Introduction SINCE about 70 per cent. of the total cost of mining is due to underground work which is out of sight, it is essential that expenditures should be made here to the best advantage. A great many mistakes have been made which were expensive, but perhaps these have not even been detected by mine owners. In the future these may be minimized to some extent, especially if there is cooperative effort on the part of each employee. I have been interested in this subject for some years and have tried to deduce principles and methods. These have proved highly advantageous and may also be of help to others. Some corporations, like the United States Steel, and the Cleveland-Cliffs Iron Co., have done a great deal in this field by having stated meetings of their organizations, with the view to interchanging ideas among their men and educating them along the lines of concerted effort. Since no man knows all about the various branches of mining, it is advisable that frequent meetings of the operating department be held for the interchange of ideas and that all members of the organization have an opportunity to express themselves on the various subjects. It has often been found that in discussions between heads of departments, foremen and bosses, many valuable suggestions may be obtained which promote the best interests of the company. The method regarded as the most conducive to cooperative effort, and pursued by the organization, is to analyze and develope the different phases of various mining subjects at regular meetings.

MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

The present article calls attention to the activities of a committee on coal research of the sister society of Economic Geologists. The field of coal geology crosses the boundary between the two societies and joint meetings are as applicable here as in the metallic and other nonfuel fields of mining and natural resources recovery. The six fields of coal geology are briefly described and some of the ways in which they touch on coal mining, preparation, and recovery briefly indicated.

THE downward trend of metal prices seems to act something like a reagent that precipitates selfishness in most business men's hearts; in the same way the upward trend precipitates altruism. Operators do not say: "I continue working my mine without curtailment because I can afford the present prices while my neighbor cannot and thus will give me way." They say: "I continue working my mine because 1 consider it a service for consumers. They will get better prices on a free market. Any curtail¬ment would be an attempt to raise prices artificially, that is to say, bad economics." Copper producers have learned how fallacious is such an opinion. It perhaps was not fallacious in olden times when all mines were worked on a small scale even if operating on a big deposit. At that time the supply and demand law played fair. When prices were too low and profits were vanishing for many mines, they would. shut at once, then little by little the metal scarcity would induce prices to climb up again; finally these prices would reach the point when it became profitable to again work the closed mines. Re-opening and shutting down mines was then a normal custom. Workers and operators weakly deplored this unstability, but there was nothing effective they could, do about it.

AN entirely new type of classifier is being put on the market by The Dorr Co., following three years of development and the experimental use of thirty machines of the improvement design in various parts of the world. It is known as the Multizone classifier. Compared with the older type the lower or overflow end has been decked over and is surmounted by one or more circular overflow columns. Feed is introduced near the middle of the machine and passes downward and under a vertical baffle, then along the underside of the deck to the base of the overflow columns. MY conclusions apply to the engineer in California ore hunting; and, because the product has been overwhelmingly gold, that means gold-ore hunting. But, I wish to think of ore hunting, not as employment for engineers, but as engineering. I wish, moreover, to think of it as productive of ore in significant quantity. The small mine, even if good, means little. Only new districts, or large extensions of old districts can engage our attention here. The conclusions are summarized as follows: (1) The bright color of California mining history comes from the suddenness and intensity of its outburst of gold. Had the mining been averaged from the start, it would soon have become dimmed among greater industries. For fifty years, California has proceeded as an agricultural, timber and oil, but not a mining region. 1

Open pits and quarries are the major sources of all hard rock tonnages mined today. Normally, ore is fractured from the pit bench face by blasting and then truck-hauled to a primary crusher on the pit rim for conveying to the concentrator; overburden (or waste) is generally truck- hauled from the pit to dump areas. This system of truck haulage of blasted ore and waste accounts for some 25 to 50% of total mining costs in a typical open pit operation and commonly is the largest single cost factor. In an effort to reduce these costs mining companies are continually replacing their older and smaller trucks with larger ones and at the same time are studying conversions to conveyor haulage, since this method of transport seems to offer possibilities of lower costs per ton of material handled. In these studies it seems logical to consider installing these conveyors as close as possible to the mining face for maximum use of conveyors and minimum use of trucks, since a conveyor is much less labor intensive than a trucking system. However, direct loading onto a conveyor near the retreating bench face is impractical because of excessive lump size. Consequently, it is conventional practice to load the blasted rock into trucks at the face for haulage to the crusher. After crushing, the rock is fed onto a conveyor. The closer the crusher is to the mine, or if it is in the mine, the shorter the truck haul and the greater the potential for cost saving. At first appearance, in-pit conveying might seem to be an obvious solution, yet many mining companies have considered such a move while few have implemented it. To determine why, it is necessary to consider the factors influencing such a decision. A conveyor system tends to be capital intensive but can have a lower operating cost per ton than trucks. Trucks, on the other hand, tend to cost less to buy but more to operate; thus, economics tend to favor the conveyor if it can be operated close to capacity and if a sufficiently large tonnage can be passed over the system to mitigate the effect of its high capital cost. In a typical hard-rock, open-pit mine it is necessary for a variety of reasons to mine several faces of both ore and waste at the same time; and any mining system must have sufficient flexibility to permit loading from one face or another at short notice. This makes it impractical to place small mobile crushers and their consequent network of conveyors at each working face. To date no alternative has been found to using trucks for bringing all rock of the same class to some convenient marshalling point from which it may be crushed and conveyed from the pit. Another advantage of trucking when compared to conveying is flexibility. Many mines wish to deliver their shot-rock to different locations, depending on the mineral content. At the turn of the century the U.S. had a gross ALVIN KAUFMAN Mineral Economist U.S. Bureau of Mines area slightly in excess of three million square miles, a population of 76 million, a gross national product of $37 billion (constant 1929 dollars) and a mineral production valued at $2 billion (1929 dollars). Some 60 years later its area had increased by 600 thousand square miles, population had risen 140%, gross national product was seven times greater and mineral production had grown to a value five times that of 1900. Of perhaps greater significance, however, were the changes wrought by technology. It was during this period that the "American Way of Life" was revolutionized by the introduction of the airplane and the automobile; man also took his first probing steps in the utilization of nuclear energy and pre- pared to unlock the secrets of space. It was during these six decades, also, that he learned to create additional new materials, some of which were from old sources such as plastics from petroleum and coal. These new materials have created competition and attendant problems for the traditional materials such as iron, copper, lead and zinc. Additional problems undoubtedly will be created by technologic advances in the future.

Occidental's in situ retorting process for oil shale has many advantages over the conventional, underground mine and surface retort. Only a portion of the oil shale is mined and transported outside where it blends with the oil-shale talus found in the area. Spent shale is retained underground without surface disposal problems. The process consumes no water from outside sources. Noise and dust levels are kept at a minimum. As many of the facilities as possible are located underground. More oil is produced from a given area than conventional surface processing. Additional energy can be recovered by using conventional turbines to generate electrical power of magnitude of three to four times required by the operation.

Henry M. Parks, director of the Oregon. Bureau of Mines and Geology, has supplied the following information regarding a recent discovery .of manganese ore in Jefferson County, Oregon, about seventeen miles southeast of the railroad at Eagle Point, a station on the P. & E. Railway. The occurrence is about five miles southeast of Lake Creek Post Office and near the confluence of Lost Creek with the south fork of Little Butte Creek. The manganese ore occurs as psilomelane and pyrolusite, disseminated through a flat bed of volcanic tuff breccia; at a point where the bed was penetrated by a churn drill hole, the thickness of the ore-bearing stratum was 30 ft. Development thus far has consisted of open-cuts, one of which exposes a face about 40 ft. high and 75 ft. broad. Other smaller open-cuts have followed the bed for a. distance of 400 yards. The nodules of manganese mineral vary from a maximum of 25 to 50, lb. down to the size of beans and others as small as mustard seed. These grains, when clean, average from 55 to 58 per cent. manganese. A 12-ft. groove sample in the face of the main open-cut yielded 14.86 per cent. manganese. The peculiar occurrence of the manganese nodules should present but slight difficulty in concentration. It is claimed that the first mining of copper by Americans in Arizona was done at Ajo, near the Mexican border, in 1854,* a year after this region had been added to the United States, under the terms of the Gadsden purchase. A group of adventurers, organized at Los Angeles under the name of the Arizona Mining & Trading Company, came, to the district. This party of prospectors consisted of 20 men, led by Major B. Allen, J. D. Wilson, and William Blanding. † They went first to Yuma, where the party divided, some of them going southward into Mexico while the remainder took the trail to Tinaja Alta, where they heard of the copper deposits of Ajo, which is 85 miles southeast from Yuma.‡ They found attractive outcrops of copper ore, and set to work energetically, but their operations suffered many interruptions, because that part of the country was still controlled by the Mexicans, who were uncertain about the exact position of the new international boundary. The Mexicans tried to expel them, but they held their ground. The first shipment of ore, consisting of native copper and cuprite, came from what is now the western end of of the New Cornelia workings; it was hauled in ox-carts to San Diego, 400 miles across the desert. § Later shipments were hauled to Yuma and floated on barges down the Colorado river to the Gulf of California, whence the ore was loaded on

SINCE the very early work on quenched structures, where the products of the martensite transformation had been recognized, this transformation has provoked much interest and study. Theoretically it was desirable to account for the extreme changes in physical properties resulting from the formation of martensite, as that information might lead to results of practical importance. Desirable information, therefore, was on the kinetics of transformation from austenite to martensite as well as on the physical constitution of the martensite. It has been known for years that certain steels quenched to room temperature will contain persistent austenite as well as martensite. Other important and now well- established features of the martensite reaction are the progress of the reaction on cooling only and the independence of Ar" with cooling velocities exceeding the critical velocity. These facts have been experimentally determined by various methods and investigators. Notable among the early investigators were Tammann and Scheill and Wever and Engel.2 Unfortunately, all investigators did not fully interpret their results, which, coupled with several investigations that yielded conficting results, caused a state of confusion that was not clarified until quite recently. X-ray investigations of martensite in steels3-6 indicate it to be a supersaturated solid solution of carbon in alpha iron. This supersaturation is evident from the appearance of a body-centered tetragonal structure with the addition of sufficient carbon. The dimensions of this tetragonal structure are alinear function of the carbon content within the limits of accuracy of the determinations. Slight tempering of tetragonal martensite leads to the destruction of the tetragonal structure, which is converted to a body-centered cubic structure. This phenomenon has precipitated a controversy concerning the nature and mechanism of the tempering of martensite. The facts in the case have been outlined by Epstein7 and more recently by Antia, Fletcher, and Cohen.8 The significance of Ar" on theoretical grounds is not clear, however, although considerable study has been devoted to its determination. The precise position of Ar" as a function of carbon content was first stated by Greninger and Troianos for steels covering a range of approximately 0.7 to 1.8 per cent carbon. The effect of alloying elements on Ar" has recently been the subject matter of investigation by various methods.

An extended investigation by the chief engineer of the Bureau of Mines shows that North Dakota has immense beds of lignite. War conditions have stimulated the use of North Dakota lignite until it is now being used at the rate of 1,000,000 tons annually. This North Dakota lignite is coming into extensive local use and considerable of it is being shipped to various parts of the state. The great problem at the present time is to find a market for the gas, which is the principal-by-product of lignite preparation. Bureau of Mines specialists will complete their reports of the studies of lignite in this country and will then make a recommendation as to the lignite field which is best suited for the establishment of the proposed Government's experimental plant. "Broken eggs cannot be mended."-(Lincoln.) Neither can "cashed in" War Saving Stamps grow to their maturity value.

(Read at the Wilkes-Barre Meeting, May, 1877.) Brief Outline of the General Topography of the Gold Regions of California. THE topographical features of California, as demonstrated by the explorations of the State Geological Survey, are found to be exceedingly simple. Three equidistant parallel lines can be used in conveying a general idea of the physical geography of Central California. A straight or " main axial line," whose course would be north 31° west, passing through the culminating peaks of the Sierra for a distance of five hundred miles, can be assumed as the eastern boundary of the State. A second parallel drawn fifty-five miles west of the " main axial line" will skirt the western base of the Sierra Nevada, along the edge of the foot-hills. A third parallel run equidistant from the second will represent "as nearly as possible the western base of the Coast Ranges." These parallel lines divide the State into three belts, namely, the Sierra, the Great Valley of California, and the Coast Ranges. " This arrangement of the physical features holds good for a length of four hundred miles in the direction of the main axial line, comprising almost the whole of the agricultural and the greater part of the mining districts."* The section of the country which is of immediate interest to the miner is the western slope of the Sierras. These mountains, rising in a short distance from the Sacramento plains to elevations of over seven thousand feet, with occasional peaks ten and twelve thousand feet high, are cut by numerous deep and precipitous gorges or capons, through which drains the immense watershed of the Sierra, supplying the main rivers of the State and ultimately emptying into the Pacific Ocean. Annual pumpage of ground water from the alluvial valleys of California now is about 10 million acre-feet. This heavy pumpage has created problems of over-draft and ocean-water encroachment in many valleys. Steps are being taken to protect and increase the available supply but much additional basic study is needed.
