Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Numerical modeling was used to design the pillars and bolting plan for a mine with weak roof and multi-seam stress condition. Previous mining experience, pillar/roof yielding and in-situ horizontal stress were considered in the models. By modeling the upper seam yielding and vertical stress transfer, a multi-seam influence zone was obtained. Appropriate pillar sizes were designed for conditions with and without upper seam stress influences. Roof support for the track and belt entries, using fully-grouted resin bolts and cable bolts, was proposed and implemented in the model. The bolting plan was evaluated under the weak roof condition.

With the world’s ever-growing push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source of rare earths found in the United States is bastnaesite, a rare-earth-bearing fluorocarbonate, mined at the Mountain Pass Mine in California. To increase production, it has been essential to optimize existing processes and create new ones to capture current reserves. This paper presents the results of a research program conducted to expand the understanding of the bastnaesite leaching system. With the help of prior knowledge and thermodynamic calculations, a novel single-stage hydrochloric acid leach system was created to optimize the extraction of rare earths from bastnaesite. Historically, this extraction has entailed the use of a two-stage leach system involving a high-temperature hydrochloric acid leach followed by a caustic crack. We ran a series of single-stage leach experiments by reacting locked-cycle flotation concentrate with hydrochloric acid to test common leaching parameters. The results of these single-stage tests showed significantly higher rare-earth recoveries than the reported recoveries of the historic two-stage caustic crack processes, all while decreasing the number and amount of reagents needed.

Cable shovels are capital-expensive and primary production equipment in many surface mines. The forces acting on the shovel dipper vary as the dipper moves through the muck-pile. The variations in the forces cause stress loading of the components of shovel and dipper resulting in unplanned downtimes, reduced shovel efficiency, and high mining costs. A potential solution to the above problems is the deployment of an intelligent shovel excavation (ISE) technology, with real-time formation identification, recording, and knowledge transmission capabilities. This research advances the ISE technology by developing dynamic model of cable shovel dipper using Newton-Euler techniques. The model includes the dynamic cutting and dynamic weight forces acting on the dipper as it moves through the muck-pile.

I will talk today about a porphyry copper exploration program now underway in the Amazon jungle in the southeastern part of Ecuador near the border with Peru. The project is unusual for two reasons: first the deposits are of Jurassic age, 153 m.y.o., which is unusually old for porphyry copper deposits and they may be the most significant pre-Tertiary age porphyry deposits known. Second, the district was found only six years ago which makes this the most recent discovery of a totally new porphyry copper district. The new porphyry district, known as the Zamora River Copper Belt, or the Corriente Copper Belt, is a north trending area 50 km long by 10-15 km wide, which is nearly aligned with the axis of the Jurassic age Zamora batholith and with the course of the Zamora river. Gencor in 1994 initiated a regional grassroots gold exploration program based on reconnaissance geologic mapping and geochem sampling which did not find a gold mine, but which identified the San Carlos porphyry copper system in April, 1995. In a later reorganization between Gencore and Billiton the Ecuador project was transferred to Billiton and between the Gencore work and Billiton’s a total of 10 porphyry copper systems were found over the next four years. In the period of 1997 - 1999 Billiton drilled a total of 11,000 meters of wide spaced core holes in the San Carlos, Panantza and Kutukus prospects. In October 1999 Billiton concluded a farm-out, joint venture agreement with Corriente Resources and Lowell Mineral Exploration for additional exploration of the Zamora property. This is funded by Corriente and managed by Lowell Mineral Exploration and a total of 28,000 m of core drilling was completed through August 2001. An immediate result of the Corriente Lowell project was the discovery of potentially commercial ore reserves in two new deposits at Mirador and Warintza. Additional closer spaced drilling was done in the Panantza deposit and additional drilling is planned at San Carlos, in targets related to Warintza, and elsewhere.

Over the years, screen bowl centrifuges have been widely used for dewatering fine coal in coal preparation plants in the United States and elsewhere. Its popularity is attributed to its relatively low cost, its high capacity of providing low moisture content product and its relative ease of operation and maintenance. It is generally recognized in the engineering and scientific communities that screen bowl centrifuges provide some degree of particle size separation while dewatering fine coal in a common application. However, the extent of differential partitioning of coarse and fine particles achievable by a screen bowl centrifuge has not been systematically studied in the past. The present investigation was aimed at conducting a parametric study using a statistically designed experimental program to better understand and optimize the size classification performance of a screen bowl centrifuge. A continuously operating screen bowl centrifuge having a bowl diameter of 0.5 m was used for this study at the Illinois Coal Development Park. Three key operating parameters, i.e., feed flow rate, feed solid content and pool depth, were varied to conduct a total of 17 experiments using a three-level factorial test matrix. Some of the best size separation performances achieved in this study may be described as having an imperfection value of 0.13 at an effective separation size (d50c) of 38 µm and an imperfection value of 0.27 at an effective separation size (d50c) of 2.8 µm. Due to an effective separation of ultrafine high ash materials, the ash content of the screen bowl feed was reduced from 22.3% to a minimum of 8.84% with a combustible recovery of 84.1% and an ash rejection of 71.6%. A higher combustible recovery of 92.1% was achieved at a product ash content of 12.5% with a d50c of 2.8 µm and imperfection of 0.27.

The newly discovered South Arturo deposit is a Carlin-type, breccia-hosted, oxide gold deposit located on the Dee Mine property at the north end of the Carlin Trend in Nevada. The Dee Gold Mine was discovered in 1981 by Dee Delamar, a Cordex geologist. The property was put into production by Rayrock Mines in 1984. During its 16-year mine life, the Dee Mine produced about 18.6 t (600,000 oz) of gold from oxide ore at an average production rate of about 1.24 to 1.55 t/a (40,000 to 50,000 oz/year). In October 1997, Bar-rick Gold Exploration acquired the right to earn a 60-percent interest in the Dee property from Dee Gold Mines through an exploration farm-out agreement. Barrick Gold Exploration began exploration activities on the property in 1998 and vested in its 60 percent operating interest in 2004. However, the discovery hole at South Arturo was not drilled until July 2005 from atop the historic mine dumps located 300 m (985 ft) south of the Dee openpit. The discovery hole (BD-72) encountered a cumulative 75.6 m (248 ft) of oxide mineralization grading 1.9 g/t (0.055 oz/st) gold beneath 260 m (855 ft) of dump material and post mineral Tertiary Carlin Formation volcanic and sedimentary rocks. Oxidation within the deposit extends to depths greater than 610 m (2,000 ft). The deposit has passed the prefeasibility test and is presently in the feasibility stage. Exploration is on-going to enhance or enlarge the known deposit. The current resource for the deposit stands at 40.4 t (1.3 million oz) of gold. The South Arturo discovery is an example of an historic mining property yielding a new discovery through the diligent application of area selection criteria of the model type and persevering when early results were generally negative. Barrick?s original exploration pro-grams on the property were focused on the discovery of deep, high-grade sulfide deposits that would likely be mined by underground methods. Traditionally, “Means and Methods” were the sole responsibility of Contractors. However, because of a number of litigious projects in the 1970s, Owners and their Engineers began including Suggested Methods of Construction (SMC) in Contract Drawings. By the late 1990s these SMCs were becoming baseline “Means and Methods” with Contractor recommended changes often considered as Value Engineering proposals. By 2004, the word “Suggested” was sometimes changed to “Prescriptive.” Owners are also purchasing TBMs and other mining equipment for Contractors prior to bid. Is limiting the contracting community’s innovation in developing their own “Means and Methods” and selecting their own equipment in the best interests of the Owner? Does it reduce the Owner’s, Engineer’s or the Contractor’s risk? Are claims reduced and finally what is the impact on the bid? A questionnaire was sent to more than fifty senior engineering field and management personnel representing more than 30 heavy construction companies to ask their opinion on these questions.

NIOSH and the Illinois Clean Coal Institute are funding studies on characterization of coal and quartz dust in Interior Basin mines since 2009. Coal dust characteristics vary significantly and, are vital for the development of the engineering controls. This paper presents wettability characteristics of coal dust with respect to its chemical and physical properties, since wettability is considered to be a primary dust control technique. Particle size distribution, inter-particle interactions during wetting and quartz associations with organic and inorganic matter in coal seams is critical for understanding wetting phenomena. Silica content in the un-wetted fractions was found to be very high during wetting tests. Wetting of quartz may be limited by its association to hydrophobic materials as well as buoyancy forces resulting from particle size characteristics and particle-particle interaction in the wetting agent. Temperature of the wetting solution and effective contact time between dust particles and water droplets are found to be two important variables affecting the wettability. The characterization data obtained from this study can be utilized to develop engineering controls.

To obtain microbial cultures with the ability to efficiently leach copper ion from chalcopyrite, microbial samples from acid mine drainage sites were mixed and then subjected to mutation using sodium nitrite (NaNO2), diethyl sulfate (DES), ultraviolet light (UV) and their combinations. Mixed cultures with a much stronger ability to leach copper ion (identified as mixed cultures A, B, C, D and E) were obtained by screening on leaching media. Leaching tests showed that mixed culture E had the best leaching performance and increased the Cu2+ content by 120.5% in 20 days, compared to a control without mutation treatment. Mixed culture E grows well on Leathen leaching medium supplemented with Cu2+ (at a final concentration of 32 g/L), reaching 3.2 × 107 cells/L after 15 days, while the unmutated control culture cannot survive beyond 15 days, indicating that mixed culture E is more tolerant of high concentrations of Cu2+. In addition, continuous leaching by mixed culture E is very effective at a pulp density of 1%. These results suggest that it has the potential for industrial applications.

A tunnel boring machine (TBM) was designed and built at the Cold Regions Research and Engineering Laboratory in 1992 for use in Antarctica. The TBM system was tested at the South Pole where a 120-m long tunnel was bored to prove the concept. Modifications were made to the system resulting from this work. In 1999,boring of a 600-mutilidor began as part of the new South Pole Station. Tunneler hydraulics reliability problems prevented the completion of the tunnel before the end of the short construction season. This paper discusses the design and operation of the TBM, proposed solutions to the problems encountered, and current operations of the system.

Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. Sustainable development is at odds with reality in the minerals industry. Increasing world population and aspirations are leading to increased energy and mineral consumption. Non-renewable fossil fuels are being exploited at a much faster rate than they are being discovered. Mineral reserves are diminishing and of lower grade. Despite recycling, many of the economic reserves of the rarer metals on which technological society has come to depend are being depleted, and many of the bulk metals are being exploited at ever increasing rates. And yet, mining continues, with a long-term downtrend in commodity prices, matched by more efficient mining and processing. Will society turn to a low carbon economy before fossil fuels are depleted? Will prices come to better reflect the full cost of mineral production? Will technology save us, or is it at the root of the problem? The key drivers continue to be an ever increasing aspirational population and the law of supply and demand, rather than sustainability considerations. The paper illustrates this with examples of worldwide and Australian data.

The SFR system utilizes a skimmer or extractor placed at or near the slurry-froth interface where there is a higher concentration of valuable mineral particles. With assistance of hydrocyclones, it is possible to classify the extracted particles into coarse and fine particle streams, that can be handled separately. It also allows the coarser solids to be separated from entrained low-value fines. The first test results with the SFR system significantly improved both coarse and fine particle recovery in a flotation cell. The SFR system was tested in the flotation circuit at a copper-moly concentrator, and the results show that the use of the skimmer has huge potential to increase the froth recovery (Rf) of both molybdenum and copper.

Three drill-blast cycles of 3.1 m advance achieved in one working shift of 7.5 hours at the Holsfjorden Tunnel project in Norway. The tunnel, 5235 m long, with a cross section of 8.6 m2, was completed several months ahead of schedule. This remarkable performance was achieved by a crew of 16 men, using machines specially designed for small tunnel excavation. The integration of drilling and charging into one unit, mucking and transport in another, reduced non-productive time considerably. The average cycle time of 140 min made it possible to complete three rounds in one 7.5 hours shift.

The author?s paper at RETC 2007, ?Alternative Contracting Methods? addressed strengths and weaknesses of DBB+DB and introduced Construction Manager/General Contractor (Portland model) and Alliancing (Australian model). Considerable interest in these was expressed by several public agencies at that Conference and at the presentation. The author is assisting the Washington State Department of Transportation (WSDOT) and the Toronto Waterfront Revitalization Corporation (TWRC) with possible implementation of Alliancing. WSDOT is evaluating ways to do this and is considering a delivery methodology, under existing Legislation, based on the CMGC Portland model with incentives and disincentives, moving towards Alliancing. This paper will build on the 2007 paper and update implementation considerations.

The No. 10 metro line of Shanghai city is 36 kilometers in length and will pass through the operating airport runway by using tunnel boring machine with earth pres-sure balance mode. Although there are examples through world that tunnels pass through airport runway and tunnelling underground is not a difficult undertaking technically, there is rare experience in China for the similar projects especially in Shanghai saturated soft soil region. Shanghai soft earth is famous for its high compressibility, high rate of water content, weakness in strength, large deformation and different characteristics in earth strata. Besides, the whole construction process will be under ultra-large airplane dynamic load on the surface ground over the tunnel, which increases the risks of construction process. This paper evaluates the feasibility of building the metro tunnel under such an extremely serious condition, especially the subsidence of ground surface caused by advancing of tunnel boring machine, which also is the most important control target for the safe operating of the runway. Furthermore, this paper discusses the effective measures to keep the settlements in the permissible level during the whole working period for the tunnel from aspects of plan, design and construction.

Diesel Particulate Matter (DPM) is considered carcinogenic after prolonged exposure. With increasing use of diesel-powered mining equipment in underground mines, miner?s exposure to DPM has been increasing. Most studies on the issue has been DPM control measures with few studies on diesel exhaust propagation patterns after leaving the tailpipes. This study uses computational fluid dynamics (CFD) to investigate the airflow pattern in an underground metal/nonmetal mine for a single heading. Several high DPM concentration areas are identified in the study and common practices for compliance are suggested. Airflow and DPM distribution are compared between blowing and exhausting face ventilation systems. Suggestions are also provided for the protection of miners in the face area.
