The mining and concentration operations of New Zealand Steel have been carried out initially from the Waikato North Head (WNH) deposit since 1969 and subsequently from the Taharoa deposit since 1972. Over the years the WNH operation has produced about 1.2 million tonnes of concentrate which has been converted into steel, while total exports to the Japanese Steel Industry from Taharoa reached five million tonnes in February of this year. Recent expansion plans both in domestic steel production and in the ironsand concentrate export market have made it necessary for the company to look closely at, among other areas, the mineral processing of the titaniferous ironsands in both deposits. This paper deals with the recent test work carried out at WNH and Taharoa on the use of the cone concentrator unit as a primary gravity concentrating unit ahead of the magnetic separation stages and as a cleaner concentrator following the primary magnetic separation.

Unfortunately, the term "control" has a negative connotation in the minds of many of our operating plant personnel. Whereas the opposite is true of those associated with research and technical centers in our industry. The magnitude of this difference in opinion and actual experience has often proved to be a major factor influencing the success or failure of process control applications. Through the years, many plant people have endured a number of unsuccessful attempts by "outside" people to "optimize" their plants; and these experiences have proved to have had quite a callousing effect on them. On the other hand, in many plants, successful process control efforts have made firm allies of the operating personnel, and have increased the number of metallurgical people who are well qualified and experienced in process control. The instrumentation industry, computer industry, and the mining industry's ability to quantify what is really happening in our processes have grown and developed rapidly since the first control efforts were made in the 1930's (1). Because of this-,: new control opportunities are becoming increasingly more feasible and older well established ones are becoming even more practical and necessary with regard to the economic s of our industry.

"This paper supplements the information provided annually at the Canadian Mineral Processors Operators Conference regarding the education of Mineral Processors in Canada. The purpose of the paper is to provide information regarding the engineering accreditation process in the United States and the universities that offer programs in Mineral Processing and Extractive Metallurgy in the U.S.There is a critical shortage of trained Mineral Processors and Mining Engineers world wide. The Society for Mining, Metallurgy and Exploration (SME) formed a task force to evaluate the national needs for trained engineers and to track the number of engineers who graduate from U.S. universities each year. The statistical information for Mining Engineers is well-developed. The current effort is to assemble similar information regarding students who graduate with expertise in Extractive Metallurgy and Mineral Processing as well as to explore the limitations of the accreditation system in the United States and its impact on the education of Mineral Processors. The long-term objective is to develop a data base regarding Mineral Processing programs and Mineral Processing graduates that is as complete as the one that has been maintained by the Canadian Mineral Processors.INTRODUCTIONIn the United States engineering curricula are accredited by ABET, which was formerly known as the Accreditation Board for Engineering and Technology. The objective of ABET accreditation is to ensure that educational programs in applied science, computing, engineering and technology meet quality standards set in conjunction with the professional organizations that represent professionals in the industries which hire students graduating from those educational programs. For example, the Society for Mining, Metallurgy and Exploration (SME) is the lead society for accrediting Mining Engineering programs in the U.S. For Materials Science and Metallurgical Engineering programs, the lead society is The Mineral, Metals and Materials Society (TMS). SME is a cooperating society for accrediting Metallurgical Engineering programs. Cooperating societies for the accreditation of Materials Engineering include the National Institute of Ceramic Engineers (NICE), the American Institute of Chemical Engineers (AIChE) and the American Society of Mechanical Engineers (ASME)."

This contribution deals with the mineral processing of Li-silicate greisen-type ores comprising of quartz, topaz and zinnwaldite (lithium-rich mica). The origin of the greisen-type ores processed is the Ore Mountains(Germany) where it is explored as a potential resource for the production of lithium carbonate. The goal is to develop a process chain for the enrichment of zinnwaldite using dry techniques only. As basis for the investigation the process chain, which historically was used to process the greisen focused on cassiterite and wolframite, is taken and modified towards the zinnwaldite. Starting with crushed material with particle sizes smaller than 35 millimeters, investigations on different approaches to grinding to liberate mica from gangue are carried out. Concentrates of zinnwaldite are then produced by magnetic separation of size fractions. To assess the success of grinding, classification and separation, mineral liberation analysis and atomic absorption spectroscopy are used. The amount of lithium measured in the sample with atomic absorption spectroscopy was used to calculate the content of zinnwaldite based on its known mineral chemistry. Combined with the particle size distributions, product qualities are determined. Altogether, this allows the thorough evaluation of the success of comminution with focus on following steps of concentration. Seafloor hydrothermal deposits are found worldwide at 700 to 3,600 meters below sea level [1] and contain base and precious metals like Cu, Pb, Zn, Au, and Ag. Some deposits were found in the Japanese exclusive economic zone and the commercial potential will depend on developments in mining and treatment costs of onshore mines. The ores require mineral processing to become concentrate for the various metal smelters and the authors are investigating mineral processing treatments of collected samples. The collected samples were classified into three components (chimney, mounds, and substrate rocks) and they were separated using a RETAC jig. The mound component contains zinc, lead, and copper minerals and further separation using flotation was investigated. This paper introduces results of the mineral processing tests using gravity separation and flotation.

The existing construction and demolition (C and D) waste recycling technologies and standards have been essentially focused on the production and use of coarse recycled aggregates. Very few papers focus on the production of recycled sand, although some previous results show that fine aggregates fraction represents around 40 to 60% (in mass) of the Brazilian waste and it is usually used as road sub-base or disposed in landfills. The quality of the recycled aggregate is strictly related to the content of porous and low strength phases, mainly the patches of cement remaining on recycled aggregate surface. Some technologies have already been described in the literature, even though, to the moment none of these technologies has clearly succeeded in reaching the large market available. This paper presents a summary of the main properties of the sand produced from C and D waste by tertiary crushing at vertical shaft impact crusher (VSI). Additionally mineral processing technologies were applied on the attained product, such as gravity concentration by shaking table and spirals and removal of cement paste by attrition. The main properties of recycled sand are discussed and compared to the previous C and D waste, respectively: particle size distribution, particle shape, chemical composition, cement paste content and porosity. The results demonstrates that the crushing allowed producing a VSI-sand with low porosity and water absorption due to the increasing on the content of silicates from natural rock phases and increasing liberation between these phases and porous cement paste; the particles from the attained product presented also a better shape (sphericity and aspect ratio). The attrition tests assayed on VSI recycled fine aggregates accomplished a further selective disaggregation of cement paste and other porous materials - the porosity was reduced from 10% to 7%. The concentration by shaking table at narrow sieve fractions led to a product with low porosity and reduced content of cement paste, however, concentration on spirals did not succeed since separation was performed essentially by the size of the particles. The heavy product from shaking table represented almost 75% in weight and has less than 60% recovery of CaO+LOI, and expressive reduction on porosity. The aim of producing sand from construction and demolition waste through mineral processing unit operations changes the recycling approach and contributes for up cycling the recycled sand. The exhaustion of sand deposits on Brazilian large centers, the increasing price and the construction boom encourages the development of alternative materials as construction raw material. "Coal-fired electrical power generation plants produce 56% of all the electricity in the U.S., burning approximately 860 million tons of coal annually. This results in the production of 58 million tons of fly-ash; 19 million tons of bottom ash and boiler slag, and 23 million tons of desulfurization sludge.s annually. These are a considerable disposal problem, and it would therefore be very valuable to be able to sell these residues and by-products as useful materials, rather than paying to dispose of them in landfills. However, utilization rates are currently very low, below 32% even for the most thoroughly commercialized combustion byproduct (fly-ash). This poor utilization rate is a result of the high impurity content of combustion byproducts, which makes them unsuitable for existing markets.Mineral processing techniques are useful for upgrading and utilizing combustion by-products. Fly-ash can be processed to remove unburned carbon, or utilized as a binder component in ore pelletization and agglomeration processes; bottom ash can be processed to produce certain aggregate grades; CO2 emissions can be sequestered using modified leaching techniques; and many scrubber sludge’s require processing before they can be used for producing gypsum products.The experiments described in this paper were carried out to study the application of mineral processing techniques to upgrading combustion by-products, particularly flue-gas scrubber sludge. A process was developed for upgrading unoxidized Flue-Gas Desulfurization (FGD) sludge’s by removing the primary impurity (unreacted limestone). A combination of hydrocycloning followed by froth flotation reduced the limestone concentration to as little as 1.7%, while recovering 66% of the sludge weight as a clean product. The recovered limestone was sufficiently concentrated that it could be recycled to the scrubber for more complete utilization."

China is a country with abundant resources of tungsten, taking one of the world?s top-positions regarding both the total reserve and the amount of industrial production. China?s tungsten resources occur mostly in multi-metallic deposits rather than in single-metallic deposits. China?s multi-metallic tungsten ores have the characteristics of coexistence with other valuable components such as molybdenum, bismuth, copper, sulfur and fluorite. These ores are usually low in grade and difficult to process. The technological challenge in mineral processing lies in separation of multi-metallic components in these complex ores and a comprehensive utilization of natural resource. Several cases of industrial practice of processing China?s typical multi-metallic tungsten ores are presented.

"The Canada/Nova Scotia Mineral Development Agreement (M.D.A.) is a subsidiary of a five-year Economic and Regional Development Agreement, signed on June 11, 1984. The objectives of the M.D.A. are to strengthen and diversify the Nova Scotian mineral industry and to coordinate federal and provincial policies and programs. The agreement outlines the activities and responsibilities of each government, including the division of the cost (60:40, federal: provincial) between governments. The agreement established a framework for joint planning to avoid overlap or duplication of programs.The M.D.A. programs are broadly divided into five sectors (Table 1 and Fig. 1): Geoscience, Minerals Technology, Development, Firm Specific and Public Information. Each sector is administered by a subcommittee composed of one federal member and one provincial member. The subcommittees report to a Management Committee. The Canada/Nova Scotia Mineral Development Agreement (M.D.A.) Management Committee is made up of Dr. Jack Reeves from EMR and Dr. Richard Potter from the NSDME.The Geoscience subcommittee, co-chaired by Peter Giles (NSDME) and William Poole (EMR), manages the regional geologic, geochemical and geophysical studies in the province. Included in this sector are studies into mineral deposits and the basic geological relationships between mineral deposits.The Mineral Technology sector is co-chaired by the authors, Don Doyle (CANMET) and Pat Hannon (NSDME). This sector of the M.D.A. conducts studies into mineral processing, sampling, deposit byproduct commodities and project feasibility analysis."

That makes all the difference,” said Dee Kippers, of FMI Henderson Mine, in her talk on “Process optimization during a market downturn (A Moly MacGyver story).” Kippers told an entertaining story of the journey she and her team took in tackling the issue of an annual spike in iron content in the product at Freeport- McMoRan’s Henderson primary molybdenum mine near Empire, CO.As the metallurgists tried one thing after another — cranking up the iron depressant, adjusting pH with sodium hydroxide and hydrated lime, modifying reagent levels — Kippers found that when she shared her results with the operators, communicated with them on what she was doing and got their input, they were more willing to work with her, and more understanding and supportive of her efforts.The results make the case for getting people on board and coming together as a team. At its most basic level, minerals project management may be broken down into a series of logical chronological phases, described in this paper as: exploration, discovery; scoping and pre-feasibility; feasibility and approval; project financing and commissioning; operation; expansion and closure. Each phase has its own peculiarities and challenges, any one of which can potentially upset the forward progress of a minerals project.Reference is made to each of these project phases based on the authorÆs many years of first-hand experience, in an attempt to identify issues within the project management spectrum where additional caution may be warranted. Left un-addressed, these issues can cause undue delays in the project timeline, ultimately delaying approval at significant project cost.Finally, reference is made to the Mine ManagerÆs Handbook recently published by the AusIMM which is an excellent project management resource, considered to be very relevant for minerals treatment plant managers, whether the context be constructing, operating, expanding or shutting down.CITATION:Dunlop, J S, 2013. In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

The distinction between real estate ownership and that of interests in the property is fundamental to the appraisal of mineral properties. This distinction affects the nature and understanding of security of tenure and, consequently, the perception of what constitutes fair value. Legal matters are a particular concern because of their influence on security of tenure, ownership definition and use restrictions. The dynamics of the market and the complex interrelationships between the factors of production define value at a specific point in time for the bundle of rights, interests and assets that constitute a mineral property. Because each mineral property is unique, physically immobile and of a wasting nature, its usefulness to its owner and society must be optimized. The US Appraisal Institute (2001) classified the forces that affect land use as the cultural, political and economic attitudes of society. These forces culminate in laws that often dictate the purposes for doing appraisals. Once the legal definition of the asset is understood, valuers can decide on the valuation process that will support the final valuation approach.

The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

A mining operation begins with prospecting and exploration-stages with long periods of investment and high risk of failure. However, success in exploration ultimately determines survival of the mining industry. Prospecting and exploration may discover evidence of a mineral occurrence and outline its size and character, but ore deposits that support mining are "made" through the collective efforts of project geologists, geophysicists, geochemists, metallurgists, engineers, chemists, lawyers, and even politicians (Joralemon, 1975). Some deposits may go through multiple cycles of rejection and recommendation, discovery and development, decline and abandonment, rediscovery and development, etc., as economic, technological, or political conditions change or geologic understanding is improved. Peters (1987, p. 233) graphically illustrates the normal life cycle of a mine and the position of exploration in the cycle (Fig. 4.0.1). During the past fifty years, mineral exploration has evolved from comparing evidence of mineralization of prospects with that of known deposits to a more quantitative science employing many facets of geochemistry, geophysics, multispectral sensing from space, computer data storage, analysis, modeling, and most importantly, a better understanding of ore genesis. This modem approach to exploration began in the late 1940s and continues to develop. Exploration efforts peaked in the 1960s with emphasis upon the search for porphyry copper deposits, Mississippi Valley lead-zinc deposits, and volcanogenic massive sulfide copper-lead-zinc deposits. It peaked again in the middle and late 1980s with emphasis upon micron-size disseminated gold and epithermal and stratiform precious metal deposits.

Man's use of 'glass predates recorded history. Although early man had no knowledge of how to form glass, artifacts have been found near naturally occurring glass formations where molten rock had been rapidly cooled. In areas where volcanic activity is evident, primitive people fortunate enough to have lived in that area used the naturally formed glass to make arrow heads, knife blades, tools and ornaments. These glass artifacts have been found all over the world. In fact in todays modern society there are recorded cases of aboriginal tribesmen in Australia fabricating arrowheads from glass bottles. 2. A Brief History of Glass The first evidence of man made glass were beads made around 2500 BC by the Egyptians. The Mesopotamians also made glass beads at about the same time.

The fiber glass industry is an industry that. hopefully is still in its infancy and far from a mature business. Fiber glass, as will be discussed in this paper, deals with continuous strand glass as used in the textile laminate and reinforced plastics industries. More specifically, we are speaking of glass used for printed circuit boards, tapes, paper, cloth, pipes, tanks, boats, recreational equipment, roofing shingles, and automotive applications. Compared to the flat, container and decorative glass industries, we are very young. The early patents on fiber glass applications were issued in the 1930's. The type of glass most commonly used in the world and that discussed in this paper is designated as "E" glass. This is a boro-silicate type glass having specific chemical and electrical resistance and low thermal expansion properties.
