At the request of the Idaho Congressional Delegation, the U.S. Bureau of Mines Western Field Operations Center investigated the mineral resources of the 140,000-acre Red Mountain roadless area, located northeast of Lowman, in central Idaho. The area includes U.S. Forest Service Red Mountain RARE II area (4-063). The highly mineralized road less area is underlain mainly by granitic rocks which are transected by a northeast-trending fault system. Associated with the granitic rocks and fault system are gold and black sand mineral resources. At least 1,395 ounces of gold and 858 ounces of silver have been recovered from six lode and placer mines within the roadless area. A total of 525 tons of columbium-tantalum, 2,049 tons of euxenite, 83.5 tons of columbite, and 54,862 tons of ilmenite concentrates have been produced from a nearby black sand mineral placer. Mine workings and facilities in the roadless area consist of two dismantled mills, 15 open and caved underground excavations totaling about 2,900 ft of workings, seven large pits and quarries, over 166 smaller dozer-and hand-dug prospect pits and trenches, and in excess of 66 drill holes. The mineralized sites in the roadless area are covered by about 690 current (1992) mining claims. About 130 individuals are holding the claims. Also within the roadless area are four patented lode mining claims. Twenty-five of the 54 mineralized sites identified during the study of the roadless area have, or likely have, mineral resources. One has gold and three have black sand mineral resources that are marginal or subeconomic. There also are two hot springs with thermal water resources, some veins that could be sources of decorative quartz, and dimension stone which was quarried in the past and could be again.

In the first half of 1990, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in August led to the Persian Gulf War in January and February 1991. The subsequent oil shock contributed to a dampening of the U.S. economy, and the U.S. gross national product rose only 0.9 % to $5,463 billion (U.S. billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The U.S. Department of Defense continued to review stockpile goals and upgrade several mineral materials. In addition, the U.S. Bureau of Mines continued to maintain the standby Emergency Minerals Administration. After the Defense Production Act, which authorizes priorities, allocations, and supply expansion, lapsed on October 20, 1990, the Selective Service Act of 1967 became the authority to ensure that orders of the Armed Forces and defense atomic energy programs were given priority treatment.

Wet magnetic separation methods for recovering hematite and chromite fines and ultrafines are investigated in this paper. These methods include wet high intensity and high gradient magnetic separations, carrier or "piggy-back" magnetic method, magnetic field-induced aggregation and magnetic seeding. This investigation indicates that wet magnetic separation is more efficient for fines and ultrafines whereas other methods can be used to enhance the particle aggregation and/or the magnetic response. The magnetic behaviour of these minerals with respect to magnetizing field, particle size and temperature is also presented.

The Ministry of Commerce has been carrying out an evaluation of the resources of the Northwest Nelson region. In part this was to revisit the issues covered in the earlier proposal to close part of Northwest Nelson to mining under section 24 of the Mining Act (1971) initiated in 1990. In addition, the option of using GIS to integrate a variety of spatial data sets to aid policy formulation could be tested. The Northwest Nelson assessment would be a useful trial. The subsequent national park proposal provided a major impetus to the project and resulted in the scope of the study being broadened to include all energy and minerals resources.

The process of converting iron ore (principally Fe,03 or Fe30,) into iron carbide (Fe,C) to be used as feedstock for steel-making yields complex mixtures of several Fe-containing compounds as a function of processing conditions. In addition to the above compounds (hematite, magnetite and cementite), the mixtures typically contain wustite (FeO) and metallic iron(Fe). Mossbauer spectroscopy has been developed into aquantitative analytical method for monitoring the degree of conversion to carbide from samples periodically extracted from a fluidized bed reactor type of pilot plant. Calibration of absolute quantities of the above five compounds is based on standards prepared from known mixtures of the high purity individual phases. The PC-based spectrometer allows fitting of the well-known spectral components of each of the five phases, the resulting spectral areas then being compared with the calibration curves via PC software to yield the weight fraction of each. Emphasis has been placed on standardizing and simplifying the analysis procedure for routine use in an industrial environment.

Increased productivity in the U.S. underground coal industry has taxed pre-existing conveyor belt haulage systems. The usual remedies are costly and can disrupt production. A reduction in the belt feeder discharge rate on mobile haulage sections results in more uniform loading and reduces the spillage vulnerability. An investigation is made to determine the effect, if any, on shuttle car discharge time arising from lower feeder discharge rates. A five-section, underground mine is visualized, and belt spillage is introduced. The sectional feeder discharge rate is progressively lowered until spillage is precluded. At each level, the simulated spillage is measured and compared to the loss in face production. Methods of predicting the loss in face production from lower feeder discharge rates are discussed.

A new ecologically promising technology for the copper-nickel ore benefication using insert gases and pyrrhotite depression is under consideration. The finely dispersed nickel-containing sulphides and the pyrrhotite are easily oxidised during the process of flotation resulting in deterioration of selectivity and valuable component loss in the tailings. One of the ways to improve the benefication is the flotation of easily-oxidising minerals in an inert atmosphere. In the experiments nitrogen was taken as the inert gas supposing that in the industrial scale operations nitrogen generating, as a by-product of the oxigen production. will be used (Rybas et at, 1989). The most wide-spread mineral in the Norilsk rich sulphide copper-nickel ores is pyrrhotite containing iron, sulphur, nickel and platinum group metals. Up to 30 per cent of the pyrrhotite sulphur is recovered into the nickel concentrate causing the high sulphur dioxide emission in the further pyrometallurgical process of nickel production. This is the reason why the problem of the pyrrhotite removal during the ore concentration should be solved, the critical factor of the problem being the lowest possible nickel content in the pyrrhotite. According to the data of the geological and mineralogical mapping the nickel content in the pyrrhotites of rich ores varies from 0.3 to 1.8 per cent, with the mean value equal to 0.6 - 0.8 per cent. This assures the technological and economical effectiveness of the low-grade pyrrhotite removal during the flotation process.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. he U.S. Bureau of Mines developed a method to treat lead-contaminated soil and ebonite battery casing wastes to produce a nonhazardous material. The cleanup procedure involves wet screening to separate a minus 18-mesh soil fraction; removal of metal1ic lead, rocks, wood, etc. ; carbonation to change lead sulfate to acid-soluble lead carbonate; size reduction; acid leaching; and rinsing. The casing wastes undergo size reduction and washing to remove the lead sulfate sludge before carbonation. Similarly, the minus 18-mesh soil is carbonated, then acid leached and rinsed. In leaching, fluosilicic acid (H SiF,) and hydrogen peroxide (H20,) are used to dissolve lead compounds. An electrowinning method is employed to strip lead from the lead-rich leachate. The acid content in the leachate is replenished with fresh H,SiF, acid prior to recycling. Treated casing wastes and soils pass the Toxicity Characteristic Leaching Procedure (TCLP) test and can be reclassified as nonhazardous materia1s. Based on this process, a conceptual pilot plant has been designed which will be demonstrated on wastes from two Superfund sites.

"Abstract -The prospective Tulks volcanic belt hosts five significant massive sulfide deposits, Tulks Prospect, Tulks East, Jack's Pond, Daniel's Pond and Victoria Mine, as well as numerous showings and indications throughout its 70 km outcrop length. Regionally, the 498 Ma sequence consists dominantly of felsic pyroclastic rocks and flows with interbedded mafic volcanic units and fine­ grained sediments, commonly graphitic. Contemporaneous granitoid rocks occur in the south half of the belt. Rocks usually display a strong NE-SW, steeply dipping, penetrative foliation and other shear-related high-strain fabrics. Facing directions are normally northwest, although there is local evidence of folding. Sulfide bodies and their alteration systems are deformed and shape-modified in the style of ambient strain.The Tulks, Tulks East and Jack's Pond prospects appear to occupy a similar stratigraphic level, on or near the contact between a thick felsic pile and an overlying broad, conductive package of graphitic sedimentary rocks. AU are pyritic deposits with well-developed footwall alteration systems. The Tulks prospect comprises four polymetallic lenses totalling 750 000 t. Three lenses constituting more than 6 000 000 t of sulfide mineralization are indicated at Tulks East but only the 210 000 t ""B"" lens contains significant base metals. Jack's Pond consists of a very extensive, zoned alteration complex in which four lenses of massive to semi-rnassive pyrite + chalcopyrite are known.The central part of the system, characterized by Mg chlorite and carbonate, is enveloped by pervasive sericitization and capped by intensely silicified and pyritized volcanics. The sulfide lenses are interpreted as part of the footwall zone and are beneath that part of the system most likely to host polymetallic massive sulfides.Daniel's Pond differs from the other prospects in such fundamental ways as metal content, associated alteration and structural setting. The deposit comprises strongly tectonized, Ag-rich, Zn-Pb mineralization distinguished by a pronounced Ba-As-Sb signature. Mineralization is confined to a narrow, north-south high-strain zone which separates unstrained mafic volcanic rocks to the east from well-foliated felsic rocks. The deposit Jacks an extensive alteration halo and at its north end is associated with a lens of barren, undeformed massive pyrite.The Victoria Mine deposit, the most cupriferous of the five, is related to a moderately dipping structure that separates well-foliated Tulks volcanic rocks from an overlying, Jess deformed volcanic­ sedimentary sequence that may be as young as 462 Ma. The structure is also the locus of black chlorite, dolomite and quartz alteration. Structurally remobilized precursor sulfide mineralization is one possible source for the deposit."

The removal of the refractoriness of a gold bearing pyrite- arsenopyrite ore is studied. Flotation concentrates were prepared and leached with a dilute acidic ferric sulfate solution. The elemental sulfur film which forms on arsenopyrite in the oxidation process is not responsible for the low rate of the arsenic dissolution observed. A positive effect on the leaching rate is observed when Ag' is added. This pretreatment eliminates the refractory nature of concentrates.

Flotation tests were conducted with galena, quartz and with synthetic mixtures of the two, in different ranges of grain size, and with different process parameter variants. Physico-chemical analyses were also carried out on surface energy and on xanthate adsorption on galena with different grain sizes. Reference will also be made to hydrodynamics, interfacial chemistry and the influence exerted by grain size in flotation.

Ground control problems are an important factor affecting safety, production, and efficiency in underground coal mines. A major portion of ground control problems encountered in underground coal mines can be attributed to geologic features in the strata surrounding the extracted coal seam. The U.S. Bureau of Mines has compiled information from numerous sources on the geological features that contribute to ground control problems in underground coal mines. The compilation includes (1) sedimentary features such as paleochannels, crevasse splays, clastic dikes, mold-and-cast structures, concretions, and lithologic factors, and (2) structural features such as folds, fractures, joints, cleat, and faults. The compiled information will aid in identifying the features, predicting their occurrence in advance of mining, and controlling or minimizing roof failure when these features are encountered in an underground coal mine.

In the present study, from experimental results, a new concept of possibility of flotation separation of quartz from feldspar is presented. The effect of the nonionic surfactant Brij 58 on the flotation behaviour of quartz and feldspar has been investigated. The effect of the surfactant adsorption at the solid-liquid interface was also studied. The results demonstrate that maximum flotability of quartz occurred at low concentration of surfactant. Feldspar is not collected by this surfactant. Flotation tests with feldspar that had previously been subjected to leaching by hydrochloric acid yielded similar flotation response as that of quartz. The effect of removal of alkali cations from feldspar surface on its flotability was investigated. The effects of inorganic and organic additives on the flotation recovery of quartz are discussed in terms of the slating-out or salting-in properties of these additives. Coal has traditionally been an integral part of life in Kentucky. Coal mining produces a large part of revenue for the Commonwealth of Kentucky and provides a significant number of jobs to the residents of eastern (less in western) Kentucky. Recently, however, the coal industry of Kentucky has had to endure many hardships. The Clean Air Act set forth sulfur dioxide emission standards which have severely affected much of the coal mining industry in Kentucky, because much of the coal mined in Kentucky has a high sulfur content. In this paper, the background around the effects of Clean Air Act on the coal industry is introduced. The economic and social effects of the Clean Air Act on the Kentucky coal mining are addressed.

Cobalt behavior in pyrometallurgical processes is traditionally analyzed using slaglmatte distribution coefficients as functions of matte grades or matte iron contents. L(s/m) = (%Co) I [%Co] = f [%CuNi] or f [%Fe] The method is inconvenient to use in predictive mass balance work because of the interdependence of assays and mass quantities. An alternative procedure is proposed based on cobaltliron ratios for slags and mattes: Js = (%Co) / (%Fe), Jm = [%Co] / [%Fe], and J, = b + m [Jm]

Open pit mines in the Yilgam Craton have unique hydrogeological characteristics resulting from a combination of geology, mineralisation and the complex and extended development of the regolith. The principal features of this geological relationship are:ò deep and complex multi-stage development of the weathering profile; ò steeply dipping rock layering;ò supergene enrichment; andò mining across the regolith/rock interface.These features result in large changes in permeability horizontally across rock layers; vertically through the weathering profile and along-strike in association with mineralisation and the mineralised Structure.

Pictured on these pages are the seven RMCMI Scholarship Award Winners for the 1992-93 year followed by a brief profile. All winners were present as guests of the Institute at the June convention in Beaver Creek, Colorado to receive recognition at the Institute Awards Luncheon Monday, June 28. 1993. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the member state. (3) That the recipient have good academic standing, be pursing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship pro- gram and the various vice presidents contribute the travel expenses to convention for these outstanding young collegiates. After the Loma Prieta Earthquake, which caused major damage to viaducts in the Bay Area, the California Department of Transportation set up a test programme for foundation piles. Funderingstechnieken Verstraeten B.V., beter known as Fundex, was approached, since one of the piling systems of Fundex, named Tubex, is extremely suitable in areas sensitive to earthquakes and we were very much interested to prove the capabilities of this piling system. Equipment For the installation of Tubex and Tubex grout-injection piles special piling equipment is required. Since our company is not only a contractor, but also a designer and manufacturer of piling equipment, all special equipment for our range of foundation techniques is designed and built by our own piling equipment department. For the installation of both Tubex piles and Tubex grout-injection piles for the Caltrans test programme, the following pieces of equipment were selected: a) Fundex F12 piling rig b) Drill table c) Hydraulic powerpack d) Grout mixing unit and high pressure pump

For crushing, the following factors can be duly accounted for depending on material type and the selection of the suitable machine: ò producing a particular size distribution, ò producing a particular grain shape, ò selective comminution, ò gentle comminution, and ò producing a size range required by a specific process and/or for a specific product.
