Deregulation, as authorized by the Energy Policy Act of 1992 (PL102-486) allows free-market competition in the electric-utility industry. As the act unfolds, though, uncertainties abound about the type, degree and direction of impacts throughout the affected economy — from fuel suppliers to electricity generators and from power distributors to energy consumers. Instead of having a familiar base of captive customers and electricity prices fixed by negotiation with state public utility commissions, utility companies are preparing for open, free-market competition. They are looking at all areas, including fuel supply, to cut costs to remain competitive. Humorous anecdotes are told about utility companies shunning insiders for senior executive positions. Instead, they are opting for people from the telephone or other industries with deregulation experience. And there are light-hearted stories about a trend away from traditional electric-company names, such as the name of a city or state followed by Edison or Power and Light, to space-age names, such as Ameren, Entergy, Illinova or Unicom. No one wants to be left behind or be perceived to be left behind.

"A mathematical model was developed for the dissolution of particles in gas-stirred liquid baths, linking the hydrodynamic flow field of the bath, the average particle trajectory and liquid-side mass transfer controlled dissolution kinetics. The model was validated by comparison with experimental data for the dissolution rates of urea particles in gas-stirred aqueous CaCl2 solutions measured during this study. The dissolution rates of urea. particles were measured using an image analysis system.The effects of operating conditions on the dissolution rates of urea particles were investigated. It was found that the key operating parameters influencing the utilisation efficiency of particles were the gas flowrate, particle diameter and lance submergence. An optimisation of the operating conditions for the model urea-aqueous CaCl2 system indicated that the utilisation efficiency increased with decreasing gas flowrate and decreasing particle size for a given lance submergence.IntroductionThe utilisation solid reagents in molten baths varies from one process to another, depending upon the rates and mechanisms of the reactions between the particles and melts, as well as the trajectory and residence time of the particles in the melts. Previous studies have not attempted to predict the utilisation efficiency of injected solids by coupling the motion of the particle with its dissolution rate. Instead, the particles have usually been assumed to remain suspended in the bath until completely dissolved, and the mass transfer coefficients were based on the average specific mechanical energy dissipation rates in the bath. Investigations of this nature relevant to the present study have been undertaken by Apelian et al. [1], Brucato et al. [2] and Langberg and Nilmani[3]. The objective of the present study was to develop a mathematical model, incorporating both the reaction kinetics between the particles and liquid and the particle motion simultaneously, to predict the dissolution rates and times of the particles. The mathematical model was validated by comparison with experimental dissolution rates of a cold model analogue system measured using an image analysis technique, and then applied to optimise the operating conditions in the model system."

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company's goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company's goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. Wide settlers are a way to decrease the linear velocities of advancing liquid phases. It has, however, been found unnecessary to risk a proper settler performance by building shallow settlers in order to avoid a so-called interface turbulence due to a too big difference between the linear velocities of the organic and the aqueous phase. This conclusion has been reached from tests using a large transparent settler model, where the behaviour of a clean interface between two advancing liquids has been investigated. Also in a more realistic case, making an organic in aqueous or an aqueous in organic dispersion to move between the liquid phases, no obstacle has been found to use a somewhat more deep and correspondingly ore slowly t10wing aqueous phase. Based on above findings, support can be given to a new trend to build the settlers slightly deeper than what has been typical for the so-called low-profile design. In this way, it is much easier to avoid an excessive air introduction and other severe difficulties, like those caused by crud moving from one stage to another. It is further shown, how gravity can be used to slow down and distribute a dispersion being fed into a settler of a VSF unit. Entrainment levels have been found to be reduced by a careful design of primary dispersion distributors and picket fences of the settler. Finally, it is demonstrated, how outlets from the side of the settler can be used to simplity interstage pumping and to decrease the rotation speed of any pumping device.

Treatment of industrial wastewaters generally advances with specific chemical concentration and mass-flow targets, established by National Pollutant Discharge Elimination System (NPDES) permits. Treated discharges must also address toxicity to test and receiving water organisms. Various parameters might need consideration during treatment design and planning, such as the known toxicants, hardness, alkalinity, solids, nutrients, metals in both the dissolved and particulate state, and even flow. Since toxicity is used as a "catch all" regulatory monitoring tool, design of treatment systems should focus on the various factors contributing to toxicity.

"HIsmelt has faced and overcome many challenges in the understanding and development of injection technologies that satisfy process and engineering requirements for further scale up to a commercial plant.An overview of the design basis of bottom and top injection systems with plant results are described in this paper.IntroductionAn appropriate way to introduce this paper is to initially reflect on the genesis of the HIsmelt Process.It is appropriate that Professor Womer is the one we are honouring as it can be claimed that by the involvement of CRA in the WORCRA process that the concepts for irijection systems in iron and steel pyrometallurgical processes achieved significant attention by the company. The development of water cooled injection lances and their application injecting solids and gases with success was certainly a pre-cursor to the development of other injection systems commonly used today in arc furnaces and for top injection at HIsmelt.HistOrically it was the work of Savard and Lee in Canada with shrouded tuyeres and the subsequent commercialisation of this technology at the Maxhiitte Steelworks spawning the suite of bottom oxygen blown process as known as QBOP; OBM and the subsequent combined blowing process such as KOBM that first commercially succeeded in injecting solids under a molten metal bath. The next progressive step from the injection of calcined lime in the technology development was the injection of coal for coal gasification as developed by Klöckner technologies being called KG, KSG and KMS and also the injection of coal for increased scrap melting.A paradigm shift in thought process to leap from steelmaking and coal gasification to direct smelting by injecting coal and iron ore into a molten metal bath in the correct stoichiometric ratio to maintain the bath at a constant temperature and carbon level was the true genesis .of HIsmelt.A good overview of the state of the art of tuyere type injection technology is given in Ref. 1."

A review of concepts and theories for predicting thermodynamic solution properties of multi- component high temperature liquid solutions is reviewed. During the last 50 years the ability to predict :such properties for molten salts, silicates and metals based on the generally known properties of the lower order (often binary) systems has been developed and shown to provide predictions which are quite useful in science and technology. There are many gaps in our understanding of these high temperature solutions, especially for metals, and considerably more work is needed.

The need for the removal of mercury from the precious metals extraction circuits may be influenced by process, environmental, as well as by occupational hazard reasons. In these circuits mercury is mainly present as cyanide complexes. The effectiveness of any stabilization method will be influenced by the high thermodynamic stability mercury-cyano species exhibit in an aqueous solution. In this study, we have investigated the utility of the trisodium salt of trimmercapto-s-triazine (TMT) for precipitation of mercury from the corresponding cyano-complexes. The influence of pH molar ratio of TMT to Hg, coagulant and flocculant additions, excess of free cyanide, as well as the presence of other metal-cyano species on the effectiveness of mercury precipitation were investigated in detail. Also, a "teal world" precious metals mill effluent initially containing ~7 ug/mL (ppm) of Hg was treated and A was found that greater than 99.8% of the mercury was removed from the solution as am insoluble Hg/TMT complex.

China was the world’s leading producer of barite during 1995 with 35%. The United States followed with14%. India produced 9%. Other producers included Morocco, Turkey, Mexico and Germany. Domestic production of barite during 1995 was estimated to be 600 kt (660,000 st). Nevada produced 85% of the total. Georgia was the second leading barite-producing state. The United States is the world’s largest consumer of barite. During 1995, it used 1.6 Mt (1.8 million st). US reliance on imported barite during 1995 was about 63%of total consumption, according to the US Geological Survey.

The results of about 30 years of exploration and mining activities and research studies in the Kambalda mining district, Western Australia, have led to general agreement that the komatiite-associated Ni sulphide ores formed as a result of igneous processes (Ross, 1974; Ross and Hopkins, 1975; Gresham and Loftus-Hills, 1981; Cowden, 1988; Lesher, 1989 and many others). Despite this agreement, the controls on sulphide supersaturation and concentration of the resulting sulphide in a limited zone, remain uncertain and controversial. A major uncertainty is the source of sulphur in the ore deposits. Two principal sulphur sources have been proposed: 1. komatiite lava/magma (Hudson, 1972; Naldrett, 1973; Lesher et al, 1981; Cowden, 1988; Foster et at, 1995), and 2. sedimentary material (Groves, Barrett and McQueen, 1979; Lesher, Arndt and Groves, 1984; Lesher, 1989; Lesher and Campbell, 1993). Resolution of the uncertainty regarding the sulphur source is required for a complete understanding of the controls on ore formation, which in turn would significantly impact exploration strategies in the Kambalda mining district and elsewhere. This paper reviews the constraints on sulphur sources for the komatiite-associated Ni sulphide ores in the Kambalda mining district. The focus is on the general characteristics of the ores and surrounding rocks: individual ore deposits are not described, though specific examples are noted where appropriate. The stratigraphic and volcanic settings and geochemical (major and trace element and isotopic compositions) characteristics of the ore deposits and surrounding rocks are considered within the context of the competing sulphur source models, and future directions of research in the district are noted.

During the last decade, advances were made in solvent extraction/electrowinning (SX/EW) technologies. Combined with heap leaching, these technologies made it viable to exploit large, low-grade oxide copper deposits. The El Abra Mine is a good example for such a deposit. The deposit is situated in northern Chile at an elevation of about 4,000 m (14,000ft), 70 km (45 miles) north of Calama. Codelco sold 51% of the El Abra to Cyprus Minerals in June 1994, with Codelco retaining the balance. In 1993, Cyprus and the engineer on the project began discussions withinternational companies regarding the materials-handling system requiredfor the project. These early discussions were considered critical for this fast-track project.

There are several methods available to estimate deflection and ultimate Capacity of laterally loaded piles. In this investigation an attempt has been made to verify the existing methods for prediction of ultimate lateral resistance and deflection with the laboratory and field test results reported in the literature. A 75 pile loading test data obtained from the literature was used to evaluate two methods designed to predict the ultimate lateral resistance of rigid piles and three methods designed to predict the lateral deflections of rigid piles and four methods designed to predict the lateral deflection of flexible piles subjected to lateral loads. The accuracy and precision of each method is quantified statistically. The statistical results of the overall analysis indicate that the mean values of the ratios of predicted to measured lateral capacities vary from 0.62 to 1.14 with an average of 0.88. However, the settlement predictions were much more widely scattered than the ultimate load predictions and in general all the methods have a tendency to under predict the deflections. A new method is proposed by modifying the Broms's method to estimate the lateral deflections of free headed rigid and flexible piles separately. The proposed modified methods were found to be reasonably good in comparison to existing methods and to overestimate deflections.

Abstract - The Na-feldspar orebodies in Sardinia occur along structures belonging to a regional ENE-WSW system that developed during the late stages of the Hercynian orogeny, and that was reactived during the Alpine orogeny. The main petrographic facies include granitoids, albitized granitoids, albitites (more or less rich in quartz), and albitites containing Mg minerals. Field observations and petrological and geochemical data point toward a metasomatic origin for the albitite orebodies. Albitization involved depletion of K from K-feldspar and biotite, dissolution of free quartz, and a lowering of Sr/Na2O and CaO/Na2O ratios in the protolith, under conditions of a positive thermal gradient. The absence of later K-metasomatism implies that, during a subsequent decline in temper- ature, the composition of the albitizing fluids was modified by an influx of meteoric or other waters.

The Girilambone Copper Mine is located in central New South Wales and has been operational since May 1993. Girilambone is operated by the Girilambone Copper Company (GCC) which is a joint venture between Straits Resources (60 per cent) and Nord Resources (40 per cent). The mine complex consists of an open cut pit, ore crushing and stacking, heap leaching, solvent extraction (SX) and electrowinning (EW) allowing for the recovery of 14 600 tpa of LME grade A cathode copper. The leaching and SX-EW plant have been described previously by Rear, Taylor and Busby (1994) and Miller (1994).

The Andacollo gold mine is located near the small town of Andacollo, Chile (population 14,000) in the fourth region. It is approximately 35 miles by paved road from the coastal city of La Serena, and Santiago lies about 300 miles to the south (see map.) Site elevation varies between 3300 feet and 4200 feet. The climate at the site is moderate but arid, with an average annual rainfall of only five inches. Because there is little rain, and the temperature varies only a few degrees (57"F to 75°F); there are no freezing, solution dilution, or pad saturation problems. The climatic conditions are ideal for heap leaching.

Asia is experiencing a growth market for industrial kaolins for use in ceramics, paper, plastics and other market sectors. Export and import data for the Asian countries reflects this growth with the Peoples Republic of China as the major exporter of clays and Japan the major importer. The growth in tonnage and product sophistication of kaolins produced on Belitung in Indonesia is typical of developments that are taking place in many locations in Asia. This region therefore presents opportunities for mineral processors and a challenge for the exploration geologist, the mineral processing engineer, the mineral economist and the marketing specialist.

"It is well known that gas injection systems can exhibit a wide range of dynamical behaviours, ranging from linear periodic bubbling through to highly complex turbulent jetting. Recently, it has been observed that an important intermediate regime exists under certain system conditions, where the dynamics are complex in nature yet predictable for short time periods. This paper reviews the evidence to support the above hypothesis, and discusses the invariant quantitative measures such as density, return maps, Lyapunov exponent and dimension which may be used as pattern recognition features in a mOnitoring and control strategy.INTRODUCTIONThere has been a great deal of research on the submerged injection of gases into liquids. This interest is primarily due to the large number of applications in the pyrometallurgical and chemical engineering industries. Gases are typically injected into liquids to achieve goals such as heat and mass transfer, or physical mixing and agitation. Only recently though has the possibility of using the evolution of the gas dynamics as a probe to internal system conditions been raised [1, 2].At very low gas injection rates and small upstream chamber volumes, gas normally disperses in the form of stable bubbles of constant volume [3]. With increases in gas flow rate, the dynamics become more complex, bifurcating into double bubbling, multiple bubbling and complex coalescence behaviour. Irregularities measured in pressuretime series acquired upstream of the injection port under these complex conditions have usually been treated as bothersome noise or contamination to be filtered from the signal and ignored in the analysis. These irregularities, however, may contain physically interesting and useful information on the system from which they were produced if the system may be classified as deterministically chaotic [4]."

The mining industry occasionally blasts near pressurized transmission pipelines and has requested guidance of safe vibration levels and setback distances. the Bureau of Mines and the Indiana Department of Natural Resources cooperated with AMAX Coal Company on a study of coal mine overburden blasting. Five buried and pressurized 250-ft pipeline sections were specifically installed on the Minnehaha Mine highwall near Sullivan, IN for testing to failure. Four welded steel pipes ranging from 6- to 20- in diameter and one 8- PVC water supply pipe were monitored for vibration, strain, and internal pressure for a period of 6 months while production blasting advanced up to the pipeline field. In contrast to previous studies of small-scale blasting representing construction activities, these tests involved overburden blasts of up to 2100 lb per delay in 12-l/4-in diameter holes.

It is often necessary for a mining company to extract coal from a seam underlying a previously mined coal seam. The impact of the overlying mine workings on the stress distribution within the underlying mine workings is very difficult to assess without the use of numerical modeling techniques. This paper demonstrates the usefulness of applying numerical modeling to evaluate alternate startup-room locations for a longwall panel considering the effects of multiple seam interaction. MULSIMIPC, a code adapted by the former U. S. Bureau of Mines, was used to compare stress patterns in two proposed startup-room locations. These model results were not only compared to each other, but also to results from a model with no overlying mine workings to provide baseline criteria for evaluation of the two proposed startup-room locations. The numerical modeling study was successful in providing useful information to the coal company and the regulatory agency (MSHA), resulting in a mine design that was both safe and efficient, and prevented the sterilization of a large volume of coal reserves.

This paper discusses the time-dependent behaviour of rock when it involves the presence of several layers of rock strata in the vicinity of mine openings, mining in sequences and the placement of backfill. The paper describes numerical techniques which proved useful when such situations are encountered in practice. The model is elastoviscoplastic. At given time stations, short term loading or changes can be made to the creep behavior of the rock. The modelling technique is first described and is followed by simulations of stresses and displacements in a potash mine with the primary objective to demonstrate the effect of such aspects as mining and fill sequences in 3-D. This involves cutting finite elements representing the strip of the mining face and simultaneously filling those elements representing the newly placed fill. The stiffness of the fill varies with the degree of compaction at each point. In this way, the effect of the time of fill placement, the gap between the top of the fill and the back as well as the degree of compaction are simulated. The second example is a 2-D problem simulating the long term effect of backfill, as a material compacting with time, on the settlement of the layers above it as well as the closure of the room.
