Table I identifies the maximum cost of the individual provisions with spoil disposal in Appalachia leading at $3.98 per ton, This was followed by deep mine subsidence control and monitoring at $1.66 per ton. At the request of the U.S. Department of Energy, the Bowser-Morner Testing Laboratories of Dayton, Ohio, evaluated Consol's cost estimates for 14 of the 21 regulatory provisions the company studied. It is interesting to note that Bowser-Morner concluded that Consol's estimates of costs were very conservative and that the actual costs will be substantially higher than what the company reported. In 1978 a joint committee of the National Coal Association and the American Mining Congress made estimates of cost impacts under 11 OSM permanent rules (see Table II). Six rules applied to mid-western strip mining were projected to cost $6.52 to $17.17 per ton. Five rules applied to mid-western strip mines showed costs ranging from $.91 to $6.11 per ton. Three rules applied to deep mines (regardless of region) were seen raising costs from $ .57 to $2.67 per ton. The joint committee reported trouble developing overall figures because member firms used widely different assumptions in calculating their costs. That same statement could no doubt be made when comparing most cost data available today.

The 2-mile Beach Interceptor Sewer Tunnel was constructed in 1954 to then-current mining and construction standards. Due to its lifespan and deteriorating condition it is now being stabilized and rehabilitated using conventional excavation and ground support. At its southern end, below the prestigious Three Arch Bay community, the original tunnel alignment passes under a historic landslide where the tunnel was sand-backfilled and capped by bulkheads in 1957 due to severe and caving ground conditions. Video footage of the existing 21- inch clay pipe showed that the pipe is severely damaged, which could potentially cause a catastrophic pipeline failure and sewage spill into the Pacific Ocean. This paper summarizes the thorough investigation and design process, tunnel realignment construction and monitoring, and the notable cooperation between all parties to overcome the project risks.

For the purposes of this presentation, "refractory clay" is intended to include any clay suitable for refractory products and thus represents a description based on industrial application. Other common examples based on use would be white-ware clay, bleaching clay, paper clay, or cement clay. Most users and producers of refractories have specific quality requirements which determine the quality or type of clay that can be utilized. Many clays can however be interchanged or substituted in use by changing manufacturing processes or upgrading less desirable clays. U.S. Bureau of Mines publications (Ampian, 1985) categorize days into six groups. These are kaolin, fire clay, ball clay, bentonite, fuller's earth, and common clay. These are practical groupings based on clay production and usage in the United States. Among these groups bentonite, fuller's earth, and common clay are primarily composed of the minerals, smectite, illite, or chlorite, and are non-refractory. Kaolin, ball clay, and fire clay are commonly used in refractories and thus qualify as refractory clays.

In mid 1970, Park City Ventures, a Utah partnership of ASARCO and TAC, initiated a six phase exploration and development program in the Park City District, Utah. Geologic studies had delineated a number of exploration tar¬gets in several areas of the district. Discovery of ore in any of the target areas and continued favorable down dip development below then productive ore bodies would allow for reserve expansion and mill construction. The targets were: Mississippian Humbug Formation replacement mineralization below productive ore bodies on the east flank of the Park City Anticline; Humbug replacement mineralization in an unexplored fault block in the footwall of the Hawkeye structure on the east flank of the anticline; vein and replacement mineralization along the Silver Fissure; potentially higher grade Humbug replacement mineralization in a theorized structural block on the west flank of the anticline beneath the Ontario Vein; Permian Park City Formation replacement mineralization in the West End Shaft Area of the Silver King mine; vein mineralization along the Back Vein in the Judge Mine. Chilean Nationalization in 1971 resulted in a 30% budget cutback. The Judge and Silver King Projects were suspended. In spite of the cutback additional reserves were developed below the Humbug East Flank ore bodies; a major zone of ore grade mineralization was discovered along the Silver Fissure; five new ore bodies were found in the Humbug, and Doughnut Formations on the west flank of the anticline beneath the Ontario Vein. First concentrates were shipped from a new mill in May 1975.

The U.S. Bureau of Mines performed engineering and economic analyses on 130 domestic phosphate mines and deposits, all containing demonstrated resources, of which 73 are in the Southeastern states of Florida and North Carolina, to determine the domestic availability of phosphate rock. Of the total domestic resources studied (6.4 billion tons of recoverable rock) over 60 percent is found in these two Southeastern states. At an estimated cost of $30 per ton, in January 1981 dollars, approximately 1 billion tons of rock is potentially recoverable from Southeastern deposits, increasing to 3 billion tons at $45. In addition, there is nearly 6 billion tons of recoverable rock at the inferred level (some presently unmineable) in Florida and Georgia.

The Cripple Creek diatreme-intrusive complex is known primarily for its vein telluride-gold ores and, for major veins, their great vertical range (>990m). Less well-documented are the ores dispersed into the wallrocks adjacent to veins, the ores associated with hydrothermal and tectonic breccias, or mineralized zones within fluvial, lacustrine, and volcaniclastic rocks deposited within the diatreme complex. The ore-gangue minerals Here precipitated from oxidized, alkaline fluids that yielded an abundance of carbonate, sulfate, and oxide minerals along with minor base metal sulfide and precious metal telluride-s. Wallrock alteration is quite limited adjacent to veins and somewhat more extensive within hydrothermal and tectonic breccias.

The concept of mobile crushers is not new. Since their introduction about twenty-five years ago, mobile crushers have continued to gain widespread attention. Mobile crushers reduce minerals in the open pit mine to sizes which can be transported by belt conveyors thereby reducing or eliminating the need for truck haulage. Truck haulage is costly, often representing as much as 50% of the total mining cost. More than 80% of the cost of truck haulage is for fuel and lubricants, tire replacements, and operators' wages, and it can be anticipated that the cost of these items will continue to increase at a steady pace. Compared to truck haulage, transportation by belt conveyor is more energy-efficient, less labor-intensive, and less subject to inflation. Therefore, mobile crushers, used in conjunction with belt conveyor systems, offer one of the most effective available methods of reducing energy consumption and mining costs,

The SLAC National Accelerator Laboratory’s two-mile-long particle accelerator generates the world’s brightest X-rays from its Linac Coherent Light Source (LCLS) freeelectron laser. This facility has driven groundbreaking discoveries in medicine and industry. The LCLS-II-HE project will provide a significant increase in laser energy, allowing cutting-edge research in fields including biology and environmental science. A key project component is the Low Emittance Injector Tunnel (LEIT), a 240-foot-long tunnel to be built alongside the existing accelerator and connected to it via a 30-footlong Transfer Tunnel. This paper discusses site and scientific constraints that led to the selection of the LEIT configuration: tunnels to be constructed using the sequential excavation method in mixed-face conditions comprising native rock and placed backfill, and critical design considerations including protection of overlying and adjacent historic structures and structural accommodation of near-fault seismic loading.

For many years, pulverized coal (PC) boilers in utility power plants have been the dominant market for domestic coal. Today, two new coal utilization technologies challenge the PC boiler's dominance. Atmospheric fluidized bed combustion (AFBC) and "coal gasification/combined cycle" (GCC) stand on the verge of commercial demonstration in the utility environment at a scale of 100 MW. Developed over the past decade, these technologies respond to the demands for cleaner ways to burn coal and for more flexibility in fuel supply. In the near term, these are the "clean coal" technologies most likely to have a significant impact, because they are ready for commercial application. As for environmental acceptability, consider that just a few years ago one of the environmental slogans was "no coal in California." Indeed, the only large quantities of coal above ground in California at that time were in transit on the way to Asia. Today, thanks to new technology, we can point to two operational coal-burning plants in California and one in the works: * Cool Water GCC demonstration plant (100 MW) * California Portland Cement AFBC commercial cogeneration, near Riverside (190 000 lb/hr steam) * Energy Factors AFBC commercial cogeneration at Stockton, to be operational 1988 (44 MW)

An examination of the statistics of the world phosphate fertilizer industry since 1980 reveals an increasing tendency for fertilizer manufacturing activity to concentrate in phosphate rock mining areas. The economic justification for this resource-oriented strategy is clear. The choice between shipping phosphate rock, a comparatively low-value product, and shipping more valuable finished fertilizers will always be resolved in favor of the latter if cost considerations control the decision. The historical existence of substantial phosphate fertilizer manufacturing capacity oriented toward fertilizer-consuming activities and dependent on imported phosphate rock shows that narrow cost considerations have not always determined the industry's location. One is entitled to ask what conditions have changed to precipitate the observed relocations, and how permanent these changes are. These questions are the subject of this investigation.

Intermittent coal mining has been conducted in Alaska for over a century. The first report of coal in Alaska was by the Veechy expedition of 1826 and 1827. Whaling ships used coal from Corwin Bluff near Cape Beaufort during the early and latter parts of the 19th century. The first coal mine in Alaska -- and probably the oldest in the Pacific coast of North America -- was opened by the Russians at Port Graham on the southwest tip of the Kenai Peninsula. The mine was operated from 1855 until 1867 when the United States took possession of Alaska. From 1880 to 1915 coal mining was carried on intermittently at several localities including Unga Island, Herendeen Bay, Chignik Bay, Kachemak Bay, and several points along the Yukon River. Small coal mines along the Yukon River provided fuel for the river steamers traveling from St. Michaels to Whitehorse. The area of sustained coal production began with the completion of the Alaskan Railroad from Anchorage to the Matanuska coal field in 1916 and to the Nenana field in 1918. Coal production continued to increase until 1953, at which time the oil and gas fields in Cook Inlet were developed. Oil and gas eventually replaced- the Matanuska coal as a means of providing heat and power. The military in the Anchorage area shifted from coal to oil in 1967 causing a decrease in production. The increased demand for electric power in the Fairbanks area offset the decline and coal production started to increase. In 1969-1970 the Golden Valley Electric Association constructed a mine-mouth power plant 70 miles southwest of Fairbanks near Healy and a power line to Fairbanks. LOCATION OF COALS IN ALASKA Coals are found in all geographical subdivisions of Alaska. Coal in Alaska ranges in age from Carboniferous to Tertiary, and grade from lignite through anthracite. Figure 1 shows the locations of Alaskan coal fields. The only fields that have been developed extensively are the Matanuska and Nenana. Figure 2

Introduction Ventilation engineers have always felt somewhat uneasy when, in the normal course of their work, they are forced to consider the flow in any mine entry as "wholly rough." Under such conditions in pipes, friction factor is no longer a function of Reynolds' number. This assumption serves to simplify the problem and overcome an evident lack of information concerning the variability of K-factors. During the summer of 1985, a unique opportunity to investigate the reaction of friction factor to changing flow rates presented itself. A Utah coal mine was temporarily directing a substantial airflow through a single entry. By regulating the quantity, it would be possible to obtain a wide range of Reynolds' numbers in an entry composed of two distinct coal thicknesses. This paper describes the conducted study. The theory covering basic fluid flows in pipes that led to the questioning of constant K-factor is presented first. Experimental procedures are then described, including the use of a view camera in determining entry area and perimeter. Finally, a discussion of the observed variations in friction factor versus Reynolds' number is given. Changes of 34% and 45% in K-factor were seen in this study for the two entry heights. The implications of ignoring the relationship in this case and a call for an expanded research effort are also presented. Theory Since a gas is a fluid, the general principles of fluid mechanics are equally applicable to airflow in a mine entry as they are to the flow of water in a pipe. The Darcy equation is, therefore, equally applicable to pressure drop calculations in both situations. This famous formula was originally derived for use in circular cross sections and may be modified for any other shape by the use of hydraulic radius (defined as the area divided by the "wetted" perimeter). The Darcy equation relates the physical parameters of the pipe (diameter, length, and resistance to flow) and fluid velocity to the energy needed to create the flow. A study by Nikuradse (1933) brought to light the suspected dependency of the friction factor term in the Darcy equation upon Reynolds' number. By performing a large number of laboratory experiments, he established some basic concepts upon which other researchers built. Chief among these contributors was Colebrook (1939). Using commercial-grade pipe, he established an empirical relationship between Darcy's friction factor and Reynolds' number that is still in use today. If Colebrook's system of equations is plotted on log-log paper (as was done by Moody, 1944), the curves have some very distinct features. Of importance to the subject at hand is the relative response of friction factor to Reynolds' number at a given relative roughness. Simply stated, a pipe can appear to be either smooth or rough, depending on the flow conditions. As the Reynolds' number increases, the friction factor decreases at a decreasing rate until it becomes nearly a constant value. At this point, the flow is said to be "wholly rough." It is upon this condition that many traditional ventilation solution methods depend. For calculating pressure drops in a mine entry, Atkinson's equation is much more popular than the Darcy equation. Both of these formulas describe the same phenomenon and so have similar forms and functions. The K-factor in the Atkinson equation is equivalent to the Darcy friction factor and can be related by simply changing units, equating the pressure drops, and canceling like terms. A generalized form of this relationship is presented below as equation 1. K = yf/28,800g = [q]f/28,800 (1) where K is Atkinson's friction factor in kg/m3 (lb - min2/ft4), Y is the specific volume in Nt/m3 (lb per cu ft), p is the fluid density in kg/m3 (slugs per cu ft), g is the acceleration due to gravity (9.8 m/s2 or 32.2 fpsz), and f is Darcy's friction factor, which is unitless. The objective behind Eq. 1 is to show the strong correlation between K and f. Since these two quantities differ only by a constant (q]/28,000), the assumed independence of K-factor and Reynolds' number is suspect in light of the known response of f. Unfortunately, the formulation does not provide information concerning the actual relationship, as entry geometry likely plays a major role in the response curve. Only an indirect indication that such a relationship might exist is provided. Previous work on this subject was performed by Thomas Falkie (1958). The study involved a laboratory model composed of sections of straight, steel duct and a range of Reynolds' numbers from 15,610 to 137,200. Results from this work show a variation in friction factor with Reynolds' number in much the same way as it was found to vary in pipes. Over the range of velocities examined, a decrease of approximately 38% in K-factor was observed. This previous experience provides additional incentives to investigate the phenomenon under field conditions. Past model studies done at the University of Utah by Ozukurt (1945), Biron (1944), and Greenhalgh (1942) present similar evidence of this variability. Managing commercial risks associated with subsurface construction may be the greatest challenge the underground industry faces. The Geotechnical Baseline Report (GBR) was developed in the U.S. to help manage those commercial risks, and to stem increasing litigation in the industry. A guidelines document by the American Society of Civil Engineers was published in 1997 and was updated in 2007. This paper provides an historical perspective, overviews the main objectives of a GBR, presents issues and trends that instigated the need to update the 2007 publication, and describes the process that will lead to a new GBR guidelines publication in 2022

Potash is Canada's leading industrial mineral in terms of value of production, with 11.1 M tonnes of muriate of potash produced in 1992 for a value in excess of $1 billion U.S. Each tonne of potash produced generates about 2 tonnes of waste salt, together with slimes and brine. The disposal of these waste products, particularly the salt and slimes which are discharged on the surface, has recently become an environmental concern. This concern is forcing companies and regulatory authorities to review disposal practices. In New Brunswick, on Canada's east coast, Potash Company of America operates a mine at which 2 M tonnes of potash ore and 0.5 M tonnes of rock salt are mined each year. The mine is situated in an environmentally sensitive area, noted for its dairy farming and salmon angling. In such an area it was recognized that the storage of waste on surface would be unacceptable, and the mine was designed around this principle. Three main waste streams - salt, slimes, and brine - must be managed as an integral part of the mining system. Around 1.5 M tonnes of fine salt tailings from the milling process and the rock salt screening operation, are sent directly to the active cut-and-fill potash stopes to be used as backfill. Slimes and excess brine from the mill are piped underground as a slurry to be discharged into one of the basin shaped stopes created by mining of the rock salt. While the slimes settle out, the clarified brine is withdrawn from part of the stope to be pumped to surface as a feedstock for the evaporator - a process which recovers the contained potash values in the brine. By designing a system which integrates the mining, processing and disposal of all product streams, and by careful production planning, it has been shown that zero effluent potash mining is possible and points the way for the industry in the future.

Despite significant safety improvements, the mining industry remains one of the most hazardous occupations globally and the evacuation of Miners, when an uncontrollable incident occurs in the mine, is the best bet to saving lives. However, Human factors/behaviors during an emergency are likely to influence the evacuation performance. Other industries have made a significant effort to determine these human factors that can impede evacuation performance, however, the current state-of-the-art in mine evacuation or self-rescue is that the evacuation route is predetermined, and a static sign is used to direct miners to the predetermined safe location. This method is limited in representing actual conditions that arise in a real emergency, neglecting the different behaviors displayed by humans. As optimization of the evacuation of a mine plays a fundamental role in emergencies and modeling evacuation behavior and movement of miners is a complex task, this research utilized Agent-Based simulations to simulate the evacuation behavior and performance. It was observed that people with the smart evacuation device made fewer mistakes and arrived at the safe place in less time compared to those have no access to the device. The Mathematical model used in optimizing the shortest path to a safe place is also explained in this paper.

Heat and humidity buildup withn refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a lifesustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ.

A reliable and stable ventilation system is essential to the safe operation of underground mines. The stability of a mine ventilation system becomes extremely critical while responding to a fire incident since an unstable ventilation system will pose a risk of airflow reversal. The reversed airflow could bring the fire contaminants such as toxic gases and smoke unexpectedly to working areas. In the past few years, there has been a growing interest in the study of ventilation network stability using the concept of resistance sensitivity, which is described as an indicator of how the airflow in an airway is reacting to a resistance change of other airways. Several methods of calculating the resistance sensitivity in a mine ventilation network have been carried out by researchers and scholars around the world. However, the proposed methods heavily rely on a vast amount of mine ventilation simulations, which are very time consuming and computer-power intensive, especially for a large-scale mine ventilation network. In this paper, a derivative method calculating the resistance sensitivities with a single mine ventilation simulation has been developed and implemented into a mine fire simulation software, MFIRE. The results from the derivative method were verified against the results from a traditional method. The derivative method has been proven to be reliable and accurate.

A variety of dynamic failure cases with regional impact were described at a bump symposium held in 1958. These types of events, while rare, are of particular interest because their ability to impact a large area has disaster potential. These cases can be grouped into two broad classes of events by mechanism. These are (1) a slip along steeply dipping faults and (2) the fracturing of strong strata above or below the coal seam. Both failure modes produce dynamic or “shock” loads on the perimeter (roof, rib and floor) of mine openings. Special consideration should be given to these failure modes in the planning of deep coal mines, since their occurrence is not within the professional experience of many contemporary workers. In addition, their potential is not evaluated by many of the analysis tools commonly used to evaluate hazards in coal mine plans.

"The McCook Main Tunnel connects Chicago’s Tunnel and Reservoir Plan (TARP) Mainstream Tunnel to the McCook Reservoir. The tunnel system consists of a 10 m (33 ft) finished diameter and 490-m (1,600-ft) long hard-rock tunnel constructed from a 27.5-m (90-ft) diameter and 92 m (300 ft) deep main gate shaft. The gate shaft houses six high-head 4.4 x 9 m (14.5 x 29.5 ft) wheel gates installed in the bifurcated and steel-lined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir. Construction of the McCook Main Tunnel in live flow conditions was a challenging task for the McCook Main Tunnel Project participants, the project owner U.S. Army Corps of Engineers (USACE), local sponsor Metropolitan Water Reclamation District (MWRD) of Greater Chicago, designer Black & Veatch and contractor Kiewit Infrastructure Co. (Kiewit). Once completed in two stages in 2017 and 2029, the McCook Reservoir will hold 38 billion L (10 billion gal) of combined sewer overflows (CSO) and flood waters from the city of Chicago and 36 surrounding communities in Cook County, IL The construction of the tunnel system was divided into two contracts. The first contract for the gate and construction access shaft was completed in August 2011. The second contract included tunnel excavation and concrete and steel lining that was completed in September 2014; installation of gates and hydraulic cylinders that was completed in June 2017; and the last major construction activity was the removal of a temporary concrete plug (bulkhead) and lining that tunnel section to bring the overall tunnel and gates system online before Dec. 31, 2017.This article focuses on the installation, testing and commissioning of the high head wheel gates. Live tunnel connection details to TARP Mainstream Tunnel were addressed in a previous paper submitted at the World Tunneling Conference in 2016."

Correct face pressure is critical to safe operation of a closed face TBM. If inadequate face pressure is applied, this will lead to excessive ground movement, and may result in collapse of the tunnel face. Face pressure calculations are performed manually every few meters along the tunnel alignment. With the application of a 3D ground model, ground profile information can be extracted for automatic computation. This will significantly improve the efficiency and accuracy and is adaptable to changes in design parameters. This paper will discuss the development of automatic computation techniques in extracting information from a 3D ground model.
