Gold mining cyanide-bearing solutions can pose a risk, cause significant wildlife deaths and adverse public relations and result in non-compliance with regulatory conditions. The International Cyanide Management Code for the Manufacture, Transport and Use of Cyanide in the Production of Gold (the Code) was developed as a voluntary code to encourage industry-wide improvements in managing cyanide responsibly. The Code requires design and implementation of robust monitoring programs for compliance under the following standards of practice: 4.1, 4.4 and 4.9. A robust monitoring regime can be complicated as each processing and tailing system is different. The following systems are commonly used in Australia: carbon-in-leach (CIL); carbon-in-pulp (CIP); heap leach process ponds; tailing waste disposal systems; peripheral discharge, central discharge and in-pit disposal. Some terrestrial wildlife can be denied access by fencing tailing storage facilities (TSFs) or other physical barriers, therefore limiting wildlife interaction with cyanide-bearing tailing and solutions to mainly birds and bats. While wildlife monitoring programs for processing and TSFs contain similar core attributes, it is necessary to adapt monitoring to take into account the site-specific features of each system. These core attributes are discussed in this paper, with reference made to cyanide concentration and associated methodologies. The issue is considerably complicated if tailing solutions are deemed or discovered to be toxic to wildlife. Essentially cyanides are required to be measured to gain an understanding of the concentrations to which wildlife may be exposed. This usually equates to measuring the cyanide concentration of solutions entering and leaving a tailing system. To assess the risk to wildlife presented by tailing and heap leach systems it is necessary to monitor both the hazard (cyanide concentrations) and the exposure (live wildlife species, presence and interaction). These tasks need not be arduous and a system of simple frequent monitoring has been developed and implemented for Code compliance. The wildlife monitoring developed by Donato Environmental Services (DES) and used at mining operations departs from the industry norm. It documents observer effort, live wildlife presence, habitat and behaviour in a tailing system, as well as deaths and carcasses. A greater understanding of wildlife cyanide toxicosis associated with this monitoring approach will enable mining companies to adopt a proactive approach to significantly reduce, or preferably eliminate, the impact on wildlife and assist in gaining Code compliance.

The Ranger Project Area covers 78.6sq km and is approximately six km east-west by 14km north-south (Fig. 1). The area is known to con- tain two uranium orebodies, Ranger No. 1 and No. 3, two uranium occurrences, Anomalies 4 and 5 and three significant radon anomalies, Ranger 18, 19 and 48. The Ranger No. 1 and No. 3 Orebodies con- tain approximately 120 000 tonnes of U308 in highly chloritised metasediments of the Lower Proterozoic Cahill Formation. The orebodies occur as suboutcrop and exhibit significant radiometric anomalies. These occur within approximately 400m vertically of the projected unconformity with the sandstone of the Middle Proterozoic Kombolgie Formation. Oxidised and reduced uranium minerals occur in quartz-rich schists containing variable muscovite, chlorite and sericite and in the chloritic matrix of chert breccia. Secondary uranium minerals namely saleeite, metatorbernite and gummite associated with earthy iron oxides occur from the surface to 50m depth in No. 1 Orebody and up to 80m depth in No. 3 Orebody. Below the oxidised zone, uranium occurs as pitchblende finely disseminated throughout sequences of quartz muscovite chlorite schist up to 150m thick and as open space fillings in zones of structural deformation. The uranium-bearing schists directly overlie up to 300m of dolomite and magnesite containing minor interbedded schist units and are themselves overlain by approximately 2 000m of more micaceous schists of the upper part of the Cahill Formation. Regional metamorphism has occurred to at least amphibolite facies and has been followed by retrograde metamorphism to a greenschist facies equivalent. The metasediments are intruded by granitic pegmatites and dolerites. Uranium is associated strongly with chlorite of which there are at least five textural varieties. Not all of the various generations of chlorite have associated uranium. Graphitic schist horizons occur which are often less than one metre thick and discontinuous. These are best developed at the base of the quartz chlorite schist sequence where uranium grades up to 1 000ppm U may extend for several hundred metres beyond the main ore zone. The installation of on-line analysis systems in the open-pit mines of the Public Power Corporation SA (PPC, the state-owned electricity entity of Greece) is considered to be the key-parameter for performing improved quality control and blending/homogenisation of the produced lignite. In order to investigate the accuracy of these systems under the site-specific conditions of the Greek lignite deposits, a research project was carried out. This was necessary since there is lack of experience in using on-line analysers in mines that produce a fuel of such a poor and largely fluctuating quality. After thorough market research, a dual energy gamma ray transmission on-line ash analyser was installed in Kardia mine of Ptolemais û Amynteon Lignite Centre, which is located in West Macedonia, Greece. The initial results obtained after the realisation of a series of dual-comparison trials (ie using two series of reference values that allow three-way comparisons) pointed out several problems that obstacle the achievement of high accuracy on-line measurements. More specifically, the measurements obtained by the analyser were higher than the concentrations determined by the two laboratories when the ash content was lower than 12 per cent (in wet basis). On the contrary, when the ash content was higher than 12 per cent, the measurements of the on-line analyser were lower than the concentrations determined by the laboratories. In other words, the range of the measurements obtained by the analyser was narrower than that corresponding to the lab analyses results. Therefore, the use of this on-line analysis system under the site-specific operating conditions of Kardia mine does not guarantee improved quality control of the lignite fed to the mine-mouth located power plant. Most probable reasons that explain the above-mentioned problems are the following: The frequent and widely ranging fluctuations of the chemical and mineralogical composition of the lignite transported by the conveyor belt, especially as far as its calcium content is concerned. This result from the nature and the origin of the mineral matter co-excavated with the lignite, which varies from calcareous marls to sands and clays rich in aluminium and silica minerals. The upper Arkansas River south of Leadville, Colorado, USA, contains deposits of fluvial tailings from historical mining operations in the Leadville area. These deposits are possible non-point sources of acid and metal contamination to surface- and ground-water systems. We used stable-metal isotopes to help ascertain metal retention and release mechanisms that influence metal transport from the deposits to shallow ground-water systems. To accomplish this, we excavated an intact core from a small fluvial tailings deposit and performed laboratory column experiments to examine the amount of metals leaching through the core. Deionised water was continuously applied to the top of the core, and effluent was collected from the bottom of the core for a period of about two months. Three saturation conditions were used, including unsaturated, partially saturated, and fully saturated. Reducing conditions developed upon partial and complete saturation of the core. During the unsaturated leaching phase, core effluents were acidic (pH 2.8 - 3.5) and contained elevated metal concentrations. During a portion of the unsaturated leaching phase, stable-metal isotope spikes and conservative tracers were simultaneously applied to the top of the core. The isotopes provide a means to delineate metal behaviour within the core. During the unsaturated leaching phase, the isotope spikes did not exhibit breakthrough with simultaneously added conservative tracers. However, some of the stable-metal isotope spikes did break through when reducing conditions occurred in the core (during the partial- and completesaturation conditions). In this paper, we use Cd as an example of the utility of stable-metal isotopes in geochemical studies. In the case of Cd, after the core was partially saturated, the 111Cd spike was released as evidenced by a change in the Cd isotope ratios in the effluent. This release continued during the fully saturated leaching phase, however, the total Cd concentration did not increase. These results suggest that the 111Cd spike was retained inside the core during the unsaturated leaching phase, and only partially released as reducing conditions developed. Results from this core-leaching experiment indicate there is a large reservoir of water-soluble material within the fluvial tailings deposit, which yields elevated metal concentrations and high acidity, and which may degrade adjacent ground- and surface-water quality. Use of stable metal isotopes in this study facilitated the determination of different metal-retention processes, metal-release processes, and metal sources in the fluvial tailings deposit in response to changing geochemical conditions.

The Eagle on the Hill tunnels form part of an upgrade of Mt Barker Road, 15 km to the southeast of Adelaide. The upgrade significantly improves safety and reduces delays on this major road, which winds steeply through mountainous terrain. The twin tunnels each spanning 15 metres run in parallel for a length of 480 metres. The tunnels are excavated in slightly weathered high strength slates and very high strength quartzites of the Saddleworth Formation on the western margin of the Mount Lofty Ranges. Steeply dipping slate cleavages and the high fracture ratio result in many slope stability problems in the project area. The level of geotechnical investigation undertaken prior to the calling of tenders for the project was extensive. This included the excavation of a pilot tunnel along one of the tunnel alignments, which allowed accurate mapping and rating of the rock, resulting in an increased level of confidence during the tender process. One of the features of the winning alternative tender design was the use of canopy tubes, flexible steel ribs and shotcrete to replace up to 40 metres of deep portal cuts in unstable rock with driven tunnels. Slope stability issues were overcome with the use of rock dowels and shotcrete. The support concept allowed the safe driving of the tunnel portals with as little as two metres of overburden. The design incorporated lining drainage and criteria for fireproofing based on European experience to ensure the ability of the tunnels to remain stable in the case of a severe fire incident. The support design allowed for maximum flexibility with a range of support types able to deal with the varying ground conditions. Design development and support refinement continued throughout the tunnel construction phase with close liaison between the designer and the constructor. Monitoring and review of feedback from the construction site by the Sydney based design team was easily achieved by means of electronic transfer of photographic and survey information, telephone and fax communication and regular site visits. The contractor for this project is Macmahon Concrete Constructions Joint Venture (MCCJV) and the designer is Connell Wagner. Excavation commenced in January 1998 with tunnel breakthrough having been achieved in early-August 1998 and mid-September 1998 respectively. Concrete lining construction is scheduled for completion in April 1999.

Resource rent tax is a form of taxation or royalty, which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax (APT). The implications of the current form of Additional Profits Tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine, if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of Additional Profits Tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation. Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional Profits Tax is both time and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory. A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with Additional Profits Tax. The review includes examples based on the structure of Additional Profits Tax which is levied in Papua New Guinea.

In December 2004 Phu Bia Mining Ltd commissioned Ausenco International Limited to conduct a feasibility study for its Phu Kham copper-gold project located in Laos. The feasibility study for a mining and processing operation treating 12 Mtpa of ore averaging 0.56 per cent copper and 0.25 g/t gold to produce an anticipated annual average 200 000 t of concentrate containing 25 per cent copper was completed in early 2006. The plant design incorporates a single processing line and includes a gyratory crusher, overland conveyor, coarse ore stockpile, SAG and ball mill grinding circuit, flotation circuit including regrind and three stages of cleaning, concentrate dewatering and concentrate load-out facilities. The Phu Kham copper-gold mineralisation comprises two principal styles: stockwork-disseminated and banded-massive sulfide within skarn limits. Primary copper in both mineralisation styles occurs as chalcopyrite and secondary copper sulfide minerals. Skarn includes the copper and gold mineralisation contained in pyrite, silicate, magnetite and haematite skarns, and in quartz-pyrite altered sediments. Both the stockwork-disseminated and banded-massive sulfide ores contain relatively high proportions of pyrite relative to the copper and gold mineralisation. Thus, the flotation metallurgy of the Phu Kham orebody is characterised by the need to reject a high proportion of the pyrite during differential flotation to yield a concentrate grade of approximately 25 per cent copper. The rejection of pyrite is accompanied by the rejection of some copper and gold and can result in modest metallurgical recovery. Consequently, the greater the pyrite content, the lower the expected copper and gold recoveries. The relative pyrite content is expressed on the basis of sulfur:copper ratio. For Phu Kham ores, the sulfur:copper ratios are in the range eight to 14 on a blended annual basis, but can be greater than 20 in the skarn components. Higher grades of copper and gold are also present in the skarn mineralisation. The design concepts for the concentrator were influenced by the need to provide a low capital cost approach for the project due to the relatively low grade of the ore and the modest metallurgical recovery. The concepts used to minimise capital cost whilst retaining operating and maintenance flexibility are discussed, together with the metallurgical challenges imposed by the high pyrite mineralisation.

The Mount Whaleback iron ore deposit at Newman, Western Australia comprises the largest known continuous iron ore deposit in Australia, originally with a Measured Resource in excess of 1700 Mt of hematite ore. The deposit occurs within the Hamersley Province which forms part of the Pilbara Block in the NW of Western Australia (Figure 1). The Mount Whaleback iron ore deposit, together with a number of discrete iron ore bearing satellite orebodies in the Newman district, contributes to the Newman Lump and Fines products. Extensive quality control systems are utilised from mining to shipping to ensure that each product meets a narrow geochemical target grade range.

The Beaconsfield gold mine processing plant is a complex operation and utilises crushing, grinding, gravity gold concentration, sulfide flotation, bacterial oxidation, cyanidation and zinc cementation to recover gold from the partially refractory ore. This paper discusses the challenges, developments and advancements throughout the processing plant since start up, which have culminated in a 25 per cent increase in the mill throughput over the nameplate design and a concomitant gold recovery increase from 75 to 92 per cent. The improvements have been attained via advancements in mechanical integrity, metallurgical review, process control and operator training, resulting in the current operation producing over 630 000 ounces of gold to date.

In June 1996, Nord Resources Pacific (Nord) decided to work towards obtaining all necessary approvals from the government of PNG for a mine on Simberi Island in the Tabar Island Group, New Ireland Province. On the 9th of September 1996, Nord submitted a Proposal for Development and an application for a Mining Lease to mine the oxide gold deposits on Simberi Island. The Mining Lease was granted on the 3rd of December 1996 in a signing ceremony on Simberi Island. This was achieved in the extremely short time frame of less than 3 months and this paper attempts to explain the processes which made it possible.

Prediction of large-scale underground opening stability in quite complex mining circumstances is being undertaken on a routine basis at The Zinc Corporation, Limited, (ZC) and New Broken Hill Consolidated Limited (NBHC) Broken Hill, Australia. A three- dimensional numerical modelling technique has been developed that gives good correspondence with the observed behaviour in many stopes. New insights into the rock mechanics of under- ground mining are flowing from this work. The modelling practice can be taught to engineers in a reasonable time-frame. In-house computing facilities including graphics workstations are needed. The RMS software is designed to be user-friendly and very robust.

Until the early 1960s the world aluminium industry was dominated by six principle pro- ducers with integrated activities from bauxite mining to aluminium production. The growth in consumption of aluminium since that time and the emergence of additional producers has broadened the market for bauxite. In addition the increase in the optimum size of alumina refin- eries has influenced competing metal producers to unite in large joint ventures to minimize alumina costs. From these bases the paper examines present and likely future markets for Australian bauxite; differing marketing phil- osophies for serving those markets; factors influencing successful marketing; and the sources and relative strength of competition which Australia faces.

Australia has a long and successful record in mineral processing technology extending over 100 years. This has included the development of new processes and equipment and new analytical techniques. These developments have added greatly to the efficiency of mineral processing and thereby to Australia's national wealth. Demands on mineral processing engineers in the future show no signs of diminishing, in fact they will increase considerably as more difficult areas must be treated and the requirements for quality control become more stringent. These demands must be met successfully since mineral processing must continue to be one of the most important technologies in Australia's economic future.

Spiral separators have been used to treat heavy mineralsands in Australia for some 35 years. During the last five years the logical extension of this technology has been torecover cassiterite from alluvial deposits. Plants incorporating spirals are already operating in Indonesian andAustralian tin mines. A more fundamental understanding of the design of spiral separators has recently led to their use in other mineral treatment plants.In particular, the treatment of alluvial gold and fine coal has been most successful. The new generation of spirals that has been developed to treat these minerals is more easily operated than other competing processes and is therefore ideal for new mine situations.

The first step in the mining and processing of nearly any mineral ore is comminution. Since the oil embargo of 1979, the mining companies have been striving to reduce energy consumption and costs. The first serious step was the introduction of in-pit crushing in the early 1980s. With in-pit crushing accepted as a standard design mode, the energy saving emphasis turned to comminution practices. A great deal of attention has been focused on blasting and grinding. The one step that has not been addressed is the primary crusher. This paper will address the opportunities for comminution improvement through optimisation of the primary crusher.

The application of new and currently practised mining techniques in new areas and at greater depths necessitates considerable and immediate research effort. This effort is aimed at identifying the factors which make a particular method suitable and economically viable in a given geological, structural and operational environment. These factors, together with greatly enhanced knowledge of a deposit at the exploration and planning stage, allow selection of the most appropriate and efficient mining method in a new area such that coal resource recovery is maximised in a cost effective manner. Current research and future requirements for research into mining methods and associated equipment and mine services are reviewed.
