"The processes for rare earth (RE) extraction include the decomposition of RE ore concentrate minerals, and the concurrent or subsequent leaching of the rare earth elements (REEs) from the decomposed minerals. Ore beneficiation concentrate can be decomposed by, for example, acid roasting, caustic cracking, and chlorination. The REEs can be selectively extracted. The nature of the REE extraction process depends on the concentrate mineralogy and the targeted products. Based on the experience of the Saskatchewan Research Council (SRC) in RE processing, this paper reviews REE extraction from the major RE minerals, including bastnaesite, monazite, xenotime, ion-adsorption clay, allanite, cerite, and eudialyte. An update on the development of RE extraction processes is also provided.INTRODUCTIONRE processing usually involves two operation stages, physical processing and chemical processing. Physical processing, also known as ore beneficiation, separates the RE minerals from gangue minerals to produce an RE mineral concentrate. Chemical processing, which includes extraction and separation processes, converts the RE mineral concentrate to an RE compound which is either an end product or an intermediate product for the subsequent production of individual REEs or other compounds. The RE extraction process uses one or more reagents to decompose the RE minerals and to leach the REEs into solution. The RE separation process uses solvent extraction, ion-exchange, or chemical precipitation to produce either rare earth oxides (REOs) or individual REEs. The authors have previously reviewed RE ore beneficiation processes (Zhang & Edwards, 2012). This paper focuses on extraction processes for a variety of RE minerals. Table 1 gives the chemical compositions of the RE minerals mentioned in this paper. The varieties of RE extraction methods use many different reagents. These reagents are mainly inorganic acids, alkalis, salts, and chlorine gas. The commonly used acids include sulfuric acid (H2SO4), hydrochloric acid (HCl), and nitric acid (HNO3). Sodium hydroxide (NaOH) and sodium carbonate (Na2CO3) are the most common alkalis. Salts include ammonium sulphate ((NH4)2SO4), ammonium chloride (NH4Cl), and sodium chloride (NaCl). HCl is normally used to extract RE from silicate ore minerals such as allanite and gadolinite. The alkalis and H2SO4 are mainly used to leach REs from phosphate ores minerals like monazite and xenotime. The carbonate ore RE minerals such as bastnaesite can be treated using either acids or alkalis. HNO3 is mainly used to leach eudialyte and apatite. The extraction of REs from ionadsorption clay deposits uses salt solutions. Chlorine gas (Cl2) is exclusively used in the RE chlorination process which can be used to treat any RE minerals."

"As the influence of governments has become more widely felt, the use of research techniques to analyze policy has increased. Mineral economics, as one of the foundations of mineral policy research, has grown accordingly. Policy research and analysis has been carried out within governments, university departments and the private sector. Each of these institutional environments has characteristics which influence the topics of study, the approach, the methodology and the output of the research. A brief survey of recent research activities provides illustrations of trends and developments occurring within this organizational framework.A radically different organization, the independent research institute, has begun to make an impact on policy research in recent years, and will have an increasing importance in the future. Combining certain features of the traditional research organizations, it nevertheless has important differences which are essential to its effective functioning. An overview of the formation, goals, organization and operation of one such institute is presented."

"Recycling polymer based end-of-life materials as carbon resources for a partial replacement of coke/coal can make important contributions towards enhancing the environmental sustainability of steelmaking processes. An in-depth high temperature (1550°C) investigation has been carried on waste CDs/DVDs focussed specifically on char generation, characterization and dissolution into molten iron. The simultaneous presence of carbon and oxygen in polymeric chains on polycarbonate substrates resulted in the generation of a significant pore structure and exposed surfaces. Carbon dissolution studies into molten iron were carried out on the raw polymer as well on chars; high levels of carbon pick-up were observed in both cases after 15 minutes of contact at high temperatures. INTRODUCTIONOver the past sixty years, plastics have played an important part of our daily lives and are being increasingly used in all aspects of the global economy. More than 260 million tons of plastics are produced annually worldwide. Their rapid growth and extensive utilization with a short life span (such as packaging) has created a massive waste problem. Although the waste plastic component in municipal solid waste (MSW) amounts to only about 10 %, plastics have a high volume-to-weight ratio and these are generally not biodegradable. In Australia, ~19.20 % of plastics were recycled in 2009-2010 (PACIA, 2010); with the total consumption being estimated at 1,501,258 tonnes, 288,194 tonnes of plastics were recycled. There are serious environmental concerns with the two key waste management options, i.e. land filling and incineration, and there exists an urgent need for developing alternative recycling approaches. In this paper, we focus our attention on recycling waste CDs/DVDs polycarbonate substrates as a carbon resource in steelmaking.CDs/DVDs used for music/data/image are made from aromatic polycarbonate resin (hereafter abbreviated PC). This resin is also widely used as an engineering plastic in applications such as automobiles, mobile phones, notebook type personal computers, cameras & video cameras, electric & electronic appliances, fire equipment, life & living goods, roofing sheets, etc. High consumption and growth (~10% annually) of PC utilization is attributed to its excellent properties such as outstanding impact resistance, transparency, heat resistance, and dimensional stability. "In July 2017, Deilmann-Haniel signed a contract with IOO Slavkaliy to sink two 750 metre (m) deep freeze shafts for the Nezhinsky Potash mine in Belarus. This is the second shaft project where this technology is employed after two over 1,000 m deep shafts for a potash project in Saskatchewan, Canada, have been sunk by the application of the Herrenknecht Shaft Boring Roadheader (SBR) technology. Developed to sink shafts for green field projects in soft to medium hard rock, in frozen or unfrozen geology, the machine technology utilizes a roadheader-type cutterhead on a telescopic boom to mechanically excavate the rock, and a pneumatic mucking system to convey the muck from the face into the buckets. This leads to a manless face during the sinking cycle and thus a significant improvement in terms of workplace safety. For the Nezhinsky project, the SBR design was significantly modified in close cooperation between Deilmann-Haniel and Herrenknecht, based on the available experience and the special requirements of the project. Such modifications have been for example the adaptation of the Pneumatic Mucking System to cope with wet material as well as dry as originally planned or the shaft lining moving from shotcrete application to jump for and tubbing installation for which a step-change hands-off tubbing erector for the placement of segments was designed. Further modifications to optimize the machine technology for the requirements during shaft sinking were applied on the two machines for the Slavkaliy project as well as several revisions to match the special project requirements. The SBR is suitable for soft and medium hard rock up to 100 MPa UCS. The main design limits are maximum weight of the machine with 400 tonnes and length or height of 50 m due to the depth of the pre-sink. The Pneumatic Mucking System was changed in all components, sheaves and rope arrangement were redesigned and the concept of the hoist system was also re-engineered. The SBR in Belarus is configured for a daily sinking rate of three metres and all systems behind the cutting boom are not the bottle neck of the whole system. The works on site started in November 2017 including freeze hole drilling, construction works, site setup, installation of hoists winches, permanent headgears and other components required for sinking. The SBRs arrived on site in June/July 2018 and were preassembled on surface and then lowered into the 50 m pre-sink. SBR #1 started full face sinking in mid-December 2018, and SBR #2 in late January 2019. By the end of February 2019, the machines were at 150 m and 100 m depth respectively, and achieved up to 3.6 m/day concrete lined shaft. The SBR and the sinking system, the experiences, problems, technical solutions and performances of this challenging project will be presented in this paper."

WHEN the writer was engaged early last year by Canadian Comstock and its subsidiary, the Metropolitan Electric Company, to act as Consulting Mining Engineer in connection with the layout and equipment of the new ore-dressing laboratories at Laval University, Quebec, the metallurgical laboratory section of the School of Mines building was completely erected, including plastered walls, partitions, etc., and finished concrete floors. At that time, however, no equipment had been ordered, except three Dominion ball-mills and two Bell screening machines. ADVANCED OR CONTINUOUS LABORATORIES The continuous laboratory section of the Department occupies the basement and three floors of the building, with an approximate floor area of 9,000 square feet. Because of limitations imposed by the design of the building (height and arrangement of rooms, strength and design of floors, etc.), modifications of layout from what otherwise seemed most desirable were, of necessity, made. These included: (a) Omission of automatic sampling of the dry ore. (b) Complete elimination of inclined belt-conveyors through floors. (c) Exclusion of bucket elevators for either dry or wet ore transfer. (d) As a substitute for grill-covered drains and floor sumps, drainage from sections or from individual pieces of equipment was piped to a disposal system in the basement. (e) Substitution in several instances of fabricated steel in place of the usual concrete foundations for machinery. (f) Reducing floor cutting and area of such opening to a minimum. Ore storage and chute capacity above the basement level was also minimized to reduce total weight.

ABSTRACT The influence of using different extraction processes (caustic versus non-caustic) on thethixotropic strength of oil sands fine tailings is examined, as is the influence of adding a coagulant tocaustic fine tailings. The thixotropic strength of fine tailings at large void ratios manifests itself as a bonding or gel strength that has been widely noted both in the laboratory and in the field. This gel strength has a significant influence on preventing the initial consolidation or settlement of fine tailings. Differences between the fine tailings’ thixotropic strength development are explained based on their physical and chemical characteristics.

"There are a number of important dates that must be disclosed when a Qualified Person (QP) is preparing a technical report for securities purposes. The dates are discussed in NI43-101 and the Form of the Technical Report, NI43-101F1. •,Effective date of the technical report •,Possible revision date of the report •,Effective date of mineral resources and mineral reserves •,Date of the personal inspection (site visit) •,Signature date of the date report (execution date) •,Date of the certificate of the QP •,Date of the consent of the QP The effective date of the report is basically the cut-off date for the information that is included in the technical report. The effective date should be close to the signature date. If there is too long a period between these dates, the QP runs the risk of new material information becoming available and then the technical report would no longer be current. The effective date is disclosed on the title page of the report and on the signature page. If a technical report needs to be revised to correct problems or disclosure deficiencies identified by the regulators, the QP will normally need to include a revision date on the title page of the report to distinguish the revised version from the original version. In these circumstances, the regulators will request that the original date of the report remain on the title page and the revised date will be below it. When a technical report must be revised, the QP must resign and date the signature page of the report and provide a new certificate and consent."

"As part of an over-all arsenic management strategy, Inco has developed a novel process that converts a by-product high moisture copper/arsenic sulphide precipitate into a crystalline copper arsenate suitable for the manufacture of wood preservation chemicals.The copper/arsenic sulphide precipitate is atmospherically leached with oxygen and sulphuric acid, producing a crude (blue) copper arsenate precipitate, elemental sulphur, and a copper and nickel containing solution. The blue copper arsenate is dissolved with sulphuric acid, the molar Cu/As ratio is raised to 2, and a crystalline copper arsenate (olivenite) is precipitated by the addition of sodium carbonate. Dissolved copper is recovered using metallic nickel (or matte) and elemental sulphur, to produce a low-moisture (low-arsenic) precipitate suitable for standard nickel-copper processing.The process was successfully piloted at Inco's Manitoba Division between September 1990 and June 1991. The copper arsenate product typically analyzed 43% Cu and 25% As, and the moisture content was about 10%."

"Prince Edward Island, Canada's smallest Maritime Province, is located in the southwestern part of the Gulf of St. Lawrence. The Province is more or less centrally located in the Maritimes Basin, a large intermontane basin within the Appalachian orogenic belt. The Maritimes Basin is subdivided into sub-basins and uplifts which exhibit two dominant structural trends: east and northeast. The Basin is known to be petroliferous because of the seeps, shows, oil shales and albertite found in southern New Brunswick and northern Nova Scotia and the gas and oil produced from the Stony Creek field near Moncton, New Brunswick.Permian beds are exposed on the Island, mostly along sea-cliffs. A maximum thickness of about 5,000 feet of red beds -shales, sandstones and conglomerates -make up the sequence. Over most of the Island, the Permian section is much thinner. Four key wells (Mississippian tests) and several shallower tests have been drilled. The Pennsylvanian-Mississippian section thickens rapidly off the Port Hill Uplift at the northwest, where it is less than 4,600 feet thick, and continues to thicken to about 20,000 feet in the Cumberland Basin at the southeast. Geological and geophysical data combine to give us the structural picture of the deeper beds.Prospective reservoir rocks are primarily in the Missis-sippian Horton and Windsor groups. Prospects are:-1. on or over structural highs in the basement; 2. on anticlines or fault highs; 3. over or peripheral to salt domes or salt-core anticlines; 4. at truncation pinchouts of Mississippian prospective beds; 5. in basal sandstone or granite wash on the pre-Carboni-ferous basement; and 6. in facies traps at changes from sandstone to shale or porous to tight carbonate rocks."

The methods employed for the addition of uranium to steels and cast iron in the Physical Metallurgy Division are outlined. It has been found that the segregation of? uranium is a major problem in aluminum and/or silicon killed steels and that the cooling rate is important in al-lowing the segregate to settle to one area, which can subsequently be discarded. The unsegregated areas were found to be extremely low in total oxygen, acid insoluble aluminum (AizOg) and, in some cases, slightly lower in nitrogen. Uranium recoveries, based on analyses of the unsegregated areas, were quite constant, at about 45 per cent, regardless of the type of uranium master alloy used for the addition. No segregation of carbon, manganese, silicon, sulphur, phosphorous, chromium or copper was observed in these steels. In commercial heats, the recoveries ranged from 7 to? 29 per cent for ladle additions to oxygen converted steel. When the steel was fully deoxidized prior to the uranium addition, recoveries ranged from 49 to 66 per cent, regardless of the steelmaking process.

Iron ore, when subjected to reducing gases at a temperature suitable for reduction of the oxide but not high enough to melt the ore or metal formed, is converted into metallic iron. The product, being the original piece of iron oxide minus its oxygen, is sponge-like in appearance when viewed under a magnifying glass, and hence is called 'sponge iron. Sponge iron was probably the form in which some of the first iron was recovered from the ores. As early as the eighth century the Catlan forge developed into a low shaft furnace known as the high bloomary, in which iron was produced in the form of a pasty mass. These furnaces were increased in height, and with increased temperatures came the production of liquid cast-iron, at first undesirable because of lack of knowledge of methods for working it. In 1340 the first true blast-furnace was built iri Belgium. Some castings were made, but the greater part of the iron was converted into wroughtiron blooms by a crude puddling process. Charcoal was the universal fuel until the latter part of the seventeenth century, when coke was first used in England. Larger scale developments of methods of refining pig-iron followed. In I 885 Bessemer built his first converter in England, and within a few years the Siemen' s regenerative open-hearth furnace was developed, also in England, to produce steel. Then followed the enormous expansion in the metallurgy of iron. The idea of a direct process for the production of iron and steel has persisted during all of this time.

Proper calibration of portable gammaray spectrometers and spectrometric logging equipment is essential if they are to be used for accurate quantitative determinations of radioelement concentrations. In the case of both types of equipment, it is necessary to determine the system calibration constants (stripping factors and sensitivities). In the case of borehole logging equipment, it is further necessary to determine the system response characteristics if the data are to be computer processed to improve the accuracy and resolution of the logs. Facilities are now available near Ottawa for the complete calibration of portable gamma-ray spectrometers and spectrometric logging equipment, in addition to already existing facilities for calibrating airborne gamma-ray spectrometers. Limited additional facilities are also available or planned in several other areas of Canada.

The Ilo Smelter has been continuously operating since 1960 with Reverberatory furnaces and Pierce Smith converters producing blister copper. The original installed capacity of 1.134 tons per day of concentrated was expanded in 1976. A process of modernization started in 1995 and 1998 with the installation of an El Teniente Converter, a sulfuric acid plant and an oxygen plant to reduce the gaseous emissions to the atmosphere. With the official approval of the Environmental Compliance and Management Program (Programa de Adecuaci6n y Manejo Ambiental - PAMA) in January 1997, Southern Peru Copper Corporation made a commitment to capture 91. 7% of the S02 generated at the smelter by January 2007. After an evaluation of six different technologies, the ISASMEL T process was selected because it can be easily adapted to the present operation, has a lower capital cost and it is a simple process. The fast learning curve to reach the total capacity will allow to fulfill the PAMA commitment in time. The project construction is in process and SPCC is prepared for a successful start-up and transition of the current operations at the end of year 2006. This paper outlines the factors considered by SPCC in its choice of ISASMEL T technology and describes the construction and the start-up activities of the new facilities.

"Agnico Eagle LaRonde produces over 300,000 ounces of gold annually, along with silver, zinc and copper by-products. The LaRonde plant consists of a conventional SAG and Ball mill circuit, followed by flotation. Load management is imperative for maintaining stability in grind size and ensuring consistency of the flotation feed. In flotation, the mass pull profiles of the cells and reagent dosage rates need to be managed to maximize recovery, while maintaining product quality. This is achieved by controlling the air, level and reagent addition set-points across the circuit. However, disturbances such as feed size distribution, ore hardness and mineralogy make it challenging to maintain efficient control using traditional control techniques. LaRonde therefore worked to develop a progressive control strategy, targeting stability and optimization. This started with a year-long instrumentation upgrade campaign, focusing on optimizing the performance and reliability of plant-wide instrumentation. The process was then optimized, leveraging AwaRE advanced controllers running in closed loop with PARC modules embedded within the PLC. The installation of 8 PFC cameras in flotation changed the flotation operation from a level and air control based strategy, to one that controls mass pull. This new control philosophy has allowed the plant to effectively manage mill load, improving grind size and providing increased throughput with better flotation performance.INTRODUCTION Background Since 2015, Agnico Eagle LaRonde has been conducting an optimization campaign to maximise the performance of plant assets leveraging instrumentation and control. The grinding and copper flotation circuits were identified as the areas having the greatest opportunities and value proposition for advanced control. A disciplined approach was followed to design and implement a progressive control solution to achieve operational excellence."

Caland Ore Company Limited, a subsidiary of Inland Steel Company of Chicago, Illinois, leased an iron ore deposit from Steep Rock Iron Mines Limited on January 1, 1953.. This deposit lay underneath a lake and was covered with 161,000,000 cubic yards of Jake bottom material, mainly silt. Removal of this material was done on a contract dredging basis. This contract was divided into a plant phase and an operating phase. The plant phase consisted of supplying two cutter-type suction dredges, each with two booster pumps in the discharge lines. All six pumps were centrifugal, had 36" discharges and were powered by 10,000 horsepower electric motors. Peak demand was 59,157 kilowatts. One hundred and forty miles of steel tower line were built to bring power to the site. The balance of the plant consisted of tugs, 12 miles of discharge line, varying from 36" diameter to 42" diameter and attendant land-based equipment. A number of interesting dams were constructed

"Quebec Cartier Mining Company is currently mining a low-grade iron ore deposit in northeastern Quebec. The Company is producing some 8,000,000 dry gross tons of concentrates per year, grading about 66 per cent iron. The pit, which is located on the keel or hinge line of a fold, will eventually be about 1,000 feet deep with a surface area of 8,000 by 2,600 feet. The most significant structural discontinuities in the mine are the natural bedding planes and secondary perpendicular joints. The exposed walls are subjected to a sub-Arctic climate and heavy blasting occurs approximately six times a month.QCM utilizes design and operating techniques to control rock fall. Steps are also being taken to analyze the ultimate over-all pit slope stability."

"This paper describes development of an integrated chloride process for separation and purification of REEs. The process includes atmospheric leaching of ore/concentrate with mixed chloride lixiviant containing HCl and MgCl2 followed by bulk recovery of REEs, dissolution of the bulk intermediate product, and separation of individual REEs by solvent extraction (SX) process steps. Mixed chloride leaching technology provides the opportunity to regenerate the lixiviant, while the addition of MgCl2 in HCl enhances the hydrogen ion activity by orders of magnitude increasing REE extraction efficiency at a lower concentration of HCl. An individual REE separation process developed by Innovation Metals Corp. is being piloted at a state-of-the-art facility at Process Research ORTECH Inc. in Mississauga, Ontario, Canada. The SX process includes the separation of light REEs (La – Nd), medium REEs (Sm – Gd) and heavy REEs (Tb – Lu plus Y) from leach liquor followed by individual REE separation. Each SX circuit proceeds by multistage extraction followed by scrubbing and stripping. The process is chloride based and reagents are recycled, reducing waste generation and optimizing water usage to reduce environmental impact.INTRODUCTIONRare earth elements (La to Lu plus Y) exhibit a range of unique magnetic, electronic, catalytic and optical properties. Due to these special properties, the application of REEs is increasing and they are found in components for wind power generation, hybrid electric cars, catalytic converters, and many electronic devices.Rare earth elements (REEs) are commonly divided in two groups: light rare earth elements (LREEs) and heavy rare earth elements (HREEs). Light rare earth elements include elements from lanthanum (La) to neodymium (Nd). Although promethium (Pm) is considered an LREE it is unstable and scarcely occurs in nature and is generally excluded. Heavy rare earth elements include elements from samarium (Sm) to lutetium (Lu) plus yttrium. Although rare earth elements are not rare and the rare earth oxides are scattered around the globe, over 95% of REEs+Y are currently produced in China (Pitts, 2011). On one hand the Chinese government is restricting the export of rare earth elements and on the other hand the demand for REEs+Y is increasing in the rest of the world. This has created an imbalance in the supply and demand of rare earth elements and has led to a rush for developing new rare earth projects."

Machinery Systems Division (MSD) in the Institute of Mining Engineering at Wroclaw University of Technology specializes in belt conveying systems analyzing, calculating and design. Within the division operates the certified Laboratory of Belt Transportation (LTT) and Laboratory of Rollers. Since few years, a group of several people have begun work on developing a comprehensive system for the automatic evaluation of condition of conveyor belts working in the mines. Group uses both magnetic devices developed by specialized companies servicing belts and its own machine vision system developed for assessment of belts covers and edges during belt movement (up to 7 m / s) on the specially designed for this purpose the test conveyor. Recently they have got the research grant funded by the National Centre for Research and Development (NCBiR) for development of the system for automatic diagnosing of conveyor belts? condition and aiding of rational belt management. On the basis of previously created diagnostic tool called ABCDE (Automatic Belt Condition Diagnostic Equipment) the five modules: vision-A magnetic-B, preventive-C, forecasting?D, and determining safety factor-E will be developed. They will automatically interpret data about conveyor belts? condition to indicate the extent and timing of repairs, to prevent failures and to select the optimum moments for their replacements. The system will use results of ongoing research & development and planned research concerning modeling of belt wear using evolutionary genetic algorithms. The reached stage of research can not yet allow to start the implementation work by potential users. It is therefore necessary to pursuit research in real scale, the development of new modules (C-E) and intensive testing of the system in working condition with system calibration to optimize the economic effects.

"Even though acid mine drainage is an old problem, particularly in coal mining areas, its appearance in the form of a major environmental hazard in the hardrock mining districts of Ontario was unexpected. The yellow and amber coloured wastes that characterize an acid mine drainage situation were first noted by the Ontario Water Resources Commission in the uranium mining Elliot Lake district. Problems of a similar nature were also noted in the copper-lead-zinc camp at Manitouwadge, the nickel camp at Sudbury and at numerous isolated base metal properties, both in and out of the Province of Ontario.Without exception, when acid mine drainage type effluents were evident, the specific companies involved worked sulphide or sulphide-associated ores. Without exception, the ore bodies contained quantities of iron sulphide (in various mineralogical forms) and, without exception, the milling circuits serving these operations were such that the iron sulphides were rejected to the tailings areas as waste.Once in a tailings area and after a varying period of time, iron sulphides react to form water soluble salts which, when discharged in the effluents from the tailings area, can affect stream chemistry and stream ecology.It is not unusual that the minerals pyrite, marcasite and pyrrhotite (all iron sulphides) react to form a stable oxide under atmospheric conditions. The law of stability of rocks and minerals, for instance, states that rocks and minerals are stable only in the environment of their formation and, as the environment surrounding them changes, the rocks and minerals tend to change to other species which are relatively more nearly stable under the conditions of the new environment (a). Under atmospheric conditions, iron oxide exhibits a greater stability than iron sulphide."

Sapping and mining have constituted an important part of siege operations ever since powder came into general use in Europe. Before this period, famine was the main weapon in the hands of the besiegers, and the history of the middle ages is replete with accounts of sieges lasting two and three years. With the advent of explosives, a position impregnable to assault might be readily won by mining under, and blowing up, its defences. The natural offensive against this method of attack is to countermine and stop the attackers underground before their objective is reached. Thus developed the art of military mining. The French and British, in the Peninsular war, were adepts at this method of warfare, and the explosion of a mine and the formation of a breach were the usual preludes to the general assault of a position. In the Crimea, at Sebastopol, the British and Russians did a lot of underground fighting, as the old maps of their galleries, now in the museum at Chatham, will testify. In the siege of Port Arthur, in still later times, the Japanese and Russians were hard at it as well.
