This paper traces the co-operative initiative undertaken by South Africa?s gold mining companies through the Chamber of Mines Research Organization (COMRO) in development of hydraulic technologies. After a brief description of the structure of these technologies? development under COMRO?s stewardship, the paper turns to an overview of the structure of innovation within which these hydraulic technologies were developed. A central focus of this paper is systematic review on whether similar technologies are likely to emerge in the present system of innovation and the role played by innovation policy.

A scraper-based block cave method has been successfully applied to extract the Lower orebody at Nchanga since the 1950s. Since inception, scraper drifts and service ways have been supported using steel arch sets fabricated to a specific design from high strength manganese steel To reduce costs and to improve productivity, trials commenced in 2002 using fibre reinforced shotcrete as an alternative support method. One of the areas, the 2420 8E 1C trial drift, was subjected to abutment loading for several months prior to undercutting and cave mining. Shotcrete installed exhibited minor cracking shortly after application but very little deterioration thereafter. Following the success of the trial, the application of fibre-reinforced shotcrete was extended to other drifts. This paper describes the application of fibre-reinforced shotcreteat Nchanga and outlines design and quality assurance methods employed.

The data base of failed coal pillars in South Africa was analysed with regard to the time of failure in an effort to develop a method to predict how long after their formation coal pillars will fail. It was found that meaningful results could only be obtained by splitting the data base up into groups that displayed similar behaviour. It was postulated, based on observation and experience, that coal pillars fail by a process of progressive weakening progressing into the pillar from the edges. Minimum pillar dimensions to ensure failure were calculated?these were the dimensions that corresponded to a minimum ?real? factor of safety. From the scaling distance required to reach the minimum safety factor, rates of scaling for the failed pillars were calculated based on the observed real lives of the pillars. It was found that the rates of scaling were unique for different mining areas and that they correlated directly with mining height and inversely with time. Using the derived scaling rates, the predicted pillar lives were back calculated for the pillars in the data base of failed pillars. In two of the three groups, the predicted lives correlated well with the observed lives on a one-to-one comparison. In all cases, the predicted lives were in the same time range as the observed lives. Overall, the frequency of predicted lives closely replicated the observed frequency of observed lives of the pillars in the data base of failed pillars. The method was successful in distinguishing between the data base of failed and a representative sample of intact pillars. While the predictions matched the observed lives of failed pillars, the predictions of expected lives for intact (hitherto unfailed) pillars were orders of magnitude greater. It is now possible to estimate the frequencies of future pillar failures for the purposes of mine closure and undermining of surface structures within broad bands.

The complex heterogeneous equilibria associated with the production of manganese ferroalloys have been simulated by employing recently developed thermochemical databases. The non-ideal Mn-Fe-Si-C alloy and the MnO-SiO2-Al2O3-CaO-MgO-FeO slag system have been modelled separately by the compound energy and cellular model. A large number of experimental thermodynamic and phase-equilibrium data were used to evaluate the model parameters for the liquid and solid Mn-Fe-Si-C phases. In addition to the liquid metal phase, solid mixture phases occurring in the Mn-Fe-Si-C system have also been studied. Over 500 measured equilibrium data have been utilised to verify and calibrate the model calculations. The paper will present typical simulation results, from activities of components to multicomponent heterogeneous equilibria. Good agreements can be obtained for many important technological parameters such as carbon solubility, phase relations and equilibrium diagrams, element distribution as function of temperature and slag composition etc. Application of the present models to the silicomanganese production will be demonstrated in this paper.

Novel flotation reagents were developed to improve the flotation of coarse particles. Laboratory tests conducted on an anthracite coal sample from Kyung-Dong Coal Company, Korea, showed that the reagents can successfully clean 2?3 mm top-size materials. Pilot-scale tests conducted on a 1.41 mm x0 coal gave substantially better results than those obtained using kerosene as collector. The pilot-scale test results were used to develop a flowsheet, in which the 1.41 mm x0 fraction is cleaned by flotation and the 4 x1.41 mm coal is cleaned by single-stage spirals. The performance of this circuit was compared with another flowsheet, in which the 0.5 mm x0coal is floated using the conventional flotation reagent, with the 4 x0.5 mm material being cleaned using two separate spiral circuits. The performance of the two flowsheets was compared by computer simulation. The results showed that the flowsheet consisting of the coarse particle flotation circuit can give substantially higher yield sat a given product grade. ABSTRACT : An experimental programme for damage assessment was performed in the vicinity of the main shaft of Andra’s Underground Research Laboratory, currently under construction in the East of France, when the shaft is crossing the Kimmeridgian marls between 80 and 100 m depth. The mechanical behaviour was analysed by mean of convergence and displacement measurements. The disturbance into the wall was assessed using numerous methods such as measurement of sonic velocities, permeability measurement and VSP measurement in radial boreholes. The intensity of the damaged zone is low, and its extension does not exceed 0.5 time the radius of the shaft. It does not seem to depend on blasting patterns. ZUSAMMENFASSUNG : Ein Forschungs- und Versuchsprogramm wurde aufgestellt, um die beschädigte Zone im Bereich der Kimmeridgemergel zwischen 80 und 100 Meter Tiefe beim Zugangsschacht des im Bau befindlichen Andralabors im Osten Frankreichs zu berechnen. Das mechanische Verhalten der Formationen wird auf der Grundlage von Konvergenz- und Verschiebungsmessungen ermittelt. Verschiedene Messmethoden, wie z.B. mikroseismische Geschwindigkeite Messungen, Permeabilitäs- und Beschleunigungsbestimmungen in strahlenförmigen Bohranordnungen, erlaubten die Ermittlung des Beschädigungscharakters der Schachtwand. Die Intensität der beschädigten Zone ist niedrig, ihre Ausdehnung übersteigt nicht die Hälfte des Radius des Zugangsstollens und scheint unabhängig vom Schema der Sprengstoffanordnungen zu sein. RESUME : Un programme expérimental visant à évaluer la zone endommagée autour du puits d’accès du Laboratoire de Recherche Souterrain de l’Andra actuellement en construction dans l’Est de la France a été mis en œuvre lors de la traversée des marnes du Kimméridgien entre 80 et 100 m de profondeur. Le comportement mécanique des formations est évalué à partir de mesures de convergence et de déplacements. La mise en œuvre de nombreuses méthodes, telles que des mesures microsismiques, des mesures de perméabilité et d’accélérométrie en forages radiaux, a permis de caractériser l’endommagement en paroi du puits. L’intensité de la zone endommagée est faible et son extension ne dépasse pas 0,5 fois le rayon du puits. L’endommagement semble indépendant des schémas de tirs testés.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. The decisive action taken by mine managements in recent years has been the main factor in bringing about the present downward trend in mine fires. A better understanding of the fundamental factors that govern the ignition and spread of fires. obtained as a result of investigations into mine fires, has provided useful guidance to production personnel. Similar investigations into fire-fighting techniques have assisted the Rescue Training Service and mines to institute more effective fire-fighting techniques. Some of the more important findings of recent investigations in these areas are outlined.

The earliest authenticated scientific report of the occurrence of platinum in rocks from the Bushveld Complex appears to be by William Bettel on 10 November 1906. Thereafter, prospecting of the chromite-rich rocks for platinum proved frustrating. I suggest that the resurgence of interest shown by Dr Hans Merensky in 1924 resulted from his realization that newly panned platinum had a different grain size from that in the chromite layers and indicated a different source rock, which he located, and it became known as the Merensky Reef.

Mining and metallurgical processing companies that have adopted the principles of good environmental management often find it difficult to carry out an environmental assessment that yields meaningful opportunities for improved performance. This topic was investigated by means of a case study of a South African Base Metal Refinery (BMR) producing primarily nickel. A process-based Life Cycle Assessment (LCA) was carried out on the refining process, with the environmental impacts related to the production of reagents and utilities forming part of the assessment. The lifecycle inventory (LCI) was based on plant operating data spanning 31 months of production, from which a baseline environmental profile could be generated and interpreted to indicate the main sources of potential environmental impacts. Consequently, opportunities for improved environmental performance could be identified from the LCA model, which expressly related potential environ-mental liability to specific sub-processes in the assessed industrial operation. The on-site steam plant was found to be the primary source of potential environmental impacts in most of the impact categories considered. In closing, the paper discusses some of the limitations encountered in use of the LCA method. Block model estimates are commonly calculated by the well-established technique of kriging. The mathematics are well established, but implementation details require site-specific considerations. Checking and measuring the performance of the estimates is important to ensure the block model is suitable for its intended purpose. There are different criteria for long-term planning and short-term planning. The implementation of kriging should be checked with cross-validation and assessed for conditional bias and departure from theoretical optimality with the calculation of kriging efficiency. A new expression of kriging efficiency, which compares the kriging variance with the theoretically optimal kriging variance, is developed to aid in this assessment. The assessment tools presented here can be applied in a number of situations; however, ordinary kriging with a reasonably large search performs well in most cases.

The management of the Anglo Platinum (AP) mining technical systems (MTS) embarked upon a process of defining the strategy for the MTS department. The newly established department forms part of the greater Group Information Technology (IT). The strategic process took place within an environment that had witnessed a dramatic proliferation of IT implementations across the group within the last three years. The IT department has been structured in terms of the classical plan, build and run functions with the applications and integration streams running perpendicular across these three functions. The application stream is divided into commercial and mining technical systems with business systems integration the third stream. The mining technical systems department supports mine management to effectively gather, analyse and disseminate data relating to the ore reserve by integrating a number of strategically selected IT applications to ensure that the safety, legal and operational requirements are met. This service to business is rendered by management of a strategic outsource partner via tightly controlled service level agreements (SLAs). The framework used for creating a mining technical systems department that is empowered to add value to business was formulated using the AP value chain as both the starting point and guiding process to ensure alignment to the greater internal strategy of the business. A risk study was carried out at the Cerrejon coal mine in order to assess the impacts of pit slope failure in terms of safety of personnel and destruction of equipment with economic consequences. Results of the assessment enabled the definition of risk treatment requirements and the identification of key aspects to consider in a risk treatment plan. The approach included the following tasks: (1) Assessment of the total probability of failure (POF) representative of the stability conditions of typical footwall and highwall slopes. For this purpose, stability analyses were carried out to define the Design POF, which accounts for the variability of strength parameters and represents the normal conditions considered for slope design. Strength parameters for highwall slope analysis were derived from borehole data obtained with a geotechnical drilling campaign. The Total POF was estimated through the use of Source Response Diagrams (SRD) in order to incorporate other sources of uncertainty not accounted for, like changes in geometry, variability of rock conditions due to geological or operational factors, changes in groundwater conditions and occurrence of seismic events. (2) Assessment of the consequences of footwall and highwall slope failure on safety of personnel. The assessment was performed through the use of event tree analysis to establish the probability of fatality caused by slope failures, from the Total POF defined in the previous task. This analysis required the evaluation of personal exposure to slope failures. Also, the assessment included benchmarking of acceptability criteria in terms of probability of fatality and the evaluation of options of risk mitigation to comply with these criteria. (3) Assessment of the consequences of footwall and highwall slope failure in terms of economic losses associated with impact on equipment. The analysis included the evaluation of equipment exposure to slope failures, and it was performed through event tree analysis to establish the probability of an economic loss associated to total or partial lost of equipment, from the total POF value defined in the first task. The magnitude of the economic losses was estimated from the costs of damaged equipment, lost production and site restoration. Options of risk mitigation were also examined in terms of economic losses. The risk assessment process applied to the Cerrejón mine showed how the system can be applied to evaluate the consequences of failure in terms of personnel safety and economics and to identify the more adequate risk mitigation options. The system can be an extremely powerful tool in the mine design process and provides the opportunity to rationalize the geotechnical information requirements, once the risk criteria have been defined by management. The main purpose of this paper is to present the process; therefore, the emphasis has been put on the methodology followed rather than on the actual results obtained.

What is a nugget effect? In the early development of geostatistics, the term ?nugget effect? was coined for the apparent discontinuity at the beginning of many semivariogram graphs. This name was chosen to reflect the large differences found between neighbouring samples in ?nuggety? mineralizations such as Wits gold reefs. Geostatistical theory assumes that the difference between a sampled value and a potential repeat sample at the same location is actually zero. Included in this ?nugget effect? would be true variation between contiguous samples due to the nature of the mineralization, micro-fracturing, nugget or crystal size, and so on. Also included in the nugget effect would be any ?random? sampling variation which might occur due to the method in which the sample was taken, the adequacy of the sample size, the assaying process, etc. Arguments were put forward that ?sampling errors? actually exist at zero distance. Some geostatistical schools actually maintain that the ?nugget effect? is all sampling error. This would imply that ?perfect? sampling would eliminate the nugget effect entirely. There is now a dichotomy both in the geostatistical world and in the software packages provided for geostatistical analyses. It may seem academic to argue over whether the semivariogram model should take a value of zero, a value equal to the nugget effect, or a partial value at distance zero. However, the decision can have a profound effect on both the estimated resource and in our confidence on that resource. Whereas most geostatistical texts define the semivariogram model as taking the value of zero at zero distance, others imply that the full nugget effect should be used at zero distance. For example: ?The nugget effect refers to the nonzero intercept of the variogram and is an overall estimate of error caused by measurement inaccuracy and environmental variability occurring at fine enough scales to be unresolved by the sampling interval3 ?Christensen4 has shown that the ?nugget effect?, or non-zero variance at the origin of the sernivariogram, can be reproduced by a measurement error model ?The nugget effect is considered random noise and may represent short-scale variability, measurement error, sample rate, etc.5. In many training texts and Web courses, the definition of the semivariogram is ambiguous as the formulae for semivariogram models is not actually specified at zero distance6,7,8.

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

Over 206 million tons of hard coal were mined in South African collieries in 1996. Some 132.5 millions tons came from underground operations and approximately 120 million tons came from bord-and-pillar workings resulting in between 100 000 and 150 000pillars being formed. Coal pillar design remains a significant feature of South African mining. This paper reviews South African coal pillar design procedures in the light of 90 pillar collapses that have occurred since 1904. It shows that, while the current pillar strength formula is still valid within the original empirical range of Salamon1,cognisance must be taken of local conditions. Current South African coal pillar research is attempting to account for the variations in local conditions with the emphasis on the effect of discontinuities and pillar deterioration. It is suggested that a more holistic approach to pillar design be adopted to include a design methodology that examines the stability of the roof, pillar and floor of the underground workings. Using this approach, deviations from the empirical database used by Salamon and Munro will be incorporated into the design methodology resulting in more stable underground workings.

Small replacements of C12-trithiocarbonate (C12-TTC) for dithiocarbonate (DTC)/dithiophosphate (DTP) in a reagent suite for the flotation of platinum group metals (PGM) have significantly improved the rejection of gangue. Coupled to this is an improvement in kinetics, grade and recovery of PGMs. In a pilot-plant trial, after a 5 mole per cent replacement of the current DTC/DTP collector combination by C12-TTC, large opaque bubbles were replaced by small clear ones. In addition, a similar flotation response was realized with one-third of the current depressant dosage. During a preliminary plant trial on underground UG2 ore, the initial rougher concentrates were characterized by higher PGM concentrate grades and this was in part due to improved chromiter ejection. The concentrate produced from the TTC trial also exhibited a much finer particle size distribution. The overall circuit performance, which included secondary regrind and flotation, showed an increase in concentrate grade of approximately 44% while the tailings grade remained unchanged

The first stage of the development of a new modified 201-type low nickel austenitic stainless steel is described in this paper. The alloy is intended for use as a structural alloy, and so requires a yield strength >400MPa as well as acceptable weldability and toughness. The low nickel content will give a lower material cost in comparison to more conventional austenitic grades, and the processing route is required to be similar to that of Type 304 to keep the processing cost low. The base alloy was designed using empirical methods developed for stainless steel, and the properties of the base alloy were verified using a range of small-scale melts. The base alloy had a 0.2% proof strength of ~320-400MPa, and so it is planned to use V additions of ~0.15% to bring about precipitation strengthening in the hot rolled condition, so raising the alloy?s proof strength above the 400MPa minimum.
