IN every country economic circumstances prescribe the method used to produce a commodity at lowest cost. In Pennsylvania a man's wages for working 4 hr buys a ton of coal wholesale; in Germany a laborer must work 40 hr, or ten times as long. In western Europe, therefore, conservation of fuel is of primary importance, and recent practices of burning lime and cement differ from those employed in the United States. This paper presents data collected during a trip through western Europe in 1953. Considered uneconomical, shaft kilns for burning cement disappeared in the United States two generations ago. But because required capital investment is low and operation greatly improved, shaft kilns are still used to some extent in Europe, where fuel costs are high, and are even included in designs for plants under construction. During the last 50 years shaft kilns have been maintained at the same physical size, while their output has been increased at least four times.

TRANSIENT potentials obtained in resistivity prospecting can be separated into two classes. The first is electromagnetic, has a comparatively short time constant, and increases in relative amplitude as the electrode separation is increased. These electromagnetic transient potentials, of which an excellent theoretical treatment is given by Yost: are the result of changes in the current and can be classed as differentiated signals. The second class is electrochemical, has a comparatively long time constant, and decreases in relative amplitude as the electrode separation is increased. The electrochemical signals are generated by the current flow itself and can be classed as integrated signals. The transient potentials due to electrochemical factors are the subject of this article. The phenomenon is referred to as induced polarization. Schlumberger" was the first worker to observe induced polarization, but he was unsuccessful in attempts to apply the principles of induced polarization in electrochemical prospecting. Other workers, notably Bleil; have studied polarization and in some cases pointed out its possibilities, but no theory has been presented that describes polarization and its time dependence adequately. It is the purpose of this discussion to present the essence of a theory to geo-physicists and to show that it leads to results consistent with experimental evidence. The theory on which this analysis is based has existed in electrochemical circles since 1910."

IT has been 5 years since the writer left the Philippine Islands and while in that country his chief work did not lie in this field, though he has visited all but one of the localities mentioned in this article. The principal field studies relating to oil were made by his colleague, Mr. Wallace E. Pratt. The writer's investigations dealt with the general stratigraphy and paleontology of the Philippines. With the exception of the investigations made by Mr. Pratt and the writer very little information on this subject is available. A number of geologists in the employ of large oil companies have visited the Islands from time to time but, following the general rule, the public has scarcely ever been permitted to learn anything of the results. The writer is indebted to the Bureau of Insular Affairs, Washington, for late information regarding recent legislation in the Islands relating to petroleum. All the known oil seeps, petroleum residues, such as ozocerite, and natural-gas emanations are associated with Tertiary sediments. The chief seeps and most promising prospects are located as follows: 1. Bondoc Peninsula (lower end), Tayabas Province, Southeast Luzon. 2. The west coast of the island of Cebú from Alegria north to, and perhaps beyond, Toledo. 3. Central Mindanao not far from Lake Lanao. 4. The ozocerite veins on the Island of Leyte in the northwestern part in the vicinity of the town of Villaba. 5. Natural gas from some deep wells in Tertiary shale formations on the eastern flank of the Cordillera and extending out under the plain on the island of Panay.

The following tabulation sets out details regarding the wells completed during the year: These computations do not take into account the wells drilled for repres-sure and salt-water disposal, and other nonexploratory wells. Purchasers' reports filed with the Corporation Commission of the State of Oklahoma show a total of 168,789,229 bbl. of oil purchased from Oklahoma leases in 1938, or a daily average of 462,436, a decrease of about 25 per cent from the year 1937. The outstanding operation of the year was the further development of the Ramsey pool, in western Payne County, the producing horizon being classified as the Wilcox. This pool was discovered on the last day in the year 1937, by the Mid-Continent Petroleum Corporation drilling on a unitized block in see. 18, T. 18 N., R. 2 E. The map in Fig. 1 shows the development at the end of the year 1938. An important discovery of the year was the Champlin Refining Company's No. 1 Boehm, in Garfield County, sec. 4-24N-8W., the producing horizon being the second Wilcox found at a depth of approximately 6700 ft. This pool was assigned the name of Hillsdale. Some of the offsets to this discovery well had not come up to expectations at the end of the year, but the discovery seems to be important as indicating that the Wilcox sand is productive in the Anadarko Basin area, providing that the right structural conditions are present.

Fluoride, generally less than 0.5 ppm, is present in ground water from rocks of Paleozoic age and older, in northern and eastern Alabama. Some of the water-bearing formations in the Coastal Plain area of the State yield water with as much as 6.8 ppm fluoride.

THE almost universal acceptance of electrical logging by the petroleum industry calls for a critical examination of the physical bases of the common methods. This is particularly needed for the natural potential log. The conventional explanations are based on the phenomena of electrofiltration and electro-osmosis. However, experimental data show that they fail to give a basis that is quantitatively sound. Moreover, they lead to interpretations of details of electrical logs that are erroneous. It was found experimentally that when a plug of shale is placed in a chain of dissimilar electrolytes, a current flow results. Experiments on oil-well cores and fluids similar to those existing in wells show that potentials are set up which are in reasonable agreement with those encountered in electrical logging. Doubt- less other sources of potential are important but this explanation not only accounts for much of the potential but also clarifies some fairly familiar examples of misinterpretations.

THE year 1924 was particularly notable in the petroleum industry of California as it was a period in which extensive town-lot drilling, with attendant overproduction and allied problems, virtually ceased and the industry returned to a nearly normal condition. Nearly all major field operations were conducted by large operating and marketing companies; in contrast to 1922 and 1923 field operations, when small promotion companies set the pace and forced the large companies to follow. The outstanding features of petroleum development were: 1. The three major fields of 1923, namely Huntington Beach, Long Beach, and Santa Fe Springs, declined from a production of 13,042,939 bbl., in January, to 6,764,417 bbl., in December, a drop of nearly 52 per cent: During this period, Huntington Beach declined 35 per cent., Long Beach 42 per cent., and Santa Fe Springs 63 per cent. 2. Methods of pumping deep wells were improved in some particulars; this contributed toward sustaining the productions of these three famous fields above what was predicted. 3. Of the fields producing previous to 1924, only three increased in production to any appreciable degree, during the year, as the result of bringing in new wells. These fields are Dominguez, Torrance, and Wheeler Ridge. Dominguez, discovered in September, 1923, produced 56,851 bbl. in January and increased regularly to a production of 1,641,042 bbl. in December. Torrance increased from a production of 972,261 bbl. in January, to 1,783,670 bbl., in May, and then declined to 1,393,215 bbl. in December. Wheeler Ridge, discovered in January, 1923, produced 23,254 bbl., in January, 1924, increased to a high of 33,678 bbl., in September, and declined to 27,430 bbl. in December. 4. Nearly all the production that had been shut-in during 1923 was opened in 1924, except some wells chiefly in Coalinga, Fullerton, and Santa Maria districts. The opening up of this shut-in production, combined with the increased productions from Dominguez and Torrance, were the chief factors that held the rate of decline for the state to a gentle slope.

This paper describes the development and implementation of the control system in the flotation plants of China. The control system can be categorized as: Control in the crushing circuits: Automatic control of the flow rate of the crusher. Control in the grinding circuits: Control of the feed rate of the grinding mill and circulating load. PSM-200, an indigenous particle size monitor, and gamma-ray density gauges are utilized. Control in the flotation circuits: pH control, flotation reagent dosage estimation and control, pulp level control, aeration control, etc. Complete grinding-flotation circuits control is based on minicomputer operations. Some typical control systems which have been applied in copper flotation plants are summarized and specific problems discussed.

The number of wells completed in Ohio during I940 was about 20 per cent more than during the preceding year, the comparative totals being 1020 and 1228. Of the 1940 completions, 327 were oil wells, 491 gas wells, and 410 dry. The completions for the past five years, divided into oil wells, gas wells, and dry holes, are shown in Table 2. Wells drilled deeper and input wells in water-flood areas are not included in the tabulation. The annual production of oil has decreased steadily in Ohio from the maximum of 23,941,000 bbl. produced in 1896. Table 3 shows the quantities of oil produced in the last five years. In 1940, the total was 3,052,000 bbl., produced by about 25,500 wells. The number of wells and the approximate quantities by grades are shown in Table I. During 1938 the Russian oil industry, while able to increase its production 4.69 per cent above the preceding year, was not successful in correcting some of its basic difficulties, and the industry's position as it entered 1939 was unsatisfactory. The internal political difficulties of 1937 and 1938 took a toll in the oil industry as they did elsewhere in the U. S. S. R., further complicating the solution of the problems facing it, most important of which still remain: lack of experienced and responsible leadership, able to make quick decisions; undisciplined and migratory labor; and insufficient and often unsatisfactory quality of the various equipment needed by the industry and its ineffective distribution. Recent developments in the U. S. S. R. suggest that during 1939 the management will be granted more latitude and hence somewhat better results may be anticipated from the executive branch, provided, however, the "purges" do not recur. The labor should be better disciplined and should not shift as easily, owing to the introduction, at the close of 1938, of individual labor passports to all workers in the country, the principal purpose of which is to correct those two deficiencies. It is not anticipated, however, that the service of supply will show any appreciable improvement in 1939, partly because of inherent difficulties and partly because the manufacturers of heavy machinery are working primarily and necessarily for munitions. Production Production of crude oil during 1938 is estimated at 224,714,000 bbl., as compared with 212,742,000 bbl. in 1937, an increase of 4.69 per cent but 12.76 per cent below the planned output. While there were no major readjustments in the source of supply of crude oil, both the older districts, Baku and Grozny, were barely able to maintain their 1937 levels of production, the increased output being supplied primarily by the fields of Maikop and Ural Permian Basin districts. THE last few decades have witnessed the introduction of many new nonmetallic mineral products and changes in the use of many of those already well known. Among these is diatomite, formerly employed as a mild abrasive and, at one time, as the absorbent material in dynamite. Now nearly 100,000 tons a year are mined and milled into such things as filter aids, cement admixtures, insulants, fillers, absorbents, cosmetics, cleansers, etc. Pumice, commonly regarded as only an abrasive, is now also employed as an insulant, as light-weight aggregate and as a concrete admixture. With increasing use of insulants, light-weight aggregates, and acoustic stuccos and plasters in the building trades, both these mate-rials should find increased application. Very large deposits occur in eastern Oregon and have been studied by the U. S. Geological Survey in cooperation with the Oregon State Mining Board.

Discussion of the paper of WILLIAM G. KRANZ, presented at the San Francisco meeting, September, 1915, and printed in Bulletin. No. 101, May, 1915, pp. 927 to 930. M. PETINOT, Niagara Falls, N. Y. (communication to the Secretary*). -I have read this paper with considerable interest and agree perfectly with Mr. Kranz that steel for castings made in an electric furnace is not necessarily, because of that fact, all good steel, and also that the qualities which he mentions, such as absence of segregation, elimination of `sulphur, great tenacity, etc., can be obtained in an electric furnace if operated under proper metallurgical conditions. An unusually low content of sulphur in steel for castings is not, of course, an absolute necessity and the range of this element usually obtained in steel made in basic open-hearth furnaces is sufficiently low to meet all physical requirements. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully you will recognize that, within certain limits, taxes can be controlled to an economic advantage. The tax laws as now imposed are quite complex. Many of these laws and the regulations thereunder involve many factual determinations, technical considerations, and specialized valuations that can best be made by people trained in the specific area concerned. A substantial amount of a tax liability turns on the proper consideration given to issues involving facts and principles which are peculiarly engineering in nature. The importance of these "engineering" issues in tax administration has been significantly increased in recent years by our rapidly advancing technology, automation, stepped-up mineral and oil exploitation, new industries such as electronics and nuclear power, and the extension of percentage depletion to all minerals. These specialized requirements incorporated in the law are so technical that full consideration can not be given by people with a non-engineering background.

A great deal has been written of late regarding the loss of silver in assaying; very discordant results have been published by different writers, and much uncertainty exists concerning even approximate losses in a careful determination of silver, as represented by a fire-assay. In the present paper it has been the aim of the writer to determine as accurately as possible the losses sustained by silver, under certain specified conditions, during the process of cupellation. Such losses are well known to be due to absorption by the cupel and volatilization. The conditions, however, which govern these losses are not believed by the writer to be so well understood. The most important of these are : 1. The effect of variable quantities of silver used. 2. The temperature of cupellation. 3. The character and quantity of impurities in the lead button. 4. The weight of the lead button. 5. The nature of the cupel. The following experiments were made for the purpose of demonstrating, as nearly as possible, the total loss of silver in cupellation under the most favorable conditions to be obtained in commercial assaying. Chemically pure silver and pure lead were taken. The latter was obtained from test-lead, first melted into a bar, from which pieces of the desired weight were cut and accurately weighed. The experiments recorded in this paper were planned by the writer, but executed throughout by Mr. J. N. Walker, whose ability as an accurate, careful and painstaking assayer is too well known and recognized throughout the West to require any further endorsement from me.

The problem of determining oxygen levels in liquid steel to aid in deoxidation control has received general attention for a number of years. Work in this direction started at the B.H.P. Central Research Laboratories early in 1967 with an evaluation of sampling techniques followed by vacuum fusion analysis to determine the oxygen content of the samples (1). It was found that these techniques had a number of drawbacks if they were to be used for deoxidation control. The method of analysis was rather too slow to allow effective control and measured total oxygen level rather than dissolved oxygen. Furthermore, the results were found to be very variable due to slag entrainment in the samples. Attention therefore turned to the galvanic cell method using a solid oxygen ion conductive electrolyte such as cubic stabilised zirconia. The ionic conductivity properties of electrolytes such as (ZrO2) 85 (CaO).15 had been studied by a number of investigators and had already been applied to the measurement of oxygen activity in gases, in lower melting metals such as copper, lead, tin, silver, alkali metals and indeed the first studies in steel had been made (2,3). Since then the results of a number of studies in the development of an expendable oxygen probe for steel have been reported (4-9).
