Green chemistry principles will be discussed, and examples will be given of the use of Molecular Recognition Technology (MRT) to selectively separate valuable metals such as rhenium and palladium from various copper refinery feed streams. Recovery of these metals has numerous advantages including (i) conservation of valuable resources, (ii) prevention of environmental damage, and (iii) elimination of capital and operating expenses due to re-processing or disposal of metal-bearing streams. INTRODUCTION Refining of copper ores has a long and successful story. The history of copper, one of the first metals mined in human history, illustrates the global challenges faced as a result of increased demand for major metals and for by-product specialty metals found with them in trace amounts (Izatt et al., 2014). Copper has valuable properties, which have sustained its use over the centuries. It is an ideal material for creation of novel materials. Some desirable properties of copper that have proved valuable in our high-technology society include suitability for alloying with many other metals; ease of joining by soldering and brazing; good combination of mechanical qualities; high resistance to corrosion; suitability for many artistic purposes; and, of great importance in the modern era, efficient and economic use as a conductor of electricity. Copper mining in the U.S.A. began in the late nineteenth century in Montana (Izatt et al., 2014). The estimated total amount of copper mined globally before 1800 is about 5 million tons, four times less than is mined in a single year today (Flanagan, 2018). Production of copper in the U.S.A. has remained fairly constant at about 1,300,000 to 1,400,000 metric tons per annum from 2013 to 2017. Specialty metals such as bismuth, rhenium, molybdenum, and others that have become essential in our 21st century technology, and precious metals such as silver, gold, and the platinum group metals (PGMs) are concentrated by geochemical processes in trace amounts in copper ores. These specialty and precious metals were discarded into tailings in early mining operations, since limited extractive technologies existed and uses for most of them were limited. Thus, economic benefits for recovering them were limited, primarily, to silver and gold. Today, copper processing is the main, and often the only, commercial source for certain of these elements (Izatt et al., 2014). For example, molybdenite (MoS2) is the predominant ore mineral of molybdenum mining (Pohl, 2011). Cu-Mo-Au porphyry ore deposits supply ~75% of the world’s copper, 50% of the molybdenum, nearly all of the rhenium, and 20% of the gold. Typical ore grades are 0.5–1.5% copper, 0.01–0.04% molybdenum, and <1.5 g/ton gold. Molybdenite is the primary source for rhenium, among the rarest of metals, which is an essential component of super alloys, such as turbine blades in the aerospace industry (Pohl, 2011). Most rhenium is obtained as a by-product of molybdenite from copper mines in Chile. The case of rhenium raises an important issue. Continued availability of rhenium, selectively concentrated in copper ores, depends on continued mining and processing of copper. Since the mining company’s main interest is typically in copper production, continued recovery of rhenium and other specialty elements present in the ore body is at risk. Dependence of specialty metal supply on continued mining of major metals exists in several additional cases including indium, gallium, selenium, tellurium, germanium and bismuth (Pohl, 2011). PGMs, on the other hand, are typically mined for their own value, which far exceeds that of associated base metals. However, copper ores often contain marketable amounts of platinum and palladium, making their separation of interest, if this can be done economically.

IN RECENT PAST YEARS, the mining industry has expanded rapidly and mining engineers have not been generated in sufficient numbers to sustain this growth. Canada has not been alone with this problem, which has resulted in considerable soul-searching as to what the solution might be. Because of the unfavourable economics of running small departments such as mining, metallurgy, ceramic engineering, etc., one approach in some cases has been to put these departments together to form a department of mineral science which now has a broader base structure. Another solution has been the "conversion kit" program which has been conducted both at universities and in industry. At universities, such programs have consisted of converting graduates of other engineering disciplines into mining engineers. In some of the large mining corporations, extensive training programs have been used with the same aim.

Application of Acidithiobacillus ferrooxidans bacteria to flotation of Sarcheshmeh low-grade copper sulphide ore was studied. Sarcheshmeh low-grade ore contains pyrite, which causes some problems in the flotation of copper minerals. In this study, A. ferrooxidans was used to change the surface chemistry of pyrite and copper sulphide ores and consequently, their flotation behaviour. In the presence of A. ferrooxidans and xanthate as a collector, pyrite was depressed whereas chalcopyrite and other sulphide minerals were unaffected. In addition, the pulp pH remained unchanged. It was shown that the surface chemical properties of the bacteria can be manipulated successfully to achieve the desired effects in a flotation process. The results showed that the recovery of pyrite in the presence of the bio-depressant is 50% lower than when no bacteria were present. At the same time the recovery of chalcopyrite remained unchanged.

"IntroductionTHE ORES treated at the concentrator of the Britannia Mining and Smelting Company, Limited, Britannia Beach, B.C., have always contained some lead, but it was not until 1950 that the combination of lead headings and lead price was such that recovery of this metal at Britannia became worthwhile. In that year, with the mining of a new orebody, the lead in the mill feed was raised from 0.07 per cent to 0.15 per cent. Chalcopyrite, sphalerite, and pyrite concentrates are produced by flotation at Britannia, •and 95 per cent of the lead in the mill feed reports with the chalcopyrite concentrate, so that the rise in lead headings was reflected almost wholly in the lead content of the copper concentrate. In 1950, investigation was started to determine if some of this lead could be recovered economically."

Introduction The Beattie mine is the first of its character to be exploited in Quebec. It is primarily a large low-grade gold deposit containing values which a few years ago would not have been considered as ore. Much interest is attached to this development as its success may mean a greatly enlarged scope to gold mining in Canada on deposits which have formerly been considered worthless. Because of its potential importance as a pioneer in low-grade gold mining, the Quebec Bureau of Mines decided to make a careful detailed study of the Beattie in the hope not only of assisting in its development, but of stimulating the search for similar essential geological conditions in other parts of the Province. This paper is a summary of the results obtained during two months on the property in 1932, supplemented by a few trips underground in 1933. The full report will appear in the Annual Report of the Quebec Bureau of Mines for 1932, Part C. Location and Means of Access: The Beattie ore-body is situated two miles west and one half mile north of the centre of Duparquet township, and approximately 22 miles north 28° west of the town of Noranda. Until the fall of 1932, access to the property was from LaSarre, on the Canadian National railway, over a thirty-mile water route with one portage 600 feet long; about 2,000 tons of machinery and supplies were taken in by that route. An automobile road, nine miles long, now connects the property with the Makamik highway, and a narrow-gauge railway, without ballast, gives outlet for concentrates from the mill to the C.N.R. tracks of the Rouyn-Taschereau line, nineteen miles distant.

In this paper, we present numerical results corresponding to the Thermal Simulation for Drift Emplacement (TSDE) test, conducted in the Asse salt mine (Germany) between 1990 and 1999 to simulate reference repository conditions for spent nuclear fuel in rock salt. This test is of significant relevance for nuclear waste disposal in salt because extensive research and measurement programs were set up for the experiment. In our numerical study, we use two sequential simulators, TOUGH-FLAC and FLAC-TOUGH, and we investigate two-way coupled processes, focusing on thermo-mechanical analyses due to the main effect of heating. The two simulators used have recently been updated and are able to deal with large strains and creep processes. Moreover, specific constitutive relationships and coupling functions for rock salt and crushed salt under repository conditions are available. Within the framework of a benchmark exercise between Lawrence Berkeley National Laboratory and Clausthal University of Technology, the same scenario has been modeled in three dimensions using the two simulators mentioned. The main objective of the current, first stage of the benchmark is to evaluate the capabilities of these two simulators to predict relevant processes under repository conditions for high-level nuclear waste in saliniferous media. The comparison of the numerical predictions between them is very satisfactory, leading to a successful code-to-code verification. The comparison between measurements and numerical results shows that the most important processes are captured by the codes and constitutive models used. However, some differences exist between measurements and numerical results. These differences will be addressed in the next stage of the benchmark exercise, in which a parameter fitting effort will be undertaken. Overall, from the results obtained it can be concluded that TOUGH-FLAC and FLAC-TOUGH have the necessary capabilities to reproduce relevant processes under repository conditions for high-level nuclear waste in saliniferous formations.

"Cominco Copper Division&apos;s Valley Mine is located in the Highland Valley of British Columbia, approximately 275 km by air northeast of Vancouver. The nearest towns are Logan Lake, located IS km to the east and Ashcroft, located about 50 km to the northwest.Preproduction stripping of rock and overburden at the Valley Mine&apos;s Lake Zone Pit began in mid-1982 following a decision to discontinue mining in the adjacent Jersey Pit. Equipment and mining methods were carried over from the Bethlehem Copper operations which, with Valley Copper Mines, were merged into Cominco in December 1982.Blasting practices, as carried over from the Bethlehem pits, were designed to provide the fine fragmentation required to meet production requirements using the Bethlehem crusher. However, after mining the first few benches of the Lake Zone Pit, it became apparent that overblasting at the pit limits was causing a number of bench failures, as well as contributing to an over-all reduction of the material strength of the rock mass forming the southwest wall of the pit.With present ultimate pit plans calling for the southwest wall to be as high as 300 m, Valley staff realized that potential slope stability problems should be dealt with as early as possible. This philosophy would enable experimentation on phase pit walls in order to attain the optimum slope angle on the ultimate pit wall.As part of an over-a ll slope stability program, a controlled blasting program was initiated at the Lake Zone Pit in March 1983. In this program, Valley engineering and production staff worked together with Golder Associates in establishing design criteria and evaluating the results. This program resulted in a marked improvement in the soundness of pit walls while maintaining the required degree of fragmentation."

"Three institutes of RWTH Aachen University collaborate on laboratory tests and numerical simulations of hydraulically driven fractures in igneous rocks. The project´s target is to enhance the understanding of hydraulic induced fractures for deep geothermal energy exploration. Based on the idea of creating new discrete fractures in hot dry rock (HDR) reservoirs, the current project stage deals with this process on a laboratory scale. Especially for this purpose, a new testing facility has been developed and laboratory tests are performed to verify a hydraulic fracture propagation code based on the extended finite element method (XFEM). The testing facility enables us to initiate and propagate fractures in large samples of dense rock under triaxial confining pressures and to monitor the fracture propagation by extensive measurements. This contribution gives a short introduction to the project‘s background and mainly focusses on the test facility, the experimental procedure and exemplary results.INTRODUCTIONThe most efficient technique to increase the permeability of subsurface rock is to initiate and open fractures by applying hydraulic pressure from a packed borehole-section and to inject fluid into these fractures to propagate them. Since its first use in petro industries to enhance the production of wells in natural gas and oil reservoirs, the interest in targeted creation of hydraulic fractures has increased exponentially. As the key technology to the extraction of unconventional gas from shale, hydraulic fracturing (HF) became a major topic in a heated public debate. Based on the fact that a fracture tends to propagate in a direction perpendicular to the minimal principal stress, hydraulic fracturing has become an established tool for estimating geological stress states in almost any depth. Enhanced geothermal systems (EGS) in HDR reservoirs use engineered fractures as a heat exchanging system for a cycling fluid driving a power plant."

THE basic products of the Company are lead and zinc. Around 950 tons of these metals are produced each day. In the last decade, the production of by-products has increased to such an extent that they are now nearly as large an operation as that of the base-metals. Of the many by-products, the most objectionable, and up to a few years ago the most useless, was the sulphur. The sulphur comes in the ore from the Sullivan mine. It is in the ore chiefly as lead, zinc, and iron sulphide. By selective flotation, these three sulphides are separated into the lead concentrates, the zinc concentrates, and the mill tailings. These mill tailings contain the bulk of the iron and the sulphur. Of the 6,5CO tons of ore treated per day, about 5,000 tons are wasted to the mill tailings dump, and, while now valueless, will in future years undoubtedly be used as a source of iron and sulphur. There are about 1,500 tons of sulphur and 2,200 tons of iron per day in the tailings, and about 400 tons of sulphur left in the total concentrates. In the recovery of lead and zinc in the pure form, the first step is the roasting operation. Here, most of the sulphur is driven off as sulphur dioxide in the gases. It has always been apparent that this sulphur should be. recovered and utilized if possible. At the same time, this would cure the smoke nuisance. Because, in spite of the low concentration of sulphur dioxide and the fact that it was discharged from stacks at an elevation of 400 feet above the plant, some damage to vegetation close to the plant had been experienced.

Attention has been drawn in the publications of the Department of Mines to the view that veins of two different ages occur in the Cariboo district, namely, those of Jura-Cretaceous age and those of pre" Mississippian age. It has been further pointed out that while there is doubtless a wide distribution of veins of pre-Mississippian age in and about the Barkerville and Stanley areas, and in the vicinity of Round Top mountain and Yank&apos;s peak, there is no such wide distribution of veins carrying gold values of commercial significance. Veins of the latter type discovered to date occur almost exclusively within one or other of two comparatively narrow zones, both trending northwest and southeast, the one extending from Island mountain co Round Top mountain, and the other from a point somewhat north of Stanley co Yank&apos;s peak. In addition, there is some evidence of a third zone trending northwest from Spanish mountain, at or near the contact of the pre-Cambrian and Mesozoic rocks. In short, all the evidence from prospecting and lode-mining operations to date indicates that values are mainly restricted co zones having marked directional distribution. Moreover, it can be demonstrated that the placer deposits resulting from the erosion of the pre-Mississippian veins have a similar directional distribution, allowance being made for modifications due to glaciation. The observations offered in this paper are of the nature of a generalization which seeks to explain certain anomalies both in the vein-mineralization and in the -important auriferous-pyrite replacement deposits in limestone which have recently been discovered. For the sake of brevity, the Island Mountain-Round Top Mountain zone will be referred to as Zone No. 1, and the Stanley-Yank&apos;s Peak zone as Zone No. 2.

This short article is quite different to the general run of papers that are presented to the Institute, but no apology is offered because I consider that first-aid and mine-rescue work are of equal importance to many other subjects that are dealt with in our Transactions. Members of the Institute should be as much interested in the safety of persons engaged in the mining industry as they are in the practical methods of modern mining. We must not only do our best to conserve life and property by adopting every known device to that end, but we must also prepare ourselves so that we may take prompt and effective action when life is in danger, or when property is subject to loss. The need for such preparation in Alberta is perhaps greater than in most places where mining is carried on, and we must spare no effort to assemble at every mine men who are well trained in first-aid and mine-rescue work. The large area over which the mines are distributed renders central training stations out of the question, hence the need for local rescue-teams. Hospitals with skilled staffs, close enough to the mines to be convenient, also seem to be out of the question; therefore the greater need of a high standard of first-aid training for the people in our mining camps. The Government mine-rescue cars are supplied with the equipment necessary for training persons in this essential work and also for dealing with disasters should they occur. The question then arises: are there a sufficient number of men who are trained ? If so we can rest assured that what is possible to be done will be done. But if a sufficient number of trained men are not available much loss of life and damage to property is likely to result.

"Onakawana Development Ltd. and Mana/ta Coal Ltd. have completed feasibility studies on a large lignite deposit located in the James Bay lowlands of northeastern Ontario. The mining plan described in this paper would supply coal for approximately a 33-year period with peak production in the early years of approximately 6.5 million tonnes per year then declining to 1.2 million tonnes in year 33. This paper describes the geology, resources, lignite quality, mine planning and related topics. LocationThe Onakawana lignite deposit is located in northeastern Ontario in the James Bay lowlands (Fig. l). The Ontario Northland Railway crosses the property and links it to Moosonee, JOO km further north, and Cochrane 180 km south. The area is crossed by latitude 50° 37', the approximate latitude of Calgary. Toronto lies 800 km south of the study area. History of Development The deposit has been known since the late 1600s when early English settlers extracted limited amounts of lignite for use at Moose Factory. The deposit has undergone sporadic periods of exploration activity in the late 1920s and early 1930s when the Ontario government drilled 116 holes, sunk two exploration shafts and published several technical and economic studies. Interest in the property was reactivated from 1939 to 1945 when the Timiskaming and Northern Ontario Railway Ltd. drilled 182 additional closely spaced holes, excavated a test pit adjacent to the rail line and installed a boiler for testing purposes. In 1965, Alberta Coal Ltd., the predecessor of Manalta Coal Ltd., first became involved. Since then a further 182 holes have been drilled and coied, and the existing test pit reopened for sampling. In 1980, various reassessment studies were launched, including geology, mine engineering, conceptual design and environmental assessment studies. The following discussions have been drawn extensively from these reports."

"This paper focusses on the strength or capacity of cable bolts and introduces a new perspective for cable bolt design by demonstrating that mining-induced stress changes may affect cables in a detrimental manner. The concept underlying a novel cable bolt pull-out resistanceor bond capacity model is described and its practical significance is demonstrated by application to a simple two dimensional scenario of a fall-of-ground.A number of practical implications emerging from the application of this model are discussed to provide guidance to ground control personnel jar improving cable bolt support systems in mining applications. These include cable layout optimization, use of cable pre-reinforcements, assessment of embedment length requirements, need for plated cables (or straps), use of bird-caged cables (or buttons), and grout quality issues.IntroductionDuring the last decade, cable bolting has become a standard support technique in mining for handling wide spans, reinforcing are passes, preventing or reducing dilution of ore in marginally stable stopes, and for many other rock support need s.In its infancy, many deficiencies in cable bolt supports resulted from improper installation techniques and, in particular, grout quality control problems and the use of empty breather tubes (Goris, 1990). The development of special grout pumps and fail proof placement procedures (Oliver, 1992; Bourchier and O&apos;Flaherty, 1992) have eliminated many of these early problems. Nevertheless, there are still situations where cables seem to lose their capacity during mining, and in these cases the cables do not provide the expected and needed ground support. In some instances, cables perform extremely well, whereas in others the same support layout and quality of support installation seem to be insufficient, allowing falls-of-ground or progressive cavings to occur."

"Data from two industrial plants are treated by mass balance package BILMAT. The first application concerned a base metals/precious metals (PM) producer and the second, implementation of a hydrocyclone for the recovery of iron chips in the granite industry. Also LOTUS 123 software can easily be adapted for laboratory test mass balances using an IBM-PC computer. INTRODUCTIONThe present paper deals with two different BILMAT program applications. The first application concerns a copper-zinc-gol d-sil Yer producer based in North-western Quebec and the second, concerns the iriplementation of a hydrocyclone for the recovery of iron chips in Quebec granite company.Afterwards, we deal with some LOTUS 123 software applications for laboratory test mass balances using an IBM-PC.1. Base metal and P.M. producerNoranda Inc, Mattagami division, which operates mines in North Western Quebec, produces copper and zinc concentrates from a sulphide ore. Small amounts of gold (0,34 g/t) and silver (20 g/tl are present. At the time of the study, only 30% of the silver content was recovered in the copper concentrate. The main objective of this study is, to evaluate the metallurgical behaviour of silver in the flotation circuits, to increase its recovery in the copper concentrate and therefore to improve its final economic value. It is then worthwhile to identify the silver bearing minerals and to determine the critical flotation stages where they are lost. The methodology proposed is based on the coupling of a mineralogical study and a detailed mass balance ca1cu1ation in the flotation circuit performed using the BILMAT mass balance package (1, 2, 3).The results are discussed with respect to the distribution of silver in the circuit. The recoveries obtained at the various separation stages for the minerals present in the ore are also discussed."

"The flotation separation of muscovite from quartz was investigated using mixed sodium oleate/dodecylamine (NaOL/DDA) collectors. The flotation experiments were conducted on single minerals and their collecting performances were studied by means of adsorption amounts and molecular dynamics simulation. Flotation results show that muscovite presents good floatability while quartz exhibits poor floatability in alkaline condition. Adsorption amounts show that both NaOL and DDA can absorb onto surfaces of muscovite and quartz in presence of mixed surfactants. Molecular dynamics simulation indicates that DDA plays an important role in the adsorption of mixed surfactants on these two mineral surfaces. The molecules of mixed NaOL/DDA are arranged in a rigid and well-ordered packing on muscovite (001) surface. Only a few DDA adsorb on quartz directly, and rest DDA and NaOL molecule exist near by the quartz surface, forming a hydrophilic cylinder-like structure. This study may provide guidance for the flotation mechanism and application of mixed anionic/cationic collectors.INTRODUCTIONIn the past decades, there has been an ever-increasing demand for muscovite (KAl2(Si3Al)O10(OH)2) because of its potential applications in cosmetics, construction and metallurgy industries (Barlow & Manning, 1999). Besides, muscovite is an important carrier for some rare metals, including vanadium, titanium and lithium (SsuerrN, 1979). Quartz (SiO2) occurs as the main gangue mineral in muscovite ores, which results in a low purity of muscovite and limits its wide applications. Therefore, there is an urgent need for the beneficiation of low grade muscovite ores. Many studies remove quartz by screening and gravity separation in virtue of their differences in shape, hardness and density. However, these methods undergo poor efficiency in case of small particle size (below 50µm) of muscovite and quartz (Liubakka, Sullivan, Lamphere, Corradi, & Dykhuis, 2011; Santos, Franca, & Ogasawara, 2011)."

"Highvale Mine, located at Wabamun, Alberta, produces thermal coal for TransAIta&apos;s Keephills and Sundance generating plants. Overburden stripping in the mine is conducted by draglines which normally operate on top of the overburden bench. In certain areas oj the mine, however, these overburden benches are susceptible to slope failure. In these areas, due to safety considerations, the draglines are utilized in the less productive chop-cutting mode, supplemented by mobile equipment where the bench height exceeds the dragline chop-cutting limit. This paper proposes maintaining the draglines in their normal digging mode through areas of unstable or jailed overburden, by utilizing a dragline carried toe buttress 10 ensure adequate bench stability. The data requirements and methods of slope analysis to design a toe buttress across an unstable highwall area are examined in rigorous detail. INTRODUCTIONLocationHighvale Mine is owned by TransAlta Utilities Corporation and operated under contract. It is Canada&apos;s largest coal mine with an annual coal production in excess of II million tonnes. The mine is located approximately 80 km west of Edmonton on the south shore of Wabamum Lake (Fig. I) and production is currently provided by three pits 02. 03 and 04 (Fig. 2). The entire coal production is consumed at the nearby Sundance and Keephills power generating plants.ScopeThe mining operation at Highvale Mine has had occasional slope stability failures of its high wall overburden bench. This paper examines one such failure which occurred in the summer of 1983 at Pit 03. In addition to an investigation of the failure, Terracon was asked to recommend mine operation procedures which would minimize the impact of these slide zones on dragline productivity. A method of removing the failed material by utilizing the dragline in its normal digging mode is designed. The method&apos;s advantages and disadvantages as well as the required support procedures are reviewed."

"Cretaceous sands and clays underlie an area of approximately 5,000 km2 in Northern Ontario, southwest of James Bay. The deltaic deposits occur as a wedge of continental sediments to the north of an east-trending fault scarp referred to as the Precambrian Escarpment. They rest on older sedimentary formations of the Moose River Basin (Jurassic, Devonian) and are covered by glacial tills and marine sediments of the Quaternary period. Outcrops are restricted to occasional exposure in the deeply incised riverbeds.In 1975 and 1978, drill programs sponsored by the Ontario Government provided new information on the extent and quality of the deposits. Fourteen holes at approximately 12-km intervals were drilled to a maximum depth of 189 m by reversed- circulation chip drill methods. Some core was obtained as well. Analytical results show that the thickness of Cretaceous deposits exceeds 100m in several instances. Abundant kaolinitic clay and quartz sand of glass-grade quality, both unique materials in Ontario, are available in an area where hydroelectricity and lignite resources combine to enhance the energy outlook.IntroductionThe presence of refractory clay in deeply incised riverbeds in Northern Ontario was known to geologists travelling the rivers as early as 1875. Robert Bell (1877) reports outcrops of clay and lignite on Coal Brook, a tributary of the Missinaibi River. E.B. Borron in 1880 collected a sample of clay from the bed of the Missinaibi River which H.H. Croft of the University of Toronto considered to be ""nearly if not quite, equal to the Cornish clay used in the manufacture of English porcelain"" (Keele, 1920, p. 42). The Cretaceous age of the clay, sand and lignite deposits was determined with the help of plant remains collected by Keele. He referred to the deposits as the Mattagami series, which later became the Mattagami Formation."

Reading the newspapers, you will know that opposition to ratification on economic grounds always points to the view that action will result in major price increases for energy (to both industry and households) with consequent severe losses of energy production and a loss of competitiveness for energy-intensive producers (i.e., in your kinds of industries). You might think of this as the ?carbon tax? fear, and you should note that many of the initial policy development experiments included variations of this theme. Analysis reported in late 2000 and into early 2002 reported reductions in energy production in the long run of between 10% and 20%. At the upper end of that view, these were the kinds of numbers reported in the Industry Canada study ?leaked? to the Press last week. The consequences of this approach included significantly uneven negative effects for some provinces (e.g., Alberta, but also Saskatchewan and Newfoundland). It had been agreed by the First Ministers of Canada, however, that the policy should not yield those results so development in recent months has focused on eliminating sector and therefore provincial ?sore thumbs?. Although an emissions trading system, which represents this type of approach and directly impacts costs of production, continues to be featured in the new or current policy and is applied to the Minerals Industries among others, it is designed to be implemented in such fashion that the costs are more moderate than before. And because the industries covered by permits are almost all price takers, there is no device for moving an increased price signal forward to ?consumers?. What this does do is even out negative effects among sectors in the economy and for provinces, but at the expense of government financial results.

The case is presented for the development of a spray-on liner for ground support, but only in the context of a new mining system, consistent with the technical and business case advantages of liners compared to alternatives. Over the past 10 years much effort has been expended in specifying and testing the mechanical/environmental properties of various liners, without actually fulfilling any mining system requirements. The results have been generally disappointing, with no consistent and sustained application in a dayto- day production environment being achieved, anywhere. Central to this shortcoming has been the failure of mining/liner ma nufacturing companies to realise that screen/mesh or shotcrete cannot simply be replaced with thin, deformable liners: success will depend upon closely defining and evolving a new, liner- functional mining system. The paper begins with a discussion of some fundamental technical capabilities and constraints associated with 3M Canada?s liner material that has been developed in partnership with Falconbridge Limited. Intended applications for this liner include the support of bursting ground associated with deep mining conditions. With safe application and consistent performance in mind, the paper argues for a new mining system that derives in the first place from best quality drilling and blasting practices. Taking this as a given, a system for waterscaling and liner application prior to mucking out is proposed, followed by bolting through the liner while arranging for the bolts to be explicitly connected to the liner. Some logistical and equipment related challenges of such a mining system are then reviewed and discussed in the context of the business case for liners. It is concluded that this approach, if successful, will provide the greatest benefits in the areas of safer mining, due to reduction in worker exposure, and in reduced mining cycle times.

"Brunswick Mining and Smelting commenced production at the No. 12orebody, a lead/zinc/copper/silver deposit, situated some seventeen miles southwest of Bathurst, New Brunswick, in 1964 at 4100 tonnes per day. Today it operates at 10500 tonnes per day.Brunswick has utilized underground incentives since commencement of operations. Early incentive systems were “off the wall"" based on those in effect at other properties then manipulated to fit, often hack calculated from actual performances to tm1ve at the desired result. If subsequent payouts were considered too high the rates were simply reduced, often retroactively. A large amount of this was&apos; subjective and depended to a large extent on whoever was handling the bonus, in conjunction with senior mine department staff.In 1971, it was&apos; decided that a more scientific approach was needed, particularly with the introduction of the new cut-and-fill mining. After some research, a system based on Work Study was selected. Another major mining company employing such a system loaned one of their experienced employees to train some Brunswick personnel in the art of Work Study and conversion of data to incentive rates, and in 1972, the first such developed incentive rate was-introduced.Along the way, borrowing from others where necessary, a set of Brunswick principles and parameters were developed. While refined to some extent, these remain basically the same today.Improvements in methods and equipment have resulted in improved performance and reduced costs. The use of underground incentives has played an important role in this. A/though individual bonus earnings have steadily increased, bonus cost per tonne has remained nearly constant - in real dollars, it has regularly decreased. These are two of the main parameters of a successful system."
