Our industry is in trouble. Real trouble. It has never been an easy, secure business. But to-day it is engulfed in revolutionary currents. No longer can there be reliance upon the checks and balances of market forces. Supply and demand largely dictated the economics of business enterprise in simpler days. To-day politics, in particular nationalism become increasingly dominant. And as governments expand and put out tentacles of interference in the direction of the mining industry, far too little understanding is evidenced as to how that industry works. Then there is something which is relatively new -stagflation. As the prices of minerals falls, the capital investment required for new extractive facilities soars at rates which far outdistance those which are cited by governments to indicate the magnitude of inflation. To illustrate; 1) In 1971 it was calculated that $355 million would be required to bring the Cuajone property in Peru into production. Five years later that stage was reached at a cost of $680 million. 2) With the Caridad mine in Mexico, estimated capital investment doubled between 1971 and 1976. 3) The requirements calculated for Cerro Colorado in Panama have risen in two years from $560 to $800. 4) The budget of $240 million for Sar Chesmeh in Iran in 1971 had become $500 million by 1976.

American Girl Mine is located in the Cargo Muchacho Mountains in the southeastern Imperial Valley of Southern California. Production from the current open pit mine and heap leach recovery system began in early 1989. Previous mining and gold recovery took place commencing in 1987 at the Padre Madre site, situated adjacent to the American Girl site to the southwest. In mid-1990, a 790-tonne-per-day underground gold mine and mill went into production. Approximately 6,500 troy ounces of gold per month are recovered from the combined open pit underground mine operation. Copper in the form of Azurite [Cu3(CO3)2(OH)2] and Malachite [Cu2CO3(OH)2] are abundant in the mined ores (Henshaw, 1942). The high solubility of these minerals in caustic cyanide solutions has a negative impact on carbon adsorption and electrowin processes. This paper presents the results of monitoring programs, process chemistry, and control changes introduced at American Girl Mine to abate production complications in the refinery and measures taken to minimize solution gold losses in the adsorption circuit(s).

In the Rocky Mountain region, variations in Tertiary mineralization correlate with changes in tectonic setting and associated igneous activity that can largely be related to tectonics along the west boundary of the American plate. Successive settings include compressional tectonics and associated continental-arc igneous activity; transitional igneous types associated with intra- and back-arc extension; and basaltic or bimodal basalt-rhyolite assemblages associated with Basin and Range extension in- ward of a growing transform boundary between Pacific and American plates.

Scope of Section The physical characterization of an ore or mineral mixture in such detail that mineral processing may be effectively applied to create more useful products is one part of the technology of sampling and testing. In addition, the evaluation of the multitude of separation processes, both physical and chemical, combined with ancillary opera¬tions and performed on samples at a laboratory scale, is another part of the testing procedure. Although analytical techniques provid¬ing quantitative determinations of elemental compositions are an im¬portant and necessary supplement to any testing program, that field of endeavor is a well-developed, separate entity beyond the scope of this Section. Sampling procedures cover the practice of selecting representative quantities of test materials in the field to evaluate mineral deposits, and extend to techniques of obtaining process samples in slurry and bulk ore as part of process evaluation. The same techniques are appli¬cable, of course, to standardized methods of metallurgical accounting. Sampling is also an important facet of successful on-line measurement of slurry properties such as assays and particle size in the practice of automation. However, the sampling methods in this case can be different from those needed for precise testing and accounting pur¬poses. Sampling was well defined in Taggart's Handbook as "the opera¬tion of removing a part convenient in size for testing, from a whole which is of much greater bulk, in such a way that the proportion and distribution of the quality to be tested (e.g., specific gravity, metal content, recoverability) are the same in both the whole and the part removed (SAMPLE). The conditions of the more stringent definition, that the sample shall be completely representative of the whole as regards all aspects save bulk, are practically never fulfilled when heterogenous mineral mixtures are sampled." Taggart's Handbook of Mineral Dressing, Section 19, "Sampling and Testing," continues to be a very useful compendium of principles and techniques, particularly as applied to manual methods for han¬dling samples. In the intervening years since its last revision, substan¬tial progress has been made in both the theory and the techniques; thus, this current contribution is designed to be an extension of the earlier work, yet complete enough to provide procedural guidelines to methods of continuing validity. Although basic principles of testing remain unchanged, the meth¬ods of applying those principles have undergone great change. New testing equipment has become available, yielding a greater precision of results. Testing methods have been refined which, in many cases, allows for a valid scale up of flowsheet designs without the necessity of costly pilot or prototype plant development. Justification for a Sampling and Testing Program* The proper evaluation of a mineral property is a complicated process. It often is done on a team basis with the exploration geologist, mining engineer, mineral process engineer (extractive metallurgist), economist, and product utilizer (ceramist, chemical engineer, chemist, metallurgist, etc.) all represented. The mineral processing engineer is a key member because he can provide a go no-go answer to the question, "Can this ore be processed economically?" In addition, his judgment on the response of even the initial sample to processing can be an invaluable guide to the proposed process and its mutations. Since the capital investment and operating costs are so sensitive to the type of process used, the judgment of the mineral processing engineer forms an important part of the early evaluation of the profitability of a new mining venture. This early estimation of the processing approach is all the more important since, for some metalliferous ores, the capital investment for mill, smelter, water supply, and tailings disposal exceeds the cost of the mine. At present, for commodities such as coal, the reverse is true. There is a smaller capital investment for the coal preparation plant than for the mine. In general, both the capital and operating costs escalate very rapidly in the following order: gravity concentration of alluvial deposits (e.g., dredging), gravity concentration of lode ores, flotation, simple hydrometallurgical processes, and complicated hydrometallurgical and pyrometallurgical processes. The latter two processes may cost 100 to 1,000 times more per ton treated than processing of a simple alluvial deposit. This dictates that the valuable mineral be concentrated as much as possible to minimize the total tonnage treated in the more expensive operations. Within each of these ore-processing categories there is a wide range of process sophistication and hence of capital and operating costs. Perhaps the greatest variations are in the chemical processing of ores. These range from the simple leaching of a copper waste dump to very sophisticated hydrometallurgical processing of ores in increasing order of cost. Because the overall cost of a mining venture is so sensitive to the process selected, it is essential that the mineral¬ processing engineer evaluate the ore in the initial stages of the development of an ore body. As better samples become available, he must continually revise his estimate of the process to be employed. The sampling and testing process must be a necessary and continuing activity throughout the life of a project. One fundamental aspect of nearly all mineral deposits is the inherent variability of the mineral assemblage and composition. A utopian goal of any processing plant is to have the process so flexible and so well-defined that an automatic process control system can optimize the economic recovery at all times. Since this is rarely possible, a continuing or at least a periodic testing program is desirable. Variables to be considered are: 1) Ore body inconsistencies. 2) Zonal variations. 3) Feed variations from mining plan or methods. 4) Variable performance of processing units due to wear. 5) Seasonal or other changes affecting processing conditions such as water quality, temperature, etc. 6) Changing market conditions for product quality or byproducts. 7) Technological advances in processing methods or equipment. 8) Increasing demands for environmental control. 9) Changing economics of competitive processes, of supplies, of capital investment vs. labor costs, etc. Sampling Procedures Preliminary Guidelines for Sampling Ore Deposit Studies. t At a very early stage, it is essential that the mineral processing engineer receive a sample of the ore. This may be a portion of the diamond drill core or a split from the trench, pit, churn drill, channel, or sheet sample. Even a grab sample may have some value, but it should be selected by the mining engineer or exploration geologist to be as representative of the ore body as possible within his best judgment. The sample delivered to the process engineer should have been subjected to as little prior crushing as is practical since fine sizes are difficult to concentrate. In addition, finely ground ores are readily oxidized and thus may give misleading test results. Furthermore, ground samples may make it impossible to eval¬uate either the comminution or the coarse-gravity concentration pro¬cesses. For an initial evaluation, a good deal may often be learned from a sample of only a few pounds if that is all that is available. To obtain the maximum information from a sample, its selection should be carefully discussed with the mineral processing engineer. In addi¬tion to being as representative as possible, the mineralogically distinct samples should be carefully segregated rather than composited. Since drastically different processes are often needed to process samples of differing mineralogy, considerable care and time must be exercised during this sample collection step. The segregation of samples showing gross mineralogical differences, such as the oxide caping on a sulfide deposit or a laterized zone, is easy. It is the more subtle changes in mineralogy that can often elude the field man. Yet these differences are often sufficient to dictate that an entirely different type of process be used. Obviously, the selection of these initial samples for ore testing and mineralogical studies requires that it be done by a man of consider¬able experience and judgment. While the mining engineer or field geologist is collecting these samples, he should also note and convey to the processing engineer such details as water quality and availabil¬ity, terrain, potential mill location, tailings-disposal areas, case of transportation, etc. As the property is developed with additional drill holes, adits, etc., larger and more representative samples will be required to develop the ore-processing flowsheet more adequately. If pilot-plant studies are required, a very large sample may be necessary. Though the type and amount of sample collected for flowsheet development investigations vary widely, gathering a representative sample of the ore body is a prime requisite for any process development effort. The flotation system is usually distinguished from other physical chemical systems by the importance of interactions at the solid-liquid and solid-gas interfaces. In recent years, numerous quantitative studies have been made of the distribution of common collectors between the solid and aqueous solution phase. Although in flotation the main emphasis is placed on the adsorption process, chemical reactions will also take place in the bulk solution phase, These side reactions are often undesirable and will contribute towards the complex behavior of many a flotation system In sulfide flotation, the precipitation of insoluble base metal xanthates is a well-known phenomenon although the conditions under which the precipitation reaction will proceed and the magnitude of the solubility products are not known with accuracy. A knowledge of the solubility of these xanthate salts will not only be of value in flotation research, but the mill operator might be interested in knowing whether precipitation of metal xanthate can be controlled or completely prevented in the flotation circuit thereby reducing reagent consumption, For these various reasons the solubility of lead, copper, zinc, and silver ethyl xanthate was determined. The experimental techniques and results will be discussed in this paper.

The Picher Mining District, located principally in north-eastern Oklahoma, was one of the world's largest lead-zinc mining areas during its 55 year life. The field covers an area of approximately 72 square miles (186 km.-); an estimated 1.6 x [103 yds3 of material (1.22 x 103m3)] worth in excess of one billion dollars, has been mined. Mining activities were typified by surface exploratory drilling identifying ore distribution and extension of underground workings to the lead and zinc deposits outlined. Exploration holes were either left unplugged or plugged at the surface with a section of a telephone pole. Low grade ore and waste rock were discarded in mined out portions of drifts. These waste piles containing pyrite and marquisette were left underground and oxidized during the many years of active mining. Upon cessation of mining activities in the mid-1960's, the drifts and shafts of the abandoned workings began to flood as the cone of depression filled in, leading to the dissolution of the oxidized sulfides and the formation of large volumes of acid mine water in the mined out openings. The resulting poor quality water, with high concentrations of cadmium, iron, lead and zinc, began discharging at the surface in 1979. Contamination of the underlying aquifer supplying local residents was first detected on a localized scale in 1980. The present surface water and ground water contamination have lead to the area being classified as one of the top ten hazardous waste sites in the U.S. by the EPA under the superfund program.

Centrifugal modeling was used to evaluate reclamation schemes of; (a) flocculants, (b) sand/clay mixes, (c) flocculants/sand addition and (d) capping with sand or sand/clay mix. Results suggest the hierarchy of effectiveness is: (d) capping, (b) s/c mixes, (c) flocculants/sand addition and (a) flocculants. Comparisions between currently used large strain consolidation computer programs reveal no difference between piecewise linear or finite strain calculations. Correlations between numerical and centrifugal model predictions reveal excellent agreement on magnitudes; however, rate predictions require improvement in laboratory input data and centrifugal scaling relationships.

The range of gold ores tested at AMMTEC LTD over several years has resulted in the requirement to analyse for the mode of occurrence of gold in order to assist selection of ore processing options. The aim of this paper is to describe the laboratory testwork and analytical procedures which have been of benefit in detail­ing the mode of occurrence and mineral associations of gold and hence being of value in developing an optimised ore processing route. The range of ore and mineral assemblages described include relatively simple pyrite and free milling ores, more complex pyrite plus arsenopyrite gold ores and the quite com­plex associations of gold in copper bearing ores or with car­bonaceous mixed sulphide ore assemblages. The aim of this paper is to describe the laboratory testwork and analytical procedures which have been of benefit in detail­ing the mode of occurrence and mineral associations of gold and hence being of value in developing an optimised ore processing route. During the past decade, a general awareness of the need for and subsequent development of increased safety in United States coal mines has taken place. Government and industry alike were stimulated into accelerating their actions through unacceptable accident statistics and costs (in terms of human misery dollar values). Those of us who work in the United States coal industry are aware of the development of governmental controls on nine safety. Both Federal and State regulations have placed increased responsibility upon mine owners and operators to insure a safe working environment and to provide training for miners. No other industrial group of workers has received such attention or, in our opinion, deserves it more.

British Columbia is geologically favourable for a rich variety of industrial mineral occurrences. Some have been produced for years, others overlooked until recently. Major production occurs for asbestos, gypsum, limestone, magnesite, silica and sulfur; lesser production for a dozen others. For several of the minerals, potential is much greater than existing production. New production opportunities exist also for diamonds, niobium and REE minerals, fluorspar, kyanite, nepheline syenite, talc, and several others. Alberta, though geologically less diverse, also has many industrial minerals. Limestone, salt and sulfur have the major production; clay and shale, silica, sodium sulfate and a few others lesser production. Opportunities exist for expanded production, and for new production in heavy (Ti -Zr) minerals, formation brines (Ca-Mg-I-Li), and gypsum.

The Hurtières Tunnel was built in 1995 with drill and blast method, in metamorphic schist. It is located between Lyon and Torino on the A 43 motorway in the French Alps. During the construction, a geological hazard was encountered, which caused a massive ground collapse. The tunnel was filled up with 3,000 m3of glacial materials. Geological investigations realized after the accident showed that a narrow glacial valley was present at this location the water table was 40 m above the tunnel level. The paper will describe the collapse and the remedial methods which were implemented to proceed through the failure area. These included drainage works,2,000 m3 grouting and 6,200 ml jet grouting columns.

The Saskatchewan ore zone strikes slightly south of East, from the Alberta border to Manitoba; and dips to the South. The conventional mines are located along a broad strike line from Saskatoon to Esterhazy-Rocanville. Nine conventional mines have developed ore bodies at a nominal depth of 915 metres (3000 ft.). One mine had developed an ore body at 1525 metres (5000 ft.) by solution mining. Mining reserves of 100 years are not unusual in this vast ore body. Most of the mines were brought on stream during the 1960s. All the conventional mines were influenced by practices developed at Carlsbad, N.M. By 1970, the industry was faced with serious over-capacity resulting in the cancellation of some projects and the introduction, by the provincial government, of the Potash Pro-rationing Regulations designed to share the available market amongst all the producers. This resulted in production rates as low as 40% of capacity. As a result, the 1970s were characterized by attempts to reduce cost, rather than improve production or processing techniques. In recent years, the plants have all been brought to full capacity, and are currently involved in a massive program of expansion, which promises a period of advancing technology.

Dwindling near-surface mineral reserves emphasize the need for the development of exploration techniques capable of greater depth penetration; geochemical techniques tradition- ally have been restricted to the search for deposits having at least a sub-outcrop expression. Rock geochemical techniques developed in Cyprus in 1967-1968 recognized anomalous conditions in volcanic rocks up to one mile from an ore de- posit. Research by the Exploration Geochemistry Group at the University of New Brunswick has shown that some massive sulphide deposits in New Brunswick have well-defined halos of major, minor, and trace elements in the host rocks extending up to 1,200 metres (4,000 feet) laterally along the same stratigraphic horizon, and up to 450 metres (1,500 feet) vertically in hanging wall rocks which apparently post-date mineralization; well-defined halos have also been found in foot- wall rocks. Some of these halos are readily identified as individual elements or as element pairs; others are so subtle as to be recognizable only through computer-calculated multivariate analysis. Research continues to extend the dimension of rock geochemical halos for regional exploration and for identification of more restrictive anomalous conditions which may closely define the location and extent of buried sulphide deposits.

Lynn lake, Manitoha, where Sherritt has operated a copper-nickel mine since 1954, is located north of the 56th parallel approximately SOO miles north of Winnipeg. Sherritt's new, 3,000 tpd, copper-zinc Fox Mine is situated 30 miles southwest of Lynn lake. This paper focuses on the Fox Mine concentrator, hut first some background information. Sherritt Gordon Mines Limited started mining operations as a copper-zinc producer in 1931 at Sherridon, Manitoba, 150 miles south of Lynn Lake. As Sherridon fizzled out development of a series of nickel-copper orebodies commenced at Lynn Lake. The Forward process was developed to treat the nickel concentrate from the Lynn concentrator. Sherritt's ammonia leaching process is now history and is expected to gain more prominence as pressure is applied to the mining industry for closer environmental control. But few are aware of the fact that the present Lynn Lake crushing plant and concentrator were dismantled in the autumn of 1951 and freighted from Sherridon by tractor train during the winters of 1952 and 1953. The copper-zinc orehody at Fox Mine was discovered early in 1961 by geophysical methods which included both airborne and ground surveys. It is part of a ,large body of massive and semi-massive sulphides consisting chiefly of pyrite; with chalcopyrite, sphalerite (containing 7-9% iron) and pyrrhotite in varying proportions which occur within a series of volcanic and sedimentary rocks. The total mineralized zone is a lenticular body with a minimum average length and width of 1,350 feet and 66 feet respectively, to the explored depth of 2,000 feet. The average sulphide content is 67%. Higher zinc zones are masses of pyrite grains cemented by sphalerite with lower than average copper content. Zones higher in copper and lower in zinc are slightly more quartzose. Gold and silver are present in small amounts roughly proportional to the copper content.

Talc is an important industrial commodity due to its wide-ranging intrinsic properties; however, the presence of iron oxide hinders its industrial utilization. Herein, we report the purification of Pakistani talc through acid leaching assisted by chlorination techniques. Among various acids (i.e., HF, HCl, H2SO4, HNO3, H3PO4, Aqua Regia, H3BO3, and CH3COOH), HF was the most effectual, removing up to 67% of iron oxide at optimized conditions of temperature, 90–95 °C; time, 120 min; HF concentration of 5%; and at a pH of 1. In the second step, chlorination of the talc sample was performed separately by both wet chlorination and dry chlorination. Wet chlorination was carried out using KMnO4 and HCl in slurry phase which shown about 52% removal of iron oxide, whereas dry chlorination with CaCl2 at high temperature attained about 48% removal of iron oxide from talc sample. Further, the wet chlorination of HF leached samples was also performed under optimized conditions which showed up to 87% iron oxide removal. The original and treated talc samples were characterized by EDX and XRD analysis to monitor the changes in the elemental and mineralogical composition of the talc. It can be concluded that HF leaching followed by wet chlorination is an effective method for the upgradation of low-grade Pakistani talc ores.

In 1978, Ozark Lead Company made the decision to expand the capacity of its mine/mill complex by 33%. The objectives of the expansion were to (a) increase mine' production capacity by 1816 tonne/d(2000 TPD), (b) increase lead metal pro¬duction by 21,790 tonne/y (24,000 TPY) and to (c) construct new facilities and/or modify exis¬ting equipment to accomodate the increased pro¬duction. The intent of this paper is to give a brief explanation of the equipment installed and the overall production and metallurgical benefits-realized from this expansion. The expansion was completed in the second half of 1980 with all equipment debugging and fine tuning completed by the first' quarter of 1981. The concentrator modifications and improvements were basically restricted to four areas: (1) materials handling, (2) automation: of the mill grinding circuit, (3) the increase of flotation capacity, and (4) concentrate dewatering.

The Atlanta Plane Train Tunnel West Extension is being constructed at Hartsfield-Jackson Atlanta International Airport using the Sequential Excavation Method (SEM). The tunnel has shallow ground cover and mixed-face conditions and passes underneath the SkyTrain and MARTA stations and airport terminal buildings. It includes a twin tube Bifurcation with a span of over 45 feet and ground cover of 12 feet. A flat roof is being constructed at the Bifurcation to maximize rock cover and minimize surface settlements. This paper focuses on design and construction challenges for the Bifurcation and tunneling beneath the world’s busiest airport, while minimizing impacts to operations.

Believe it or not, good, honest, enterprising capitalism is still alive and flourishing north of our common border, and I am living proof that capitalism is still working for the little guy. My personal story of mining development in Canada isn't all that rare -- you've probably heard something like it from other areas and other days several times -- but my case brings it up-to-date. I would like to Tell you briefly the history of Northumberland Mines Limited, a contemporary case of individual enterprise getting a mining operation underway. And if I can do it you probably can too.

It is very seldom that a completely new project is initiated. Most projects consist of a new and different combination of proven techniques or a combination of proven and new techniques. The theme of my discussion today falls in the second category. Proven methods of water transportation and proven methods of bulk material handling were combined with some new techniques which resulted in a new market for the coal industry and a cheaper fuel supply for the power industry. In this respect I refer to the water transportation of coal from the West Kentucky coal fields to coal burning power plants on the west coast of Florida. Peabody Coal Company, Florida Power Company, Gulf Coast Transit, and Mid-South Towing combined their individual requirements and "know how' to make this project possible. I feel the results speak for themselves since it proves that coal can be mined in the West Kentucky coal fields, transported some 1,200 miles by river barge and some 450 miles by ocean going barges, be delivered to power plants on the west coast of Florida and still meet the competitive prices of gas and residual oil. The unique parts of this project concerns the storage and trans loading facilities for coal from river equipment to ocean equipment near New Orleans; the return haul of phosphate and it's trans loading from ocean to river equipment at the same facility and the use of large ocean going barges. In detail it works as follows: Coal is mined in West Kentucky and loaded into 1,500 ton river barges on the Green River. It is then transported some 100 miles to the mouth of the Green on the Ohio River, then 200 miles down the Ohio to it's convergence with the Mississippi, and then 900 miles down the Mississippi to the trans loading facility some 40 miles South of New Orleans. There it is transferred from the 1,500 ton river barges to 18,000 ton ocean going barges and hauled some 450 miles across the Gulf of Mexico to the Gannon Station of Tampa Electric at Tampa entailing a total haul of approximately 1,650 miles.

A new method developed for the estimation of the activity of Ht in mixed sulfate solutions is described and examples of application of this method to the system H2SO4-ZnSO4-FeSO4-Fe2(SO4)3 from 298 to 473 K are offered. The method makes use of an "extended Debye-Hiickel" type of equation that was originally put forth by Das for pure H2SO4 solutions at ambient temperature. The treatment of mixed sulfate solutions was made possible by combining that equation of Das with a speciation algorithm which calculates the abundance of all species formed. The developed method, which also takes into account ionic strength and temperature effects, was used to generate hydrogen ion activity and speciation data for all possible acid/metal sulfate pairs of the system H2SO4-ZnSO4-FeSO4-Fe2(SO4)3. Finally, under the light of the reported data, specific examples of hydrometallurgical reaction systems are analyzed in terms of thermodynamics or kinetics. In particular, the systems discussed are: hydrometallurgical precipitation of hematite, solvent extraction of Fe(III), acid leaching of zinc ferrite, and oxidation of Fe(II) to Fe(III) by O2(aq).
