The paper explains the genesis of the Ballarat College of Advanced Education to its unique position in mining engineering education. A description follows of the development of the Graduate Diploma in Occupational Hazard Management which commenced in 1979 in the cooperative mode of four groups of three weeks full- time study followed by twenty-three weeks in industry. In particular an analysis will be given of the state of origin of students, ages and employing industries. Given the experience from the evolution of this course a similar process is described for the Graduate Diploma in Mining which has been accredited to commence early in 1987.

Movements in the mineral trade cycle are almost invariably out of phase with the gradua- tion rate of mining engineers, metallurgists and geologists. This commonly leads to situations where graduates are scarce in "boom" periods and in free supply when the trade cycle is depressed. This problem reflects the difference in elasticity and flexibility between the educational and industrial environments. In the educational system the decision that brings students to graduation is made three to five years prior to the event. This is quite a lengthy period of time in terms of mineral trade cycles. By contrast, the mineral industry has far more elasticity in responding to short term fluctuations in mineral trade. The authors do not believe that the mis- match between the availability of skilled personnel and the manpower requirements of industry in the short term is intractable. Much is to be gained by more realistic and rational manpower forecasting combined with greater flexibility in the educational realm.

In 1969, Queensland Mines Limited obtained two large Prospecting Authorities in Arnhem Land, Northern Territory, Australia. The Nabarlek uranium deposit containing some 12 000 t of U308 was discovered on one of these in June 1970. Mining and stockpiling of this deposit were completed in 1979 and processing to yellowcake, which commenced in June 1980, is expected to occupy an 8-10 year period. The continuation of exploration, essential for the company to become a longer- term producer, was inhibited in 1972 by a Federal Government "freeze" on exploration in Aboriginal Reserves in the Northern Territory. Subsequently, the procedure for explorers to gain access to exploration areas in Aboriginal land was radically changed by the proclamation of the Aboriginal Land Rights (Northern Territory) Act 1976. As a result of this Act and the associated administrative policies adopted by Governments, Queensland Mines Limited has not yet regained access to the exploration areas it formally held in the early 1970's.

Tests were conducted in plexiglass and Rockite models to determine if crater blasting could be improved by changes in charge geometry or by alterations to the borehole. Circumferential grooves were placed at various locations in the borehole in an attempt to control the initiation site of the crater. Grooves located at or above the top of the cylindrical charge had no effect on the resulting crater. Grooves placed too low in the borehole were successful in controlling the initiation site but the growth of the fracture system was not sufficient to reach the upper surface. Grooves located at a height of two thirds of the charge length were quite successful in that resulting craters were bigger by at least a factor of six than the normal crater. Testing was conducted in Rockite models to investigate charge geometry. Spherical charges in ungrooved boreholes resulted in crater sizes that were three times larger than those caused by cylindrical charges.

Felspar occurs in association with quartz in the Broken Hill lode pegmatites and is brilliant green, greenish white, and white in colour. The pegmatites occur mainly in the walls in sporadic patches, parallel to the general dip of the ore deposit. The occurrences are of no economic value.Deposits of marketable felspar occur in pegmatite in a number of localities around Broken Hill, New South Wales.The majority of these are in the form of an irregular outcrop, usually of tapering length and depth. The maximum depth of any deposit yet worked in the district is about 40 ft. The felspar is occasionally contaminated by "blows" of quartz, mica and beryl, but the two latter are profitably marketable when separated.Felspars vary in colour from pink, through grey to snow white, and the colour is not indicative of the mineral content. The largest deposit at present being worked is the Egebeck quarry, about 14 miles south of Cockburn. It is a prominent outcrop, roughly circular and about 150 ft. in diameter, covered by one to three feet of overburden.The felspar is mainly massive, but contains some cleavage planes at approximately 90°. Intrusions of quartz and mica occur in patches, but the deposit appears likely to improve in size, regularity and quality below the present working floor.COMMERCIAL USES.Commercial felspars are mainly used in the ceramic industry, for which a high-grade potash felspar is required.The dental industry requires limited amounts of soda felspar with a very low Fe20s content. Around 35 Mt of industrial clays were produced in 1994 under the broad classifications kaolin (25 Mt), bentonite (8 Mt) and attapulgite/sepiolite (2 Mt). A brief review of world sources and markets is given as background to Australia's small production (0.5 Mt) but developing interest in industrial clays. Clay markets have changed significantly over the past 30 years resulting initially in consolidation and expanded production from traditional high-grade clay sources but also creating opportunities for development of new discoveries. Decline in the use of clay-based refractories has come at a time of strong growth in demand for refined kaolin for the paper industry. Traditional markets for bentonite as oil drilling muds, iron ore pelletising and foundry bond sands are mature and in overall decline. Today, bentonite has a significant share of the growth market in pet litter which a few years ago was dominated by attapulgite/sepiolite clays. Both bentonite and attapulgite/sepiolite have good prospects for increased demand in environmental markets both in containment of hazardous wastes and sorption of toxic substances. In common with all industrial minerals, markets for clay minerals will demand continuous improvement in product quality and consistency. Development of new and improved products will be increasingly the responsibility of the raw material supplier. In order to remain competitive, this will require a substantial commitment to quality assurance and research and development. Increase in market share will come for those producers able to translate developments in their products to cost savings or increased competitiveness for the industries that they Supply.

The Palmer River rises in the Windsor Tablelands area of the Paleozoic Hodgkinson Basin, 110 kilometres northwest of Cairns. It flows west across the Palmerville Fault and Proterozoic Dargalong Metamorphics to the Mitchell River. East of the Palmerville Fault, its course lies immediately south of the onlapping Mesozoic Laura Basin conglomerates, sandstones and siltstones.Gold occurs in quartz reefs in the Hodgkinson rocks of the Maytown District, in narrow quartz veins in the Dargalong Metamorphics, in the basal conglomerates of the Mesozoic, and more importantly, in alluvial bars within the Palmer River.

The ever increasing number of vehicles is leading to slow-moving and even stationary traffic sitting longer in traffic jams over extensive city areas. This traffic situation causes a sharp increase in pollutant emissions from vehicles, and high levels of pollution usually result throughout the built-up area. Reducing the pollution level by using traffic routing measures to speed up the flow of traffic in the existing street network is only possible in exceptional cases.In many cases the only option for achieving a significant improvement in traffic conditions is to shift the traffic underground using a road tunnel or underpass. Such tunnel routes suck off the traffic from large sections of the city, thereby easing the overall traffic flow. Thus on the one hand it produces a sharp reduction in pollution levels in the area of the tunnel route, but on the other hand it can result in locally increased exhaust pollution levels from longer tunnel systems that require mechanical ventilation. The air extracted by the ventilation system is blown out into the atmosphere either directly through the tunnel portal, or via a venting tower. Pollution can therefore occur in the area surrounding such exhaust air outlets.Thus if a tunnel is planned in a city, then closer investigation is required of both aspects: the reduction in pollution in the area of the tunnel route thanks to relocating the traffic and easing congestion, and the increased short-range pollution around the tunnel portals (shafts).

The last decade has seen a dramatic change in the. size and complexity of mining and mineral processing projects in Austral- asia. Major projects of today are vastly different from major projects of the 19.50's. This change has in turn resulted in a change in the role-of consultants whose contributions have been increasingly in the provision of specialist services and less in the form of overall project design and construction supervision. It is anticipated that, the specialist function will continue to represent the principle mode for consultant participation in major, projects. However, by means' of international affiliation, the development of comprehensive engineering and project management capabilities and possibly as a result of Government intervention, it is expected ,that local consultants will assume an increasing degree of participation in.the overall project design and supervision Function.

The Utah International group of companies has a wide geographic spread of operations, including a significant interest inAustralia's largest coking coal operation in Queensland, steaming and coking coal mines in USA, a copper mine in Canada, a half interest in an iron ore operation in Brazil, a number of smaller operations, and a significant portfolio of undeveloped properties in South America, South Africa and South East Asia.The opportunity to acquire this group of companies presented an immediate problem to BHP in that it was regarded as too large for BHP to absorb by itself. In addition, there was a concern that such an acquisition would increase BHP's coking coal exposures to unacceptable levels. Despite these dilemmas, BHP was keen to acquire Utah.A plan was therefore developed and agreed to by General Electric (GE) (the then owner of Utah) which would give BHP nine months in which to put together a consortium to share in the ownership of the Queensland coal assets (plus coal assets owned by BHP), and to arrange a project financing for use by BHP and the consortium. BHP would own 100% of the rest of the assets.

Highly saline process water has a number of implications for the CIP process during the leaching, adsorption and recovery of gold. The reduced oxygen solubility in saline water can seriously reduce the rate of gold leaching, while dissolved oxygen meters do not necessarily reveal actual oxygen concentrations in saline water. High levels of magnesium in the ground water necessitate operation at lower pH (-9), with the potential for greater cyanide loss via HCN stripping. In addition increasing salinity renders viscosity modifiers largely ineffective.The adsorption capacity of aurocyanide onto activated carbon is improved with increasing salinity, but misleading results can be obtained in assessment of gold loading kinetics of plant carbon samples already loaded, or partially loaded, in saline water if subsequently tested in fresh water. Elevated chloride levels in the Zadra elution process can cause severe anode corrosion in the elecuowinning cell. The Anglo elution process is tolerant to only slight increases in water salinity, but elution times can be reduced by ethanol addition. Care is required in carbon regeneration, as salts can catalyse carbon decomposition as well as increase kiln corrosion.

One of the earliest recorded risk management schemes was implemented by the boatmen of the Yangtze river some 4,000 years ago.. Between them they arranged for shipments to be split up in such a way that a load was divided five ways: if one was lost, then 80% of the shipment got through. Bottomry contracts were in vogue in Babylonian times with similar systems being used in India, in 60OBC and 4th century Greece. One of the first accepted mutual insurance ideas came in 1835 when a mill owner in America negotiated a lower insurance premium in return for installed fire safety measures. Approximately 20 years ago risk management as a philosophy was developed in the U.S.A., the philosophy followed to England and hence to Australia about 10 years ago. The business climate which induced the philosophy of risk management was that of "tight money". The definition of "assets" was then broadened to include earning capacity, skilled personnel and in a negative sense, a corporation's liabilities. In more affluent days losses were comfortably absorbed into the ongoing business expenses, the more prudent managers took out insurance which "covered everything" at a suitable premium. Statistics are available to indicate that a high percentage, (over 60%) of businesses which suffer massive plant damage due to fire, do not restart operations, or in the event of restarting have closed operations within the next 2 to 3 years - in spite of collecting an insurance payout.

Silver deposits, in which silver forms at least fifty percent of the value of the ore, are abundant and large on the east side of the Pacific and are absent in the western Pacific. To determine if this uneven distribution is related to features of consuming plate tectonic boundaries which dominate the metallogeny of the Pacific Rim, the variation of Ag/Au in porphyry copper deposits was used to estimate the relative silver content of magma generated in subduction zones. Porphyry copper provinces with high Ag/Au occur in regions of the eastern Pacific where silver deposits are abundant, suggesting that the distribution of silver deposits is controlled by the relative abun- dance of silver in subducted ocean crust. Ocean crust being subducted in the eastern Pacific is mostly less than 50 million years old in contrast to most ocean crust in the western Pacific which is much older. Enrich- ment of silver in young ocean crust at spread- ing centers may reflect metallogenetic evolution over geologic time. Silver may be transported to the surface in volcanic rocks, and deposits are common where felsic varieties are abundant. The high ,solubility of silver in natural waters provides a natural storage mechanism for silver weath- ered from these rocks and ultimately circulated in near-surface hydrothermal systems where many silver deposits form. The regional distribution of silver deposits is not influenced by discoverability, vertical metal zoning, or regional tectonic style. The effect of igneous differentiation is unclear.

The internal stratigraphy of the Marillana Creek palaeochannel Tertiary channel iron deposits (CID) in the Hamersley Province of Western Australia was initially defined in the 1980s and redefined as the Marillana Formation in the early 2000s. Recent drilling, open pit mining and field observations in the Western deposits at BHP Billiton Iron OreÆs Marillana Creek tenements have revealed some additional details on the extent and detail of some units of the Marillana Formation stratigraphy in this area. The drill hole data at Western 1 South has identified a number of features either not previously documented in this area or whose significance has not been adequately recognised, including a denatured zone at the base of the Upper CID of the Barimunya Member, and variations in the lithology within the Munjina Member at the base of the channel. Additionally, the Western 4 pit walls show evidence of a significant near-surface clay horizon and overlying CID, which are suggested to be the equivalent of the Iowa Eastern Member in the Eastern deposits. The deposition of this unit was most likely driven by a regional climatic disruption rather than a change in sediment source area alone. The nature of the Weeli Wolli Formation-derived goethitic peloids in the Western deposits may explain the more extensive denaturing in the Western Lower CID of the Barimunya Member. In contrast, the more robust nature of the haematitic-cored pelletoids in the Central and Eastern deposits has resulted in a less denatured Lower CID in these areas. Such work reveals the value of and need for geologistsÆ ongoing face mapping observations and detailed drill hole logging, and cautions against not querying previously accepted interpretations.

When, in 1985, Marty McFly is accidentally sent back to 1955 in a DeLorean ‘time machine’ in Back to the Future, he encounters young versions of his parents, and must make sure they fall in love or he will cease to exist. This Conference celebrates 40 years since the inaugural Mill Operators’ Conference in Mt Isa in 1978; over this period, great technological advances have been made in almost all aspects of mill operation, resulting in considerable improvements in grades and recoveries from ever-more complex ores. However, in 2018, the mining industry is facing challenges that might have been difficult to predict in 1978 (or were they?). The computer revolution, the information revolution, and the bio-technology revolution have all contributed to the increase in operating efficiencies, but, combined with the social revolution, they also call into question the existence of the mining industry as we know it. This presentation looks back at the ‘way things were’ in the 1970s, and at what was then considered to be the ‘basics,’ and attempts to sketch what the mining industry might be like in 2058. As Back to the Future Part II demonstrates so vividly, it is much easier to review the past than predict the future. It is difficult to know what form the mining industry will have in 40 years’ time. Nevertheless, as this presentation will argue, it is important to take action now, to ensure that it (like Marty McFly) does not cease to exist. Some courses of action are proposed, including going back to the basics of a very different past.*This is an abstract only. Multi Torque Industries and Jadefoil have developed a safer, more efficient method of explosive protection, retention, placement, and constraint. In particular, this refers to advancements in airbag technology, where the system will offer an alternative to conventional gasbags and decking methods to provide a far more controlled and safer working environment. Airbags have provided operator control and reliability which has not until now been possible in this type of application. The benefits have been noted by current users and the advantages have provided an increase in productivity and significant savings in explosive waste. Obvious problems with gasbags lie in their instability in hot conditions where the danger is associated with gas canisters exploding with great force posing a significant risk to operators. Other problems associated with the decking systems currently on offer is the lack of versatility and operator control. The airbag systems give the operator full control to guarantee accurate placement, assured retention whilst boasting a quick operation of less than a few seconds for conventional void blocking, decking and plugging. One of the main advantages of the airbags is that the operator has full control over placement and retention force, therefore in wetter conditions where slippage can be a problem extra air can be added at the operatorÆs discretion to ensure a sufficient grip. Technical calculations coupled with experimental testing have demonstrated that an airbag will support the weight of a 30 m water column in an 89 mm hole at an initial bag pressure of 5 psig. Applications are increasingly growing whilst more customers embrace their use. Advancements such as the ability to deck in overhead holes, block voids in overhead holes at any depth, explosive retention in very wet conditions, longhole stabilisers to prevent hole closure and concertinaed liners reflect a dynamic potential for new technologies. All of these applications provide a decrease in explosive waste, an increase in operator safety, an increase in explosive protection, and an increase in productivity.

Barra Bonita reservoir, located in the Sao Paulo State, Brazil, has been mainly used for local navigation and electricity generation to supply a prosper region in the country. Sand mining activities in that area have an important social and economic meaning for the local community. In this reservoir there are several sand mines that produce around 45 000 m3 of sand a month. These deposits were rich in material used as concrete aggregate in the civil construction. However, nowadays a significant increase in the demand of gravel can be observed, representing a serious productive problem. This material hasnÆt been well accepted by the market and, through the years, it was disposed at open sky in piles as waste deposits. This deposits have caused environmental problems like visual impact, reduction of free spaces outside and inside the mine, source of material to erosion and sedimentation processes in lower areas, flooding as a result of the filling up process in the drainage system, among others. For a lack of an appropriate technological characterisation, this material have been mainly used to pavement internal and external areas in the mine, with lower cost associated. With the purpose of evaluate the usefulness of this material in the conventional concrete, there were conducted several tests in the disposed residue including petrographical, physical, and chemical characterisation. The petrographical analysis and the preliminary results of the study showed that the material reacts with the alkalis that are present in the conventional cement (CP-II-E-32). In order to make the application technical and economically possible a research was developed seeking forms to correct this characteristic by adding special cements with high pozzolana content. The results of the technological, physical and chemical characterisation of the products indicated the technical viability of the use of that material. The study also allowed projecting environmental improvements resulting in the elimination of the waste piles.

It is a very great pleasure indeed to participate in this interesting and important seminar. My two visits to Australia in the past have been extremely pleasant and this one is equally so. My task is to tell you what has been happening in the United States, in these past few years especially, in regard to the management of our air resources and to present in some detail the difficulties we in the copper, lead and zinc smelting industries have been experiencing. The sudden upsurge in interest in air pollution in the United States is a strange phenomenon indeed - strange because we've had air pollution a long time, just as long as there have been large cities using fossil fuels for heating purposes. And the problem has been studied for quite a long time. As early as 1919 studies by the U. S. Bureau of Mines were done in Salt Lake City, where I .live. In the winter of that year extensive measurements were made of airborne particles - dust and smoke. The average concentration of particles found was 870 micrograms per cubic meter of air. A very large number compared to levels we find today. A microgram of course is a very small unit, one twenty-eight millionth of an ounce. A fine human hair two inches long weighs about 100 Micrograms.

Early in 1930 William S. Robinson, Managing Director of Zinc Corporation Ltd., anticipated a rise in the price of gold and a devaluation of the Australian currency. 'WS', as Robinson was known, formed a.syndicate in London, which later became incor- porated as Gold Mines of Australia Limited (GMA) to invest in gold mining properties in Australia. GMA examined many prospects and subsequently undertook the development of several mines in eastern Australia. The syndicate also held a number of options and several large reservations for gold exploration in Western Australia over which it was proposed to carry out an aerial survey and thorough scien- tific assessment. To do this Western Mining Corporation Limited (WMC) was incorporated in Melbourne on the 2nd March 1933. The founding chairman of WMC and GMA was the highly respected `Collins House' figure, Sir Colin Fraser. The aerial survey was carried out, and a group of eminent geol- ogists from Harvard University examined many prospects and identified several which warranted development. To finance these activities `WS' formed Gold Exploration and Finance Co. of Aus- tralia Ltd. (GEFCA), in London in July 1934. GEFCA ultimately held 95% of WMC and 62% of GMA. The finance came mostly from London based South African mining companies which had been subscribers to his earlier syndicate plus some American inves- tors. (The Group Structure in 1936 is shown in Appendix `B").

The Australian Water Balance Model (AWBM) has found widespread use in Australia in estimating the streamflow behaviour of catchments. It has been used at the Ridgeway Gold Mine, in central west New South Wales, to estimate streamflows in creeks potentially affected by loss of spring-fed baseflow due to mine dewatering. The AWBM estimates are used to assess the effect of mining on streamflows and the need to provide compensatory flow releases, which would be drawn from mine water supplies, into the creeks, in compliance with regulatory consent requirements. The monitored flows in some of the creeks exhibit non-typical behaviour, with streamflows increasing in autumn months despite a lack of significant rainfall. This behaviour is believed to be due to the combined effects of discharge from rock fractures and the effects of evapotranspiration in the riparian zone. A modified version of the AWBM has been developed which much more closely simulates the observed flow behaviour and which will be used in ongoing flow assessments for the mine. This paper outlines the difficulties involved in modelling low flows in small catchments that are subject to a number of influences (other than mining), describes the development of a refined model to improve simulation of low flows and baseflow in small headwater catchments and highlights the need for good baseline data to calibrate such models.
