To a bank that granted his request for a loan, the late American humorist Robert Benchley responded, `I don't trust a bank that would lend money to such a poor risk'. This quotation is unlikely to be the norm among mining companies that secure project financing. However, a poor appreciation of one of the key risks of a mining project, the reserves, often results in disastrous financial consequences. This conclusion is the subject of the discussion and analyses presented in this paper.

Flotation columns represent an important addition to flotation practice. Columns have largely replaced. conventional machines in molybdenum cleaning in Canada. Columns have been successfully tested on bulk copper/molybdenum cleaning at Gibraltar Mines Ltd. A rougher cleaner/scavenger cleanercombination was shown to be capable of giving higher grades and recoveries compared with three stages of conventional cleaning. A control strategy for the columns has been developed. An interaction between gas hgldup and wash water rate has been exploited to control performance.

Some possible sources of improved and new technology are considered, together with the constraints to its introduction into the industry. Petroleum and mineral exploration share a common objective; to find and exploit commercial reserves of the desired commodity. Some exploration techniques are similar, others widely different.In peripheral matters such as permits, regulation procedures, land and compensation, there are many similarities. Despite this, the percep-tions and expectations of landowners and other interested parties reflect to a large extent the methodological differences between mineral and petrol-eum exploration. This can cause compensation demands and regimes to be vastly different in the two sectors.

The Agnew Nickel Mine has a short his-tory of mining activities. However it has experienced a large variety of ground support problems. These problems relate to geological, hydrological, geomechanical, structural and mining techniques. The majority of the prob-lems occur in other underground mines. How-ever the large serpentinite hosted ore body which contains over 80% of the ore has prob-lems rarely encountered in other mines. Sol-utions to the problems are only being gained by understanding the factors creating them.

A Conveyor Belt Fire Test Program was initiated in 1985 by the Approval and Certification Center (A&CC), Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The purpose was to evaluate the effect of entry air velocities on the burning properties of mine conveyor belts and assess fire test data from large- and small-scale tests. Belts meeting the fire-resistant standards of MSHA and agencies of other countries were tested in small- and large- scale fire tests.

Arm Royalty systems of different types are used throughout Australia by both state and federal governments to raise revenue and thus facilitate in the proper distribution of mineral wealth. Royalty systems should be neutral and equitable but by their very nature these objectives are impossible to obtain. Because of the individual nature of mineral deposits, in particular variable cutoff grades and tonnages, governments should be aware of the possible trade off between short and long term gains of the particular royalty scheme introduced.

Progress on this project will be verbally reported and a description given of the main features. A detailed feasibility study was completed in December 1986, and the Joint Venture has issued an Environmental Impact Statement. This was open for public comment until 16 February. Issues presently being considered include economic justification traffic, air quality, noise, marine fauna and flora, visual impact, heritage and construction impact. Detail design and construction is likely to commence in mid 1987, following determination of the above matters.

Over a four year period from 1984 to 1987, a broad range of ground conditions were experienced in recovering old workings at the Walhalla mine in central-eastern Victoria. Access to the ore zone was gained via old workings and new development. The work included: Recovery of vertical and inclined shafts. Recovery of collapsed winzes. Recovery of level drives and crosscuts. Spiling through broken ground and old mullock. Pre-grouting of caved zones. New development using small-scale rail equipment and "bobcat" Loaders.

The effect of leaching three samples of Mt Weld ore with a-hydroxysulphonic acid [(CH3)2(COH)SO3H] was assessed. Apatite present in the samples was found to be readily soluble but calcination up to 600¦C was required to increase the solubility of crandallite. Increasing the calcination temperature increased dissolution of both phosphate and alumuuum. The optimum SO2 content in solution for the dissolution of crandallite ores was found to be lower than for apatite.

To study the ventilation of a mine (improve on the existing situation, examine extension projects) the calculation program used must take into account all the resistance values in the branches of the network. These resistance values are generally determined by measurements, which are accurate to a greater or lesser extent. In order to arrive by calculation at the flowrates measured :n the mine at a given moment, the resistance values have tto be adjusted experimentally. This manual operation is lengthy and delicate.

The maximum gas emission into underground workings can be predicted by the use of established methods which have world wide recognition. Changes in gas emission and the influence of the gas and geological environments during longwall mining at Pacific Colliery, were found.to be a typical. The relationship between longwall mining and gassy conditions is found to vary from the European experience because of the different mining and geological conditions encountered, and the higher productivity achieved, by single longwall panels in Australia.

This operation is an initial two million tonne per annum mine, located in South Kalimantan, Indonesia.The paper places emphasis on some of the more unique infrastructure development and operational challenges that exist in such a remote location environment.A brief summary is also given of the Indonesian coal industry, its direction and position as a significant coal producing competitor for Australia.

Problems with the cyanidation of copper-gold ores Copper-rich gold ores are becoming increasingly important both within Australia and overseas (Dayton, 1982; Deng and Muir, 1994; Muir et al, 1993; Sceresini and Staunton, 1991; Solis, Hefter and May, 1995; Wall, Hornby and Sethi, 1987). In Australasia alone over 30 copper-gold deposits have been reported (Muir et al, 1993). Table 1 lists several of the deposits that have been processed. The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

The Australian mineral industry involves a diverse range of expertise and skills. Within that, the mining industry, representing mine planning, mine management and equipment operation, has capital intensive, high productivity equipment and a small but skilled workforce. Continuing education for all personnel in the workforce after formal school courses will be an important contribution towards improving competitiveness. The non-tertiary sector represents a significant proportion of the workforce and requires as much attention as the tertiary educated group. Competency Based Training is now being developed for the mining industry in Australia under the National Training Board and the mining industry is well represented in establishing standards and curriculum. TAFE is a major source of accredited courses but some mining companies are also developing internal courses not necessarily for external accreditation. Articulation of such accredited courses to tertiary mining engineering courses has been considered. The education and training of equipment operators through continuing education requires attention to operating skills, an understanding of the productivity factors under the direct influence of the operator and providing product quality to the customer. The education and training of mining engineers has been widely covered and continuing close involvement of the mining industry is required to ensure well balanced courses in technical and interpersonal skills as well as motivation to continue learning for life. Postgraduate research is a part of continuing education but the mining industry has to continually address the adequate recognition of post-graduate qualifications for the increased technical or management expertise and the development of better analytical and problem solving skills which can be directed towards improving competitiveness. More attention has to be paid to providing adequate financial incentives to attract suitable students, particularly after attaining some experience, and to address their professional career path with a company so they are not significantly disadvantaged by undertaking post-graduate studies. The Chartered Professional Engineer status as provided by The Institution of Engineers, Australia to qualified candidates is being considered by The Australasian Institute of Mining and Metallurgy as a further recognition of a member's specific expertise and competence in mining and metallurgical engineering. Continuing education plays a major part in the maintenance of the expertise and competence required for a professional engineer to develop and also to retain chartered status. Continuing education will be a significant part of the education and training of all the mining workforce towards improving the competitiveness of the mining industry. The major challenges will be the motivation of all towards lifelong learning and the integration of the various programs towards providing the opportunity for a steady and satisfying career progression.
