Thank you for the invitation to this forum today. I have a hectic schedule in the Mabo legislation process but it is important not to lose sight of the bigger picture and to attend today to talk to you about the Government's role in the development of our country.More importantly, I hope over the next couple of hours to get some feedback on developments in this area from people very much involved on a day to day basis.

Some of the problems of flotation, un- Solved in the mid-1950s, and possibly still unsolved today, are discussed with emphasis on dynamic aspects. These prob- lems include the nature of the air-water interface, particle-bubble contact and bubble attachment, and the effect of par- ticle size. Questions are also raised on the possible influences of the variability of minerals on flotation, particularly variations in composition and in foreign inclusions, both solid and fluid.

The reasons for including treatment of water in Whites and Intermediate open cuts in the overall rehabilitation strategy are given in the introduction. The target quality of the treated water also is discussed. Equipment selections are reviewed and reasons given as to why certain choices were made. The differences between this plant and an ore dressing mill are highlighted. An outline of the operating procedure is included along with a basic flowsheet. Cost estimates are briefly Discussed.

Direct seeding or regeneration of vegetation in Australia has been occurring in nature for about 400 million years! From the 1870's till the 1930's, direct seeding by man was used in the south-west of Victoria as a method of re-establishing native vegetation on broadacre farmland. The introduction of improved exotic pasture grasses and the wide-spread use of superphosphate from the 1930's lead to its demise as a farmland revegetation technique.

Digital computer based control systems are used to implement control and monitoring over most unit operations in Mount Isa Mines Limited lead-zinc concentrator and copper concentrator. Implementation has been gradually devel- oped and expanded since the first process computer installation in 1969. Operations currently using high level control logic include crushing, grinding, on-stream analysis of flotation products, flotation reagent additions, and tailings thickening. Details of gains in metallurgical efficiency for each system are considered.

Currently there is considerable interest in the production of DRI in Western Australia to take advantage of intense interest from the Asian market. Most DRI is produced using gas-based processes and is used as a feedstock in electric arc steel furnaces, otherwise known as mini-mills. This paper critically examines the technical and economic issues of various gas-based DR processes available today and recommends the most effective and attractive processes suitable for Western Australian iron ores.

The long term energy demands in South Australia are such that there is a distinct possibility that one of the lignite deposits in the State will be exploited to feed a pulver- ised-fuel power station. Bowmans lignite deposit is the largest lignite deposit in South Australia and is considered to be a contender. The deposit is ideally situated (100 km north of Adelaide) but the quality of the lignite is poor (see Table 1). TABLE 1

Ultraviolet and infrared spectroscopic analyses and the extended lluckel molecular orbital method were applied to determine the electronic and binding states of 2-mercaptobenzothiazole and the adsorption system of 2-mercaptobenzothiazole on pyrite. 2-mercaptobenzothiazole exists rather in thione form than in thiol forru and the two adsorption peaks in solution were assigned to both 7t--?rt* transitions. 2-mercaptobenzothiazole chemically adsorbs on pyrite mainly due to forming the bond between iron (pyrite) and sulphur (2-mercaptobenzothiazole).

The results of calibration trials conducted on parachute stoppings under a recently completed NERD&DC grant are presented. Applications of parachute stoppings, for rapid regulation and control of ventilation networks are described including use in mine recoveries, sealing sections and rescue work. Parachute stoppings are one of a series of non-rigid ventilation control structures specifically designed for quick installation in emergency situations, for use in high production/rapid advance areas and areas suffering roof-floor convergence.

An understanding of the way that solutes are transported in mining or natural environments is essential to the development of sound strategies for managing waste disposal. Research on miscible pollutant movement in unsaturated porous media is carried out both experimentally and numerically. Results of numerical modelling are obtained by solving the groundwater flow equation and the solute transport equation. The finite element method is employed and comparisons between simulation results and experimental data are found in remarkable agreement.

The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

The installation of truck turntables at above-ground crushers has the potential to yield gains in efficiency and productivity by eliminating the need for the trucks to turn around and reverse up to the crusher to dump their loads. The benefits include savings in time, fuel consumption and tyre wear. In addition, having a smaller area near the crushers dedicated to manoeuvring the trucks can be a significant benefit at some sites. Safety is also enhanced using turntables.This paper describes a project with the Australian Turntable Company to develop software that generates near-optimal layouts for the paths taken by the trucks in the vicinity of the crushers when turntables are present or absent. The geometry of the paths is constrained by the turning radius of the trucks and by the boundary of the manoeuvring area. The software quantifies the benefit of installing turntables by generating a design for paths with turntables and comparing it with the layout in current or planned use by the mining company. Variations in many aspects of physical and chemical grade are often of concern to mining operations and mineral processing plants. In most circumstances these amounts of variation are predictable. At the time of planning new operations, we should be able to predict the amount of sampling and testing variation which our sampling devices, laboratory procedures and on-stream analysis devices will achieve. We should know how well our stockpiles, reclaimers and bins will homogenise material (or whether segregation will actually increase the amount of variation). We should be able to predict the amounts of variation that will occur on the important time or tonnage scales at the crucial p oints in our proposed operation. And once these amounts of variation are reliably known, mine planning will seem a little bit more like dealing with known knowns rather than like dealing with unknown unknowns.The first step towards quantifying amounts of variation for planned operations is to assess amounts of variation for existing operations. How many operations have estimates of amounts of variation in their databases? How often are people able to partition amounts of variation into amounts due to sampling error, amounts due to sample preparation, amounts due to assaying, and the amount of real variation in the stream of material?CITATION:Robinson, G K, 2012. The increasing mining depths of South African gold mine deposits are resulting in ever-increasing heat loads associated with depth and the geothermal gradient. Together with changes in the mining horizons brought about by the depletion of older, shallower, high-grade reserves, this leads to the need for the continuous review and redesign of cooling requirements. Traditionally, cooling requirements were met by using a combination of cooling strategies, including bulk air cooling on surface and underground. If this proved to be insufficient, chilled service water and secondary remote air-cooling systems were introduced. This paper reviews these practices in order to provide a cost-effective means of catering for the introduction of hydropower at the Gold Fields Ltd South African operations. Some of the equipment that has been developed to meet the requirements of both hydropower and refrigeration includes hydropower fans, cooling coils and in-stope venturis. These are individually described and discussed, together with their roles within the greater strategy. The planned change in the cooling strategy and the employment of these technologies have effectively doubled the cooling available, from 10 MW to more than 20 MW, extracted from the hydropower water used to drive the mining equipment. In conclusion, the cooling strategy described allows a total heat load of approximately 52 MW to be successfully ventilated and cooled through the use of combined surface and underground refrigeration installations, and through the use of hydropower-chilled water.

In mining operations, the removal of overburden to expose the ores is achieved by rock blasting using ammonium nitrate based explosives, eg ammonium nitrate-fuel oil mixtures, commonly known as ANFO. However, ammonium nitrate can react with pyritic shales that are often found in many mines, leading to premature detonation or spontaneous explosion. In order to minimise the occurrence of spontaneous explosion, the reactivity of the shale in a mine must be assessed. This will provide a better understanding of blasting risks and thus will improve the safety and the cost efficiency of blasting through the selection of appropriate explosives. In this study, shale samples were collected from different locations in Western AustraliaÆs Mt Whaleback iron ore mine and geochemically characterised. The reactivity of the shale samples towards ammonium nitrate and ANFO was investigated using a combination of large-scale firing range tests and laboratory isothermal reactor tests. Results of the firing range tests show that the reactive ingredients of the shale are the limiting factor for the reactions between shale and ANFO. Based on the firing range test results, further isothermal reactor tests were conducted to investigate the reactivity of shale samples towards ammonium nitrate under controlled conditions. Analysis of the results from the firing range tests and the isothermal reactor tests shows that there are correlations between the reactivity of shale samples and several geochemical characteristics such as sulfate, sulfur, ferrous and zinc content.

Despite advances in technology, the Australian underground coal mining industry continues to have incidents involving spontaneous combustion. Managing these incidents relies heavily on understanding the state of the event as it develops and controls are applied. Gas analysis plays a major role in aiding this interpretation. This interpretation is based upon laboratory testing of coal samples under conditions very different to those found in an underground coal mine. This paper will explore the links between laboratory data and actual events. It will highlight the difficulties of using laboratory data. It will outline the relevance of laboratory data and how it can be usefully applied to manage spontaneous combustion events as well as in establishing relevant trigger action response plans to facilitate early detection and control of such events. The paper will identify some of the factors that need to be applied when adapting laboratory data to apply to the underground coal mine. It will outline the need for comprehensive knowledge of the local conditions and gas concentrations to be expected at all locations in an underground coal mine. Further, it will demonstrate the need for mine environment monitoring to go beyond simply measuring gas concentrations but also to include reliable atmospheric pressure, temperature and air velocity monitoring.CITATION:Cliff, D, 2013. Rock mechanics involves characterizing the mechanical properties and behaviour of rock material and the natural discontinuities of the rock mass, while rock engineering is concerned with specific engineering circumstances, for example, how much load will the rock support and whether reinforcement is necessary. Rock engineering models developed depend considerably on the input data such as boundary conditions, the properties of rock material and rock mass. Correct evaluation of these properties frequently requires laboratory and in-situ tests, supplemented with a high degree of experience and judgment. Accordingly, since 1974, the ISRM Commission on Testing Methods has spent considerable effort in developing a succession of the ISRM Suggested Methods (SMs) for different aspects of rock mechanics and rock engineering with the contribution of a number of working groups and cooperation of some other ISRM Commissions. This paper emphasizes the need and importance of standardization of rock testing methods within the context of the ISRM SMs, gives a guideline for developing ISRM SMs and finally discusses on some implementation and contractual issues associated with rock testing and experienced in practice, and briefly introduces main future trends in rock characterization, testing and monitoring. The eastern part of the Yangtze craton (eastern China ) is marked by a number of medium to small size porphyry Cu-(Au-Mo) deposits. A detailed geochronological study and existing data suggest that these deposits were emplaced in the 144 - 136 Ma interval. They are spatially and temporally related to voluminous mafic and alkaline magmatic rocks ranging in composition from gabbros, syenites, A-type granites and their volcanic counterparts. This indicates that the porphyry Cu-(Au-Mo) deposits in the eastern Yangtze craton were generated in an intra-craton extensional tectonic setting, which is distinctly different from the compressive environment of oceanic or continental arcs of the Pacific Rim where numerous giant porphyry Cu deposits were formed. Members of The Australasian Institute of Mining and Metallurgy are engaged in locating, extracting, processing, marketing and converting the worldÆs mineral wealth for its consumption in a useful form. We have an ethical responsibility as professionals to carry out our roles in such a way that we seek to optimise the recovery of that wealth for the benefit of the community, not only now, but also in the future. To be able to optimise, we must be able to measure with confidence the value of the commodity through the various stages of treatment from discovery of a geological anomaly to the end use. This introductory paper will provide an overview of some aspects of the issue, including the possible extension of the coverage of The InstituteÆs Codes to production accounting and reporting.

Outbursts of coal and gas are coupled both in their nature and mechanism and take place under varied sets of physical and geological conditions. The main interacting factors are geology and seam structure, seam gas composition and pressure and strata stress. By pre-draining the seam gas in advance of workings one of the factors contributing to outbursts is removed. One method of pre- draining gas from the coal seam or from areas of geological disturbance is to drill long horizontal holes in the coal seam. The technology to drill horizontal holes up to 600 m in the coal seam is now available by hydraulic control of the rotation and thrust on the drill bit and accurate survey methods to determine the vertical and horizontal position of the drill bit.
