The data about production in this county are exceedingly meager, and there are few reliable data about shipments. It is probable that consid¬erable amounts of coal from here moved north to Erie by both the Beaver and Erie. Canal and the Erie and Pittsburgh Railroad, and if so, they are included with Mercer County. The data in the early state reports are very inaccurate and are always much too low. Much of this coal was used in local furnaces and iron plants and not handled by railroads. There was some production in this county on the line of the Pittsburgh, Fort Wayne and Chicago Railroad, of which no record can be found. The estimated production is based on the number of mines reported as operating in the county at various dates and their probable output, as suggested occasionally in county histories. It is believed that these figures are below, rather than above, the actual figures, which can now never be obtained.

UNTIL quite recently, Alsace was the only district in France where petroleum could be found in somewhat industrial quantities. The Pechelbronn fields produce, however, only about 80,000 tons a year, which represent approximately one-eighth of the domestic consumption. Much research work has been done in Alsace to find the prolongation of the Pechelbronn fields, but instead of oil the drillings revealed the existence of large deposits of potash. This can be easily explained when one remembers that the Pechelbronn oil is of the Oligocene period, and that in the Alsatian stratification the Oligocene lies immediately on the Keuper, i. e., on the strata that originate from a period during which the largest salt and potash deposits were constituted. Before the war, and mostly at the end of the last century, some wells were drilled in. various districts of France where some analogies could be found with the Alsatian geology, the borings being mainly made in the Triassic and Tertiary beds. They led to negative results. After the war, the growing importance of oil urged the necessity of resuming the explorations. But it. is our belief that this was greatly facilitated by the enacting of new legislation, which is embodied in the Mine Act of May 16, 1922.

Very few data are available about production in this county. The amount mined was used locally, or shipped by river, until 1839 when the canal was completed to Dunnsburg. Only partial records for four years remain of canal shipments. Considerable coal was used locally by the iron works at Farrandsville for some years. Rail shipments started in 1861 and those shown are the estimated shipments of these mines as compared with the mines in other counties served by the Philadelphia and Erie Railroad, the total tonnages being given in the annual reports to the Auditor General. It is not likely that any coal used by the railroad is included in these figures. (Table 40.)

Riparian communities are those related to, or near a natural watercourse (or sometimes of a lake, impoundment, or tidewater). Generally, riparian communities contrast sharply with the dominant vegetation type in an area, for example, the willow-birch-aspen- dominated watercourse in the Black Hills with its associated beaver- muskrat-trout habitat as compared to the dominant monotype ponderosa pine forest on either side of the drainage. Riparian ecosystems are valuable for the aesthetics, namely, varied landscape; photography and art; human awareness; diversity of plant and animal life, some of which may be unique to that habitat; cover, food, and water for associated wildlife and domestic animals; for recreation; for domestic water supply; and as natural outdoor laboratories. One major negative impact on riparian communities is hazardous chemicals from effluents from agricultural, industrial, and mining- metallurgical processes. One such chemical is cyanide, long used in the processing of gold and silver, and discharged previously directly into some of our natural ecosystems. With present environmental awareness, industry and government are attempting to minimize or eliminate this contamination. Homestake Mining Company began processing gold ore in the Lead- Deadwood area of South Dakota in 1878 and has remained in production at variable activity levels to the present time. The amount of cyanide (and heavy metals) entering the ecosystem during this time can only be crudely estimated, in part because of the variability in activity and the lack of understanding and concern about environmental pollution until the 1960's. INTRODUCTION THE history of copper metallurgy in Japan goes back into remote ages, of this there is abundant proof, and that the working of this metal is closely connected with the artistic development of this nation is evidenced by some of the glorious monuments which have been produced by these ancient metal workers. The traveler sees to-clay in a perfect state of preservation bronze statues 150 ft. high, and over, 300 ft. in width, and 170 ft. in depth, delicately chased and beautifully marked, and when one reflects that some of them date back to the eighth century A. D., the question naturally suggests itself, how did these ancient metallurgists with their crude and primitive appliances accomplish this stupendous task? The bodies of these images are formed of bronze castings 10 to 12 in. thick, which were gradually built up and soldered together, but other pieces of magnitude, like the heads and other portions of the body are single castings. In many cases another method of construction must have been adopted. The walls of the molds were gradually built up and as the lower portion of the castings cooled, the walls were raised higher and higher and fresh metal must have been added, instead of constructing the whole mold first and then making the casting in one piece. There are still traces of substantial gilding visible on these statues, and how the pious Buddhist priests who were the constructors of them got the precious metal, is preserved in legendary tales.

AT the meeting of the Committee on Engineering A Education of the Institute at the New York meeting last February, it was brought out that the number of men graduating in mining engineering from our colleges at the present time is not sufficient to meet the ordinary needs of the mineral industries. Following the meeting, Samuel S. Wyer, consulting engineer of the Fuel-Power Transportation Educational Foundation of Columbus, Ohio, prepared a pamphlet called "Mining Engineering's Appeal to High School Seniors." Under the auspices of this Foundation the pamphlet is being sent to every high school in the United States. The pamphlet does not in any way paint glowing word pictures of the profession; rather it is a statement of the importance of mining engineering in our present-day civilization, together with the requirements in young men who are looking forward to an engineering career.

MECHANIZATION is being developed to some extent in every coal field in the United States and it is rather difficult to say which State or section of the country has made the greatest advancement. Statistics now being compiled for 1928 will show the tonnage mined, the amount of equipment used in each of the coal-producing States, and the comparative tonnages and percentages of total tonnage mined in each of these States, and will reveal which field is making the greatest advancement as far as quantity of production is concerned. However, while the tonnage figures are of great importance there-are other phases of coal-mine mechanization, such as the types of equipment, the mining methods and coal bed conditions, which are of equal interest. The change from hand-mining practices in all of the various operations from the face to the railroad cars is, perhaps, more indicative than any other one thing of the real progress being made.

During the last 15 years, the bucket wheel has become increasingly popular as a mining tool. Being a large-capacity continuous mining excavator, the machine offers low actual operating costs and low unit costs. Of German origin, the bucket wheel has now appeared on the American mining scene as well as in such other places as Australia, Northern Rhodesia, South Africa, Congo, Indonesia, and India. Patented in 1913, the first practical application waited until 1920 when a bucket wheel excavator was placed in operation at an open pit lignite mine in central Germany. This initial experiment met with little success due to difficulties in solving the technical problems of the machine's construction rather than to the design of the wheel itself.

IN many iron, coal and copper mines where large tonnages are known before starting operation and proper provisions can be made, the problems of electric traction by trolley locomotives are not very different from those of surface plants. In such installations the gauge of the track, the radius of curves, and the clearances, both vertical and horizontal, can be made to suit the conditions of the traffic. It is more difficult to install electric traction in mines which were started with hand tramming and where no consideration was given to the possibility of mechanical traction being used. The writer having had some experience in the installation of electric traction in copper mines, the following remarks apply more particularly to these mines. With the gauge of track usually 18 or 20 in., the weight limit of locomotives obtainable from manufacturers in this country varies from 3 . to 6 tons. The full-load speed varies from 42 to 6 miles per hour. These locomotives, being made to run on very small radius curves, have a short wheel base and a long overhang from axle to coupling, which necessitates a coupling with a good deal of lateral motion to avoid derailing the cars on sharp curves, especially if couplings are of the standard railroad automatic type. Although, 3-ton locomotives will run on 12- or 16-.1b. rails, it has been found more satisfactory to use 25-lb. rails, as the track keeps in much better shape, it is easier to maintain the bonding in good order, and fewer derailments from dirt on the track occur with the larger rails. Where 6-ton locomotives are used the 25-1b. rails are satisfactory, but 40-lb: rails have proved cheaper where the traffic is heavy and the ground is soft, as the track maintenance is considerably lower with the heavy rails. The locomotives will run on 15-ft. radius curves, but on through runs it is advisable not to go below 40-ft. radius.

THE safety data presented in this paper are based upon replies to a Questionnaire sent out to representative mining companies. The authors feel that it is a fair cross section of the milling industry, in that the 17 companies, of the United States and Canada, reporting on 22 mills, are scattered from the Hudson Bay to the Mexican border and from coast to coast. These data concern the accident records of the. various plants from 1939 to 1944, inclusive and the six years are divided into two periods. The first period (1939, 1940 and 1941) represents something of a normal operating condition. The second period (1942, 1943 and 1944) represents the period of time that was most affected by war con¬ditions. During the second period there was a high labor turnover, inexperienced workers were numerous, women replaced men in many kinds of work, a labor shortage existed more or less throughout the industry, and supervision was pushed for peak production. All of the companies reporting compiled their accident experiences for these six years in accordance with the standards set up by the American Standards Association (Engineering Societies Building, New York, N. Y.), consequently the tabulated data presented herein are comparable. The authors of this paper feel that the industry as a whole is greatly indebted to the personnel of the companies that furnished these data, which make this study possible for presentation. This survey covers a total exposure of 74,528,880 man-hours, with 105,471 man-days of lost time from 870 accidents. SAFETY RECORDS In Table I, the safety record is shown of the various mills reporting. The severity rate is usually conceded to be the most vital statistical figure in safety parlance, therefore the participating companies are listed in order of their severity rate for the combined six-year period, under size of organization. The table also shows the frequency rate as well as the frequency-severity ratio (F/S). As noted in Table 1, most of the companies suffered an increase in both severity and frequency rates during the second period; only six of the 22 enjoyed an improvement. From correspondence with the various plants, it seems that a few had very little labor shortage or turnover, and these were not greatly affected. A few plants, anticipating the situation, strengthened their training facilities and actually were able to show a better experience during the second period. WHILE the occurrence of phosphorus in coking-coal has assumed less importance with the development of the open-hearth method of steel-making, it may not be without interest to note the form in which phosphorus exists in one particular coal-seam. In the examination of what is known as the Big seam, which outcrops a few miles west of Columbiana, Ala., my attention was called to the distribution through the coal, in the form of minute veins and particles, of a resinous-looking substance. A small amount of this was selected, and was provisionally identified as evansite (Al6, P2 014. 18 Aq). Subsequently, through the courtesy of Dr. Sharshall Grasty of the Geological Department of the University of Virginia, I was able to secure an additional amount of material, which was purified down to about 0.3 g. UNION MINIERE D HAUT-KATAIGA operates a group of mines and metallurgical works in the Katanga province of the Belgian Congo. It is especially prominent as a copper producer, but its output of accessory metals, such as cobalt, radium, silver, tin and gold have been considerable. The Belgian Congo covers 920,000 sq. mi. of central Africa, with a native population of about 8,500,000. In addition, Belgium controls by mandate the districts of Ruanda-Urundi (formerly a part of German East Africa) with an area of some 20,000 sq. mi. and a population of about 3,500,000 natives. Most of the native population of the Belgian Congo is found on the wide fertile plains of the great rivers, living under primitive conditions in a tropical climate, where it has survived throughout the centuries in spite of tropical diseases and intertribal wars. In more recent times, especially during the last two centuries, 'the natives have been subjected to frequent raids by the slave traders, which made their existence even more precarious, and if continued much longer would probably have resulted in their complete extermination.

This discussion is confined to the first section of Professor Clark's paper entitled 'Elastic and Nonelastic Waves' and its application to wave propagation in rocks. Some published results by other investigators concerning measured decay of peak strain and variation of pulse duration with travel distance are cited, but the principal subject of this section is a detailed mathematical analysis of spherical (and, to a lesser extent, of plane) wave propagation in various homogeneous, isotropic media. The materials selected include an elastic substance, a Voigt and a 'modified' Voigt solid-the latter incorporating the assumption of a constant loss factor (defined here as the product of frequency and the ratio of the imaginary to the real part of the shear modulus)-and a solid friction model. While other possible representations of a solid continuum model are mentioned, corresponding solutions are not presented. The pulse inputs considered comprise exponential decay, a unit step, and steady- state sinusoidal excitation: the process of conversion from one solution to another in the operational plane is indicated. The basic problem relative to the analysis of wave propagation in rocks concerns the specification of the appropriate material behavior, since the equations of motion for a given geometry of the source and medium are well established. In principle, the required information can be deduced from two types of measurement: 1) field observations of underground explosions or seismic disturbances, and 2) laboratory tests on small samples of the pertinent rock. However, in practice both types of approaches are beset with difficulties and subject to valid criticism. Field observations must be carried out under relatively uncontrolled conditions, including, in general, a lack of knowledge of the precise arrangement of the medium, stratification, faulting. inhomogeneities, etc. Specimens investigated in the laboratory can not represent the environment found

PERSIA looms up more prominently each year as one of the richest oilfields in the world. The actual production in the south and the possibilities in both the north and the south are very great. The output in the south, where the Anglo-Persian Oil Co. operates a wide concession, is steadily increasing, the returns for the fiscal year 1922-23 being 2,957,028 tons. The estimated production for. 1923-24 is 3,775,000 tons. The figures for the past few years have been as follows: 1918-19 1,106,415 tons 1920-21 1,743,557 tons 1919-20 1,385,301 tons 1921-22 2,327,221 tons According to the company's last annual report, the production from the -Persian fields operated by its subsidiaries has been well maintained and is now being increased to deal with the expanding off-take of the company's refineries at Abadan, Persia, and Dandarcy, Wales. Test drilling in an entirely different area in Persia indicates the existence of a new oilfield, which it is intended for the time being to hold as a reserve.

It is too late to gloat over the fact that minerals have furnished 67 per cent of the primary wealth of Pennsylvania. It is high time that Pennsylvanians do some constructive thinking in terms of the present and future with regard to the remaining mineral heritage.1 The discovery of a deposit of pyrophyllite in the South Mountain region of the Cumberland Valley indeed emphasizes the increased importance of a more exact inventory of the metal and mineral resources of Pennsylvania. Active geological work and research have been in progress for many years, but the surface has been little more than scratched. The results obtained thus far in survey and research have been extremely beneficial to the Commonwealth and a fundamental hub of its industrial development. But these activities are wholly inadequate in the face of rising demands for the future. The need for an accelerated program to continue a study of Pennsylvania's mineral resources on a more intensive scale was never more acute.2 In part, this has been caused by the insatiable demands of industry. It has been caused also by wasteful use and ignorance.

Geological engineering expanded its role and significance during 1966 in the areas of construction, raw materials exploration and inventory, water supply and pollution, mechanical properties of earth material and regional environmental planning. Efforts varied immensely in scope and magnitude, in simplicity, difficulty and importance. Observations, measurements, and analysis encompassed both simple and sophisticated procedures. CONSTRUCTION Activities in construction ranged from preliminary to detailed evaluations of sites, development of preventative measures and designing corrective measures following construction failures. Most investigations concerned dam sites, highway locations and slope stability, building sites, tunnels and underground storage facilities.

STRUCTURAL steels containing chromium have become widely used in the last 20 years. In the earlier part of this period the major applications were in chromium-molybdenum aircraft tubing and similar special high-strength steels. During the past 10 years there has been a notable expansion in the use of chromium-bearing steel for structural purposes when welding was utilized for fabrication. The chromium-bearing steels introduced by Saklatwalla1 (chromium-copper), Kinzel2 (chromium-manganese-silicon), and Schultz3 (chromium-copper) are being extensively used at the present time.

A FEW years ago somebody connected with one of those self-constituted bodies of unofficial character, like a Chamber of Commerce, Board of Trade, or State Development Board, started a catch-phrase referring to California as " The Land of Sunshine, Fruit, and Flowers," and the railroad magazines and folders keep it steadily in use, working day and night. Yet it altogether ignores the substance which brought the State into the Union, which peopled it, and which made it famous through-out the world. You ladies and gentlemen who have come from what we here call "the East," have in your own States, no matter which one, sunshine, fruit, and flowers. But your Eastern States, having these things as we do, have not the gold that we do. Therefore, the old designation of "The Golden State," applied to California, should be revived, as being the most distinctive term. It is worthy of remembrance, too, that during the dark days of the civil war this State handed over $172,000,000 in yellow gold, and saved the credit of the nation. Gold-mining has been carried on in California since " The days of old, The days of gold, The days of 49," and it still continues. Since that historic year, and up to the end of 1910, the State has produced, in gold alone, $1,530,214,468. Since 1792 the entire United States production of gold has been $8,261,573,500, so that the single State of California has, in that period, produced within $201,144,564 of one-half of all the gold from Alaska, Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington, and the Southern and scattering States. In other words, all the other 25 gold-producing States of the United States combined
