Froth flotation of coal is growing in importance and complexity. Some of the reasons for these changes follow. 1) A need exists for energy resource conservation. 2) Preparation plants are processing widely varying coal -- deep seam, strip and stockpiled either separately or as blends. 3) More fines are being generated because more mines are using automatic mining equipment. 4) It is more practical and economical to remove ash and sulfur at the preparation plant than during utilization.

As part of an effort to provide basic data on the fundamental scientific and engineering principles of minerals beneficiation, the Bureau of Mines is conducting research on the flocculation of mineral fines. This paper presents results of studies using crosslinked starches containing carboxyl, diethanolamine, iminodiacetic acid, and xanthate groups to flocculate hematite, goethite, chromite, manganrte, pyrolusite, cuprite, and cassiterite fines. The carboxyl and xanthate derivatives flocculated all minerals except cassiterite; the latter was flocculated by only the diethanolamine derivative. The iminodiacetic acid derivative flocculated hematite, goethite, chromite, cuprite, and pryolusite fines. Zeta potential measurements were made to help define the reaction mechanism responsible for flocculation. These measurements indicate that electrostatic attraction probably is not involved, except possibly in the case of the diethano lamine derivative. The separation of hematite from quartz by selective flocculation with chelating cross- linked starches under two pH conditions and with two dispersing agents is described. Best recoveries and grades were found when either the carboxyl or xanthate derivatives was added at the natural pH of the pulp in the absence of a dupersing agent.

Ever since the industrial Revolution both major and small companies have put much emphasis on the use of incentives to compensate top management for extra effort and extra skill. For many years industries have also provided hourly rate employees with incentive plans. More recently incentive plans have been extended to include the "front line" supervisors. Many companies have what are called Christmas bonus or profit-sharing plans. The incentives for foremen in mining, which we shall discuss, differ from such bonus plans in that the incentives are paid on a definite measured performance for each individual, and thus directly reflect his effort and skill. What is the objective for paying incentives? The objective for any part of an industrial Engineering Program is to increase productivity and reduce unit cost. The unit cost must include the entire cost of the program. From what base do we start an incentive plan? One should think of art incentive program as the top rung of the Industrial Engineering ladder. Therefore, a company must take several steps before reaching this top rung. In situ stress on the scale of a tunnel or mine may be distorted by geologic structures. The resulting variations of in situ stress have a direct bearing on the potential for mining-induced seismicity. New evidence from the Lucky Friday Mine collected by U.S. Bureau of Mines researchers, as well as a review of case studies, demonstrates that in situ stress variations affect the spatial distribution of mining-induced seismicity. Although overcore stress measurements have been useful in these studies, they are too expensive and, depending on conditions, may be too difficult, to use routinely in mapping stress variations. However, information from borehole and raisebore breakouts; deformation of mine openings; and patterns of seismicity, ground control problems, and rock burst damage can be used to build a stress database. This database can then be used in con-junction with maps of mine structure and geology and models of rock mass behavior to build a map of in situ stress variations. Such a map provides a means to anticipate patterns of mining-induced seismicity that are likely to be encountered and, hence, provide a means for planning appropriate measures to ameliorate rock-burst hazards.

[This paper summarizes the more popular mineral valuation techniques being used by the dining industry, and attempts to demonstrate how they are Interrelated and where some are in error when compared to modern methods of financial analysis. The academic community and the larger and more sophisticated raining companies, have largely rejected the older valuation methods such as the, Hoskold and Morkill concepts and replaced them with "discounted cash flow" (DCF) techniques. The relevancy and usefulness of the older methods have been questioned primarily on the basis of their underlying assumptions that mining companies do not have numerous alternative investments and must use sinking funds deposited at market or ?safe" rates of return to recover the purchase price of mineral reserves. The ability to reinvest In numerous (often non-mining} alternative business ventures, the changing purchasing power of the dollar, corporate income and other taxes, depreciation and depletion allowances, and modern financial management practice, all mitigate against the continued use of the older valuation methods, especially for the larger mining companies. Snail mining companies and Individuals still use these methods largely out of habit and familiarity. Chemical processing research made notable advances during 1986. This overview is necessarily brief. It is intended, though, to give the flavor of selected areas where recent activity has been high. At the 1986 Annual Meeting of The Metallurgical Society, a symposium was held on hydrometallurgical reactor design and kinetics. R. G. Bautista, R. J. Wesely, and G. W. Warren edited the resultant proceedings volume. This is the first available volume on this subject. It includes 26 papers on fundamental kinetic studies, modeling of reaction kinetics and reactor performance, and pilot and production-scale operations. Metals discussed include silver, gold, platinum, titanium, cobalt, nickel, zinc, copper, manganese, and iron. Agitated tanks, heaps, dumps, pachucas, pressure auto-claves, electrolytic reactors, liquid membranes, and fluidized beds are among the reactor types covered. An international symposium dealt with iron control in hydrometallurgy. It was sponsored by the Metallurgical Society of CIM, the Institution of Mining and Metallurgy, The Metallurgical Society of AIME, and Gesellschaft Deutscher Metallhutten and Bergleute. J. E. Dutrizac and A. J. Monhemius edited a proceedings volume containing 41 papers. These covered many areas of process chemistry, solvent extraction, precipitation, treatment of pickle liquors, impurities, residues and the environment, and process selection. Precious metals Concerning precious metals processing, the US Bureau of Mines IC 9059 is noteworthy. It includes papers presented at a USBM briefing at the Western Mining Conference in Denver. Topics covered included ion exchange, staged heap-leaching direct-electrowinning, and mercury precipitation during cyanide leaching of gold ores. Also dealt with were carbonaceous gold ores, carbon adsorption and desorption, heap leaching, the carbon-in-pulp process, and precious metals recovery from electronic scrap and solder. R. C. Sandberg and J. L. Huiatt (Journal of Metals, June 1986, and USBM RI 9022) developed a method to recover silver, gold, and lead from a complex sulfide using ferric chloride, thiourea, and brine-leach solutions. Gallium Gallium recovery was also a subject of considerable interest. Much information on this topic is proprietary. But two papers described solvent extraction of gallium. V. P. Judin and R. G. Bautista (Metallurgical Transactions B, 1986) developed an equilibrium model to separate gallium chloride from aluminum chloride. Tributyl phosphate was the extractant studied. T. Sato and H. Oishi (Hydrometallurgy, 16, 1986) investigated gallium extraction from sodium hydroxide by using Kelex 100. Data were given on the equilibrium distribution and the extraction kinetics. Galena Interest continues in recovering lead by hydrometallurgical processing of galena. J. E. Dutrizac; S. H. Kim, H. Henein, and G. W. Warren; and M. C. Fuerstenau et al. (Metallurgical Transactions B, 1986) all investigated leaching of PbS by ferric chloride. Dutrizac reported parabolic kinetics and reaction control by outward diffusion of lead through a porous layer of elemental sulfur. Kim, Henein, and Warren, however, reported that two leaching reactions occur. A nonoxidative reaction produces H2S and there is an oxidative leaching by ferric ion. Acid dissolution was found to predominate when the acid activity to ferric activity ratio is high. Surface chemical reaction was reported to be controlling. Fuerstenau et al. also reported that mass transfer through the sulfur layer is rate determining. But they believe that the species transferred are chloro complexes of ferric ion. In other work on lead, A. Y. Lee, A. M. Wethington, and E. R. Cole, Jr. of the USBM described an environmentally acceptable hydrometallurgical alternative to the smelting of lead concentrates (RI 9055). Uranium In spite of depressed prices, much work has been reported on uranium processing. R. G. L. McCready, D. Wadden, and A. March-bank (Hydrometallurgy 17, 1986) described the nutrient needs for in-place leaching by T. ferrooxidans. They reported the optimal conditions for uranium solubilization. L. E. Eary, H. L. Barnes, and L. M. Cathles (Metallurgical Transactions B, 1986) carried out an experimental and modeling study of uraninite dissolution. They concluded that ferric ion preferentially leaches uraninite in pyritic ores. Hydrogen peroxide was found to be less selective. A. Vuorinen, P. Hiltunen, and O. H. Tuovinen (Hydrometallurgy 15, 1986) studied redox and precipitation reactions of iron and uranium in leach liquors. P. T. Chiang (Hydrometallurgy 17, 1986) reported on the effect of uranium loading in the DEPA-TOPO process to separate uranium and iron from wet-process phosphoric acid. F. J. Hurst (Hydrometallurgy 16, 1986) conducted a fundamental study of the separation of uranium from phosphoric acid by DEPA and TOPO. D. E. Chia and W. C. Cooper (Hydrometallurgy 16, 1986) reported on bench and pilot scale work to recover uranium by the HIMIX process. They reported that the acid consumption to produce an eluate suitable for yellowcake

This paper presents considerations in support of a U. S. oil import policy more restrictive than the present Government import program. A lower level of imports and greater long-range stability in the relationship between imports and domestic production are recommended. Reference is made to increasing world-wide surpluses of oil and wide disparities in foreign vs. domestic costs. Resulting economic forces are held responsible for the increase in imports (excluding residual fuel oil) of almost 300 percent and the change in ratio to domestic crude production from 5.4 percent to 13.9 percent during the period 1946-1956 prior to import restrictions. It is pointed out that these imports continued to increase during the years of import restrictions to a ratio of 17.3 percent of domestic production in 1961. Data are presented showing that increasing oil markets outside the United States provide an outlet' for more than 80 percent of total foreign production, with 90 percent of the increase in foreign production going to foreign markets. Attention is called to the fact that, if there had been no increase in United States oil imports during the past five years, foreign production would have increased by 45 percent in contrast to a static level of domestic crude oil production. The need for a less restrictive import policy in the interest of encouraging foreign oil development, therefore, is questioned. Declines since 1956 in the range of 30 percent in domestic exploratory crews, rotary rig activity and wildcat well completions in the United States are cited, together with a decrease of 9 percent in industry employment and increases of 9 to 18 percent in elements of cost. Recognizing that factors other than imports affect the domestic industry, it is concluded that continuing declines in the vigor, capabilities and competitive structure of the domestic industry can be expected unless further import restrictions are imposed. The public interest in assuring adequate domestic supplies is considered in the light of the role of oil and gas as a source of almost three-fourths of U. S. energy requirements and the economic benefits from petroleum production with a value exceeding the combined value of all other minerals in the United States.

The most promising near-term alternative to fuel cell driven vehicles is probably Hybrid Electric Vehicle (HEV or EV) technology. HEV technology combines the best characteristics of fuel-driven engines, electric motor drives, and energy storage components. It is designed with a combustion engine that functions as the primary power source, and an electric power storage system that functions as the secondary power source. The presence of the secondary power source allows designers to size the combustion engine for cruising power requirements. A new energy source for HEV or EV market will become lithium ion batteries (LIBs) in the near future. LIBs for HEV or EV has large scale about more 10,000 times than small size one for IT devices in order to achieve high electric density/capacity and high efficiency, etc. In those reasons, physical treatment of the batteries is more difficult for stable dismantling in comparison with the smaller one. Hybrid vehicle sales will grow by nearly 400 percent during the next seven years, according to a new report from analyst firm ABI Research. By 2013 hybrids will make up 6 percent of annual U.S. auto sales. The traction battery pack will become air-cooled LIBs which consists of several modules of Li ion battery and connected in series/parallel configuration to provide about >450 VDC, >150 kW peak power, and >80 Ah capacity. As the use of these batteries tends to increase significantly for the next years, it is relevant issues that development of new recycling methods as well as optimization of existing processes to treat spent LIBs for HEV have being addressed in order to obtain sustainability. In this study, physical treatment containing stable electrical discharge of spent LIBs for HEV was carried out for recovery of valuable metals from the batteries. Also In order to increase the yield of valuable metals through physical treatments such as electric discharge of spent batteries, crushing, and classification, we also focused on the recovery of cobalt from +8 mesh fraction due to its large portion in crushed intermediates.

The construction of the continuing expansion of the Los Angeles Metro System has required the construction of eight new station structures. One contractor proposed, as a construction alternative for the support of excavation of the Hollywood/Vine Station, the use of soil-mix walls instead of the conventional soldier piles and wood lagging. Soldier piles and shotcrete or wood lagging support systems had been generally used on the other sub-way station excavations constructed to date throughout the system. Immediately east of that station and in almost exactly the same geology, the Hollywood/Western Station was being excavated at the same time using a conventional support system. This paper com-pares the performance of these two support systems in the alluvial soils of the Los Angeles Basin.

The concepts of sea floor spreading and plate tectonics provide more logical explanations of some geologic processes than were possible a few years ago. I plan to premise my discussion of the regional features of Philippine porphyry copper deposits on this tectonic basis, recognizing that parts of the picture can be explained in other ways, but in the belief that this is the best explanation of the whole. The sequence of events which results in the formation of Porphyry deposits (Figure 1) can be summarized as the result of collision of crustal plates, subduction of the oceanic plate, emplacement of a serpentine ultrabasic diapir, formation of a dioritic magma at depths of 300 to 500 km, rise of the magma to a sub crustal or intra-crustal chamber, eruption of andesitic volcanoes, emplacement of diorite or differentiation of the magma into more acidic products, multiple intrusion of hypabyssal rocks and hydro-

It is generally accepted that sulfur exists in coal in three forms: (1) pyritic, (2) organic, and (3) sulfate sulfur. Sulfate sulfur usually makes up less than 1% of the total sulfur content. Pyritic and organic sulfur, make up almost all of the total sulfur and occur in varying amounts in different coals and can vary greatly in coal of the same seam Pyritic sulfurs of 20% to 80% of the total sulfur have been reported Other authors have shown that it is not possible to remove the organic sulfur without chemically altering the coal. Chapman and Jones (1) state: "Organic sulfur, unlike pyritic sulfur does not exist as discrete particles, but is intimately associated with the coal structure, and as such it is not possible to remove it or reduce its concentration by physical means." Any success in removing sulfur has come about by removing pyritic sulfur by physical means; therefore, removal of sulfur in the pyritic form is the subject of this investigation. The extent to which any impurities can be removed from a particular coal can be determined by a washability study. Outside of crushing coal, to finer sizes or chemically altering the coal, there are no known methods of changing this inherent washability characteristic. The efficiency of various methods used to remove impurities can be determined by comparison of results produced at a yield to the results as shown by a washability study. In recent years heavy media processes have proven their ability to wash plus 28 mesh coal and nearly produce results shown to be theoretically possible by the washability study. Therefore, it is the objective of this paper to show various methods of treating the finer fractions of the coal, in the hope of developing a process, which can effectively produce in the fine fractions the efficiency of heavy media devices in the coarse.

A national survey, 1978-1980, found 180,973 waste impoundments used by industrial mining, municipal and other interests. Possibly 27,000 contain hazardous materials. The potential hazard of leaks polluting water supplies is a growing concern. An electrical technique was developed to efficiently and speedily detect and locate leaks in geomembrane-lined liquid impoundments without emptying the contents. A potential applied between the liquid and earth causes electric current to flow through leaks in the insulating geomembrane material to ground. The cur- rent density around the leak is used to detect and locate the leak. Field tests show single and multiple leaks 2.54 cm in diameter or less can be detected and located to within less than 30 cm.

One responsibility of a manager is to improve his human organization. Some executives believe a manager should be measured and compensated accordingly on the basis of his ability to improve the quality of his human organization. Officials in the coal mining industry have had a tough road to travel in this regard due to fluctuating coal production demands, contractual obligations, and improved mining equipment and methods. The time may have finally arrived when we are able to recruit, select, and develop men from the labor market to fill vacancies, This is particularly true of our maintenance organizations. Because of the importance of this responsible function and the types of skills required, we must develop an extensive improvement pro- gram. Anyone in the industry who fails to undertake a manpower audit and who accepts a philosophy which will not permit collective planning, organizing and con- trolling the improvement of the human element throughout his maintenance organization may certainly cause deterioration within his company.

Applying geophysical techniques in potential geothermal areas has received: little attention in the United States, though it is widely used and accepted in New Zealand and Italy. In those countries it has been demonstrated that geophysical surveys can be useful in locating new geothermal areas and in directing test drilling programs. Geophysical studies in a thermal region can provide structural information and, if conditions are right directly; locate subsurface hot waters. They can give indications of sub-alluvial rock types and of the thickness of alluvial cover. In certain cases they can be used to estimate the power potential of a hydrothermal system.

The new OSH regulations concerning ground ward monitoring of underground coal mines has been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level but are being administered at the state level, considerable confusion exists within the industry as to what is actually required. Based on the preparation and submission of over 30 monitoring plans for existing deep mines in Pennsylvania, West Virginia, and Ohio, we now have a very good feel for the detail the monitoring plans, as well as the costs to im plement the plans. We do not, however, feel confident in our evaluations of the long-term impact the ground water monitoring regulations may have on the industry.

Of the fossil fuels used for power generation coal is by far the most variable and complex in its properties. A thorough review of the characteristics of the coal to be fired is essential before boiler design can begin. Major parameters such as heating value, moisture content and ash properties will determine not only the boiler size and configuration, but also the performance of the unit with respect to the thermal efficiency, particulate and gaseous emissions, and unit availability and reliability. An example of a review completed on a large low-rank coal deposit for a power plant will be described.

Until the past decade, the energy-size reduction relationship was the dominant form of mathematical model used in the description of tumbling mill grinding processes (1,2). Typically, in these models some single measure of product fineness (e.g. the 80% passing size, the size modules, the specific surface area) is chosen as the dependent variable and the energy input per unit mass of material being ground acts as the independent variable. In some instances these models have been useful for the correlation of experimental data, but, invariably, they have been found to be inadequate for meaningful process simulation. During the last decade considerable advances have been made in the development of phenomenological grinding models derived from population balance considerations (3-7). In these models a set of dependent variables is employed, corresponding to the set of mass fractions which constitute the product size distribution, and energy input is abandoned in favor of "time in the mill" as the independent variable. The phenomenological models have been shown to provide accurate simulations of the entire size distribution of ground products produced in batch (8-10), locked cycle(11)and steady and unsteady state, open and closed circuit continuous grinding(12,13).

Air-sparged hydrocyclone (ASH) flotation is one of the new promising technologies. Numerous applications have been successfully tested since its conception; nevertheless, research and development efforts have continued to provide for further improvements with respect to operating conditions and design considerations. Results from experimental studies on bubbles generation in the ASH system are presented in this paper. Bubble size distributions generated during ASH operation have been determined using a high-speed photographic technique. The influence of many factors including surfactant concentration, water flowrate, and porous tube pore size has been studied. Test results indicate that these process variables have a profound effect on the bubble size distribution. With an increase in surfactant concentration or water flowrate (shear field) the bubble size distributions become narrower and shift toward smaller average bubble diameters. However, the influence of pore size is more complicated. Depending on the experimental conditions the average bubble size was found to range from about 100 to 300 microns in diameter.

Thirty years ago, the U.S. gold mining industry was hanging on by its fingernails. Save for one great mine, the Homestake, most production was coming from copper smelters such as Kennecott and Magma. Even Homestake itself was under great pressure from rising costs and a fixed price for gold. The outlook was dim, to say the least. Today, as it has for most of the past decade, the American gold mining industry stands among the world leaders in production, and in the development of mining and mineral processing technology. What caused this dramatic change? Obviously, the freeing of the gold price was a major factor, as was the decline in South African production, but these events alone could not have created the U.S. strength we see today. It was technology, investment, and the determination of miners to build an entirely new industry that were the indispensable ingredients. The U.S. Bureau of Mines, with great foresight, had begun the research that led to heap leaching before the gold price began to rise, and Newmont had committed to build a small mill at Carlin, a move then considered quite risky. From that point, the U.S. gold mining industry was placed on lower-grade ores then being found in Nevada and elsewhere, but it was soon apparent that we would have to develop new technologies to deal with more refractory ores, carbonaceous as well as sulfide-bearing. This is now being done with considerable success. Despite its success, or perhaps because of it, the gold mining industry has come under pressure from various groups who characterize their activities as motivated by "public interest." The public interest they refer to properly include the health and safety workers and impacted communities, as well as protection of the environment, and with these concerns we miners have relatively little argument. In fact, we consider health, safety and the environment among our highest priorities, and not just because regulations may require us to do so. The argument, however, is not about the regulation of a viable mining industry, it is about a well-organized movement to attack and condemn mining in the media and to misrepresent its importance to the Nation and its willingness to accept responsible regulation. Once largely local or regional, the interest groups to which I refer are now quite large, national in scope, and even becoming international. This trend, taken together with finances raised from their dues and contributions, would make the interest groups formidable adversaries for mining, but their grip on the media enormously magnifies their influence. Unfortunately, it also makes possible the wide dissemination of incomplete, incorrect or slanted information. I am not here to "bash" the interest groups. On the whole, I believe that many of them have made positive contributions to society. As conservationists, however, I question their authority to make, or foster, decisions about which American industries and communities live and which die. To illustrate, I would like to present for your consideration the problem of cyanide, one of the issues over which the gold mining industry is most threatened. CYANIDE-POISON OR MIRACLE SOLVENT? Let me get this out of the way right up front: cyanide in most of its chemical forms is toxic. In some forms it is also listed as a carcinogen. These are adverse characteristics cyanide shares with a considerable number of industrial chemicals, including some that are widely used without the stringent regulations already in place for the mining uses of cyanide. In these uses, by the way, the risk to humans comes from direct ingestion of cyanide or cyanide-bearing solutions, or from the accidental acidification of solutions leading to release of hydrocyanic acid gas. That these risks are under control in mining can be seen from the fact that, in modern U.S. practice, there has never been a documented fatality attributed to cyanide! Because of its toxicity, cyanide cannot enter and be accumulated in the food chain. It can, however, be a threat to birds and animals that ingest cyanide-bearing solutions. Protection against this is, quite properly, a responsibility of individual mining operations, and considerable sums are spent each year to prevent or reduce bird and animal exposures. It should be evident, though, that many human activities, including highway traffic, windmills, use of pesticides and the like, result in bird and animal losses. Mining's use of cyanide, and the measures taken to protect birds and animals, should be considered in context. Cyanide must be kept out of surface streams and groundwater, and existing regulations mandate this. Any cyanide residues left in leach heaps, waste dumps and disused facilities must be eliminated, and we have proven technologies to do this now, just as we have means to detoxify tailings prior to disposal. The gold mining industry decries those rare instances when irresponsible operators fail to deal with contamination, and agrees that they should be held responsible. We do not agree, however, that the great majority of responsible companies should be punished, in advance, for accidents that have never happened. So much for the poison, what about the "miracle solvent?" Is that an overstatement? Well, consider the fact that gold has been called "noble" from earliest times, because it does not oxidize under atmospheric exposure, and that it appeared to the ancients to be utterly insoluble. Later generations of scientists did discover that it could be dissolved, but only by a combination of acids so potent that it became known as aqua Regia. Later still, it was found that chlorine would also dissolve gold, and attempts were made to base commercial processes on this, without a great deal of success. It remained
