow over the lateral walls is associated with the short circuit of particles to the underflow, while the boundary layer over the top of the hydrocyclone and the outer part of the vortex finder tube is related to the short circuit of particles to the overflow. Classification takes place in the exterior flow. The model can be validated with pilot or industrial data and simulates the performance of hydrocyclones in a wide range of design and operating variables.

Gold production commenced in New Zealand during the gold rush of 1861, and recovery to date is over 900 tonnes, almost 60% of which was alluvial. New Zealand pioneered development of bucket line dredges during the 1880's. The advent of the modern hydraulic excavator and increased gold price led to a resurgence in alluvial production with about one hundred plants in operation in 1988. The processing plants are mainly floating, with throughputs of 50-100m3/hr fed by backhoes of 20-40 tonne operating weight. Some larger plants with more sophisticated recovery systems have commenced over the last few years, with the largest using a 180 tonne backhoe.

Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. "Iron ore in Minnesota probably carries a heavier tax burden than any mineral in any other place in the world. The State Tax Commission, created in 1907, originated the system, and with the assistance of the School of Mines is constantly making such adjustments, changes and increases as appear necessary, in order to place mineral reserves on the assessment rolls at their true and full present taxable value. The ore bodies on the Mesabi are so well defined by drilling and underground devel¬opment that it is possible to estimate very exactly the volume on every forty acres of land taken as a unit. This is done by the operating or holding company and reported annually to the Tax Commission, Who check the estimates, having all data, and- proceed to fix the valuation for taxation purposes.The first step is to ascertain a general average selling price in open market, over a period of years ; then the total cost per ton (exclusive of royalty) to produce and market the ore. The difference between the average selling price and producing cost per ton is taken as the future full value per ton. This is then discounted at a rate of interest that represents the present and possible future worth of money, over a period of years that will be required to exhaust the ore body, giving the present full value per ton., Iron ore is taxed at 50 per cent of its full value, while other property is taxed at 33 1/3 per cent and 25 per cent."
