External Shock Mitigation (ESM) is being studied as a possible means of retrofitting existing buried structures to provide additional protection from ground shock. As part of this study, two tests were conducted on four ESM models and a control structure. The test articles were placed at a carrnon distance and subjected to the ground motions created by a buried explosive charge consisting of 2,ODO pounds of nitranethane (NM). Adequate instrumentation data were obtained to assess the response of the four ESM models. The assessment relied heavily on direct comparison of horizontal motions measured in the models, with similar measurements in the control structure. From the tests, it was observed that peak accelerations were reduced by a factor of 5 by the ESM. However, the particle velocities and displacements were not significantly affected by theEIS.

This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.

When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

In the post war years metals analysts and statisticians have generally tracked the demand for metals in line with changes in OECD industrial production (IP) growth rates because, undoubtedly, the correlation between IP growth and metal demand was reasonable. However the correlation was exaggerated. During times of expanding IP growth metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked in order to reduce costs. Nonetheless, overall, a reasonable correlation between IP growth, over the longer term, and metal demand could be painted. Yet, although this correlation has stood well since the last world war it has been based on the fact that the bulk of the world's IP growth stemmed from the industrialized countries of the western world, latterly including Japan. The so called "developing world" was of little consequence, whilst countries of the Soviet Union and Communist Bloc were deemed to be closed, self-contained entities which, for each metal, would either be net exporters or importers. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated and takes little account of the worldwide political changes which have occurred since the collapse of communism and the revitalization of China, albeit under a notional communist government. It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs namely, western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are at work and are attempting to satisfy, with some considerable success, the expectations of the great mass of the world's poorer people. Such people, usually located in Asia, Africa and Latin America have aspired to the same standard of living as people living in western Europe, North America and Japan. Now, with free market forces at work their aspirations will start to be met. Consequently, the demand for metals and other raw materials will now rise at a much faster rate than at any other time in the world's history. Not only will the production of raw materials have to keep pace with rising IP in the developed world but will also have to keep pace with the demands associated with the rising expectations of rapidly increasing populations in the developing world, as well as from within the old communist bloc countries. This paper sets out to argue the case that metal demand could well increase at a rate faster than the world's mining companies, governments and financiers can deliver.

As mining and extraction processes improve and lower grade ores become economic, mining for most ores have extended to depths beneath the zone of weathering oxidation created over geological history. These deeper openings expose sulphidic formations and reduced mineral species as either primary ore or simply as accessory or gangue minerals in the country rock. This is not new, underground mining for primary base metal and gold have long been familiar with these problems, as have coal and uranium miners. The change is simply that the number of mines exposing sulphidic waste rocks, tailings to the atmosphere and/or leaving behind dewatered sulphidic rock surrounding the mine void has increased the number of sites from where acid mine drainage (AMD) may emanate with consequential problems for the hydrological environment including downstream catchments (Miller et al, 1996). The principles of ecologically sustainable development (Brundtland, 1987) have been more or less ratified by all the developed nations of the world and this has led, amongst other things, to an expansion unprecedented in the research and documentation of means for achieving long-term environmentally acceptable stabilisation of solid wastes of all sorts. These have revealed that AMD problems can be minimised and even reversed in many cases by the integration or co-disposal of biodegradable organic wastes with oxidising sulphidic wastes (Elliott et al, 1996). This paper considers how this might be achieved at mine sites in Australia and the results encountered at some relevant sites.

A modified coal flotation characterization procedure, referred to as the Advanced Flotation Washability (AFW) technique, has been developed which, compared to traditional procedures, provides a more accurate prediction of the optimum separation performance achievable by a froth flotation process. The AFW procedure uses a vertically-baffled flotation column which provides enhanced selectivity among particles of varying degrees of hydrophobicity due to a plug-flow environment and an improved carrying-capacity environment. In fact, the separation performance of the traditional procedures was enhanced by increasing the possibility of operating under improved selectivity conditions. The separation performance provided by the AFW procedure was superior to that obtained from multiple cleaning stages using commercially-available flotation columns under both kinetic and carrying-capacity limiting conditions.

Ground control problems caused by multiple-seam interaction frequently sterilize coal reserves. Interaction mechanisms differ for overmining and undermining and are controlled by mining, spatial. and geologic conditions at each site. A multiple-seam interaction analysis software program, UGLY (Uppersearn Gateroad Longwall Stability), has been used to evaluate sterilization of coal reserves due to overmining at three locations. Four case histories were reviewed to determine the effectiveness of improved ground control in mitigating interaction effects.

The performance characteristics of Mobile Roof Supports (MRS's) were evaluated through full-scale testing in the Strategic Structures Testing Laboratory at the National Institute for Occupational Safety and Health, Pittsburgh Research Center. Safety issues pertaining to the operation and design of these supports for pillar extraction during retreat mining are examined. A unique load frame, called the mine roof simulator, provided a realistic simulation of mining conditions by inducing vertical, horizontal, and lateral loading on the support. The purpose of these experiments was to determine the capabilities and limitations of the supports and to investigate factors that influence the measurement of loading and loading rate. An evaluation of the support design and load conditions that can cause support failure or loss of support capacity are discussed relative to the laboratory tests. In general, lateral loading perpendicular to the longitudinal axis of the canopy is most severe, although horizontal loading in the direction of the long axis of the canopy can also produce critical loading in some cases. The experiments indicate that both setting force and leg pressure measurements are influenced by the staging of the leg cylinders. The implications of these factors on load rate measurement are evaluated. A comparison of MRS capacity and stiffness characteristics is made to conventional timber supports.

Vibratory driver/extractors do more than drive and extract sheet piles. I would say more than sixty percent (60%) of the time, vibratory pile driver/extractors are engaged in work that has nothing to do with sheet piles. This is the main reason I refer to this tool as a "driver/extractor", and omit the word "pile". I have spent the last twenty years applying the technology of the vibratory driver/ extractor to all areas of foundation construction. As you will see, the only limits are humankind's ingenuity.

Over the longer term, the adoption of new technology is an essential component in the endless tasks of reducing mining costs, improving safety and improving environmental standards. However the choice of which of the many available new technologies to adopt and which not to adopt is not easy and the price of mistakes can be very high. The most important issue for mine developers faced with making such choices is knowing whether or not a new technology has been developed to the stage where the timing is right for its adoption. A system for categorising new mining technologies is provided. It provides a basis for more easily reaching common understandings about various new technologies and the background information supplied provides an understanding of what it takes to get new technologies to the proven stage and the risks of never getting there. Wherever possible, new full-scale mine developments should not rely on unproven technologies. Approaches to handling situations where a proposed new mine development is not feasible on the basis of proven technologies are also provided. If any commitment to the use of unproven technologies is made, a guarantee of high quality development support from the supplier of that technology is essential. Several case studies of successful and unsuccessful new technology development programs at BHP are Provided.

A series of in situ pull tests has been conducted to determine the holding capacity of the standard SS46 Split Set Stabilisers. The experiments have been conducted in a wide range of geological conditions ranging from bedded rock to blocky ground. The results presented in this paper indicate that cement grouted split sets bolts are likely to provide up to three times the initial bond strength per metre of embedment length provided by the ungrouted bolts. The increased load transfer capacity of the grouted bolts provides an alternative for permanent excavation support using split set stabilisers.

"Gold ores containing oxide and some sulfide copper minerals incur significant cost penalties when leached with cyanide, because 4-5 moles of cyanide are consumed for each mole of leached copper. This equates to ~4 kg of NaCN per kg of leached copper. Total cost of excess NaCN consumption plus CN destruction can exceed $4.00 per tonne of ore. AuGMENT Technologies has patents pending on a process that can 1) economically recover 70-80% of the cyanide that is fed to a mill, 2) produce salable copper cathodes, and 3) reduce the need for a cyanide destruction facility. Standard equipment for resin processing and electrowinning are used to recover the cyanide and produce the copper cathodes. Abstract-Gahnite, a zinc-bearing spinel, is a resistate mineral that may be used as an indicator mineral of polymetallic deposits in high-grade metamorphic terrain. The Ontario Geological Survey recently completed surficial mapping and sampling programs in the Separation Lake area of northwestern Ontario and Kinniwabi Lake area of northeastern Ontario in which gahnite was recovered from samples of surficial sediments. Ternary plots of the composition (ZnO, MgO, FeO[t]) of gahnite recovered from these surficial studies reveal three distinct groups: Group 1 is characterized by low (< 1 wt%) MgO values; Group 2 by higher (>1 wt%) MgO values; and Group 3 by higher FeO(t) values than Groups 1 and 2. The composition of in situ gahnite recovered from volcanogenic massive sulfide mineralization, Zn-rich Sedex-type mineralization and peraluminous rare-element mineralized granite and pegmatite also was determined. The composition of the gahnite obtained from surficial samples was compared with that of in situ material. Gahnite from the peraluminous rareelement granite and pegmatite overlapped very well with surficial gahnite of Group 1. Gahnite from volcanogenic massive sulfide mineralization and Sedex-type mineralization overlapped well with surficial gahnite of Group 2. These results suggest that determination of gahnite composition in indicator mineral surveys may be useful in exploration programs when assessing the mineral potential of a region.

With research being performed at five locations, which are mostly mining communities, the laboratories are in close proximity to the industry which they serve.The Mining Laboratories have three principal roles: (1) to support government in its development of policy; (2) to aid industry in the enhancement of productivity; and (3) to improve the health and safety of Canadians,both in the workplace in mines and around abandoned mine sites.From 1994 to 1996, CANMET’s mining research was re-focused into four programs. "Noranda's Brunswick Mining Division, near Bathurst, New Brunswick, processes 10,500 TPD of complex Cu-Pb-Zn bearing ore. Brunswick uses conventional rod and ball milling techniques to achieve a flotation feed size of 75% passing 400 mesh. Over a two year period, testwork was performed using a Marcy pilot plant ball mill to assess the impact of several key variables on secondary grinding efficiency. Four graded mill charges were used to compare balls and slugs at 25 and 29 mm sizes. Data was evaluated by determining grinding rates using a commercially available steady state simulator. Results were critical in Brunswick's efforts to achieve finer grinds while minimizing cost per tonne.IntroductionBackgroundThe Brunswick orebody is an extremely fined grained volcanogenic massive lead, zinc, copper, silver, iron sulphide body between two metamorphosed sedimentary and felsic volcanic rock units. Pyrite content is about 60% with 20% non-sulphide minerals, mainly silica and chlorite.Size reduction at Brunswick is performed by three separate parallel lines consisting of rod mills, primary and secondary ball mill circuits, all in series. The line 3 grinding circuit is presented in Figure 1."

Electric utilities depend heavily on coal as a major fuel source for power generation, annually producing more than 85 million ton&apos;> of ash, boiler slag and FGD (flue gas desulfurization -"scrubber") materials as by-products. Utilities and others who burn coal have traditionally disposed of these by-products in ponds or landfills. However, in the last 10-15 years there has been a greatly increased emphasis on beneficial utilization of these materials by the producers themselves as well as by customers who purchase the by-products. Regulatory, cost and technical performance issues currently impact the use of coal ash and other coal combustion by-products (CCB).
