The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? Today's increasing needs for rapid excavation have stimulated efforts to break rocks without explosives. The application of electric energy for this purpose has been studied by a number of investigators. Following principles have been used in electrical rock breaking: 1. induction heating5 2. high frequency heating4, 14 3. microwave heating6 4. contact resistance heating9,12 5. resistance heating11,13 6. electron beam heating1, 3 7. plasma jet heating2, 8 8. arc heating7 9. condensor discharge energy14 In this paper the presentation of the principles of electrical fragmentation is limited to a process called "electrofracing". This technique uses electrical heating of rock by electrode contact resistance9 and resistance heating" phenomena. The electrically induced stresses inside of rock generate forces which break up the material. The fracturing of ore takes place by tensile stresses instead of compressive forces. The electric energy merely creates fractures in the rock and the separation of fractured material takes place by subsequent mechanical handling. Energy requirements in secondary breaking of iron ores have been about one to two kilowatt-hours per ton of ore. Power requirement is a function of the degree of fragmentation.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and therefore only assist in recalibrating the operators' vision when major deviations occur. An image analysis system has been developed by IMC Fertilizer to improve upon the accuracy and precision of the composition estimation process. It still relies upon the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. This paper describes the system and its use and presents comparative results for various process streams.

Belle Ayr Mine was established in 1972 as the first large surface coal mine in the Powder River Basin of Wyoming. During the mid-1980s, it was eventually out-distanced in productivity by newer mines, and management recognized that the mine must recapitalize its major mining equipment and enhance its workforce flexibility in order to be competitive in the deteriorating market situation. Therefore, state-of-the-art haulage and loading equipment was placed into service, and a 12-hour rotating shift and a technician-based workforce was implemented. Belle Ayr Mine is located 29 km (18 miles) southeast of Gillette, Wyoming, in Campbell County (Figure 1). The mine is a part of AMAX Coal West, Inc., and with its sister mine, Eagle Butte, located 8 km (5 miles) north of Gillette, is a major contributor to the overall coal production of AMAX Coal Industries, Inc., headquartered in Houston, Texas. This paper addresses mine planning, recapitalization initiatives, and innovative workforce changes which propelled this large, surface coal mine to the forefront of productivity in the ever tightening low sulphur coal market.

As originally conceived, this paper was to address the costs of environmental compliance, focus on environmental impact statements, and describe how those costs impact mining projects. The intent was to do wide ranging mathematical analyses to demonstrate the varying impacts on mining projects depending on their size, timing, return on investment and other salient project features. There is a broad range of chemical reagents of potential use to the coal preparation industry: flotation frothers, flotation collectors (for coal, ash minerals or pyrite) and collector-assisting (conditioning) agents, flotation depressants (for coal, ash minerals or pyrite), pH regulating agents, acid mine drainage treatment chemicals, flocculants, filtration aids, dispersants, dust suppressants (wetting agents and car-top or pile binders), freeze conditioning agents, water treatment chemicals (corrosion and scale inhibitors) and suspension stabilizing reagents (dispersants, stabilizers, biocides). The application of each of these types is discussed with particular attention paid to those of greatest importance: flotation frothers and collectors, pH regulators and acid mine drainage treatment chemicals, flocculants and freeze conditioning agents.

Currently, some 5 000 mine occurrences including copper, lead, zinc, iron, gold-silver, chromite, sepiolite, mercury, and coal deposits, soda ash, marble, zeolite, feldspar, magnesite deposits, as well as the world’s largest known borate deposits, have been discovered and partially explored.

Calcium-based scale precipitation is a common problem in mill reclaim waters. An accumulation of these adherent deposits can result in a rapid reduction in water flow, loss of pump efficiency and eventual interruption in ore production. Heap leach applications can also experience the added problems of plugged sprinkler heads, blinded leach pads and fouled carbon columns when scale control is not maintained. The primary cause of scaling in precious metal recovery is the relative insolubility of calcium carbonate. The presence of the calcium ion and bicarbonate alkalinity is common in almost every water source. If the temperature or pH of the water is allowed to increase, the bicarbonate breaks down to carbonate and combines with calcium by the following reaction: Ca +2 +2HCO3 ? CaCO3 + H2 + CO2

Bauxite can be regarded as a mixture of hydrated aluminium oxides the predominant constituent - and oxides of iron and titanium, silica and silicates. Heterogeneous and non-crystaline, most bauxites vary in average composition from one deposit to another both in terns of impurities as well as the proportion of Gibbsita and the Monohydrates Diaspore and Boehmite. Iron levels (as Fe2O3) can vary from less than 1% to as high as 30% with the alumina content ranging from 40 to 6o%,. Gore than 90% of all bauxite mined in Guyana is used as feed for the - production of refractory grade calcined bauxite. There are -however, several speciality grades used in various industrial applications and these are characterised by the quality of the bauxite in particular ;,with regards to iron and silica levels which generally have to be low. The main speciality grades are designated Refractory, Abrasive and Chemical. Bauxitte is also used in the production of nigh alumina cements,, activated bauxite end in the manufacture of electrical insulators.

In order to store high-level radioactive waste underground, the German repository concept considers clay, crystalline and salt formations as suitable host rock materials (National Citizens’ Oversight Committee, 2024). The current research projects of the Chair Underground Mining Methods at TUBAF (Technical University Bergakademie Freiberg) in nuclear waste repositories mainly focus on storage within salt formations. In this scenario, the high-level radioactive waste is supposed to be packed into specifically designed containers and then transported underground and emplaced in horizontal storage drifts. The residual temperature of the radioactive waste leads to the question if there are optimization possibilities for waste handling, the storage and the long-term emplacement of such high temperature level waste. A deeper understanding of the heat transmission from the container into the host rock might lead both towards possibly shorter surface interim storage times as well as size optimization possibilities of the repository itself. TUBAF has conducted research that successfully proved that an optimized container positioning yields more favorable thermal patterns and can be achieved with conventional mining equipment.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. Calcium carbonate is one of the highest volume industrial mineral products in North America. It is used in filler and extender applications, roofing products, floor tile, glass manufacture, etc. Calcium carbonate has over a dozen major filler and extender applications plus a host of minor uses. North American consumption of calcium carbonate fillers and extenders in 1991 is estimated at over 5,000,000 tons valued in excess of $400,000,000. There were five major suppliers of calcium carbonate fillers in the Middle Atlantic region in 1988 :?Bestone, Genstar, National Gypsum, Thomasville Stone and Lime, and White Pigment. With the exception of Genstar's Maryland operation, all of these operations are within a few miles of York, Pennsylvania. The Millington Group (TMG) purchased the assets of Bestone Corporation in February of 1989. TMG then seized the opportunity to strengthen its business position by acquiring National Gypsum's and White Pigment's Pennsylvania filler businesses in December, 1989 and July, 1990, respectively. By July of 1990 TMG's filler business acquisitions included six quarries and one underground mine, totaling over 1,200 acres and three processing facilities. The assets were restructured into two new companies - Delta Carbonate, Inc. and Penroc, Inc. (hereafter collectively referred to as Delta). Delta identified the assets of the three predecessor companies as undervalued from the outset. The initial phase of Delta's turnaround strategy was to reassess the combined mineral. mining, processing, transportation and marketing assets. The second phase was to effectively integrate these resources in order to exploit their inherent synergy.

The latest Multifactor Productivity data for the US mining industry indicates a continuing descent with Australia on a similar course. The world’s mining industry has a fleet of over 400 large draglines moving billions of tons of material annually. The most efficient use of this equipment resource will provide a competitive advantage to those companies who are committed to improving performance. A dragline monitoring system is a requirement for optimum operations. The monitor reports the facts. Focused actions can change the facts and create improved performance. Analyzing monitor data to build knowledge and create understanding is a beginning. Understanding the key productivity indicators for dragline operations and an effective benchmarking process are the basis for improvement. There is overwhelming evidence that adopting new technologies and concepts including AC drive technology can and will bring about a step change in dragline operating cost with improved production performance.STATE OF THE MINING INDUSTRY A high altitude review of the state of the mining industry provided by a study of multifactor productivity shows a continuation of lower and lower output year on year for the capital and labor inputs applied. The story is sadly similar for both U.S. mining and the Australian mining sector. In fact, according to PwC analysts the worlds mining equipment productivity has declined 20% over the past seven years. (Lumley, 2014) Although the reasons for the continuing decline in mining productivity are varied, the need for improvement is clear. The world’s mining industry fleet of well over 400 large draglines moves billions of tons of overburden and ore (phosphate, limestone, etc.) annually.This discussion will review a few of the tools available for improved productivity in dragline operations."

The Copper Flat Property is located approximately 6 miles NE of the small town of Hillsboro in Sierra County, N. M. (Fig. 1). Hillsboro was the center of considerable mining activity in the late 1800's and early 1900's following the discover, of gold bearing vein deposits and later discovery of, placer gold along the east slopes of the Animas Hills. The Copper Flat orebody is a porphyry type deposit occurring in a small quartz monzonite porphyry stock that has intruded the center of a circular andesite plug (Fig. 2). The primary ore mineral is chalcopyrite. By-product values are contained in gold, silver and molybdenum.

Investments in fuel minerals and non-fuel minerals by petroleum companies are not a new phenomena. During the past 25 years, oil firms have entered mining via the acquisition route as well as by the direct development of grassroots mines. In the early 1980s, the "merger mania" in the natural resource industries came to a head. Oil company takeovers of mining firms, as well as other mergers between oil producers, captured headlines repeatedly, and speculation ran wild as to who would next acquire whom. Table 1 summarizes leading mining company mergers in the past two decades. There are some special features to the latest round of minerals investments undertaken by oil companies. First, direct takeovers of mining companies have become the preferred means of entry into minerals, with entry from scratch being relegated to the sidelines. This was not always the case. While there are instances of oil firms buying coal and copper companies dating back to the 1950s and 1960s, most of the early minerals work by petroleum firms was from internally generated projects. When the oil companies first became involved in uranium, for example, the uranium mining industry was in its infancy. There was not much market structure to buy, and it was relatively easy for everyone to get into uranium on the ground floor.
