RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

(Eng.)(Rand) INTRODUCTION Stone Age people were living in various parts of South Africa as recent,ly as a thousand years ago, when they were displaced by Iron Age people with a culture developed in the far north. These invaders brought farming, building, and the earliest mining developments to the Transvaal, thus ushering in the beginning of our great mineral heritage. It is of particular interest to record that, up to comparatively recent times, some of these people were excavating iron-bearing shale rocks for their smelting furnaces on the Melville Koppies in J ohannesburg. Although the most recent the iron-smelting furnaces discovered on these koppies is estimated to be some five-hundred years old, it believed that these Iron Age people were driven out, and their settlements destroyed, by Zulu impis only one-hundred-and-fifty years ago.

Trees are an essential ingredient of sound reclamation in nearly all surface mining regions. There are, however, possible problems in current reclamation regulations and practices which need to be evaluated and remedied. Recognition and accomodation of growth requirements for trees and other plants will greatly increase reclamation success. Surface mining encompasses a series of processes from a pre-mining baseline study to bond release following revegetation. Land owners, and society, have a great interest in subsequent plant growth on reclaimed areas and in future land values.

As high-quality mineral deposits are thoroughly exploited, mines of the future will have to move towards more remote and lower quality projects. With these projects comes an increased business risk to the operator. Even now, mining companies often turn to foreign countries for new deposits to produce, introducing the concept of country risk into their portfolio. Furthermore, feasibility studies often fail to accurately quantify the risks associated with various projects, and as such, this study proposes a technique of risk quantification which can both aid mining companies to evaluate the viability of investment and assist in risk disclosure to public investors for the mining industry of the future. This paper aims to quantify the effects of country risk on the valuation of potential mining projects, using a combination of modular and risk-weighting techniques to evaluate the country risk premium (CRP) required to obtain capital for operation of risky foreign mining projects. The techniques proposed in this paper are demonstrated using fictional examples and then evaluated for accuracy against a recently developed debt-funded precious metal project in a country in the Americas.

Mining corporations have spread their operations worldwide in the last few decades. The reason behind widening operations geographically can be seen as it being part of a risk diversification strategy. Given that the technical, financial and social risks are high, favorable deposits, taxation regimes and legislative frameworks create incentives for international mining operations. On the other hand, international mining activities add the risks of permitting, investing, operating and decommissioning to the corporations. These risks could emerge from defaulting, corruption, resource nationalism, social license to operate, and political and legislative uncertainties and instabilities.

Outbursts, the sudden and violent out- pouring of material into mine openings, is a ground control problem increasingly encountered in the United States as deeper seams are developed. Outbursts, caused by several mechanisms, are the result of the loading of ground support systems be- yond their designed capacity to failure, manifested in a violent release of stored energy. There are several types of outbursts typical to deep underground coal mines. - Outbursts of the coal face due to the presence of pressure abutments in close proximity to the face. These outbursts are usually accompanied by liberation of large amounts of methane. - Instantaneous convergence of the ribs and floor due to overloading and failure of ribs which lengthens the beam of floor strata sometimes resulting in a chain reaction failure of the mine floor. - violent failure of the confined core of a pillar due to rapid loading beyond the yield point of the pillar.

Underground operations commenced at Tower Colliery in late 1978 and the early prevailing mining conditions in the worked seam were considered poor as a result of high stress and geological disturbances. This suggested that outbursting activity may be a possibility. The colliery has since recorded a total of 13 individual outburst incidents, all of which have been associated with the same dyke and strike-slip fault zone. This paper depicts the geological conditions and presents the results of investigations undertaken at the time of these outbursts.

Outburst of gas, coal and rock can be defined as sudden release of coal and rock accompanied by large quantities of gas into the working face or other mine workings. The outburst events appeared rarely in some metal mines has generally occurred in salt and coal mines especially bituminous coal mining. The most important factors that influence the occurrence of outbursts are gassiness of the coal seam, tectonics, properties of the coal and rock and vertical and lateral stresses occurring in the seam and or rock or part of the coal seam. This paper describes the problem of gas and coal outbursts in underground coal mines. The outburst events occurred in Zonguldak Coal Basin located on the Black Sea coast was investigated since 1969. Geological and gas conditions of Zonguldak Coal Basin are described. The incidents are analyzed statistically with the criteria such as amount of coal and gas outburst, depth of workings, effect of tectonism, thickness and inclination of coal seams.

Outbursts have occurred irregularly in the Collinsville Coal field since 1954 when an incident claimed seven lives. Further significant outbursts occurred in 1960, 1961, 1972 and more recently in the No. 2 mine in 1978. From the information collected over 25 years a comprehensive program to minimize the hazard of outbursts has evolved. Further developments of techniques to combat outbursts are being developed.

"Mikhailovskoye Deposit is comprised of oxidized ferruginous quartzites among other minerals with the former widely spread across the ore field and mined along with unoxidized ferruginous quartzites. PJSC Mikhailovsky GOK strategic development is aimed at iron ore product output expansion. The most critical item of the strategic development road map is process design for separation and concentration of hematite contained in oxidized ferruginous quartzites mined as the by-product in the open pit. Laboratory and semi-industrial tests run to design cost-effective, reliable and environmentally friendly process for Mikhailovskoye deposit oxide quartzites processing included the following processes: - pilot tests of reverse anionic flotation which produced concentrate with Fe60.1-62.9% total iron content and 66-69%Fe recovery rate; - combined magnetic separation and flotation (Marubeni Company, 1982) including slime removal, reverse anionic and cationic flotation and high gradient magnetic separation resulting in 48.9% yield, Fe55-57.5%, up to Fe60.5% hematite concentration ( Fe64.1% being the best result achieved),76.2% recovery. - magnetic separation and flotation, including separation in low gradient (1400 Oe) and high gradient (up to 17000-18000 Oe) magnetic field. The results of these pilots tests were the following: 57-59%Fe concentrate, 70%Fe recovery (Mekhanobrchermet, MGOK, 1982-1988): - magnetic roasting in pilot plant of TSGOK (Krivoy Rog) which produced 61.1%Fe concentrate with 81.5% recovery. Major disadvantage of the method is high generation of dust equal to 20% of the initial feed. Based on third-party studies flotation of oxidized ferruginous quartzites process embracing best processing methods was designed by Metalloinvest Management Company LLC and PJSC Mikhailovsky GOK engineers. This paper discusses analysis of studies aimed at intensification of separation processes with application of mechanical slurry agitation (MSA), addition of alkali (NaOH) and elutriation of initial feed. The paper also provides a design solution to implement a lab-scale MSA plant. It includes feasibility evaluation of MSA inclusion in flotation of oxidized ferruginous quartzites process to enable higher yield and hematite recovery in resultant concentrate. Outcomes of the discussed work have significant value for prospective engineering of OFQ concentration process."

Inertial navigation technology has, for the first time, allowed the position of a longwall shearer to be mapped in three dimensions. Following the success of the technology in highwall mining and successful trials on a longwall face, the Australian Coal Association Research Program (ACARP) commissioned a three year "Landmark" project that aimed to advance longwall automation to the level of "on-face observation" by the end of 2004. This project has been completed with the following successful technical outcomes: Automatic face alignment was achieved, using an inertial navigation-based sensor on the shearer, to accurately measure face geometry and feedback signals used to move OEM (Original Equipment Manufacturer) roof supports. Operational on-line measurement of creep with creep information incorporated into face alignment corrections. Inertial Navigation System (INS)-based enhanced horizon control was bench-tested. Operational broadband communications system to shearer using wireless Ethernet on a commercial-product basis. Acquisition of located coal-face features for use in thermal infrared-based horizon control. Automated Longwall Information System (LIS) developed which integrates information from multiple systems and sensors and provides high quality visualisation and control interfaces. Automatic roadway and face convergence monitoring tools successfully tested. Condition monitoring tools developed and demonstrated for improved face reliability. This paper summarises the outcomes of the project and describes the work being undertaken for the 2 year Landmark Extension project approved in April 2005. Consistent with the conference theme, the paper focuses on the ground control aspects of the project.

In the examination of an undeveloped prospect a decision must be arrived at from an inspection of the outcrops and the exposures in a few shallow pits. Prospects that are offered for sale rarely expose any important quantity of good ore, work having usually been stopped when the immediate exploration no longer yielded favorable results. It should be borne in mind, furthermore, that a great majority of prospects have been examined many times, and if of conspicuous promise, would have been acquired-for development. In most cases the problem for the engineer, therefore, is to discover the traces of a valuable mineralization that has disappeared through solution, or the conditions that indicate the possibility, or probability, of underlying secondary enrichments. The available data being meager, every feature should be the subject of careful study-the condition of the outcrop, the structural relationships, the associations of minerals, the alterations of wall rocks, the chances for underlying enrichments, and so forth, as well as the actual assay value of the material exposed. It is frequently advisable to spend the time and money necessary to have trenches dug at various significant points along a promising outcrop; such exposures, even if the depth attained is slight, often disclose conditions that are not apparent at the actual surface, as for example, the existence of soft minerals and the distribution of the various minerals through the mass of the deposit. Trenches also permit samples to be taken from points that were not accessible during former examinations. Strong, persistent outcrops of uniform width may be taken to indicate the probable size and character of the underlying vein,

"Deep mixing (DM) method, one of the most commonly used solidification methods, is based on the principle of solidifying soft ground. It can be classified into two categories such as Cement Deep Mixing (CDM) method and Dry Jet Mixing (DJM) method which apply hardening agent in slurry condition and in powdery condition respectively. In recent years, DM methods have undergone changes that have evolved them from the traditional method to meet the needs of the diversifying market. Among them, the Contrivance-Innovation Clay Mixing Consolidation (CI-CMC) method is a DM method which mixes a cement-type hardening agent in slurry condition mechanically with soils in situ and incorporates the innovative technique, “atomized ejection” that has been developed to allow faster installation of larger diameter columns without sacrificing quality compared with conventional methods. At this technique, the atomized hardening agent is discharged together with compressed air through a device incorporated into the mixing blade. It also has advantages of performing the works with low-displacement of the surrounding soils in consideration of environmental friendliness and with higher penetration capability against hard ground.This paper presents the technological outline of the above-mentioned CI-CMC method, focusing on the atomized-ejection technique, followed by some construction examples, applied to the self-earth-retaining wall, to the hard ground and the area adjacent to the existing structures.INTRODUCTIONAccording to the accumulation of its case histories, Deep Mixing method has been receiving the demands of its application to more challenging conditions, such as harder ground condition, and requirement of lower displacement of the surrounding ground during its operation. In addition, to match its price against the other cheaper methods and widely receive its benefit of higher quality, the cost reduction of Deep Mixing is also one of the major challenges. For the cost reduction, higher productivity and lower consumption of the material to obtain the equivalent strength and homogeneity with the conventional method are required.The Contrivance-Innovation Clay Mixing Consolidation (CI-CMC) method has been developed to meet these demands. CI-CMC incorporates the mist ejection that has been developed to achieve faster installation of larger diameter columns without sacrificing quality compared with the existing methods. Normally, we obtain cement columns of about 1.0 m in diameter by using Deep Mixing method. To increase the productivity, it is not preferable to drastically increase the penetration and withdrawal speed of the mixing blades because of the hardness of the ground and restriction by minimum number of passage of rotating blades per a certain height of the soil cement. Instead, the expansion of diameter of the columns will simply increase the productivity. The development of the new mist ejection system, as shown in Photo 1, has enabled the diameter of soil cement columns to 2.0 m on single axis while 1.6 m on double axes. Mist ejection means that the hardening agent slurry is sprayed into the ground in mist form together with compressed air thereby achieving homogeneous mixing and reducing the resistance on rotating blades."

"The Dry Jet Mixing (DJM) Method was developed and has been put to practical use on the initiative of the Public Works Research Institute and Japan Construction Method and Machinery Research Institute. This method is used to inject powdery binder with compressed air into soft ground while mixing the binder with the soil using the mixing blade to reduce the moisture content of the ground and cause chemical reactions between the soil and binder, thereby strengthening the ground and stabilizing its quality.Recently, there is a demand for high-quality, high-accuracy execution control.This paper introduces the New DJM Execution Control System, developed to meet the future demand for more sophisticated ground improvement, based on the past results of the conventional system in order to provide new automated execution control with improved accuracy, functionality and column quantity.1. INTRODUCTIONIn association with the densification of cities and the improvement of the social overhead capital, the underground space in urban areas is tangled with various underground structures including transportation facilities such as subways and underground roads, buried pipe such as water supply and sewerage systems,gas, electric power and communications lines, and underground malls.In addition, a lot of aboveground structures such as office and residential buildings, elevated tracks, expressways, embankment tracks are also supported with underground foundations.Tokyo, Osaka, Nagoya and many other large cities in Japan grow on plains spread along the coast or rivers. Waterfront flat areas which are very convenient for human activities, however, are often on the alluvial soft ground, where soft cohesive soil with a high moisture content, loose sandy soil, etc. are accumulated in a thick formation, with a high groundwater level.The DJM Method introduced here is used to decrease the moisture content of the soft ground, strengthen the ground and stabilize the soil quality by injecting powdery binder into the ground with compressed air, while mixing the binder with the soil using the mixing blade.2. National Grid needs to maintain a connection between two existing electricity sub-stations (Beddington & Rowdown) in the Croydon (south London) area, and allow the replacement of two 275 kV cable circuits that are buried under roads. This is to be achieved using a single 400 kV cable circuit within a 10 km (6.25 mile) long, 3 m (9.8 ft) diameter high voltage cable tunnel which is being driven through water bearing Chalk, at depths ranging from 5 m (15 ft) to 80 m (262 ft), with four access shafts(12.5 m (41 ft) in diameter) ranging in depth from 10 m (31 ft) to 40 m (131 ft). The Chalk in this area acts as a source of public drinking water supply (PWS) and is protected by areas designated Groundwater Source Protection Zones. To minimise the groundwater risk the design and construction of the cable tunnel and shafts has paid particular attention to the construction materials used, including testing of these construction materials prior to use, developing construction methods (including the design of the Earth Pressure Balance TBM) and maintaining a groundwater monitoring & testing programme prior to and during construction to ensure the integrity of the Chalk aquifer is maintained as a drinking water source. This paper describes the tunnel &shaft design and construction in relation to these particular groundwater environmental issues which set new precedents for tunnel assessment, design and construction requirements in the United Kingdom.

COMMENTING on the report of the latest Royal Commission for India, the September, 1926, issue of the National City Bank's monthly letter states, among other things, that "The decision of the Royal Commission is against the proposal for a gold coinage, but in favor of placing the silver coins and paper currency now redeemable in silver on a gold basis." Also, it quotes the following from the Royal Commission's report: The essence of the proposal * * * * * is that the ordinary medium of circulation in India should remain as at present the currency note and the silver rupee, and that the stability of the currency in terms of gold should be secured by making the currency directly convertible into gold for all purposes, but the gold should not circulate as money. It must not circulate at first, and it need not circulate ever. In this connection it may be stated that during the last one hundred and fifty years or so unsuccessful attempts have been made by the governments of different nations of the world to devise a plan or plans by which gold and silver could be used concurrently for money purposes and, particularly, as standard money; such, for example, as bimetallism, which, of course, is impracticable. But, since none of such plans has been adopted generally it is logical to conclude that their proponents did not shape them so as to conform to the basic principle of standard money, or else political issues were deemed to be dominant, or, perhaps, it was partly due to each.

An attempt is made to summarise the mining law of England, Wales and Scotland. Attention is also drawn to the recent privatisation of the electric power and gas industries and the intention of the present Government to follow suit as regards coal mining. The subject of mining law is discussed under the headings: minerals or rights that have been nationalised or are vested in the Crown; ownership (of land and mineral rights); special customs; tracing of owners; right of support (arising from mining); ancillary rights and easements; obtaining prospecting and mining rights; planning permission; statutory aids to obtaining rights; notes on the history, law and practices of petroleum (onshore and offshore), gas, coal, prescribed substances, gold and silver; electricity; safety, health and welfare; and technical information and boreholes. During the past several years — much to the delight of producing firms and countries — copper prices have surged from under $1 to more than $3/lb. Anyone familiar with the industry also knows that since the early 1970s the long-run trend in real copper prices has been significantly downward. This sharp contrast between short-run and long-run trends raises the issue of the forces behind these developments. What has been driving short-run prices up and long-run prices down? Simple economics suggests that it is all a matter of supply and demand. When demand is rising faster than supply, prices will rise and vice versa.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas. In the region's developing and newly industrialised nations, it has not been possible to make the very large investments in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-substitutable products such as lubricants have also benefitted by the region's GDP growth.   The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. IT, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East.   The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.
