In a survey conducted by symplexi with underground miners in Australia; 78 per cent of participants believed that ‘safety’ is all about people. If ‘safety’ is about people, then is the mining industry focusing on the wrong thing? It would be fair to say that the mining industry is heavily systems focused. Companies develop a safety management system and use this to show regulators that they comply with legislation – however, that is only half of the picture.

Leaders have invested heavily in traditional safety management to improve safety performance over the years. This primarily involved: • fixing the environment (eliminating the hazard) • improving the system (more/less rules, procedures etc) • making safety more conscious (more/better interactions about the importance of safety). These approaches have helped improve safety performance significantly during the last 50 years and will continue to play a role in the future. Although these approaches may be part of an overall solution, they are not enough to prevent many incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

"This paper discusses the successful use of bituminous geomembranes (BGMs) in mining applications since their development in 1974. It explains and illustrates the structure of a BGM composite, which is a geomembrane manufactured by impregnating a polyester geotextile with a compound of bitumen, elastomer and filler. Examples of applications of BGMs in the mining industry are also presented in the following contexts.Storage of solid waste: storage of mining waste at mines in Canada heap leach pads in France, Peru, Chile and Turkey at the base of a mining waste landfill in Brazil capping of solid mining waste in Chile and Canada temporary capping of mining stockpiles in Australia (with possible reuse of the BGM for other works).Examples of the application of BGMs for the storage of liquid waste in mining containment reservoirs in Canada, Guatemala and Peru will also be given.For each example given, reasons are supplied that supported the choice of BGMs by the clients and consultants, drawn from the following advantages of the BGM:BGMs have excellent puncture strength, due to the internal polyester reinforcement, as well as excellent ultraviolet resistance. This often eliminates the need for a cushion geotextile or cover soil over the BGM.BGMs have a very long life expectancy, in excess of 300 years, in subsoil conditions (Breul et al, 2004).BGMs can be installed in very harsh climatic conditions. They are suitable for high wind environments as their heavy mass per square metre makes them resistant to wind uplift. The low coefficient of thermal expansion means that BGMs are suitable for installation in mines where very low or very high temperatures are expected. This reduces construction delays and allows for a quicker use of the mining facility.The fact that the BGM can be installed by the mine’s own workforce, after appropriate training from the BGM manufacturer, allows for a more flexible construction sequence on the mine.Ability of the BGM to connect to other materials such as concrete, steel, rock and other geomembranes that may be on the mine site.The technical advantages of a BGM enabled the engineering consultants to prepare solutions for their mining clients that had a lower environmental risk, had a faster completion schedule and were overall a cheaper option than with a polymeric geomembrane.CITATION:Breul, B and McIlwraith, R, 2015. The original and most basic relationship between mining company and explosive supplier was a simple one of consumer and product supplier. The divide between the two was quite clear-cut with neither taking much interest in the activities of the other. The explosive supplier had little understanding or share in the outcome, efficient rock breakage and therefore impact on mining and milling. Likewise, the mining company did not encourage the improvement or development of products. The transactions were limited to product and funds. This environment does not encourage any form of knowledge sharing, trust or optimisation of the mining process.Conversely, there are now a variety of relationships to the point that the mining company may simply be an asset manager whereby all æoperationalÆ aspects are contracted out. For the drill and blast aspect this takes the form of a æRock-On-GroundÆ contract whereby the explosives company takes on design, drill, load and fire responsibilities and is paid a rate per volume of broken rock. This removes the majority of risk to the mining company derived from having to produce broken rock and guarantees the cost of a portion of the overall unit cost of mining. The onus is now on the explosives supplier to break rock to a specification as efficiently as possible.There exist a number of variations between the æbasic supplyÆ and æRock-On-GroundÆ. These contracts may also include value sharing to encourage the explosive supplier to optimise the mining operation to maximise profit.This paper looks at some of the drivers for the change in explosive supplierûconsumer relationships and examines the æprosÆ and æconsÆ of a few of the options.

EcoTechnology refers to a series of potential metallurgical processes for complex ores, concentrates, tailings and slags that are all based on an initial chlorination step at low to moderate temperatures probably in a fluid bed chlorinator (FBC). Examples of the research and development (R&D) results are provided in this paper for a high grade Au/Sb Leach Tailings (EcoGold<sub>®</sub> Process), a very refractory sulphide Au concentrate, a refractory gold calcine tailings, a Cu/Au tailings (EcoCopper<sub>®</sub> Process), bulk polymetallic sulphide concentrates and polymetallic sulphide/oxide complex ores (EcoZinc<sub>®</sub> Process and EcoLead<sub>®</sub> Process). R&D on over thirty different ore types has been conducted at a bench scale as discussed. Latterly a dedicated pilot plant was designed and constructed by EcoTech Mining Pty Ltd (EML) and several of the different feed stock results have been confirmed by pilot plant testing. It is planned to scale up to a commercial demonstration plant. To demonstrate the versatility of EcoTechnology, bench and pilot plant test results on five of the projects are used as case studies as follows: Fosterville ‘leach tailing’, VIC; Wiluna flotation concentrate – BIOX Feed, WA; Wiluna calcine facility tailings, WA; Mt Morgan Cu/Au tailings, QLD; Polymetallic sulphide concentrates from Pegmont Deposit, QLD and Polymetallic sulphide/oxide ores from Commonwealth Mine Project, NSW. The risk and consequences of community rejection and loss of a social licence to operate is well articulated (Moffat et al 2018), however, the means for systematically managing this risk are less established. At the local scale, a mining operation is said to have a social licence to operate (SLO) when it achieves ongoing acceptance or approval from the local community and other stakeholders who can affect its profitability (Graafland, 2002). Without this social acceptance, it is very difficult for a business to operate effectively or profitably. It is well understood that social (or community) acceptance of a mine and its associated operations is a reflection of the quality of the relationship a company has with their host community (Thomson & Boutilier, 2011; Lacey & Lamont, 2014; Parsons et al., 2014; Moffat et al., 2015). Community relations are an integral part of successful mining operations and where these interactions are effective, they tend to foster mutual understanding, trust and support between a company and the host community (Kemp et al., 2006; Holley & Mitcham, 2016). Research further demonstrates that where such interactions are perceived to be procedurally fair, the increased trust created in these company-community interactions tends to lead to higher levels of acceptance of mining operations (Moffat & Zhang, 2014; Lacey et al., 2017).The challenge, however, is how to listen systematically to communities that mining and associated operations; communities that are often located across vast geographic areas and with diverse demographics. To date, traditional methods deployed to both guide and evaluate community engagement and social investment activities have been challenged to reflect the nature of the phenomenon they seek to observe, the voice of community. For example, detailed baseline surveys of community attitudes every three years by companies, as is the requirement within the policy frameworks of most large miners, provide rich insights but do not reflect the dynamic, temporal nature of the relationships that underpins their SLO. These processes typically are largely opaque to communities and distinct from the company’s engagement activities. The CSIRO Local Voices project was developed with Rio Tinto to go some way towards meeting this challenge of how to listen to the voice of community systematically. The shift towards clean energy technologies is having a significant impact on the mining industry, with the demand for minerals such as copper, nickel, cobalt, lithium, manganese, and graphite increasing exponentially. To meet the goals of the Paris Agreement, mineral requirements for clean energy technologies would need to quadruple by 2040, and to achieve net-zero globally by 2050, mineral inputs in 2040 would need to be six times more than today. The most significant driver of mineral demand is electric vehicles (EVs) and battery storage, with lithium seeing the fastest growth, and copper demand doubling over the same period due to the expansion of electricity networks globally. The demand for these minerals is expected to rise significantly as investments in clean energy technologies continue to grow in the future. As the world moves towards a decarbonised economy, the minerals industry is under increasing pressure to reduce its environmental and social impacts and meet the increased demand for minerals. Mining companies are facing additional challenges due to the depletion of near-surface mineral deposits globally, with more mines transitioning from open pits to underground. The transition to underground mining requires the right strategy to economically access deeper mineable inventories and to keep up with future clean energy technology demands to achieve net-zero globally by 2050. One key way to achieve this is through decarbonisation using ‘green’ mining technologies such as replacing current primary diesel mining fleets with battery electric vehicles (BEVs). However, these measures through electrification overlook the bigger opportunity to maximise the socio-economic returns from the mine while also reducing the overall carbon footprint. Corporate cut-off grade policy is one of the most significant influencers on the total environmental and social impacts of the mining industry. The purpose of a corporate cut-off grade policy is to implement strategies aligned with achieving all the mining companies’ corporate goals, with decarbonisation targets becoming a primary driver for mining companies. Table 1 shows the evolution of cut-off theory with the increasing number of dimensions and driving inputs per iteration.

There are many small to medium carbonate hosted complex zinc containing deposits where the zinc is not economically recoverable either as concentrate or metal. High grade (>20% Zn) run of mine ore can be processed but even this material gives relatively poor returns. Considerable effort has gone into developing new technology for either upgrading the ore and/or recovering zinc metal hydrometallurgically but there has been limited success. Minetometal has developed a process capable of economically treating these deposits to give marketable lead and zinc products. This paper reviews alternative processes for these ores and gives a detailed description of the Minetometal Process. CITATION: Shaw, R, 2018. Employing gravity recovery for coarsely liberated gold and sulfide ores has potential to lead to a signifi cant reduction in the energy required for comminution and ultimately can have a significant impact on gold processing. Most of the recognised metallurgical tools at our disposal currently have been designed around recovery of relatively finely ground minerals. In order to change the paradigm of fine grind for liberation, a new set of tools need to be recognised that are capable of separations in the coarser size fractions. Some of these tools already exist and some need to be developed but the key is the way in which the fl ow sheets are arranged. A very strong understanding is required in the existing tools and their capabilities before these new flow sheets can be optimised. Only when we understand the existing gaps in technology can we start to fill these positions with new candidates. Many ores when crushed liberate their gold bearing minerals at coarser sizes than current practice would suggest (Figure 1). In order to characterise this response in ores it is necessary to utilise some new techniques in the lab such as gravity separation and ore sorting at the sizes greater than 15 mm followed by gravity recovery on fractions from 15 mm down to 150 ¦m. The most difficult range has been the mid-sized fraction from 4.0 mm down to around 150 ¦m. This is the size range in which many ores show economic liberation starting to occur and coincidentally this is the range in which many commonly used metallurgical processes reach their operational limits due to physical constraints. Examples of these processes are flotation, hydrocyclones and whole ore leach in agitated tanks which are currently the mainstays of the processing fraternity. This is an ABSTRACT ONLY. With the increasing sophistication of real-time sampling devices for occupational hygiene exposure assessment, research to objectively assess their performance is a priority. Using real-time monitoring equipment has several advantages over established gravimetric sampling methods, particularly their immediate results, lower overall long-term costs and no laboratory analysis costs, which are appealing to the mining industry due to the ongoing occupational hygiene monitoring programs required by the various regulatory agencies.

The key skills for a competent geologist are observation, documentation, analytical thought and the ability to communicate. These attributes have served the geological world for the past two centuries since the field of geology was separated out from natural philosophy. The understanding of the structural setting, lithologies, alteration and 3D distribution of the target mineral species are essential precursors to resource evaluation and potential economic extraction. The advent of artificial intelligence and machine learning has matured to the point where observation by dedicated sensors and analysis by customised AI algorithms can replace manual processes and deliver credible results. In combination with analytical data such as assays, various sensors now collect physical properties of rocks which are used as proxies for mineral identification and rock mass classification. These sensors include X-ray and infra-red spectra, magnetic susceptibility, gravity/density, EH/pH measurements, conductivity, colourimetric readings, porosity, fracturing and fracture intensity. Analysis using machine learning techniques trained using known data sets can determine rock type classification, rock density, quantification of grade/quality attributes, mineral alteration, weathering and geotechnical attributes such as rock quality. This type of data relies on calibration and quality control of a variety of different types of electronic hardware. The resulting data is non-additive, has error ranges and will be suitable for consumption by fast AI methods providing probabilistic analysis. A second stage could include geometallurgical constraints to provide an ‘extractability index’, which is of more interest to miners than pure geotyping. Using resultant interpreted geological criteria, 3D domain models with spatial attributes will be built.

Current mineral extraction and valorisation activities still have a strong focus on the ‘delivered product(s)’ which might be a bulk commodity such as metallurgical coal, hematite, bauxite, etc., and mineral concentrates such as metal sulphides, oxides, and carbonates; precious metals, such as gold, silver and PGMs, REEs or battery metals; halogen salt forming elements; or industrial minerals, which are non-metals including crushed rock, sand, and gravel etc. With the current focus on tailings disposal the pushback has been to seek alternatives to the currently ‘conventional’ disposal method via increasingly higher risk tailings settling facilities (TSFs) with a changing focus towards ‘dry disposal’. Whichever option is selected, the alarming trend is the increasing cost and ESG impacts. An emerging approach is to pose a focusing question ‘Is there anything else passing into the tailings stream and/or disposable waste streams which could be recovered and pass into the product revenue stream? All of the above ‘primary’ process streams offer opportunities for increasing recovery and offsetting some of the disposal costs. Some secondary opportunities are already being pursued, such as REEs and battery metals from base metals deposits, but other opportunities are still being overlooked, such as building materials and soil conditioning pellets. These potential ‘new’ product streams can also utilise other mining and domestic wastes such as smelting slags, glass waste, plastic waste etc. This paper will address these opportunities and provide examples including process approach, economics and some of the current barriers that exist, which are holding back progress on such initiatives.

In the fields of geotechnical engineering and slope management, various software packages are used to assess the behaviour or propensity for a slope to fail. Traditional kinematic analysis calculates the probability of failure of design sectors with respect to dominant structural set orientations. A novel methodology is provided here to view potential hazardous slope behaviour in 3D, allowing engineers to make informed decisions regarding various pit slope geometries. Apparent dips are calculated for every point in space with respect to every slope orientation of the entire pit surface/design, specifically in reference to bench and inter-ramp planar failure mechanisms. Implementing a proactive approach to slope design will not only lead to early mitigation of risk but can also add direct value by enhancing or improving upon slope angles for earlier access to ore. From a safety perspective, identification of unfavourably oriented slope geometries can be dealt with before failure occurs. This methodology relies on a strong understanding of the existing rock mass anisotropy, particularly behind the face, thereby removing some of the uncertainty surrounding pit design as well as presenting engineers with an additional means to manage risk.

The shape and particle size distribution of caved ore mass in sublevel caving were investigated in this study. The paper first reviews the main factors affecting the shape and characteristic of caved ore mass in sublevel caving and then through the experimental blast testing with cement-sand concrete models, the shape and particle size distribution of caved ore mass were found out. The experimental results indicated that the shape and particle size distribution of caved ore mass was similar to that of the drawn loose body. This finding presented a new perspective for the future study on the ore drawing theory and on the optimisation of structural parameters of sublevel caving. The structural parameters must meet the principle that the shape of the drawn body is in consistency to the shape of caved ore mass.

The Yinachang deposit in south-west China contains large amounts of Fe, Cu and rare earth elements (REEs). Apatite in this deposit records complex REE mineralisation and remobilisation processes.Fe-Cu-(REE) mineralisation at Yinachang occurred at ~1700 Ma, and three stages of alteration and mineralisation are identified: Na-(Fe) alteration, Fe-(REE) mineralisation and Cu-(REE) mineralisation. In the Fe-(REE) mineralisation stage, REE-rich apatite formed together with magnetite. In the Cu-(REE) mineralisation stage, fluids undersaturated with REEs interacted with early-formed REE-rich apatite, during which large proportions of REEs, especially light REEs (LREEs), were leached from apatite.At ~840 Ma, apatite experienced a second interaction with fluid. In that process, REEs were removed from the apatite structure but immediately reprecipitated into new phases within the apatite. Thus, numerous REE mineral inclusions including bastnaesite, monazite and minor Y-phosphate occur in the apatite. There are also a very small portion of LREEs that were transported out of the apatite, resulting in the growth of bastnaesite and monazite grains outside the apatite.This study demonstrates that REEs can be mobilised in multistage hydrothermal activities and highlights the significance of fluid compositions for REE transportation and deposition behaviours in hydrothermal systems.CITATION:Li, X and Zhou, M-F, 2015. Nautilus Minerals (Nautilus) is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.During the environmental impact assessment and project development phase, Nautilus completed a number of hydrodynamic modelling exercises in order to predict the nature, volume and extent of the plumes likely to be generated by the sea floor mining tools and return water discharge at the sea floor.The modelling was conducted using the suspended sediment fate model (SSFATE), developed by the United States Army Corps of Engineers and RPS APASA engineering consultants. The SSFATE model was originally developed in order to predict and manage dredging plumes, and has since been adapted for deep ocean sea floor mining. The model uses a Lagrangian approach to remove the limitations of grid resolution, and simulates far-field effects of sedimentation plumes by assuming that the average transport and turbulence associated with currents are dominant over the initial turbulence at the release point. The random walk procedure utilised in the model tracks particle size classes as they disperse and settle, and also takes into consideration any re-suspension that may occur following settlement (RPS APASA, 2014).CITATION:Grogan, R, 2016. The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. "Mining is an inherently risky business: from the technical, environmental, social and economic uncertainties associated with advancing an exploration concept to a viable project; to the risks associated with the operating, market, and safety risks and uncertainties attached to a developed mine; and the final mine closure process.Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in reporting may result in a misinterpretation of technical and financial results, leading to biased estimates or assumptions on project value (Noppé, 2016).Simplistically, a project can be assessed on three key areas for positioning the project in its correct relative context, namely: the project development stage the confidence in the estimated quantities and qualities of the resource, reserve and/or product the level of accuracy, precision and confidence in the technical and economic studies supporting the project.In the latter case, the ‘technical and economic’ information includes assessing the necessary social, environmental and commercial/legal/governmental approvals for the project.Responsible management of a resource project through its full life cycle relies on competent and dependable control and direction being effectively provided by the technical, business and board leadership of the organisation. The optimisation of an open pit mine can be broadly split into two stages, the first being the ultimate pit optimisation (and subsequent stage designs), and the second being schedule optimisation. Macroeconomic uncertainty clearly impacts on both however interrelationships do also exist. Generally, the opportunity exists for the ultimate pit to be revised during each planning cycle, however when this reprieve is removed the uncertainty for the underlying business increases. As one example, the introduction of an in-pit waste dump can be seen to significantly limit the option to revise the ultimate pit. When in this situation there are two potential risks that present: (i) the long-term price used for the ultimate pit selection is optimistic, and too large of a pit is selected resulting in waste being mined which uncovers material not of a significant value to deliver a profit; (ii) the long-term price used for the ultimate pit selection is pessimistic, too small of an ultimate pit is selected, and ore of realisable economic value left behind. For a geometallurgical program to be successful, linkage must be made between the geologists and geostaticians who understand and model the orebody, the metallurgists who determine the value that can be extracted from the different geometallurgical units, and the mine planners who develop and optimise the plan to extract maximum economic value from the resource. One of the primary purposes of geometallurgical models is in the determination of the economic cut-off between ore and waste. Recognition of the level of confidence required in the estimation of grade, throughput and recovery is critical to the planning of a successful geometallurgical program. It also helps clarify the scope of work needed to mitigate risk at each stage in the development of a new mine projectThis presentation provides some of the author’s experience with development and application of geometallurgical models for existing base metal operations. It discusses how geological units defined by lithology, structure, alteration etc, can be translated into geometallurgical ore types defined by mineralogy, ore hardness, and flotation behaviour. Examples of how these characteristics have been used to estimate key economic parameters such as mill throughput and flotation recovery at two brown-field operations are provided. The first example relates to the modelling of metallurgical performance at Teck’s Red Dog zinc-lead mine in Alaska. Prior to 2000, zinc, lead and silver recoveries from a block of ore at Red Dog were either assumed constant, or were varied according to simplistic models. Throughput was not thought to vary substantially between blocks, so an average value was used for each blended stockpile. It is quite possible that some ore-value blocks were classified as waste, and some waste-value blocks treated as ore, as a result of poor understanding of the true economic cut off across the wide range of ore types observed at Red Dog.
