WIDESPREAD experimentation has been conducted in recent years to devise a means of preventing intergranular corrosion in austenitic chromium-nickel steels of the 18 per cent chromium-8 per cent nickel type. Additions of titanium to these steels have been used commercially to overcome this difficulty, as advocated by Krupp of Germany, and the latest literature reference concerning improved details of this method is the article by Bain, Aborn and Rutherford.1 Extensive work by the present authors has shown columbium also to be a particularly valuable agent for inhibiting intergranular corrosion. This paper does not deal with steels that are largely or wholly aus-tenitic ; it is limited to a discussion of the results obtained through the use of titanium and columbium in plain high-chromium steels. For many years titanium has been used commercially by some steelmakers as a cleanser, and to a lesser extent as a hardener, but then in greater per-centages. The results of the work to be described disclose that titanium and columbium in proper proportions act as effective softeners in the high-chromium steels. It is well known that chromium intensifies the hardening effect of carbon in steel; it imparts pronounced air-hardening properties within a rather wide range of chromium content; it provides increased ductility in steels of given strength and hardness; and it enhances resistance to corrosion and oxidation at elevated temperatures to a marked degree. However, in applications requiring a combination of some of these valu-able properties great hardness is frequently a detriment rather than a merit. When the objective is a soft and ductile steel having optimum corrosion resistance, the producer strives for a carbon content as low as commercially practicable.

THE term "coal-mine mechanization" is definable in several ways. In its general application it can mean the use of machines instead of manpower in each of the various mining activities necessary for the produc¬tion of coal-so that under this definition a mine that uses mechanical coal cutters could be classed as a mechanized mine. Common usage, however, insists that a mechanized mine is one in which machines are used for the entire process of mining or extraction and transportation of the coal. For the purpose of this paper, then, the second definition of "coal-mine mecha¬nization" will be used, and practices employed in mines where the greater part of the production is obtained through the use of mechanical loaders and conveyors will form the basis for this discussion. PHYSICAL CONTACT HAZARDS If we were to group all the hazards that accompany the use of mechanized equipment in a mine, the predominant class would be that which, for want of a better name, might be termed the "physical contact" hazards; that is, all the sources of danger that lead to accidents through physical contact of workmen with ma¬chines. A survey of accidents in a group of mechanized mines indicated that this class of hazards may be responsible for more than half the number of accidents in mechanized mining. For example, of 21 mining-machine accidents at one mine, 14 were of the physical contact type of 14 loading-machine accidents at the same mine, 8 were the result of physical contact. Certain of these hazards an controllable through the use of guards-¬a guard over the cutting-machine bits whet the machine is being trammed from place to place, or a chain or some similar locking device around the cutter chain, so that an accidental blow or push against the bit control will not cause the cutter chair to move. Other hazards, such as the possibility of. a loader operator having hi foot crushed by a crawler tread, or , brakeman being hit by a loader boon swung too far to one side while a car is being loaded, might be subject to control through the use of guard devices, but the reduction or elimination of all physical contact hazards by such methods doe: not appear feasible. Every accident of the physical contact type should be investigated to discover whether guards could have prevented it, but often the only way in which to combat these hazards will be through the awakened consciousness of each workman as to the danger that exists if he indulges in unsafe practices. A good approach to control of accident: in any mine is the establishment of a set o: safety rules or operating rules. The intent of such rules is to provide guides for the workmen to follow in the operation of equipment. Frequently the workmen have no regard for such rules, and observance is obtained only through compulsion or the part of management. The in situ leach mining process generates a waste stream that is high in sulfates, total dissolved solids, and radium 226. During the mining phase, the volume of the waste stream is relatively low and consists primarily of the bleed stream. During the restoration phase, larger volumes of waste water are generated. These waste streams require environrnentally sound disposal. The low net evaporation rate in the Coastal Bend area precludes pond evaporation as a feasible disposal alternative. Reverse osmosis is a practical method of reducing the volume of the waste water handled, but the concentrated waste stream from the reverse osmosis unit must be disposed properly. Deep well injection into highly saline reservoirs is considered a sound method of disposing of the liquid waste generated by in situ mining in the Gulf Coast uranium district. Thirteen injection wells have been permitted to serve the disposal needs of the leach mining industry in Texas. Of these 13, 11 have actually been drilled. Seven applications are pending. The injection zones for the permitted wells range from depths of 3050 to 6200 feet. Pressure limitations imposed on these wells range from 500 psi to 1350 psi. The following criteria are used to determine the desirability of a disposal well site: 1. A minimal number of nearby, improperly plugged borings which penetrate the disposal zone; 2. Minimal crustal disturbance; 3. Sufficient salinity of the water contained in the disposal zone; 4. Protection of oil and gas producing zones; and 5. Sand of sufficient permeability and areal extent to handle the desired volume without fracturing the reservoir. 1. Improperly plugged borings: During the early part of the century, oil wells, gas wells and test holes were drilled using cable tool equipment, often with a minimum amount of surface casing. Production casing, when it was set, was often partly removed when the holes were abandoned. Thus, wells drilled prior to 1940 frequently have less than 100 feet of surface casing and either no production casing or the upper part of the production casing removed. Additionally, these holes are often plugged only with mud. The close proximity of these holes to an injection well location are a concern in that they can provide an avenue for injection-depth fluids to migrate up the bore hole and jeopardize shallower fresh water reservoirs. Usually, where there are more than 6 or 8 poorly plugged borings in a 2 1/2 mile radius of the well site, it is preferable to examine deeper zones for disposal well potential. The deeper zones are especially attractive where the borings are not in a cluster, which renders monitoring more difficult. Often, even the deeper disposal zones are penetrated by a few improperly plugged borings. When this condition arises, the potential for leakage through the borings can be addressed in the following ways. a. Demonstration that the static head in the boring is higher than the anticipated increase in bottom hole pressure generated at the boring by the disposal well. A 100 psi differential between these two pressures is recommended. The calculated increased pressure at a boring caused by injection should be refined using annual bottom hole pressure measurements in the disposal well. Figure 1 illustrates an injection pressure map which can be overlain on the oil well map to determine the anticipated increase in pressure expected at each oil, gas or abandoned hole. b. Shallow ground water monitoring. A shallow monitor well is drilled next to the boring and both pressure and quality measurements are made periodically in the shallow well. c. Disposal zone monitoring. Recently there has been a tendency for regulators to require disposal depth monitor wells instead of shallow well monitoring. We consider disposal depth monitoring to be a less effective method of monitoring because it provides only indirect evidence of potential problems. Assumptions have to be made for the unplugged borings, such as mud weight, that are not addressed by the disposal zone monitoring program. There is little improvement with this system to that discussed in "a" above. A shallow zone monitoring program, however, yields direct evidence of a developing problem with an unplugged boring. Leakage by the boring will be detected quickly by an abnormal increase in pressure in the shallow well. Quality monitoring will detect upward migration of poor quality fluids. The pressure data provide an early warning of impending leakage; the quality monitoring will detect actual fluid migration.

IN the course of an investigation directed toward expanding ground-water facilities in Essex and Morris counties, New Jersey, the Board of Water Commissioners of the city of East Orange authorized a seismic-refraction survey' for the purpose of de-lineating bedrock topography below unconsolidated overburden. Results of the survey were highly satisfactory and led to the preparation of a comparatively detailed bedrock contour map. Knowledge of the bedrock depth and configuration was an important aid in selection of sites for test drilling. The portion of the East Orange Water Reserve under consideration is in the flood plain of the Pas-saic River about 10 miles west of Newark, N. J. The flood plain is about 175 ft above mean sea level and is bordered by low hills rising to elevations of approximately 250 ft. The bedrock underlying the Water Reserve consists of sandstone and shale of the Triassic Brunswick formation and is covered everywhere by deposits of unconsolidated glacial outwash sand and gravel, lacustrine clay, and recent river silt as much as 150 ft thick. Yield of wells in the sandstone and shale averages 100 to 200 gpm. Since production wells constructed in the sand and gravel aquifer in the buried river valley shown on the contour map (Fig. 1) yield 300 to 1400 gpm, it was proposed to locate additional production wells in this buried valley, where the yields per well would be maximum. In 1939 and 1946 the East Orange Water Dept. had electrical-resistivity surveys made to determine depths to bedrock. From the resistivity data the exploration company prepared a bedrock contour map. A well field expansion program begun in 1955 utilized this information to locate sites for test wells along a predicted northward extension of the buried valley in which existing production wells are located. After several test wells (wells 201-205) had been drilled, it became apparent that the resistivity information was unreliable." For example, test well 201 recorded bedrock at a depth of 72 ft, whereas the resistivity depth determination was 130 ft. As a consequence, the test drilling program was temporarily suspended and a seismic survey was under- taken to determine the topography and extent of the buried valley known from well records to underlie the existing well field. In the first phase of this study, several seismic shot point locations were placed at sites where well logs had been obtained previously. This procedure is necessary in a new area to determine whether the seismic method is applicable and what degree of accuracy is to be expected. At the East Orange Water Reserve, depths obtained from the shot points near test wells 202, 203, and 204 were within 8 to 11 pct of the depths logged (Table I). With this assurance that accurate results could be obtained, additional seismic spreads were located on the Water Reserve. Using a portable refraction seismograph, in the fall of 1955 a crew of four men shot a total of 29 reversed seismic spreads in a period equivalent to six field days. Charges as heavy as 3 1b of 40 pct dynamite were necessary at a few places to overcome ground vibrations caused by traffic on nearby highways. At most other sites, a 1-1b charge was sufficient. Travel-time plots were made for all spreads, and depths and true velocities were calculated according to formulas for multiple sloping layers by Ewing, Woollard, and Vine.' The plot of spread 7 (Fig. 2) is typical of the short spreads in which bedrock was shallow—about 50 ft in this case. Where there were not enough arrivals through the bedrock to define the high velocity bedrock line, the spreads were lengthened. This was done by placing shots on line several hundred feet away from each end of the line of geophones. It was then possible to construct complete reverse plots for both short and extended shot points (see spread 27, Fig. 3). Four individual depths were calculated from each extended spread. Three and in some cases four seismic layers were observed. The surficial layer had a velocity range of 900 to 1200 fps, the lowest velocity recorded. This seismic layer is above the water table and is interpreted as recent river silt. The bedrock had the highest velocities, which ranged from 10,600 to 16,400 fps. The fluid level maintained in wells pumped for oil is an important factor in deter-mining their productivity but one that has received little attention in the literature relating to petroleum-production technology. In the present paper the writer undertakes to show how and to what extent fluid level influences productivity and suggests the use of a fluid level indicator as an aid to the oil producer in maintaining the fluid surface within the well at the proper position. IT is realized that the depth of fluid maintained in a pumping well is sometimes influenced by other considerations than the quantity of fluid that will enter the well: the prevention of sand incursion, prevention of waste of natural gas, and the maintenance of a suitable submergence for the pump, for example. These latter factors have an important influence on the productivity of the well, so that otherwise unwarranted fluid levels must sometimes be maintained to offset them; but where the handling of unconsolidated sands is not a problem of consequence and where water has been properly excluded, the principles developed here and the practices recommended, should apply. The principal objective of the producer should be to produce the maximum quantity of oil in the shortest possible time. Any method or equipment that will increase the rate of production during the early years of the life of the well, when gas pressure is high, will greatly augment the .ultimate production. The maintenance of a proper fluid level in the well at all times will go far toward accomplishing this desired result. For a given set of conditions surrounding the flow of oil into a particular well, in which the viscosity of the oil, the porosity and grain size, of the sand, and the diameter of the well appear as constants, two variables determine the quantity of oil that will flow from the sand into the well. These are: the effective pressure behind or within the oil in the reservoir sand, and the fluid level maintained within the well.. The former is the expulsive force that causes movement of oil from the sand into the well, while the latter determines the magnitude of a resisting force opposing such movement. The first of these factors is largely beyond the control of the oil producer, but it is in his interest to reduce the opposing force to the lowest economic limit.

Readjustment of the industrial world to a peace basis after more than 4 years of war will involve many fundamental and far-reaching changes that cannot as yet be clearly foreseen or definitely provided for. Such problems may be subdivided, in the vocabulary of war, into those involving material and those centering about personnel. Of the two, the latter group is the more difficult and obscure, as the factors involved are less clearly understood and the methods to be followed are not yet tested and standardized. When it is said that the market is weak, stocks large, and demand light, every business man understands clearly what is meant and what course he should adopt to adjust himself, so far as possible, to such conditions. But when it is said that the rapid spread of Bolshevism in Europe is a danger to industrial organization in this country, it is difficult to have any assured sense that all that the statement may mean is clearly understood or that the means to be followed to meet such a situation are definitely known. Since Bolshevism is primarily a mental phenomenon and since the rupture it brings about in industrial organization should be prevented, if possible, it is my purpose to restrict this discussion of the activities of the Committee on Industrial Organization to some of its mental aspects, as the chairmen of the sub-committees, from their special knowledge of their own fields, can best set forth recent progress in the lines with which they are especially concerned. The first requisites of success in industrial organization, as in the biological organism of which it is the social counterpart, are unity of purpose and coordinated activity. Typical good and bad examples of this' are the relative parts that the United States and Russia have played in the great war. These two factors are primarily mental, and it is not difficult to view the mental aspects of all problems of industrial organization as the most important ones. Unless we can attain unity of purpose and coordinated activity in industry, the provision of comfortable homes at reasonable rent, the assurance of steady work at good wages, the elimination of industrial accidents, and provision against want in old age or in case of disability will have brought us no nearer to our real goal.

The reflection method in seismic prospecting has aroused much interest in the past few years. The purpose of the present paper is to present the method of reflections in the mapping of geologic structure and also to give some indication of its limitations. The reflection method is well adapted to the mapping of geologic structure in the Mid-Continent fields, and has been found most useful there. The refraction method is ideally suited to the finding of structures, such as domes, where the amount of relief is very large. This explains the brilliant success of the refraction method in the Gulf Coastal region of Texas and Louisiana. The additional fact that salt has a much higher velocity than the surrounding sediments made their discovery much easier. By the use of the reflection method, differences of relief of 25 to 50 ft. to the mile may be detected at a depth of 5000 ft., and the depth points accurately plotted on a map. This is hardly possible by the use of the refraction method. The reflection method has been in almost continuous use in the Mid-Continent area since 1926, but very little, if anything, has been published until recently'(7) † regarding either the method or the results. The discovery of several oil fields is now attributed to the use of the reflection method. Reflection methods have been used by the Germans to find the thickness of the ice of several glaciers. (2,8) The depths there considered were of the order of only a few hundred feet. For the method to be of any practical value in this country, it must be able to work to depths of several thousand feet. As was indicated above, this is now possible, though there are many problems connected with the reflection method yet to be solved. The refraction method requires that the shooting be done over long ranges. It was necessary, for example, to take distances out to several miles in order to penetrate some five thousand feet. Naturally this uses a good deal of dynamite. In the reflection method the distances are much shorter and the amounts of dynamite are much smaller, within limits which will be noted below. The chief distinction between refraction and reflection methods is to be found in the analysis of the seismo-gram. Refraction shooting makes use of only the first arrival of energy

The strategic importance of the metallic minerals in our industrial economy, and the declining rates of discovery have focused attention on means of exploration for new mineral deposits. A consideration of exploration techniques leads to an attempt to evaluate the effectiveness of geophysics as a tool for mining exploration. One means of evaluation will be to compare the use of geophysics in petroleum exploration with its possible uses in mining. Geophysics in Petroleum Exploration During the past twenty years, the petroleum industry has established an effective exploration technique. Geology is the basic tool in those areas where reliable predictions can be made from surface conditions. In the other areas, where the geological studies are inadequate, they must be supplemented with geophysics or direct exploration, such as drilling. Since geophysical work is far less costly than any form of direct explbration, it is used almost exclusively as the means for obtaining the desired subsurface information. The geological and geophysical techniques are credited with locating sites which yielded one producer for three dry holes during the year 1947.' For the wells located without geology or geophysics, there is a ratio of one producing well to sixteen dry holes. From these figures it is seen that the geological and geophysical techniques are more than four times as successful as the nontechnical exploration. It will be in order to consider further this ratio of one producer to three dry holes. The geophysical methods in use today† do not pretend to locate oil directly; their function is to locate anomalies or structures favorable for the accumulation of oil. For a producing oil well we must have not only structure, but also other favorable conditions, namely: petroliferous source beds, the required porosity and permeability in the reservoir rocks, an impermeable cap rock over the reser- voir, and the necessary water or gravity drive to force the oil into the bore hole. Since the geophysical work can only detect and sometimes delimit the anomaly, these other necessary conditions can be determined only by direct exploration. The success of modern geophysical work in locating and limiting the structure itself is remarkably high, probably over 95 pct accurate. Geophysical work renders an important service in the delineation of the structurally unfavorable areas and their elimination from the drilling phase of the exploration program. When attempting to locate any material of scarce occurrence in the earth, it is of paramount importance to know where not to dig. This elimination of barren areas is the least appreciated but is of great economic importance. For illustration, the difference between one producer to three dry holes, and one producer to sixteen dry holes, represents a saving of thirteen drilled wells, which would require an expenditure many times the cost of the geophysical work that might have revealed the nonfavorable structural conditions. Abstract-Activated carbon is a strong adsorbent for amyl xanthate, capable of removing from solution up to a quarter of its own weight in xanthate. In selective flotation systems where depression is unstable, separation efficiency increases with activated carbon additions. The improvements observed are brought about by two mechanisms. First, by removing stripped and residual collector ions from solution, competition between depressant and xanthate is reduced and depression is stabilized. In addition, the texture of the froth phase at high pine oil concentrations is modified by activated carbon such that better drainage between the air bubbles takes place, alleviating the mechanical entrapment of depressed mineral particles. In treating a bulk copper/lead concentrate produced from GECO ore, selectively between galena and chalcopyrite is increased when activated carbon is used. Although the rate of flotation of galena is marginally lowered by activated carbon, a small extension in the duration of flotation allows the lead recovery to increase by 19% at the same recovery of copper. An addition rate of 0.75 kg/ton (1.5 lb/st) of bulk concentrate is suggested as optimum from this testwork. However, the actual level wed in the mill is dependent upon the residual concentrations of collector and frother in the bulk concentrate Pulp.

An investigation of trends in exploration expenditures for a selected group of mining companies was undertaken for the interval 1968-1971. These trends were compared with financial factors that are associated with various groups of companies and the implications of these trends are indicated. The sample consists of 21 mining companies, of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the ex- traction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining, such as oil and gas sales. No companies which can be considered strictly as exploration companies are included in the sample. This definition held up in 1968, however, its strict application became more difficult through the years. In 1971, three or four of the companies were changing their character in that they were phasing out of the mining business and deriving a substantial part of their income from activities other than mining.

IN addition to the humanitarian aspects of a dust-control program, certain economic benefits are becoming more fully recognized and now furnish a greater incentive to the mill operator to eliminate the dust from his plant. It is well known that a favorable working environment promotes increased efficiency and improves the morale of em-ployees, with a consequent decrease in labor turnover rates. One progressive mining company estimates its direct and indirect labor turnover costs at from $40 to $50 per man; for skilled labor, such as machine operators, the cost may approach $100 per man. While these figures may not be typical of every plant, they do indicate a potential savings in operating costs. Dust signifies waste; its elimination de-creases maintenance costs of mechanical and electrical equipment; its recovery is often justified from the standpoint of values contained in the collected material, although in large-scale milling operations handling low-grade ore this may not be an important factor. Perhaps the most significant trend in industrial sanitation is that dust-control equipment and procedures are becoming recognized as integral parts of the mill flow-sheet. Exhaust ventilating systems are now afforded equal care in design and mainte-nance to that given other machinery more closely related to the process,

SEVERAL constructive and fundamental studies have been made in the analysis of data obtained from experiments carried on with batch ball and rod mills. The operating characteristics of ball milling in small continuous circuits have also been appraised. It is from these analyses that some of the theories of comminution have been developed. Relatively few studies of continuous rod milling have added significantly to the fundamental concepts, because seldom have they yielded sufficiently consistent results. Perhaps they have been too limited in their scope. Careful control of the variables in batch grinding is simple compared with that encountered in a continuous operation. This factor alone has discouraged many investigators. Occasionally results of systematic changes made in industrial rod mill circuits have been published, but usually the data are sketchy and are restricted because of the unwieldiness of the equipment used. The work, in general, has not been comprehensive; nevertheless it has provided empirical relationships that have bridged the gap between postulate and practice so that by proper manipulation of formulae, a mill designer can anticipate mill size and power requirements.14 Although operating variables of a small continuous mill are not so easy to control as with the batch mill, with present day devices, and with careful experimental work, consistent results can be obtained. Nearly four years ago, in the Process Laboratory, Allis-Chalmers Mfg. Co. began a systematic study of the effects of several variables upon the performance of the pilot rod mill. A mill was built in the laboratory to provide the versatility required for the proposed study. It was constructed in sections so that it could be operated, with a few modifications, as a rod mill 30 in. x 8 ft or 30 in. x 4 ft. The discharge end of the shell was flanged so that either an end peripheral discharge or an overflow discharge could be installed. Thus the performance of at least four types of mills could be studied merely by changing the type of discharge or the length of the mill shell. The grinding experiments were designed so that a study could be made of the way in which the mill speed, feed rate, and pulp density influenced the performance of both overflow and end peripheral discharge rod mills. Four sets of experimental data were collected from the four mill arrangements. The mill in each set of experiments was fed at four rates of feed depending on the length of the mill, at four pulp densities, and at five percentages of critical speed. Electrical and mechanical controls were in- stalled to regulate all these independent variables, and auxiliary devices were used to verify the precision of the controls at each point. The dependent variables used to quantify the experiments were the reduction ratio and the hew surface area produced as calculated from sieve analyses. These were incorporated with the energy factor by the calculation of both the new surface produced per unit of energy and the Bond work index.' Rod wear, as a dependent variable, was not studied because of the short period of operation for each run. Exclusive of repeat runs, each set of experiments yielded 80 products, and the total study at least 320 products, all of which were quantified. With the operating information collected, these data presented a bewildering accumulation. Statistical analysis has been invaluable in unraveling the confusion and in presenting a means of establishing the nature and the magnitude of the significant variables. Data presented in this paper are those from the 30 in. x 4 ft end peripheral discharge rod mill, Fig. 1, when limestone was ground at feed rates of 1000, 2000, 4000, and 5000 lb per hr, at pulp densities of 50, 60, 70, and 80 pct solids, and at mill speeds of 50, 60, 70, 80, and 90 pct of the critical speed. These 80 tests have all been run at least twice, and occasionally a third time, to prove that the data obtained were reproducible. The techniques of operation and the methods of quantification of results are described in the following pages and the results analyzed statistically to show the significant variables. The variables are plotted to show the relationships that exist. A massive dolomitic limestone from Waukesha Lime and Stone Co. was used for feed during these experiments because of its availability and its tex-tural uniformity. This limestone analyzed 28.7 pct CaO, 21.0 pct MgO, 6.0 pct SiO2, 0.4 pct A1²O³, and 0.3 pct Fe²O³ and had a loss on ignition of 44.1 pct. It had a rod mill grindability at 14 mesh of 9.6 grams per revolution from which a work index of 13.9 was calculated. The ball mill grindability at

record with the Royal Flying Corps was considered a remarkable one, for he was at the front within two months of the date on which he was granted a commission, during which interval he took the prescribed technical course at Oxford, and aviation training at Netheravon and Bristol. On Sept. 14, 1916, he took his first flight over the German lines, when his engine stalled and he had to volplane down, fortunately landing on the French side of the lines. On Sept. 16, he went over the lines with six others, and not returning immediately with the others, was lost. He tried to make for the sea and come back following the course of a river, but when he did descend he found that he was 60 miles west of Paris and 100 miles south of his lines. He flew over to Paris and stayed there for the night, going back to his squadron the next morning. Then on Oct. 4, he was sent up at night for the first time, and in making a landing he passed the flares just as he struck the ground, which put him in total darkness. He struck something and his machine turned a complete somersault, which accident put him in the hospital for ten days. In December, 1916, he left the 21st Squadron and was transferred to the 24th, as the 21st was made an Artillery Squadron and he preferred to remain a fighting scout. In the same month, he was made Acting Flight Commander for about 6 weeks, and about April 3, 1917, his rank of Flight Commander was confirmed. The beginning of May he started to introduce a number of new machines for his squadron, these being of an entirely new type. On May 19, he was up with one of the machines in the evening, practising sharp turns and dives, when the wings suddenly crumpled up and he fell 700 ft., being killed instantly. He was buried in a French Cemetry at Monchy Lagache about 8 miles southeast of Perronne, and about 25 miles east of Amiens. Sergeant Herbert Moore Harbach Herbert Moore Harbach was born in Lebanon, Pa., Apr. 4, 1891, graduated from the Lebanon High School in 1911, and entered State College from which he received his degree of Bachelor of Science in Metallurgical Engineering in 1915. He was employed by the Lackawanna Iron Co., at Buffalo, W. Y., and was later transferred to their Lebanon plant to start up the newly erected benzol plant. He was later made foreman of the coke ovens, which position he held after it was bought by the Bethlehem Steel Co., and until he enlisted in the service of his country in September, 1917. He was stationed at Camp Meade, Md., until the spring of 1918, when he was transferred to the C. W.

DuRing 1931 Peru lost its place as ninth among the oil-producing countries of the world, to Argentina, and even in tenth place its production only slightly exceeded that of Trinidad. The preliminary figures for 1932 indicate that Peru will lose tenth place for that year to Trinidad. The production in barrels of the three coastal fields of Peru during the past three years was as follows: In addition to this crude production, the International and Lobitos companies produced approximately 770,000 bbl. of casinghead gasoline during 1932. There was no outstanding development in the oil industry in Peru during 1932; activity in the fields was very much restricted due to curtailment of production and the low price of oil. The potential production of the property of the International Petroleum Co. Ltd. greatly exceeded the actual production. By the beginning of 1932, a total of 2348 productive wells had been drilled on the property of the International, of which 547 had been abandoned, leaving 1801 productive wells at that' date. These wells cover a total productive area of approximately 13,500 acres. The crude produced has an average gravity of 37° to 38° Be. The Lobitos crude is of approximately the same gravity. The earliest oil pool developed in the Peruvian Coastal area is now more than 40 years old and is still producing. The major development in the area took place between 1920 and 1930. Production at the present rate can be maintained for 10 years or more.

The Mexican Government operates 100 per cent of the refining branch of the industry, 100 per cent of the domestic distribution, 96 per cent of the crude production and 92 per cent of the total exports. No discussion of the Mexican petroleum industry in 1939 is adequate without reference to the "expropriation" of the foreign-owned oil properties in Mexico by executive fiat on March 18, 1938. The forcible seizing of the properties culminated a long series of efforts on the part of the Mexican Government to obtain control of the oil properties developed through foreign initiative and with foreign capital in Mexico. The heart of the issue is whether the Mexican nation or any nation may with impunity confiscate the legally acquired properties of American citizens. The Department of State of our Government has in its communications to Mexico emphasized the fact that its "expropriation" of American properties was confiscatory because Mexico had failed to make "adequate, effective and prompt compensation"; that the taking was no less confiscatory "because there may be an expressed intent to pay at some time in the future," and that, consequently, "Mexico has assumed and continues to assume to exercise a right without compliance with the condition necessary to give such exercise a recognizable status of legality." Mexico has professed its willingness to pay for the oil properties but at the same time through its Supreme Court it has declared that the owners or lessees do not have the exclusive right to extract and dispose of the oil in the subsoil. This is a reversal of the Mexican position with respect to oil as set forth in the Mexican mining laws, affirmed by Mexican Supreme Court decisions, and as clarified in the Warren-Paync and the Morrow-Calles agreements, as well as in diplomatic correspondence. A. M. CANDY,* Pittsburgh, Pa.-I think more stress should be laid upon the question of welding with the carbon electrode, which we ordinarily call graphite arc welding. Mr. Miller's photograph indicated that the original parent metal had been decarburized to a marked degree. It would be interesting to know the carbon content of the parent metal, and whether or not Mr. Miller has made any investigations to determine if the metal is always decarburized or whether in some instances we actually have carbon injected into the weld, which has been the understanding that has been quite prevalent. There were one or two other points that Mr. Miller brought out concerning which I desire to ask one or two questions: The illustrations that he presented were obtained with what, I suppose, would be termed a real low-carbon steel welding wire, which gives in the deposited metal grains that are more or less symmetrical, whereas the Roebling electrode, which is a mild steel of higher carbon content, apparently gives a columnar structure. I do not know which-of these I structures is more desirable, but assuming that the structure produced by the really low-carbon steel wire is the more desirable, would it not be true that the very low carbon content would, probably owing to high temperatures that prevail in the arc, result in a greater amount of oxidation and probably result in either carrying into the weld more oxide or producing more oxide on the surface as the operator progresses? The short arc is an advantage in all cases. Whether Mr. Miller's trouble is oxide or nitride, the short arc helps him out, because the closer the end of the electrode is to the work the less chance there is for either oxygen or nitrogen to get in. And whichever is the cause of the trouble, the short arc keeps it out by lessening the time in which the steel is molten and the amount of air that gets in. It also makes sure that the molten metal will not fall into the crater. Everything is in favor of the short arc.

As HEAT is the controlling factor in all smelting operations, it will be .most helpful to make a new set of calculations on the basis of a .unit of fuel burned at the tuyeres to carbon monoxide. This ties together the only two factors in this operation that seem to be constant with respect to each other-the fuel at the tuyere and the air or its oxygen content. If our usual smelting operations, using natural air heated to reasonably obtainable temperatures, furnish sufficient heat above this critical temperature for the purpose, it is doubtful whether additions of oxygen will be of marked benefit. A unit of fuel will not produce a single heat unit more if burned with pure oxygen than if burned with natural air and less heat will be available per unit of fuel by the amount of heat that is carried in by the preheated nitrogen in the natural air of the blast. This is more readily apparent if considered in connection with a heat balance sheet per unit of fuel at the tuyere. The heat available in the stack, as shown by the committee's report, is less by reason of the lower fuel consumption per unit of output assumed in this calculation. The balance sheet for enriched air shows a shortage of the amount of heat usually carried in with the blast; also a lack in the hearth of sufficient heat to melt the 18 per cent. additional metal and slag and in the shaft to the extent of the shaft heat required to heat the 18 per cent. additional stock to the melting point. These heat deficiencies are provided for by the largely increased conversion of carbon monoxide into carbon dioxide, which is assumed, as shown by the following figures: Calculation for natural air: Carbon dioxide 18.4 per cent. (after having eliminated the carbon dioxide from limestone) and 20.8 per cent. of carbon monoxide. Calculation for oxygen-enriched air: Carbon dioxide 28.4 per -cent. and carbon monoxide 23.2 per cent. (no carbon dioxide from stone as lime is charged instead).
