Management at all levels continually strive to optimise, or make the most of resources available to them. Daily, decisions are being made on how to most efficiently locate and exploit an ore body, then process and market the recovered metal. At one level this optimisation process in the Australian mining industry appears to be successful, for example, witness the improvement in productivity and reduction in operating costs through the 1980s. Yet, at another level the industry's performance has been appreciably below expectations as measured by rate of return criteria. Companies likely to exhibit superior performance are those that are able to co-ordinate, through good planning, the optimisation process at all levels of the organisation. An important role for general management is therefore to provide the context or boundary conditions in which optimisation can Proceed.

Increases in mechanisation and mining at greater depths are leading to additional problems of heat and humidity in many mines. As a result there is now an escalating demand for temperature prediction simulations appli- cable to underground environments. After a brief review of the present situation with regard to world mining and the use of environmental programs, the paper goes on to discuss in moderate detail the mathe- matical modelling of the many parameters that govern the condition of the ventilating air in a mine. The development of a program that gives the temperature distribution for a mine ventilation system is then outlined. The practicality of the program is discussed and the presentation format for users is explained. Simplification of input data requirements and the acquisition of data from other planning programs are an integral part of the commercial application of this program.

The development of paraprofessional courses in metallurgy and related disciplines, by the Department of Technical and Further Education in New South Wales, is outlined in this paper. The changing nature of metall- urgical educational requirements is summarised, and various attendance patterns discussed. The potential advantages of the sandwich system of College attendance, to the more distant sectors of the mineral processing and metallurgical industry is outlined. Some of the likely future trends in technician education are presented. These include the need to respond to the changing expectations of technician employers, as shown by industrial surveys, the role of experiential learning, the need to integrate courses so that students can build on prev- iously completed courses, the possibility that future technicians will require a multi- disciplinary background and the provision of easier access to technical college facilities by potential students and industries.

Underground coal gasification (UCG) is a promising process for obtai- ning energy from coal, which is either unmineable with current mining techno- logy or uneconomic to recover, using conventional methods, in the present energy market situation. There are several coal fields, which could become new coal reserves, if the UCG process were successfully applied. In the 1960's Japanese researchers made a number of basic studies and field tests into UCG, although not all of them produced favourable results. This paper reviews Japanese research on UCG. This includs basic studies into coal gasification using a small, tube reactor fed by air and oxygen, and also large scale model stu- dies(reactor size of 8.Om x 2.4m x 1.5 m). Field test results from Akabira colliery in Hokkaido and a feasibility study of power generation using UCG from a coal field in Hokkaido are also Presented.

Mineral processing is an essential component of a mine production chain and it accounts for significant proportion of the production cost. Over the past decade, significant research progress has been made in processing plant efficiency using theoretical, experimental and simulation modelling techniques. However, these studies are limited to process plant system as stand-alone units with no interactions with the mining units. In order to maximise the total mining system efficiency and more accurately simulate the system, the processing plant must be modelled as part of an integrated mining system. This becomes increasingly important in continuous surface mining systems, with limited ore processing capacity. In addition, plant efficiency is roughly estimated with known parameters or with simplistic statistical data, without regards to the stochastic processes governing these parameters, such as processing plant feed introduction. In this paper, a comprehensive model of the ore processing plant system is given and the object-oriented design (OOD) of the system is briefly introduced. The joint operation of ore processing plant system and haulage system is analysed. Numerical modelling is used to analyse the ore processing plant system under different conditions. Analysis of the results show that the optimum plant capacity is 0.7 tons/sec (2520 tons/hour). The results also show that the plant system resources cannot be fully utilised because the production rate is always less than the plant capacity. When plant capacity reaches an optimum value 0.7 tons/sec, the production rate is about 0.64 tons/sec. The underlying stochastic processes associated with plant and mine capacities cause this variability. In order to reduce this variability, there is the need to tightly set tolerances for the function variables.

Consent to develop and operate a new coal mine in New South Wales (NSW) will be conditional upon a number of environmental controls. In NSW, applications for any new major development associated with coal mining are determined by the Minister for Planning and Environment. The environ- mental conditions placed on the development consent, the coal mining lease and the approvals, and licences under the pollution control legislation amount to a substantial component of any new project's commissioning considerations. The nature, scale and location of projects and the principles of pollution control on which conditions of State Pollution Control Commission (SPCC) approvals are based have a considerable influence on project planning. The design, construction and operation of coal mines in NSW has been progressively modified over the past 15 years, to incorporate increasingly stringent requirements for environmental management. These requirements are in turn, a reflection of a greater community demand for environmental protection.

This paper explores the recent escalation in public opinion for business to demonstrate the social value it generates through its activities. The concept of social capital is analysed, including the linkages between social and environmental values. Also discussed are the challenges inherent in devising a method for evaluating social value, determining appropriate performance indicators and then evaluating acceptability of outcomes. The linkage between accountability and added social value in the minerals industry is analysed. In September 1980 the N.S.W. Environ- mental Planning and Assessment Act was gazetted. This legislation created a new arena of government involvement in the procedure for obtaining approval to open a new mine, or expand an existing mine in N.S.W. Since 1980 the legislation relating to environmental protection requirements, the procedure for obtaining Development Consent and the nature of relevant government policies have caused considerable confusion on the part of many potential developers. Implementation of the legislation has now become systematic and relatively predictable. However, certain aspects can be improved and require urgent government action.

The PT Kaltim Prima Coal (KPC) operation is a large scale coalmine operating on the east coast of Kalimantan (Borneo), Indonesia. Originally developed under a coal contract of work (CCOW) with the Indonesian Government, new legislation has led to uncertainty as to the actual life of the mine, the size of the operating lease or mining area, the rehabilitation compliance requirements and other areas of concern. The actual life-of-mine (LOM) plan is therefore in a constant state of flux and must be updated and modified with every new piece of information.Under the CCOW system, the mine life ran from the first year of production (1992) for 30 years (2021), with the potential to extend for a further two ten-year periods. KPC has always intended to run until at least 2041. Under the new legislation, the potential term of the CCOW (to be replaced by a mining license) is open to interpretation, resulting in KPC having to prepare plans allowing for a LOM that may end in 2021, 2031, 2041 or a range of other possible periods of time.Uncertainty about legislation (and hence the mine life) possible production rates and available work areas; variable coal prices and costs; varying management contexts; the substantial reserves available; difficulty sourcing dump space; potential rehabilitation costs and the dependence of a community of over 100 000 people on a single operation sees the LOM and mine closure teams preparing dynamic yet thoroughly robust plans that are updated on multiple occasions per year.This paper will describe the procedure followed by KPC and the potentially show stopping issues that must be dealt with.CITATION:Bennett, S M and Manege, I, ?2014. Chromite tailings assaying 21.2 per cent Cr2O3 was upgraded to 48.7 per cent Cr2O3 at a recovery of 72.0 per cent using column flotation with a mixture of anionic collectors at pH 11. Electrokinetic methods were used to elucidate the mechanism of collector adsorption and correlate the findings with the optimum flotation conditions. Multivalent constituent ions such as Cr3+, A13+, Fe2+ and Mg2+ were found to adsorb on chromite surface and shift the zpc of chromite in the direction of oxide form of the mineral. The anionic collectors also imparted a negative charge to chromite in the entire pH region. The higher zeta potentials obtained upon adding the anionic collectors is ascribed to the adsorption of anionic surfactant onto the positively charged chromite surface. The positive sites are generated through formation of significant amount of hydroxy complexes of magnesium at pH 11. Complementary infrared data reveal the absence of a shift in the spectra indicating the possibility of physical adsorption in the system.

In the case of at least the mineral resources industry, it seems that there are not many James Cook followers in our parliaments: Australia's approach to mineral and energy policy is often chaotic - witness the 1935 to 1961 ban on iron ore export-ing which prevented the development of a significant steel industry at time when the World was hungry for this metal, just to mention one amongst many other examples.The follies of Australia's mineral policies are well il-lustrated in the case of uranium mining. Although Australia had the Western World's largest economic reserves of uranium, it is onlythefifth producing nation and its uranium potential is largely unrealised. At the root of this situation are the interventionist attitudes and policies of successive Federal Governments which for more than four decades distorted the Investment decision and, in more recent times. discouraaed investment.

White phosphorus (P4) is a critical element in industry, but its current production from phosphate rock using the carbothermal reduction method raises significant environmental and health concerns. This pressing issue necessitates the development of new technologies that facilitate the sustainable production of P4. In response, my team is actively developing an innovative, coke-free approach for white phosphorus production. This method involves the dissolution of phosphate rock in molten CaCl2, followed by the extraction of P4 through electrochemistry at relatively low temperatures. Moreover, this approach has the potential to utilise phosphate-bearing solid wastes as raw materials, further enhancing its environmental benefits. By employing this cutting-edge technique, we aim to revolutionise the phosphorus chemical industry towards greener and more sustainable practices. This paper provides evidence of the feasibility and effectiveness of our proposed approach.

The Bowen Basin coal field is an important energy resource. A relatively small proportion is avail- able by open cut operations. Responsible men throughout the world have warned of the need to increase coal research immediately. Because energy is still available in abundance these warnings have not been heeded in Australia. The characteristics of the Bowen Basin coal make it a fairly difficult underground mining proposition and a significant research effort is required to solve the problems likely to be encountered. Both industry and government have responsibilities in the economic recovery of the maximum proportion of the resource and jointly funded research administered by existing organisations should be inaugurated forthwith.

Human creativity springs from the natural desire of mankind to know and its capability to learn. Explorers and discoverers possess these features in a high degree. They are driven by an unrelenting curiosity to go beyond the boundaries of the known, to explore into the nature of things, to reveal connections between ideas, facts, conceptions, to view things from new angles, to change perceptions. A well-known fact about the construction industry - and underground construction in particular - is that all projects are unique. The degree of complexity due to the intertwining of the variety of project-related parameters is higher than in many other industries, thus forcing contractors as well as suppliers to be truly adaptable and flexible. The enormous advantages of shotcrete as a construction and rock support process and the improvement of materials, equipment and application know-how have made it a very important and necessary tool for modern underground construction works. The development of modem wet shotcreting in particular has enlarged the field of underground construction work. Projects that were impossible to be realised, have now become practicable. Subsurface structures can be placed where they are needed, without regards as to rock and soil conditions.

Most exploratory drilling in the N.S.W. coal fields has been conducted using convent- ional diamond drill rigs of modern design, us- ually truck or trailer mounted. Conventional diamond drill rigs have also been used exten- sively by the Queensland Department of Mines for coal exploration. However almost all of the exploratory drilling of surface mine coal prospects throughout Queensland has been conducted using rotary rigs typified by the Mayhew 1000 truck mounted unit. The rotary rig has proved capable of both rapid non-core drilling and core drilling with high core recoveries when modern core barrels have been used by experienced drillers. For deep or continuous core drilling, wire-line equipment is now in general use. Both wire-line and conventional coring is effected using stationary split inner tube barrels, for minimum core disturbance, maximum core recovery, ease and accuracy of logging and sub-sectional sampling. Diamond core bits are generally required in N.S.W., with water circu- lation. In Queensland, the generally softer coal measures strata can be successfully cored using tungsten carbide bits and air circulation is the preferred method where possible.

Since its introduction in 1989, the Australasian Joint Ore Reserves Code (the JORC Code or the Code) has been one of the success stories of the informational interface between the mining industry and investors. This is due variously to the user-friendly nature of the Code itself, to its practical approach to this complex subject, and to the way in which its requirements have been implemented in practice. Recognition of its utility and effectiveness has influenced a significant number of mining countries to re-assess their reporting standards with the positive outcome being that for the first time, a set of standard international definitions for reporting of mineral resources and reserves is a realistic possibility.

This paper documents the relationship between material handling and processing costs compared to blasting cost. The old adage, 'The cheapest crushing is done in the pit', appears accurate in this case study. Comparison of the accumulated cost of powder, selected wear materials and electricity, indicate a strong, inverse correlation with powder factor (lbs powder/long ton of rock). In this case, the increased powder cost is more than offset by electrical savings alone. Measurable, overall costs decline while shovel and crusher productivity rise by about five per cent when powder factor rises by 15 per cent. These trends were previously masked by the effects of weather, ore grade fluctuations and accounting practices.
