It is commonly accepted that govern ments have a role in the financing of mineral development. The reasons for government involve- ment are examined in general and in the light of the current situation in Aust- ralia, particularly having regard to the ownership of resources. A brief introduction is given to the new Australian Government bodies, the Petroleum and Minerals Authority and the Australian Industry Development Cor- poration, designed to fill a new role in mineral development, and to the basic changes brought about by the Australian Government's decision to become involved in the future development of the country's mineral resources. It is generally accepted that governments do have a role in financing mineral development. This acceptance does not seem to be confined to Aust- ralia alone but is more a worldwide phenomenon. Mineral development has traditionally been regarded as the pre- serve of private enterprise and there- fore is presumed-to be profitable, and so it is instructive to ask why there is this special role for governments.

Bulk mining and handling technologies have been affected in two ways by the soaring costs of oil products in recent years. Firstly, the substition of oil by coal, oil sands and oil shale demands the development of high-capacity mining and handling equipment, and secondly the rising fuel costs favour a trend away from cost-intensive heavy truck transport. To cope with the growing volumes of material in mining and handling, larger equip- ment units have to be designed. This tendency becomes apparent from the examples of the Hambach open pit mine in Germany, and the Port Kembla handling plant in Australia. A combination of the flexibility of heavy truck transport and the cost advantages of belt conveyors is achieved by the system of semi-mobile crushing installations described in this paper.

Australia, with its fast-growing economy and high standard of a~ living, has a high and rapidly increasing per capita consumption of energyIn total terms, Australia's energy requirements are doubling every 15 years, and among mature Western economies Australia ranks behind only Italy-and Japan in the rate of increase of energy consumption.The use of energy is often accepted as a yardstick of development and on this basis Australia might well congratulate itself on its high energy consumption. However, it is less well recognised that the resources absorbed in the production of energy represent a real cost to the* community, and that just as we strive for industrial efficiency or farm productivity we should strive for economy in the use of energy fuels.Australians spend annually an estimated ú500 million.on all forms of energy, a sum which represents about seven per cent of the Gross National Product. In all, energy production and distribution absorb the employment of more than 100,000 persons. In addition, the annual capital investment by.the oil industry amounts to some E55 millions, by the coal industry about ú12 millions, and by electrical and gas authorities some E108 millions, in total representing more than ten per cent of annual investment in other than private motor cars and housing,

Following considerations of the effect of furnace size on pressure loss, pressure loss in front of tuyeres, gas flow in the lower parts of the furnace, the distribution of the burden and the gas flow in large blast furnaces is examined with particular reference to the burden distribution at the throat and the gas flow at high production rates. Improvement of gas flow is related to application of super-high top pressure and the use of moveable armour. A brief description of the NKK type moveable armour is given and its use in controlling the gas flow outlined. The operating results under controlled gas flow show an increase in production of Fukuyama No. 5 BF from 9,200 tpd to 11,000 tpd with a decrease in the fuel rate from 490 kg/thm to 460 kg/thm.

There is a link between the requirements of society and the determination of curricula in tertiary educational institutions. Mineral resources exploration provides a strong example of this link. The resources exploration business engages in scientific, engineering, commercial and management activities in an endeavour to discover economically extractable commodities. Most geoscience and geotechnical graduates are employed by the mineral industry for resource exploration and development. This industry comprises a wide range of employer groups which include the Bureau of Mineral Resources, CSIRO, energy authorities, State geological surveys, State water commissions and private companies. Such employers are variously charged with the task of understanding and utilising earth resources to the benefit of society. It follows therefore, that undergraduate education and post-graduate specialization should be directed towards meeting the needs of employer groups in the geoscientific and geotechnical fields. In the past the training of most Australian geologists has emphasised classical science. This type of training remains of primary importance in the early undergraduate years but there is a need for modern educators to recognise the increased desirability for the inclusion of geotechnical subjects in the curriculum. Modern geo-education should address four main sectors when deciding curricula:

Chile, which hosts around 30 per cent of the worldÆs copper resources, is now the largest producer and exporter of copper. Chilean copper output accounts for more than one-quarter of total worldwide production. An increase to around 40 per cent is forecast by the end of the century. In addition, Chile ranks eighth in silver production and 11th in gold output. In Chile, mining generates more than eight per cent of the countryÆs GDP and the total value of mineral exports is more than US $7.85 billion corresponding to more than 25 per cent of South AmericaÆs mineral production. The rate of growth of Chilean mineral production is indeed impressive. Table 1 shows that in the period 1969 - 1998, copper annual production increased 564 per cent from 667 000 t to 3 764 000 t. Gold production went up 27 times from 1827 to 49 770 kg. Silver output grew 1219 per cent from 95 650 kg produced in 1969 to 1 166 380 kg in 1998. Several facts explain this dramatic increase of production, but the most important was the success of exploration sustained over the same period. This resulted in the discovery of several world-class deposits which when developed into mines, account for much of the production increases. Therefore, this summary review shows the success of basic exploration carried out during the last 30 years in the Chilean territory. The review is based on data already published in different specialised mining books or magazines. It only includes those world-class discoveries not the lesser discoveries important at local scale. All figures were calculated using 1998 $US dollar and average estimated metal prices valid for 1999: copper $US 1653 per t ($US 0.75 per pound), gold $US 9452 per kg ($US 294 per ounce) and silver $US 177 per kg ($US 5.5 per ounce).

Flotation is an important process used in the concentration of iron ores. One of the challenges for process engineers is the low metallurgical recovery associated mainly with the fines fraction. In this work, the use of synthetic flocculants in iron ore reverse cationic flotation was investigated. The flocculants utilised were polyacrylamides of high molecular weight and different ionic degrees. Bench scale flotation tests were performed to compare the flotation performance with and without addition of polyacrylamides. It was observed that cationic and non-ionic polyacrylamides cause a significant increase in the metallurgical recovery. The anionic flocculant did not improve the flotation performance. An adverse effect was a slight increase in the silica content of the concentrate. Flotation with polyacrylamides was influenced by the hydrodynamic conditions of the pulp, such as agitation and the weight percentage of solids in the flocculant conditioning and flotation stages.

Technological advances evolve in different ways; many are the result of years of application of scientific method. i.e. Observation Deduction Hypothesis Proof In the mining industry, better explosives, drill bits or reagents are likely to evolve in this way. The scientific method is suited to the application of conventional management structures. Other advances are simply the result of a "brainstorm", or building a better mousetrap. Such inspiration probably resulted in "Split Set" rock bolts, or the first use of a vacuum cleaner principle for shaft mucking. Individual consultants can apply lateral thinking to generate such inspiration. In gathering material for the presentation of this paper, I sent a.letter to all members of the Mineral Industry Consultants Association asking them to nominate problems in the industry requiring investigation. The answers have been divided into two classifications - contract research underway and identified problems requiring solutions.

There have been many changes in the Australian mining industry during the last 30 years. One of the most dramatic changes, from a geological perspective, is the reduction of in-house geological staffing and an ever increasing reliance on contract and consulting services. As a result, there has been a change in the way geological information is generated, managed and retained within the industry. This paper describes the changes that have taken place in the industry, provides two case studies of how companies manage their geological Intellectual Property and reviews some of the issues associated with management of in-house and outsourced geology services.

Canadian mining research has recently been reinvigorated through a pan-Canadian research strategy driven by the industry, the research community and government departments. These organisations have come together to form the Canada Mining Innovation Council, whose role is to focus and increase mining research in the country. One of the major themes of the organisation is environment; including major research initiatives on energy, tailings and environmental stewardship. Other major initiatives on exploration, mineral extraction and mineral processing will also consider environmental benefits in the research projects they undertake. All the initiatives have their priorities determined principally by the mining and exploration companies, whose first obligation is to determine the long-term research priorities of the industry as a whole, rather than for their individual companies. Only after industry consensus on priorities does the research community become engaged in the implementation of specific projects to address those identified priorities. A goal of the program is to effectively create a virtual mining research laboratory, by engaging all the major research centres in the country. Membership to date includes most of the major mining companies operating in Canada and almost all of the mining-related universities. The influence of pulp potential on the flotation behaviour of sulphide minerals in laboratory batch flotation tests is discussed in terms of self-induced flota- tion, collector-induced flotation, and depression.' Assuming that the pulp poten- tial is controlled by the same factors that determine the genuine redox poten- tial, an attempt is made to interpret the experimental results in terms of potential-dependent reactions based on bulk thermodynamic data. Self-induced flotation is displayed by many sulphides in moderately oxidizing solutions but not in reducing solutions. The available evidence suggests that the hydrophobic entity could be sulphur produced by superficial oxidation of the mineral but this has not been established beyond dispute. In general, flotation is observed near the potentials at which sul- phur would be expected to form and the minerals which produce sulphur seem to float the most strongly. Collector-induced flotation is most conveniently studied on minerals which have only slight self-induced floatab- ility. The mineral-collector interaction is potential-dependent hence flotation is generally only observed in limited ranges of potentials. While the general form of the floatability-potential relationship is similar to that predicted from thermody- namic data close correspondence between predicted and experimental results is not always observed.

Mineralogical, chemical, and isotopic data have been obtained for samples from 11 volcanoes and 4 kortlandite intrusives on Kamchatka.Similarities and differences in ore-bearing and barren intrusives are discussed. Differences in sulphide mineralization and sulphur isotope compositions of intrusives are explained in terms of the "auto-sulphurization" hypothesis which involves the redox conditions of the host rocks. possible role for carbon in nickle sulphide ore formation is also considered.

The low potential hydrophobic state of pyrite in amyl xanthate (PAX) flotation with nitrogen is of particular interest with regard to the N2TEC flotation technology currently being used for the recovery of auriferous pyrite at NewmontÆs Lone Tree Plant in Nevada. Initially, the N2TEC system had been found to operate satisfactorily, but cyanide in the flotation mill water appeared to be responsible for a loss in pyrite recovery. This supposition was confirmed with laboratory experiments, and a program was initiated to study flotation chemistry variables by electrochemically controlled contact angle measurements. Experimental results show that activation of pyrite in such cyanide solutions can be achieved more effectively with lead than with copper. Subsequently, based on these fundamental studies, significant improvement at the Lone Tree Plant was achieved by lead activation, in which case the recovery increased to expected levels. The effect of activator is particularly significant not only with respect to pyrite depression by residual cyanide, but also with respect to collector (PAX) consumption and the initial state of the pyrite surface. Experimental results show the importance of the pyrite surface state and the rather interesting features of the activation process.

Proposals designed to use stockpiles and buffer stocks to achieve price stabilization and better resource use have a long history. They are super- ficially simple to understand. The benefits seem clear. And yet I am well aware that this is not a simple subject: the more one studies it, the more complex it becomes. Worldwide interest in re- source management, while receiving fresh impetus from the OPEC actions, also has a long and chequered history. Those venturing into such ter- ritories must be forewarned of the traps and pit- falls which abound. Interest in these schemes has waxed and waned over the years with the fluctuating fortunes of the producers or consumers. As I write this paper towards the end of 1977, I am acutely aware of the low ruling prices for zinc, copper, and nickel. These sacrifice prices remind me that it is difficult, for example, for a surveyor, to be calm and rational if he is up to his neck in a swamp full of crocodiles. He might be forgiven for forgetting that the aim was to drain the swamp! I am also aware that when swamps are drained, painful and dangerous stumps sometimes stick out. Hence, in looking at the subject of stockpiles and resource management we must not set our sights too high, perhaps not initially hope for perfec- tion, if we want to secure worthwhile changes. My approach is to acknowledge a bias for the market system. We have, however, had experience (remember the 1930s) of some weaknesses in the untrammelled operation of free markets. Thus our international economic relationships over the past 20 or 30 years have been based on a desire to retain as much as possible of a liberal world trading system backed by such organizations as the GATT, IMF, and the U.N. to ensure the necessary cooperation. Some nations have seen this system work only partially in their best in- terests. GATT, for example, has been reasonably effective in liberalizing trade in many manufac- tured goods but far less so in regard to agricultural or semi-processed goods.

The highland region of Papua-New Guinea is relatively rugged terrain where stream gradients are steep. In areas where porphyry copper deposits outcrop the streams commonly expose primary sulphide mineralization in unoxidized rocks. Stream sediment geochemistry combined with float examination and broad geological mapping proved to be an effective tool for detection of outcropping bodies of mineralization. After discovery, detailed stream sediment sampling, soil sampling and rock chip sampling, together with detailed geological mapping proved adequate to delineate drilling targets. Reconnaissance stream sediment sample density was dictated by geology and access and a density of one sample per 25 Km2, or less, was desirable to ensure a high degree of confidence in the programme. Research indicated that the base metals occur in sulphide form in stream sediment and that the -80 mesh size fraction gave the most reliable results. The producers of mineral sands on the East Coast of Australia might be regarded as having a simple task of selling Rutile and Zircon. Such is not the case. Differing quality and grain size requirements plus the dramatic increase in the percentage of mineral sold in a processed form have meant a large increase in the number of different end products handled. The resulting sales control problems are compounded by the need to be able to deliver against a large number of separate contracts which may relate to spot or long term sales in small quantities or in bulk shipments. Methods of helping management control this situation have been devised and incorporated into a suite of computer programs. Experience with the approach has been very satisfactory. The effect of changes to shipping schedules, commitment to new or changed orders, or proposed changes to production can be evaluated as and when necessary with little bother. Magnesium is the lightest metal used in structural applications but these are only a small part of magnesium usage, with the use in aluminium alloys consuming half the magnesium produced. Other applications include steel desulphurisation, nodular iron manufacture and metal reduction. Demand for magnesium is expected to increase towards the end of the decade because of a requirement to lighten the weight of automobiles. The current western world plant capacity and production rate is 250 000 tpa. The CIS and PRC also have production capacity but shipments from these countries have been limited in the last half of 1994. The price for magnesium has followed trends similar to aluminium with recent recovery from US$1500 per tonne in 1992 and 1993 to US$4000 per tonne in 1995. The major magnesium producers all use different production methods and the potential exists to establish a large-scale magnesium industry with operating and capital costs comparable to aluminium. The Australian Magnesium Research and Development Project has been established to develop a low cost method of production using the magnesite and infrastructure resources in Central Queensland.

In Australia, current production of rare earth element (REE) minerals, monazite and xenotime, occurs as by-product from titanium-enriched placers and beach sands. Undeveloped REE resources are associated with carbonatites, alkaline igneous rocks, pegmatites, phosphorites, cemented fluvial sandstones, and uranium mineralisations. The REE are held within a range of minerals including silicates, phosphates, a1uminophosphates, carbonates, and oxides. The development of these REE resources may require new processing and extraction methods. The distribution of REE in the currently mined ore minerals, monazite and bastnaesite, does not match that requested by the market. Exploration for new REE resources should be focused on ores with more marketable REE distributions, particularly with heavy REE, neodymium, samarium, europium and yttrium enrichments. Such ores occur within alkaline igneous rocks, in laterites overlying carbonatites and alkaline igneous rocks, and in placers derived from low-grade regional and contact metamorphic sediments. Lateritic REE deposits may be easily and economically mined by shovel in open pits and are unlikely to require extensive crushing and milling. In addition, lateritic REE clay deposits may be processed by simple hydrometallurgicaltreatment mehtods.

In this paper, life cycle assessment methodology has been used to assess the variations in water use associated with different metal production and processing routes and provide insights into the value derived from water usage in the minerals sector. Using water consumption data derived from the literature it has been shown that the æcradle-to-gateÆ water consumption (or embodied water) for production of the various metals considered in the study ranged from 2.9 m3/t for steel up to 252 087 m3/t for gold. The results largely reflect the grade of the initial ore used to produce each metal, and can be approximated by the following equation:W = 167.7 G - 0.9039 where: W = embodied water (m3/t refined metal) G = grade of ore used to produce metal (per cent metal) The study showed that indirect water consumption in the metal production life cycle, in particular that due to electricity generation, can make a significant contribution to the embodied water value, eg aluminium production. When expressed in terms of m3/t ore, the results for all metals considered indicated that the embodied water is roughly, on average, three times the water consumption of the mining and concentration stage. It was also shown that the economic value per m3 of water consumed for the minerals industry exceeds that for the agricultural and industrial sectors, supporting the view that allocating water resources to the minerals industry has a strong underlying economic basis. Water reforms currently taking place in Australia aim to address issues such as competition for water access, reduced security of supply and increase in cost. Consequently the minerals industry, along with others, can be expected to come under increasing pressure to reduce fresh or raw water use and to integrate water use across sectors. While water recycling is an obvious candidate to help reduce water consumption in the minerals industry, issues such as water quality, among others, will influence the extent to which this can be achieved. In addition, wastewater volumes can be minimised using techniques such as pinch analysis to establish and use the minimum water requirement for the process. The use of dry or near-dry processing technologies, for which the demand for water is small or zero, may be a more radical solution to the water consumption problem; however, it is possible that the introduction of dry processing would bring with it a new set of problems, including dust.

WMC Fertilizers (WMCF) operates a Beneficiation Plant at Phosphate Hill in Queensland, Australia. The plant consists of two-stages of crushing, followed by a wet scrubbing and desliming circuit. Ore is then fed to a tertiary crusher and a milling/classification circuit, with the final product going to a swing-lift thickener and storage tanks. From the slurry storage tanks, the phosphate rock is fed to a horizontal belt filters which dewater the phosphate rock ahead of a hemi-hydrate phosphoric acid plant. The water soluble recovery of phosphate in the phosphoric acid plant is dependent on the moisture content in the filter cake, as this governs the wash water addition to the hemi-hydrate filters. Since commencement of operation, the moisture content of the filter cake fed to the phosphoric acid plant has been higher than design reducing the phosphoric acid plant recovery and at times reducing the throughput through the phosphoric acid plant. The moisture content in the filter cake can be decreased by reducing the generation of fines in the milling and classification circuit (classified as û38 micron material). This paper identifies the causes of fines generation in the Phosphate Hill beneficiation plant. It discusses the options that were assessed to minimise fines generation, and outlines the results to date of circuit changes undertaken at Phosphate Hill.
