One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability o mine safety management personnel to apply analytical techniques to Injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objectives and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the application of the quantitative procedures to mine-specific accident/injury experience data is discussed in detail in the form of case studies. The accident data from three mines are analyzed, and recommendations for training are proposed for each of the mines on the basis of this analysis. The procedures to apply cost-benefit analyses are described along with the cost benefit ratios for the training program/policies for the mines.

This final report on Bureau of Mines Contract J0348005 presents the results of an investigation into the development of a Management Information System (MIS) for underground coal mines. The motivation for the research is the unrealized potential for increasing safety and productivity of the well developed mine monitoring system technology. The intent of this project was to examine the information issues, various design aspects of an integrated monitoring/MIS, and associated application concerns, such as the impact of this technology on safety. The work performed on this contract used mine ventilation as a prototypical example. The report is presented in five chapters and six appendices. In addition to the introduction and conclusions chapters, one chapter deals with ventilation MIS system requirements; another with the formulation of a knowledge-based expert system (KBES) structure to implement the integrated ventilation monitoring/MIS system, and one on the health and safety implications of the system. The appendices present details of the KBES system application with an example using a mine ventilation simulator (PSU/MVS). An important conclusion is that a KBES formulation of an integrated monitoring/ MIS for coal mine management is feasible and desirable.

The results of tests to determine the .regional applicability of four synthetic unit hydrograph models are presented. The SCS curvilinear (Haan), SCS single triangle, Williams and TVA double triangle unit hydrograph models were tested on 271 events from 38 USDA experimental watersheds in 14 physiographic provinces. Though inconclusive due to the limited number of events analyzed, the results indicated a regional tendency for each model, with the SCS curvilinear unit hydrograph method generally performing best overall. It outperformed the SCS single triangle by predicting better shape; they differed less than 2 percent in time of peak and peak rate predictions. The Williams model performed well at Oxford, Mississippi and Coshocton, Ohio, which suggests it may be applicable to surface mined lands within the Northern and Central Appalachian Plateau and Texas coal producing regions. The TVA model is applicable to the Appalachian Plateau, specifically the Cumberland Plateau. A second test using only the SCS curvilinear unit hydrograph on 11 small watersheds and 50 events was conducted to investigate the effect of the excesss rainfall pattern on simulation results. A Green and Ampt infiltration model was coupled with the SCS unit hydrograph model to determine if peak rate and timing errors noted in the regional test could be minimized with an alternate to the SCS curve number model for determining infiltration losses. The results confirm the curve number model is the better approach to determining the excess rainfall pattern for unit hydrograph simulation.

The Bureau of Mines began its investigation of the use of Diesel engines underground to provide technical information necessary to assist this development in the United States. It was considered desirable to furnish such assistance because successful European developments/ in this. field had indicated that Diesel mine locomotives might be safer than electric trolley locomotives. The Bureau has recognized for some time the importance of eliminating the hazards associated with underground haulage systems using bare trolley wires. For example, each year 30 to 40 fatalities occur as a result of electrocution by contact with bare trolley wires. In 1943 and 1944, 101 men were killed and extensive property damage occurred as a result of mine fires started by falls of roof grounding the bare trolley wires.

A thermal decomposition study of the kerogen in three Colorado oil shales was made at different temperatures by heating the shales in the absence of oxygen at atmospheric pressure and measuring the decomposition products (gas, oil, and bitumen) formed. From these data the specific reaction rates, "k", for the thermal decomposition of kerogen were determined for each temperature studied, making it possible to calculate the time required to accomplish a given amount of decomposition within the temperature range. The influence of temperature on reaction rates was presented by plotting the data according to the Arrhenius equation, thus providing a means of estimating the values of "k" for any temperature within the range of this study. It was found that the specific reaction rates for the thermal decomposition of the kerogen in the three sampler were comparatively equal at corresponding temperatures.

The experience of the past 2 years has demonstrated clearly that mine explosions with heavy loss of life can be prevented. The investigations of the Safety Division of the United States Bureau of Mines disclose that during the fiscal year 1934 there were only 28 deaths from mine explosions in the United States, and during the fiscal year 1935 there were 54 deaths, a very favorable reduction when compared with an average death toll of 265 from this cause during the 20-year period prior to 1929. Although the frequency of occurrence of explosions has not decreased greatly during the past 7 years, there has been a marked decrease in severity, indicating that the coal-mining industry is taking more effective precautions to prevent the spread of explosions. A number of large coal-producing States, which in past years have experienced numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 5 years or even longer. A study of several hundred mine explosions occurring in the United States during the past 10 years or more indicates that the factors mainly responsible for these explosions are inadequate or defective ventilation and disregard of the hazards from explosive gas. Both of these factors are subject to control, and if controlled it is safe to say that deaths from explosions would be reduced to a negligible number as relatively few explosions are now initiated by dust.

Comparative data from ASTM method of test E-162 and large-scale trials in the Experimental Mine show that the flame-spread quality of brattice cloth and other ventilation control materials can effectively be evaluated by either method. Materials having a flame spread index of 25 or less, as determined by the simpler and more economical laboratory test ASTM E-162, do not present a serious fire hazard when used in coal mines.

Two triggered barrier systems and several extinguishing agents were tested against coal dust explosion propagating in the main entry of the Bureau of Mines Experimental Mine at Bruceton, Pa. One system used a high-pressure cylinder to propel the extinguishant; the second system used pressurized nitro-gas or Halon 1301 (CF3Br) in a low-pressure system to power the disperser. The relative efficiencies of the extinguishants were determined by compar¬ing calculated concentrations of the extinguishant clouds present in the mine during suppressing of the explosions. Results showed the following trend of increasing effectiveness: Purple-K (KHC03)<water<hybrids consisting of foam or water combined with Halon 1301<Halon alone. On a weight basis, water was two to three times as efficient as Purple-K, whereas the hybrids and Halon alone were only marginally superior to water. Maximum efficiency of an extinguishant is attained by high rates of discharge from the barrier and by minimizing the time interval between onset of discharge and flame arrival to that necessary for discharge. Both the high- and low-pressure barrier systems were demonstrated to be capable of suppressing coal dust explosions; however, because of the potential hazard of the former, the low-pressure system is considered to be the most attractive prototype.

A range of processing conditions and compositions have been evaluated in order to optimize the properties of TiB2-(Ni,Cu) composites for application as a non-sparking tool material for use in coal mining operations. Fifty billets containing from 70 to 9S weight percent titanium diboride were hot pressed at 3000 psi between 2400°F and 2650°F. Samples which were cut from these billets were used to measure hardness, bend strength and impact strength so that composition/processing optimization could be effected. Eight compositions selected on this basis were evaluated by incendivity tests in order to choose the best composition. The best results were obtained for an 85 w/o TiB2-12 w/o Cu-3 w/o Ni composite hot pressed at 2650°F and 3000 psi. This material appears to be the best choice for fabrication of coal cutter bits to be evaluated in field tests.

This cost bibliography, covering the period from January through December 1960, is a continuation of the series which began with the publication of Information Circular 7516 in October 1949. It is also the second report in the series to be prepared as a cooperative effort by the Bureau of Mines and the American Association of Cost Engineers. The cooperative agreement between the two groups provides for the publication of an annual bibliography with the work load involved in the preparation shared equally. The periphery of longwall panels in the Pocahontas No.3 coalbed is characterized by a zone of reduced permeability that inhibits the natural drainage of methane. A residual gas pressure of 105 psig was measured after 1 year in an isolated block of coal measuring 340 by 1,100 feet. The buildup of gas pressure within such large blocks causes methane problems during plowing operations. However, natural drainage holes drilled during development have been found to reduce the gas content of the coal in this coalbed by over 90 percent. The effect of water infusion on dust during plowing operations was investigated using existing methane drainage holes. These holes were cleaned of debris and a pipe was grouted into the hole for water infusion of the panel. Both total and respirable dust levels were reduced by 40 to 79 percent. Water infusion of the panel proved more effective than did the use of a plow-mounted spray system.

The Bureau of Mines has developed a miniature, portable two-level oxygen-deficiency alarm and produced three prototype models. Each operates from a 4.2-v dc power source, and the highest current drain of any model is 80 ma. An electrochemical cell, which produces an electrical output in proportion to the partial pressure of oxygen to which it is exposed, is used as an oxygen detector. The output of the cell is applied to an electronic circuit that detects two different levels of oxygen percentage below that of normal air, and produces distinct audible signals at these levels. The hazard alarm mode is activated when the oxygen percentage first drops below normal and produces a 500-cps "beep" tone with an intermittency of 1 cps. The danger mode produces a continuous 500-cps audible signal when the oxygen percentage drops still lower.

Mineral deposits examined in and near the Raywood Flats RARE II area have low potential for development. The Mill Creek Mine (fig. 1), has produced about 14,000 tons (13,000 t) of marble, and another 5.5 million tons (5.0 million t) of marginal marble reserves suitable for lime, chemicals, and cement production are estimated to remain at this deposit. However, nearly all the marble is outside the study area. The deposit is marginal because alternate sources of marble are closer to markets. A tungsten occurrence in the marble is too small and low grade to be considered a resource. Ten tons (9.1 t) of uranium- and thorium-bearing material have been mined from a pegmatite dike at the St. Patrick Mine. However, this occurrence also is too small and low grade to be considered a resource. More than 400 lode and placer claims have been located in or near the study area. There are no current claims or mineral, oil and gas or geothermal leases.

Recent legislation and expected future legislation is aimed at reducing the dust levels developed in underground coal mines. Several techniques for reducing dust levels are being evaluated. One of these is the modification of cutting parameters such as feed rates, cutting speeds, and pick configurations in order to reduce the amount of dust generated. In order to evaluate the feasibility of modifying cutting parameters to reduce dust, the Bureau of Mines commissioned Battelle to construct a small scale mining machine which could be used for evaluating the effects of those changes in cutting parameters. Specific features of this machine were that it should be highly instrumented to measure various cutting parameters, should have a wide range of feed and speed controls, and it should be possible to vary the pick configurations and geometries on the machine. In addition, it was desired that this machine should have cutting capabilities which greatly exceed present coal mining practice and also that the unit should be small enough and portable enough that it could be taken into and out of operating coal mines with a minimum of interference with the normal coal mine operations. The first step in constructing a machine to meet these requirements was to determine the cutting forces and approximate sizes of components which would be required to cut at the speeds and feeds specified by the Bureau of Mines. Initial calculations using; published data on cutting forces indicated that cutting forces in the neighborhood of 5,000 lbs and power levels of approximately 30 horsepower would be adequate for the application. However, further data developed during the course of the project indicated that when low efficiency picks are used, cutting forces and powers can be two to three times as high as these initially estimated values. For several years the Bureau of mines has been investigating the characteristics of ground vibrations produced by quarry blasts. Considerable basic information has been obtained in the course of this study, and the results have been made known to the public through various publications listed in the accompanying bibliography The studies have been confined to obtaining fundamental knowledge of the characteristics of the vibrations themselves, because it was evident at once that he problem was extremely complicated. It was felt that any attempt to predict the effect of a ground vibration on any type of artificial structure would be useless until the complexities of building vibrations are better understood. As opportunity offered, teats wore made in various types of structures and the effects of vibrations from many different sources were measured. In one set of tests (5)4/, it was demonstrated that the behavior of a building as quite different if it was shaken by vibrations originating outside tae foundation walls than if the source of the vibrations was within the building; vibrations coming from the ground outside seemed to shake the building as a single, loosely-coupled structure, whereas mechanically induced vibrations within the house seemed to set floors and walls in motion as independent units, each of which communicated its own natural motion to the adjoining member, causing a very complicated movement that was impossible to interpret.

Introduction of radioactive elements into ore samples and/or pregnant liquors and radiometric tracing thereof have greatly improved control of fusion and extraction studies on beryllium ores and products. Extractive metallurgical research on beryllium, normally guided by the usual laborious analytical methods, is both costly and slow. Recognition of this problem by the Bureau of Mines led to the development and application of radioisotope tracer techniques" as a substitute for chemical analysis at the Salt Lake City Metallurgy Research Center, The result was that much faster progress at significantly lower cost was achieved. This report discusses the problems encountered and resolved in using radioactive tracers and radiometric methods, defines the conditions and techniques for their effective use, and delineates the limitations and flexibility inherent in applying such methods in laboratory-scale beryllium research.

"The purpose of this paper are (1) to present a broad picture of the recognized methods of measuring the various forms of atmospheric pollution; (2) to evaluate the significance of such measurements; and (3) to suggest suitable methods for obtaining comparative information on the concentration of contaminants in city air.The atmosphere (the gaseous envelope surrounding the earth) consists of a mixture of gases. These gases and their usual proportions are:4/The volume of water vapor in the atmosphere ranges from almost zero (in very cold weather) to about 5 percent arid averages about 1.2 percent.Strictly speaking, any other substance in the atmosphere or an excess of any of the substances mentioned (with the possible exception of water) is a contaminant. Needless to say, there are many contaminants in the atmosphere.In accordance with their physical state, contaminants may be classified as gaseous or particulate, and the latter may be classified as solid or liquid matter. Particulate matter, especially when dispersed in some medium such as air or some other gas, sometimes is referred to as dispersoid, and the complete system of gas and dispersoid is referred to as aerosol.All substances on the earth are potential sources of atmospheric contaminants. Combustible materials (particularly fuel for heating and power), sea water, earth or soil, metals, and animals (including man) are some of the important sources of contaminants.Ordinarily gases are produced by chemical processes, whereas dispersoids are produced by both chemical and physical processes. There are two general dispersoid-producing processes: (1) Condensation, in which molecules join to form larger units or particles, and (2) disintegration, in which large units are reduced to the particulate range (which for the purpose of this article may be considered to be from 100 microns, or 1/254 inch, down to molecular size) by such processes as crushing, grinding, abrading, and atomizing.“Condensoid"" is a convenient term for dispersoids formed by condensation, and ""disintegrasoid"" for those formed by disintegration. Solid condensoids are sometimes called ""fume,"" solid disintegrasoids ""dust,"" liquid condensoids ""fog,"" and liquid disintegrasoids ""mist.""5/"
