Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. To provide a means for accurately and reliably warning of impending roof falls or rock bursts and for evaluating support systems. The Approach: Development of a device for measuring rockbolt loads which is not affected by harsh environments nor by eccentric loading conditions and is easily adapted to various size rock bolts. How It Works: The Rock-Bolt Tension Load Cell, developed by the Bureau's Spokane (Wash.) Mining Research Center, is installed on a bolt and sandwiched between a conventional doughnut washer bearing plate and a torqueing nut (Fig. 1). As the bolt takes load, the bearing plate transmits the load axially to the cell through a ball and socket arrangement, compensating for uneven bearing surfaces. The cell body strains in proportion to the applied load: the strain is sensed by welded strain gages as change in electrical resistance. The resistance change is read through a Wheatstone Bridge and, through calibration, the applied load is determined.

"MANGANESE METALMethods of PreparationMethods of preparing the manganese metal that has been used in chemical and metallurgical investigations have passed through a cycle. Most of the investigations made before the turn of the century used Moissan's pyrophoric manganese. 5/ This material was made by electrolysis into a mercury cathode and distillation in vacuo. It was essentially a pure material, and investigations in which it was employed (with proper precautions against oxida¬tion) led to accurate results concerning the intrinsic behavior of metallic manganese.An early investigation of the properties of ""Manganese-by-Mercury"" was made by M. Guntz. 6/ He prepared manganese by electrolysis of a concentrated MnCl2 solution with a mercury cathode. The manganese amalgam was pressed through chamois and distilled in vacuo (2 to 3 cm. of mercury) at 200°0., slowly rising to 250°0. Guntz recognized especially the decreased reactivity of manganese with increased temperature of mercury distillation. The most careful and com¬prehensive study of manganese made by this method is that of Kuh 7/ whose work unfortunately was never published in an accessible journal.Royce and Kahlenberg 8/ studied the electrode potential of manganese made by this method."

This report describes construction details and methods used in driving the 5490 tunnel at the Kennecott Copper Corp, property, Bingham, Utah. The tunnel will provide railroad access to the world-famous open-pit copper mine at the projected 5490 level. This publication is one of a series prepared by the Bureau of Mines to depict mining operations and techniques in various mining districts in the United States. Utah Construction and Mining Go. (formerly Utah Construction Co.), contractor on the tunnel project, began work during September 1956 and completed the project in February 1959. The tunnel is 18 feet wide, 24 feet high, and about 18,000 feet long, It will accommodate a railroad locomotive on standard- gage track. With the exception of the last 1,700 feet, the tunnel is supported by steel sets embedded in concrete lining. The 1,700-fact segment of the tunnel is supported by timber sets that will eventually be removed as the pit is deepened.

"Decline of the Beehive Coke OvenTwenty years ago a favorite theme of the crusader for fuel conservation was the enormous waste of valuable by-products incurred in the manufacture of blast-furnace coke in beehive ovens. Indeed, there was good reason for arousing the national conscience to this needless' loss of an irreplaceable mineral resource. In 1910, 83 per cent of the coke production was made in beehive ovens, from which surplus gas, tar, light oil, and ammonia, aggregating in value (at 1910 prices) 40 million dollars annually, were discharged into the atmosphere.In 1929, proportions were reversed and 90 per cent of the production was made in by-product ovens. The average value of by-products obtained in the production of 1 ton of coke in 1929 was $3.60, as compared with $1.16 in 1910, although the value of a ton of coke had increased only from $3.47 to $4.80. As shown in Figure 1,1 the production of by-product coke progressed rather slowly until 1915. War needs suddenly expanded the demand for coke and the by-products benzol and toluol for the manufacture of explosives. Except during the depression of 1921, this accelerating rate of production was maintained up to 1929, largely at the expense of beehive plants. The 1929 production of 60 million tons of coke will probably remain a record-breaking figure for several years. The developments which are now in progress in long-distance transmission of rural gas and in the utilization of volatile petroleum products and refinery gases for augmenting, city gas supplies may retard an other- wise accelerating demand for coke and coke-oven gas for domestic and industrial heating, Trends in Value of By-ProductsThe increasing value of by-products in comparison to the value of coke is shown in Figure 2. In 1913, the average value of by-product coke was $3.38, the value of the by-products per ton of coke was $1.41, and the cost of coal per ton of coke was $3,27, In 1929 not shown in figure) the value of the coke had risen to $4.80 per ton, the value of the by-products to $3.60, and the cost of coal per ton of coke to $5.07. The by-product values in were 155 per cent higher than in 1913, although the coke value had increased only 25 per And the cost of the coal 55 per cent. Actually the increase or the total value of coke plus by-products in this period was very little more than the increase in the coat of the coal, being 55per cent for coal and 60 per cent for coke plus by-products."

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. The preparation of tungsten carbide by molten-salt electrolysis was investigated. Sodium tungstate in the electrolyte and carbon from the graphite anode were the source materials, Optimum results were obtained with an electrolyte consisting of 83 mole-percent sodium chloride and 5.7 mole-percent each of sodium tungstate, sodium metaborate, and sodium hydroxide; a temperature of 1,000° to 1,025° C; an anode current density of 37 amp/dm2 or less; and an initial cathode current density of 150 amp/dm2. The yield was approximately 0.45 g/amp hr. The electrolytic tungsten carbide product contained approximately 5.4 weight-percent combined carbon as compared to 6.1 weight-percent for pure tungsten carbide. Microhardness of the electrolytic tungsten carbide, determined with a 50-gram load, varied from 3,480 to 3,970 dph. The material was friable and could be ground in a laboratory ball mill to less than 400-mesh particle size.

The goal of the U.S. Bureau of Mines diesel engine research program is to reduce exhaust emissions from diesel-powered equipment used in underground mines. This research has led to significant advances in aerosol measurement and to the development of more effective emission controls. This Information Circular contains reports of some of the presentations made at the Bureau's Information and Technology Transfer Seminar on Diesels in Underground Mines given in Minneapolis, MN, on September 29-30, 1992. The seminar emphasized the measurement and control of diesel particulate matter emissions. Topics covered include a discussion of the health issues associated with the use of diesel equipment underground, an overview of regulations, measurement techniques for diesel exhaust aerosol, levels of diesel exhaust pollutants found in mines, and modern emission controls. An appendix is included that contains a report describing the capabilities of the Bureau's diesel emissions research laboratory, two papers describing the effects of engine maintenance or: emissions, a paper describing the monitoring of carbon dioxide in mine air as an indicator of air quality, a glossary, and a list of abbreviations and acronyms.

NINE-TENTHS of the total anthracite deposits of North America are in Pennsylvania. Corrosion of pumping equipment by acid mine waters has been experienced at tremendous cost by mining companies in the anthracite region of Pennsylvania, for many years in many ways. The design and specifications of the large centrifugal pumps as provided in the proposed mine-drainage system (7-35, 45, 46, 48, 54, 64, 70, 71)° make it imperative that a metal or alloy be recommended that has the highest corrosion resistance and, at the same time, acceptable properties suitable for general workability (welding and machining). This report presents data on the corrosive and erosive effects of acid mine waters in the anthracite region on metals and alloys for pumping equipment and drainage facilities necessary to remove or control this water.

In the manufacture of steel by any process the refining period involves the partial elimination of the metalloids carbon, manganese, phosphorus, and silicon, by virtue of their reactions with ferrous oxide. At the end of this refining stage the metal consists chiefly of iron in which small amounts of these materials are dissolved. Unless some deoxidizer is added to the steel at this time, the reaction between carbon and ferrous oxide will continue with such force that it is impossible to form sound steal in the ingot molds. Instead, the product will exhibit a marked porosity due to the formation and trapping of carbon monoxide-the product of the reaction mentioned. However, if deoxidizers are added, steel may be obtained which is dense and free from gas bubbles. At the same time the deoxidation products will remain in the steal as impurities. For example, silicon additions form Si02 or combinations of Si02 and FeO. Additions of manganese form deoxidation products consisting of various proportions of MnO and FeO. It is also quite obvious that simultaneous additions of manganese and silicon will form oxide combinations either in the binary system MnO-SiO2 or in the ternary system FeO-MnO-SiO2. Work at the Pittsburgh Experiment Station of the United States Bureau of Mines, in cooperation with the Carnegie Institute of Technology and the Metallurgical Advisory Board, involved the study of such deoxidizing reactions and their products. In this connection considerable information is necessary concerning FeO, MeO, Si02, and Al 203, and their various combinations. Some of the most needed data are the melting points of all of these materials. At the outset of this work ordinary methods of melting point determinations were found to be inadequate for various reasons, and the procedure finally selected involved the use of the micropyrometer with occasional corroboration by quenching methods, The reasons for this selection, together with a description of the apparatus, are given in the following pages.

In response to numerous requests for information as to the status of internal-combustion mine locomotives of the Diesel type that use heavy or non- volatile oil for fuel, with special reference to their safe use in coal mines, the United States Bureau of Mines is issuing this report. Data mere obtained, on application of such locomotives to cod mining only in Belgium, France, Germany, and Great Britain. The locomotives are used in coal mining in other countries, as well as in potash, iron, and other kinds of mining, but their chief development has been in coal mining in Germany, France, and Belgium. Recently popular interest in the Diesel type of engine for motive purposes was aroused in this country by the successful application of Diesel engines to railroad locomotives hauling fast transcontinental trains, and, according to published statements, at a low cost of fuel per mile of run.

The barite industry has made notable progress since the days when barite was used only as an adulterant in white-lead paints and the only method of mining it was with pick and shovel. The following chronological record may serve to show how this heavy white mineral has grown in importance in the national exonomy and at the same time to indicate development of methods for obtaining it. 1845. - Barite first, mined in Fauquier County, Va., for use as an adulterant in white-lead paints. 1850 (approx.). - French settlers 60 miles southwest of St Louis, Mo., discovered barite; called it "'tiff;' meaning white. It was mined and shipped to St. Louis for use in paint.

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

This paper describes mining and milling methods of the American Smelting & Refining Co. at the Morning mine in the Mullan area of the Coeur d'Alene mining region in Idaho and is one of a series of Bureau of Mines reports dealing with methods and costs of mining throughout the United States. The Morning mine has been described previously in a Bureau of Mines report published in 1930,2/ and the milling methods and costs at the Morning concentrator were presented in a Bureau of Mines report published in 1932. 3/ These reports are supplemented by this publication, which presents data to show the effect of changing times and conditions on a typical medium-size mining operation during the latter part of its history, when costs were rising and production was from increasingly greater depths. The report contrasts two periods in the history of the mine-periods not too far separated in years but considerably different in economic conditions. During the first period (1939) costs of labor and materials were moderate, mining operations were just being transferred from the main shaft to deeper workings opened from the offset shaft, and the operation prospered. During the second period (12 years later) production costs had increased following the national trend in all industry, mining was from greater depths near the bottom of the ore body, and the operation was becoming unprofitable. Mining on the lower levels of the property ceased in 1953.

To insure domestic production of aluminium for, essential civilian and defense uses, the Government, under authority of the Defense Production Act of 1950, programed and promoted an aluminum-expansion program that will more than double the primary production capacity that existed in 1949. In view of this vastly increased production, the raw materials, with respect to both quantity and sources, are reviewed. The raw-material consumption pattern, the requirements during an expansion period when excess quantities of materials for starting up new facilities are consumed, and the probable requirements for production of 1.7 million tons per year of primary aluminum are discussed. The raw materials that presented the most difficult supply problems were bauxite, electrical power, and fluoride salts, and the supply pattern for these materials probably will undergo changes. A major part of the electrical energy for the increased capacity was to come from thermal generation, Jamaica-was to become a major source of bauxite, and synthetic fluoride salts were replacing natural cryolite in increasing quantities. Other raw-material requirements discussed are: Soda ash; lime, and limestone; starch; filter cloth; fuel; alumina; the carbonaceous materials, green and calcined petroleum coke, high-and low-temperature pitch and coke or anthracite; cryolite; aluminum fluoride; the materials going into production of synthetic fluorides, acid-grade fluorspar, and sulfuric acid; and labor. INTRODUCTION The raw materials for the aluminum industry that have received the most publicity are bauxite, the ore that supplies elemental aluminum, and electrical energy, the means by which aluminum oxide is reduced to metal. A number of other important materials are, however, required in large quantities in the production of primary aluminum metal.

Iron ore deposits in south-central Missouri have emerged as a possible resource for the rare-earth elements. The Pea Ridge Iron Mine is one such deposit. Rare-earth minerals at the Pea Ridge Iron Mine are contained in breccia pipes consisting primarily of silicon oxides and feldspars. These pipes extend up through the magnetite ore body and appear to be alterations and replacement of earlier hematite. The mineralogy of these pipes is very complex and varied, which could complicate the concentration and extraction of the rare-earth minerals. This U.S. Bureau of Mines !eport represents a study by characterization of the mineral phases to assess the amenability and development of concentration and extraction techniques. Previous characterization of rare-earth minerals has been mainly by transmitted light microscopy. This method along with reflected light microscopy, scanning electron microscopy, and X-ray diffraction was used to identify and characterize the rare-earth and associated minerals. The minerals identified were the major ore minerals, magnetite and hematite; the rare-earth phosphates, monazite and xenotime; the rare-earth silicate, allanite; the minor associated minerals, cassiterite, pyrite, and apatite; and the gangue minerals, feldspar, quartz, and actinolite.
