The testing procedures of the U.S. Mine Safety and Health Administration specify that intrinsic safety acceptance tests be conducted using a standard tungsten-cadmium electrode configuration in the break- flash apparatus. However, in realistic mining environments, other materials may be more likely sources of sparking. Information defining the probability of spark ignition between common materials such as aluminum, brass, copper, lead, tin, cold-rolled steel, and stainless steel is of more practical value in determining ignition hazards. The U.S. Bureau of Mines has completed an investigation of the influence of material on the ignition probability using the breakflash apparatus. By comparing ignition currents or ignition voltages corresponding to a probability of one ignition per thousand sparks to those found previously for cadmium, a margin of safety may be estimated for each material. This report presents the results of an investigation into the influence of disk electrode material on the probability of ignition.

The U.S. Department of the Interior, Bureau of Mines is developing a process to selectively extract manganese from oxide ores as part of its in situ leach mining research program. The Bureau is conducting site characterization studies of two manganiferous iron-formation deposits which include: drill core, regional stratigraphic relationships from the existing geologic database, ore body geometry, geologic structure, hydrologic conditions, proximity of ore minerals to the leach fluid paths, surface subsidence potential, and data collected from laboratory leaching experiments. This information is being used to evaluate the technical, environmental, and economic feasibility of in situ leach mining of manganese for these two deposits. This paper will focus on the stratigraphy, mineralogy, ore textures, fractures, permeability, and porosity as they relate to in situ leach mining.

Digger Rocks is one of several nickel-bearing sulphide deposits localised within komaLiitic volcanics of the Forrestania Greenstone Bell within the Archaean YiIgam Block of Western Australia. Exploration and evaluation to April 1990 have delineated a resource, at a nominal cut-off grade of 0.5 per cent Ni, of 1.9 Mt at 1.1 per cent Ni within a lensoid sulphide body which strikes NW, dips 50°SW, and occurs at a depth of 30 - 110 m below surface. There has been no production from any of the Forrestania nickel deposits to-date. The deposit, comprising both disseminated and massive sulphides, has maximum dimensions of 400 m strike, 115 m vertically and 90 m true width. Generally the massive sulphides occur at the base of the disseminated sulphides, on or close to the base of the Digger Rocks dunite. The two main massive sulphide lenses have maximum dimensions of 120 m strike, 75 m vertically and 16 m true width (northern lens) and 60 m strike, 25 m vertically and 4 m true width (southern lens). The average grades of the massive and disseminated sulphides are 5.9 per cent i and 1.2 per cent i respectively. The massive sulphides generally have sharp hangingwall and fOOlwall contacts and display strong internal grade anisolropy.The massive sulphides are mainly within the supergene zone and consist of violarite, pyrite and marcasite. The disseminated sulphides are mainly within the primary zone and consist of pentlandite, pyrrholite, pyrite and minor chalcopyrite. Alteration zones, up to six in number, are complex in detail. The sulphides are capped by an average of 30 m of sub-economic, leached, siliceous, oxidised material.A genetic model for the deposit is described which places Digger Rocks in Category 2 (sulphides in large layered dunite bodies) of the latest classification of komatiitic nickel sulphide deposits in the Yilgam Block of Western Australia by Hill and Gole (1990).

EMF measurements were performed in the temperature range of 933-1095 K to determine the thermodynamic properties of oxygen dissolution in liquid lead and lead-tin alloys with tin in the dilute concentration range of 0 to 6 atom per cent. The oxygen in the Pb-O system was varied by equilibrating with (PbO) slag, and that in the Pb-O-Sn system was varied with the addition of lead oxide. Wagner's interaction parameter approach was used to evaluate the self interaction parameter and ternary interaction parameters at different temperatures, to yield: E8(pb) = 97.35 - 113.27 x 103/t Eo(pb) = 139 - 20.616 x104/1' Quasichemical formulation was employed to yield Inf to reveal the effect of tin on oxygen in lead. Results have been predicted on the basis of classical models and those obtained using the QCT approach of Alcock and Richardson at Z=2 have been found to agree with the experimental Data.

The State of Washington has a federal program that gives the Office of Surface Mining responsibility for assuring the reclamation of lands affected by coal mining. Most of Washington's coal-bearing regions lie west of the Cascade Mountains. The state's coal reserves are estimated at 1.4 billion tons, about 0.3 percent of the nation's total coal reserve. Steeply dipping. minable seams range from 2.5 to 25 feet in thickness. The occurrence of coal in Washington has been documented since the early days of its settlement; at one time, coal production played a significant role in the state's economy. During the late 1800s and early 1900s, coal was second only to lumber in Washington's industrial production. Coal production declined as other sources of energy were developed. By 1959, production was at 200,000 tons. Regulation of the coal mine operations in Washington is conducted by the Office of Surface Mining's Casper, Wyoming, Field Office and its local office in Olympia, Washington. All permit applications and abandoned mine land reclamation are completed by the OSM Western Support Center in Denver, Colorado. Inspections of mine and reclamation sites are conducted by OSM reclamation specialists located in Olympia.

The concept of rigid or yielding bolts is discussed based upon support requirements for excavations of equivalent geomechanical behaviour. The concept of equivalent geomechanical behaviour is introduced for comparison purpose where the rock mass properties are varied for a given depth (stress) so that the deformation of the roof without any support remains constant = 300mm. A simple experimental theoretical analysis for a uniform stress field acting on an axi-symmetric excavation is conducted to establish roof bolt requirements under different conditions such as width of a given excavation, time of setting of support etc. Results are presented in graphical forms.

The Bureau of Mines has conducted beneficiation, carbothermic reduction, and leaching tests of Mn oxide ores as part of its evaluation of the Mn and Co resources of the West- Central Arkansas District. The major Mn oxides in the ore include cryptomelane, psilomelane, pyrolusite, and lithiophorite. Cobalt is contained within the Mn oxides. Nonbeneficiated ore was reduced at 800' C with coal and leached in ammonium sulfate and ammonium carbonate leach liquors. Ore concentrates were calcined at 600" C prior to reduction under the same conditions as the raw ore. Head analyses reported up to 21 ptt Mn and 0.11 pct Co. Extractions of 70 to 90 pct Mn and 40 to 60 pct Co were achieved.

Over the last 20 years, the manufacturing sector of our country has been called upon to comply with ever core stringent environmental standards. The primary metals sector was particularly hard hit early on, to develop the technology, acquire the equipment, and implement the programs to eliminate or reduce the by-products of metal making. To this end, through a combination of technological innovation and extensive capital expenditures, the metals industry has met, and in many cases, exceeded the minimum standards. It is to this escalating cost - liability exposure issue - that Dereco has addressed itself. As we move into the decade of the 90's, the challenge facing the metals industry concerning the environment will be even more difficult than the previous decade. To focus in on one major aspect of legislated environmental regulations, the issue we will address today is; now that the by-products of metal production have been identified, accounted for and collected, how are they to be disposed of? During the course of this presentation, actual data will be presented from our 4 1/4 year on-site experience at J & L Specialty Products

The Skybolt is a new bolt concept, point anchored with resin in large diameter holes of specific sizes 38 mm and 45 mm. The new design achieves the optimum annular spacing required for mixing the resin anchor components which is essential for optimum resin bonding of the bolt to the surrounding rock. This paper explains the load transfer mechanisms between bolt/resin/rock, unique to this bolt concept. It compares the pull-out test results to those of paddle and expansion shell type bolts, and highlights the versatility of Skybolt over existing, currently used, rock support systems and the benefits mine operators can achieve when using the Skybolt.

"It is projected that the reactivity of acid generating tailings and waste rock can be minimized by reducing the access of oxygen by placing these materials under water in natural or manmade lakes. A project under the MEND and B.C. AMO Task Forces has been in progress for four years to evaluate active and historic tailing sites in B.C. and Manitoba. The sophisticated geochemistry studies conducted on the interstitial pore water has illustrated encouraging results which are discussed. The additional studies which are needed to complete the scientific database for the study sites, for achieving regulatory and public approval and for the engineering of application of this method of control are outlined.IntroductionWorld wide research effort is in progress to find the solution to the acid mine drainage problem. A great deal is known about acid mine drainage but much work is required to find economic and effective approaches to the problem. Two coordinated programs have been initiated recently in Canada: the National Mine Environment Neutral Drainage (MEND) program and the British Columbia Acid Drainage Task Force.Disposal of tailings materials under a water barrier such as a natural lake, is thought to be one solution to prevent acid generation by preventing oxygen and bacterial action on the sulphide surfaces. The deposition of reactive tailings materials under water in natural lakes has been used historically at various mines in Canada. However, there has never been a thorough review of the long and short term impacts of historic sites which may provide crucial information to understand the physical, chemical and biological processes which are taking place.This paper provides a general overview of a series of studies which examine the general biophysical characteristics and the sediment geochemistry of four lakes where subaqueous disposal has been or is currently being used for acid generating tailings. The subaqueous disposal studies have been conducted from 1989 through 1991 and were initiated and supported by both research task forces. The objectives of this paper are to summarize the history and the background information of the studies conducted, the general results obtained from each lake, an overview of the major collective results and the additional work which is required to achieve the final objective of developing criteria for applying this technology in the industry."

"A 3-dimensional finite element model for stress/stability analysis of rock excavations in underground mines is presented. Developed for use on personal computer under OS/2 operating system, the model employs the 8-node isoparametric brick element and accounts for such loading conditions as in situ stresses and gravity loading of the rock mass. In addition, modelling of backfill in mine stopes as in situ stress-free material is incorporated. Material failure is assessed by Mohr-Coulomb or Hoek-Brown failure criterion. A mine design example is presented to illustrate the potential use of the model as a tool for stope design.IntroductionNumerical modelling of mine structures has become a vital tool for mine design in recent years. The need to maximize ore extraction ratio and to reach deeper mineral deposits underground has led the mining industry to employ numerical methods of analysis to undertake complex ground control studies in order to better understand the ground response to mining excavations and to evaluate the ground support requirements. Thanks to the rapid developments in computer technology, it is now possible to perform very comprehensive analyses including, but not limited to, 3-dimensional, elasto-plastic, or large deformation or time dependent nonlinear analyses on personal computer.During the past ten years or so, many researchers undertook 3-D finite element analyses of rock mechanics problems in mining engineering. The following is only a sample review. For example, Chan'!' used three-dimensional finite elements to study the mechanical response of jointed granite during shaft sinking at the Canadian Underground Research Laboratory. Wang et al.(2) performed 2-D and 3-D finite element analyses of room-and-pillar mining system with flat and rolling coal seams. Thatejatu used three-dimensional finite element method to examine the problem of branching tunnels. Dolezalovaw used three-dimensional finite elements for the analysis of tunnel-face advance with partial excavation as well as full-face excavation in combination with rein for cement of the face by long anchors. Peili (5) used three-dimensional finite elements for the simulation of rock-liner interaction near the tunnel face."

The Reefton Goldfield on the West Coast of the South Island of New Zealand was a significant gold producing area between 1860 and 1951. During this period it produced approximately 2.1 million ounces (67 tonnes) of gold. The largest single producer on the goldfield and the deepest mine in New Zealand, was the Blackwater Mine at Waiuta which produced 21 tonnes of gold. The Prolubition Shaft reached a depth of 878 metres (317 metres below sea level). The mine closed suddenly in 1951 with about 66 000 tonnes of are remaining in the stapes. Since closure there has been no attempt to determine the ore potential of the mine at depth. This paper summarises the geology, history and resource potential of the mine and sets out two options for evaluating the remaining resource. The options are either deep drilling from surface or recovery of the Prohibition Shaft and underground development and drilling. A schedule for each option is presented and discussed.

It is the aim of this paper to review recent research in understanding the role of cyanide in the elution of gold. Under conditions of severe pre-treatment (high temperatures and levels of cyanide), the dynamics of elution are determined mainly by the adsorption equilibrium and the flow conditions in the column. When conditions are less favourable for desorption, transport phenomena are rate controlling. The most important sub-processes of elution are the changes in cyanide, potassium and gold concentrations, as well as the change in passivation of the carbon surface. Mathematical models to simulate the various sub-processes are described briefly.The presence of an irreversibly adsorbed species such as AuCN on the carbon is determined mainly by the pH, temperature and the type of carbon. Cyanide in the pre-treatment step will convert the AuCN to reversibly adsorbed Au(CN)2. Competition between cyanide and Au(CN)z for adsorption sites will enhance the elution of gold, but plays a minor role at elevated temperatures. The most important effect of cyanide is its reaction with the functional groups on the carbon to passivate the surface for the adsorption of anionic metal cyanides and thereby promote the elution of gold. This passivation, caused by the degradation of cyanide, is strongly temperature dependent. Free cyanide in the elution step of an AARL elution is of lesser importance than the cyanide in the pre-treatment step. Elution without cyanide is possible only after cold acid washing, and has been proven on plant scale.

This report presents a literature review conducted by the U.S. Bureau of Mines. The review summarizes what has been learned from the large volume of empirical studies on the effectiveness of eight types of interventions intended to increase organizational effectiveness via in the management of human resources. The interventions concern the following: recruitment, selection, training, objective feedback, goal setting, reward systems, participative management practices and organization development. Although many of these interventions appear to have the potential for improving the safety and efficiency of mining operations, it does not appear that they are being widely used. Examples are given of the successful use of a few of these interventions at mining operations. An analysis of the relationship between coal mine productivity and safety is also presented. This analysis generally supports the view that good safety performance and high productivity are NOT incompatible goals. In fact, safe mines also tend to be more productive and vice versa.

In the thermal treatment of electric arc furnace (EAF) dusts, zinc is reduced, volatilized, and ultimately recovered either as liquid metal in a splash condenser or as solid zinc oxide in bag filters. During the process, the duet's chlorine and fluorine content also enters the gas phase and condenses as dross in the splash condenser or as salts which contaminate the zinc oxide product. Pretreatment of EAF dust by pyrohydrolysis appeared to offer a means of minimizing the duet's halogen content. The primary research objectives were to experimentally verify the technical viability of pyrohydrolysis and delineate the process parameters requisite for efficient halogen removal. To this end, representative EAF duet samples were secured and characterized by x-ray diffraction, scanning electron microscopy, and Mössbauer analyses. Specific- experimentation focused on the response of halogen extraction to variations in temperature, retention time, water vapor partial pressure, and various additives. The experimental results proved that 97 to 99 percent chlorine extraction and 80 to 85 percent fluorine extraction are consistently achieved when EAF dusts are blended with silica and roasted at temperatures of 850°C or greater in a furnace atmosphere of 75% steam (diluted by air). A statistical analysis further established that more than- a single optimal point exists, thus affording flexibility in parameter selection (e.g., by increasing temperature, the necessary retention time and additive concentrations are decreased). The findings substantiate the feasibility of pyrohydrolysis roasting in reducing the chlorine and fluorine in the EAF dust to a level that will obviate industrial concerns about halogen contamination. The end-product of the pyrohydrolysis procedure is a de-halogenated, self-fluxing calcine which can be directly charged to a plasma or flame reactor. The paper includes design parameters and flow diagrams illustrating the pyrohydrolysis process integrated with the plasma and flame reactor technologies.

The discovery that triggered the current gold rush in southeastern Peru was made in about 1975 along the Rio Madre de Dios in Madre de Dios Department (Fig. 1). About 5000 to 10,000 miners (called chichiqueros) were working in the area as of 1990. Placer mining is the principal source of revenue for people living along the Rio Inambari and west of Puerto Maldonado. As in past gold rushes, working and living condition are harsh. Supplies are expensive, and the area has poor access compared with other areas in Peru. Food, fuel and all mining supplies are trucked over dirt roads from Cuzco, a three-to-five-day trip (Fig. 1). Some material also comes from Brazil. Many placers have a similar life cycle, beginning with small-volume mining (surface or underground). At the end of this small-scale mining, the placer is exhausted or it has a sufficient volume of gravel high enough in gold grade to be worked by large-volume methods, which lead to exhaustion of the resource. The level of maturity of a placer can be determined from its gold grade. The amount of gold production from large-volume mining can be predicted, given detailed, cumulative gold-production data on placer deposits during small-scale mining (Bliss et al., 1987). Using this general model, the authors analyzed the placers in the Rio Madre de Dios area. Small-volume mining Most placer mining in the Rio Madre de Dios area is in alluvial deposits either in or bordering the major rivers. Locally, some placer mining is in terrace deposits above the rivers. All minerals (including the subsoil) in Peru belong to the state. However, a mining claim (denuncia) is easily obtained for mineral exploitation. It is separate from property ownership.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. "Falcon Concentrators Inc. has developed a high capacity centrifuge for the recovery of fine, free gold as well as other metals and minerals which were previously thought to be unrecoverable by gravity means. Development started in the early 1980's and the first commercial operation was commissioned in 1986. Gold applications include scavenging conventional gravity and cyanidation circuit tailings, cleaning gravity concentrates, cleaning flotation concentrates to melting grade, scavenging flotation tailings, and placer mining. Recent development work by Falcon has expanded the applications scope of the centrifugal concentrator to include many minerals amenable to gravity concentration including iron, tin, industrial minerals, and hazardous wastes. This paper discusses this technology including its history, present applications, and future potential. OVERVIEW OF CENTRIFIJGAL CONCENTRATIONUsing centrifugal force to enhance the separation of materials by differential specific gravity has been researched for over a century. Many attempts have been made to concentrate minerals in high gravity fields. Patents were granted on this subject as early as 1891 (see Figure 1). Patenting activity continued into the 1920's and has been relatively quiet since. It is significant that no centrifugal system of gravity concentration has been broadly accepted by the mineral processing community until recently. Much of the world's reserve of mineral deposits which are amenable to conventional gravity concentration technology (coarse-grained) have been mined and therefore there is an increasing demand for technology which can economically recover the fine-grained gravity recoverable minerals in the remaining deposits. In addition, centrifugal concentration can play an increasing role in solving environmental problems by offering an inexpensive method of concentrating hazardous materials such as uranium, plutonium, mercury, lead, and other heavy metals. The overall cost of disposing of these substances safely can be drastically reduced if they are recovered into a concentrated form prior to disposal."

Pillar extraction carried out using various methods (split and lift, Wongawilli and old Ben) involves the formation of narrow fenders (commonly 7 m of coal) formed by driving "splits" for lifting off with a continuous miner. The strata above a split and fender adjacent to the goaf consists of a cantilever beam (usually >3 m thick) that extends from the solid coal and bridges across the fender. Lifting off the fender from the split in safe conditions depends upon the bridging capability of the cantilever and the fender strength. The nature and competence of the immediate and near roof, the support capability of the coal fender and the presence of faults and or joints can adversely affect the bridging behaviour of the cantilever. Insufficient knowledge of these parameters can lead to extraction under dangerous conditions. Remnants of fenders ("stooks") also support the cantilever and their dimensions are critical to obtain regular caving and goaf falls. Stook area, goaf roof span and roof stand-up time after lifting can be related and only a relatively small increase in Btook area of 10-15 m2 can lead to a significantly increased stand-up time, especially under a massive roof. Such conditions strongly influence the redistribution of abutment stresses and can create increased outbye pillar loading. Based on detailed underground geotechnical investigations, it is concluded that strata caveability, roof cantilever behaviour, fender H:W ratio and remnant stook size are all critical parameters for successful and safe pillar extraction.

On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.
