Long Island Rail Road’s (LIRR) service to New York City is limited to Penn Station on the West Side of Manhattan, which is operating at its practical capacity for the commuter railroad. This situation imposes serious considerations for future growth and limits the destination of many Long Island commuters. The East Side Access Project will provide a connection of the LIRR to the landmark Grand Central Terminal (GCT)on the East Side of Manhattan. The construction of the connection will require significant tunneling and underground work utilizing a variety of construction techniques. In Queens, the connection will require five soft ground tunnels using pressurized face tunnel boring machine. In Manhattan, the connection will require a series of rock tunnels and caverns connecting to two deep large station caverns under GCT to accommodate eight tracks with four platforms in a stacked configuration. The caverns housing train rooms are connected to the lower level of GCT where a large concourse will be provided. With a budget of $4.3 Billion, The East Side Access Project is the largest transportation project ever undertaken in New York City. This paper provides an overview of the project, discusses its environmental and the engineering challenges, and provides an insight into the design development to date.

Vibratory hand-tools can produce Hand Arm Vibration (HAV) Syndrome in their operators. This disease, often called Vibration White Finger, can cause varying levels of hand-arm discomfort and, in severe cases, impairment. In addition to the human suffering, there are also significant economic repercussions for industry. These include reduced operator efficiency, lost time through increased absenteeism and increasing compensation awards. In the mining industry, jackleg rock drills are a particularly troublesome source of hand vibration exposure. As a result, a significant amount of work has focused on redesigning rock drill handles to minimize hand-transmitted vibration. This paper details the results of a study undertaken to determine the effectiveness of using elastomer covered ("cushioned") handles in place of the standard steel design. The results indicate that, for a particular cushioned design, the overall acceleration level experienced at the hand-handle interface can be reduced by as much as a factor of three, relative to the steel handle. It is also shown that this reduction takes place predominantly in the frequency range above 500 Hz, with performance improving with increasing frequency. Qualitative evaluation of the cushioned handles by the drill operator indicates a significant increase in comfort over the standard steel handle.

TRANSPORTATION TUNNELING The use of tunnels for transportation, namely rapid rail transit systems and highways is on the increase. How much that increase might be through the 1980's is the question that is discussed in this paper. In 1975, there were 218 route miles of subway tunnels for rapid rail transit and 154 lane-miles of highway tunnel. From the viewpoint of many transportation planners and designers, the tunnel is one of the tools which may be used to by-pass many types of obstacles: a mountain, a body of water, or a Central Business District (CBD). Therefore, the transportation tunnel is a rural as well as an urban solution with major emphasis on the latter because of the current transportation needs of our cities. In the case of rural locations, tunnels are usually constructed through mountains in order to eliminate miles of steep grades and dangerous curves, such as the Eisenhower Tunnel which cuts through the Continental Divide in Colorado along 1-70 and saves 10 miles and 40 minutes of driving time. Tunnels also provide an excellent transportation link across bodies of water in order not to interfere with shipping lanes. The Chesapeake Bay Tunnel and Bay Tubes of the BART system are excellent examples of this type of tunnel.

The U. S. Bureau of Mines (USBM) has investigated instrumentation and methods for measuring exposure to radon daughters in underground mine atmospheres. Both personal and area monitors have been studied through in-house and contract research. A field study in uranium mines identified some reliability problems that required additional work for the personal dosimeter systems. Improved versions of continuous working level detectors have been developed and tested for use as area monitors in underground mines. Test results for the personal and area monitors were satisfactory for underground mine applications.

The paper gives a short resumé of the findings of the joint US - Swedish "Mechanical Boring (MB) or Drill and Blast Tunneling (DB) ? Workshop" in Stockholm December 1976. New developments and trends in both MB and DB techniques in Europe since 1976 are described, and information is given on some interesting new projects. Differences in contracting principles between the US and Europe lead to different practices for preinvestigations, design, excavation and arbitration and legal affairs. It is shown that this often leads to a higher cost in the US than in Europe for similar excavation jobs. A typical US tunnel job also has more men on the site than a similar job in Europe. This adds to the cost difference and is only partly balanced by a slightly higher rate of excavation in the US. A comparison is made between two quantitative methods of predicting MB penetration rates. These are in reasonable agreement. A probable future development in machine design is an increase in cutter load towards perhaps 25 tons per disc where the tunnel diameter is large enough to house the machine size dictated by the size of the very large electric motors required. Recent European developments in drill and blast technique include improved methods for cautious blasting, precision hydraulic drilling of small diameter holes, and non-electric interval blasting techniques. These developments still keep the drill and blast method ahead of mechanical boring costwise for tunnels in igneous rock whereas for most sedimentary materials mechanical boring has a lead, particularly for long tunnels.

INTRODUCTION Rapid transit systems involving near surface tunneling in hard rock are becoming more numerous, especially along the northeast corridor of the East Coast. Tunneled systems are under construction in Washington, D.C. and are being planned for Atlanta, Buffalo and Baltimore. Near surface tunneling is defined for this paper as being that in which the crown is 100 feet or less below ground surface. For Rosslyn Station, the total cover ranged from 52 to 70 feet. The rock cover, however, ranged from 40 to 50 feet which is slightly less than the station height and about two-thirds of its width. Rosslyn Station (Fig. 1) is the only station excavated completely in hard rock in the Virginia portion of the 98.5 mile Washington Metropolitan Area Transit Authority's (WMATA) rapid transit system. The station site, oriented in a north-south direction beneath a main thoroughfare and flanked by multistory office buildings, was fixed by the need to serve a dense population center at a specific location and geologic conditions were a secondary consideration in siting. There was no previous underground rock excavation in the Washington Metropolitan Area of the size and scope of Rosslyn Station that offered a practical case history guide to the geologic conditions and excavation problems to be encountered. INTRODUCTION The use of roof and rock bolts to reinforce the strata is an established method of rock support in both underground and surface excavations. However, the need to drill a hole, extract the drill-rods, and then place the bolt is time-consuming and costly. This becomes even more significant if the bolting is repetitive and extensive as in coal mining. Though the main thrust of this development was directed towards coal mining, the basic concepts are also widely applicable to all excavations. The authors, therefore, feel that this innovation should be of interest in rapid excavation and in tunneling. In the case of coal mining, it has been established from past statistics that the roof-bolting operation is the most hazardous activity. This is primarily because of the operator being exposed to unsupported ground. It is evident that remote installation of roof bolts would markedly improve the safety of the operation, if accomplished more readily with self-drilling bolts rather than the conventional two-step variety operation. Thus, in addition to increasing productivity, this development can be considered to be a milestone towards further improvements. The objective of this program was to establish the technical and economic feasibility of self-drilling roof bolts for use in coal mines. It might be clarified at the outset that this work was, therefore, directed primarily at showing that workable self-drilling bolts with less cost can be developed, which could be effectively used in mines. It was not to fabricate a production model bolt.

Production at Freeport Indonesia's Ertsberg open pit copper-gold mine started in 1972 at a rate of 7.5 kt/d (8270 stpd). Mill throughput remained at that rate for several years until the discovery of the Ertsberg East (GBT) ore body. This discovery prompted three succes¬sive expansion stages from 1981 to 1988 that boosted production to 20 kt/d (22,000 stpd). In 1988, the discovery of the huge Grasberg porphyry copper deposit launched an era of much larger expansions. The first of these was the installation of a fourth primary mill in 1989 that increased throughput to 32 kt/d (35,270 stpd). That was followed by an expansion of the crushing and screening plant and in 1991 the addition of a new south concentrator to bring production to 57 kt/d (62,830 stpd). The addition of a primary ball mill and the changeout of the original Denver flotation cells in 1993 brought production to its current level of 66 kt/d (72,750 stpd).

ABOUT BENTONITE TUNNELLING Much has been written and many learned papers given on this subject whose generic term is Slurry Tunnelling. This paper is about the particular form of slurry tunnelling known as the Bentonite Tunnelling System. This method. of tunnelling was invented by J.V. Bartlett of consulting engineers, Mott Hay and Anderson in 1964. The general principles are incorporated in British Patent No. 1083322. It was not until the early 1970's that serious experimental work was started to prove the technical feasibility of the process. In the U.K. in 1971 Edmund Nuttall Limited started on an experimental length of 3.8m diameter tunnel at New Cross in London. In Germany at about the same time Wayss and Freytag were starting on a 3.7m diameter collector sewer tunnel in Hamburg. In Japan early slurry tunnelling work was carried out in the 1960's. In the early 1970's a large number of slurry tunnels of various diameters were carried out in that country. This paper is being presented at a time when this system of tunnelling has become an accepted method throughout the developed world. As a result of the work carried out so far there is now a large amount of data existing regarding the effects on the ground in the immediate area of the tunnel, settlement at the surface and the ability of the system to cope with ground varying from clays to coarse gravels and containing large erratics such as granite boulders. "In Antioquia region of Colombia – South America most of extractive activity is developed as artisanal and small-scale level, exploiting different types of minerals resources but predominantly gold. This is not only an ancestral livelihood of hundreds of families in this region, but also their unique way of subsistence. However, that situation has not had a positive effect in the sustainable development of this territory because of several unsustainability factors mainly related to mercury use for gold extraction, the incorrect management of tailings and the informal way in which miners perform their activity. In 2010 Antioquia was the place with the highest contamination by mercury in the world with serious effects in ecosystems and health of habitants of this region (Veiga 2010) This paper presents a Socio-Technical Model focused on strengthening capabilities and social capital of artisanal and small-scale miners and its surrounding communities in Antioquia region. This is based on processes of evaluation, design and implementation of appropriate technologies to obtain “clean minerals” without using mercury and with a right management of tailings. In gold extraction it is about gravitational methods of concentration, which take advantage of high density of this element. These methods not only are cleaner but more profitable for miners. Notwithstanding its technical origins, the current model proposes a holistic framework that manages the elimination of mercury in mining not only as a technology transfer matter. Thus, more than formalization the strengthening process seeks to promote a business vision in miners and to develop productive chains in surrounding communities, this means to improve the skills of artisanal and small-scale miners to organize in a corporative way and to help surrounding communities to provide support and supply services to mining and even to other companies. Besides, the articulation with local institutions drives to reinforce their functions of control and accompaniment. In shorthand, this effort aims to empower local institutions, miners and surrounding communities in such a way they are able to face together their own development challenges in a sustainable way."

The molecular form of aliphatic amines precipitates in alkaline solutions when the amine solubility limit is exceeded and forms a typical colloidal system. The zones of mines precipitation and micellization are defined and it is shown that the appearance of a colloidal system in a certain pH range is a unique feature that makes weak electrolyte type surfactants differ from strong electrolytes. The formation of iono-molecular complexes reported in the literature is shown to be a pre-precipitation phenomenon. The zeta potential - pH curves for minerals and bubbles in the presence of amines in the pH range where the amine forms a colloidal precipitate are entirely determined by the precipitate. The pH dependence of the flotation of certain minerals using amines is discussed in the light of these findings.

Reduction in the recovery time required and improvements in safety during a longwall face move have compelled coal mine operators to examine and use pre-driven longwall recovery rooms. The recovery entry is developed at the longwall stop position and supported ahead of time so that the required combinations of standing and internal sup-ports can be installed before the longwall face approaches. A calibrated three-dimensional finite element model, developed in conjunction with an underground test area, provided the critical components and design principals for a comprehensive parametric study. The study indicates that vertical, horizontal, and shear stresses concentrated on the outby abutment pillar corner of the recovery room resulting in deformations in the immediate roof above the primary roof support anchorage level. The results of the numerical model and field site observations indicated that the combination of the internal bolting system and the standing concrete supports are critical for the successful and safe extraction of the longwall equipment. Cable supports installed at and angle over the pillars can help stabilize the disturbed zone above the adjacent fender and outby pillars, however; standing supports are required in most sedimentary roof conditions to increase stability and assure a safe longwall extraction.

Cleaning of low-rank coals can have several meanings, depending upon the definitions of the terms "low rank" and "cleaning." In general, low-rank coals would be lignite or subbituminous according to the ASTM classification. For the purposes of this summary, cleaning is defined to be any process which materially reduces the proportion of inert material in the coal. For low-rank coals, this often means a reduction in moisture content since moisture is the major inert component in these coals. A brief discussion of conventional cleaning processes is included, as is an extensive reference list.

Underground mining is a very complicated and complex industrial activity. The uncertain and, in most cases, the incomplete knowledge of the geological and mineralogical nature of the deposits can cause unforeseen difficulties. For a safe and uninterrupted operation, in addition to good planning and scheduling, reliable and up-to-date monitoring and control of all processes and conditions become necessary. Today, this is even more important in view of increasingly difficult working conditions, poorer grades, and more complex and expensive machinery. In short, large capital investment and higher risk of financial losses are involved in modern-day mining operations. Monitoring and control of the underground mining process has become a very complex and difficult task in itself. Many different systems are available, and the correct choice .is of utmost importance from both the economic and safety points of view. This chapter will deal with aspects of underground production monitoring and control. There are, however, many other areas of equal importance which are covered in an excellent manner in a hand- book by Olaf (1976) on monitoring and control of underground operations.

Flotation chemists have long sought to unravel the mechanisms of carboxylate collector adsorption by semi-soluble salt minerals. In particular, the adsorption density of adsorbed carboxylates, adsorption kinetics, speciation (chemisorbed, physisorbed), orientation, and conformation are of interest. Given the importance of these phenomena in establishing the hydrophobic state at a mineral surface, in-situ surface spectroscopy studies certainly are justified. Such measurements traditionally have been difficult to perform. However, beginning in the late 1980s, a Fourier transform infrared (FTIR) spectroscopic technique was developed that has allowed for the acquisition of a wealth of detailed information concerning carboxyiate adsorption in semi-soluble salt flotation systems. The technique, internal rejection spectroscopy using single-crystal internal reflection elements, is reviewed, as it applies to semi-soluble salt flotation systems.

Introduction Evidence from blast furnace operations has indicated that using pellets with a higher ISO low temperature reducibility, a lower SiO2 content, and better resistance to low temperature degradation results in considerable coke savings and improved furnace operation. Although these benefits could not be directly related to reducibility differences alone, we believed there was sufficient evidence of the advantages in improved pellet reducibility to warrant laboratory investigation of ways and means to effect such improvements. It is well known that pellet reducibility can be significantly altered by changes in the basicity and the amount of non-iron oxide constituents. Past work (Friel and Erickson, 1980, 1982; Saeki et al., 1977; Thanning, 1974) has shown that with increased MgO contents, and at optimum CaO/S1O2 ratios, significant improvement in low temperature reducibility can be attained. The improved properties of such fluxed pellets have reportedly led to increased blast furnace efficiency and productivity (Saeki et al., 1977; Ilmoni, 1975). Less well known, however, is exactly what factors control reducibility in acid pellets. Because of this gap in knowledge, studies were undertaken of the factors affecting reducibility in acid pellets and to estimate their relative significances in modifying reduction behavior. This paper describes that part of our work done to determine the effect of bentonite on reduction behavior. Our approach was to first examine the effect of bentonite's presence on as pure an iron oxide as possible (i.e., a magnetite "superconcentrate" containing about 0.2% SiO2) so as to eliminate any gangue-binder interaction. The next step was to look at bentonite effects on concentrates with only limited amounts of gangue (containing about 1% SiO2), but of two different types, simple and complex silicates. Last, we

The Boliden Aitik concentrator in Sweden processes 2,000 t/h (2,200 stph) of low-grade copper ore. The plant consists of five grinding lines that feed four bulk-flotation banks with a scavenger-concentrate regrind mill und a column cleaner circuit with a regrind mill. The authors installed a model-based expert optimizing control system to maximize copper recovery in the bulk-flotation circuit while maintaining an appropriate copper grude in the cleaner feed. The optimizing control system uses on-line assays and calculates and implements set points for cell pulp levels, air rates and reagent- addition rates. It combines the power of a dynamic population-balance model that estimates mineral liberation in each stream, an optimizer that computes appropriate set points and a rule-based module that implements the strategy. The benefits have been evaluated over a period of three months. The model-based expert optimizing control system generates a measurable increase in copper recovery, around 0.5%, and an optimized bulk-concentrate grade. The need to maintain the optimizing control system and other practical aspects are discussed.

The Paso Diablo coal project is located in the Guasare Basin in the northwestern region of Venezuela near the border with Colombia. In 1987, Carbones del Guasare SA, a joint venture comprised of Carbozulia and A.A. Antilles Coal (an Arco and AgipCoal joint venture) was formed to develop the Paso Diablo coal reserves for world markets. Regional drilling has indicated a coal resource of more than 6 Gt (6.6 billion st). Further exploration has delineated the Paso Diablo deposit as an area particularly suited for cost-effective surface mining. The calculated economically minable reserves of this area (200 Mt or 220 million st) and the coal quality characteristics are based on extensive core drilling programs. Initial coal mining operations began in August of 1987 and the mine is presently producing at a rate of 1.5 Mt/a (1.65 million stpy). The coal is hauled about 85 km (53 miles) to a barge loading terminal at Santa Cruz de Mara using highway-type haul trucks. The first stage of the Massachusetts Bay Transportation Authority's Red Line Extension Northwest, is a two-track rapid transit extension from Harvard Square in Cambridge, through three stations, to the Alewife Station/Garage complex in North Cambridge. The extension, about 5.0 km. (3.1 miles) in length, is entirely in tunnel, with the Alewife Station/Garage complex and adjacent line sections of tunnel constructed by cut-and-cover methods. The Station/Garage complex, just west of Alewife Brook Parkway, is in an area underlain by deep deposits of very soft highly sensitive clays. It is proposed to construct the station and adjacent tunnel sections by the slurry trench method, using the slurry wall as the permanent structural wall of the station and tunnel. The unusual nature of the underlying clay and its very high sensitivity raised questions concerning the feasibility of the proposed construction. Since research failed to reveal any construction precedent for the specific conditions encountered, a test section was undertaken to determine construction problems, resolve uncertainties, and to establish acceptable parameters for the construction of the slurry walls. PROJECT ORGANIZATION Sverdrup & Parcel as tunnel and transit systems consultant for the Red Line Extension-Davis Square to Alewife had overall responsibility for determining program objectives, project management and test implementation.

Principles of Operation and Mechanical Features General Mechanical Description Sieve-bend screens are high-capacity screening devices which utilize stationary, concave, wedge-bar screening surfaces. A complete sieve bend is comprised of a feed distribution chamber, a structure for holding the screen surface, and collection chambers or chutes for oversize and undersize materials. In devices used for metallurgical practice, provision is usually made for reversal of the direction of flow over the surface, either by rotating the surface or by changing the feed nozzle position. The size of the unit varies in height from 5 to 8 ft, and in width from 2 to 8 ft. The orientation of the wedge-bar surface is such that the slots between the wedge bars are perpendicular to the flow of feed material over the surface. The feed distribution means is arranged such that the flow of liquid suspension is distributed evenly and tangentially over the width of the screen surface. A variety of means are used including simple gravity weir feeds, long slotted nozzles, and a multiplicity of round nozzles. A typical gravity-fed weir type nozzle is shown in Fig. 18.
