1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

Premier Diamond Mine exploits a kimberlite orebody using cave mining methods. A drilling level is established at the base of a block of ore to effect undercutting that leads to caving of the overlying ore. A second level is developed some 15 metres below the undercutting level to allow extraction of the ore once it has caved. As much as 45 per cent of the rock is removed on the extraction level creating a series of pillars. Undercutting creates abutment stresses, as high as 3 times the virgin stress, which affect the rock mass to a distance of 20 metres from the undercut face on the undercut level and on the extraction level 15 metres below. If the extraction level is completely developed prior to undercutting, where stress levels exceed 20 percent of the rock mass strength, extensive rock mass and support damage occurs as the undercut passes overhead. Rock mass damage takes the form of movement along existing joints and minor shear failure through intact rock. Support damage takes the form of cracking in rigid concrete linings. Where induced stresses exceed 50 per cent of the rock mass strength it is often impractical to keep excavations on the extraction level open. Rock mass damage takes the form of extensive failure of the rock in shear which evidences itself as propagation of the fracture zone around tunnels and footwall heave. Support damage results in destruction of shotcrete linings and concrete footwalls. As the interbolt support fails, badly fractured rock ravels around the steel tendons. Observation and monitoring at Premier Mine and on other cave mines has shown that induced stress levels and consequent damage are a function of :?the extraction ratio on the undercut and extraction level prior to undercutting ?the shape of the undercut face ?the rate of undercut advance ?the distance of leads and lags between adjacent tunnels on the undercut level. To ensure the stability of excavations, all of the above parameters must be carefully planned and the planned mining sequence rigidly enforced. The minimum of development is completed on the extraction level prior to the undercut passing overhead. Required development is then rapidly completed once the area has been de-stressed. Support is installed in three phases: ?Rockbolts are installed as soon as excavations are developed ?Wire mesh, steel tendon straps and a layer of shotcrete sufficient to protect the mesh and straps from damage by blasting and LHD loading is installed as soon as practical thereafter. Inevitably the shotcrete lining has to be replaced once the undercut has passed overhead.. ?Rigid shotcrete linings and concreted footwalls are completed only after the undercut has passed overhead and the area has been de-stressed.

Critical to understanding and controlling phase mixing and separation in metallurgical processes, is the development of reliable experimental techniques to measure interfacial properties of melt systems. A series of experiments has been carried out to determine the effect of oxygen potential on the surface tension of liquid copper. Using an electromagnetic levitation method, a surface tension-oxygen chemical potential adsorption isotherm was produced for the Cu-O system at T 1400 K. The surface tension results show good agreement with the literature values e.g. within 3 per cent for pure copper. The Belton `ideal' adsorption isotherm was applied, and the following equation derived to best fit the experimental data ? =1251-77.5 1n41+ (2.79x105 . pO1/2)](mN.m Using this equation, the surface tension of copper was calculated/predicted as a function of oxygen potential at 1400 K, and showed excellent agreement with the experimental values. This confirmed that the adsorption behaviour of oxygen in liquid copper is ideal. The saturation coverage of oxygen on the surface of liquid copper was determined to be T0 = 6.65 µmoles.m,-2 corresponding to an area per adsorbed oxygen atom of ao ? 25 Å2. These values agree well with those cited in the literature, and our experimental data cover a very wide range of oxygen potential (10-5 to 10-17 atm). Steel is a highly versatile material due to its low cost and good mechanical properties, but typically needs some or other form of corrosion protection due to its tendency to corrode when exposed to atmospheric conditions. In the case of organic coatings, the corrosion protection and functionality of the final product is critically dependent on the adhesion of the coating to the surface of the steel. In this work the effect of contaminants and the nature of the surface layers present on industrial steel products are investigated by means of paint adhesion tests, Auger electron spectroscopy (AES), and X-ray Photoelectron spectroscopy (XPS). It was found that the presence of sodium species on the surface is very detrimental to paint adhesion under wet conditions, while satisfactory adhesion may be obtained even in the presence of silicon and carbon residues. It was also found that the nature of the Fe-O layer, formed under wet conditions is labile and different from that formed in dry air, and that subtle changes in process conditions, such as changing the oxygen content of the quench water, may change the adhesion of paint to the surface of the steel. Lewis acid-base interactions are discussed as a mechanism that may determine the bonding between the steel and polymer coating.

In this paper, their application to time series modelling is considered by means of simulated data from an autocatalytic reactor. In particular, reconstruction methods from non-linear dynamics are used to define a state space model for the process. Some of the more recent developments in Paint Technology are solvent free materials. These coatings have mainly been formulated to overcome the negative attributes of solvent-based coatings, i.e. environmental, safety and health risks, potential for solvent entrapment and osmotic blistering, as well as the formation of micro-pores during the curing process. Two solvent free liquid epoxy coatings have been used extensively on power generation plant. However, very little is known regarding their long-term performance under different exposure conditions, as well as whether these coatings actually perform better than their solvent-borne counterparts. In addition, solvent free materials are generally used where outage periods are restricted and coatings need to be applied within a very short period. Though these materials have reportedly much shorter curing times than other conventional solvent-borne coatings, little is known regarding their limits with respect to maximum film thicknesses and being put into service while still being wet/partially uncured. The latter has become common practice at many power stations in the past two years or so. In addition, the application and curing methods of solvent free materials are different to that of solvent-borne materials, and may require equipment and application process changes. This paper covers the application and performance properties of solvent free coatings in comparison to solvent-borne materials primarily intended for immersion service. Numerous coatings were evaluated under immersed static and cyclic hydrostatic pressures. Other tests included short curing / early immersion tests, dry-to-touch and dry-through curing times, adhesion tests, surface tolerance tests, etc. The results show that the solvent free materials have clear benefits with respect to safety, health, environmental and long-term performance, but will be more difficult to apply compared to solvent-borne materials.

Reagents are added to the flotation process of Merensky Reef ores to achieve specific functions that enable the separation of valuable minerals from gangue minerals on the basis of the difference in their surface properties. However, due to the complexity of the process, the various interactions that occur as well as the incomplete liberation of the ore and range of minerals present, it is difficult to quantify the behaviour of each of the reagents. More specifically, changes made to achieve a particular outcome may have secondary effects that can override the desired effect. If all the effects and interactions can be accounted for, it is possible to manipulate reagent suites and obtain better overall metallurgical performance. This paper discusses the effect of the addition of copper sulphate at different operating points of the recovery of the sulphide minerals. Batch flotation tests indicated that the recovery of chalcopyrite was not affected when operating conditions were varied, whereas pentlandite recovery was strongly affected by the point of reagent addition, and pyrrhotite recovery was enhanced by copper sulphate addition, irrespective of the point of addition, with the extent being dependent on the ore source. Floatable gangue was activated by copper sulphate in the presence of the dithiophosphate collector. Froth stability was also affected by copper sulphate addition.

Mining has always been, and still is, an activity which is vital for the development of mankind. This is because a predominant proportion of industrial products and energy is produced from raw materials that are excavated using mining methods. The need for environmental protection and the close proximity of urban settlements and mines in Slovenia have necessitated ever stricter requirements for the excavation of raw materials and the introduction of more environmentally-friendly mining methods. This is achieved by implementing a closed eco-technological cycle of raw material excavation within the scope of mining methods. In surface mines, this means prompt reclamation of the degraded surfaces, and in underground mines the use of methods with minimized impact on the surface and on underground water. In underground mines, mining methods with backfilling installed according to the multi-barrier disposal system are the only ones that allow the possibility of implementing a closed eco-techno-logical cycle of excavating raw materials. Various industrial waste materials are also included in the backfilling material in order to improve its strength properties. Backfilling consisting of several different waste materials is produced in the form of a composite. Before backfilling consisting of waste material composites can even begin to be used in mines, an environmental impact assessment of its suitability for mines needs to be made. In order to make such an assessment, a pressure leaching cell and an open diffusion cell were made, i.e. a pressure leachate test and a sorption test were developed. The two cells and the developed tests will enable the study of the influence of backfilling on the environment if installed in an underground mine. The pressure leachate test performed with the use of the pressure leaching cell simulates leaching from a consolidated backfill during the seeping of underground water into the backfilling material under pressure. The sorption test performed in an open diffusion cell simulates the flow of eluate leached from the backfilling material through the rock/geotechnical barrier. The two tests were developed in such a manner that they are performed either in succession immediately after one another, but they can also be performed separately at a certain time interval. The paper presents an assessment of the suitability of backfilling made of different waste material composites. Determining the cutability and mechanical properties of rocks is vital for the feasibility studies of a mine or tunnel projects. Many scientists have investigated the correlation between these parameters in order to predict specific energy (SE) and other important rock cutability properties for many years. On the other hand, textural properties of rocks have been quantified in detail by Howarth and Rowlands (1987). Hence, it was possible to correlate mechanical and textural properties of rocks by using a parameter known as the texture coefficient (TC). The main objective of this study was to use the test results taken from a research project carried out by Bilgin and Shahrair1tocorrelate the mechanical and cutability properties of rocks with textural properties of rocks. For this purpose, uniaxial compressive strength (UCS), uniaxial tensile strength (UTS), cone indent or (CI),point load index (PLI), unit volume weight (?), porosity, SE, and normal and cutting force values, were correlated with textural properties of rocks. Hence it was possible to make illuminating interpretations about the relationships between the mechanical and cutability with the textural properties of rocks. Determining the efficiency of a surface coal mine operation is an essential activity, which can help in deciding on the optimal use of input resources, including effective capital allocation, in generating a desired quantity of coal of a specific quality. Mines operate today in challenging conditions, with diminishing reserves of high-quality coal, remote location of new coal deposits, infrastructure problems, environmental legislation, and the effects of climate. All these have an impact on the performance of a mine. Given such challenges, a company has to be technically efficient compared to other existing coal producers in order to generate profits. It can use the measurement of its efficiency to evaluate its productivity, benchmarking this against the best-performing mines and determining optimal variables in order to minimize slack and achieve the desired outputs. This paper discusses the use of Data Envelopment Analysis (DEA) in evaluating the efficiency of a surface coal mine supply chain for the coal export market. The supply chain is considered to be composed of subprocesses that are modelled as a multistage system. Numeric examples will be used to illustrate the application of DEA.

The shear stress t that can be sustained by the rock mass in the environs of a mining-induced earthquake controls the near-fault peak ground velocity v of that event according to v=0.25(ß/G)t, where ß is the shear wave speed and G is the modulus of rigidity. To estimate t at mining depths, I review the results of four studies involving Witwatersrand tremors that relate to the bulk shear strength. The first and most general analysis uses the common assumptions that the seismogenic crust is pervasively faulted, has hydrostatic pore pressure before mining, and an extensional stress state that is close to failure. Mining operations reduce the pore pressure to zero within the mine and redistribute the stresses such that, in localized regions, the state of stress is again at the point of failure. Laboratory friction experiments can be used to estimate t in the zero-pore-pressure regime. Second, model calculations of states of stress in the vicinity of mining at about 3 km depth indicated the shear stress available to cause faulting near the centre of a distribution of induced earthquakes. Third, laboratory experiments combined with microscopic analyses of fault gouge from the rupture zone of a mining-induced event provided an estimate of the average shear stress acting on the fault to cause this earthquake at a depth of 2 km. Fourth, moment tensors determined for mining-induced earthquakes usually show substantial implosive components, from which it is straightforward to estimate t. These four different analyses yield estimates of t that fall in the range 30to 61 MPa which implies that near-fault particle velocities could be as high as about 1.5 m/s. To the extent that the causative fault ruptures previously intact rock, both t and v, in localized regions, could be several times higher than 61 MPa and 1.5 m/s.

"A study of five commercially available solvent-extraction diluents in combination with three commercially available extractants under sub-Saharan African copper solvent-extraction conditions yielded intriguing results. A variety of physical and chemical property analyses showed that the diluents have some property differences, but overall the properties are similar and provide comparable solvent-extraction performance. Although each physical chemical property technique provides useful information, no individual test result suffices for prediction of diluent performance. Furthermore, a diluent should be evaluated within the conditions for which it is targeted to determine a true measure of performance. Overall, the diluents studied possess appropriate physicochemical properties for sub-Sahara Africa copper solvent-extraction conditions and can be utilized to achieve efficient, safe and reliable operations. INTRODUCTION Background Today, commercial SX diluents are available globally from a limited number of manufacturers. Production quality and consistency of these diluents have improved tremendously over the past 20 years. For example, diluent flash points have been increased incrementally to improve transport and handling while reducing fire hazards. In addition, properties have been successfully modified to minimize evaporative losses, ultimately reducing SX plant raw material costs. Diluent manufacturers have also focused on meeting performance requirements of SX plants, including eliminating components detrimental to SX operations, such as olefinic groups that can react with various species resulting in changing phase-disengagement properties over time, as well as ensuring that proper hydrocarbon components are present within diluent mixtures to maintain good reagent–metal complex solubility. These challenges have been met in the midst of ever-increasing stringent environmental regulations. Sub-Saharan Africa copper SX operations pose a unique set of conditions for diluents due to inherent ore compositions and the associated high reagent concentrations required for complete copper extraction. Chevron Phillips Chemical Company, LP has been manufacturing hydrocarbons and hydrocarbon-based diluents since the mid-80s, applying this experience to identify the physical properties considered crucial for proper performance in SX operations. This paper documents the findings of a study utilizing commercially available diluents in combination with extraction reagents commonly utilized in African SX operations to evaluate the relative performance of the diluents under sub-Saharan Africa copper SX conditions."

he flotation studies on hematite were carried out using di (2-ethylhexyl) Phosphoric acid (D2EHPA) as the collector. The possible mineral reagent interaction was studied through electrokinetic and dissolution studies. The shift in zeta potential (PZC) and decrease in dissolution of iron in the presence of D2EHPA indicated that D2EHPA was specifically adsorbed on hematite surface. The adsorption imparted necessary hydrophobicity for flotation of hematite. Hematite could be floated selectively from hematite and quartz synthetic mixture. This paper develops the themes explored by the authors at the Fourth International Platinum Conference,. Optimization techniques can be used to significantly increase the value of mining businesses by enabling better long-term planning decisions. Open pit and underground mine design, mine scheduling, cut-off grade and blending, stockpiling, and the linking of these to flexible elements of the metallurgical recovery processes are all evaluated together. Transport or sale of intermediate products and the requirements of the product metal markets can also be considered. Experience shows that net present value (NPV) can potentially be increased by 5-35 per cent or more, usually even before the expenditure of significant amounts of project capital. The case studies presented include: > An existing operation with multiple open pits and PGM concentrators linked to offsite downstream processing facilities, and with infrastructure constraints for which the scheduling of current operations and the potential for expansion were investigated > An existing operation with an integrated portfolio of mines, concentrators, smelter, and refinery, for which the various possible sources of ore for processing were prioritized to match the downstream process plant constraints and the product markets > An underground operation in Zimbabwe for which the optimum mining width was calculated and expansion plans were evaluated > An underground mine with many separate mining sections, for which a revised schedule was developed aiming to keep the shaft system and processing plant at capacity with the highest net value material available at any time throughout the life of mine. In the concluding section of the paper, a few brief notes are included suggesting how the strategic recommendations from enterprise optimization studies may be implemented by the owner's team.

CSIRO Mineral has recently developed a new electron microprobe based system for characterizing zircon grains from heavy minerals sand deposits. The system acquires cathodoluminescence (CL) spectra, X-ray and backscattered electron (BSE) signals in parallel. By scanning over a specified target area, CL wavelength and X-ray element distribution maps of polished zircon grains can be acquired. Post-inspection of the combined dataset using in-house developed software enables correlations between chemistry and structure to be investigated. The new method offers significant benefits over traditional CL and BSE techniques in that direct comparison with the elemental concentrations over the same region is now achievable. By combining the electron microprobe results with data for the same mapped region obtained via a nuclear microprobe, significantly better detection limits (~ 1ppb) for elements with atomic numbers greater than iron are possible. The ability to measure spatially related analytical data and then investigate the correlation of the CL spectra with chemical data is an important advancement in the characterization of zircons. Uranium is back on the radar. Uranium has always been a controversial metal, from its role in the arms race to its claim to be the only viable alternative to fossil fuel. This paper will cover its properties and use, its occurrence and production in South Africa, the current market drivers and its future role as a primary energy fuel. It will highlight the difference between uranium used to make a bomb and uranium used in a power station. The recent significant uranium price rise will be put into context of the market drivers including geopolitical issues. Planned expansions in nuclear power station capacity will be reviewed, as will new mine production. Future demand will also be speculated on.

GIS documents are of great interest for a quick and low-cost determination of areas endangered by rockfalls. They allow (i) the detection of potential instabilities from steep slopes and cliff areas, and (ii) the preliminary estimation of potential run-out areas by means of a so-called cone method. After the presentation of the tools used to compute these areas, the paper focuses on two methods developed for a preliminary hazard mapping, one at regional scale and the other at local scale. Die sogenannte Kegelmethode erlaubt die Erkennung potentiell instabiler Zonen von Steilhängen und Felswänden sowie eine erste Einschätzung der möglichen Reichweiten. Nach der Vorstellung der zur Berechnung der bedrohten Gebiete benötigten Hilfsmittel stellt der Artikel zwei Methoden zur vorläufigen Gefahrenkartierung in lokalem und regionalem Maßstab vor. Les SIG sont très intéressants pour une détermination rapide et peu onéreuse des zones affectées par des chutes de blocs. Ils permettent une détection des zones potentiellement instables et une estimation sommaire des zones de propagation des blocs par une méthode dite des cônes. Après la description des outils utilisés pour définir ces zones, l’article expose deux méthodologies élaborées pour un zonage préliminaire du danger, l’une à l’échelle régionale et l’autre à l’échelle locale.

Large mining companies generally follow the distributed ownership corporate model, with a board of directors responsible for decisions that affect both shareholder value and stakeholders of the company. The board is simultaneously responsible for setting the culture and values of the corporation, which drive performance and priorities. Companies listed on the Johannesburg Securities Exchange (JSE) commit to sustainable development in various ways, either by virtue of implementing the King Code of Governance 2009 (King III) and/or through their own public reporting on social and environmental matters. Many mining companies make public statements regarding their support for environmental stewardship, ethical behaviour, and fair treatment of communities. It is a local, regional, and indeed, global phenomenon that companies fail to deliver on these statements. Research was carried out through the Institute of Directors of Southern Africa in 2007, and followed up in 2012, regarding directors? understanding of sustainable development issues, the relative priorities, what is needed for ?radical change? to effect sustainable development, and what enables or constrains the latter. Pertinent findings of both surveys are presented in this paper, and it is suggested that ?on-the-ground? performance may be indicative of the nature of leadership and decisions in the topmost ranks of the company. The results indicated that environmental concerns fall consistently below social issues. Financial capital ranked most important, and while environmental issues are recognized as being of strategic concern for the long-term, they ranked as being the lowest importance of all ?Five Capitals? (Financial, Manufactured, Social, Human, and Natural). Social capital ranked second lowest, with black economic empowerment being the only high-priority social issue. There is also evidence that certain companies within the mining sector fail to recognize their absolute dependence on natural resources. Much is made in academic and popular literature of the need for a new type of leadership for the radical shift to sustainable development: at company level this implies therefore a new type of director. The research found that only 14 per cent of directors felt that board decisions are consistent with their personal values; while intentions are strong to behave ethically and serve sustainable development, actions to give effect to these intentions lag significantly. Respondents indicated that the top impediments to courageous leadership for sustainable development related to personal issues of maintaining the image of being a director, fear of appearing weak, fear of being a lone voice, and bowing to board-colleague peer pressure.

Plain and alloyed titanium aluminides of composition Ti-47.5 at.% Al were prepared by melting commercial-purity titanium and aluminium with additions of 1 at.% precious metal. The as-cast alloys were subjected to potentiodynamic scans in 5, 15, and 25 wt% HCl aqueous solutions at room temperature and compared for their abilities to spontaneously passivate. Addition of precious metals resulted in a general improvement of corrosion resistance by increasing the open circuit potential to more noble values. Addition of 1 at.% gold or silver to titanium aluminide did not significantly increase the corrosion potential (Ecorr) above that of the plain titanium aluminide alloy, indicating that gold and silver are not sufficient cathodic modifiers to improve the corrosion resistance of titanium aluminide in all the solutions tested. However, platinum, palladium, and iridium additions shifted the corrosion potentials to the position of the passive region of plain TiAl for all solution concentrations. This indicated that TiAl alloyed with these platinum group metals would passivate spontaneously by cathodic modification. TiAl alloyed with palladium performed the best in 5 wt% HCl solution with the most positive corrosion potential. In 15 wt% HCl solution, alloys with platinum exhibited the most positive corrosion potentials, while alloying with iridium or palladium revealed more negative corrosion potentials. Thus, palladium alloying led to the best cathodic modification of titanium aluminide in low-concentration HCl solution, whereas platinum and iridium alloying additions resulted in the best cathodic modification of titanium aluminide in high-concentration HCl solutions.

Nkomati Nickel JV exploits the ores of the Uitkomst Complex near Machadodorp in the Waterval Boven district in South Africa?s Mpumalanga Province. Due to factors such as the remote location, stellar growth in production, opencast mining methods, and ore characteristics, a number of innovative processing options were selected. Nkomati has undertaken numerous initiatives over the last few years to improve plant running times, metallurgical performance, and operational profitability. Great emphasis has been placed on effectiveness of management control systems. A number of initiatives such as short interval control and time?in-state metrics have been implemented. A focus on improvement on availability and asset utilization of key items of equipment has been particularly effective. While the ores are remarkably similar to the Merensky and UG2 reefs, the relatively high base metal sulphide content and mineralogical characteristics make metallurgical treatment somewhat different to the ores of the Bushveld Complex. The low head grades and flotation kinetics distinguish Nkomati from other base metal operations. Numerous milling and flotation optimization initiatives have resulted in dramatic improvements in throughput, recoveries, and concentrate grades. This paper discusses the metallurgical, operational, and management challenges and the outcomes obtained.
