Currently in Canada there are 15 major mining companies with a minimum of $1 billion in market capitalization or net private value. This group forms the core of an important sector for Canada. The mining sector had gross revenues of about $35 billion in 1988. This compares to a Canadian GDP of $410 billion in 1988. There are at least three different sub-groups within the mining group, each facing the future with very different prospects for the coming years.

Large structural faults create serious ground control hazards, as well as adversely affect coal mineproduction. Two faults related to the Pine Mountain overthrust sheet in Buchanan County, VA, were investigated by the U.S. Bureau of Mines to determine their effect on ground control and to develop recognition criteria for prediction. Five underground mines encountering these faults were visited and mapped for structural information. This information, along with surface mapping, indicated that Pistol Gap and Keen Mountain Faults show right-lateral, strike-slip faulting and bedding planes slippage, which can be projected linearly and vertically. These fault zones are up to 200 ft wide, with coalbed offsets up to 18 ft vertically, coalbed swags (depressions) up to 15 ft, and roof falls up to 20 ft high. Recognition criteria include bedding plane slips, coalbed offsets, fault gouge, coalbed swag (depressions or synclines), and disturbed bedding. These recognition criteria will help an informed operator realize that many sudden coalbed discontinuities are related to larger geologic events (in this case thrust faulting) and can be projected linearly and vertically. Ground control strategies include mine designs that minimize fault exposure. Mining plans can be adjusted based on type and extent of fault movement.

The recovery of Copper by solvent extraction was arguably the most significant hydrometallurgical development of the 1960's. However, only dilute solutions at relatively high ph. could be treated effectively. ICVAcorga introduced in the 1970's the much stronger salicylaldoxime based reagents, which resulted in a dramatic change in plant configurations. So for example plants which normally use 3 extraction stages and 3 stripping stages could be reduced to 2 + 2 staging or 2 + 1 staging, even for high copper tenors at low ph. Leach liquors up to 40 g A copper are being treated at some locations so that almost any copper bearing liquor can now be purified by solvent extraction. Following a considerable amount of research and development effort ICI/Acorga have made further significant advances in the application of copper solvent extraction. The first of these is in computerised flowsheeting. In conjunction with ICI's Process Technology Department, Acorga have developed the Minchem Computer program, which uses laboratory generated equilibrium data to facilitate optimisation of metallurgical operating parameters. The program can operate in two modes, prediction and assessment so that given suitable extract and strip isotherms plant performance can be predicted for a given set of conditions. Alternatively existing plant performance can be assessed rapidly and accurately, thus providing a valuable quality control tool. Pilot plant work can now be restricted to evaluation of the physical aspects of the SX circuits, and to looking for the unexpected. Secondly using the patented 5-Nonyl Salicylaldoxime in precise admixture with a number of carefully selected strip modifiers, the Acorga M-range has resulted. Reagent selection from these new extractants can now be based on how the reagent can alleviate the remaining problems such as hydrolytic stability, transfer of iron, and organic losses by entrainment which may be related to particular features of the operating plant. Thus the Acorga M-range has enhanced and significantly extended the use of solvent extraction for copper, whilst refinements in the processing of metallurgical data has considerably simplified circuit design and analysis of results.

"Once all the hullabaloo about Finance Minister Wilson's April 27 budget died down (or was it an April 26 budget?), the pain of the budget papers began to sink in. Individuals and corporations will have to dig deeper and pay more taxes - and government will continue to dig deeper and spend more. The irony of the situation is that higher tax rates actually make flow-through shares more attractive as a tax-deferral investment - a bittersweet ""bravo"" for the mining industry.INTRODUCTIONFor the first time in Canadian history, a major budget address has taken two days to deliver. Of course, it's not a case of long-windedness, but rather a case of a hastily called press announcement on April 26 in response to a budget leak, followed by a formal budget speech on April 27.The general reaction of the business community to the budget was to the effect that the tax hikes are acceptable, but the government's failure to curb spending is less than acceptable. Mr. Wilson's reported response indicated that the government had never promised to cut spending, and that increased government spending would actually benefit the country. That age-old debate will doubtlessly continue for generations.In any event, three noteworthy components of the budget papers are:• Personal income tax rates increase effective July I, 1989;• A ""large corporations tax"" (in effect 'a corporate ""minimum tax"") is effective July I, 1989; and• Federal sales tax increases are effective from June 30, 1989, to be replaced by a national sales tax in 1991.A brief overview of these and other budget proposals follows."

Though computer simulation of coal beneficiation has been in use for nearly two decades the models used in the programs for the simulation of the crushing processes concentrate mainly on the size distribution. This paper suggests the use of an empirical equation approximating to the cumulative probability or error function for the simulation of the liberation process in coal crushing. The algorithm outlined here can be incorporated in a computer program already having a size distribution model.

A metallurgical complex to recover gold from highly refractory arsenical ore was recently commissioned by Sao Bento Mineraco. The plant, with a nominal capacity of 20 000 tonnes per month, is situated in the Minas Gerais province of Brazil. The process consists of run-of-mine milling, flotation, pressure oxidation of the concentrate, carbon-in-leach, elution and electrowinning, and effluent disposal. The paper provides an account of the investigations that resulted in the decision to install the pressure oxidation circuit, process and engineering design and plant start up. A comparison is made between the results achieved during the first two years of production and the design parameters.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Voluntary Restraint Agreements with 21 steel exporting nations limited im¬port penetration to about 20% of the domestic market. Ferric chloride leaching w.as applied to a complex sulfide ore from Tok, Alaska to dissolve zinc, lead, silver and copper. Gold in the leaching residue, as well as in the ore, is found to be refractory to the conventional cyanidation process. Roasting, pressure oxidation and elemental sulfur removal followed by cyanidation were tested to improve gold dissolution. Also tested were thiourea leaching and high-pressure cyanidation. The readsorption of dissolved gold by carbonaceous matter in the chloride leaching residue was analyzed. Based on the experimental results, factors causing difficulty of gold dissolution from the leaching residue are discussed.

The use of the quasi static (Dutch) Cone Penetration Test (CPT) is described as a tool to predetermine the ultimate bearing capacity of the pile point. An analysis is given why a purely theoritical approach does not meet with success. A practical method is explained of extrapolating the cone resistance to predict the pile point resistance. The method has been calibrated against the result of 32 selected high standard loading tests on pile points in the Netherlands.

More than 500 fires are now burning in abandoned coal waste banks and coal deposits in the United States. Once established, such fires can burn for decades, and extinguishing them by conventional methods such as surface sealing to exclude air, excavation to remove fuel, or flushing to cool the fire zone is usually difficult and always expensive. Burnout Control, a technique developed by the Bureau of Mines for the control of abandoned coal fires, involves the accelerated combustion of coal in place with total management of the heat and fumes produced. A burning waste bank or mine is placed under negative pressure relative to the atmosphere, and heat and combustion products are drawn from the combustion zone through an exhaust ventilation system. Heat produced appears as sensible heat in the exhaust, at temperatures as high as 1,000° C (1,832° F), and could be recovered for the production of steam, hot water, process heat, or electricity. The Bureau's first field demonstration of Burnout Control was at Calamity Hollow in Allegheny County, PA (near Pittsburgh). Calamity Hollow was the site of an underground mine in the. 1900's and was surface mined in the 1940's. In the winter of 1961~62, a fire of undetermined origin was discovered in the exposed coal. In 1963, the Bureau constructed a trench barrier around the fire and a surface seal over the affected area. The fire was isolated but, not completely extinguished. In 1979, when the Bureau began work on the Calamity Hollow Mine Fire Project to demonstrate controlled burnout, the fire was still smoldering on the hot side of the trench barrier. The project, which was begun in December 1979 and ended in July 1982, consisted of the design, construction, operation, and subsequent dismantling of a Burnout Control ventilation system. This report, although considered part 2, is actually the last of a five-part series that describes the Calamity Hollow Mine Fire Project. It was written last because it involved the analysis of a substantial body of data describing in detail the results of a continuous 4-month burnout operation. The first report, part 1, describes the design and construction of the field installation. Part 3 describes the instrumentation used to control and monitor the progress of the burnout operation. Parts 4 and 5 deal with the closeout phase of the field demonstration. Part 4 describes the procedure used to quench the fire, and part 5 describes the final excavation and backfilling of the heated zones. The reports in this series document the Calamity Hollow controlled burnout demonstration, which showed that (1) controlled in situ combustion is a feasible method for controlling underground fires in abandoned mines, (2) the resultant thermal exhaust output is suffIcient for energy utilization, and (3) water injection-fume exhaustion is a potentially effective method for cooling large underground fire zones. Further investigations of both Burnout Control and the water injection-fume exhaustion quenching procedure are planned.

This report describes a study, conducted jointly by BethEnergy Mines Inc. and the Bureau of Mines, to assess the effects of longwall front abutment loading on various supplemental support materials utilized in a predriven recovery room. The purpose of the predriven recovery room is to reduce longwall equipment transfer time by eliminating the premove preparation associated with conventional recovery methods. In addition, the room provides a large area in which face salvage equipment can maneuver. Results of four recovery-room study areas show the progression and influence of the front abutment on the longwall panel and supports and their subsequent behavior. The best performance (i. e. the support that most facilitated recovery) of support material was achieved through the use of a concrete mixture which had a sand content of 35 percent by volume. The longwall transfer time was reduced by 30 percent which translates to a production advantage of 37,000 raw tons of coal per panel.

The Embankment Place office development over the platforms of Charing Cross Railway Station in London has presented many interesting and unusual problems to the engineers involved with the project. The main structure is supported on widely-spaced columns which penetrate the station platforms and underlying vaults, calling for high capacity foundations built in severely restricted spaces. Hand-dug underreamed piles were chosen. Whilst a conventional design approach was taken to size the piles, a detailed appraisal of ground movements was made to explore the effects of the new building loads on the existing foundations, not only beyond the site perimeter but also those amongst the new foundations. Before construction of the pile proper could take place, it was necessary to sink a caisson through the upper unstable and water-bearing soils. This being identified as a high-risk item, a full-scale trial was carried out prior to embarking on the main works. The twenty-one hand-dug piles were 2.5m diameter, over 30m deep and belled out to between 4.5m and 6.6m.

"SUMMARY A practical application of nitric acid oxidation of sulphides, based on the principles of the Arseno process, has been developed for the Cinola ore. Development of the process has been based on testwork conducted by Bacon Donaldson of Vancouver and Hazen Research of Denver, and on conceptual engineering performed by Minproc Engineers of Denver.A comprehensive Stage II report for the project has been submitted to the B.C. permitting agencies, containing provisions for a zero discharge tailings impoundment system and prevention of acid mine drainage. Approval in principle is expected in early 1989.A feasibility study recently completed by Minproc Engineers and Davy McKee Corporation demonstrates that this project can be brought to production for a capital expenditure of C$120 million for a mill throughput of 6,000 tonnes/day and operated at a total direct operating cost of less than $20/tonne.INTRODUCTION The Cinola orebody was discovered in 1970. It is situated approximately in the centre of Graham Island, the largest of the Queen Charlotte Islands. It represents the mid to upper levels of a hydrothermal precious metals system, characterized by intense brecciation and silicification. Gold is associated with finely disseminated sulphides in a breccia matrix and in free form in numerous quartz veins.Ownership of the property has changed hands a number of times, and previous attempts to bring the property to production have failed. Two critical factors have frequently been blamed for difficulty in creating a successful project: namely, process and environment factors, hence the title of this paper.City Resources (Canada) Limited (""City"") acquired the property in 1986, and commenced an aggressive campaign to verify ore reserves, to carry out metallurgical research and to address environmental issues.PROJECT OVERVIEW When the Cinola orebody was discovered, the significance of hydrothermal mineraliza¬tion associated with crustal plate boundaries was not recognized, and for several years, the orebody was considered an uneconomic curiosity. If the type and location of orebody sought by many companies engaged in gold exploration were to be specified, it would probably be a description of the Cinola orebody - it is a large (greater than 1.5 million ounce), low grade (2.45 gm/tonne), refractory ore reserve associated with the Pacific rim crustal plate boundary. The industry appears to have recognized in the past few years that its future lies in the exploitation of such orebodies, and is prepared to come to grips with the technical problems associated with such ores. In this sense, the Cinola orebody might be considered to have come of age."

This paper presents laboratory experiments conducted on hollow cylinders samples. The advantage of such a geometry is to approach in situ conditions around cylindrical openings (lined galleries, boreholes, ...). Many authors have been interested in this kind of problem, especially for borehole stability applications (for references see Guenot 1987). However, as long as we know, time-dependent behavior has not been well studied. For this purpose, we have set up two different types of tests on a deep clay : - Quick unloading test, to assess the influence of unloading rate on mechanical response and the failure modes. - Creep and relaxation test, to compute the time dependent overall deformation of the hole wall as well as to plot long term convergence-confinement pressure curve. The experimental results are then compared with those given by a theoretical model developed in our laboratory, well fitted with the tested material.

The mineralogy and grain size distribution of phases in a steelmaking slag and experimental products from the heating of the slag under various conditions were determined to explore the possibility of recycling of the iron and manganese to the blast furnace. The steelmaking slags consisted of three major phases: dicalcium silicate, dicalcium ferrite, and Mg-Mn-wustite. Most of the phosphorus was contained in the dicalcium silicate and to lesser extent in the dicalcium ferrite. Due to the fine grain size of the dicalcium silicate, grinding and magnetic separation required pretreatment to increase the grain size and hence the liberation. Experiments on a steelmaking slag were conducted by heating the slag to 1633-1748°K( and slow-cooling in an inert atmosphere at various rates with or without the addition of fluorspar (CaF2) as a flux. Grain size distribution analyses of the starting material and the slow-cooled products were performed using the SEM-IPP area scan method and the QEM*SEM linear scan method. Comparable and reproducible results were obtained on the same sample using both methods. A size versus volume percent plot showed the increased grain growth most effectively. Examples of the grain size distributions obtained were used to show that a higher soaking temperature prior to slow-cooling, a slower cooling rate, and the addition of fluorspar to the slag promoted grain growth.

This report has been prepared in response to a request by the Bureau of Land Management (BLM) Fairbanks Alaska District Office that the Bureau of Mines quantitatively assess the potential supply of minerals from undiscovered deposits in the White Mountains National Recreation Area (WMNRA) and the western part of the North Steese National Conservation Area (SNCA) in Alaska. The assessment will be used to assist in future land-use decision-making. Resource Management Plans (RMPs) for the WMNRA and the SNCA were approved by the BLM in 1986. These plans imposed significant restrictions on new mineral development in the two areas. The level of public concern regarding these actions, especially on the part of the mining industry, has spurred BLM to seek additional information about the potential supply of minerals from the two areas with assistance from the Bureau of Mines. The assessment focuses on an area within the WMNRA and the SNCA which has been administratively closed to mineral entry. The study area encompassed approximately 1.24 million acres and included all of the WMNRA and the western portion of the North SNCA (fig. ES-1). Three quantitative estimates of the potential supply of minerals from the study area were developed: 1) For all lands in the study area, assuming that they are open to mineral entry-the baseline analysis; 2) For those lands which have been closed to mineral entry; and 3) For eleven prospective mineral activity areas, assuming that all are open to mineral entry.

Investigations were conducted by the U.S. Bureau of Mines to develop flowsheets for the recovery of tungsten and gold from four Alaskan scheelite-bearing ores. Basic gravity concentration and cyanide leach tests were performed on all samples. About 46 pct of the tungsten and 30 pct of the gold from one sample were recovered in a gravity concentrate containing 24 pet W03 (tungstic oxide) and 119 troy ounces per short ton (tr oz/st) Au. Froth flotation of the gravity concentrate resulted in separate tungsten and gold products with grades of 38 pct W03 and 2,720 tr oz/st Au and recoveries of 60 and 97 pet, respectively. Additional gold was recovered from the gravity and flotation tailings by cyanidation. Overall recoveries of tungsten and gold from this sample were 28 and 94 pet, respeetively. A flowsheet with mill design parameters was developed that consisted of (1) free gold and scheelite recovery by gravity methods and froth flotation and (2) fme-grained gold recovery by cyanide leaching of reground gravity and flotation tailings, followed by a carbon-in-pulp (CIP) circuit. Data were developed from the Bond mill work index, gold and tungsten flotation, conventional and high-rate thickening, cyanide leaching, and CIP adsorption tests.

"INTRODUCTIONThis article documents the current non-metallic mineral s resources of Manitoba (Fig. I), and makes comparisons with currently producing deposits in North America and elsewhere in the world. Industrial minerals may lack the glamour of gold, silver or the base metals, but they contributed approximately 20070 to the value of Manitoba's raw materials, and even out-performed our petroleum industry, except during the oil boom of the early eighties (Fig. 2). Values per tonne of industrial commodities can be as high or higher than for base metal ores. Commodity prices (Canadian), listed in the February 1988 issue of Industrial Minerals magazine, are: talc $202.00 - $306.00, sillimanite $427.00; kaolin $69.00 - $270.00; garnet $175.00 - $250.00; and mica $405.00 - $540.00. The prices are converted to Canadian dollars using the prevailing exchange rates of February I, 1988. Some commodities are not sold by weight. Building stone, for example, is sold by the cubic foot. An average rough granite block, 4 ft by 4 ft by 8 ft, is worth approximately $2000 sitting on the quarry 1100r in southeastern Manitoba (Fig. 3).Thus, not all rocks that do not contain sulphides are worthless. Some may be extracted more profitably than either the base or precious-metal bearing varieties.Industrial Mineral CommoditiesThe commodities available in Manitoba are described in two categories: (1) those already in production that have additional development or expansion potential, and (2) those not in production logical information available at this time.Current Industrial Mineral ProductionThe commodities described herein are currently in commercial production in Manitoba (Fig. 4). These mineral products also have good market expansion potential provided additional geological and market research is conducted. "Introduction""Pebble milling"" is a term used to describe secondary grinding done with rock pebbles rather than steel balls or other steel or metal shapes. This paper discusses pebble milling with particular attention being paid to uranium grinding circuits.Pebble milling is typically employed:a. where the cost of steel balls becomes exorbitant, as may be the case in an isolated area.b. where the extra steel added from steel ball consumption may be detrimental to further processing.c. where the over-all economics favour the use of pebbles rather than ball.Pebble milling differs from autogenous and semi-autogenous grinding in that a sized product has been removed from some part of the primary comminution circuit, and it is this sized product which is added as grinding media to the pebble milling stage. The pebbles do not necessarily have to be produced from the ore- ""foreign"" pebbles can be used. Also, pebble milling generally refers to grinding from a fine size, below about 6 mesh (3360 micron), with relatively small media, that is, secondary grinding. In South Africa, however, primary pebble mills are sometimes used to grind crusher house product, and thus function in place of rod mills. Pebbles for this service are large and heavy as they must weigh as much as balls used in similar service.The first large applications of pebble milling were in South Africa(n. ""Tube milling"" with pebbles started in 1904. The tube mill was simply a tumbling mill with a length to diameter ratio over two. A ""typical"" early tube mill was 5.5 ft. (1.7 m) in diameter and 16 ft. (4.9 m) in length. Diameters increased steadily. King(n mentions 8-ft. (2.4 m) units in his 1949 book. By 1961, the largest units discussed by Jackson('' were 12ft. (3. 7 m) in diameter."
