"INTRODCJCTIONAlveolar macrophages are free lung cells located on the surface of small airways and alveoli. These phagocytes play an important role in the protection of the lung against airborne bacteria and particles.1 However, hyperactivation of pulmonary phagocytes can lead to excessive secretion of enzymes and reactive oxygen species which could result in lung injury, emphysema, or fibrosis.2,3 Analysis of bronchoalveolar lavage effluents for cell types and cellular activity has yielded information concerning the etiology of various pneumoconioses. For example, emphysema associated with inhalation of coal dust or cigarette smoke has been related to enhanced secretion of reactive oxygen species from alveolar macrophages.4-7 In contrast, hypoactivation of alveolar macrophages has been associated with inhalation of diesel particulates"" and has been related to increased susceptibility to pulmonary infection. s Inhalation of cotton dust has been associated with dramatic increases in lavagable polymorphonuclear leukocytes9 while pulmonary sarcoidosis and silicosis have been related with high numbers of lymphocytes in lavage effluentsl0,11The objective of the present study was to obtain lavage effluents from 8 control subjects, 8 healthy power plant workers exposed to fly ash, 1 healthy coal miner, and 1 rock driller with acute silicosis. These effluents were analyzed for total numbers of alveolar macrophages, lymphocytes and neutrophils and for secretory activity of alveolar macrophages. Data were then analyzed to determine what response patterns were characteristic for given dust exposures.METHODSSelection of SubjectsThe 8 control subjectS were all adult males from the area of Morgantown, WV. Two subjects among the controls had smoked cigarettes for approximately three pack-years and had stopped more than ten years ago. The 8 power plant :workers were all healthy adult male employees of a power facility in Hatfield, PA, approximately thirty miles from Morgantown. One of the power plant personnel was a comparable ex-smoker. The remaining subjects were all lifelong non-smokers. The coal miner was a healthy non-smoking male from Morgantown, WV. The rock driller was a patient under treatment with corticosteroids for acute silicosis. He had shown considerable clinical improvement with this treatment but still manifested significant radiologic and pulmonary functional abnonnalities at the time of lavage. The mean age of the 8 control subjects was 36 years (range: 31 to 49 years); the mean age of the remaining subjects studied was 38 years (range: 29 to 53 years)."

For more than 35 years Lurgi has been providing its fluid bed roasters on a world­wide basis. The current total annual capaci­ty of the 250 Lurgi roasters approaches 26 million mt of sulphide minerals, including gold-bearing flotation pyrite concentrates. While the stationary fluid bed has been uti­lized for roasting exclusively, Lurgi has now commercially introduced its Circulating Fluid Bed (CFB) technology for gold roasting in a successful effort to maximize gold re­covery.

The combined value of production of natural abrasives, which includes tripoli, special silica stone, garnet, staurolite, and emery, increased about 9% in 1988. In the case of emery, the increase was due to an increase in unit value of the material produced. The increase in the value of garnet and staurolite production was simply the result of an increase in the quantity of materials produced. However, special silica stone experienced both an increase in unit value and quantity produced. The nonmetallic manufactured abrasives industry, which includes only silicon carbide and fused aluminum oxide in the reported statistics, enjoyed the best production year since 1981 in terms of total quantity produced. Production increased 22% in quantity and 16% in value com-pared with those of 1987.

"Fourteen companies (Appendix) representing senior mining organizations in Canada were canvassed in order to assess: (1) the current usage and trends, and (2) the usefulness of computer applications in ore reserve estimation and grade control. The results of the questionnaire suggest that:• computers are unsurprisingly, predominant in the mining industry for calculating reserves and performing grade control;• time and cost savings are realized;• computer-based approaches are applicable to underground situations;• geological information is incorporated to the computerization process; and• computer usage does not hinder the collaboration of geologist and mining engineer.A clear need is identified for case histories comparing computer-calculated ore reserves and actual production data.IntroductionAmong the management and technical staff of some mining companies there is a perception that the application of computer based technology for the estimation of ore reserves and grade control, has as many drawbacks as benefits. Some of the objections raised against the utilization of computers for ore reserve estimation are that:• computer-based reserve models work for large open pit mines but not for underground situations;• computer-generated reserves ignore the geologist's knowledge base; they are strictly a number crunching exercise; and• the use of computers for ore reserves hinders collaboration between the geologist and mining engineer.In order to determine (I) the extent of current computer usage and future trends and (2) whether the objections noted above are borne out by experience, a number of senior Canadian mining companies were canvassed.The respondents were asked to provide:• an assessment of the importance of the computer in the ore reserve estimation and grade control process;• the level of involvement of individuals and staff groups with computer-based ore reserve estimation;• the advantages perceived and realized from the utilization of computer-based ore reserve approaches;• the current and future human resources requirements for the evaluation, implementation, maintenance and development of computer-based ore reserve systems;• the hardware and software resources presently used and planned; and• the developments needed to increase the use and acceptance of computer-based ore reserves."

This paper puts the view that, for one gold deposit in Victoria at least, the Australasian Code for the Reporting of Identified Mineral Resources is severely deficient. The author questions whether or not the Code constrains the proper dissemination of information relevant to resource valuation. The author offers a view about the estimation of inferred resources, and provides data believed pertinent to the proper valuation of Ballarat Goldfields Ltd Ballarat East Project.

Engitec Impianti, S?.p.A. of Milan, Italy has successfully designed, constructed and has in operation state-of-the-art battery breaker systems at two European locations. A third facility i:s partially completed in Toronto, Ontario, Canada. The CX system crushes whole batteries, separates the various components and desulfurizes the battery paste. The system also produces sodium sulfate from the sulfuric acid and lead sulfate contained in the batteries. Actual plant operating data indicates that the desulfurized paste contains less than 0. 6 percent sulfur and less than 0. 5 percent antimony. The CX system utilizes mechanical screening and an up-flow hydrodynamic separator to accomplish the component separation. Sodiwn hydroxide or sodium carbonate is used for desulfurization. The sodium sulfate brine is evaporated and crystallized to produce clean anhydrous sodium sulfate suitable for use by detergent or glass manufacturers. Plant data also indicates that an increase in furnace productivity of about 25 to 30 percent is achieved using feed from the CX system. The desulfurized paste is very suitable for electrolytic processing as an alternative to pyrometallurqical processing.

"Installation of a 3.6 km long raw coal conveyor in the Balmer open pit was undertaken to improve over-all haulage efficiency. This paper covers the rationale behind this project, system design and construction aspects and initial operating experiences. The majority of the construction work was performed by our own personnel. Where feasible, used equipment was installed to reduce capital cost and facilitate a tight construction schedule.BackgroundWestar Mining Ltd's Balmer Mine is located in the British Columbia Rockies, just outside of the town of Sparwood in the southeastern corner of British Columbia. The open pit mine, which has been in operation since 1969, currently produces about 6 million clean tonnes of coal per year, mostly for the metallurgical coal export market. Run-of-mine coal tonnages total between 9 and 9.5 million annually and waste removal volumes exceed 30 million bank cubic metres.The mine is a truck/shovel operation; loading equipment includes nine electric shovels, five front-end loaders and a hydraulic backhoe. The truck fleet consists of 40 units of 154-tonne, 181-tonne and 315-tonne capacity. The newer 154-tonne trucks are used for coal haulage for which they have been equipped , with tailgates to maximize their coal carrying capacity."

During the testing and design of the Gold Fields' Chimney Creek mine, it was found that a much higher carbon loading was possible with CIC (carbon-in-solution columns) than with CIP (carbon-in-pulp). In an effort to keep the carbon handling minimized, an emphasis was put on forcing gold to the CIC circuit rather than the CIP. After considerable study, it was found that a circuit with two thickeners and an interstage leach would force 90% of the gold to CIC. Computer modelling indicates that the benefits of the hybrid circuit include higher recovery, less carbon handling, fewer leach tanks, and lower reagent costs.

Amax's Sleeper mine uses conventional cyanidation milling and heap leaching techniques to produce gold. Since milling operations commenced in March 1986, average ore processing rates have improved from the design rate of 455 t/d (500 stpd) to more than 720 t/d (795 stpd). Heap leaching was added to the process facilities in September 1986 at a design rate of 1.5 kt/d (1650 stpd) and current heap leaching rates exceed 2.7 kt/d (2950 stpd). Presented are descriptions of the Sleeper processing facilities with emphasis on the crushing and grinding circuits, a review of the selection of crushing and grinding equipment, and a summary of operating performance during the first 16 months of operations.

FMC Gold's Paradise Peak Mine was one of the top two producers of mercury metal in North America in 1988 and 1989. As a by-product, elemental mercury is produced from cyanide soluble mercury minerals, primarily to reduce the health risks incurred with the refining of precious metal precipitate containing elemental mercury and mercury amalgams. A discussion of the design, primarily the Merrill-Crowe units, and permitting for the safe production of mercury will be presented. Additionally, laboratory testwork to determine the effect of mercury on reagent requirements in the Merrill-Crowe process will be discussed.

"The Cannon Mine, a joint venture between Asamera Minerals (the operator) and Breakwater Resources, is located in the centre of Washington state at the eastern base of the Cascade Mountains. The mine complex is located three blocks south of the city limits of Wenatchee, part of an urban area with a total population of 47 000. The closest residence is 350 feet from the mine portal.The B-Neath zone is a narrow, high-grade, downward extension of the southern tail of the mine's main ore body, the B-North zone. It also underlies the northernmost portion of the B-West zone (Fig . I) . The ore is usually reasonably competent but completely surrounded by very weak rock consisting of shear zone and unsilicified sandstones and siltstones.The zone has maximum dimensions of 420 ft in thickness, 500 ft in length , and 200 ft in width . The economic reserves extend from the 70-ft elevation (elevation above sea level) to the 630-ft elevation and consist of about 1.3 million tons of geologic reserves (proven and probable) at an average grade of 0.33 ounces per ton.Acquisition and ExplorationInitial DiscoveryThe initial discovery of the B-Neath zone was made by Tenneco Minerals during July through September, 1984. Their 22-hole surface drilling program consisted of 18 200 ft of drilling. Tenneco Minerals had acquired the 91/2 acre lease from United Mining Corporation.Asamera Minerals subsequently purchased Tenneco's lease in July, 1985; Tenneco retained a royalty position which was later purchased by Echo Bay Mining.Follow-up drilling by Asamera Minerals consisted of both surface and underground drilling. Eight surface holes (7200 ft) were drilled commencing in December, 1985. Following evaluation of the geologic data, an access drift was driven on strike along the top of the ore zone on the 500 level. Diamond drilling from this platform consisted of 17 200 ft in 79 holes."

The Galena mine is located astride the Polaris fault in the Coeur d'Alene district of northern Idaho. The surface installations are about a mile up Lake Gulch, the mouth of which is about 2.4 km (1 112 miles) west of the old town of Wallace. The mine had its beginnings when the first claims were located in the early boom days of the district in the 1880s and when the first underground ore bodies were opened up in 1917. During the ensuing 14 years, ore was mined from which were recovered 5.4 Mkg (12 million lb) of lead and almost 14.2 Mg (112 million oz) of silver. Workings consisted principally of a vertical shaft from surface to the 800 level and an offset underground shaft to the 1600 level, together with extensive lateral openings. High-grade silver-copper ore was discovered near the Silver Standard fault in the Sunshine mine, a few miles to the west, on the 1700 level in 1930. By 1937, the Sunshine and adjacent mines were producing silver-copper ore on a regular basis. In 1943 additional ore of a similar type was found along the Chester fault, to the east of the principal Sunshine workings. The interest of American Smelting and Refining Co. (renamed ASARCO in 1975) was aroused and the company's geologists determined that the Galena mine, idle since 1931, provided a geological environment in which similar ore might be found. After negotiations were initiated with the owners of the property, Callahan Zinc-Lead Co., the property in question was deeded to Callahan's wholly owned subsidiary, Vulcan Silver-Lead.

"The Siscoe gold mine is ranked as the fourth largest mine in the history of the Val d' Or mining district with a total production of 27.4 tAufrom1929 to 1949. Most of the gold mineralization occurred in quartz veins, hosted in a small (.69 km2) intrusion of altered quartz gabbro known as the Siscoe stock. The southern contact of the Siscoe stock is crosscut by a major shear zone (the ""K"" zone) trending 295/80 NE and from which gold mineralization was also exploited within the limits of the stock. Field and petrographic observations of the Siscoe stock combined with chemical analyses of major, trace and rare earth elements of the stock and its volcanic host rocks (Dubuisson Formation) suggest that:The Siscoe stock comprises four alteration facies formed from a homogeneous precursor: 1) the actinolite - Mg-chlorite facies, characterized by low FeOt,Na2O andTiO2 , and highAlp3 and MgO; 2) the albite- Fe-chlorite facies, containing high concentrations of FeOt and Nap; 3) the Mg + Fe-chloritefacies, which is transitional between the actinolite- Mg-chlorite and albite- Fe-chloritefacies; 4) the carbonate-chlorite facies, which consists of rocks that were subjected to extreme hydrothermal alteration, is spatially associated with mineralized veins and part of the K-zone. The first three facies are depleted in SiO 2, CaO and Au, and enriched in MgO, relative to fresh rocks of the Siscoe stock and the equivalent rocks of the Dubuisson Formation.Hydrothermal fluids introduced mainly along the K-zone ""channelway"" induced three types of element remobilization, resulting in the various alteration facies: 1) redistribution of elements within the stock from one facies to another (e .g., FeOt, Nap, Ti02 migrated from the actinolite- Mg-chlorite facies to the albite- F e-chlorite and Mg + Fe-chlorite facies); 2) remobilization of elements from the intrusive rocks into veins (e.g ., SiO 2 and CaO ); 3) introduction of elements by hydrothermal fluids in rocks of the Siscoe stock (e .g., Al2O3, MgO, H2O, CO2 and FeOt).The Siscoe stock and the Dubuisson Formation form part of the same tholeiitic suite. Similarly, the Bourlamaque batholith and the Val d'Or Formation belong to a single calc-alkaline suite. In view of this relationship, dissimilarities between the petrochemistry of the Siscoe stock and the Bourlamaque batholith suggest that the two intrusions are not co-magmatic.Finally, gold may have been leached from rocks of the Siscoe stock and remobilized into the quartz-carbonate mineralized veins. In order to account for the total production at the Siscoe mine, approximately 1.2 km3 of the Siscoe stock is thought to have been partially leached of its gold."

The innovative Soil-Cement Mixed Wall Technique emerged in Japan and obtained recognition in the engineering and construction communities in the 1980's. This technique was introduced to the United States in 1986. It was accepted as the most credible construction technique by the U.S. Bureau of Reclamation for ground stabilization and cutoff wall work in the Jackson Lake Dam Project, Wyoming in 1987 and 1988. It was also accepted as a remediation technique by U.S. EPA for a Superfund Innovative Technology Evaluation (SITE) demonstration on in-situ solidification/ stabilization. The Soil-Cement Mixed Wall Technique consists of mixing in-place soils with cement grout or other reagent slurries using multiple axis augers and mixing paddles to construct overlapped soil-cement columns. The overlapped column panel is then extended to form an underground continuous soil-cement wall for use as a cutoff wall or a structural diaphragm wall for groundwater control and excavation support. By arranging the column panels in various configurations, the technique becomes a versatile tool for stabilization of soft or liquefiable soils.

INTRODUCTION Newmont Gold Company's Rain operations are located in Elko County, Nevada, approximately 9 miles southeast of the Town of Carlin.The property was submitted to Newmont Exploration Limited in 1979 and underwent development drilling over the course of the next four years, culminating in the completion of a project feasibility study in October 1986. Initial project scope included development of an open pit mine, an 815,000 DSTPY heap leach, a 572,000 DSTPY mill (Mill No. 3), and associated support facilities. Approval to proceed was given by Newmont Gold Company management in June 1987. Detailed engineering began in early July, followed immediately thereafter by procurement of major equipment components through various second hand sources. PROJECT DESIGN Keep It Simple In early August, Newmont Mining Corporation, parent company of Newmont Gold Company, became the takeover target of an "investor" group headed by T. Boone Pickens. Details of the ensuing events have been well documented by the press; suffice to say their impact on this project was material and required immediate flowsheet changes. Project design throughputs were increased to 1,000,000 DSTPY and 760,000 DSTPY for the heap leach and mill, respectively, in mid- September. These changes caused major project headaches as all general arrangement drawings had been approved and structural steel as well as concrete contracts were in place. Additionally, ground breaking was to commence in two weeks time! Rain project management assembled shortly after the announced changes, to devise an engineering and construction strategy capable of handling these new business conditions. The project had been justified using a gold price of $325 per ounce with a forecasted overall cash cost per ounce of $230. Hence, strict control of capital expenditures was necessary to maintain development economics. Mill start-up had also been moved forward one month, to August 1, 1988. To meet an already ambitious schedule, construction techniques needed to be simple and proven as most of the facilities were planned for erection during winter at a site with design criteria of -40F and 90 mile per hour winds. Perhaps the most critical factor requiring consideration was that of personnel. Newmont Gold's revised business plan called for corporate-wide production increases from 587,000 ounces per year in 1987, to 1,400,000 ounces by mid- 1989. Labor requirements were forecasted to grow from 900 employees to over 2,100. This fact, in combination with the rapid growth of Nevada's gold industry, led to the expectation that turnover of operating personnel would be extremely high. It was concluded that, to meet cost, time, and operational goals, the necessary strategy could be succinctly put - "Keep It Simple." "The Matte Separation plant at Inco's Copper Cliff Smelter Complex is described. The continuing implementation of flotation column technology in the flowsheet in various applications is reviewed. Comparative studies on 0.038, 0.10, 1.1 and 1.8 m diameter columns have been carried out. It was demonstrated that consistent metallurgical performance was obtained with both pilot- and plant-scale units. Grade-recovery relationships for plant columns can be predicted with confidence from data obtained from test equipment. The work indicates further areas of the flowsheet in which columns present an attractive alternative to conventional cells. INCO’s MATTE SEPARATION PROCESSNickel concentrate from Inco’s Sudbury area mills has been processed in the Copper Cliff smelter for sixty years. Prior to that, Sudbury ores had been smelted directly. Historically, copper-nickel separation from smelter converter matte was achieved by the classical Orford process. In the mid-1940s Inco developed an improved separation scheme based on mineral processing methods, the Matte Separation Process. A generalized Copper Cliff Smelter Complex flowsheet is shown in Figure 1.Iron sulfide and gangue contained in the nickel concentrate are rejected in the smelting-converting process. The molten product, typically containing 50% Ni, 25% CU and 22% s, is cast at about 1000 ºC, into floor moulds and allowed to slowly cool for four days. During this period nickel sulfide (heazlewoodite, Ni,S,), copper sulfide (chalcocite, cu,S) and a copper-nickel metallic alloy precipitate and form a coarse grain structure that is amenable to separation by physical means. The phase chemistry of this system has been described previously by Sproule et al (1). This matte then becomes the feed to the Matte Separation Process.A simplified block flowsheet of the Matte Separation Process is shown in Figure 2. Matte ingots, typically weighing 20 tonnes each, are broken and crushed in a three stage crushing plant to approximately minus 0.01 m and conveyed to the Matte Separation building. Grinding is carried out in two parallel circuits each consisting of a rod and ball mill in series producing a flotation feed which is 65% minus 44 microns. Typical throughput of each grinding circuit is 650 tonnes/day. The metallic fraction of the feed is recovered by magnetic separation. This product, containing about 66% Ni and 15% CU, is a major component of the feed to the Copper Cliff Nickel Refinery."

"He?s an SOB, but he's my SOB." Many of us have heard this line in reference to attorneys, and can appreciate the humor. However, the thought reflects a deeper attitude that lawyers should be used for attack purposes in the legal system or the regulatory process. Often, more permitting progress can be made with tact and flexibility than with inflexible, overly aggressive strategies. Usually, administrative hearings or other litigation work to the disadvantage of the applicant. Thus, I have concerns about approaching any permitting system with a hard-line attitude. On the other hand, the project team must always be prepared to defend permit applications and present a legally adequate case at public meetings, administrative hearings, or judicial proceedings. This paper discusses a number of strategies intended to increase the probabilities for successful permitting, whether opposition is informal or highly organized.

Coal is the nation's most abundant fossil energy resource and serves as the primary fuel for the U.S. electric-power industry. However, its continued and expanded use is often challenged by the nature and amount of its associated impurities, such as mineral matter, sulfur, and trace elements. The moderate- to high-sulfur content of many U.S. coals is of particular concern today as potentially more stringent regulations requiring further reductions in sulfur dioxide emissions are being considered. The most prevalent method currently employed to control SO2 emissions from coal-burning facilities is post-combustion flue-gas desulfurization. However, physical coal cleaning (a.k.a. beneficiation, preparation) methods can also be effective in removing sulfur and ash impurities from coal prior to combustion. In a typical physical cleaning operation, raw coal is crushed to about 50-mm (2-inch) topsize, and then screened into coarse, intermediate, and fine size fractions. Crushing liberates some of the ash-forming minerals, including the portion of inorganic sulfur (pyritic) not chemically bound to the coal matrix. The percentage of impurities liberated generally increases as the coal particle size is reduced. Coarse- and intermediate-sized coal particles are typically subjected to specific gravity-based cleaning methods, while fine-sized (less than 0.5-mm) coal particles are beneficiated using froth flotation, a technique based on surface property differences. Greater cleaning potential exists at finer sizes because of increased liberation of impurities, but this potential is not fully realized because of inefficiencies associated with fine particle separation using state-of-the-art coal cleaning technologies.
