ALTHOUGH the United States has long led all other countries in both the production and consumption of mineral products, the trend seems definitely toward an increasing dependence upon foreign sources of supply. This is not to take the position that we are either a have or a have-not nation. For years we shall continue to secure a large proportion of our needed minerals: from our own mines, but we must face the fact that this century has seen "a more thorough and intense development of the mineral resources of the United States and a greater depletion of its irreplaceable mineral reserves than has occurred in most other countries. An audit of our mineral production given in the attached charts discloses the extent of our deficiencies. Because of these facts, low-cost foreign sources offer a promising field for the investment of a portion of our mining capital and an opportunity to obtain for the United States a greater supply of strategic metals and minerals. How. ever, to reach this end, the industrialist investing in the foreign field must have the full co-operation and strong backing of the Federal Government and the involved Federal agencies.

The most commonly used material for terminals in spark plugs is commercial nickel wire, because of its relatively high temperature of melting, excellent heat conductivity, and slow rate at which the metal is oxidized, even upon continued heating at high temperatures. The grade commonly used for this purpose averages 97 per cent. nickel, the remainder being manganese, cobalt, iron, copper, with traces of other impurities always found in commercial nickel. A peculiar and interesting type of deterioration that occurs in these nickel terminals during the service life of the spark plug was recently brought to the attention of the Bureau of Standards. Commercial spark plugs vary greatly in their size and shape and the terminals differ considerably as to their relative size, shape, number, and arrangement with respect to one another. Although this defect was studied in detail in only one form of spark plug, the deterioration is a characteristic of the material, i.e., of nickel wire, rather than of the particular type of spark plug in which it was noted and studied. The mechanical features of the plugs, however, have a considerable bearing on the time required for the deterioration to become serious. The results of this study of the deterioration of nickel terminals in service should be of value to the makers of all types of spark plugs in which the terminals are made of this metal. CharacteR of Deterioration of WIres During Service Macroscopic Appearance and Properties of Changed Wire.—The nickel terminals in which the deterioration was studied were taken from spark plugs having a central terminal with the ground or side terminals attached firmly at both ends to the shell of the plug. In some of the plugs, two side terminals were used, one on each side of the central one. Although both terminals were found to have deteriorated to some extent, the attack of the central one was quite negligible compared to that of the side ones. These latter wires had developed, in service, transverse cracks that, in many cases, were as sharp and definite as a knife-cut. When I was honored with an invitation from the American Institute of Mining Engineers to present a paper at the Chicago meeting on the microstructure of iron, I hesitated about accepting, as the short interval that would remain at my disposal, after other pressing matters had received attention, could not but seriously affect the work of preparing such a paper. Unfortunately my fears have been realized and my work is neither completed, nor yet as comprehensive as I should desire. Mindful of my promise, however, and recognizing that 1 have reached a point where the results of my researches may prove suggestive, I am led to present them now, trusting that this brief explanation map secure indulgence for whatever deficiencies the paper may disclose. So far as my knowledge of published memoirs and treatises extends, microscopy cannot yet be said to possess a really firm foundation. In few cases only has any systematic development of the methods of investigation been undertaken, and broad gaps remain to be filled. It is not yet possible, therefore, to give a complete survey of the field, or, indeed, to supply a text-book on microscopic metallography. As Mr. F. Osmond, of Paris, a distinguished member of our profession, has undertaken to prepare for the Chicago meeting a historic review of the work actually accomplished I need not touch on that branch of the subject; but before entering upon my special theme, it may not be out of place for me to introduce certain explanations, as furnishing reasons for the course 1 have hitherto pursued, and to offer some suggestions for the further development of the methods of microscopic investigation. This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. Although the opinion has prevailed for several years that bottoni-hole choking under certain flow conditions should effect an increase in flow efficiencies, the use of bottom-hole chokes until recently has been limited in application mainly because of mechanical difficulties encountered in their construction. Within the past year, however, bottom-hole choking, through the development of a removable type of choke, has been applied successfully under various conditions of flow in many Mid-Continent fields. The observation of these field tests indicates that bottom-hole choking, although not applicable to all flow conditions, has an important place in the operation of oil and gas wells. This paper gives briefly the conclusions drawn from the data obtained from the experiments with this bottom-hole choke under various flow conditions, and a description of the choke and its operation. Purpose of Bottom-hole Choking Since, in a normal well, the velocity with which the column of gas is moving generally has a direct bearing upon the quantity of oil it can lift, probably the main purpose of bottom-hole choking is to accomplish an increase in the velocity of this- rising column, particularly in the lower portion of the tubing string. This it does first, by expansion of the free gas accompanying the oil; next, by liberation and expansion of some of the occluded gas normally carried in the oil to the surface; and lastly, by atomization, which results in a more intimate and uniform mixture of the oil and gas. It is apparent, then, that if this velocity, particularly in the lower portion of the flow string, at a given rate of production, is inefficiently low, owing either to an insufficient supply of gas or to excessive surface choking, and slippage takes place, bottom-hole choking should bring about an increased velocity of the gas and hence an increased lifting capacity. But if the velocity of the column of gas at this same rate of production through a surface choke alone is at or above a velocity necessary to lift the oil efficiently, increasing the velocity by bottom-hole choking would probably serve no useful purpose, other than to steady the flow by the better mixture of oil and gas and to lower delivery pressures.

A MEMORABLE year has just passed in the field of coal utilization. Because of the war, oil conversions in industrial, commercial, and domestic installations have been made to the equivalent of 20,000,000 tons of coal. The war emergency has resulted in a great shifting of various types of coals to various markets. Huge tonnages of metallurgical-quality coals have been withdrawn from steam and domestic business and sent into the iron and steel industries. Marginal coals have replaced these coals in the steam and domestic field.

INTRODUCTION IN a series of papers, the authors and their associates have shown that the resistance of a metal to fracture is a function of all three principal stresses. 10-18,20,21,23,[1] Consequently since a technical cohesion limit is defined as the technically determinable resistance to fracture, under a specific stress system, the technical cohesive strength comprises an infinite number of technical cohesion limits corresponding to the infinite number of possible combinations of the principal stresses. As shown in the previous papers, the technical cohesive strength increases with plastic deformation, with decrease in temperature, and with increase in the strain rate. The technical cohesion limit, therefore, is affected by the same factors that affect the flow stress,§ namely, the stress system, plastic deformation, temperature, and the strain rate. The effect of each of these factors on the fracture stress is qualitatively the same as its effect on the flow stress. The effect of any of the factors may be represented by a curve of cohesion limits, although only one point on the curve may represent actual fracture. Since the term "fracture stress" has come into general use with the same significance as technical cohesion limit; the authors are here using the' shorter term with the understanding that it, does not always refer to actual fracture. In the general investigation described. in the previously-mentioned papers,10-18,20,21,23 the influence of the stress 'system on the fracture stress was studied by means, of tension tests of notched specimens. When a circumferentially notched cylindrical' specimen is subjected to longitudinal ten-, sion, the minimum cross section is under " transverse radial tension. The mean radial stress increases with the depth and sharpness of the notch, but is always less than the longitudinal stress. The greatest principal stress (S,), therefore, is longitudinal, and since the radial stress is effectively equal to the circumferential stress, the transverse principal stresses are equiaxial in that plane (S2 = S3). By the use of notched specimens in tension tests it was shown that the fracture stress increases with increase in the radial stress ratio (S3/SI). With the imperfect knowledge that me have of the geology .of the country in general, and of the numerous mining districts in particular, it is impossible to present an accurate idea of the geographical and geological distribution of the mineral deposits of the Mexican Republic. But, notwithstanding this, it is elear that the deposits are concentrated in limited regions of the country, and that certain deposits are so closely associated as to indicate, beyond doubt, a genetic relationship. RAPID progress has been made during the past year in the copper mills throughout the country. Particular efforts have been made to increase the fine-grinding efficiency by the installation of larger classifying units operating in closed circuit with ball mills, such as the 78-in. high-weir Akins installation at the Phelps Dodge plant at Ajo, Ariz.; also the Type "FX" Dorr classifiers of Nevada Consolidated at McGill. Nev. and the "FX" Dorr bowl classifier of the Braden Copper Co. in Chile. Some of the copper milling plants in the Southwest, such as Chino in New Mexico and Ray Con. in Arizona, have replaced rolls operating wet in their fine-grinding circuit by rod mills. At Hollinger primary rod mills were formerly used in open circuit followed by pebble mills in closed circuit with classifiers. They now have primary ball mills in closed circuit with large extra heavy classifiers and no secondary mills. This new installation is producing the same grinding on 5000 tons per day with a reduction in cost of nearly 4c. per ton. At the Braden plant, in Chile, short-head Symons crushers have replaced 54-in. rolls, thereby in- creasing crushing capacity with some saving in maintenance cost.

GENERALLY speaking, there is nothing very difficult about taking good micrographs of photogenic thin sections or grains with a petrographic micro-scopecamera setup. However, sometimes it is desired to show some detail that cannot be illustrated satisfactorily by the usual micrographs taken with parallel polarized light, with crossed nicols, or even with two micrographs. A simple procedure giving good results has been used at Battelle Memorial Institute for subjects falling into this classification, and it is believed to be of interest, especially to research people who must sell a point to executives through the medium of well-illustrated reports. The following problem illustrates a typical application: It is desired to photograph a thin section of an iron ore to illustrate the character and association of the iron oxides and the individual quartz crystals. A magnification of 75 dia. is acceptable. A micrograph of the field in question (Fig. I[a]) was taken with parallel polarized light. Due precaution was taken to provide critical illumination, correct exposure, a sharp focus, a good darkroom technique, and other essential conditions. It illustrates correctly the iron oxides, but it fails to show the individual quartz crystals. A micrograph of the identical field (Fig. I[b]) was taken under the same precise conditions, but with crossed nicols. It gives a better idea of the character of the individual quartz crystals but is likely to be misinterpreted unless accompanied by a lengthy descriptive note. This micrograph suggests that the centrally located, large black area is composed entirely of iron oxides. That this is an incorrect interpretation is evident by reexamining the micrograph of Fig. I[a]. The correct interpretation is that the dark area contains quartz crystals oriented with their optical directions parallel to, or nearly parallel to, the vibration directions of the polarizer and analyzer of the microscope. Thus, the executive, or anyone who had not done the work personally, would get no more than a fair interpretation, even if two micrographs were included; and in the interests of both brevity and clarity, one micrograph usually is more desirable. Exactly how many quartz crystals occur in this region cannot be told from the two micrographs, and a printing of the two negatives in register would likewise not show the detail desired. Thus, it is evident that some subjects cannot be satisfactorily illustrated by the usual procedures. In photographing Fig. is the light was subdued and, during the entire exposure of 75 sec., the analyzer nicol was rotated uniformly in its mounting from a crossed position to 45° uncrossed position to introduce the desired amount of contrast in the various individual quartz crystals. The true reproduction of the character and association of the iron oxides, and the additional structure and detail in the quartz areas, is apparent. It might be

During 1964, the French edition of the Proceedings of the VIth International Mineral Processing Congress together with discussions was printed. Also, complete Preprints of papers delivered at the VIIth IMPC were published in September1. Over a third of the papers presented at VIIth IMPC dealt with fundamentals. COMMINUTION It has been postulated by Ponceleta that flaws need not exist before a stress is applied but rather the flaws are created at the tip of a propagating crack at a stress well below the theoretical breaking stress.

Cananea is located at an elevation of 5,200 ft in the north-central part of the state of Sonora, Mexico, about 135 miles northeast of Hermosillo, the state capital, and about 30 miles south of the United States border. A graded road runs to Cananea from the border town of Naco, near Bisbee, and a branch road turns east to Cananea at Imuris, a town 36 miles south of the border on the Nogales-Hermosillo highway. Railway service is provided by a spur from the Nogales-Naco branch of the Ferrocarril del Pacífico Railroad. Fuel for the power plant, smelter, and town (population approximately 20,000) is natural gas, supplied through a pipeline from the United States. The Compa[n]ía Minera de Cananea generates electric power for its own installations and also supplies both electricity and water to the town. HISTORY The earliest record of mining in Cananea dates back to 1760, when Jesuit fathers worked the Cobre Grande mine for silver in spite of resistance from hostile Indians. About 1800, several mines were worked on a relatively large scale by the House of Guea of Chihuahua. From then until about 1890 when William C. Greene of Fairbanks, Ariz., acquired control of a large group of properties, mining continued in a rather sporadic manner. The mineralized district is approximately 6 miles wide and 15 miles long, and the orebodies are associated with breccia pipes and granitic intrusive rock. In the early days, many small mines operated within the area on high-grade orebodies. ON the morning of Monday, Nov. 9, 1936, two motorcycles, with sirens screeching, - escorted a procession of 70 automobiles from the Colonia Railway Station in Mexico City to the Hotel Geneve. Riding in' the cars were just over 200 visitors- members of the A.I.M.E. and their guests. They had come, via St. Louis, in two special trains from 24 different states for the 146th General Meeting of the Institute. THE communication which I have to lay before my fellow-members of the Institute, is no elaborate paper, nor the statement of any great discovery ; it is simply the record of convenient methods of conducting topographical surveys, and of keeping the notes of the same; methods that have grown out of practical experience, and have saved me many a day's labor by facilitating office and field work, and at the same time secured a greater degree of accuracy than is obtained by the methods now in general use. I assume it as granted that no topographical map is worthy of the name, except it represent the elevations and depressions of the surface by means of horizontal or contour lines. In the Ordnance Survey of Great Britain, the contour lines are traced for every fifty feet vertical height, I believe, by running out the line with level and compass through all its meanderings on the surface ; this, of course, is a very tedious, though accurate process, but "in the woods," where many of our surveys have to be made, it would be practically impossible. The aim of this paper is the description of a technique to be applied to the study of sections of metal powder particles, less than 20 microns in diam. with the electron microscope, by the replica method, using for replica a material such as formvar or parlodion. This work originated with the study of particles of tungsten powders. Such particles were too small to be examined in sufficient detail with the light microscope. On the other hand, examination with the electron microscope of the powders dispersed in the supporting film was not found satisfactory because: 1. It did not permit differentiating between single particles and aggregates. 2. It did not show the true outlines of the particles but only the projection of a whole surface. 3. No details appeared. For that reason it was attempted to make replicas of sections of the particles imbedded in a mounting material suitable for polishing and etching. The method proved satisfactory for the examination of tungsten powder and was then extended to car-bonyl nickel and carbonyl iron powders. Although several recent papers have shown that equilibrium contact angle in dodecylamine solution-quartz systems can often be directly correlated with flotation behavior, it appears that under conditions of relatively high amine strength and pH such a correlation can't be made. Under these conditions, when there are precipitated amine dipoles present, it appears that a dynamic contact angle formed immediately after introduction of fresh gas bubbles into the system is also of importance. The dynamic angle decreases in magnitude as a function of time. Apparently the decrease is the result of changes in interfacial tensions (liquid-gas and solid-gas) as a function of time. Dynamic angles of the type described can't be observed in trimethyldodecylammonium chloride solution-quartz systems. Several recent papers1-3 have shown quite conclusively that contact angle data can often be correlated directly with flotation behavior in cationic surfactant solution-quartz systems. At the same time, Iwasaki, Cooke, and Colombo4 have shown data for a dodecylammonium chloride solution-goethite system where, in the vicinity of pH 12 and a collector concentration of 10" M, 100% flotation occurs when equilibrium contact angle appears to be zero. A clue to this discrepancy can be found in the work by smith2 who reported the occurrence of dynamic, time dependent, contact angles in a quartz-dodecyl-amine solution system at relatively high pH values and at surfactant concentrations greater than or equal to 10-4 M. It was found that under these conditions, if a fresh bubble was brought into contact with a properly conditioned and polished quartz surface, a large angle was obtained. The large angle, however, instantly started to diminish in magnitude, sometimes to a smaller stable angle and sometimes to its complete disappearance. Also, if the bubble was preconditioned for some minutes (or sometimes even seconds) in the same amine solution, the smaller or sometimes zero stable angle was obtained when the bubble was brought in contact with the quartz surface. One is immediately led to the thought that perhaps it is these dynamic angles when they exist, not stable angles, that are of primary importance in flotation. Pure copper that has been allowed to oxidize at an elevated temperature in the air is found to be covered with two distinguishable layers of oxide scale. The outer of these, which is very thin, is composed of cuprie oxide, while the inner layer, comprising the bulk of the scale, is made up chiefly of cuprous oxide (Fig, la). If a small quantity of an alloying element, such as silicon, is present in the copper, silica particles are found disseminated through the cuprous oxide, deposited most abundantly near the metal surface, and, in addition, silica particles occur to a limited depth within the copper itself (Fig. 1b). It is this inner layer, composetl of oxide particles precipitated in a matrix of metallic copper, that is known as the "subscale" or the zone of internal oxidation. Under a low oxygen pressure it is possible to produce the subscale without the formation of external layers of copper oxides, thus leaving the metal surface bright and apparently clean while oxidation has occurred, in fact, to a considerable depth within the metal (Fig. 2). Although little is yet known in a detailed way of the mechanism of internal oxidation, the general nature of the process is evident. By virtue of the considerable solubility of oxygen in copper,' it is possible to bring the alloying element in contact with oxygen within the metallic solid solution. If the oxide of the alloying element is more stable than cuprous oxide, the foreign oxide may form and, since most oxides are relatively insoluble in copper, it will not long remain in solution, but mill separate as a precipitate. As the metallic solute is exhausted in the zone of precipitation, oxygen that is constantly being supplied at the surface diffuses farther into the alloy and thus produces an ever-thickening shell of subscale. The distribution of the reacting elements in the subscale and adjoining zones must be somewhat as indicated in Fig. 3. The conditions requisite to internal oxidation to be anticipated are thus: (I) a solubility of oxygen in the alloy, (2) the ability of oxygen to diffuse at an appreciable rate into the alloy, (3) the possibility of the
