West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation's total annual production. Cod occurs in seams of minable thickness in all but nine of the state's 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia's regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

"Exposure to airborne respirable silica in surface and underground mine operations is known to be the cause of industrial lung diseases. For this reason, silica is a regulated substance and worker exposure must be monitored regularly. Diesel exhaust also contains substances which are potential caricinogens. In an underground setting, diesel particulate may be the main component of what is referred to as respirable combustible dust (ReD). Although diesel particulate or soot is not at present a rigorously regulated substance, new epidemiological data is prompting North American institutes and agencies to regulate diesel soot or RCD exposure. This paper describes a method where by silicaand RCD exposure may be determined using a single personal sample. In this method, an airborne respirable dust sample is obtained and analyzed nondestructively for silica components using an on-filter X-ray diffraction method. Filters are then ashed at 500°C in a muffle furnace over a four-hour period to determine mass loss due to RCD burning. "From a technologist's point of view, there have been few fundamental 'breakthroughs' in the process of gold extraction since the turn of the century. However, the industry has made a great deal of progress in its response to the problems that have arisen: a changing demand for products, lower grade and more refractory ores, inflated labour and materials cost and the increasing control of governmental legislation. The trend in North America and South Africa to alleviate these problems has been to adopt a common policy to process larger tonnages of lowgrade ore through more efficient milling circuits. Here, however, is where the similarity ends.The purpose of this paper is to emphasise the different principles of practice employed by extraction plants in North America and South Africa to achieve the same common goal, namely gold bullion.2.0 INTRODUCTIONTwo very important aspects of extraction metallurgy for which the metallurgical engineer is responsible are plant design and plant commissioning.In North America and South Africa the importance of these aspects is due to the fact that both are related to the financial success of the project of which they form part. Good design is imperative if the capital invested in both the plant and the whole mining undertaking is to reap maximum profit. Furthermore, good design leads to a carefully planned and well executed start-up procedure resulting in bringing the plant into production on time, at designed efficiency and within budget.Due to the competent nature of the quartz pebble conglomerate and quartzite ore on the South African Witwatersrand, the characteristics of the ore type are not much different from one mine to the other. Abstract-Brunswick No. 12 is a vent-proximal massive sulfide deposit that formed above a feeder pipe with associated hydrothermal alteration. Because of the replacement of bedded sulfides deposited above the hydrothermal vent, individual sulfide lenses show the following vertical and lateral zoning outward from the vent complex: massive pyrite-pyrrhotite-chalcopyrite core - interlayered pyrite-sphalerite-galena (Pb-Zn ore zone) - bedded pyrite. The feeder zone which underlies the Cu-rich core consists of an anastomosing network of pyrite-pyrrhotite-chalcopyrite­ quartz veins with variable and generally minor contents of ferroan carbonate, Fe-rich chlorite, sphalerite, galena and arsenopyrite. Hydrothermal alteration of felsic igneous rocks hosting and adjacent to the feeder pipe is represented by an inner zone (zone 1) characterized by sulfide stringers, Fe-rich chlorite, muscovite, quartz, and ferroan carbonate that formed at the expense of feldspars and what was probably glass; outer zones (Il and III) are represented by Mg-rich chlorite and muscovite formation, and the albitization and silicification of K-feldspar. Accompanying these alteration trends is a marked decrease of Na + Ca, and an increase in Fe + Mg + C03 in zone 1, and increases in Mg + Na in the outer zones. The classic zoning of metals within the sulfide lenses, the formation of a feeder pipe below the vent-proximal sulfide core, and the hydrothermal alteration of felsic volcanic rocks cut by the feeder pipe all support a vent-proximal origin for the Brunswick No. 12 deposit. Furthermore, restriction of sulfide stringer mineralization to the footwall sequence, the folding of the stringer zone by an F1 fold, and the difficulty of long distance mass transfer of metals from the sulfides into the host rocks all argue against a tectonic origin for the stringer zone. All of the evidence indicates that the feeder pipe formed during the ore forming hydrothermal event, but has been distorted and in some areas detached from the overlying massive sulfides during subsequent deformation.

Large scale fluid extraction from the Latrobe Group in the Gippsland Basin is occurring as a result of offshore petroleum production and coal mine dewatering in the Latrobe Valley. Groundwater extraction in the Latrobe Valley exceeds recharge and is causing an expanding area of declining hydraulic head in the Latrobe Group, and regional land subsidence which is well documented. Recently the government water sector completed the installation of a network of Latrobe Group monitoring bores in the remainder of the onshore part of the Gippsland Basin. The bores situated along the coastal area show a steady decline in hydraulic head of about 1 m/year which can be attributed mainly to petroleum production.

Recently. researchers at The University of Alabama have developed a two-step method for the treatment of phosphorus sludge that includes bulk removal of phosphorus by physical separation techniques followed by remediation of the residual P4 in the sludge using a novel wet air oxidation technique known as "HSAD", Tests made on samples of the electric furnace phosphorus sludge have demonstrated that essentially complete and fast removal of the P4 in the sludge can be achieved by the HSAD wet oxidation treatment, Further studies were made to determine the applicability of the two-step process on sludges of various origins. P4 contents different pre-treatment and storage conditions, The present work discusses the mechanisms and factors controlling the HSAD wet air oxidation remediation approach.

"Vitrokele ™ is a synthetic adsorbent, using chelating groups on large polystyrene beads, developed in Canada over 7 years ago, and first commercialised in 1985 to recover noxious metals from plating wastes.Pilot plant trials have been performed in Australia and Canada to demonstrate the recovery of cyanide and removal of metal cyanide complexes from gold plant effluent using Vitrokele1 M 912. The pilot plants comprise a simple adsorption train (similar to a CIP circuit) followed by complete elution facilities, so that loaded Vitrokele™ can be stripped and returned to the adsorption circuit.An account of these campaigns is provided, showing the reduction of total CN levels from over 200 ppm to less than 0.5 ppm and Cu levels from approximately 100 ppm to less than 0.3 ppm in treated tailings.Comparisons between pilot plant results and laboratory test data are given and probable future work on the process and its application to the gold mining industry is discussed.INTRODUCTIONThrough millions of years of evolution, life forms have developed specialised molecules with exceptionally high affinity and selectivity for various metals such as iron, cobalt, zinc and copper.In the early 80's professors at the Faculty of Medicine of McGill University engaged in research on the extremely efficient ways that living cells captured trace metals essential for life.As research progressed, it became evident that the special molecules used by biological systems to capture metals could be synthesized to capture selected metals with similar efficiency from water or other solutions.The technology was first commercialised in 1985 to recover noxious metals from plating wastes with compositions applying the special molecules (chelating groups) on vitreous particles (hence Vitrokele™). To date approximately three commercial Vitrokele™ plants have been installed for treating plating waters in Ontario and Quebec."

A fully instrumented and bench-mounted diamond drilling machine, purpose designed and built, has been used for investigating the effect of aqueous solutions of various chemical compounds when used as drilling fluids. The rocks investigated were andesite, basalt and granite, the chemical compounds were alkylamines, with various hydrocarbon chain lengths, aluminium chloride and dioxane. Rotation speed seems to be one of the major factors affecting the emergence of mechanochemical effects as the results obtained with aluminium chloride clearly indicate. Penetration rate is either unaf- fected or enhanced by the presence of certain compounds, such as aluminium chloride. On the other hand, penetration rate diminishes when the drilling fluid contains dioxane and exhibits an apparently unpredictable behaviour with alkylamine solutions, although it appears that an increase in hydrocarbon chain length usually equates to an increase in penetration 1. Rock texture seems to have a pronounced effect on test repeatability. With hexadecy- lamine acetate solutions in concentrations ranging from 10-5 to 5 .10-4 molò dm 3 and 41.88 radòs-1 rotation speed, 46 % increments in penetration rate of andesite were observed, with respect to water, whereas penetration rate decreased in basalt by as much as 60¦%o when a dioxane solution was used as drilling fluid. An interpretation of the observed effects is proposed in the light of current knowledge of solid state physics and physical Chemistry.

The 15 000 t/d La Coipa mine initiated operation in July of 1991. The complex consists of a conventional, open-pit mining operation and a mill employing cyanide leaching with Merrill-Crowe gold and silver recovery. The process plant includes a primary crushing circuit, a 15,000 t (live) covered stockpile, a semi-autogenous mill/ball mill/crusher or SABC grinding circuit, a leach circuit, a belt filtration/washing circuit, a zinc precipitation circuit and a "dry" tailing disposal system. The process plant is described in detail with major design considerations used in the selection of the processes and equipment. The unique methodology employed in the disposal of the filtered tailings is also described.

Studies of the f-elements under pressure provide important insights into their solid state chemistry and physics. From such studies, of the elements and their alloys, it has been established that the normally localized f- electrons of several of these elements can become, involved in bonding under pressure. The electronic behavior of f-element compounds under pressure tend to be more difficult to interpret, due to the variety and the nature of electronic orbitals that are present. The 4f-elements and some 60% of the 5f-elements have been studied under The systematic comparisons that have been established for these materials are discussed.

An acid mine drainage sludge containing 0.26% nickel, 0.21 % cobalt and 4.5% manganese was leached in a one-liter reactor with sulfuric acid in the absence and presence of sodium sulfite. The effects of temperature (25°C and 52°C) and sodium sulfite concentration (up to 0.03 molar) on the leaching rate were particularly investigated. The leaching rates of nickel and cobalt with sulfuric acid have been determined to be controlled by diffusion through product layer. It has been found that effective leaching conditions to give more than 90% extraction of nickel, cobalt and manganese while keeping the iron extraction below 10% come with an elevated temperature and a low sodium sulfite concentration at pH 3; for example, 52°C and 0.01 molar sodium sulfite.

The importance of using disc cutters for rock excavation is reflected by their wide application in hard rock cutting machines such as tunnel boring machines and raise borers. The forces involved in the cutting process are those due mainly to thrust and rolling forces and are greater than that required by cutting picks. An interesting feature of cutting with discs is the formation of surface crushing, surface and sub-surface chipping and primary crack formation. Experimental, as well as analytical, work has been carried out to determine the optimum spacing between the disc cutters to control primary crack orientation. Wedge bit indenters were used to simulate disc cutters. The paper concludes by proposing a new approach to rock excavation by hybrid cutting based on controlling the primary crack orientation.

"The raw ores which are processed in mineral processing plants exhibit very strong variations of their physical and chemical properties. As a consequence, the performances of the comminution and separation processes vary greatly from time to time. Model-based control strategies improve the performance of the plant; however, they require some form of adaptation to cope with the variations of the are properties.This paper deals with the use of adaptive techniques for the control of mineral processes. It begins with a survey on adaptive control algorithms including parameters estimation aspects. Then several examples dealing with crushing, rod, ball, autogenous and semi-autogenous grinding, flotation , drying and calcination processes are reviewed.IntroductionThe operation of the various processes of mineral processing plants (crushing, grinding, flotation, dewatering, etc.) is generally controlled using empirically tuned regulators of constant structure, such as PID controllers. To improve the operation performance, mineral processors try to implement specifically designed controllers, i.e. controllers based on plant dynamic models. Most of the time, these techniques improve the control of the mineral processing installations. However, modelling is a complex procedure because of the problems of measurement and data management, specific to this industry, and because of the variations of the model parameters. In this context model-based control strategies do not always bring the expected improvements or are sometimes discarded and replaced by more conventional techniques .The sources of variation of the dynamic behaviour of mineral processing systems can be classified into three categories: (I) the inherent changes of the raw ore properties (composition, grindability, mineralogical texture, etc.); (2) the process tuning modifications (grinding media loads, number of hydrocyclones, slurry level in flotation cells, agitation speeds, etc.); (3) the feedrate variation of the ore, water, chemical reagents, etc. All these factors change the fundamental properties of the process dynamics such as the grinding or flotation rates and the residence time in the equipment. The simplified linear models which are used to describe the process dynamics are not able to track the complex behaviour of the mineral processing systems when the amplitude of the sources of variation are too large. The mismatch between the model and the plant behaviour is then frequently a cause of model-based controller failures."

The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

To recycle steelmaking slags for their iron, manganese, and lime contents, removal of the phosphorus-bearing dicalcium silicate and calcium phosphate is essential. Slow-cooling of slags was necessary to promote the sufficient grain growth to achieve liberation. In-situ grain size distribution determination showed that a high soaking temperature, a long soaking time, a very slow cooling rate, and the addition of fluorspar were shown to promote grain growth. High gradient magnetic separation on slow-cooled slags removed much of the dicalcium silicate. Liberation modelling was used to discuss the breakage and beneficiation characteristics of the slow-cooled slags.

In 1978, the U.S. Bureau of Mines and the U.S. Geological Survey completed a joint mineral survey of the Chemise Mountain and King Range study areas as mandated by the Federal Land Policy and Management Act of 1916, Public Law 94-579. The U.S. Bureau of Mines examined all identified mineral prospects and deposits; the results of these examinations are included in this report. The U.S. Geological Survey studied the regional geology, geochemistry, and geophysics; the results of these studies are available in USGS Map MF-1196. No mineral resources were identified in either the Chemise Mountain or King Range study areas; however, a high-grade silver and base-metal occurrence, and minor manganese resources were identified in between the two study areas, within the King Range Conservation Area. The only mining activity in either area was a placer gold prospect on Honeydew creek in the northeastern part of the King Range study area. Three samples from this prospect contained no gold. The Chemise Mountain and King Range study areas are in a mountainous region along the coast of northern California, 230 road miles north of San Francisco, and 70 miles south of Eureka by way of U.S. Highway 101, through Garberville and Redway. The Chemise Mountain study area consists of 3,941 acres; it includes the 2,598-ft Chemise Mountain, and the cliff-lined seacoast southeast of Shelter Cove. a resort and fishing village. The King Range study area consists of 39.764 acres northwest of Shelter Cove, and includes the northwest-trending King Range with elevations above 4,000 ft. The Chemise and King Range study areas are underlain by deep-water marine sandstones, shales, and minor pillow basalts of the Late Cretaceous and early Tertiary Franciscan Subduction Complex. Mineral production was 1,650 tons of manganese ore within a manganiferous bed overlying pillow basalt at the Queen Peak mine southeast of the King Range study area. However, no significant manganese resources were found in the Queen Peak area. The Point Delgada area, directly south of the King Range study area, has prospects with high grade copper, lead. silver, and zinc. Exposures are inadequate to estimate resources; however, the metals may be associated with Franciscan volcanism (volcanogenic). The Chemise and King Range study areas may contain similar economic silver-rich, base-metal deposits.

"This study investigated the psychrometric properties of ventilating air in GAL coal mines. Related measurements were done in underground openings and have been arranged as input data for computer programs prepared for ventilation network and psychrometric analysis.Results obtained from network analysis have been used for psychrometric analysis of ventilating air. Changes in heat and moisture content of air in two major path s between entry and discharge of ventilating air have been investigated. Psychrometric processes occurring in the mine were determined and are shown graphically in Figures 1 and 2. Special attention has been given to determine the changes in psychrometric properties and processes involved in the faces. Results are outlined in this paper.IntroductionThe psychrometric properties of mine air are important factors to mine productivity and efficiency. Therefore, psychrometric analysis should be made for all underground mines; any undesired situation observe d could be corrected by taking the necessary precautions.The analyses were done as a case study for GAL mines, the only mechanized lignite coal mine in Turkey. In this mine, workable reserve is about 300 million tons of coal and yearly planned production is 2.2 million tons. Production is continuing from a coal measure-bed having two coal seams with average thicknesses of 1.52 m and 1.72 m respectively. A 0.85 m shale band exists between these two seams.Two full y-mechanized faces, approximately 220 m long, usually work simultaneously. All measurements, including mine gases and air velocity, are done by sensors connected to a control room by a monitoring system.In the analysis, a line diagram is utilized to described the mine on which every junction and branch is numbered."

Rock fragmentation by blasting still remains the most common and cost-effective method of excavating hard rock in mining and tunneling operations. During blasting, the dynamic stresses induced by the detonation of the explosive, in addition to fragmenting the rock in the vicinity of the blast, may fracture the rock at considerable distances from the point of detonation of the explosive. The fractures can result in reduced mine safety, increased costs to support the opening, low productivity and perhaps high ore dilution. Besides the dynamic stresses produced in the rock, air blast overpressure pulses are generated and propagate through the network of underground mine openings. The waves, unable to spread out spherically or hemispherically like blast waves from surface blasting, are forced to propagate by reflection from the roof, ribs and floor down the drift. Blast wave focusing can occur and produce intense shock waves that could damage ventilation barriers such as cement block stoppings.
