It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

General recognition of the potential benefits of utilizing advanced technology has focussed public attention on the organisation of tertiary education. This has produced a situation where opportunities exist for significant changes to be implemented. The challenges to Mining education in this environment of change are analysed with respect to the setting of education objectives, the role of centres of education, course structures and student access to courses. The scope of the analysis includes formal courses for professional education and technical training, and programmes for continuing education and postgraduate research. Previous significant advances in mining technology illustrate the importance of encouraging the establishment of an extensive involvement with mining education. Education cannot be the sole responsibility of professional academic organizations; significant industry participation is essential. Methods of achieving this interaction are discussed. Major changes in techniques available for disseminating information provide a significant incentive to assess the relevance of existing course structures and restrictions on student access to courses. Establishment of a less rigidly progressive system of education is discussed with respect to the development of the full potential of computer based learning. This will expand the availability of mining education to include remote locations. The practical feasibility of such changes and recognition of the value of education as a commercial resource could also increase overseas involvement in Australian mining education. Benefits of such changes and problems that may develop if accreditation systems are not also changed to take account of new technology are outlined.

The identification of the major subsidence areas in the Eastern Kentucky Coal Field has been made to distinguish the subsidence phenomena on the basis of geographical location. Further, this identification process is based upon selected critical geological, topographical, and mining features in the coal fields. The proposed identification of the regions is derived from a comparison of the subsidence potential in a particular area. The most likely severe subsidence areas are compared to those with the probable low subsidence severity. The combination of certain geological and mining parameters involved allows for the derivation of a classification of the subsidence potential.

The variation in pillar behavior at underground coal mines working in the Bonito coal seam is observed in both research and mining company case studies. There is no consistency in pillar behavior, as it varies from mine to mine. In some cases, it is possible to find rib yields for both excavation modes and pillar sizes. This paper?s objective is to investigate pillar behavior for different load conditions and pillar sizes. Three-dimensional numerical simulation models considering these factors were built. A matrix was then assembled to compare pillar behavior between loading conditions, as well as between different pillar sizes with the same loading condition. The results showed some pillar rib plasticity due to vertical loading and stress relief independent of the pillar size and load. For the same load conditions, the yielding thickness is the same for different pillar sizes.

Risk quantification in grade-tonnage curves is critical for capital investment in mining projects and can be obtained through geostatistical simulations of orebodies. A practical difficulty may arise in multi-element deposits, as the joint modelling of the related attributes using the traditional co-simulation approaches is computationally intensive and may be impractical for use in the industrial environment. This paper presents the construction of risk-integrating grade-tonnage curves for a complex copper deposit in northern Brazil, by jointly simulating its key geochemical attributes of interest: Cu, Fe and K. The joint conditional simulation of these elements is based on Minimum/Maximum Autocorrelation Factors (MAF). MAF is an approach, based on principal components, that spatially decorrelates the variables involved to non-correlated factors. MAF’sspatial decorrelation at any lag distance is the main and critical difference of this approach from the principal component approach attempted in the past. In the MAF approach, the independent factors are individually simulated and back-transformed to the conditional simulations of the correlated deposit attributes that reproduce the cross-correlations of the original variables. Mission Bay is a 300-acre reclaimed site in San Francisco, California, that is currently being redeveloped. Plans include new neighborhoods, parks, a new University of California, San Francisco, research and development campus, a biotechnology campus, and commercial office buildings. New infrastructure is being constructed throughout the site, consisting of utilities, pump stations, and roadways. Previously, Mission Bay was a part of the San Francisco Bay. Reclamation of the shallow bay coincided with the booming development in San Francisco in the 1880s and continued through 1920. Subsurface conditions are extremely variable throughout the site. The stratigraphy generally consists of 5 to 45 feet of fill, up to 140 feet of weak, compressible clay (?Bay Mud?), dense sand, stiff clay, and bedrock of the Franciscan Complex that has been encountered 5 to 210 feet below the ground surface (bgs). Geotechnical issues related to these subsurface conditions include liquefaction, lateral spreading, settlement, and adequate foundation support. This paper presents case studies of the geotechnical aspects of design and construction of several buildings in Mission Bay, highlighting the similarities and variability in the subsurface conditions and the different conclusions and solutions developed for each project. The case studies will include: 1) a building supported on steel H-piles where the depth to bearing varies from about 70 feet bgs in one half of the site to 165 feet bgs in the other half; 2) a building supported on precast, prestressed, concrete piles bearing in a thick, very dense sand layer; 3) a building with over 100 feet of Bay Mud supported on 120- to 180-foot-long PCPS concrete piles driven to bedrock adjacent to buildings supported on steel H-piles driven to bedrock; and 4) sites where auger pressure grouted displacement piles (APGD) and Tubex piles were installed. Case studies will include results of pile driving analyzer (PDA) testing and static pile loads tests, where performed.

Improvements in remote fire fighting technology are needed to reduce miner exposure to the dangers of fires and possibly save the lives of those who may become trapped. The National Institute for Occupational Safety and Health, in cooperation with U.S. Foam Technologies, Inc1., conducted a series of experiments at the NIOSH Lake Lynn Experimental Mine to study the stability, transport, control and fire extinguishing effectiveness of nitrogen-enhanced foam technology. The Drainage Services Department (DSD) of the Hong Kong SAR Government commissioned the design and construction of the West Kowloon Drainage Improvement, Stage 2, Phase 2, Kai Tak Transfer Scheme (KTTS) project in 2000 to relieve potential flooding in Mong Kok caused by the insufficient capacity of the existing storm water drainage system. The KTTS involves construction of a 1.5km,4.4m drainage tunnel and a 450m long box culvert, running from Waterloo Road near Hereford Road to the existing Kai Tak Nullah in San Po Kong. This paper describes the design and construction of; the bored tunnel through both hard rock and soft ground using a slurry Tunnel Boring Machine (TBM), six associated access shafts, a connection structure at Waterloo Road and the box culvert connecting the bored tunnel to the outfall at Kai Tak nullah. Details will be provided on the contractor’s alternative designs adopted during the contract including the use of fibre reinforced shotcrete as one-pass temporary and permanent support for three of the shafts and modifications to the Engineer’s design for the box culvert structure.

This study investigates the use of a horizontally- baffled column (7.6 cm inside diameter by 344.2 cm high) to reduce the ash content of a high ash bituminous coal. Tests were carried out to determine how the baffled column responded to changes in feedrate, reagent dosage, and feed quality, and to compare its performance with a conventional column installation in an operating plant. In this paper, the results of this investigation will be reviewed and discussed.

HIGH SPEED RAILWAY NETWORK Spain is a very adequate country to develop the high speed railway network thank to its geographical feature which has a 600km long radius, from Madrid- the capital that covers mostly the whole country. Therefore, the railway is a major competitor of the airline. In Spain, the new access to the north and northwest is nowadays the most important railway project which will allow a significant saving of time in the near future to the central plateau and the northern territories. Time savings as well as strict environmental considerations have been the main objective of various studies during the last decade leading to Guadarrama and Pajares tunnels as ones of the optimum solutions. Cordoba-Malaga high speed railway, the extension of the present Madrid—Sevilleline, through the Abdalajis range and the rail project to cross oriental Pyrenees between Spain and France are another two samples of large tunnels currently underway. In these four projects, the ground already encountered and to be soon encountered is highly variable, from very hard granite and gneiss in Guadarrama and Pertus to very poor argillite in Abdalajis, shale in Pajares and schist in Pertus. A number of faults are also expected. Hence, double shield hard rock TBM has been chosen. Figure 1 shows a general scheme in four projects. These four projects represent a total of 2 × 68 km of which 87 km are under DRAGADOS contracts. PROJECTS UNDERTAKEN BY DRAGADOS Guadarrama Tunnels This project is the longest twin tunnel with 28.377km, in Spain and considered one of the longest in Europe. The operating speed will be 300 km/h. This tunnel will link Madrid and the north territories through Guadarrama range. (Figure 2). The south portal is placed at el. 997.8m above the sea level. The tunnel starts with an inclination of 3‰, increasing until 15‰. After 6,620m length, the tunnel passes under the Morcuera ridge with an overburden of 960m. After 13,400m length, the elevation is 1,024m which is the highest point, and then the tunnel declines with a slope of 9.5‰, 2‰ and 19‰ until the north portal in Segovia province. The Conveyor Equipment Manufacturers Association (CEMA) specification B105.1 “Welded Steel Conveyor Pulleys” adequately defines standard pulleys for most aggregate material handling applications. However, many aggregate applications demand pulleys of higher capacity and reliability than that offered by CEMA pulleys. This paper examines the CEMA Pulley Standard and pulley specifications for aggregate applications requiring greater capacity and reliability than the CEMA Pulley Standard. Higher reliability increases the uptime and has a lower total cost of ownership.

The reactions between molten aluminium and cryoIite have been determined from a material balance of all components involved in the process. The interpretation of results were supported by x-ray diffraction studies of the evolved vapours, quenched electrolyte samples, and side-reaction products.The most important reaction involves the formation of both Na2F (sodium subfluoride) and chiolite in the fused electrolyte. The Na2F accelerates vaporization of the melt. Some AIF (aluminium monofluoride) may also be formed but the proportion of this is much less than for the former subvalent compound.

Considerable improvements in diamond drilling equipment have been made since the early 1950s. A recent drilling programme, however, at Williamtown, near Newcastle, carried out by the Joint Coal Board on behalf of the Electricity Commission of New South Wales, emphasized deficiencies in existing equipment when particularly diflkult coring conditions were encountered.Spurred by unacceptably low recoveries in coal seams in this area, the Joint Coal Board devised and developed, with the assistance of the Electricitv Commission, a new typc core lifter and a special 26 ft triple tube core barrel, designed to operate in conjunction with it in bad coring conditions.The core lifter, whieh is propped open clear of incoming core during drilling, is activated by fluid impulses generated inside the core barrel. It can be used with double tube barrels when drilling firm rocks whichdo not change diameter by compaction inside the barrel.Softer rocks. such as clayey types, require the use of a rriple tube barrel.Results from testing carried out to date in difficult areas in New South Wales coalfields have shown that greatly improved results can be obtained with the new equipment. Although developed essentially for coaldrilling, the new core lifter and barrel could be adapted to other fields of diamond drilling. Even in areas where no great coring difficulty is encountered the cost advantage deriving from the greatly inereased life of the core lifter and the adaptor in which it is housed could justify its use.

Titanium can exist in three different oxidation states. Its oxides are numerous and in presence of iron and oxygen, iron-titanium oxide compounds can also form. Some of the oxides are non-stoichiometric, making the determination of the thermodynamic properties of titanium and its oxides in molten steel and in slag difficult. Therefore, for the assessment of titanium activity in molten steel using the electrochemical measurements of oxygen partial pressure, the identification of oxides in equilibrium with titanium is important. This paper reports on an investigation of solid titanium oxide inclusions, which have been identified by combining different methods of analysis on quenched samples. These samples were taken from a Fe-Ti-melt at 1600°C, quenched in cold water then mounted and polished for optical microscopy. The oxide inclusions were analysed using transmission electron microscopy (TEM) with energy dispersive spectroscopy (EDS). Both single crystal and polycrystalline diffraction patterns were used to identify the oxides by comparing the d spacings with those in the ICDD X-Ray Diffraction (XRD) database. XRD was used to analyse the oxide particles on the top of slow cooled samples. It was found in the TEM study that the similarity of the diffraction patterns of the various phases meant that unique identification was difficult to achieve in some of the diffraction patterns. However, TiO, Ti2O3, Ti3O5, Ti4O7were identified in quenched samples, while TiO2, FeO.TiO2and iron oxides were seen in slow cooled samples. Waitemata Tectonic Event(25 Ma ago) created a subduction system from the northeast of Northland, causing: (1) the emplacement of the Northland Allochthon (24-23 Ma) which provided argillaceous limestone and serpentine to Northland, and minor copper to both there and East Cape (located off Northland then); and (2) Northland volcanism (from 22 Ma), which lacked economic mineralisation. The Kiwitahi Tectonic Event (1714 Ma) caused: (1) a realignment of volcanism - from coastal western Northland, to west of the Hauraki Plains (Kiwitahi); (2) a start to the migration southwards from Northland of (a) the Alpine Fault System towards Marlborough today, (b) subduction towards Cook Strait, and (c) volcanism towards Taranaki-to-Bay of Plenty (initially through Coromandel, Kiwitahi, and offshore west coast); and (3) a start to rhyolitic volcanism & associated hydrothermal activity. The latter caused epithermal mineralisation, providing in Coromandel the best known North Island metalliferous deposits. Andesitic volcanism has been active in both of these two contrasting, subequal belts since 22 Ma. Rhyolitic volcanism and hydrothermal activity was wholly restricted to the eastern Marshall Belt, with an abrupt limit to economic mineralisation at the Volcanic Divide (within Hauraki Plains) and a major change there to basaltic volcanism of the western Searle Belt. The Kaimai Tectonic Event (5-1.5 Ma) caused: (1) a temporary reversal in volcanic migration in the Searle Belt, and a duplication of rhyolitic & hydrothermal activity at Waihi (Marshall Belt); (2) the rotational rifting of both the Central Volcanic Region (by 30¦) and the Hauraki Rift (10¦), causing major curvature of the North Island and New Zealand, and the transfer of the offshore subduction system from Coromandel to East Coast; and (3) an effective end to Coromandel mineralisation. Post-Kaimai Volcanism (1.5-0 Ma) included: (1) andesitic volcanism in the Searle Belt, yielding the western coastal titanomagnetite deposits; and (2) andesitic, and rhyolitic & hydrothermal activity in the Marshall Belt - the latter providing geothermal energy, sulphur, and pumice/perlite deposits. Post-Subduction (Intraplate) Volcanism (10-0 Ma) developed in a steadily expanding northwest region of relative tectonic quiescence, as subduction and its volcanism migrated southwards. Intraplate volcanism was predominantly basaltic, providing excellent aggregate; but less common rhyolitic & hydrothermal activity provided geothermal potential and mercury at Ngawha and at Puhipuhi, and halloysitic clays of extreme brightness elsewhere in Northland. This volcanism has reached as far SE as Mayor Island, providing an early New Zealand mineral resource - obsidian.

In September, a fleet of 363-t (400-st) Liebherr trucks became operational in Brazil and have already begun moving iron ore in Para state. Prior to the arrival of the the trucks the Brazilian fleet relied on trucks up to 218 t (240 st). With the addition of the 363 t (400 st) trucks, the fleet has since experienced the high productivity offered by Liebherr T 282 B trucks.

In 1999, 1,100 million short tons of coal were produced in the United States, 38 percent from the Northern Rocky Mountains and Great Plains region. This coal has low ash content, and has sulfur content in compliance with Clean Air Act standards (U.S. Statutes at Large, 1990). The National Coal Resource Assessment for this region includes geologic, stratigraphic, palynologic, and geochemical studies and resource calculations for 18 major coal zones in the Powder River, Williston, Green River, Hanna, and Carbon Basins. Calculated resources are 660,000 million short tons. Results of the study are available in U.S. Geological Survey Professional Paper 1625-A (Fort Union Coal Assessment Team, 1999) and Open-File Report 99-376 (Flores and others, 1999) in CD-ROM format.

"Underground blasting operations are challenging from the standpoint of the distribution of explosivesenergy representative of ring blasting. Energy from both shock and pressure regimes of commercialexplosives may appear concentrated in the collar region of a typical ring blast and diluted at the toes of holes due to the oblique geometries of blastholes. The non-homogenous nature of ore in whichexplosives are distributed via drillholes, adds to the complexities of generating particulate profiles from fragmented material with consistencies that are predictable from blast pattern to blast pattern - well suited for specific underground handling equipment and mill processing. In an ideal world, it would be the blasting operations themselves that represent the primary crushing mechanism, or at least mitigate mechanical crushing that can comprise a large component of the cost in generating suitable muck. This paper presents a dynamic break view in 3D that allows a planner to visualize the potential break zone around a blasthole generated by an explosive load using a Kleine field. Simple as it sounds, this methodology provides information that can be used in conjunction with cavity monitoring surveys (CMS) to potentially judge dilution due to overbreak as well as recovery for a typical blast. As examples, there are two break geometries that are examined regarding circular breaks and elliptical breaks around blastholes. Using a Kleine field to define break, a planner generated isosurface can be generated and compared to CMS data for calibration and prediction, using AEGIS 3D ring design software."

Construction of a new transportation link frequently requires crossing under an existing highway or railroad. Although traffic diversions may permit a cut and cover structure to be built, ‘zero impact’ tunnel solutions are becoming increasingly popular. The vertical clearance between the new tunnel structure and the existing highway or tracks may be very low; sometimes less than two meters. This leaves little room for error since any ground loss can rapidly translate into surface settlement. Problems can be avoided by maintaining the stability of the tunnel face and by minimizing ground movement around the tunnel lining. This paper examines construction methods that have been used to construct short tunnels with shallow cover, and highlights factors to be considered for future projects.
