"A joint federal/provincial/industry subcommittee of the Intergovernmental Working Group on the Mineral Industry (IOWG) has published an informative and readable report on taxation matters concerning Canada's mining industry. The report, which was presented to the federal and provincial mines ministers in September 1986, identifies and discusses key tax issues relating to this industry. The report is mandatory reading for anybody with an interest in mineral exploration or production in Canada.IntroductionIn 1986, Canada's federal and provincial mines ministers were presented with an important report concerning the taxation of this country's mining industry. This document is important for a number of reasons, two of the reasons being: first, the report contains an objective analysis of the key mineral taxation issues of the day; and, second, the report is the product of a cooperative exercise involving representatives of various facets of the industry and government. The report should be regarded as compulsory reading for anybody who has an interest in fiscal matters affecting mineral exploration and production.The ""Report on Fiscal Proposals"" was prepared by a subcommittee of the Intergovernmental Working Group on the Mineral Industry (IOWO). The Brisco Barite Mine lies 70 km south-southeast of Golden, British Columbia. Barile mineralization occurs in a northstriking brecciation zone within Ordovician-Silurian Beaver/ oot dolomites and quartzites. Brecciation was caused by faulting related to the Mount Forster-Steamboat Fault. The main barite vein occupies a fault zone and is up to 12 m wide and over 250 m long. It is light grey to white, fine grained and compact; BaSO4 content is 9/. 70 per cent. Production started in 1945 and has continued to the present. Barile originally was removed from an open pit; later, an adit, begun in 1957, reached more than 240 m along the vein, 15 m below the pit floor. Today ore is hoisted from a decline resting some 37 m below the pit floor.

"Hydrodynamics principals are applied to the design of a natural air ingestion flotation machine for coarse solids applications. Preliminary laboratory test data and subsequent operating plant flotation kinetic performance evaluations are reviewed. INTRODUCTIONThe concentration of potash (sylvite, KCI) from halite and other salts using flotation is well understood and practice a with much success. Reagent schemes and plant circuitry for obtaining the desired product recovery and grade have been established with proven performance. These flotation circuits normally process the medium and finer size particles, less than 30 mesh (600 microns).However, often the potash market trends specifically demand a coarse product size. This emphasis, accompanied by the existing high losses of coarse (+30 mesh) potash in flotation circuits, creates the need for development of a flotation machines specifically designed for coarse potash beneficiation.This technical challenge was undertaken by the WEMCO Research and Development Group. The specific objectives of this flotation machine development program were ( l) to achieve an ""Ultra Coarse Flotation Machine"" capable of adequately suspending and transporting particles in the 4 - 30 mesh (4.75 - 0.6 mm) size range at solids concentrations of 30% or greater and (2) ascertain metallurgical performance of this machine.This paper covers the development (both theoretical and mechanical/ hydrodynamic), the field test program and results, a discussion of applicable flotation kinetics, and conclusions of this ""Coarse Potash Flotation Machine"" development project."

Paste backfill as a means of supporting underground mining is gaining popularity. Despite this trend, engineering and design of mine paste backfill systems are still largely based on empirical methods rather than established scientific principles. Because of a lack of sound understanding of mineral paste flow, some degree of trial and error is often involved during commissioning and operating of new paste fill systems. New operations often have to be built with flexibilities and contingencies, escalating the overall project costs. This paper reviews the applicability of some scientific and engineering principles to mineral paste flows. Recent experimental data are used to illustrate important points. The phenomenon of mineral paste flow is examined under the context of improving the efficiency and reliability of underground delivery. Gaps in our understanding of mineral paste rheology are pointed out and from those some future research directions naturally emerge. Status and problems of the current engineering and design practice are also briefly discussed.

"Laser-Induced Breakdown Spectroscopy (LIBS) is an atomic spectroscopy technique used to measure elemental concentrations. It is well-adapted to in-situ and in-line measurements during materials processing in general, and pyrometallurgy in particular. It is an optical non-contact technique and it can measure nearly all elements, including light elements. Our group has developed a mobile prototype system to measure molten metals. The system includes a tube, also called a lance, one end of which is immersed in the molten metal. An inert gas flows in the tube and bubbles out below the surface. The LIBS measurement is made through the tube and onto the bubble’s surface. This is done to avoid measuring contaminants, slag, or fluxes often found at the surface of the melt. An added benefit is that the molten surface is constantly renewed and thus, more representative of the bulk. An alternative to using our lance is to use a tuyère, such as a gas injection tuyère in a converter, as we did several years ago in a nickel matte converter. In this presentation, we will show various applications emphasizing more recent developments. This includes the simultaneous measurement of the concentrations of Cu, Ni, Fe, Co and S in molten matte at 1125 °C. The more obvious industrial applications of the technology include determining the best time to end oxygen blowing in the converter and elemental concentration measurement during alloying.INTRODUCTIONThe mining industry continually faces challenges in optimizing cost and productivity. Because of the large volumes of materials that are being processed, small improvement can have a big impact on benefits. Better real-time information can help improve this optimization."

Poland has a unique copper industry. Copper sulphide concentrates are smelted in six shaft furnaces to produce matte and in a flash furnace directly to blister copper. Anodic slimes from electrorefining are treated by a modern technology to recover the precious metals. INTRODUCTION Poland's copper industry began in 1950 when the old and relatively small mines Lena and Konrad, located in Lower Silesia, were drained and recommenced production. In 1957 the industry entered a period of rapid development with the discovery of a rich ore body in the vicinity of Lubin and Polkowice which was the basis for the establishment, in 1961, of the Copper Mining and Smelting Combine (KGHM). In 1991 the Combine was restructured into a state-owned, joint-stock company under the new name of KGHM ?Polska Miedz? (KGHM ?Polish Copper?). It consists of three mines, three smelting and refining plants, and one rolling mill, and produces about 4% of the world?s copper and about 7% of the world?s silver.

Dissociative adsorption of hydrogen (deuterium) on thin gold films grown on Ir{111} surface has been studied with temperature-programmed desorption using a quadrupole mass spectrometer and nuclear reaction analysis. Thin Au{111} films are epitaxially grown on Ir{111}. Surprisingly, H2 (D2) can dissociatively adsorb on these Au{111} films, although it is well known that Au surfaces are noble enough not to dissociate hydrogen molecules [B. Hammer and J.K. Nørskov, Nature 376, (1995) 238]. We attribute this to the sensitivity of hydrogen to changes in the local surface properties, e.g., electron localization (the narrowing of the s-band, the s-band center model), which could explain the upto now unexpected high for the reactivity of a thin Au{111} surface. Moreover, we found that H (D) atoms can be confined into a Au thin film and/or the interface between an Ir surface and the thin Au film. We demonstrate how anomalously reactive thin Au films grown on an Ir surface are, and also compare the Au films with Ag films grown on Ir to test the validity/generality of our proposed s-band center model.

"A review is presented of a growing number of imperatives, some self-imposed, some imposed by society, which the mining and metals industry faces in carrying out its business. These imperatives bear on all activities from the exploration phase, through engineering, design, plant construction and operation, to decommissioning.IntroductionThe mining and metals industry must learn to cope with, i.e. manage, a growing number of imperatives. Some of these, such as the need for responsible stewardship of natural resources, the requirement to respect laws and regulations, the need to provide for safe and healthy workplaces, and the need to provide appropriate returns to investors of capital , have been with the industry for a long time (fable I). But the industry now faces additional imperatives that are growing in number and in importance (fable 2):• There is the growing concern about the impact of operations, not only on the workplace environment and the external environment, but also on the need to monitor not only the chemical concentrations in various effluents but to also monitor the effects of such emissions on the environment; i.e. there is a growing concern about the ""net"" consequences of operations.• There is the need for on-going improvement in productivity and safety to compete and survive in a global economy. The global business environment has become paramount.• There is the imperative to failsafe all designs, equipment and operational procedures, and having done that to provide for containment of unavoidable spills, and to have ready and in place systems for emergency response.• There is the need, indeed the imperative, to involve all employees in various quality improvement programs.• There is the imperative to face up to ""virtual elimination/zero emissions""; and• One must have waste management plans in place to cope with the need to reduce, reuse, and recycle; and• There is the need for decommissioning plans for all operations, for the restoration of business habitats to their original states (or better). Indeed, one must engage in the decommissioning exercise from day one, i.e. right from the time of design and commissioning."

"Nineteen streams in the copper and zinc flotation units of the concentrator of the Matagami Division of Noranda Inc. have been sampled f or particle size distributions, chemical assays, and gold and silver contents in each particle size interval. The data are upgraded by the mass balance package BILMA T. These results, in conjunction with microprobe analyses, are used to quantify the silver losses in the copper cleaning flotation stages and to determine how over-all silver and three silver-bearing minerals are recovered in the plant final products. RESUMEDix-neuf produits des circuits de flottation du cuivre et du zinc de la division Matagami de Noranda Inc. ont été échantillonnés pour leur distribution granulométrique, leurs analyses chimiques et Ie contenu d'argent et d'or des fractions granulométriques. "IntroductionThis paper is intended to cover questions raised by operating staff at various installations and is not intended to give comprehensive coverage of power plant and power system design. The paper is concerned mainly with the electrics , although a brief section gives the reasons for selection of diesels rather than other prime movers.The material is not new but brings out points which seem to be raised regularly during the design , commissioning and operation o f a new plant. Diesels versus other Prime MoversDiesel-electric plant for the mining industry falls into two major categories -emergency power and prim e power.1) Emergency power (for use only when the regular utility supply has failed) requires reliable starting and operation and reasonable first cost. Fuel economy and maintenance are of little importance as the machine(s) generate few kilowatt hours only. The diesel's competition in this field is the gas turbine, however diesels are more widely used than gas turbines in this application.2) Prime power is a different situation as the bottom line of total cost is highly affected by fuel costs.In general , mines which are within reasonable transmission distance of an existing utility find the lowest net cost result s from hooking up to the utility. If a min e is remote from an electric utility then the possible alternatives are:a) Hydro- electric power if there is a site capable of development at reasonable cost including the cost of transmission facilities. Such sites are not common, but brief and inexpensive considerationof this possibility is warranted .b) Diesel power with consideration of different grades of fuel.c) Thermal (steam) power generation from coal or oil.d) Gas turbines.In addition to the above there is the possibility of wind power (as a supplementary source) and a number of technologies which may become feasible in the future (e.g. small nuclear plants, fuel cells). For obvious reasons, small isolated generating systems required for remote mines, tend to lean to conservative technology.Among the fossil fuel plants, the diesel enjoys advantage on over-all costs as summarized in Table 1."

Dust abatement is possible on bulk materials, whether conveyed or stockpiled. Minimum (ppm) quantities of chemical additives can efficiently and rapidly control dust of conveyed substrates with no effect on floatation chemistry. Top coating of large surface areas can control surface dust and wind erosion. Environmental and toxicity impact must be considered in any treatment, especially on areas with percolation runoff, leachates, or limited containment. The most effective dust control is preventing release of substrate fines rather than trapping and removing air borne dust. Techniques to prevent release of fines from conveyed substrates will be discussed. Dust control dynamics are a very complex combination of solid phase physical and chemical interactions between the substrate and the fines. ?Smart Technology? products permit dust abatement of stockpiled substrates and tailing fields with no environmental impact. Using ?Smart Technology?, the dust abatement products remain active and can re-seal damaged areas. Efficient, low environmental and toxicity impact, dust control will be demonstrated through case studies where these principals have been applied.

Open Pit Mining Through Underground Voids: Challenges Main Challenges/Hazards: Unexpected collapse of the pit floor and/or pit walls; The loss of equipment and/or people into underground voids; Loss of explosives from blast holes that broken through into the underground voids. How to address these challenges? An important step that must be integrated into mine planning and design is the accurate detection and delineation of underground voids. (i.e. probe drilling, Geophysical techniques, laser scanning,?); Leaving a pillar of adequate thickness between the working bench and the underground voids; Backfilling the underground voids from surface using vertical or inclined raises; Monitoring the working locations (pit floor and pit slopes) to detect movements.

Introduction A Self-Dumping cage which combines the features of a small skip and a cage has been used in a vertical winze between the 2,000 and 2,500 levels at the Coniaurum mine for the past three years, during which time its success has been demonstrated by uninterrupted service and low maintenance charges. lt was designed by John Reddington, mine manager, and was built under his supervision in the Coniaurum mine shops. Being new in many of its operating features, a small-scale model was made and tried before the final construction was undertaken. The mechanical performance of the model suggested a few minor changes that were incorporated in the final drawings. During its three years of use, the automatic dumping device has saved the expense of deck-handling of the cars. This actually represents a gross economy of something over four times the cost of construction and installation, which totalled $1,325. The cage, empty, weighs 2,200 pounds, of which 500 pounds represents the weight of the dumping accessory and necessarily heavier construction. Besides a considerable financial saving, the time saved in unloading increases the daily hoisting capacity of the winze. In raising ore from the 2,500 level, five minutes are required for a complete trip. Allowing one minute for the alternative of decking, we believe that the automatic dumping has increased the capacity of the winze hoist nearly 20 percent.

"This paper reports on a CANMET-funded examination of less conventional underground coal mining methods. These methods are documented and those that show the most promise for application to western Canadian conditions are discussed in detail.IntroductionIn recent years, mining considerations and economics have encouraged a transition from underground mining to surface mining. However, a change in market conditions or the development of superior underground mining methods may reverse this trend . Should this happen, the industry must be quick to respond and have information available on the latest developments of underground mining technology. In time, deposits of high-quality coal, which are easily accessible to surface mining, will be depleted and a change to underground mining methods will require consideration. The economic transition point between surface to underground will be a major determinant in maintaining a competitive edge. For these reasons, it is important to keep abreast of improvements in underground mining methods. To meet this objective, CANMET awarded a research contract to Monenco Consultants Limited, to investigate unconventional underground mining methods that show a potential for western Canadaoi. This paper presents the results of this investigation."

"Considering the traumatic events of Canadian mining taxation of the 1970s, one wonders at the sanity of anybody who tries to predict what the 1980s might hold for the tax structure of the mining industry. Yet, the author agreed to tackle this task when called upon to do so at the annual meeting of the Quebec Metal Mining Association in June. The text of this ""daring"" speech follows.IntroductionI have been asked to play the part of the oracle at Delphi, and to predict what the 1980s might hold for the Canadian mining industry in terms of taxation. To appreciate the challenge of this difficult assignment, try to imagine someone in my position back in 1972 attempting to forecast the balance of the 1970s. I daresay that ten years ago nobody could possibly have conceived of the devastating and casualty-ridden rollercoaster ride that mining taxation actually took in the 70s. Nevertheless, I shall examine the entrails and try to shed some light on what might happen during the balance of this decade as far as mineral taxation is concerned.If one were to retreat deep into history, one would find that taxation generally served one purpose-namely, to raise revenues for the government. More recently, an important second function has emerged: taxation is increasingly being used as a fiscal tool-a tool intended to mould and shape future events in order to accomplish certain economic, social and political objectives. It is these two main forces-the need (or desire) for revenues and the perceived convenience of using taxation as a fiscal tool-which will continue to shape the tax structure of the future.In our assessment of where taxation of the mining industry may be headed, we should be able to learn something by looking at where we have been."

The paper uses two hypothetical, but typical, situations to show that hydraulic rock drilling equipment has very significant economic advantages over pneumatic equipment both in drifting applications (even in the situation where advantage is not taken of the high productive capacity of the hydraulic drill) and production drilling applications. Other factors, including the non-economic advantages and the disadvantages of hydraulic drilling, are discussed. The paper concludes with a brief analysis of why the Canadian mining industry has been slow to take advantage of this apparent broadly advantageous advance in rock drilling technology.

Copper mineralization occurs at several places along the shore of Notre Dame bay, Newfoundland, and at one time formed the basis of a considerable mining industry. The sources of the mineralizing solutions and the structural settings of some of the deposits have not been clearly understood. This paper reports new investigations into the origin and structure of the deposits between Bett's cove and Stocking harbour, in a strip about ten miles long and two miles wide along the western shore of Notre Dame bay. The most complete previous descriptions of the area are those of Snelgrove (1929, 1931, 1938), Douglas, Williams and Rove (1940), and the writer (1947). The discovery of the Bett's Cove deposits took place about 1860, soon after the discovery of the well-known Tilt Cove deposits to the north. Several other small prospects were found between Bett's cove and Stocking harbour between 1880 and 1910. At Bett's cove, active mining began in 1875 and a small smelting plant was built near the mine in 1877. .Mining operations came to an abrupt halt in 1883 after a major cave-in. In 1900, and again in 1906, attempts were made to drain the old workings and reopen the mine but were abandoned long before completion. Total production amounted to about 130,000 tons of hand-picked copper ore which averaged about ten per cent copper, and 2,450 tons of pyrite (Snelgrove, 1938, pp. 52-55).

"With reference to the chemical constraints underlying the ion exchange process for uranium recovery, a generalized view is presented on the actual and the achievable efficiency of the process. The area considered is restricted to acid leach circuits in combination with nitrate, chloride or sulphuric acid elution.A comparison between actual plant results and the chemical requirements shows that:(a) Unless new and better ion exchange resins are developed, no dramatic change in equipment size and resin inventory is""anticipated. (b) Elution efficiency, especially for sulphuric acid, may be improved considerably. More concentrated eluates may beproduced at lower chemical consumption. A possibility of achieving additional purification solely by ion exchange is discussed.IntroductionThis paper presents a generalized view of the actual and the achievable efficiency of the ion exchange processes for urannium recovery. The study is restricted to acid leach circuits in combination with nitrate, chloride or sulphuric acid elution. The ultimate efficiency attainable with ion exchange is dietacted by the chemical reactions underlying the process. The most sophisticated technology cannot change the diffusion rates in the ion exchange resin nor make the uranium loading exceed its equilibrium valueThe design of an ion exchange plant for uranium recovery involves a considerable number of parameters as a result of the wide variety of pregnant solutions produced from different orebodies. Therefore, a generalized approach of the ion exchange process inevitably neglects some parameters which maylead to significant variations in apparently identical situations.The uranium concentration in the pregnant solution, together with its pH, are the principal variables which determine resin loading and residence rime in the ion exchange system. On the elution side, the type of eluant and its concentration will determine the contact time required and the amount of eluant needed to strip the resin. The temperature, the properties of the ion exchange resin, the total dissolved solids in the feed solution and the competing ions are other variables that affect the chemical performance; these, however, may be considered as a correction of the principal parameters if one is interested only in general trends."
