The use of backfill has important environmental control implications which, although frequently overlooked, can be both beneficial and problematical. Where backfill is widely used, the reduction in stope heat load and improved air utilization influence the overall mine ventilation and refrigeration requirements significantly. A programme of work examining in detail all the environmental consequences of backfilling is currently underway at the Environmental Engineering Laboratory of the Research Organization of the Chamber of Mines. This paper gives an overview of the work and presents some findings. In so doing, the environmental implications to be considered when backfilling are highlighted.

This paper describes the state of the art in backfilling techniques used on East Driefontein Gold Mine. Areas covered are the preparation plant, the distribution plant, the pipeline network and finally placement techniques. The in-situ performance of placed backfill has been assessed by the Chamber of Mines Research Organization, and results to date will be shared. Details of the backfill expansion programme that will enable this facility to be made available to all working places are included. Benefits obtained by the introduction of backfilling are described, together with certain management aspects to be considered in the control of quality and quantity of support supplied via a pipeline.

The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. Membership benefits include monthly issues of the Journal of the Institute, monthly General Meetings at which papers are read, symposia, excursions to mining and industrial concerns and the use of club facilities at Kelvin House. Technical journals received on an exchange basis are available to members at the Johannesburg Public Library. The current membership of the Institute is over 1,600. Membership applications are accepted from suitably qualified persons and the requirements for entrance to the various grades of membership are summarised below. Fellows shall not be less than 30 years of age, shall be university graduates in pure or applied science or shall produce evidence to the satisfaction of the Council that they have successfully completed a co-ordinated course of study in pure or applied science of at least three years' duration at an approved university or institution deemed by the Council to be of equivalent status. Members shall have been employed in senior technical positions in important mining or metallurgical undertakings for at least five years or they shall have practised as mining or metallurgical consultants for at least five years. They shall be practising their profession at the time of application. Entrance fee RI0.00, Annual subscription RI7.00. Letters of designation: F.S.A.I.M.M. Members shall be not less than 25 years of age and shall be university graduates in pure or applied science, or shall have successfully completed co-ordinated courses of study in pure or applied science of at least three years' duration. They shall have been engaged in work of an approved technical character in the mining or metallurgical industries, of which not less than two years shall have been in positions of responsibility. A candidate shall be practising his profession at the time of his application. Entrance fee R8.00, Annual subscription RI5.00. Letters of designation: M.S.A.I.M.M. Associates shall be not less than twenty-five years of age, and shall have been engaged in positions of responsibility in, or associated with, the mining or metallurgical industries for periods of not less than three years. If, however, the candidate for admission to the higher grade of Associate, is at the time of his application, already a Student, he need satisfy the Council only that he is, at the time of his application, engaged in a position of responsibility in or associated with the mining or metallurgical industries. In all cases the applicants shall satisfy the Council that they are fit and proper persons to become Associates. Entrance fee R8.00, Annual subscription RI5.00. Graduates shall be not less than 21 years of age and shall be university graduates in pure or applied science, or have completed co-ordinated courses of study in pure or applied science of at least three years' duration at an approved university or institution. They shall not remain Graduate members after attaining the age of 30 years without the permission of Council. Entrance fee R2.00, Annual subscription R10.00. Students shall be persons not less than 18 years of age who are being educated or trained in a manner approved by the Council, to occupy a technical position in or associated with the mining or metallurgical industries and who, furthermore, shall not have attained the qualification required for a higher grade of membership. They may remain Students until they have obtained the necessary qualifications for transfer to a higher grade of membership, but not after the end of the Institute's financial year in which they attain the age of 28 (twenty-eight) years. They shall then transfer to a higher grade to retain membership of the Institute. The Council may relax the provisions of this clause in such cases as it considers appropriate. Vanadium-based sulphuric acid catalyst has been utilized to oxidize SO2 to SO3 since the early 1900s. This versatile product displaced the expensive and easily poisoned platinum-based catalyst in nearly all applications by the 1930s. MECS has been manufacturing the vanadium-based catalyst since 1925 and today is the leading supplier in the world of sulphuric acid catalysts in a variety of forms. Currently, MECS has worldwide customer/technical support for the catalyst as well as a dedicated catalyst manufacturing plant in Martinez, California. MECS also has a strong technical and research and development programme dedicated to creating new and improved products and services. This paper will describe some of the technical details of vanadium-based sulphuric acid catalysts as well as offering a unique look into how caesium-promoted MECS catalysts can be used in single and double absorption acid plants, and off-gas plants running on irregular gas feeds, to reduce emissions and preheater run times. An update on MECS technical services extended for use in characterizing converter performance is also presented.

Theoretical and engineering aspects of slimes-dam construction by G. W. DONALDSON, M.Sc. (Eng.)(U.C.T.), D.I.C. (Visitor) Tile paper reviews the recommendations made in 1959-60 as a result of research into slimes-dam construction and finds that these recommendations are still valid. The requirements for pollution control, vegetating, in situ leaching, and future development of slimes dams as building areas are considered as they affect the engineering aspects of slimes-dam construction, and it is found that these requirements can be met without any major changes to current recommended slimes-dam construction practice.

You wouldn't start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players can't produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International Power's Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power Hazelwood's (IPRH) experience are: ? that the clear set of project principles and guiding values ensured delivery of a robust plan; ? a robust plan can withstand significant change; and ? value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

GOLD 100, the most comprehensive international conference on gold ever held anywhere in the world, took place in Johannesburg from 14th to 18th September, 1986. The Conference was followed by a series of one day visits and an extended technical tour. The Conference was organized jointly by the Council for Mineral Technology (Mintek), the Chamber of Mines of South Africa, the School of Business Leadership of the University of South Africa, and The South African Institute of Mining and Metallurgy.

The key functions of project evaluation are to assess potential profitability and to develop an effective operational design. For mining projects, design aspects include mining methodology, ore treatment methodology and production rates. All of these characteristics impact on project economics and overall value. Resource models, which form the ultimate basis of project evaluation, typically consist of tonnes above cut-off, grade above cut-off and the spatial distribution (connectivity) of tonnes/grade above cut-off, for one or more variables. Dilution, ore loss and metallurgical recovery are all modifying factors applied to the resource model during evaluation and determination of profitability. A key issue is: how is the value determined? In addition to traditional combination of in situ tonnes/grade, the following merit serious consideration: the concentration of deleterious elements, throughput rates, mining/processing costs and - importantly - metallurgical recovery. Geometallurgy is an emerging field targeted at integrating these issues by identifying either direct measures or proxies for throughput (hardness, grindability), recovery (liberation, mineral shape/texture, etc) and concentrate quality from easily collected macro-, meso- and microscopic data. These 'geometallurgical variables' drive project costs and revenues in a fundamental way. For geometallurgical characterisation to have a real impact on business design, it must enable improved mine planning. When creating spatial estimates for such variables, it is preferable to find proxies that can be measured as close to the intact rock mass as possible. However, spatial estimation of proxies for geometallurgical properties and responses is complex and requires special consideration. Unlike grades, both proxies and absolute measures of geometallurgical variables are not necessarily linear or additive and therefore require very careful geostatistical consideration. In some cases, models must predict extreme values of geometallurgical attributes rather than averages. Incorrect characterisation of metallurgical recovery/throughput can (and has) led to misspecification of the scale of projects, and thus can be seriously value destructive. Aspects of geometallurgy have long been important in iron, bauxite, manganese and coal deposits and are increasingly on the radar for base and precious metal miners. However, as more metallurgically complex deposits are developed and mining of large-scale, low-grade deposits becomes more commonplace, the importance of characterising the metallurgical response in order to generate properly optimised projects will rapidly increase. It is possible that in many `traditional' (ie grades and tonnes) reserve models, the variables that drive the project are missing!

The results of slow crushing tests in a stiff testing machine for both small and large step reductions of particle size are given. The energy consumption required to produce a given weight of minus 74 um material was determined when both single-crystal quartz and Witwatersrand reef were crushed. For comparison the two materials tested were also comminuted in a ball mill under optimum conditions. There are indications that slow crushing under stiff conditions is the most efficient method of breakage that can be devised. The comparison with ball milling results thus yields a value for the efficiency of ball milling of approximately 80 per cent. These results confirm that the best current estimates of milling efficiency, which are based on the free boundary surface energy of the material being milled, are probably too low by at least one order of magnitude.

No regular monitoring of methane is required in areas of gassy coal mines outby the mining face. Methane ignitions that have occurred in mine outby areas indicate the need to provide better protection to workers. Handheld methane monitors are now used by some miners to make periodic measurements of methane at the working face. The IYONI II gas detector which is incorporated into a miner’s cap lamp and worn on a miner’s helmet can continuously provide an alarm signal whenever methane levels exceed a set level. Tests were conducted to evaluate the performance characteristics of this methane detector by measuring response times with methane gas supplied through a calibration fixture or adaptor. Other response time tests were performed with the detector in an environmental test box. Performance was also evaluated in a full scale test gallery where face methane emission and underground ventilation were simulated. Procedures for calibration by response time measurement of the IYONI II detector have been developed. In limited testing, the IYONI II detector was found to reliably detect the presence of 1 percent by volume methane.

Microseismic monitoring of mining areas is a developing technique, described here for the Belvedere Spinello Mine, southern Italy, where dissolution cavities in the mining area have proved problematic. The preliminary condition for locating seismic impulses has been found to be a reliable seismic ground model. Ground signals are continuously recorded by means of data from piezometric wells, for sinkhole data, and linked gephones, for microseismic data. A computer system has been implemented to collect, analyse and interpret the incoming signals consequently, identification and classification of hypocentres of activity is facilitated, with advantages in terms of safety, preventing harmful side-effects, including rock bursts, and for environmental conservation.

Determination of the optimum cut-off grades is one of the most important aspects of mine production planning. A cut-off is a grade below which we choose not to process material. This material is treated as waste and dumped. Dumping waste is accompanied by the rehabilitation cost which will affect the overall cost of final production and also the optimum cut-off grade. Rehabilitation cost is the cost per ton of rehabilitating material of a particular type of rock after it has been dumped as waste. One of the most popular algorithms for determination of the optimum cut-off grade is Lane?s method. Lane formulated the cut-off grade optimization, but he did not consider rehabilitation cost during the optimization process. This cost item should be evaluated first, and then considered during the cut-off grade optimization process. In this paper the rehabilitation cost is inserted directly into the cut-off grade optimization process using Lane?s theory. The cut-off grades obtained using the suggested method will be more realistic than ones using the original form of Lane?s formulations.

A partial shaft pillar extraction project was embarked on at a mine in the West Wits mining region in South Africa. Prior to the extraction, a rock engineering assessment was conducted with the main objective being to establish which areas of the shaft pillar could be extracted without unduly affecting the stability of major infrastructure within the shaft pillar. Standard numerical modelling methods were used to conduct this assessment and several areas were identified for extraction. However, during the extraction process, it was found that the infrastructure was affected more than was originally predicted by linear elastic modelling. In addition to this, several large events resulted in far more large aftershocks than would normally be predicted. In order to gain an understanding of this phenomenon, seismic data was integrated with numerical modelling as follows: > The seismic data in the form of displacements was integrated in 3D space within the model to assess the effect of static stress changes associated with seismic activity > Data from large events was integrated onto specific structures, where displacements associated with large events were integrated onto the plane of structure in question. This paper describes the methodology and results obtained from each of the above processes and include insights into the mining process that were previously unfathomable using standard linear elastic numerical modelling. The way forward for this rock engineering assessment of partial shaft pillar extraction is also discussed.

The paper reviews the restrictions imposed by the Department of Mines (now the Department of Mineral and Energy Affairs) on the surface use of ground that has been undermined at shallow depths (down to a depth of244m). The reasons for the restrictions are discussed, with special reference to the early records kept by the Department of Mines on subsidence and fracture of the surface. A discussion of the nature of the strata overlying the ore-body, and the effect of undermining, is followed by a detailed account of investigational work, particularly since 1970, on the stability of shallowly undermined ground. The significance of the data collected during the investigations is considered next, with special reference to the social and economic implications. These are so farreaching, that it is proposed that the already flexible approach of the Department of Mineral and Energy Affairs in considering what structures may be built on undermined ground should become even more flexible. To this end, the appointment of a Commission is proposed to collect as much information as possible on the stability of ground undermined at shallow depth, and to revise the current overrestrictive conditions or guide lines that are in use.

Finsch Diamond Mine, part of De Beers Consolidated Mines (DBCM), is situated between Kimberley and Postmasburg in the Northern Cape, South Africa. The kimberlite pipe was discovered in 1960 and De Beers assumed full mining rights three years later. Production commenced in 1966 from an opencast mine, and the operation moved underground in 1990 by developing and implementing a new mining method of blast hole open stoping. A mechanized block cave was brought into production in 2005. While block caving was not new to DBCM, with productive caves having operated in Kimberley and Cullinan, from the outset, the Finsch caving operation was designed as the most advanced with a semi-automated ground handling system. The extraction level was laid out as a single sided herringbone system due to the very poor ground conditions on the south side of the pipe. These factors combined to create a unique environment, which necessitated a completely new approach to draw control. The required system was developed by a team consisting of DBCM personnel from head office and Finsch, GEMCOM and Sandvik-Tamrock, the equipment manufacturers. It was essential that the system could be run quickly, provide daily updates and issue calls directly to the LHDs. It was also important that the base data were obtained from the resource model, which was to be depleted on a monthly basis, thus forming a close link between mine planning and draw control. A further requirement of the system was that it would form a central database for the extraction operation where all data pertaining to delays and changes in conditions, be they production or ground condition related, could be recorded and analysed. The design brought together empirical rules and tables developed at Cullinan plus concepts from programming developed for the front cave at Koffiefontein so that the new system was based on sound practical experience. These facets were incorporated into PCBC (GEMCOM) and CMS and PCS (Sandvik-Tamrock programmes). The system has now been operational for just under a year and while modifications have had to be made, it has proved itself as a practical and reliable tool with which to manage the draw control at Finsch. The system is unforgiving and has forced the production team to focus on the specified drawpoints. Problems have been encountered but most of these have been related to re-educating a workforce, familiar with a flexible mining method, to the strict discipline required for a modern block cave.

The Pooncarie Project is located in the Murray Basin region of Australia. This region is a potential new mineral sands province. Due to the geological environment and the lithology of the deposit, these deposits have some technical challenges that need to be addressed prior to their successful development. Within the Pooncarie Project the Ginkgo deposit will be developed first. The technical challenges it presents include its geographical isolation, the requirement to remove substantial quantities of overburden as well as the processing issues raised by the highly weathered nature of the ilmenite family of minerals. Ore characterization bench scale testwork and bulk sample pilot plant programmes have been carried out and the data obtained used to design flowsheets for both the wet plant and mineral separation plant circuits with the flexibility to enable these plants to handle the variable heavy mineral assemblage. In addition to the solving of the processing challenges, technical issues such as removal of overburden for the minimum unit cost, the use of hyper saline water in the dredge pond and the provision of infrastructure, have had to be addressed. None the less, the orebodies making up the Pooncarie Project have many positive features including low slimes content, good rutile and zircon grades and the ability to recover most of the ilmenite family of minerals into acceptable TiO2pigment feedstocks. The development of the project is set to proceed with the establishment of mining operations on the Ginkgo orebody feeding a mineral separation plant at Broken Hill. The initial shipment of products is expected to occur in early 2005.

A set of six design principles for rock engineering was developed by Bieniawski: design objectives; minimum uncertainty; simplicity of design components; state-of-the-art practice; optimization; and constructability. These principles translate into a ten-step design process. Although this methodology was developed for rock engineering, it is applicable to any design process, feasibility study, etc. Diligent use of such a process will ensure that a defensible design or evaluation has been carried out. Recently a ?strategic conversation? process has been identified by Ilbury and Sunter that includes the following ten steps: scope; players; rules of the game; key uncertainties; scenarios; SWOT analysis; options; decisions; measurable outcomes; and meaning of winning. A comparison of these steps with those of the design process shows a remarkable correlation. This is perhaps not surprising since engineering design is a strategic up-front issue, and front end loading in a project is critical to achieve the expected project performance. Based on the close correlation between the strategic conversation and engineering design processes, a circular design process, rather than a linear process, is proposed. The ?circle of design? better reflects the importance of review and monitoring in the two phases of successful design and implementation?defining the design, and executing the design.

Microwave technology has for decades been a tool for astronomers to map and understand the complexities of the universe its composition and extent. It is also used on a laboratory scale by spectroscopists to examine properties of atomic and molecular compounds. In this novel work we will introduce microwave technology to be used for the investigation of liquid slag structures. The preliminary results indicate that the alteration of the slag composition could be correlated to the measured microwave refractive index. The Constitution of the Republic of South Africa advocates the importance of sustainable economic development and justifiable environmental consciousness by business. The government needs to ensure that every citizen of the Republic has access to an environment that is protected, pollution free, and sustainable by enacting certain regulations. However, there are more than 5 700 derelict and unrehabilitated mines of all types in South Africa. Former asbestos operations were among the first to be targeted for clean-up under the programme instituted by the Department of Mineral Resources (DMR), owing to the proven direct impact of asbestos pollution on health. This paper seeks to investigate the challenges faced by the coal sector as far as mine rehabilitation and closure is concerned. For the purpose of this paper rehabilitation is defined as per the Chamber of Mines Rehabilitation Guidelines publication, which defines rehabilitation as putting the land impacted by mining activities back to a sustainable and usable condition. Some of the current rehabilitation challenges are technical skills (know-how), leadership focus, poor planning, cost saving initiatives, and the government's lack of capacity to enforcement rehabilitation requirements. It is imperative that mining companies identify rehabilitation as a critical strategic pillar that directly influences license to operate. The case study evidence indicates that relevant policies, appointment of accountable people, sufficient leadership support, and the correct choice of rehabilitation equipment can assist to improve the rehabilitation and land management challenge.
