Traditionally it has commonly been believed that the only problem with inductive reactance in a submerged-arc furnace is that it leads to difficulties with the electricity supply as a result of the Iow power factor. This paper sets out to show that inductive reactance can also give rise to the following problems in the metallurgical operation of a furnace: (i) dead and live phases (fairly well known in openarc furnaces), (ii) lack of sensitivity to electrode movement, (iii) interactions between electrodes. These problems increase with increasing inductive reactance relative to resistance, and thus they increase with furnace size. Each of these effects is discussed in detail, and suggestions are made for their alleviation.

The South African gold and platinum deposits were formed in very different ways and yet both have many similarities. They are flat dipping tabular ore bodies, extremely narrow and located in hard abrasive country rock. The mining methods employed are also similar. Primary access is via shafts or declines; secondary access is via haulages and cross cuts; and tertiary access is from raises. The proposed solution for rapid access described in this paper is focussed on the haulages, cross cuts and raises. The non-explosive rock breaking method has many other applications, however, it is the integration with the Tunnel Digging Machine that results in the first, cost effective, Continuous Tunnelling Machine for hard rock mining.

"SynopsisMetal accounting and reconciliation is an increasingly important governance issue in all mining operations, in that it is required, from a risk management perspective, that the company is in control of its product throughout the whole mining value chain. Reconciliation is a grossly misunderstood term. It means different things to different people, and therefore one of the purposes of this paper is to ensure a holistic and integrated understanding of ‘reconciliation’.Previously, where reconciliation was done, it was often for internal control purposes and loosely applied, sometimes with a low degree of confidence and understanding of the underlying parameters and their natural variability.In most mining operations, issues such as dilution, stope performance, and recovery are critical to profitability and long-term value, and thus understanding and control of these key value drivers is essential, not only from the governance perspective, but also from the perspective of maximizing shareholder returns. In order to implement a system for metal accounting and reconciliation, it is important that the cause and effect of these value drivers is understood, and that a systematic control system be established.While a number of off-the-shelf solutions exist for this work, it is the contention of this paper that a full understanding of the metal flow, its variability, its underlying loss potential, and its control points is necessary before a systematic approach to reconciliation can be undertaken.The paper also advocates that this approach should ensure that the reconciliation system clearly addresses the reconciliation needs, within a consistent framework. Such a framework has been developed by AMIRA, in terms of a metal accounting code. However, up until now, this code has been aimed at plant processes, whereas this paper shows how the concept can be extended to cover the full reconciliation requirements for a base metal mine.IntroductionReconciliation is defined as ‘the process of finding a way to make two different ideas, facts, etc., exist or be true at the same time’. In terms of a mining process, this refers to the comparison of measures and estimates along the value chain, and at different points in time, in order to track and optimize metal recovery. This leads to the notion of having a system in place for accounting for the metal. The University of Cape Town defines metal accounting as ‘… the estimation of (saleable) metal in a mine and subsequent process streams over a defined time period. Comparisons of estimates, from different sources over a specific time period, are called reconciliation.’Traditionally, metal accounting has consisted of geological reconciliations of mineral resource to mineral reserve conversion, mine planning reconciliation related to the reconciliation of long-term plans to short-term plans, grade control reconciliation of head grades to sampled or block grades, and mine survey reconciliation of tonnage discrepancies and mine call factors. In addition, metallurgical reconciliation has tended to be based on metal balancing, followed by some commercial metal accounting that links dispatched product to sales quality, quantities, and revenues. Miners disparagingly refer to this plant process as ‘millmatics’."

One of the major deliverables of the AMIRA P754 Project, which was sponsored by several major mining companies, was a code of practice and guidelines for metal accounting for the mining and metallurgical industry. These had the objective of improving the auditability and transparency of metal accounting from mine to product, thus assisting in good corporate governance. The overriding objective of mass measurement for metal accounting is to establish the mass of the particular material or component present at a specific time, or the mass flow of that component over a defined time period, to a defined accuracy suitable for metal balancing. As such, it is the first measurement in the chain that includes sampling, sample preparation and analysis, each of which introduces its own errors. Materials often contain moisture, the proportion of which must also be established in order to obtain the dry mass. They may also have to be measured as a volume or mass/mass flow of slurry, or in stockpiles or storage areas, in which case the relative density must be measured. Both the density and moisture measurement often introduce significant error. Whereas a great deal of effort has been directed at sampling, sample preparation and analysis to improve accuracy and establish the error, the same can seldom be said for the mass determination, including the moisture and density measurements. The possible major causes of error are highlighted and methods of reducing them discussed. Mass measurement can be classified into those measurements necessary for custody transfer and primary accounting of the input and output streams to a plant or operation, and measurements required for secondary accounting, or management control. The latter include intra company transfers and plant area performance, and those required for plant control only. This paper is concerned only with primary accounting measurements. The code and best practice state that the equipment should be certified (as sized) as is required for custody transfer. The most accurate and precise of the various possible methods is the static measurement of mass on a weighbridge, platform scale or a weigh bin. If static measurement is not possible, which is often the case for ore fed to a plant, possible alternatives are electromechanical conveyor belt weighers or in-motion weighing of rail trucks. In all cases the material must be adequately sampled to enable a representative moisture content to be determined to calculate the dry mass. Where material is flowing inside conduits, only certain types of the multiplicity of flow meters available may be used and, in the case of slurries, very few flow meters are suitable. As most flow meters measure volume or velocity, the density of the material must also be measured. The basic requirements in order to achieve satisfactory results for the mass, of the component of interest, are listed, as well as common problems and pitfalls encountered in practice. The measurement of the mass of stockpiles and in-plant stocks, often required for metal accounting, is often the largest source of error in metal balances. The reasons for this and methods for reducing and managing the effect are discussed.

The improvement of coal waste management practices, through the co-disposal of waste rock with sulphur-lean fine waste tailings (<1 mm in size), can potentially mitigate acid rock drainage (ARD). On exposure to natural oxidants, the sulphide compounds present in mine discards generate acidity, creating a cyclical oxidation process intensified by iron and sulphur oxidising microorganisms. To inhibit the emergence of ARD, a stable mine dump may be constructed that is structurally stable and incompressible through the mixing of complementary waste fractions that reduce voids and access to acid generating surfaces. However, large voids manifest as scale increases, due to decreased particle interlock, enabling the unrestricted access of oxidants leading to the early onset of ARD. To avoid this phenomenon, enhanced packing approaches based on geochemical and geotechnical characterisation tests were employed to improve bed stability. These were assessed for long-term prevention using aggressive oxidative conditions typical of heap leaching applications. Favourable results were obtained for both blended and multi-layered systems. However, long-term success was most notable in beds with alternating layers of waste rock and fine waste tailings with co-mingled systems being more susceptible to failure. Deconstructed co-disposed beds provided valuable insight into post-leach structural transformations. Results indicated that relative changes in initial coarse discards to fine waste ratios were most notable in blended systems. Mass fractions of the comparatively more mobile fine wastes increased axially down these test columns that ultimately resulted in increased contact of oxidants with the acid generating waste discards. Conversely, more consistent ratios were observed in multi-layered configurations. In these systems, near impervious hardpans were created by the moisture retaining fine tailings, forming stable structures with neutralising barriers sustained at each alternating layer. Consistent with post-leach geotechnical characteristics, static acid-base accounting tests showed that the uppermost sections of blended systems were more susceptible to oxidation due to structural failure with fine particles migration, while the more stable multi-layered configuration evenly maintained neutralising capacity. "The objective of any mining company is to sustainably maximize the net present value (NPV) throughout the life-of-mine (LOM). The expected NPV over the LOM is calculated based on a mine plan, yet the actual value realized by the mining company depends greatly on the level of intertemporal execution against the mine plan. Consequently, a major key performance indicator (KPI) that is often overlooked in open pit mining, due to a greater focus on temporal KPIs, is the degree of spatial compliance to the mine plan. Such focus sometimes leads to short-term actions being detrimental to long-term plans. In this paper we describe the development and implementation of a spatial mine-to-plan compliance reconciliation approach for an open pit mine. Application to a case study open pit iron ore mine in South Africa indicated a significant improvement in the spatial mine-to-plan compliance, from 69% to 94% over a three-year period from 2014 to 2016. These results indicate that implementation of the proposed spatial mine-to-plan compliance reconciliation approach can contribute positively to improving the level of spatial execution and assists in improving the alignment between short-term, medium-term, and LOM plans.IntroductionThe objective of any mining company is to maximize the net present value (NPV) throughout the life of mine (LOM). Hochtief AG Germany has developed a comprehensive management and information system for the construction industry named Aristoteles. This system is an efficient supporting tool to manage a variety of construction sites as well as operating business units with required economic targets. As such, Aristoteles offers wide-ranging control of complex economic processes in construction in a consistent manner. In this paper the process oriented functions of the system will be described with special emphasis on finance accounting and cost control. The basic elements in this respect are tender estimation, creation of initial project budgets and running budgets, regular determination of work done and result forecast to the end of the project. Further, cost accounting, monthly reporting, and all balance-related postings are included. On the basis of the extensive reporting (targeted/actual cost comparison, cost manager, project report, actual/targeted hours worked comparison, overhead cost report, amendment report or project (result) lists of all projects realized by one business unit), the responsible managers can make justified project evaluations, project controls and variance analyses during the project period and derive appropriate management measures. Thus, Aristoteles includes all substantial elements for the risk management of the operational business. In big construction joint-stock companies it is of crucial importance to satisfy the information requirements of the investors. In this respect the system provides a transparent presentation of the financial, investment and profitability situation of the company. In the international construction industry the balancing rules according to IAS (International Accounting Standards) have already been used to a larger extent. In accordance with these rules the partial profits of the work during execution can be shown as realized even before completion of a long-term contract. The validity of Aristoteles will be outlined briefly. Major advantages using the system are highly enhanced accuracy of project controlling, systematic overhead allocation to projects, change of attitude of the project personnel due to increased cost consciousness and improved flow of information within the company.

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

The management of unpaved mine road networks on large surface mines rarely results in optimal road maintenance strategies and minimised total road-user costs. This is ascribed mostly to the complex and dynamic combination of variable road networks and loading and discharge points. In a dynamic mining environment - typically those mines in which production is managed by a centralised truck dispatch system ? there is no guarantee that a particular road maintenance intervention will contribute significantly to reducing total road-user costs or increasing productivity. Most large surface mines operating ultra-heavy mine trucks rely on an integrated on-board diagnostic data collation, communication and GPS-asset location system as a real-time fleet management tool. By extending this system to incorporate a multi-sensor analytical procedure in which specific truck vital signs are monitored and filtered, a road defect can be recognised and a trigger level set to relay the location of defects on the mine haul road to the centralised truck data management system. Previous work established the feasibility of the multi-sensor approach to road defect recognition on large mine haul trucks, and outlined the defect recognition, analytical and modelling issues and system limitations. This paper presents the development of the analytical procedure used as a basis for evaluating the truck on-board data to establish maintenance priorities amongst a network of mine roads. Following an introduction to the system architecture, the results of system field trials are analysed and the results discussed in the light of defect density and traffic volume as the primary variables in an approach to prioritising road maintenance. The paper concludes that by supplementing the existing mine communication and asset management systems, road maintenance can be managed on a near real-time basis and maintenance equipment dispatched to where most immediate benefit will realised from a maintenance intervention on the network, thereby generating the maximum improvement in service and reduction in cost per ton hauled.

Physical testing of rock support for rockbursting conditions has been carried out for over 40 years. A review of this testing shows that it has been mostly component based, rather than actually testing support systems. Further, it is concluded that none of the testing is truly representative of rockburst loading in a similitude sense. Similitude conditions are not achievable, mainly because the real conditions in a rockburst event, such as seismic source location and magnitude, wave frequencies, amplitudes, and interactions, are not all known. Because such information is not available, and because the results of all testing carried out to date have not been able to define, for support design purposes, the capacity of support systems, ongoing physical testing of rockburst support systems is essential. It is essential that the test should simulate, or actually take place in, a supported rock excavation. A rock support system is a combination of individual support components that work together to retain and contain the rock. In doing this, the components are subjected to loading by the rock and to interactive loading between one component and another. It is necessary to prove the capacity of such rockburst support systems by subjecting them to severe loading, as in direct blasting. The direct blasting approach, pioneered more than 40 years ago, probably still provides the greatest validity as a significant test of rockburst support capabilities, even though it does not simulate a rockburst. Direct blast testing of rockburst support systems in a surface environment, such as in a quarry or on exposed rock cutting surfaces, could represent a practical development of the approach, facilitating the execution and monitoring of tests.

Generally, regrind circuits are used to increase the degree of liberation of value minerals which are fed to flotation circuits. At the regrind circuit of the Sarcheshmeh copper complex, four ball mills are in closed circuit with their hydrocyclone clusters. In the initial design of the plant, feed and underflow percent solids, and pressure drop of the hydrocyclones were 39% and 65%, and 15psi, respectively. Over the years, due to a reduction in the feed grade from 1.17% to 0.67% and changes in the operational conditions, the feed rate to each hydrocyclone cluster has decreased from 401 to 70t/h and consequently the pressure drop, feed and underflow percent solids have reduced to 4psi, 17% and 25%, respectively. The main objective of this research was to audit the feed solids concentration and pressure drop of the hydrocyclones and make the necessary modifications based on the Plitt’s model. The results of sampling showed that water recovery to underflow was 59% which was higher than normal values. By reducing the number of operating regrind mills from 4 to 2, the feed rate to each mill increased. After this modification and taking necessary measures in the plant to implement the new operating approach, the pressure drop, feed and underflow percent solids increased to 18psi, 28% and 58%, respectively. The water recovery of the hydrocyclones underflow decreased from 59% to 12%. These changes in addition to increasing the circuit efficiency saved 1000 kWh energy and decreased ball consumption by 925 ton/year because of reduction in the number of operating ball mills. The mathematical models of semivariograms can be classified according to whether or not they correspond to situations where the second order stationarity conditions are satisfied (§ 3.3.4). If second order stationarity exists, the a priori variance s2 of x (z) also exists and is finite. For large distances h such that x (z) and x (z + h) are not correlated, the semi- variogram ? (h) will reach a value equal to s2 [this is a consequence of (3.27) above]. This limiting value is called the sill C of the semivariogram, and the distance at which ? (h) reaches the sill is called the range. The range of the semi- variogram obtained from a given type of sample corresponds to the distance of influence of these samples. If only the intrinsic hypothesis is satisfied, the sample variance is an increasing function of the size of the area or volume in which the samples are located, and the semivariogram ? (h) will be a continuously increasing function of h. Remark: It will be shown in Chapter 7 that the variance s2 of x (z) in the ore body O is equal to the average value of ? (h) in O. If ? (h) is a non-decreasing function with sill C, the average value of ? (h) in O will be less than C. s2 and C will be equal only if for some values of h in O, ? (h) exceeds C. In practice, if the range of the semivariogram is small with respect to the dimensions of the ore body, the difference between C and s2 will be negligible.

The University of the Witwatersrand (Wits) and the minerals industry of South Africa have grown with the city of Johannesburg. The former has provided teaching and research in mining and metallurgy, while the latter has been responsible for the practical training of metallurgists and for the testing and implementation of innovative ideas proposed by the academics. This interplay between inventiveness and industrial application is illustrated by three examples: the establishment of the iron and steel industry as a result of the persistent experimentation undertaken by Professor G. H. Stanley, the first Professor of Metallurgy and Assaying at the South African School of Mines, which later became Wits; the establishment of the research organization that eventually became the Council for Mineral Technology (Mintek) - again through Professor Stanley&apos;s faith in the role of research; and the establishment at Wits of physical metallurgy as a discipline in its own right, as first suggested by Professor C. E. Mavrocordatos of Wits against the opinion of his colleagues in the industry. The Department of Metallurgy at Wits has been well supported by the minerals industry. Not only does the industry provide grants for the financial support of students, but it supplements the salaries of personnel in the Department, making possible the recruitment of top-class academic staff. At present the greatest problem is the lack of interest shown by matriculants in the metallurgical industry as a career. However, an enormous effort is being made by the Chamber of Mines, The South African Institute of Mining and Metallurgy, and the Wits Department of Metallurgy to ensure that matriculants receive appropriate information about the career prospects in the minerals industry.

Unplanned stope panel collapses occur on most near-surface and shallow mines in South Africa. Although these incidents often occur during blasting, they pose a major threat to the safety of underground workers and the economic extraction of orebodies. Most stope panel collapses occur due to excessive panel lengths that are not designed according to a systematic design procedure or methodology. Instead, panel lengths are often dictated by the equipment in use and by previous experience under similar conditions. Hence, a rock engineering design methodology for the design of stable stope panels between pillars is of vital importance for optimum safety and production in shallow mining operations. Using the proposed design methodology described in this paper, rock mechanics practitioners and mine planners should be able to identify and quantify the critical factors influencing the stability of stope panels. The critical factors should then be used as input to the design of stable stope panels that will provide the necessary safe environment for underground personnel working in stopes. The proposed design methodology is an iterative process, which includes aspects such as rock mass characterization, estimation of rock mass properties, identification of potential failure modes, consideration of appropriate stability analyses and other elements of the rock engineering design process. This process continues after implementation. During monitoring, new data should be included in the database and the design process repeated on a regular basis. Design approaches included in the proposed design methodology include empirical methods such as different rock mass classification methods, analytical methods such as elastic and Voussoir beam analyses, kinematic analyses, probabilistic analyses, and numerical analyses. In 1999, INCO Limited Mines Research, in Sudbury, Ontario, Canada, took delivery of a MeycoRobojet Logica Spraymobile, a computerized concrete spraying system. The Spraymobile is a self-contained mobile machine capable of applying spray-on ground support in underground applications. The Logica component of the Robojet is designed to control the operation of the Robojet, as well as scan and map the tunnel geometry prior to the spraying operation. The Robojet can be operated in various modes, from manual to automatic operation. In the automatic mode the computer controls the standoff distance, angle, and motion of the spraying jet. In 2000, INCO Limited, working with Meyco Equipment of Switzerland (a division of MasterBuilders Technologies), detailed a plan to create a tele-operation package for controlling the spraying process from a surface location at INCO&apos;s Mines Research Test mine. With the RobojetLogica operating in automatic mode, the operator at the machine becomes a process monitor. Since the Logica system controls the key spraying parameters of nozzle distance and nozzle angle to the sprayed surface, the operator could easily monitor and control the Robojet Logica from aremote location. The benefits of operating underground mobile mining (drills and LHDs)equipment from a surface location has been demonstrated at INCO Limited, however, the abilityto control a ground support operation (shotcrete spraying) from surface has not been attempted until now. This paper will describe the Spraymobile shotcreting system, the development of the tele-operation package for the Robojet Logica, as well as modifications to the original Spraymobile for implementing the tele-remote package on the Robojet Logica at the Mines Research test mine.

The Breakfast was held at the Riverside Holiday Inn, and was attended by 50 senior and middle managers in organizations in and around the Vaal Triangle, as well as by Richard Beck, the President of the South African Institute of Mining and Metallurgy.

A description is given of a simple, cheap device that enables the intact shear strength of rock to be determined quickly and inexpensively. Thin rock plates, prepared with a diamond saw, are tested in double shear by a linear punching action. By varying the direction of the diamond-saw cut in a number of specimens, the change in shear strength can be measured for different orientations relative to the rock fabric.

This paper describes the design and construction of the first experimental underground rockcutting machine from measurements of cutting forces determined in tests on small rock specimens in the workshop. The deficiencies of this design, revealed by stoping with almost identical rockcutting machines, are described. An account is given of the design and construction of further experimental machines incorporating substantial improvements which made them technically feasible for use in production.
