The 6th International Mine Ventilation Congress (IMVC) was held May 17-22,1997, in Pittsburgh, PA. This marked the second time that the IMVC was held in the United States. The first congress, organized in 1975 by the Mine Ventilation Society of South Africa, was held in Johannesburg. Since then, the meetings have been held every four or five years, with the 1979 meeting being held in Reno, NV. This was followed by Harrogot, England, in 1984; Brisbane, Australia, in 1988; and Johannesburg, South Africa, again in 1992. The IMVC provides an international forum in the field of mine ventilation for the purpose of sharing technology and experience. The meetings are attended by ventilation engineers, academics, consultants, government employees and vendors interested in mine ventilation. As was evident from this meeting, significant progress has been made in the field of mine ventilation. However, disasters continue to occur around the world and long-term health problems continue to affect workers. So there is a need for further improvements in ventilation technology. The highlight of the conference was the technical sessions in which more than 80 papers were presented by authors from more than 20 countries. In addition to the technical sessions, the conference featured field trips to a number of mine properties throughout the United States. Five short courses were offered on topics ranging from respirable-dust control to mine fires and explosions. The conference also featured a trade show. It exhibited the latest advances in ventilation equipment, computer application software, consulting and engineering services, and health and safety equipment.

THE telluride of gold and silver, the " Tellurgold-silver" of Hausmann, and " Petzite" of other mineralogists, has been found in so few localities, that a late discovery of the mineral in a new locality may not be uninteresbing. So far this mineral has been found in Europe only in a few mines in Transylvania, and in Hungary; and in the United States in the Stanislaus Mine, in Calaveras County, California, in the Golden Rule Mine, Tuolumne County, California, and in a mine in Montana, the precise locality of which I have forgot, ten. The new locality referred to is at the Red Cloud Mine, Gold Hill District, Boulder County, Colorado.

It is almost exactly seven years since the last previous meeting of the Institute in this city. In a paper on " Pittsburgh, its Resources and Sorroundings," read at that meeting, I showed that Allegheny County had produced in 1878, " one-twelfth of all the pig-iron,.... two-ninths of all the rolled iron (except rails), over one-eighth of all the Bessemer and open-hearth steel, two-thirds of all the crucible blister and puddled steel, one-fourth of all the glass, one-eighth of all the coal, and one-sixth of all the pig-lead produced in the United States;" and the object of this paper is to show that, great as the record then was, it has been greatly surpassed since.* Population. In my former paper I expressed the opinion that the census of 1880 would show the population of Allegheny County to be in excess of 300,000. The census report made it 355,869. The manufacturing and domestic consumers of anthracite are beginning to realize the fact more fully, that the coal purchased for any one year does not seem to burn so freely, does not fire with so little trouble, and does not last so long as that purchased during other years, or vice versa. Where coals of different sizes, or from different districts, are offered to the trade by the same or competing salesmen, the question suggests itself, which shall we buy ? Among housekeepers, who are the most numerous class of consumers, though on the smallest scale, distinction is seldom recognized among these anthracites. By other consumers the coals are grouped into those which, when burned, will produce either a white or a red ash, special qualities being arbitrarily attached to each. Others, again, know only of three varieties : (1) Those from the WYoming and LacKawanna fields, or the coals shipped from the northernmost basins over the railroads running through northeastern Pennsylvania direct to New York—notably, the Delaware. Lackawanna and Western, Delaware and Hudson, and Erie railways; (2) those shipped by the Lehigh Valley Railroad and the Lehigh and Susqaehanna division of the Philadelphia and Reading Railroad down the Lehigh Valley ; and (3) those shipped over the main line of the Philadelphia and Reading Railroad down the Schuylkill Valley. In special localities, where a favorite coal is largely used, the consumer will speak of one class, composed of his favorite coal, which possibly comes from two or three collieries, with a total aggregate annual production of less than a million tons; and of a second class, composed of the coals from all the other collieries in the anthracite

The position of these magnetic ore-mines, with reference to the county-seat, is shown in Fig. 1. They are situated on the south margin of the Great Valley, five miles south of Lebanon, and about midway between Reading on the Schuylkill River and Harrisburg on the Susquehanna River, in three prominent, contiguous hills, standing in front of the Mesozoic red shale arid sandstone hill country of northern Lancaster and southern Lebanon counties, and overlooking the great limestone plain to the north. The three hills, named respectively Big, Middle, and Grassy Hills, and separated from each other by two branches of Furnace Creek, range in a nearly east and west direction for a distance of about one mile. Their summits are respectively 870, 715, and 700 feet above tide. The railroad line opposite the base of Middle Hill is 575 feet above tide at Cornwall and 471 feet at Lebauon. These features are all distinctly illustrated in the contour-line map accompanying this paper, but are made still more clear in the relief. map, Fig. 2, comprising, as it does, about six square miles of territory contiguous to the ore-mines. This is a photographic plate of a model made by Mr. A. E. Lehman, from surveys of my own and Mr. W. F. Shunk. The model was built in layers of cardboard, each layer representing one 10-foot contour-carve line. The scale was the same as the original map, 400 feet= 1 inch, without any vertical exaggeration. The lowest contour-line is 530 feet above ocean level; the highest, 1075 feet. The center of the model was made the focusing-point of the view, which was taken—according to scale—51/2 miles north from and 24 miles above the focusing-point, looking southward. It is stated by Dr. Tuttle in a paper read before the New Jersey Historical Society, that the celebrated Dickerson mine at Succasunna, Morris Co., N. J., yielded ore, about as early as 1710, for use at the Whippany forge, on Rockaway River, between Rockaway and Boonton. The ore was, for some time, free to all who chose to dig it. The tract embracing the Dickerson mine mas taken up, on account of its minerals, in 1713 or 1714, by John Reading, who sold it in 1716 to Joseph Kirkbride. John Jackson built a forge in 1722 on the Rockaway River a mile west of Dover. The ore here worked was probably chiefly from the Dickerson mine, but a portion may have been Hibernia. Hon. E. D. It is said by some that the occurrence of a deposit of sulphide of antimony in Southwestern Arkansas has been known for fifteen or twenty years. Whether or not such is the case I am not prepared to say, but I am not able to find any record of such a discovery, or any analysis of antimony ore obtained from that section, published at so early a period. The present discoveries, that seem to be attracting some attention, date back to the winter of 1873-74. At that time a vein of ore was found by Mr. Robert Wolf, in honor of whom the vein was named, and still is called, "the Wolf lode." At the time of the discovery the ore was unknown to the prospector, and its composition was not thoroughly understood in that locality until samples were sent to several analytical chemists, who pronounced it sulphide of antimony—stibnite. Since the discovery of this ore there have been three mines opened, and a number of interesting minerals of the antimonial series have been found. I have had an unusually good opportunity to collect specimens from these mines; and it is owing to the constant inquiry concerning the character of these ores that I have collected for publication the results of quite a number of analyses, sufficient I trust to clearly point out their composition. This is one of the few localities in the United States where antimony ore is found in workable quantities ; I say workable quantities, because two different shipments of ore have been made to English reduction works, and in both cases excellent returns were made. The discovery of these deposits will, it is hoped, give rise to a prosperous and remunerative industry at no distant day, and when fully developed they may yield ore in sufficient quantity to supply the regulus for the home demand, thus adding wealth not only to those interested, but also to the State of Arkansas. In the spring of 1999, construction commenced on the new Steelers Football Stadium in downtown Pittsburgh, Pennsylvania. Richard Goettle, Inc. (RGI) was the successful bidder to install the specified augercast piles for the foundation package. Description - Pittsburgh Steelers Stadium The new stadium will house the Pittsburgh Steelers Professional Football Team. It is widely believed that if a team is provided with a modern playing facility, that a winning season will ensue (Not always the case). The new stadium location is on the north side of Pittsburgh on the Ohio River, and just downstream of the confluence of the Monongahela and Allegheny Rivers. The site is west of existing Three Rivers Stadium. The Three Rivers Stadium was built during the late sixties and housed both the Pirates Baseball and Steelers Football Teams. The Public Auditorium Authority elected to replace this outdated stadium with two new stadiums, one for each professional team. The landmark stadium was imploded in February of 2001.

A physical (water) model based on particle image velocimetry (PIV) has been constructed at UC Berkeley. The PIV technique enables the use of water modeling to quantitatively characterize the fluid flow behavior in the mold during the continuous casting of steel, in a whole field sense, i.e., section by section. A method to obtain e\e time-averagevelocity (TA V) vector maps was developed by averaging 40 instant aneous vectc -r plots revealing the time average features of the flow. Another benefit of TAV vector maps is the ability to compare with present mathematical models, which are mostly based on the time-average technique. Bifurcated submerged entry nozzles (SEN) with ports inclined at various angles to the horizontal were used in the modeling to study their effects on the flow inside the caster. Argon was also introduced into the model to simulate the influence of argon injection on the metal delivery from the tundish into the caster. The bubble sizes and distribution (in specific sections) of argon were characterized, at the same time, by the imaging system of the PIV. This will allow for validation of current mathematical models that were developed to simulate argon injection in casters. Comparison with results calculated by the commercial finite element package FIDAP is also presented.

OTHERS here are far better qualified than I to discuss some of the specific proposals for government regulation of the oil industry. I shall make no attempt to carry oil to Oklahoma. The question of public control, however, is inherent in other branches of the mineral industry in varying degrees, and my comments will be directed mainly toward some of the trends affecting the mineral industry as a whole, as a background for your more specific consideration of oil legislation. A proud American tradition has been the insistence on freedom of competition, on equality of economic opportunity, on a policy of laissez faire. Nowhere has this principle been given wider application than in the mineral industry. The mineral field has been open to all comers, and the job of mineral exploitation has naturally attracted daring and independent spirits. The laws governing conditions of discovery and development, as well as the anti- trust laws, have been devised to foster the spirit of private initiative. The result has been the building of a mineral industry on a scale never before approximated anywhere in the world. The impetus thus gained, the methods, the technique, the financial resources, have been projected be- yond our boundaries and have made the American mineral industry the purveyor to the world for many essential commodities and first in the exploitation of the world's minerals. Our habits of individual self-reliance and success are deeply ingrained, and there is hardly an individual in the entire mineral field who does not instinctively recoil fro111 the extension of collective control, whether public or private.

The final tunnel lining for this project involved pumping vast quantities of concrete over large distances under the extremely busy streets of lower Manhattan. Approximately 68,000 cubic meters (89,000 cubic yards) were pumped from various locations over 152 meters (500 feet) below ground (Figure 1) to create nearly 14.5 kilometers (9 miles) of 3.05 meter (10 foot) diameter tunnel. Total distances pumped exceeded 1,645 meters (5,400 feet) horizontally after a vertical difference of over 152 meters (500 feet). The urban setting of the operation, coupled with the long distances over which concrete was pumped, created many problems which had to be dealt with along the way. A three-shift labor operation was implemented to allow sequential pouring of tunnel sections nearly every day. The fine tuning of the mix design was critical to make this operation successful.

The area of the Exclusive Economic Zone (EEZ) of India is about 2.014 million km2 and the resource evaluation of placer deposits is one of the objectives of Government of India. Placers are detrital metallic minerals found on beaches and in the near shore areas. Quantitatively more important are placer deposits of light heavy minerals such as zircon, ilmenite and rutile. Rivers and other drainage channels are the main carriers of the placers which contain heavy minerals like magnetite, ilmenite, garnet, zircon, monazite, rutile etc. The present beach as well as part of the shelf was land during Pleistocene as a result of the world wide lowering of the sea levels. The coast line shifted a number of times. Hence, the heavy mineral placers on the beaches are expected to extend to offshore areas chiefly with Pleistocene lowered sea level strands. India has extensive deposits of heavy mineral placers along the beaches. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along many parts of the east and west coasts. Along the central west coast of India (12??N - 19? N lat.) the placer containing 14 - 17% ilmenite form an estimated reserve of 4 million tons. On the Ratnagiri coast of Maharashtra, the proportion of heavy mineral varies between 54 and 70% in the bulk samples, consisting mainly of 14 - 39% magnetite and 16 - 30% ilmenite. The National Institute of Oceanography (NIO) surveys show that the sediments off the central west coast consist largely of silty sand, sand silt and clay. The core samples show that a reddish brown clay overlay olive gray clay which in turn overlay heavy mineral rich sands. The heavy mineral concentration ranges upto 90% and has mainly ilmenite and magnetite with minor quantities of apatite, rutile, zircon, kyanite etc. Siddiquie et al. reported 42 - 75% TiO2 in the ilmenite.

SINCE the inception of dredge mining, the attention of engineers and operators has been directed primarily toward mechanical improvements and refinements calculated to, reduce operating costs and to increase recoveries. The result has been to develop an efficient excavating and value-saving machine, which, in some instances, has an actual capacity of 15,000 cu yd. per day. Steel hulls and superstructures minimize the risk of destruction by fire and lengthen the life of the plant. Dredges now restore, to some extent, agricultural possibilities to mined ground. Large buckets, with correspondingly heavy parts, are able to handle heavy wash and massive boulders. Mechanical weaknesses have been strengthened. The use of manganese steel in bucket lines and tumblers permits the application too the bank of a digging force that can be withstood only by solid material, such as rock, cement or frozen ground. Various alloys of steel have been applied to certain duties and experiments in their heat treatment are still progressing. Haulage by tractor or truck is in common use. Discarded and worn steel parts are repaired or rebuilt by the use of the oxy-acetylene flame and the arc-welding machine. Gold and platinum saving is more efficient, although still subject to improvement. Dredging for tin ore is in successful operation. Crews are now highly specialized and experience has developed improved methods of work; particularly in the manipulation of dredges to build levees of tailings and to leave open waterways where desired. To sum up by the distribution of overhead expense over several units, ground under favorable conditions can now be dredge-mined for 5)2 c. per cu: yd., in spite of the increase in cost of supplies, power, and labor during, the past few years. Improvements in prospecting methods, however, have not kept pace with mechanical developments. Standard practices of ; testing ground today produce only wide approximations of values; although they obtain information concerning the character of the deposit and bedrock. It is interesting to note that few important changes in the methods of ten years ago are .to be recorded; the latest comparisons between pros¬pecting results and mined recoveries-have been at such variance as to cause confusion to the operator, and, in a degree, the sacrifice of the confidence of the capitalist. One of the most difficult tasks associated with placer mining is the sampling of the deposit. More placer projects have failed due to inaccurate assessment of the reserves than to any other reason. Within the realm of placers, those containing valuable minerals with a high unit value are more difficult to sample than those with larger bulk, lower unit value minerals. Some items to consider when sampling a placer deposit are as follows: A. A relatively large sample is needed for accurate valuation of the ground being tested. Placers are composed of many sizes of gravel which makes a representative sample difficult to obtain. B. When sampling placers for high unit value minerals such as gold, any error in mineral content of the sample will be magnified in the calculation of reserves. C. Values are usually erratically distributed within the gravel mass. Therefore, some placers with a more uniform value distribution may be adequately assessed with a minimum number of samples whereas a deposit with a highly erratic distribution of values may not be adequately sampled regardless of how many samples are taken. D. The investigation of a placer deposit should be made by, or be under the direction of, a person experienced in the art of placer sampling. F) During a sampling program, items that must be observed and noted in addition to the sample size and valuable mineral content should include boulder size and number, clay content, bedrock conditions, water, frozen ground, false bedrock, and any other physical characteristics that would affect mining of the deposit.

Active placer mining in Alaska began near Juneau in 1880, but the first gold rush did not start until 1896; then the discovery of the Klondike brought gold seekers from all parts of the world. A few of the newcomers were experienced miners, but the majority knew nothing whatever of placer mining. Even those who were placer miners of much experience found entirely new conditions, notably frozen ground, that presented many difficult problems. As a result, numerous methods of mining and of thawing frozen ground were tried. From these trials the practice described in this bulletin has been developed. All known placer fields in Alaska have been mined to some extent, and some have been virtually exhausted. In most districts, however, there remain large quantities of low-grade gravel and also some small isolated areas of comparatively rich gravels which could not be successfully mined because of adverse physical conditions. These districts are now the scene of most placer mining, including dredging, hydraulicking, drifting, mechanical methods of open-cut mining, and ground sluicing (or booming) followed by " shoveling-in."

This paper presents a unique method of monitoring the effectiveness of the planning process as well as the execution of mine plans. The method primarily determines the degree of deviation from the original mine plans by comparing actual mined areas to initially planned mining areas. The performance of mining operations is also measured by comparing actual and planned tonnages for a particular period. Once the degree of deviation from mine plans has been established the cause/s of the deviation can be determined through a simple fault tree analysis. Accurate identification of the reasons of deviation can aid the mine in selecting possible methods to correct the deviation. It is, however, beyond the scope of this paper to discuss the methods employed in correcting such deviations, as each mining operation will have unique causes of plan deviation and methods of remedying them. Deviations from the plan greatly affect the yields obtainable, which in turn affects the life of mine, thus having negative economic and financial implications. Accordingly, this paper presents a project management method which aims to reduce risk by improving planning systems to ensure optimum overall extraction of coal reserves.
