A new moving cone optimizing technique will be introduced. In order to facilitate under- standing of the moving cone optimizer, a re- view of the principles of moving cone design technique is presented. A concept called the negative moving cone design technique is also introduced to help facilitate understanding of the moving cone optimizing algorithm. In the introduction to Subsection 3.3, the relationship of the mineral inventory modeling technique to the ultimate pit design optimization methods was reviewed. Five modeling techniques were described, and four mathematically provable optimizing methods discussed. The broad use of the regular 3D fixed block model was attributed, in part, to its applicability to automatic optimization methods of pit limit design such as the Lerchs-Grossman graph theory algorithm, and in part, to its systematic nature.

There are many advantages to upgrading coal with dry jigging technology. The most obvious is the lack of process water, which eliminates the need for fines dewatering and slurry confinement. Dry jigging eliminates the clean coal moisture penalty associated with wet processing. Particulate emissions are virtually nonexistent due to inclusions of fabric dust collectors on all modern dry jig plants. Due to the environmentally kind nature of dry jig plants, installation permits are often measured in days, not months. Coupled with all these advantages there has been a fundamental advance in dry jigging efficiency. All of these advantages have renewed the coal industry’s interest in dry jigging. But, air jigging isn’t right for every application. There are limitations due to particle size, particle shape, moisture, and near gravity content. This paper explores the evolution of dry jigging; reviews parameters important for determining the suitability of dry jigging; compares historical performance data as measured by imperfection, against results from modern dry jigging technology; and presents actual data from modern dry jig installations.

During several months in 1996 and 1997, Cyprus Twentymile Coal Co. (TCC) set world production records at its Twentymile Mine in northwestern Colorado. These records were due to the company's implementation of a state-of-the-art longwall mining and conveyance system along with a -highly dedicated work force. This article is a case study of the design of long panels at the mine from conception to implementation. Obstacles that needed to be overcome included subsidence engineering, environmental regulations, conveyance, ventilation, equipment design and continuous miner (CM) development timing.

Geotechnical theory is reasonably well developed to evaluate the stability of rock slopes for surface mining projects. It is recognized widely that structural geology, groundwater pressures and seepage, and blasting are key factors that influence the stability of such slopes. However, our capabilities to model the structural geology, to determine rock strength along discontinuities and to model groundwater pressures and profiles are still very approximate. Plus, practical experience of the rock mechanics engineer is one of the most important inputs to the design of open pit mine slopes. To emphasize the use of practical experience, a number of case examples are reviewed here to illustrate key factors that must be evaluated. These case examples comprise a continuation of other examples presented in the Jackling lecture to the SME in 1986 by the author (Brawner, 1986). Example no. 1 In situations where the orientation of geologic discontinuities will not influence rock slope stability, extremely steep slopes can be developed, providing blasting and groundwater are controlled adequately. An excellent example of this condition is the Republic Pit of Cleveland Cliffs in Michigan. The rock slope in Fig. 1 isover400fthigh with a face angle of approximately 80". The rock is hard and massive, and blasting was carefully controlled. The original design of this slope was at45", a standard design angle at that time. The competency of the rock and the lack of critical geologic structure subsequently was recognized, and the much steeper slope angle was developed successfully. The rock proved to be so competent and the slope sufficiently stable that an underground crusher station was developed with entrance and exit tunnels excavated at the toe of the steep wall.

For thousands of years gold has been not only a commodity, valued for its comparative scarceness, immutability and homogeneity but also a medium of exchange which has no nationality. Approximately 90% of the gold produced is still accessible in the world, although some of it in museums, galleries, jewellery and dental work is not immediately available for circulation. The majority is held as bars by central banks for their reserves; the balance circulates as coinage or bullion held for investment. The value is further enhanced by the political aspect that gold cannot be debased as paper currency can and, therefore, it always becomes an investment refuge. It has always been possible to buy and sell gold at a price which is readily established by reference to bullion's weight and purity; and it is this fact which makes a loan denominated in gold, rather than one in currency, a viable alternative means of finance. The purpose of this paper is to discuss some general aspects of what is considered to be one of the more effective and presently popular methods of financing the development of a gold mine - the gold loan. This is not intended to discuss all the minute details which must be uniquely designed to fit each individual situation, but rather to provide general guidelines. You will all be aware of the traditional sequence whereby companies primarily finance exploration work by the raising of equity through the sale of shares to the public or by that unique Canadian form.

INTRODUCTION The net smelter return (NSR) calculations made on various smelter-refiner alternatives, is usually done by taking the gross metal value less metal deductions, smelter-refiner charges and transportation-insurance costs. An important further step in the calculations is the financial charges imputed by refining time, transportation delays, to the time gold is returned (if tolled) or paid for if bought by the refiner. Metal that is priced in advance of payment also requires a forward premium that the mine may or may not be getting. This is a hidden cost that is often omitted from the calculations. Segmentation of each of the above costs are vital to see where improvements can be made through negotiations, better choice of metal pricing or transportation alternatives. BASIC NSR CALCULATIONS SMELTER-REFINER CHARGES Payable Metals - Treatment Refining Charges: Since these can vary from one smelter to another, the effect of a $25 per ounce price increase/decrease should be calculated and kept in mind. This effect is compared to differences in refining/treatment charge and a total smelter/refiner cost on a cost per ounce of dore, gold, or a dry ton of concentrate. Transportation - Insurance: Research has to be done on transportation alternatives perhaps with some assistance from the smelters, railroads or trucking companies. For dore, the U.S. postal service is viable and inexpensive. For railroads, deal with the regional office ie., B&N El Paso, if production warrants regular bulk shipments. Spot rates tend to be higher. A small mine producing concentrates usually goes to the nearest smelter due to extremely high transportation costs. Here is where a refiner can help. Insurance-Quotes for rates on dore/ concentrates are easily obtainable, but the mine has to shop for the best rates. Your insurance broker is the best source of this information. Differences between Mine and Smelter/Refiners Metal losses can be caused by the following: - Concentrate dry weight differences caused by moisture determination or faulty scales (often at the mine). - Sample bias by poor preparation practices on either side ie., grinding of the sample removing gold; or a poorly mixed concentrate. Dore bullion has no such difficulties.

The exact date of man's first use of coal is lost in antiquity. The discovery that certain black rock would burn was undoubtedly accidental and probably occurred independently and many times in the world over thousands of years. It is quite likely that these independent discoveries were made when primitive man chanced to build camp fires on exposed ledges of a black rock, then was amazed when it caught fire. The Chinese recorded the use of coal 1100 years before the Christian Era and from the Bible we learn that King Solomon was familiar with coal in what is now Syria. In Wales, there .is evidence that the Bronze Age people used coal for funeral pyres, and it is known that the Romans used this fuel. There are other ancient references. So the knowledge that coal would burn, and even some uses of that knowledge, go back thousands of years. However, practical and consistent use of coal seems to date to England in the Middle Ages.

INTRODUCTION As man moved through the ages into the era of metals, he became increas¬ingly dependent on the extraction and beneficiation of various ore types. His progression has required more material, new sources, and inevitably, a need to extract the values from ores of much lower yield. Inherently welded to this need to extract has been the attendant requisite of power and water to carry out these tasks. With the richness of these deposits diminished, and the in¬crease of demand, mining has become so intimately tied with the needs of these auxiliary systems that the modern day milling operation can ill afford to ignore them. In the times of Agricola 16th century methods of milling required little thought for power or water consumption. Reduction was accomplished by hand¬sorting and hammer and grinding done with stamps and millstones. Medieval concentration was carried out by the "Jigging sieve" with agitation supplied by the sleeveless arm of the operator (The Mines Magazine,_ March 1933). Little consideration was likely given to the power source unless it became apparent that he had insufficient means to meet the demands of a dawn to dusk operation. Fuel for power production was also probably of little consequence unless sustained drought or warring neighbors burned the miners fields. Water was available from any adjacent stream with recycle, potable, tailings and mill consumption all going and coming from the same source. By the end of the 18th century and the early 19th century the requirements of larger throughputs and better re¬covery were forcing the miner to the need for greater sources of power and water. Arrastras, capable of accepting several hundred pounds of charge, con¬sisted of a clay bottom, a "liner of rocks harder than the substance to be crushed" and a revolving center post in which the ore was ground and amalga¬mated. Used in conjunction with a slucing system, this formed the primary recovery method of the time. Power was supplied by horse or oxen or, if terrain was amenable, by use of a horizontal or overshot water wheel. A typical system required 4.5 kw (6 hp) and needed to run in the vicinity of 15 rpm (Pre¬ston, 1895).

This paper describes a two-part program funded by the Florida Institute of Phosphate Research and performed by Jacobs. The first part of the program was to examine the application of ultrasonic treatment to clean phosphate particle surfaces. Florida phosphate pebble and rougher flotation feeds were treated in an ultrasonic trough to remove clays. Also, the de-oiling of rougher concentrates by ultrasonic treatment was tested. In order to improve the clay removal efficiency, viscosities of primary cyclone overflow from six beneficiation plants were studied in the second part of the program. Viscosities for different samples at the same clay % solids vary significantly, and increase exponentially with clay % solids content for the same sample. A method of controlling cyclone operation using on-line viscosity measurements and pump box level sensors is proposed to logically improve primary cyclone performance.

This paper presents an apparatus and procedures to implement a methodology for controlling ambient air quality in a confined working environment, such as an underground mine, an underground storage area, or a tunnel. The air quality control methodology is directed at limiting the quantities of exhaust pollutants emitted by diesel-powered vehicles into the confined space by identifying vehicles that are excessive polluters. The methodology is based on tailpipe and ambient air measurements in the confined space, and the ambient air threshold limit values (TLVs) for the various diesel exhaust pollutants. The methodology consists of two computational methods; a deterioration criteria computational method to identify excessive polluting vehicles, and an engine performance computational method to determine engine performance and to provide information needed to diagnose engine faults. The methodology is designed for implementation in conjunction with a preventive maintenance program. The first part of the paper describes the mine air and tailpipe emissions measurement apparatus and techniques used to obtain data. This is followed by sections discussing the deterioration criteria and the engine performance computational methods. A section discussing some common engine emissions-related faults is also presented. Lastly, a proposed procedure to implement the methodology including a possible hierarchical structure for mine personnel involved to implement the procedures is presented.

The design, modelling and simulation of solid-liquid mixers remains one of the least advanced aspects of minerals processing, due to difficulties in quantifying complex slurry hydrodynamics from first principles, and in acquiring reliable experimental data for model verification and development. This contribution describes the application of electrical resistance tomography (ERT) for three dimensional imaging of the concentration of mineral particulates in a slurry mixer as a function of key process variables (particle size, impeller type, agitation speed). It is demonstrated how ERT can provide a wealth of detailed data to allow model development, which ultimately will lead to much improved design capabilities and the generation of mixing models which could reside within Particle Process Simulators. This principle is illustrated using descriptions of mixer behaviour based on an empirical approach, although the measurement methodology described is equally suited to development of computational fluid dynamics models, cellular models or design approaches based on artificial intelligence. The experimental data can be built into a visualisation data bank, which acts as a "process toolkit" by allowing a library of process responses to be catalogued. Hence these data can be accessed for the purposes of model development, equipment selection, optimisation of operating conditions or testing on-line control strategies.

Introduction The need for water is fundamental to every minerals processing operation. Though this may sound rather elementary, it is one area that cannot be over- looked. Frank C. Quinn in his paper entitled "Water Is Water Is Water" (1967) said, "but it isn't as simple as that. Very often research is slowed down and production is hampered because of a lack of appreciation for the behavior of water." The quantity of water needed for any operation is determined from bench and pilot plant testing. The quality required by the process for both fresh and reuse water is also established during these two testing phases. Quinn's statements are true whether the process involves the paper industry, the minerals industry, or any other industry. It is not the author's intent to cover water quality, quantity, or re- cycle in specific terms, but to provide the reader with a general outline of the topic with reference to several valuable sources of information. The first part of the chapter will cover several of the areas that have been de- tailed by others and also provide a list of reference sources. The references at the end of the chapter are not all inclusive but will provide a good starting point. In the second part of the chapter, a detailed description, with flowsheet illustrations, is pro- vided on the evolution of the reclaim (reuse) water system at the Tilden concentrator. Mineral Industry Water Needs Beresford and Edler (1978) surmnarized the minerals industry's need for water this way: "minerals are necessary to a modern complex technological society. The minerals industry, while its water needs are relatively minor compared to large users such as agriculture, nevertheless requires a large quantity of water to carry out daily operations from mining to final product refining." In 1973 total water use in the United States was estimated at 15.14 billion cubic meters (4 trillion gallons) for the minerals industry. Of this, about 69% was recirculated within the system. In 1982 Watt and Horton stated that the percent of recycled water in the minerals industry had improved to 73%, showing the minerals industry is an efficient user of water and that steady improvement in water recycling is something the minerals industry can look to with pride. The first section of this text delves into construction engineering techniques for successfully completing necessary underground production support projects. I will discuss alternative design concepts, installation practices, materials and material costs, completion time, and necessary labor for individual projects. The emphasis of this section is on describing each project thoroughly and providing a practical guide for the supervisor or engineer. There are four main construction categories for typical underground mining projects. These are: 1) Transportation of men and supply materials. This refers to track and wire installation and roadbed grading and ballasting. 2) Ventilation, composed of overcasts, man doors, regulators, and stoppings. 3) Drainage, including sumps, pumping stations, drainage networks, pumps, and face drainage. 4) Haulage of coal and rock from the face to the outside. The focus here is in the installation of belt lines, belt drives, transfer points, and vibrating bins/feeders. The first section shall fully discuss these four categories in regard to the construction engineer or supervisor designing, building, or improving a system. In addition, special projects such as surge bins, rotary dumps, and underground offices not classified under these categories will be discussed. For manageable purposes, I have limited the installation discussions to one or two approaches I feel have merit. The variation of installations in coal mining is endless, each with its own advantages and disadvantages. Therefore, the reader should not dismiss or restrict his thinking to only the approaches in the text. It serves as a guide only.

INTRODUCTION This presentation is concerned with the administrative and technical capability of the Atomic Energy Control Board (AECB) to assure compliance with the individual exposure limit for radon daughters (currently 4 WLM per year). It is not concerned with the epidemiological bases for setting the exposure limit. Moreover, the intent is to show how sophisticated methodologies and advanced technologies, applied to radon daughter concentration measurements in uranium mines, convey the spirit of compliance by providing better estimates than do the historical methods. These better estimates mean that more accurate and more precise estimates of each worker's exposure are determined using these more modern methods and devices. The estimates so derived should provide more convincing evidence to an individual worker that his assigned exposure is a valid indicator of his true exposure. In addition, a perspective on the exposure estimate in relation to the exposure limit is given as further evidence that an exposure limit is not the dividing line between "safe" and "unsafe" exposures. A brief description is given of the compliance aspects of the Atomic Energy Control Regulations and of the limitations of purely statistical non-compliance procedures. Most of the emphasis of the paper will be placed on the uncertainties associated with conventional radon daughter exposure determination and the means being employed (and anticipated) to reduce these uncertainties. NON-COMPLIANCE Under current Atomic Energy Control Regulations (1978), the annual individual exposure limit for radon daughters is given without reference to the possible methods of sampling and calculation of radon daughter exposure and without any reference to possible uncertainties or their magnitudes. This is common in such statutes, the details of sampling, calculation, error analysis, and so on, being left for licence conditions or provided as a specific guideline to the licensee on the matter of compliance with the Regulation. Since the exposure limit is contained in the Regulations, compliance with it is absolute, as with any other law. In Canada, a state of non-compliance with the radon daughter exposure limit exists when an exposure (attributed to an employee) is reported by the licensee to exceed the limit. No uncertainty in the measurements or in the overall determination of exposure is reported nor is any requested. Removal of the worker and the loss of his services are the immediate and direct penalty suffered by the licensee for failure to maintain the exposure at, or below, the limit. A worker may be re-instated to employment for the balance of the reporting period only if the licensee can assure the AECB that further significant exposure to the worker will not ensue. In other jurisdictions, such as the United States, non-compliance is defined on a statistical basis. For example, NIOSH, the National Institute for Occupational Safety and Health presents procedures for calculating the 95% Lower Confidence Limit (LCL) in order to "compare the results of occupational environmental sampling to an occupational health standard and make a decision with a known chance of making an incorrect decision that a state of non-compliance exists" (Leidel and Busch, 1975). (In the nomenclature of this presentation, exposure limit would be used in place of "standard", in the NIOSH sense). Furthermore, it is emphasized in the NIOSH document that such numerical comparisons "are necessary only if the sample mean is greater than the standard". The NIOSH document points out, quite correctly, that the "statistical procedures presented below will not detect and do not allow for analysis of highly inaccurate results, i.e., systematic (non-random) errors or mistakes ... If a systematic error is known to exist in an instrument or analytical procedure then correct the sample mean of the data before analyzing for non-compliance". It is certainly not the purpose of this paper to criticize the sophisticated statistical approach to non-compliance as given in the NIOSH document or in similar approaches used in other jurisdictions. Rather, the purpose is to approach, with some introspection, the question of the determination of exposure by the employer for his employee and especially the employee's understanding of, and confidence in, the accuracy of the exposure determination and its relation to the exposure limit. Introduction Most subsidence monitoring to date has been surface monitoring to develop empirical relationships of the magnitude and extent of subsidence effects. Federal regulations are forcing a better understanding of subsidence. Empirical methods of subsidence prediction may not be adequate, since the empirical relationships may not be valid between or even within coal fields. A better understanding of the mechanics of subsidence is required in order to develop and verify analytical models. This paper presents some of the results of surface and underground monitoring in longwall faces of a coal mine. The seam thickness in these mines ranges from 5 feet to 6 feet at depths of 600 to 1100 feet.

Heavy metals contamination is an environmental problem at Army installations engaged in firearms training and munitions production. At these facilities, weathering and corrosion of expended munitions and leaching from wastewater lagoons, landfills and burn pits have resulted in heavy metals contamination of the soil. The principal metals encountered in firing-range soils are lead, copper and zinc. Cadmium and other metals, such as antimony, that are often incorporated in the munitions are sometimes seen in lesser concentrations. Mercury is associated with various propellants and, while present in much smaller concentrations, is of concern because of its acute toxicity. Chromium is primarily associated with plating operations. The transport of metals into groundwater has been confirmed at some locations, which has required treatment of the soil and groundwater at these sites. Certain treatment processes for contaminated soil produce metals-laden extracts, which also require treatment before reuse or disposal. Ion exchange is generally quite effective for removing metals from aqueous streams. However, resins are expensive and must be regenerated, and activated carbon is generally less effective for most metals and also requires regeneration. Therefore, alternative effective and economic sorbents are needed. Twelve sorbents were screened in initial batch testing. These included activated carbon, bark, chitosan, crown ether, corn cob, xanthate, clay (kaolinite and montmorillonite), peat moss, seaweed and reagent-grade zeolite (aluminosilicate, Sigma Product No. Z3125). Of these, zeolite demonstrated the highest capacity for Pb, Cr and Cd. For this reason, zeolite was selected for further testing in batch, kinetic and column studies. Materials and methods Zeolite. The zeolite used in the second-phase batch and column studies was obtained from a natural deposit of clinoptilolite-rich rock located in South Dakota (Rocky Ford SDH) (Desborough, 1996). Large blocks of the material were crushed and sieved into the following three particle size ranges: 0.5 to 1.0, 1.0 to 4.0 and 2.0 to 4.7 mm. This material demonstrates high structural stability in acidic solutions (pH 2.5) (Desborough 1996) and has a measured surface area of 30 m2/g. The measured total cation-exchange capacity (TCEC) was approximately 10 meq/100 g. This is well below what has been indicated for commercially available zeolite, which has been reported to be about 180 to 220 meq/ 100 g. The TCEC test was repeated (Method 9081, SW 846) using sodium acetate. The test resulted in a TCEC of 54.5 meq/100 g. The difference between values obtained for this material and published values for zeolites may be attributable to the greater heterogeneity in the material used in this study, compared to commercially available materials, or to the effect of the relatively large particle sizes utilized. Batch studies. Seven batch studies were conducted using synthetic metal solutions and soil extracts (Table 1). Extract composition: The P-extract was prepared by sequential surfactant extraction of organics from a burnpit soil followed by acid extraction of metals. The pH of this solution is approximately 1.1. A number of metals and organic compounds were present in the soil. Analysis of the extract was restricted to Pb, Zn and Cu concentrations for this study. The FBH extract was produced from a firing-range soil that was oxidized with a 0.01 M CaO solution and then extracted with 0.1 M acetic acid. This was filtered through 0.5-µm Whatman No. 5 filter paper and stored at room temperature. The pH of the FBH extract was approximately 4.5. pH Control: Calcium carbonate (CaCO3) may be present in the zeolite horizon or bed. Calcium ion (Ca") is released from the exchange sites when in contact with solutions containing ions for which it is more selective, such as lead. This results in a rise in solution pH over time. Acid washing removes most of the carbonates, eliminating the need for a buffer. Batch studies were conducted using both acid-washed zeolite (AW) and unwashed zeolite (UW) for performance comparison. The UW zeolite was rinsed with distilled deionized (DDI) water to remove fine soil particles. Both materials were dried at 105°C (220°F) overnight, so that the dry mass could be determined. INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. INTRODUCTION The process of solid-liquid separation can be an important decision in plant design. It is very important that one must consider not only the most effective means of solids-liquid separation, but also to consider the effects on upstream and downstream processes. A solid-liquid separation is done either to remove the solids £ran the liquids as in copper concentrates or rave a liquid from the solids as in uranium operations. In either case, washing can be an important consideration to clean the solids or recover the liquids. This section will deal with solid- liquid separation other than thermal, sedimntation processes, or hydro cyclones. The three major areas discussed are pressure filters, vacuum filters, and centrifuges that are most cannon in the minerals industry. PRESSURE FILTERS Pressure filters are one common type of solid-liquid dewatering devices. There are my different types of pressure filters that are both continuous and batch operations. They are characterized by using an external pressure to push or force the slurry through porous media to force the liquids out of the solids. Whereas vacuum filters are limited to one amsphere or bar working pressure, some types of pressure filters operate as high as 16 bars pressure. Pressure filters are also effective for hot slurries where a high boiling point can be a problem or precipitation occurs under vacuum. The types of pressure filters most common in the mineral processing industry include plate and frame and recessed plate filters. Some of the new technologies including automatic pres- sure filters and belt presses are also discussed. Plate Frame Filters Plate and frame filters are one of the oldest and most effective means of both dewatering solids and clarifying liquids. Plate and frame filters consist of a skeleton that is used to hang or support alternate plates and frames that are pressed together to form chambers. INTRODUCTION In both the United States and Canada, a company making a public offering of securities must comply with regulations which have been promulgated by Federal and/or Provincial Legislatures. This paper focuses on the regulations pertaining to reserve reports required by the United States Securities and Exchange Commission (SEC). SEC RESERVE FILINGS Reserve reports made to the United States Securities and Exchange Commission are the only reserve reports which are directly regulated by the United States government. The requirements for SEC reserve reports are set forth in the filing forms as shown in Appendix A, from Item 17A of SEC Form S-18. These reporting requirements, which are intended to protect the investing public from inaccurate or misleading claims, are primarily oriented to S-1 or other filings for new stock issues but must also be followed for annual 10K reports which must be filed annually by U.S. public corporations as part of the Corporate Annual Report. These undertakings require independent audits of reserves, mine designs, plant facilities and a general economic evaluation of the planned or existing operation as part of the backup documents for filing. An ore reserve is defined by the SEC as "That part of a mineral deposit which could be economically and legally extracted or produced at the time of the reserve determination".
