Filter aids are currently used in many industries to increase filtrate clarity and filtration rates. In other industries filtration could be improved if accept- able filter aids could be obtained cheaply. The present paper describes a simple thermal process for making filter aids from coal, outlines the effects of coal properties and major operating variables, and discusses the properties of satisfactory products. Several possible variations in reactor design have been used experimentally, involving fluidized beds of carbon or inert material, reaction of the particles while entrained in air, and a combination of entrainment and fluidization. The limits imposed on product yields by the composition of the parent coal are considered in relation to a range of Australian coals and one New Zealand coal; and the effects of temperature, residence time, and reactant flow rates have been studied in relation to product yields and characteristics.

Presidential Address Today I want to couple that prediction with a discussion on competitiveness and changing employment roles in our industry. A crude analysis of the intensity of use of metals in developed and undeveloped nations was undertaken by dividing the weight of copper, zinc, lead and aluminium used in countries by the population. In the developed countries which were basically the Western European States, USA, Canada, Australia and Japan, approximately 38 kilograms are used per annum. In the developing countries which were basically the South-East Asian country Korea, India, Pakistan and Taiwan, the usage is 5.3 kilograms. Thus, if the developing world is to catch up with the developed world, the intensity of use of metals will have to increase seven times. The usage of metals in the developed world is increasing at the rate of 1.5 per cent per annum while the rate of increase in the developing world is about 5.8 per cent. In this analysis, the population of the developed world was 850 million and the developing world 1.5 billion. Note that this analysis did not include Russia, China and most of the countries of South America and South Africa. I am sure that with time, these undeveloped countries will move into the developing category. In the long-term there is obviously great opportunity for us both in the primary and secondary processing required to meet world demand. Turning now to competitiveness and changing employment roles. I am sure that everyone here present is aware of the urgent need for Australia to improve its competitiveness. I want to try and relate unionism and industrial relations, management and tertiary education to our competitiveness. I wish to talk on these items as I see them in the past, the present and the future. So firstly unionism and industrial relations. It has been unfortunate for Australia that unionism was based on the United Kingdom craft system. It is not surprising that it was because UK has been the basis for almost ' all of our institutions and that has generally been of very great value to us. The craft system in our trade unions has lead to the demarcation problems of which we have all been well aware. This has been extremely limiting to the individual; it has limited his or her ability to broaden their scope of knowledge and far worse it has limited their ability to maximise their satisfaction at work as they have only been able to undertake part of a job, rather than being able to undertake a role in totality.

Risk Management has been applied relatively slowly in the mining industry. Except for the risk concept application in financial considerations, the application of Risk Management in safety management has been far from satisfactory. When applied it was treated in a global occupational safety and health sense. Regardless of how much the mining industry has progressed over the years it is still, in many respects, `state-of-the-art' business. The safety aspects of mining are well known and yet little understood by the public. Regardless of what has been achieved so far and how much effort has been put into it, mining is regarded as an unsafe and somehow rude business. Safety records of the mining industry vary from State-to-State. Latest mining related disasters in PNG and Queensland and some other fatal accidents support this public perception. They purport a need for change in managing safety in the mining industry. The latest mining fatalities have raised the issue: What must be done to improve safety standards? Duty of care, risk management and system engineering concepts can provide some answers. Risk Management principles which have been advocated for some time provide many answers and explanations and can make safety management more constructive and workable. What has been missing so far is that this concept has neither been applied nor has been modified for its practical application and purpose on a larger scale. A risk management approach to the management of safety and health in the mining industry is addressed, herein. This approach does not attempt to provide the solution. It does, however, provide a basic understanding of what Risk and Risk Management are all about. Rational management of risk is addressed in the life cycle and system contexts. A system of continuous improvement is applied. There is always a chain of events, outcome, exposure, consequence(s), and consequence(s) value(s). It means that development of an event takes place in time and space. Dynamic circumstances have been created in or within the system. It is a decision-making process designed to provide a methodology which is directed not toward a mathematical model but toward easy use and application in dynamic working environment, by decision-makers who can be anybody from either a risk taker or a risk creator. The emphasis is placed not only on arriving at the best practical, possible and fair decision but also on structured and systematic acquisition of knowledge about the system, its hazards and associated risks, hence increasing the decision maker's ability to manage the decision-making process related to the management of risk.

It is well known that some sinkholes or subsidence take place from time to time in the areas where abandoned room and pillar type mines exist. The authors have been involved with the stability of abandoned mines beneath urbanized residential areas in Tokai region and there is a great concern about the stability of these abandoned mines during large earthquakes as well as in long term. The 2003 Miyagi Hokubu and 2011 Great East Japan earthquakes caused great damage to abandoned mines and resulted in many collapses. Particularly the effect of the quality of backfilling of abandoned mine below the urbanized areas is very important under static and dynamic conditions. The authors present the effect of the quality of backfilling on the ground subsidence associated with abandoned lignite mines under static and dynamic conditions and discuss its implications on the urbanized areas above abandoned lignite mines in this study. South Australia's economic development has relied heavily on the mineral industry. In the late 1840s the rich copper deposits at Kapunda and Burra saved the Colony's economy when South Australia became a world copper producer. Copper lodes developed at Moonta-Wallaroo during the 1860s brought further prosperity when mining activities at Kapunda and Burra were in decline. In addition to those large mines there were many smaller workings scattered through the Flinders and Mount Lofty Ranges producing copper, gold, silver, lead and zinc. Most of the mines of this period were worked by Cornish immigrants who brought their own technology and mining methods with them. These people have left a cultural legacy unique in Aus- tralia. In this Jubilee 150 year (1986) the Department of Mines and Energy, working in conjunction with the Department of Environment and Planning, is helping to preserve and interpret selected historic mining sites, most of which have been neglected since their closure. This work is designed to draw people's interest to mining history by providing interpreted sites for them to visit and to demon- strate the importance of the mining industry in South Australia's cultural and economic develop- Ment.

Calculation of the amount of metal in an ore deposit or mining block should be approached by multiplication and integration of appropriate numerical manifolds describing the spatial distribution of the relevant variables, viz. grade, specific gravity and also thickness for bivariate data. Construction of a numerical manifold necessarily involves some form of interpolation but detailed characteristics of this are often not specified in various automatic methods, some of which even provide manifolds with discontinuities. A manifold used in calculations should describe in a geologically plausible way the spatial distribution of the variable of interest. Different approaches to the problem are discussed and compared. Particular computational inconsistencies emerge when "accumulation" is used as a variable in calculations of average grade. If an ore deposit is variable in relation to its sampling and especially if selection of mining blocks according to grade cut-off is a necessary operational decision, the biases introduced by accumulation methods can bring about serious problems of over-evaluation. Modern computational techniques make unnecessary the use of accumulations; because of potential inconsistencies it would seem unwise to use them in any ore reserve computation.

Safety is paramount in the underground mining environment. The mining industry has for many years focused on injury prevention in the workplace through procedures and training. In the area of control of major accident events that could result in single or multiple fatalities, and serious injuries, the mining industry approach has concentrated mainly on past experiences and lessons learnt. However, in the last 20 years, other high hazard industries, such as the chemical process industry and oil and gas industry have developed the Safety Case approach, using systems safety techniques and risk assessment as a means of identification and control of major accident events. The Safety Case approach is now being introduced into Australian underground mining. This paper describes the Safety Case approach and how this can be adapted to underground mining. This is a holistic approach and assists in ranking significant risk contributors and prioritising risk management efforts. The discussion includes how the Safety Management System interfaces with the Formal Safety Assessment in effectively controlling the hazards. It provides examples from actual case studies conducted by KBR, and suggests ways forward for the industry.

Natural gas was introduced to the Melbourne reticulation system in April 1969 and since that date sales to industrial consumers in the Gas & Fuel Corporation of Victoria area of supply, have increased by over 50% This increase has occurred despite the fact that the areas in which the new fuel is available have been dependent on the progress of the conversion operation from manufactured gas. The half way mark for conversion was reached in May 1970. The reason for the adoption of natural gas by industrial users is usually the result of objective financial analysis leading to the conclusion that the new fuel will give the lowest overall production cost. Many factors are involved in such an analysis of which the price of the fuel is only one. Amongst other important elements in the cost calculation are:- -ò òò -(1) The effect of fuel on product quality (2) Maintenance and handling costs for alternative fuel. In addition to economic gains for the individual user, the use of natural gas should benefit the whole community through its effect on such things as, air pollution and overseas balance of payments.

Victorian brown coals occur in massive deposits, the quality of which is determined in the first instance by means of samples taken from exploratory bores. As a number of important utilisation characteristics are connected, not with the relatively homogeneous organic mass of the coal, but with minor components such as the ash content and particular constituents of the ash, it is necessary to know how bore samples relate to coal finally used in the process concerned. Tests are described in which the statistical parameters associated with bore sampling, operational sampling and sample reduction and laboratory procedures including a range of coal analytical methods were determined. These indicated properties where analytical errors were relatively high and where sample reduction procedures contributed substantially to imprecision in results. They also showed the effects of the non-homogeneity of brown coals with higher than normal ash contents. A further experiment explored the relationship between samples taken at various stages in the course of test boring, digging, and burning a defined 'block' of coal, and demonstrated an apparent increase in the proportions of adventitious mineral constituents as the 'intensity' of sampling Increased.

Excavation in underground jointed rock masses creates cavities into which the surrounding rock mass deforms. Deformations, besides intact rock deformation, include mechanistic deformations such as slip and rotation. In this paper deformational moduli were measured for prototype and blocky (jointed) models using elastic analogue methods for stopes from MIM LimitedÆs Lead Mine. The blocks for the models were defined in terms of the prototypeÆs joint sets, their spatial separations, orientations and average friction characteristics. From dimensional analyses, a relationship between prototype and model deformations was used to predict stope mid-span deformations. The results of this physical modelling work, conducted in the 1970s, motivated an investigation into the electro-treatment of tailings backfill to achieve improved strength and stiffness characteristics. Tailings backfill containing fines and having a high clay content can be electrically dewatered, and at times grouted, cemented, ion exchanged or agglutinated, to achieve relatively high magnitudes of strength and stiffness. These treated tailings stiffnesses can reduce the deformation magnitudes within a rock mass and, in doing so, reduce problems encountered in mine pillar extraction. The application of these tailings modification techniques is examined in relation to the elastic analogue methods.

Ranger Uranium Mines Pty. Ltd. operates an open pit mine and ore treatment plant in the Northern Territory designed to produce 3 000 tonne/yr of U308 in yellowcake from 3 500 tonne/day of mill feed. The construction of this project was completed in 1981, 12 years after the discovery of the orebody. Wright-Davy, a Joint Venture of Wright Engineers and Davy McKee Pacific, were the Project Managers and Designers of the $270 million ore treatment plant and associated infrastructure. The project was designed in Sydney in -an office integrated with the Client, staffed by 35 key personnel drawn from Wright Engineers and Davy McKee, supplemented by personnel hired for the project. The peak Wright-Davy workforce in Sydney of 200 contained 113 design staff. The design principle of using the best practicable proven technology resulted in a plant which easily produces its design output using ore types outside the design criteria. The structuring of the project systems and industrial relations policies contributed to construction being completed within time and under budget. The plant was built without any major industrial dispute occurring and no dispute arose due to the uranium issue.

CABS - Costs and Budget System - is being developed to provide more appropriate tools to assist cost control. The most important of these tools is responsibility accounting, that is to ensure the respons- ibility for costs and budgets is placed at the lowest possible managerial level in the Company. The system design and computer techniques utilized include the use of on-line facilities for enquiry purposes plus entry and validation of data. Data base management is used to permit the complex relationships that exist between data in CABS to be defined and maintained. The system must be flexible in order to cater for organisational and other maintenance changes with minimum time delays. The major outputs of the system are reports produced in several cost dissections, by responsibility, by products by cost collection group and type of expense. A significant role in CABS has been played by users. This includes development, control and review of the system proposals in order to ensure that the objectives and requirements from all sections in the Company are met. This role has included Project Leader for the system plus a committee formed to provide formal acceptance of the system Design.

In the first half of this century a mining industry was developed in Indonesia under Dutch colonial rule. World War II and the subsequent struggle for independence resulted in the destruction of most of the infras- tructure and much of the data. After independence, restrictions on for- eign investment and internal turmoil prevented re-establishment of a viable mining industry until the formation of the present Government after 1965 and the enactment of sound laws in 1967 to encourage foreign investment. Rebirth of the mining industry was followed initially by slow growth, but in the 1980's, spurred by the worldwide interest in gold, Indonesia has become the focus of an intense exploration boom for gold and other precious metals. 103 Contracts of Work for gold have been awarded since 1985 with Australian companies being the most predominant. Since 1985 three new gold operations have been commissioned and another two are nearing completion. Several more are undergoing feasi- bility studies. There is reason to predict that Indonesian gold produc- tion will grow to place the country in the ranks of significant producers during the 1990's.

To date, few studies have been made regarding the energy requirements of the Australian mining and mineral processing industries. This paper indicates that these industries use a substantial proportion of the total Australian energy input (32.7% in 1971-72 and 36.10% in 1974-75). With the growth orientation of these industries, this input is likely to increase. Data shows that mining energy requirementE varied from 4.22% (of total Australian energy requirements) in 1971-72 to 4.16% in 1974-75. Energy requirements for the total mineral processing industries increased from 28.49% to 31.93% for the same period. The total estimated primary energy input varied from 22.56% to 25.2%, whilst indirect energy use, in the form of electricity increased from 10.16% to 10.66%; in the same period. Analysis of primary energy input data within the processing industries (1973/4) showed that the Iron and Steel Industry consumed 15.03% of the Australian total consumption, Non-Ferrous metals, 5.43%, Cement, 1.64%, and Refractories, 1.59%. Management requires up-to-date information on the activities of an enterprise in order to maintain control and to assist in decision-making and planning. In today's environment it is essential that this information is immediately available and in an easily assimilated format. If this is not the case, management is forced to make decisions based on intuition and past experience. At Mt Newman Mining Co, a computer application has been developed and implemented with the objective of providing this type of information to management. The Key Parameter Reporting System (as the application is known) allows for daily (constant) on-line capture of selected production statistics, safety statistics and free format textual comments relating to topics such as industrial relations, major maintenance and other pertinent news. Information can be retrieved,'and displayed or printed in either a tabular or graphical format. All senior managers have colour visual display units in their offices for immediate access to the system. Access to selected sensitive information is controlled. All company staff are able to retrieve unsecured information from the system via visual display units installed in all company Locations.

A research programme sponsored through the Australian Mineral Industries Research Association investigated two aspects of mine aerodynamics on model scale. These were aero- dynamic losses in (a) shaft/airway intersections and (b) losses created by mine cages moving in a combined haulage/ventilation shaft. The shaft/airway intersections studied included base and intermediate levels for both upcast and downcast. shafts, with one to four rectangular airways intersecting a circular shaft. Changes in intersection geometry were limited to the installation of 45¦ conical brow cutoffs of varying size and the addition of simple flow control devices. The relative air- flows between the airways and the downstream shaft were varied over a range employed in Australian mining practice. In general, experiments revealed that a small brow cutoff was significantly better than none at all, and a simple device such as a cone can reduce losses and improve flow stability at an intersection. The mine cage studies determined the effect on aerodynamic loss of cage area blockage, height/length ratio, openings in cage walls and surface roughness due to external structural members. The Awak Mas gold project is located in the Province of South Sulawesi, Republic of Indonesia. It is situated 300 km by road north of the provincial capital of Ujung Pandang. The capital is readily accessible by air from Australia via Denpasar on Bali or the Indonesian capital, Jakarta (Figure 1). Elevations at Awak Mas range from 850 to 1400 metres above sea level in reasonably rugged terrain. The area is covered by primary and secondary (regrowth) rain forest. The region is subject to an equatorial-type tropical climate. The annual rainfall is a high 3000 mm most of which falls in the rainy season between March and June. In the lower valleys rice, cloves and chocolate crops are cultivated. Title to the project area is secured by a Contract of Work (COW) issued to PT Masmindo Eka Sakti (MES) on 23 October 1987 by the Government of Indonesia. MES was controlled at the time by New Hope Industries group of Brisbane. After New Hope had completed initial reconnaissance exploration of the area, Battle Mountain Gold Company (BMGC) farmed-in in 1991 and earned a 60 per cent beneficial interest in MES.

The dissolution of metallic copper powder in aqueous solutions of cupric sulphate under the influence of ethylene gas was investigated. The dissolution reaction stoichiometry obtained was: Cue+(aq) + Cu(s) + 2C2H4(g) = 2(CuC2H4)+(aq) The rate of formation of the copper (I)-ethylene complex in the above reaction was studied in a laboratory autoclave and the effect pH, temperature, ethylene partial pressure and initial concentration on the dissolution rate was measured experimentally and expressed theoretically in terms of several simple conceptual kinetic models. The results led to the selection of optimum conditions for the reaction and the suggestion of an "ion-molecule reaction" mechanism to explain the very low activation energies for the reaction system. The area of application of this reaction lies in the direction of refining impure copper such as cement copper. Several experiments were performed in which an acidified solution of cupric sulphate under ethylene pressure was used to dissolve copper from the cement copper powder in the form of the copper (I)-ethylene complex, followed by the release of gas pressure to disproportionate the complex and precipitate a purer metallic copper.

Since the of Bergstrand's Geo-dimeter in 1946, and Wadley's Tellurometer in 1956, there have been numerous Electromagnetic Distance Measurement (EDM) instruments produced throughout the world by a variety of companies.This form of measurement has not merely replaced other methods of measurement, but has caused considerable change of emphasis in survey techniques. Major control surveys are now being accomplished using trilateration instead of triangulation. The surveying of open cuts or engineering work may be done in a fraction of the time and, in the majority of cases, to a greater degree of accuracy than with older methods.It is surprising that with this new tech-nology and development of EDM equipment which is compact, easy to use and no longer so expen-sive, no advance has been made in underground surveying. If we look at equipment being used by the majority of mining companies, we see that there have been very few changes since the Second World War. Very little research has been carried out to enable the surveyor to do his work more easily in conditions which, at the very least. are hazardous.

With mining development on hold and other underground works in a slowdown, the development of nuclear wa te repositories takes centre tage on the American rock engineering scene. Three repositorie for commercial spent fuel-in salt, tuff, and basalt-are in the phase of site characterisation and conceptual design, and one pilot project for defense high-level wa te in salt is under construction. A repository design for crystal line rock has recently been postponed.Because of strict quality assurance requirements throughout design and construction, and because of the need to predict and ascertain in advance the satisfactory performance of the underground openings, much intellectual energy has been expended to analyse underground openings in the unusual circumstances of the repository environment. In the long term, these efforts will lead to an improved understanding of rock behaviour and improved methods of underground analysis and design. For the shorter term, a formalised ground control plan was developed, the principles of which may be applied to other types of projects.This paper summarises the status of underground design and construction for nuclear waste repositories and presents some details of the ground control plan and its individual elements.
